In an unexpected move that’s already drawing some criticism, the Prince William Board of County Supervisors picked Washington D.C. Metro Police Chief Peter Newsham to be the county’s next police chief despite rising tensions between Newsham and the D.C. City Council. The supervisors voted 7-1 to hire Newsham during a closed session meeting on Tuesday, Nov. 24. Newsham is the first police chief hired outside of the county’s own police department. He will replace acting Prince William County Police Chief Jarad Phelps on Feb. 1 and will earn an annual salary of $215,000, according to Prince William County officials. Newsham said Wednesday he is eligible to retire from his D.C. post and will collect his pension while working for Prince William County. Supervisor Margaret Franklin, D-Woodbridge, was the sole vote against Newsham’s hiring. Supervisor Andrea Bailey, D-Potomac, also said
Newsham was not her first choice but said she voted in favor of his hiring in an act of unity with her fellow board members. Bailey and other supervisors who could be reached for comment spoke highly of Newsham’s extensive experience with the D.C. Metro police department despite his disagreements with the D.C. City Council’s recent police reform efforts. The city council voted unanimously in July to cut $15 million from the metro police department’s budget, a move Newsham opposed. In an interview last week, Newsham said he had “really no resistance” to the D.C. City Council’s police reform efforts and that his concerns stemmed mostly from the police budget cuts. “I’m very concerned about a reduction in the size of the police [budget] because that’s going to require us to reduce the size of the police department pretty dramatically. This year, Santa Claus is coming to Zoom, Facebook By Robin Earl

Note: It is the policy of the Prince William Times not to reveal the identity of any Santa Claus we may interview. The COVID-19 pandemic has put a crimp in Santa Claus’s style. He can’t touch the children or welcome kids onto his lap. “I can’t go from one house to another,” he said. “There might be germs in my beard!” But the big guy is nothing if not adaptable. Santa follows the Centers for Disease Control and Prevention recommendations of wearing a mask and washing hands and has instructed the elves to sing the ABC song twice while washing their hands.
The “Warrenton Santa,” as he is known, will not be able to visit children at homes or businesses this year, but he’ll offer video chats over Zoom, stories over Facebook and phone calls and letters and/or “nice” certificates from Santa. Special events will be held as well. For instance, from 5:30 to 7 p.m. on Saturday, Dec. 5, Santa will appear at “Christmas Through the Ages,” in the parking lot of Piney Branch Elementary School in Bristow. The free drive-thru event, sponsored by New Life Christian Church, features Christmas light display, treats for the children and of course, Santa. Rising COVID-19 cases among trash crews result in delays By Jill Palermo

A “dramatic increase” in COVID-19 cases among trash and recycling crews has prompted the City of Manassas to ask residents to have patience with their weekly service and allow more time for pickups. Manassas officials made the announcement via Facebook Monday morning. The main challenge is that more trash workers are testing positive for COVID-19 and are having to recover or quarantine. For customers, that means smaller crews and longer pickup windows, Patty Prince, City of Manassas spokeswoman, said Monday morning. “They’re dealing with materials that other people touch and that other people throw away,” Prince said. “The trash crews have been testing positive more often than not. As the number [of COVID-19 cases] rise in the community, that happens with the trash crews.” The city uses American Disposal Service for its trash pickups, which the city coordinates for Manassas residents, Prince said. Really, it’s just my role to ensure that I can provide police services with the resources that I have.” Franklin called Newsham’s relationship with the Washington D.C. City Council “concerning” and said she hoped county supervisors would “build a better relationship with him.” Franklin said she opposed Newsham’s hiring because she thought the supervisors should have selected someone who reflects the diversity and the values” of Prince William County. “As the next chief of police, I expect Chief Newsham to prioritize public engagement and community involvement and amplify the police department’s mantra to protect and serve,” Franklin said in a statement.
