Prince William County, once considered a “swing” county that could go to either party in state and national elections, hasn’t voted for a Republican presidential candidate in 20 years. And the county’s move toward the Democratic Pary has accelerated since Donald Trump was first on the ballot in 2016. But this November, both Democrats and Republicans are counting on a boost in voter energy to help them in Prince William County. Democrats hope enthusiasm for Vice President Kamala Harris, the Democratic nominee, and voters motivated by issues such as abortion rights, will bring a big margin of victory in the presidential race. Republicans, meanwhile, are urging their voters to cast early ballots or even vote by mail in an effort to reduce the divide between Harris and Trump. Still, if past elections are any indication, Trump is not likely to do

President Joe Biden won the county by 27 percentage points in 2020, while Hillary Clinton beat Trump by 20 points in 2016. “If you look at Prince William County and how it’s changed over the last eight years, there’s a large concern about protecting democracy and about Trump. ... His plans for the
federal workforce, his darkness and division, his attacks on reproductive rights and his attacks on immigration really don’t play well here,” said Aaron Fritschner, a spokesman for the Harris-Walz campaign in Virginia. But local Republican leaders say Trump might outperform in Prince William, based on concerns about
issues such as border security and inflation. Ian Lovejoy, the only Republican state delegate still representing Prince William County, said the issues people are talking about this election cycle “transcend party politics,” especially in a county as diverse as Prince William. “We all want a strong economy, safe neighborhoods and our children to have opportunities and a good education,” Lovejoy said. “These are issues that tie us all together and are common to all of us.” The race between Democrat Eugene Vindman and Republican Derrick Anderson in the 7th Congressional District might be the only competitive contest on the ballot for Prince William voters. The district, currently held by a Democrat, Rep. Abigail Spanberger, encompasses all or parts of 11 counties. Prince William County voters make up the largest share of the district, but Republican-leaning areas could balance out Democratic votes from Prince William County. Judge denies bond for man charged in his wife’s disappearance Evidence against husband deemed ‘overwhelming’ By Cher Muzyk Staff Writer
Naresh Bhatt, the Manassas Park man charged in connection with his wife Mamta Kafle Bhatt’s disappearance, will remain in jail in part because of new evidence indicating he visited various dumpsters to discard items contained in large trash bags in the days after she vanished. Naresh Bhatt, 37, has not yet been charged with murder in connection with the presumed death of Mamta Kafle Bhatt, 28, who has been missing since July 27. But he was charged on Aug. 22 with concealing a dead body after an extensive, overnight search of the couple’s Manassas Park home. Police have yet to find Mamta Kafle Bhatt’s body or a murder weapon but believe Naresh Bhatt killed her and hid her body, according to court documents. During the hearing on Friday, Sept. 20 in Prince William County Circuit Court, prosecutors presented evidence from cellphone data, video cameras, license-plate readers and GPS data from Naresh Bhatt’s Tesla that indicated Naresh Bhatt allegedly disposed of trash bags in a dumpster in Manassas, outside his babysitter’s apartment, and in a trash compactor in Falls Church, where he is subletting an apartment. Based on the evidence, Judge Kimberly Irving ruled that Naresh Bhatt would remain held in jail without bond. “The evidence as proffered by the prosecutors is overwhelming,” Irving said, pointing to Naresh Bhatt’s movements and internet searches around the time of his wife’s disappearance. Irving also noted a cadaver dog indicated that a dead body had been inside the couple’s house. Friends and supporters of Mamta Kafle Bhatt were relieved as they filed out of the courtroom after the hearing. “It’s been stated into evidence that she was murdered, dismembered and disposed of like garbage. Mr. Bhatt is right where he needs to be, which is locked up,” said Holly Wirth, a friend who’d been a coworker of Mamta Kafle Bhatt’s. The courtroom was packed, with some people having to stand outside in the hallway during the more than two-hour hearing. Naresh Bhatt had no reaction to the judge’s ruling. Margins matter as Prince William shifts left ELECTION, from page 1 In the 10th Congressional District, Republican Mike Clancy faces an uphill battle against Democratic state Sen. Suhas Subramanyam. The district, which includes the northwest portion of Prince William County as well as all of Loudoun and Fauquier counties, Manassas and Manassas Park, is considered “solidly Democratic,” according to Cook. Democratic U.S. Sen. Tim Kaine is also likely to win Prince William County easily against Republican challenger Hung Cao. In 2018, the last time Kaine was on the ballot, he won the county by 32 percentage points over former Prince William Board of County Supervisors Chair Corey Stewart. Statewide, polls show Cao trailing Kaine by about 11 points.
Democratic gains
Prince William County voters first flipped the majority on the Prince William Board of County Supervisors from Republican to Democratic in 2019 and solidified it in 2023. The county’s delegation of state legislators also has moved from majority Republican to almost entirely Democratic. Carolyn Nelson Swint is a longtime Democrat who has volunteered for lots of elections. But this year feels especially urgent, she said, because of the erosion of reproductive rights since the Supreme Court overturned Roe v. Wade. That’s why Swint, 79, said she’s volunteering for Kamala Harris’ campaign and was in Dumfries when the “Fighting for Reproductive Freedom” national bus tour stopped last weekend. Swint said Harris’ promise to sign a law restoring abortion rights across the country is a top issue for her. “I had an abortion when it was legal, and I would like to see it legal for all women, especially 12-yearold girls who have been raped,” she said. “I think we have a good chance if Kamala can win, and if we can get the changes we’re hoping for down the ballot.” Luis Roman sees things differently. The 39-year-old retired Marine says he once leaned Democratic but now believes the Republicans’ values better align with his on parents’ rights, immigration and the economy. “I’m proof that you can be a Republican as an immigrant and that you don’t have to be a Democrat,” he said.
Economy and immigration
The Democrats opened an office in Dumfries a few months ago and have so far recruited more than 800 volunteers from Prince William County, according to a Harris campaign spokesman. The Harris campaign is also getting help from several niche Democratic coalitions, including Latinos for Harris, Women for Harris, Out for Harris (an LGTBQ group) and African Women for Harris, which draws from the county’s sizable African immigrant community, to name a few.

