A 24-year-old Woodbridge man has been charged with four counts of murder in connection with the deaths Monday of his fellow tenants inside their Dale City home – an incident Prince William County Police Chief Peter Newsham described Tuesday as both “senseless” and “horrific.” “I wish I wasn’t standing here before you this morning. This is horrific,” Newsham said during a morning press conference held outside the home where the shootings occurred at 5297 Mansfield Court in Dale City. The victims were identified as Miguel Duran Flores, 44, and Kelly Victoria Sotelo, 42, and their daughter, Karrie Ayline Sotelo, 19. Also killed was Richard Julio Jesus Revollar Corralles, 36, a fellow renter in the home, Newsham said. See SHOOTING, page 2

Supervisor Yesli Vega, the Republican nominee for U.S. Congress in Virginia’s 7th District, has been critical of President Joe Biden’s student loan forgiveness plan and decries “reckless” government spending in a recent TV ad. Yet, Vega and her husband filed for personal bankruptcy in 2009 and had more than $96,000 in debts discharged in the proceeding, including about $46,000 in student loans, according to court records. Vega, 37, and her husband, Rene Vega, were living in Fort Washington, Maryland, when they filed for Chapter 7 bankruptcy in the U.S. Bankruptcy Court for the District of Maryland, which has not been previously disclosed Yesli Vega was in her early 20s, and the couple’s two children were 1 year old and 3 months old at the time, according to the couple’s bankruptcy petition. A year earlier, in 2008, Rene Vega lost two Dale City homes to foreclosure, according to Prince William County records. ‘It’s really sad’: Friends gather to mourn slain family About 200 turn out for candlelight vigil for shooting victims By Jill Palermo

Before they were slain in a spasm of gun violence allegedly at the hands of their adult son’s friend, both Kelly Sotelo and her husband, Miguel Flores, had immigrated to the U.S. from Peru, looking for better lives. The couple, both in their early 40s, had married only about a year ago. Flores worked in construction, and Sotelo worked in the school cafeteria at Enterprise Elementary School, according to her friend, Lena Mendoza. “She was a happy person, always smiling, always dancing,” Mendoza said. “She had a big, contagious smile. … She was always working and always taking care of her children.” Mendoza was among about 200 people who gathered Tuesday night outside 5297 Mansfield Court, the Dale City home Flores and Sotelo had rented for more than a year for themselves and Sotelo’s three children: an adult son and two daughters, ages 19 and 13. As a Prince William County Police Department Crime Investigation Unit truck hummed in the driveway, mourners gathered at the edge of the front lawn around a makeshift memorial set up just outside the yellow police tape surrounding the home. Dozens of white candles flickered in the chilly breeze surrounded by bouquets of red, white, pink and yellow roses and carnations and framed photographs of the four victims smiling in happier times. At the front of the arrangement, lit votive candles spelled out the victims’ first initials: M, K, K and R. The death of Karrie Sotelo, 19, has not been determined, according to information clarified after the press conference by 1st Sgt. Jonathan Perok, a Prince William County Police Department spokesman. Also living in the home were Flores and Sotelo’s adult son and their 13-year-old daughter. Neither were home at the time of the shootings and have not been identified by police. David Nathaniel Maine, 24, was arrested and charged in connection with the shootings early Tuesday morning. Maine was also living in the home and is being described as “an acquaintance” of the adult son. “That person is fully cooperating with us,” Newsham said. “He is also very distraught about what happened in his home.”

Suspect found on foot, near the home

Police received a 911 call at 4:32 p.m. Monday, Oct. 17 from a person who said shots had been fired into the home and people might be dead inside, Newsham said. Shortly afterward, responding police officers located the four victims inside the home. Officers also found Maine walking in an area “in the vicinity” of the home, and officers took

Both Maine and Sotelo’s adult son lived in the home, but neither the son nor his 13-year-old sister were inside the home when the shootings occurred, according to Prince William County police. The names of the adult son and the younger daughter have not been released by police. Police have yet to disclose a motive for the shootings. During the Tuesday night vigil, Mendoza said she also immigrated to the U.S. from Peru and became friends with Kelly Sotelo through a local group for Peruvian immigrants.

him into custody, Newsham said. Maine is the “person of interest” police said they were questioning Monday night. Police have determined that Maine made the 911 call but that he gave “unsubstantiated” information about what happened, Newsham said. Maine has been charged with four counts of second-degree murder and two counts of the use of a firearm in commission of a felony in connection with the incident. The latter two charges reflect that police have only definitively determined that two of the victims were fatally shot, Perok said in an email Tuesday afternoon. “We can confirm the two men were killed by gunfire, that’s the two counts [of use of a firearm in the commission of a felony],” Perok wrote. “ ... One of the victim’s deaths was undetermined. That’s the 19-year-old female. The other female victim is presumed to have been shot, and we do believe that’s the case, but did not obtain a charge for her [death], just in case.” Maine was being held without bond at the Prince William-Manassas Adult Detention Center as of Tuesday morning, Newsham said. Newsham said investigators have recovered a weapon they believe was used in the shootings. Newsham said the gun “was discarded” inside the home, but he declined to give any details about the gun or to whom it belonged.