Supervisors praise Newsham’s experience
Supervisors Pete Candland, R-Gainesville; Jeanine Lawson, R-Brentsville; and Yesli Vega, R-Coles, all said they, all said they strongly favor Newsham’s hiring. Candland said Newsham “brings a tremendous amount of experience to Prince William County.” “He’s been under one of the strongest magnifying glasses being the top cop in D.C. and he’s been able to serve in that position with distinction,” Candland said. Lawson said she was “very comfortable” hiring Newsham as the county’s new police chief despite the tensions between Newsham and the Washington D.C. City Council
wider area than Manassas, however, and is one of the largest private providers of trash service in Northern Virginia. Calls and emails to American Disposal Services for more information were not answered Monday. COVID-19 cases have been on the rise in the Prince William Health District, which includes the county as well as the cities of Manassas and Manassas Park, since early November. On Sunday, Nov. 29, Prince William County’s average number of COVID-19 cases reported daily reached a record high of 204. The Prince William Health District is also showing record high rates of infections per capita, a measure that stood at 42.4 per 100,000 residents Monday morning. American Disposal is working with smaller crews and using its trucks’ mechanized handles to pick up trash receptacles rather than having crews lift them by hand, Prince said. As a result of the changes, residents are asked to make sure their trash and recycling is outside on the night before their scheduled pickup day. Pickups are also running longer as smaller crews make and praised Newsham’s “depth of experience.” Vega, who is a former Manassas Park police officer and Prince William County sheriff’s deputy, said Newsham’s willingness to stand up against D.C. City Council was a plus. “One of his strongest selling points for me was his willingness to stand up to the more radical members on D.C. City Council who attacked his officers and recklessly cut tens of millions from their police budget. Most politicians aren’t law enforcement experts. They should follow the science and let the experts do their job,” Vega said. Board Chair Ann Wheeler, D-At Large; and Supervisors Victor Angry, D-Neabsco, and Kenny Boddye, D-Occoquan, did not return requests for comment on Newsham’s hiring.
CASA, activists oppose hiring
Newsham joined the Metropolitan Police Department in 1989 and progressed steadily through the ranks to become chief of police in 2017. During his brief tenure as police chief, Newsham faced criticism for his handling of some police-involved shootings. Conflict between the Metro Police Department and some Washington D.C. councilmembers came to a head in recent months in the wake of the council’s budget cuts. Newsham’s hiring has already sparked negative comments from some county residents and organizations who expressed surprise and disappointment with the supervisors’ pick. Prince William County Mutual Aid and CASA in Action released statements last week urging the supervisors to reconsider their pick.

their way around the city, the announcement said. On their website, American Disposal asks residents to “wipe down the handles and surrounding areas of trash containers,” to minimize yard waste by mulching grass cuttings and to minimize household waste overall if possible.
“Now is not the time for basement, garage, and spring cleanouts. Please save these projects for a better time,” the announcement says. American Disposal is based in Manassas but operates in Virginia, Georgia and Colorado and was acquired by the Toronto-based Waste Connections in 2018.
CASA in Action Executive Director Luis Aguilar sent a letter asking Prince William County Executive Chris Martino to undergo a new hiring process with more citizen input. “We believe the selection process of the new chief was rushed and given the lack of participation from community groups, it was not in alignment with the goal of being inclusive. It would be a disservice to the community members of the county if we do not undergo a new inclusive process that will bring diverse voices to the table,” Aguilar said. Both Bailey and Franklin said Wednesday they had already started to hear from some constituents who are unhappy with the decision. Bailey said she will be reaching out to constituents to explain why the decision was made. “I lead a majority-minority district. I’m very accountable to my constituents about the decisions I’ve
made, and I’m confident that I can help them understand that, for the good of the whole, we have to work together,” she said. Asked whether he was concerned about the level of pushback from county residents, Newsham said he plans on listening to all input from all residents as chief of police, even if he doesn’t agree with them on every issue. “I think part of our responsibility in law enforcement is to listen to our communities to see: what do they think policing should look like?” Newsham said. “If you try and go in and try and dictate what policing should look like, you’re not going to be successful. Supervisors eye plans aimed at public health, roads, affordable housing By Daniel Berti

The Prince William Board of County Supervisors took office last January with six new members and ambitious goals to tackle longstanding countywide issues only to see them temporarily scuttled by the coronavirus pandemic and other issues. Now, nearly a year later, both Democrats and Republicans on the board are trying to make up for lost time. In the last few months, the board has issued ambitious directives to county staff that could have long range impacts on how transportation projects, affordable housing, public health, environmental sustainability and land-use planning are addressed at the county level. The directives include replacing the county’s current, state-funded health district with a county-run health department; creating a transportation advisory commission; enacting new affordable housing policies and preserving more forest and agricultural land. Many of these new initiatives are in the early planning stages and are expected to come before the board for discussion in the coming months. Supervisor Margaret Franklin, D-Woodbridge, said board directives are “the first step in getting a policy put in place.” “We have a brand-new board that wants to do new things in the county. Whether there was a pandemic or not you were probably going to see some big initiatives,” Franklin said.
