The contest to fill three seats on the Manassas City Council has become a debate about whether the city should continue its ambitious economic development efforts or pump the brakes in hopes of delivering tax relief to its 43,000 residents. Six candidates vying for the three seats up for grabs in the Nov. 5 election have organized themselves into two partisan slates. On the Democratic side, incumbent City Council members Mark Wolfe and Tom Osina are campaigning alongside newcomer Ashley Hutson. Vice Mayor Pam Sebesky, also a Democrat, is not seeking reelection. Wolfe, 67, is seeking a fifth term. Wolfe has lived in Manassas for 34 years and is chief operating officer of MovieComm, a company that sells movie clips. Osina, 71, is vying for a second term. He owns an association management company and has lived in Manassas for 24 years. Hutson, 32, grew up in Prince William County and moved to the city in 2019. She is the di-
rector of member engagement for the Heavy Construction Contractors Association. On the Republican side, former Council member Lynn Forkell Greene is campaigning with two-term Manassas City School Board member Robyn Williams and newcomer Stephen Kent. Greene, 49, won a seat on the city council in a 2021 special election and then lost a reelection bid in 2022. She is a human resources administrator and a lifelong Manassas resident. Williams, 56, has lived in the city for 23 years and is a real estate broker. Kent, 34, has lived in Manassas for about a decade and works in communications for the Consumer Choice Center. Incumbent Mayor Michelle Davis-Younger, a Democrat, is also vying for reelection against Republican newcomer Xiao-Yin “Tang” Byrom. Democrats have held the majority on the Manassas City Council since 2019 and have focused on boosting the city’s economic development. The council purchased and demolished the Olde Towne Inn, an aging hotel in downtown Manassas, and bought the Manassas Shopping Center with plans to redevelop both. The council also bought the former Marsteller School property with plans for a community center, athletic fields and a new fire station. It also entered into a contract to bring commercial airline service
to the Manassas Regional Airport. Wolfe said the Democratic slate is best for Manassas because “we have a track record of working for the city. ... We get stuff done.” Greene said the Republican slate will best serve residents by decreasing the tax burden “so they have more money in their pockets.” “It’s not just about low taxes; it’s about fiscal responsibility and how we are making decisions,” Greene said. “The current council is operating from a place of abundance, and they are no longer representing our taxpayers fairly.” In response to Republican calls to reduce city taxes, Wolfe said he believes residents appreciate better services. The Republican candidates “default
to the mantra of lowering taxes and that means less money for schools, to pay police and fire, to pave the streets, to underground utilities, for the library, and eventually the quality of life will decrease,” he said. The three Democrats had raised a total of $43,858 as of Aug. 31 — more than double the $19,160 the Republicans had raised, according to the Virginia Public Access Project. There are six seats on the city council. The Democrats currently have a fiveto-one majority with Theresa Coates Ellis the sole Republican member. Her term is not expiring this year. Jailed officer allegedly threatened to kill woman 28-year-old officer was held without bond after arrest on Sept. 26 by J ill P alermo

A Prince William County police officer arrested last week allegedly threatened to kill a woman by “shooting her and making it look like an accident” while also grabbing her neck, pinning her to the hood of her car and groping her buttocks, according to court charging documents. James Thomas Clinton, 28, a six-year veteran of the Prince William County Police Department, was arrested Thursday, Sept. 26 and charged with two counts of abduction, one count of sexual battery and one count of assault and battery in
connection with the allegations. Clinton was arraigned Friday and was being held without bond at the Prince William-Manassas Adult Detention Center, according to the jail. Clinton’s arrest came three days after the woman, who was known to Clinton, reported to police the most recent incident, which allegedly occurred on Sunday, Sept. 22 at Turley Fields in Dale City, according to Lt. Jonathan Perok, a Prince William County police spokesman. The woman told police she was with the officer at the park when he “forcibly held (her) against her will” and “repeatedly grabbed her around her neck” while the two were arguing outside of their vehicles, Perok said in a news release. During their interaction, the woman said the officer asked her for her phone, and when she wouldn’t give it to him, “he conducted a search of her person and groped her buttocks,” according

to a criminal complaint filed at the Prince William County courthouse. The officer then allegedly searched the woman a second time, during which he “pinned her arms to the hood of the vehicle,” groped her a second time, grabbed her neck and threatened to kill her, the charging documents said. “The accused told the victim he could kill her by shooting her and making it look like an accident,” the criminal complaint said. During an earlier incident, which occurred on June 4, the officer allegedly

briefly handcuffed the woman against her will during an encounter at the police department’s substation at the Potomac Mills mall, the charging documents said. During both incidents, the officer was on duty and wearing his police uniform, badge and firearm, according to charging documents. Clinton has been placed on administrative leave while the charges proceed through court system, Perok said. “This type of behavior is reprehensible and does not represent the values and professionalism of the members of this agency,” said Prince William County Police Chief Peter Newsham, in a statement. “I commend our criminal investigations division for acting quickly and effectively in bringing charges to ensure that he is held accountable.” Reach Jill Palermo at jpalermo@ fauquier.com