Guzman, who represents parts of Prince William and Fauquier counties in the Virginia General Assembly, is herself a native of Peru. Guzman said she got to know Kelly Sotelo when she was first campaigning for office in 2017. Guzman said she came to the vigil to pay her respects and offer her support for Sotelo’s family and friends. “In our culture, after someone dies, they have to be cremated or buried in 24 hours. For us, that’s the way we usually celebrate someone’s life,” Guzman said. “In the best-case scenario, today would have been the funeral.” But both the police investigation into the four deaths – and the need for some family members to travel to Northern Virginia from Texas and Peru – would delay the funerals for at least several days, Guzman said. Karrie Ayline Sotelo, the couple’s 19-year-old daughter, was a 2021 graduate of C.D. Hylton High School, Mendoza said. A GoFundMe launched to raise money for the family’s burial expenses described Karri as “a wonderful person who touched the lives of those around her.” “She was a wonderful daughter, sister, niece, cousin and friend,” the post said. “At 19 years old, she was young and had her whole future ahead of her.” Aimee Guerrero said she lived up the street from the family and didn’t know them well but said they were always “friendly” and often waved to each other in passing. She said she and her husband were shocked to hear about the shootings and came to pay their respects. “It’s something we needed to do,” Guerrero said. “This neighborhood is really safe, and it’s really quiet, so this is definitely unnerving. When asked why neighbors said they didn’t hear any gunshots, Newsham said it is possible that they would not have heard the gun being fired. Investigators are also still working to piece together a motive and a timeline for the shootings. Police and first responders found a door to the home ajar and walked in to find all four victims. All were pronounced dead on the scene by Prince William County Fire and Rescue personnel. The bodies were found in different areas of the home, but Perok declined to offer more specifics at the press conference. Investigators have established “a

working theory” that the 19-yearold woman was killed first, but they have not yet determined exactly what happened and when, Newsham said. Newsham expressed his condolences to the friends and family members of the victims “on behalf of everybody here in the Prince William County Police Department.” “We’re still trying to nail down the motive in the case, but the only word I can use to describe it is senseless. County moves to expand, improve Doves Landing Park to be placed in a conservation easement By Cher Muzyk

Prince William County residents will eventually have an expanded, 500-acre park in the mid-county area where residents can hike through the woods and kayak, canoe or fish on the Occoquan River. The Prince William Board of County Supervisors voted unanimously Oct. 11, to accept a 190acre land donation from a housing developer to expand Doves Landing, making it the largest park in the county. The supervisors also agreed to pursue a conservation easement to protect the park, a move urged by the Prince William Conservation Alliance as well as several residents. The supervisors also approved a master plan for Doves Landing that aims to enhance the park’s natural amenities by adding accessible trails, “comfort stations” or restrooms, and public access points to the Occoquan River over the next several years. The Doves Landing expansion is a result of a land donation proffered by the developer of the “Preserve at Long Branch,” a housing development approved by the supervisors last year. The project was controversial because it removed 146 acres from the county’s “rural crescent” to allow for 99 homes on 1- to 4-acre lots. The rezoning was made more palatable by the donation of land for the park. According to an agreement between the developer and the county, all of the newly proffered land -- known as the “Sinclair Mill” site and the “Long Branch” site -- will be placed in a conservation

easement before it is transferred to the county. A conservation easement is a voluntary legal agreement that permanently limits uses of land with the goal of preserving it as a natural area. For months, advocates have urged the county to also place the 308 acres that make up the original Doves Landing into a conservation easement to protect it from future development. Back in July, Prince William County Department of Parks, Recreation and Tourism officials announced at a community meeting that they would advise the supervisors to pursue a conservation easement to cover the entire park. The decision was made in response to residents’ support for protecting the park’s native flora and fauna and forest ecology along the Occoquan River. After questioning staff about the uses allowed under a conservation easement, as well as possible drawbacks, the supervisors agreed to pursue a conservation easement for the entire park. The easement will limit the park’s uses to

passive pursuits such as trail running, hiking, bird watching and picnicking. Board Chair Ann Wheeler, D-At Large, confirmed that horse riding and dog walking would be allowed. Wheeler also asked that staff consider adding grilling as an acceptable use in the park. The Prince William Conservation Alliance, who has been involved with the development of the park as a “conservation-based park” since before it was opened to the public in 2015, issued a statement in support of the supervisors’ decision. “The conservation easement will protect public natural areas from amendments that could result in future development or alternative uses,” said Court Squires, the group’s executive director, in a statement. “Doves Landing provides kayaking, trail running and ADA-rated trails for the use of all [county] residents, which the county has sought for more than a decade.” See DOVES LANDING, page 6

VEGA, from page 1 Vega has been outspoken about her opposition to the Biden administration’s student loan forgiveness plan. Under the plan, most people with federal student debt will be eligible to apply for up to $10,000 of loan forgiveness and as much as $20,000 if they received a Pell Grant, which is available to low-income undergraduate students. Soon after the plan was rolled out, Vega tweeted, “Biden’s plan to ‘forgive’ student loans for a select few, is nothing but an election year campaign trick funded by you, the taxpayers. It’s unfair to the millions of us that paid off our debt or skipped college to get an early jump into the workforce.” She followed that tweet with another mentioning her opponent: “Hardworking Virginians shouldn’t have to foot the bill for someone else’s college degree, so that Abigail can try to buy your vote.” Vega and her campaign staff did not respond to three emails sent over a five-week period seeking comment and context about her bankruptcy filing. The Prince William Times asked Vega to comment on the reasons that led to her bankruptcy and to explain her view on defaulted loans discharged through bankruptcy proceedings versus Biden’s student loan forgiveness plan. Vega, R-Coles, was elected to the Prince William Board of County Supervisors in 2019. She announced her candidacy for U.S. Congress in late December 2021, shortly after the 7th District’s boundaries were redrawn and released by the Supreme Court of Virginia. The 7th District seat is currently held by Rep. Abigail Spanberger, a Democrat, who is seeking a third term in the Nov. 8 election.