Prince William GOP Chairman Jacob Alderman said issues like the economy and immigration are motivating residents to call his office and ask how they can help get out the vote for Trump. “Everyone is united in the same message of bringing back a strong economy, tightening up the southern border and reducing crime,” Alderman said. “These are universal issues that people can get behind.” For Christian Martinez Lemus, a top issue is immigration. Lemus, 26, volunteers with CASA in Action and said Trump’s harsh rhetoric about immigrants is among the reasons he’s supporting Harris. “I know people who are immigrants, and although they are not able to vote, I think of them every time I vote,” Lemus said. Lovejoy said most voters he’s spoken to have told him their top issue is the economy. “Folks are seeing what modest gains they’ve had in their paycheck gobbled up by persistently high costs across the board,” he said. Lovejoy believes Republicans may do better than expected in Prince William County this year, pointing to the 2021 election during which Gov. Glenn Youngkin lost the county by a slimmer margin — 15 percentage points. Youngkin won the state by 2 points.

Manassas boutique owner wins ‘Spirit of Prince William’ award Brandi Norrell aims to spread kindness, positivity at Studio Luxe in the City By Sondra Anzalone Contributing Writer
Brandi Norrell took a leap of faith back in 2019. She opened her first women’s clothing boutique at a challenging time for brick-and-mortar retail shops, when more and more people were shopping online. But Norrell, 40, said she always loved clothes and was looking to transition from a career spent working first as a preschool teacher and then in education administration with private schools and nonprofits in Prince William County. “The door opened, and I just ran through it. I just figured I’ve done things harder,” Norrell said of opening her first shop, Studio Luxe, in Warrenton. “It’s been five years, and it’s the best decision I’ve ever made. It’s the most fulfilling and rewarding opportunity I’ve ever had.” Her second location opened in Manassas this summer, and Prince William Times readers chose Norrell as the “Spirit of Prince William” Award winner in the annual Readers’ Choice Awards. The award recognizes the person who most embodies the spirit of Prince William County. Studio Luxe in the City also won four other awards: best new business, best local clothing store, best gift store and friendliest reception or front office person. “I didn’t know owning a boutique came with awards,” Norrell said. “I’m just a girl who loves clothes and figured out how to turn it into a business. To get to show up and be yourself and be acknowledged for it is surreal. To be considered such a bright light in the community —spreading kindness and being positive — is so awesome. I’m incredibly grateful people see me that way.” Norrell, a North Carolina native who has lived in Haymarket for about 20 years, opened Studio Luxe in the City, a 400-square-foot curated boutique, last summer. It’s the only locally owned women’s clothing shop in Old Town Manassas. Like her Warrenton shop, the store features inclusive sizing, with items ranging from extra small to 3X. It also radiates a positive vibe with upbeat