Establishing a county health department
Prince William County officials will begin examining how the county could establish a locally run and funded health department to replace the current state-funded health district in the coming months. If adopted, Prince William County would join several other Virginia localities, including Arlington, Fairfax and Loudoun counties, in having its own health department not overseen by the state government. About 55% of the Prince William Health District’s funding comes from the state, while 45% comes from the county. Franklin asked county staff to begin the process of establishing a local health department in October. She said the initiative came out of “realizing the limitations” of the county’s current health district during the pandemic. “My eyes were opened when COVID took off. All the questions I would ask, the response would be, ‘Well, the health the district has to get resources from the state.’ At a certain point, that becomes a burden,’” Franklin said.
The Prince William Health District has been underfunded and short-staffed for more than a decade following Great Recession-era budget cuts. The health district’s 2020 budget is nearly half of what it was in 2007. District director Dr. Alison Ansher said earlier this year that many positions were lost in 2007 “with the downturn of the economy” and that some positions frozen during the recession “are still frozen” today. Franklin said creating a county health department will likely be a costly, multi-year effort. It’s not going to be cheap. But I think it’s important,” Franklin said.
Citizen scrutiny of transportation projects
County staff is working on several initiatives that would require county transportation projects to undergo more scrutiny and study before they reach the board for approval. Supervisor Yesli Vega, R-Coles, directed staff to investigate creating a transportation advisory commission that would seek citizen oversight and recommendations regarding the county’s transportation planning and decision-making. The commission’s purview would include multi-modal transportation planning that considers geography, land-use policies and future planning, Vega said. “It’s obvious to anyone driving around Prince William County that ‘land use’ and ‘transportation’ have rarely been uttered in the same sentence by those in power. As a result, our residents have paid the price with worsening traffic and gridlock on our roads,” Vega said. “The point of this commission is to provide an extra layer of protection for our residents from potentially poor and reckless decisions that would continue to contribute to this problem.” Supervisor Kenny Boddye, D-Occoquan, directed county staff in July to consider empowering the county Planning Commission “to analyze and assist in the development of recommendations regarding transportation projects and decisions.” The Planning Commission currently does not make recommendations about transportation projects. Both directives were a result of the board’s discussion and approval of the contentious Va. 28 bypass and a comprehensive plan amendment to study the widening of the existing Va. 28 in Manassas.
An affordable housing ordinance
Franklin directed county staff to begin drafting an affordable housing ordinance, a first for the county, that would require developers to offer a certain percentage of affordable dwelling units in their projects. County staff are studying a proposal for a new ordinance that could

Details about what the ordinance might require of developers in terms of units set aside for affordable or workforce housing, or what income brackets would be eligible, have yet to be determined. “This is incredibly important to this new board because it has never been legislated on before,” Franklin said. “We will bring affordability to this county, finally.” Housing costs have been on the rise across the region, exacerbated by a low housing inventory and an influx of new residents. Franklin said “people don’t want to pay north of $2,000 for an apartment” in Prince William County. “You’re paying thousands of dollars in rent, not even a mortgage. And that’s something we need to rectify,” Franklin said. “We have to think about the young professionals and the moderate-income individuals. They may have a stable job, but they may not be able to afford the prices that you’re seeing in some of these apartments.” Prince William County Deputy County Executive Rebecca Horner said the county will hire a consultant to assist in the process of developing a new ordinance. Horner said it will likely require a percentage of units in every development to be affordable across a range of income levels. “Our goal is to have a very inclusive, affordable housing ordinance that allows opportunities for all people to get in all housing types,” Horner said. “We want everybody to have equal opportunities to purchase in a neighborhood so that we don’t have neighborhoods that are single demographics.”
At-large Chair Ann Wheeler added that Prince William stands out as one of the few Northern Virginia locales that lacks such an ordinance. “Across the region, it’s huge. Especially because the housing market is so tight. The housing prices keep going up and affordable housing just keeps getting further out of reach of a whole segment of our current residents,” Wheeler said. “We really need a diverse mix of housing coming in.”