In Vega’s 30-second ad regarding government spending, she credits her father, Abel Ventura, an immigrant from El Salvador, with teaching her how to budget her money. Ventura advises in Spanish, “Save more than you spend.” Vega goes on to accuse Biden, Rep. Nancy Pelosi and Spanberger, of “driving up inflation” and “hurting Virginia families” as a result of their “reckless spending.” On Facebook, Vega introduced the ad by saying: “Mi papá taught me you should never spend more than you make. It seems like common sense, yet Biden, Pelosi and Spanberger have been driving up the cost of living with their reckless spending.” Vega doesn’t give specifics about what spending she considers reckless and doesn’t elaborate on her social media. But she says that she has a plan “to eliminate wasteful spending and cut taxes” in Congress if elected. According to the voluntary petition for Chapter 7 bankruptcy Vega and her husband filed, the Vegas reported owing creditors a total of $96,662 and having assets in the amount of $9,552. In bankruptcy cases filed after 2005, federal and private student

loans are generally not dischargeable unless debtors can show that the loan payments impose an “undue hardship,” according to federal law. “One of the primary purposes of bankruptcy is to discharge certain debts to give an honest individual debtor a ‘fresh start.’ The debtor has no liability for discharged debts,” according to the U.S. Courts website. Among the liabilities included in the Vegas’ petition were unpaid state taxes to Maryland in the amount of $1,105 and $1,500 to Virginia, according to the petition. The debts also included medical bills owed to Potomac Hospital in the amount of $3,661, according to the petition. The Vegas’ filings also sought discharge of a $1,280 debt owed to for-profit Corinthian College, which was in collections, and three Sallie Mae student loans that were opened in 2004 and 2005 for $28,468, $14,765 and $2,359, according to the petition. It’s not clear whether Yesli Vega or Rene Vega took out the student loans or if they involved schools other than Corinthian College. In June 2022, the U.S. Department of Education announced it would discharge $5.8 billion in student loans borrowed to attend any campus owned or operated by Corinthian Colleges, Inc., citing its “widespread and pervasive misrepresentations” related to borrowers’ employment prospects. The action was the largest single loan discharge in U.S. history.

Spanberger says more should be done on student loans

Asked by the Prince William Times about her view on Biden’s student loan forgiveness plan, Spanberger said: “A lot of people are going to be helped significantly because of the president’s actions to forgive student loans.” But Spanberger also noted that the plan “leaves a lot of open-ended questions about college affordability” and said more needs to be done to allow borrowers to renegotiate the terms of their student loans and to allow them to be more readily discharged in bankruptcy proceedings. “From a policy standpoint, allowing people to renegotiate their student loans needs to be a priority,” Spanberger said. “Recognizing the fact that if you go through bankruptcy, all [debts] can be forgiven except student loans, in regular circumstances, needs to be revisited.” Spanberger also noted that she believes the federal government’s Public Service Loan Forgiveness program must be made more accessible for qualifying borrowers. The PSLF program forgives the remaining balance on federal loans after borrowers have made 120 “qualifying monthly payments” while working full-time for a “qualifying employer,” according to the studentaid.gov website. Qualifying employers include governmental agencies, public school divisions, colleges and universities, as well as many nonprofit agencies, including private schools and colleges, the website says. Spanberger pulls out of debate with Vega amid unresolved issues By Jill Palermo

The effort to bring Rep. Abigail Spanberger and her Republican challenger Yesli Vega together to discuss the issues before the Nov. 8 election dissolved over the weekend amid unresolved negotiations over a moderator, security protocols and other logistics for a debate that had been set for this Friday night at GarField High School in Woodbridge. The Oct. 21 event was being organized by the Committee of 100 and the Prince William-Fauquier Area League of Women Voters. Both are nonpartisan community organizations that include both Republican and Democrats within their memberships. Spanberger’s campaign sent an email to organizers on Sunday, Oct. 16, indicating that the congresswoman would not participate because so many details were still up in the air. They included who would moderate, what kind of security measures would be in place and whether the event would require audience members to reserve tickets in advance, among other things. “[A]s of this writing — just days out from the proposed debate — there is still no moderator confirmed, and other vital details such as security protocols, ticket distribution and basic necessary logistics are neither proposed or locked down,” the Spanberger campaign email said. “In the past 48 hours, it has become abundantly clear that there are no confirmed plans in place necessary to execute a congressional debate by Friday.”