So far, business is strong, Norrell said. “We’re slammed all the time,” she said. Norrell won similar awards for her Warrenton location in 2022. Her third store, Studio Luxe Boutique, opened Sept. 15 in Dulles. Now, she’s planning a fourth location inside a gift store in Remington, located in southern Fauquier County. “I love making people feel good about themselves. … If I had known what I know now, I would’ve done it the minute I got out of school,” said Norrell, who first came to Northern Virginia to attend George Mason University and stayed after earning her degree. “It’s personal for me. A personal mission in the sense of growing confidence in people.” Through her stores, Norrell aims to not only help people feel good about themselves but to also bring attention to causes in the community and help other local businesses grow through partnership opportunities. Dale City Fire Station 20 named ‘Best Firefighters’ By Evelyn Mejia Staff Writer
Marshall Wharam didn’t envision a life as a career firefighter. Football had been a big focus in his life until he was diagnosed with cancer while playing in college. Now in remission, Wharam, 39, says he chose firefighting because he considers it similar to competing on the gridiron. It’s physical, challenging and unpredictable. “I thought it’d be something fulfilling, something larger than myself and that’s what drove me to this,” he said. Wharam, who is captain of Dale City Fire Station 20, says his fellow firefighters share his motivations. They “have an opportunity to do right by the community every day,” he said. The men and women who make up Dale City Fire Station 20 were named the county’s “best firefighters” in the 2024 Prince William Times’ Readers’ Choice Awards. The station is busy, averaging about 20,000 calls a year, Wharam said. Calls range from rescuing people trapped in wrecked vehicles to fighting fires in homes and businesses. The firefighters’ dedication is evident from the time they first begin training. The application process takes between four to six months and includes aptitude, psychological and physical fitness tests, as well as a panel interview, Wharam said. Candidates then train for six months before being placed at a fire station. One of the many things they prepare for is sleepless nights, as they work around the clock for 56 hours a week. During any given 24-hour shift, the station typically responds to as many as 15 calls, he said. “We’ve got I-95 in our backyard; we’re off

Prince William Parkway,” Wharam said. “This is dense commercially and otherwise, so there’s always something to respond to.” Although they’re committed to the work, their goal is to be at a 50-hour work week by 2027, Wharam said. The fire department’s hope, according to Chief Eric McCoy, is that by producing two large academy classes a year, they’ll have the staffing to make the shift. A 50-hour work week would allow for firefighters to have an extra day off. Over the course of a year, Wharam says that roughly equates to about 320 additional hours at home. Although the job can be stressful on their bodies, they take care of themselves, Wharam said. Each workday involves at least two training ses-

Training typically involves studying a line-ofduty death investigation or a recent fire or incident they can learn from, Wharam said. “There’s been several times in my six months here where we train for something in the morning and then use it in the evening,” Wharam said. Danica voted to expand enrollment in affordable health care for more than 640,000 Virginians, including 32,000 greater Prince William residents. She also voted to lower the cost of premiums, place price caps on prescription drugs and protect coverage for people with pre-existing conditions.

The General Assembly has passed 51 bipartisan bills authored by Danica into law, including 14 to feed hungry kids. Her bill requiring eligible schools participate in CEP led to free breakfast and lunch for all Manassas and Manassas Park students and at 68 Prince William County schools.
In the summer of 2022, five friends who got to know each other by sharing stories about the beers they were making at home began to chase a dream — launching a brewery. Trouvaille Brewing Company, located in an old school building in Haymarket, is going strong two years later, and was named best brewery in Prince William County in the Prince William Times’ Readers’ Choice Awards. The brewery has built a loyal community of beer lovers and others who enjoy coming together for their events and the brewery’s fun-loving atmosphere. “We all started as home brewers, and we all met in the same home brew club,” said Cody Powell, co-owner and general manager of Trouvaille. “Every home brewer, the first time they make a beer that they don’t pour down the drain, they’re going to open up a brewery one day.” Building a community at Trouvaille has been a priority. A huge draw of the brewery has been the events the team puts on each week. Music bingo, trivia and live music are some examples that are frequently on the schedule. Powell got acquainted with Taylor Swift songs during a themed music bingo night, and a recent Harry Potter trivia night was standing-room-only, he said. “We definitely like to look for