The battle for county’s Latino vote While Hispanics trend Democratic, conservative values pull some toward the GOP by E velyn M ejia

Edgar Gonzalez, of Woodbridge, is trying to coax his fellow Latino residents toward the Prince William County Republican Committee by organizing voter registration drives at Spanish-speaking churches and at local soccer fields. Gonzalez, 68, says Republicans are gaining support among Latinos because their conservative values better align with the GOP. “Hispanics are Democrats by tradition, but in reality, we’re Republicans who just didn’t know it,” Gonzalez said. Meanwhile, Tarrazzia Martin, also of Woodbridge, is voting Democratic and encouraging other Latinos to do the same. She said she believes former President Donald Trump is a threat to both women and immigrants. “Women will lose the ability to make their own decisions for their health, and there may be a mass deportation of immigrants because of the misinformation on Latino men and women,” Martin said. Such sentiments are at the heart of an increasingly intense battle for Prince William County’s growing Latino vote. Hispanics make up more than 25% of the county’s nearly 490,000 residents, and their numbers have grown nearly 6 percentage points since 2010, according to the U.S. Census Bureau. While Republicans look to grow their share of the Latino vote, the Prince William Democratic Committee is trying to hold on to its historical advantage by launching its first-ever Latino Caucus. Carmen Rodriguez, the group’s chair and an immigrant from El Salvador, said working as an elections officer made her realize the need to better inform Latino voters about local candidates. “It just bothered me to my core that some Latinos who were coming in to vote weren’t as informed as they should’ve been,” Rodriguez said. The caucus has held voter registration drives and provides voter education materials in Spanish to Spanish-speaking homes. It’s not known how many of the county’s nearly 300,000 registered vot-

Latino voters’ turnout in 2020 was strong. Of the roughly 271,000 Latinos registered in Virginia that year, about 80% voted, according to Unidos’ Hispanic Electorate Data Hub. Overall, Virginia turnout was 75%, according to the Virginia Department of Elections. Democrats have enjoyed an advantage with Latinos since at least 1976, when exit poll data was first collected on Hispanic voters. According to an NBC exit poll, President Joe Biden won about 65% of the
Latino vote in 2020. Still, Trump made gains among Hispanic voters that year, according to the Pew Research Center. Stephen J. Farnsworth, a professor of political science at the University of Mary Washington in Fredericksburg, says Republicans have taken opportunities to cut into Democratic margins among Latino voters in Virginia by running candidates such as Jason Miyares, the state’s first Latino attorney general. “Don’t underestimate the extent to which nominating Latino candidates can send a message that the party cares about that segment of the electorate,” Farnsworth said.
Supervisor Yesli Vega, a Republican who represents the Coles District, was the first Latina to serve on the Prince William County board when she was elected in 2019. “Latinos are usually common-sense conservatives,” Vega said. “They want lower taxes and less bureaucratic red tape so our economy can thrive. They want law and order so that their families are safe.” Both candidates in the competitive 7th District congressional race are reaching out to Latino voters, who make up more than 17% of the district’s electorate. Prince William County voters make up the largest share of the district, but it also covers all or part of 10 other more conservative-leaning counties, stretching from Woodbridge to Charlottesville. Eugene Vindman, the Democratic nominee, says that as an immigrant himself, he’ll work to make immigrants feel more welcome in their communities. “I think we can do a better job here in the county of providing more community services in different languages to encourage immigrants to be more engaged,” said Vindman, who was born in Soviet Ukraine during the height of the Cold War. The family moved to the U.S. when he was 3. Derrick Anderson, Vindman’s Republican opponent, is also reaching out Latino voters by visiting Hispanic-owned small businesses. Anderson is critical of the Biden administration’s handling of immigration and recently visited the southern border in Arizona. During a debate, he called the border “out of control” and blamed the fentanyl crisis on lax enforcement. Still, Anderson says he supports legal immigration. “At the end of the day, we are a country founded on immigrants, and we want immigration, but we want to make sure it’s done legally,” Anderson said. “We want a tall wall, but we want a wide gate to let people in.” Reach Evelyn Mejia at emejia@ fauquier.com

Prince William publishes first redesign issue We’re making changes to the Prince William Times this week This week’s Prince William Times has a new look. The newspaper has undergone its first significant redesign since it shifted from its traditional broadsheet format to a tabloid style format in 2017. We’ve kept the tabloid style but shortened the page, reimagined the front cover and built what we hope is a newspaper that is simpler to navigate, more visually appealing and easier to read. This was a big project that took more than six months of work, and some elements are still a work in progress.