Spanberger objected to conservative radio talk show host moderating the debate

The decision came two days after the Spanberger campaign publicly objected to Vega announcing via Twitter on Friday, Oct. 14 that conservative radio host Larry O’Connor, of WMAL’s “O’Connor & Company,” would moderate the debate alongside Lisa Desjardins, a correspondent for PBS Newshour. At 9:31 a.m. on Friday, Oct. 14, Vega tweeted: “I am happy to announce that a debate is set! @LarryOConnor and @LisaDNews at Garfield Auditorium next Friday night at 7 p.m., hosted by PWC100 and LWV.” Vega’s tweet came about an hour after Ray Mizener, president of the Committee of 100, emailed Spanberger campaign director Sam Signori at 8:12 a.m. to tell him the moderators were still under review, according to emails shared with the Prince William Times. On Thursday, Oct. 13, Signori emailed Mizener to express the campaign’s objections to O’Connor. Spanberger, these actions do call into question his suitability as a possible moderator for the proposed debate,” Signori wrote. After Vega tweeted about O’Connor and Dejardins, the Spanberger campaign issued a press statement to publicly air their concerns, calling O’Connor “a right-wing radio host known for spreading lies, hyper-partisan vitriol and hatred against Democrats.” On Saturday, Oct. 15, Mizener emailed Signori to tell him the organizers were still working on lining up a different moderator and ironing out security details. By late Saturday afternoon, they had tentatively arranged for Bob Holsworth, former director of Virginia Commonwealth University’s Center for Public Policy, to serve as moderator, but did not share that information with the Spanberger campaign, Mizener told the Prince William Times on Monday, Oct. 17. Spanberger’s campaign confirmed on Monday they had not heard anything about Holsworth possibly moderating the debate but declined further comment. But as of Sunday, Oct. 16, the organizers had not figured out how to deal with the Vega team’s suggestion that it would be unfair to remove O’Connor but not Desjardins, Mizener also said Monday. So, when Spanberger’s campaign emailed midday Sunday to say Spanberger would not participate, the organizers decided they would accept their decision, Mizener said, given the concerns not only about the moderator but also unresolved security issues. “We have a finite amount of resources to make this happen, and everybody was working real hard to get there,” Mizener said. “But we just kind of agreed that we couldn’t do much more, and it was too much of a liability all the way around. DOVES LANDING, from page 3 Improving the park for passive recreation aligns with recent countywide surveys indicating that residents want more park land for walking and biking trails as well as parks with water access, according to Seth Hendler-Voss, the county’s director of Parks, Recreation and Tourism. Accordingly, the county has pledged about $2.4 million for improvements for the new park, including a network of new trails, benches, trailhead pavilions, fishing areas and two primitive launches for kayaking and canoeing on Occoquan River. “We love making improvements in parks. We love especially taking existing parks and enhancing them to make them more accessible, more appealing to folks to visit and to draw in new folks and share the love of our natural resources with the masses in a responsible manner,” Hendler-Voss said at the meeting.

He noted that more than 200 people participated in the public input process to craft the framework for the future of Doves Landing and called it a “very successful public input process.” But not all residents were happy with the plan. In a world of uncertainty, experience matters. Vote Spanberger. A federal representative is not only just a person who votes, they are the representatives of the people and can voice what the people need or support in their district. To be effective at such a high level, you must have the ability to listen, to understand and to sit down with everyone and have the ability to come to agreements. This quality is incredibly important and yet rare to find these days in our elected officials. The ability to engage everyone is one of the core abilities that Rep. Abigail Spanberger has that makes her such an experienced and effective leader. It is clear that Spanberger has the temperament, the courage and the experience to actually lead a whole district and constituents, regardless of their political affiliation. She has done it already, and it is shown

by her legislative and constituent service successes. Spanberger has been an effective leader in issues such as closing the digital divide by improving internet speeds and by returning more than $21 million dollars in federal benefits such as backlogged IRS refunds, Social Security checks, VA benefits and more. These were important successes in such a difficult time that Virginia faced during the COVID-19 pandemic. Even with those difficulties, as an effective representative, she was able to get work done to improve the lives of her constituents. Spanberger is committed to helping moms balance careers, family On Dec. 14, 2014, my husband Joe and I received the devastating news that our then 8-year-old daughter, Julia, had brain cancer. Joe is the family’s primary wage earner and carries our health insurance policy, so I took up the role of primary caregiver. I quickly used all of my available paid leave and the maximum 30 days of donated leave from generous colleagues. I was truly lucky to have compassionate school administrators who did everything they could to accommodate me. But a little over three months after my daughter’s diagnosis, I had to take a one-year leave of absence to get Julia through treatment. The one-year leave became two as Julia continued to battle cancer. Thankfully, her treatment went well, and she is now a happy and active 11th grader. But, after two years away from work, I had to take a job at a different school, in a different district, for less pay. These are the kinds of decisions that too many working families face – women in particular. Rep. Abigail Spanberger understands this and has shown that she is committed to identifying solutions that will allow women to stay in the workforce while balancing care and family responsibilities. Ignorance, dysfunction underlie data center devastation Prince William County’s dysfunctional government resembles a cross between the immorality of Tammany Hall and the naivety of Hooterville. It seems to revel in its willful ignorance. Regarding the irrational obsession with runaway data center development, I believe if Moses emerged from the burning bush with ironclad arguments chiseled on a stone tablet, it would make absolutely no difference. The majority on our Board of County Supervisors has acquired an intractable KoolAid habit and is not about to be weaned off of it. There is an air of self-delusion obscuring incredibly bad judgment. Data centers are the robber barons of the 21st century and, with the imminent vote on the Prince William Digital Gateway, we are about to bet both the house and farm on them. Prince William County is on

the verge of becoming a company town, wholly beholden to mercenary big tech behemoths. This irresponsible fixation has been silently growing over the past few years. Unless you do your own research, you are unaware of the breathtaking scope of pending development. When it’s finally built, you’ll wonder where it all came from. Too late. Worst of all, the pending devastation is not the product of consensus, but deliberate division. Our supervisors have sown a rift between the eastern and western districts that will wreak political acrimony for years to come. And they will reap what they sow. As John F. Haunting the ‘hood