those opportunities to encourage the most people to come out and enjoy what we’re putting on,” Powell said. Trouvaille makes all kinds of beers, but the team gravitates toward hazy IPAs, sours and stouts— what the co-owners love to drink, said Stephen Boyajian, co-owner and head brewer. They aren’t afraid to be experimental, either. During the Christmas season, Boyajian said they created a brew inspired by the movie “Elf,” which included spaghetti, M&Ms, marshmallows and maple syrup — Buddy the Elf’s diet in the film. “A lot of people just really kind of enjoyed going on that journey with us,” he said. Trouvaille continues taking it one step at a time to grow and establish the business. A recent development for the brewery the owners are excited about is that it now has access through the state to self-distribute their beer and will begin doing so soon. Other aspirations down the line include a possible new location or expanding their existing spot. “Beyond that is to not only grow our system, our equipment, but also grow our size, whether that’s a second location or maybe taking over more footprint where we are now,” Boyajian said. For now, the team is focused on continuing to foster a fun environment and brew good beer. Last month, the brewery won two awards from the Virginia Craft Brewers Guild’s Craft Beer Cup. But the joy of the business that has most exceeded expectations for the founders is the community they have been able to build. “I didn’t realize how big of an impact we could have on a community,” Powell said. “Seeing our regulars at the bar, seeing their family, getting to know these people and really developing friendships and relationships with an entire community, it’s just been really cool.” Boyajian said his daughter has even become best friends with the daughter of one of his regulars. “Everybody talks about having regulars, but I can’t walk in there and not be recognized by half the people that are there, and they all know my name,” Boyajian said. “I know all their names.”

Last season was a breakout year for the rapidly developing Gainesville High football program. Despite falling to Colonial Forge 49-26 in the Class 6 Region B quarterfinals, the Cardinals (8-3) made their postseason debut in their second varsity season since the school opened in 2021. Year three is looking great, too, as Gainesville is 4-0 after downing visiting Robinson 41-13 on Friday. Coach Daniel Bruton is pleased and envisions more wins ahead. “The team’s been together for a while, so just the maturity,” Bruton said. “Having consistent play at your O-line, having consistent play with your D-line and having a guy that you trust to make a lot of decisions in your field general helps out.” Six-foot-3, 215-pound senior quarterback Colton Kilmer teams with senior tailback Koven Smith to give the Cardinals a potent 1-2 offensive punch. As a junior Kilmer threw for 2,580 yards and 28 touchdowns

rushing yards and two TDs against Robinson. He’s rushed for 459 yards and seven TDs this year. “I’m feeling phenomenal. I’m just blessed to be playing again and enjoying my last year with the guys. The season’s going great so far,” Smith said. NOTICE OF WILLINGNESS Prince William Parkway Sidewalk Project
The Prince William County Department of Transportation (PWC DOT), in cooperation with the Virginia Department of Transportation (VDOT) and the Federal Highway Administration (FHWA), proposes the construction of approximately 2,300 linear feet of 5-foot-wide sidewalk with a proposed 4-foot-wide grass buffer. This project will construct a missing segment of pedestrian facility so pedestrians can continuously walk on the north side of Prince William Parkway from Horner Road Commuter Lot Entrance to 650' West of Summerland Drive (A separate project will be responsible for the final connection to Summerland Drive). Other improvements, such as upgrading connecting curb ramps are also part of this project. Prince William Parkway (Route 294) is classified as an Urban Principal Arterial GS-5 with a 50 mile per hour design speed. The project is state/federally funded, through the specialized state/federal MAP21/CMAQ and MAP21/RSTP funding and to be constructed via the VDOT LAP Process. The sidewalk construction will not require dedication of right-of-way and easements. In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771, a Programmatic Categorical Exclusion (PCE) has been prepared under an agreement between VDOT and FHWA for the project. The project will not impact resources protected by Section 4(f) of the Department of Transportation Act or Section 106 of the National Historic Preservation Act.