We hope readers will enjoy and appreciate the changes we made with you in mind. But we also understand that one of the unavoidable truths
of the science known today as “user experience” is that the first reaction of many to a new design is often that they don’t like the changes. That’s understandable. But the research also shows product users usually do come to like the new design better once they get used to it. So, we hope you will give the new design a chance even if you find it disorienting at first. Here are some of the things we hoped you would enjoy: A new front page: Our prior front page usually only had room for three stories. The new paper will feature more stories on the front page in summary form. It will give you a quick roundup of the big stories of the week and tell you where you can read the full story inside.
Less page turning to read a story: Most of our stories will now be contained to one page. If a story continues on another page, it will be the facing page. So, you won’t have to hunt for the rest of a story on another page. More visual elements: The design is intended to be a bit more modern, with easier-to-read typefaces, a bit more space between elements. We’re working on some new elements for both news stories and advertisements that we hope will make them more appealing to look at. Jessie Love, a Gainesville native, and her husband, Michael, said she knew five years ago that her hometown needed a family-friendly local tavern. She was so focused on the idea that she started a business plan for a tavern in 2018. Working with partners Steven and Ali Chandler, also Northern Virginia natives, the couple made that idea a reality Sept. 28 with the opening of Grain & Grog American Tavern at 7960 Crescent Park Drive in Gainesville. rant is in the Madison Crescent development, a mix of homes and businesses at U.S. 15 and U.S. 29. “Because our location is completely surrounded by homes, it is important to us that we (are) a place where people feel comfortable bringing their families,
but also a place to have a date night,” Jessie Love said. Michael Love and Steven Chandler met in 2005 at the former Sully’s restaurant in Chantilly, where Michael Love was bartending, and Chandler was a patron. They became fast friends and kept in touch when Steven Chandler moved to San Diego. When he moved back to Northern Virginia, Michael Love contacted him about a bartending opportunity at a restaurant in Ashburn where he was working. Steven Chandler did not hesitate to accept. “I came home Sunday and started work on Monday,” he said. After working together for three years, they decided to branch out on their own. “Since my early 30s, I had a goal of opening a place by the time I was 40,” Steven Chandler said. “We signed the lease
on my 41st birthday in September 2023.” Both the Loves and Chandlers have experience in the food industry and are equal owners/operators. Jessie Love is the general manager and daytime bartender. Michael Love and Steven Chandler will do nighttime bartending, and Ali Chandler will do the accounting and administrative work. The menu will feature standard American fare and offer weekly and seasonal specials. Three of the specialties are the Monte Cristo sandwich, French onion soup and bacon-wrapped dates. A featured cocktail is a rosemary old-fashioned made with rosemary simple syrup. “We are excited to be serving the community as your local watering hole,” Jessie Love said. But this year, we got it down.” The Cardinals recently beat local rival Patriot for the first time too, winning 1-0 on Sept. 24. In its fourth year since the school opened in 2021 and with its third different head coach, Gainesville (7-3 overall) has arrived as a team to fear. First-year coach Ronald Blair’s Cardinals lead the Cedar Run District at 5-1, ahead of Battlefield (6-4, 4-2) and Patriot (6-4, 4-2). Stever says Blair has made a difference. “We’ve had a lot of coaching switches, and I think (Blair) has a motivation and a vision for us to do well and come to the top, so I think that just having a new leadership position has really helped us a lot,” Stever said. Blair sees field hockey as another fast-ascending Gainesville power, joining girls basketball, which has reached the state tournament twice, and boys basketball, which has reached regionals twice. Coming over from Patriot, where he coordinated the Pioneers’ defense as an assistant, Blair immediately bolstered that end of the field for the Cardinals. Led by starting defenders Emma Bresnahan, Addison Sandhoff, Naomi Schneider and goalie Harper Buettner, the Cardinals have allowed just nine goals in 10 games. “They’re buying in defensively,” Blair said. “This is the third coach with a different system in that amount of time, so they had to learn where I want them and the things that I want.” Offensively, Gainesville still has room to improve, as it has struggled to
find the back of the net consistently. With Stever, Brenna Beall, Tara Cappellini, Riese Deveau, Rylee Deveau, Mackenzie Rutledge and Kaitlyn Schumacher starting at forward and in the midfield, the Cardinals are averaging just under three goals a game. “They’re being sponges, and that’s all I can ask them to be, so I’m proud, but I’m not pleased because we can get better. We’re leaving so many points on the field,” Blair said. With just five games remaining, the Cardinals are in position to take the regular season district crown and clinch their first regional tournament berth. “Being here since freshman year, I’ve been through the ups and downs of (building) a new program,” Stever said. “Seeing us grow so much since that year, it’s amazing to see.”