Paul and Lynn Schmitz’s over-the-top Halloween decorations draw a crowd in Lake Ridge By Aileen M. Streng Contributing Writer

A two-story haunted gothic mansion begins to appear on Hedges Run in August only to disappear in November. The two-story mansion façade completely covers the front of Paul and Lynn Schmitz’s Lake Ridge home. Skeletons dance through the upstairs windows, and a grim reaper wielding his scythe dashes across the ground floor, along with other spooky apparitions. Skeletons scale the walls, and a haunted bride is grabbed by ghostly arms that appear to emerge from the ground. In the front yard, stone pillars and a gate stand at the entrance to a cemetery where claps of thunder and flashes of lightning are accompanied by creepy music. The mansion glows in neon green, and on some nights, fog creeps along the ground. There can be no wind. “Something like this, I’ve always dreamed about. It became a bucket-list thing,” said homeowner Paul Schmitz, creator of the spooky scene. Paul Schmitz has always loved Halloween. When he was 10 and other kids were begging for storebought costumes, he made his own. As an adult, he and his wife have elaborately decorated the inside of their home for Halloween for the last 30 years, often throwing parties to the delight of their now grown sons, John, 28, and Matt, 30. “They loved it, and they still love it,” said Lynn Schmitz. “I’ve always loved Halloween. It’s been my favorite holiday,” Paul Schmitz said. While he did a little outdoor decorating over the years, usually featuring a small cemetery, he concentrated on the inside. But that changed once he had a little more time. “I had always planned that when I retired, I was going to make the best Halloween display,” Paul Schmitz said.

After retiring from his job as an IT professional in 2018, he created a three-dimensional mock-up of what he wanted his gothic mansion to look like. The goal was something impressive that he could add to each year. Through the grapevine, Facebook and a friend of a friend, he found master carpenter “Uncle Larry,” as he calls him, to build it. Uncle Larry developed his expertise by helping his church create elaborate displays. “It took about two or three conversations with him until he understood I was completely serious about this,” Paul Schmitz said. “This is a big undertaking. It has to go up and withstand some weather. You want to design something strong, but you’ve got to be able to put it up and take it down,” Paul Schmitz said. It took them a year to come up with the design. The frame is made of two-by-fours and plywood. The 4-by-6-foot panels are modular and link together. In August 2019, the Schmitzes put it up for the first time. It was a big hit with the trick-or-treaters. So much so, they had a bottleneck of kids coming to the front door on Halloween. After that, they changed the layout to direct kids first through the front yard cemetery and then in front of the mansion toward an exit along the side of the house, where they would receive their treats from the “Boo Crew,” a group of about 25 friends who fly in, stay in Airbnbs and dress in costumes. They also at-

tend the Schmitzes’ Halloween party a day or two ahead of time. The Schmitzes didn’t put up the mansion in 2020 due to COVID but brought it back in 2021 and again this year. And they are expecting quite the crowd – maybe as many as 3,000 visitors. In past years, traffic along Hedges Run would come to a standstill as parents dropped off kids and returned to pick them up or park elsewhere. They have a neighbor who directs traffic. Some kids get frightened, but most don’t. Paul Schmitz sets a theme every year. Last year, it was zombies. This year it is an insane asylum, and he added different props to support it. The dancing skeletons and the Grim Reaper appear in the windows, thanks to monitors playing videos. The dancing skeletons videos are synced so it appears they are dancing from one room to another. “When I designed this, it was always going to be that my windows would be monitors,” he said, using the Haunted Mansion in Disneyworld as his muse. “I wanted to give it that kind of a feel, that the house and the occupants are alive and aware and looking and roaming.” “I really do love it. With something like this, you have to have a huge passion for it,” Paul Schmitz said. He said he started an investment account when he was 30 and put in $100 a month. “After 28 years, it was quite a bundle and will pay for many Halloweens,” he said. “It’s the

equivalent of adding a room addition to your house. It’s not something you can do on a whim. It takes financial planning too.” And it funds his passion. “I love [the display],” Lynn Schmitz said. “It makes him so happy.” When Halloween is over, the panels are disassembled and stacked in the garage. Their numerous props are stored in the attic. The corner of Hedges Run and Parliament Drive may be the Schmitzes’ yard, but the Halloween decorations extend beyond the corner, courtesy of their neighbor, Chris Usrey, who extends his props from in front of his house to the corner. “This corner rocks the neighborhood,” Paul Schmitz said. Usrey has been putting up decorations for 20 years, almost 10 years at his Parliament Drive home. “It grows every year,” Usrey said. “And I move things around every year, so it never looks the same.” Usrey is a retired Marine who says his Halloween decorations are one of his hobbies. This year he added two 12-foot skeletons whose eyes seem to follow passersby. He has lots of inflatables, ghosts, monsters and a skeleton, including one driving a hearse, and 27 animatronics, just to name just a few. “Paul’s decorations are really unique, a little darker, and mine are a little more carnivalistic,” Usrey said. “I think they support each other. OBITUARIES Loretta Webb-Wade Loretta Webb-Wade, age 80 passed away on October 15, 2022 in Bealeton, VA surrounded by her family. She was a retired Assistant Manager for 7-11. Loretta was preceded in death by her stepdaughters, Belinda Faye Wade and Dawn Michelle, seven sisters and four brothers. Survived by her husband, John Wade of Bealeton, VA; a son, Richard Webb, Jr. and his wife, Charlotte of Remington, VA, a daughter, Robin Powers and her husband, Dwight of Midland, VA, a daughter, Lori Miller of Monroe, VA; step-son, Timothy Wade and his wife, Sherri of Bealeton, VA; a sister, Ruth Mosley and her husband, Ralph of Myrtlewood, AL; six grandchildren, Anna Mari, Amanda Rhodes, Bruce Ritchie, Brandon Ritchie, Brittany Sandgren, and Micayla Vance; and eight greatgrandchildren. The family received friends on Tuesday, October 18, 2022 at Moser Funeral Home, 233 Broadview Avenue, Warrenton, VA at 1:00 PM. A funeral service was held at 2:00 PM in the funeral home chapel. Joan Dorothy Gannon Joan Dorothy Gannon, mother of seven children and grandmother to 12, died Monday, Oct. 10 in Warrenton, ending a 25-year struggle with Parkinson’s disease. She was 83. She passed away peacefully with her husband of 61 years, James Gannon of Warrenton, at her side. For the past year, she had been cared for at Noble Senior Living of Warrenton, where she was known for her constant smile, gentle disposition and cheerful courage in the face of adversity. Born Joan Ring in Farmington, Minnesota on March 29, 1939, she was the oldest of eight children. She grew up in Hopkins, a suburb of Minneapolis, before entering college at Marquette University in Milwaukee, WI, in 1957. There she met her Jim, a journalism student, whom she married in 1961. Joan graduated with an education degree and taught second grade in a Catholic school in Elmhurst, Illinois. Their first child Julia, was born in 1962, beginning Joan’s life-long vocation as a mother grandmotherand homemaker. The family lived in the Chicago area, Pittsburgh, PA, the Washington DC suburbs and Des Moines, Iowa, as her husband’s job as reporter and editor for The Wall Street Journal, The Des Moines register and other papers prompted moves. A devout Catholic, Joan was active in church groups and helped sponsor a Vietnamese family of refugees as they resettled in Des Moines. During her husband’s years as a political reporter in Washington, Joan attended many political events and on one memorable occasion, she danced with President Jimmy Carter at a State Dinner at the White House. But her real devotion was to her work as wife and mother. A humble person with a winning smile and deep sense of compassion, she always put her family’s interests before her own. Her success in life is measured in a loving marriage and the accomplishments of her six surviving children and dozen grandchildren. Her faithhelped her survive the tragic death of the couple’s young son, Patrick, who died in 1972 before his third birthday. Joan was diagnosed with Parkinson’s Disease in 1996, shortly after the couple retired to a country home in Rappahannock County,VA. Despite the illness, she enjoyed working on the land, gardening, and entertaining weekend guests, and joined Jim in opening a bookshop in an old church in Sperryville. In addition to her husband, Joan is survived by her children—Julia Shoop (Tom) of Annandale, VA; Michael Gannon (Becky) of Sylvania, OH; Elizabeth Weier (Tony) and Virginia Barazia (Matt) of Vienna, VA; Christopher Gannon of Johnston, IA; and Marcella Gannon of Centennial, CO. She is survived also by six brothers and one sister, as well as her 12 grandchildren and one great-granddaughter. A Mass of Christian Burial was celebrated on Monday, October 17, 2022, at 11:00 AM at St. John the Evangelist Catholic church in Warrenton, with burial following at St. Peter’s Catholic cemetery in Rappahannock County, near Washington, VA. Francis Jack Weeks Francis Jack Weeks, age 76, of Boston, Virginia passed away at his home October 12, 2022. Jack was born on September 22, 1946 in The Plains, Virginia to Anderson R. Weeks and Paige Elizabeth Anderson Weeks. He proudly served his country in the United States Marine Corps for 23 years and was a Vietnam Veteran. Jack was a member of the American Legion Post 157, Madison, Virginia, Vietnam Veterans of America Chapter 752, Culpeper, Virginia and the Randy Carter Chapter of the Float Fishermen of Virginia, Remington, Virginia. Surviving Jack is his wife of 43 years, Greta Yvonne Teets Weeks of Boston, Virginia; his two sons, Clinton Weeks (Christa), Myrtle Beach, South Carolina, Anderson “Andy” Weeks (Carla), Culpeper, Virginia and his daughter, Kristie Ward (Brandon), Purcellville, Virginia. He is also survived by two granddaughters, Arya Ward and Ella Weeks, one step-granddaughter, Kathleen Weeks, two brothers, William Weeks and Delbert Weeks and one sister Dianna Gregg. In addition to his parents, he was predeceased by two brothers, Robert Weeks and Allen Weeks, and one sister, Elizabeth Leckey. Funeral services will be held Wednesday, October 19, 2022 at 11:00 a.m. in the chapel of Clore-English Funeral Home, 11190 James Monroe Hwy., Culpeper, Virginia with Pastor Jeff Light officiating. The family will receive friends one hour prior to service time and are invited to the reception following the funeral service. Interment will be held Thursday, October 20, 2022 at 11:30 a.m.in the Quantico National Cemetery, 18424 Joplin Road, Triangle, Virginia with military honors provided by the United States Marine Corps Honor Guard. James Rodney Whitesell James Rodney Whitesell, 83, of Mountain Home, Arkansas passed away at home on September 27, 2022. He was born on September 7, 1939 in Bealeton, Virginia, to Nadine F. Whitesell and Rodney G. Whitesell. He graduated from Cedar-Lee High School in Bealeton. He served in the United States Army for 20 years, notably as part of the 46th Engineers Battalion in Vietnam, and was stationed multiple times with the 7th Army in Germany. Among other decorations, his service was recognized with a Bronze Star medal and the Vietnamese Cross of Gallantry. After his final tour in Grafenwöehr, Germany as a Facilities Engineer, he retired as a Sergeant Major and went on to run a hobby farm in Remington, Virginia with his wife and stepson. In his retirement, he continued to be an active part of the veteran community, serving as Post Commander for the Veterans of Foreign Wars Post #7728 in Remington, Va., and as a lifetime member of the Alley-White American Legion Post 52 in Mountain Home, Ark. He worked for the Prince William County School Board. He was a lifetime member of Disabled American Veterans’ Twin Lakes Chapter 30 and Daughters of the American Revolution through his mother’s membership, was a mentor to the Baxter County Master Gardeners, and was a member of the Baxter County Republican Men’s Club, the Northwest Arkansas Audubon Society, and other nonprofit organizations. He was a member of East Side Baptist Church in Mountain Home. He enjoyed farming, gardening, caring for animals, reading, and listening to country, bluegrass, blues and gospel music. He was a caring and generous husband, stepfather, grandfather, and friend. He is survived by his stepson, Jesse Brown, III of Mountain Home, Ark. and his granddaughter, Alexandra Brown, of Atlanta, Ga. He was preceded in death by his wife of 50 years, Bertha Nell Whitesell, and his mother and father. Visitation will be Wednesday, October 12, 2022, from 1:00 pm until 2:00 pm, at Kirby & Family Funeral Home Chapel in Mountain Home, Ark. A Funeral Service will follow at 2:00 pm at Kirby & Family Funeral Home Chapel, with Pastor Scott Speer officiating. Burial will be in Kirby’s Tucker Memorial Cemetery, in Mountain Home, Ark. Military Honors will be provided by the Alley-White American Legion Post #52 and the United States Army Honor Guards. Cynthia Ann Schrettenbrunner Cynthia Ann Schrettenbrunner, age 84, passed from this world on Oct. 12, 2022. She was born in Buffalo, NY and lived in Lockport, NY until 1960. Cindy was a military wife who traveled the United States and the world until settling in Warrenton, VA in Oct. 1979. Her last years were spent in Sumerduck, VA and The Culpeper in Culpeper, VA. She was known at The Culpeper as the “Bingo Lady”, as she won every time she played, and she was an avid bridge player winning many tournaments in Fauquier County. In addition to being a homemaker, she worked in a postal shop in Warrenton and, as an Air Force wife, served on many committees including functioning as Sec. of Sodality, volunteering at the thrift shop, writing columns for the Air Force newsletter and magazine, and helping with Red Cross training. When she was younger, she was employed in the nursing field at Lockport Memorial Hospital. Many who met her described her as having a kind, listening heart always willing to help people through life’s challenges. She was a member of St. John’s Catholic Church in Warrenton, VA. She is survived by four children: Theresa Schrettenbrunner (Kevin Dear), Cumming, IA; Cheryl Schrettenbrunner, Culpeper, VA; Lori Sprouse (Joe Sprouse), Sumerduck, VA; and Mike Schrettenbrunner (McKinzie Schrettenbrunner), Geneva, IL. They have given her 6 grandchildren: Michael Pollock, Kaleb Pollock, Joey Sprouse, Justine Sprouse, Leni Schrettenbrunner and Libby Schrettenbrunner; and eight great-grandchildren: Brooklyn Kernats, Steven Sprouse, Cade Pollock, Myles Pollock, Harleigh Sprouse, Mason Sparks, Benjamin Pollock, and Madison Sprouse. She is survived by three sisters: Rosalie Moore and Laura Watier of Lockport, NY, and June Smith of Ithaca, NY. She was preceded in death by her husband, Michael Kurt Schrettenbrunner who passed on March 18, 2003; her great grandson, Jaxon Michael Sprouse; as well as her father and mother, Frank Edward Watier and Jeanette Eliza Kimberley of Lockport, NY. Two of her sisters have also passed: Bonnie Skutt and Susan Burke of Tampa, FL. Cindy made a difference in many lives. Her family loves her deeply. She will be missed by all.

Frank Brady, Lt Col USMC Ret. March 11, 1930 - October 6, 2022 Bridgewater — Frank Donald Brady, Lt Col USMC Ret. passed away on October 6, at the age of 92. He was predeceased by his beloved wife of 54 years, Shirley Jean (Alexander) Brady and his daughter Lee Ann Brady. Mr.Brady was born in Evansville, Indiana. He served in the Marine Corps for 13 years as enlisted and 15 years as an officer. He proudly served in Korea and two tours of duty in Vietnam. He was a life member of the Marine Corp Association, The Marine Corp League in Dumfries, Virginia and the VFW Post 1503 in Dale City, VA. Mr. Brady is survived by his daughter Lynn Marie Lindsey and her husband Edward W. Lindsey Sr. of Bridgewater MA, his grandsons Garett K. May and his wife Lisa of Norton, MA, and Aaron F. May and his wife Annette of Waynesville, Ohio. He is survived by two great grandchildren Brady A. May of Norton, MA and Cadence E. May of Waynesville, Ohio. Visitation will be from 10am- 11am on October 25th at the Mountcastle Turch Funeral Home in Dale City, Virginia, followed immediately by a funeral service from 11am - 12pm. Burial will be at 12:30pm in Quantico National Cemetery.

OBITUARIES Earl Frank Brown

William Magee Ramey William Magee Ramey, 91 of Warrenton, VA passed away on October 11, 2022 at his home. He was born on June 3, 1931 in Washington, DC. He was named for the physician who delivered him at Sibley Hospital, Dr. George Magee, a family friend who enjoyed hunting on family property in Fauquier County. Magee’s early work life included working as a fingerprint analyst at the FBI, then serving in the US Navy with the Seabees, followed by VEPCO and Atlantic Research. For many years he was a self-employed building contractor from which he retired. He was a member of Warrenton United Methodist Church. He is survived by his wife, Myrtle Lee Ramey; his children, Steve W. Ramey, Gary (Sandy) Ramey and Cathy Ramey (Mike) Miller; four grandchildren, Sherry (Chandler) Patterson, David (Rica) Ramey, Camy (Donald) Aufforth and Erin (Joe) Burton; and four great grandchildren, Camdon Aufforth, Victoria Patterson, Cameron Patterson and Landon Ramey. The family received friends on Monday, October 17, 2022 from 10:00 AM until the funeral service began at 11:00 AM at Moser Funeral Home, Warrenton. A reception followed at the Remington Lions Club Building. Interment was private at Culpeper National Cemetery at a later date. Barbara Ann Penwell Barbara Ann Penwell went to be with the Lord on October 8, 2022. She was 83 years old. She lived in the of The Plains her whole life. She loved everything about the town and had so many friends that became family. She is survived by a daughter Terri Jeffries and two sons Michael Jeffries and daughter-in-law Maria and youngest son Jeff which has always been with her. She is also survived by three brothers Roger Leach, David Leach, and Russell Leach; sister Judy Simpson; four granddaughters Tracie Barnes, Adrienne Owens, Patricia Barley, Kimberly Lunsford; two grandsons Robbie Lunsford, Christopher Jeffries; nine great grandchildren Mikey James, Jordan, Lexi, Tanner, Aidyn, Sydney, Will, Demitri, David, Lillie, Rosaylyn; eight nephews, five nieces and numerous cousins as well. She is preceded in death by her husband William Penwell; daughter Barbara June Jeffries; mother Mary Ann Leach; her father Douglas Welby Leach; and a brother Sammy Leach. When she was feeling well, she loved to cook and go on Sunday Rides. She was very faithful to the Lord and loved going to her Baptist Church when she could. She will always be missed and loved. Cindy Wilsey Cindy Wilsey, age 65, of Fredericksburg, Virginia passed away on Wednesday, September 28, 2022. Cindy was born August 1, 1957. Cindy loved the outdoors and the beauty of nature, and when springtime rolled around each year, she loved spending time outside gardening and enjoying the warmer weather. She also enjoyed birdwatching and loved identifying all sorts of different birds as they visited her feeders. Cindy especially loved spending time with her family and friends, and enjoyed playing board games, watching movies, going antiquing, and doting on her four grandkids. She recently retired from a teaching position at Head Start where she employed her kindness and patience to help teach young children. She is survived by her daughters, Heidi DeGroat and Holly Wilsey; sisters, Rebecca Kelly, Michele Taylor, and Jill D’Angelo; mother, Janet Taylor; and four grandchildren. She is preceded in death by her husband, Eric Wilsey; and father, Richard Taylor. Patsy L. Gartner Patsy L. Gartner, 82, entered into God’s Kingdom on October 6, 2022. Patsy was born at the Columbia Hospital for Women in Washington, DC on June 19, 1940 to James and Francis Curtis. Patsy is survived by her loving husband Wayne Gartner, stepsons Brad Gartner, his wife Olivia and William Gartner, his wife Rebecca, Granddaughter Lindsey Gartner, Great Grandson Caiden Gartner, special cousins Jane Scott (Scottie), her husband Author, and Curt Weed, his wife Mary, and special friends Pam Minter, Pat and Bill Layman. Patsy was known by all to be a devoted wife, hard worker, and lover of all dogs, especially beagles. She leaves behind her beloved beagle, Puddin. The family will receive friends Wednesday October 19, 2022 at Moser Funeral Home, 233 Broadview Ave., Warrenton, VA from 5-7pm. A funeral service will be held Thursday October 20, 2022 in the funeral home chapel starting at 11a.m. Interment will follow in the Sudley United Methodist Church Cemetery, 5308 Sudley Rd., Manassas, VA.