Preserving green space
The county is also studying several initiatives to slow development and preserve green space at the request of Brenstville Supervisor Jeanine Lawson (R), including an effort to expand the county’s Agricultural and Forestal Districts. Lawson asked county staff to find new ways to incentivize landowners’ participation in the districts, which encourage the preservation of open space through tax breaks and exemptions from local restrictions on farming practices. There are currently three such districts in the county, covering more than 2,400 acres. Lawson said the district contributes “significantly to our community’s rural appeal and character.” “I issued the directive to raise awareness about a program which has environmental and economic benefits for the county. I want to make sure Prince William County has a robust program, and to achieve that, we need to grow awareness and participation in the rural area,” Lawson said. Some holiday events canceled, altered due to pandemic Staff Reports The hounds and horses of Middleburg are taking the year off. Warrenton will conduct a “reverse” holiday parade. And in Manassas, Santa won’t arrive by train – as usual – but rather by airplane and then by fire truck for the annual tree-lighting Friday night before traveling the city to visit his fans the next day. Due to the coronavirus pandemic, annual area holiday events will look different this year to be sure, but organizers have found ways to adapt their events to comply with restrictions wherever possible. Such is the case for Santa’s annual visit to Old Town Manassas. Santa will still arrive the light the Christmas tree in Old Town Manassas this Friday, Dec. 4, at 6 p.m. But the event will be live-streamed so families can watch from home, organizers say. “Santa will not be visiting with children after the tree-lighting, but he and Mrs. Claus will take to the streets at 10 a.m. on Saturday, Dec. 5, to wave to children and families. “Santa, Mrs. Claus and their entourage will follow the reverse parade route through Historic Down-
town Manassas, up Mathis Avenue and onto Liberia Avenue,” according to an announcement on the parade’s website, www.gmchristmasparade. org. “They will then visit several neighborhoods throughout the city.” With help from the City of Manassas’s GIS department, Santa will be outfitted with a tracker that will allow the website to follow his movements around the city so families know when to step outside to see Santa in their neighborhoods, said Patty Prince, City of Manassas spokeswoman. The annual “Christmas in Middleburg” event always draws a big crowd to the tiny scenic hamlet that straddles Loudoun and Fauquier counties. This year, however, the parade will take a break because of the pandemic limits on crowd sizes. “Without a dramatic change in our virus-impaired condition, we will not organize Christmas in Middleburg this year. There just isn’t any way to logistically engineer distance safety for such a large number of visitors,” said an announcement on the event’s website. Santa said he’s converted a bedroom in his Warrenton home into a teleconferencing center, complete with books from “olden times,” period furniture and all the trappings of an old-fashioned Christmas. “Kids are video savvy, so it’s got to be authentic,” he said. Santa added, “I enjoy being with the kids, sharing their excitement, sharing the spirit of Christmas. One time I talked about the theology of Christmas with a 14-year-old. He was astonished that I would sit there and discuss it with him.” “In past years, when I was invited to a home, I sometimes paused before knocking and I just listened at the door. There is excitement growing and there’s almost always a magical wonder in the air! We need this even more this year,” he added. “When I come back on Christmas Eve, I love to see your lights, hear the cheer, and feel the happiness. Neighbors and family gathering, gifts being exchanged, amazing foods and even some old-fashioned Christmas caroling. Trust me, it’s the best feeling ever! That is Christmas Spirit! It’s magical!” he said. Santa has a suggestion for adults: “Would it really hurt to decorate early this year? Decorate and get that Christmas Spirit earlier this year.” And Santa has a very important message for every child this year: “Santa will be at your house on Christmas Eve. I carry insurance and have yearly criminal background checks.” Warrenton Santa said he started appearing at church Christmas parties in 2014, and people kept asking him to visit their children and grandchildren, so he founded Warrenton Santa LLC. He said one of his favorite tasks is to welcome dads back from overseas. “I’ll meet a dad nearby, at gas station for instance. We drive to his house, I go in and visit with kids, then go back to my sleigh and bring dad in.” Santa said he understands that special moment. He spent 20 years on active duty and is a retired disable veteran. Understanding that kids may need a little extra holiday cheer in 2020, Santa is reading stories over Facebook Live (https://www.facebook.com/Warrentonsanta) every afternoon at 4 p.m. until Christmas Eve on Thursday, Dec. 24. He’ll read a mix of classical Christmas stories and religious tales in an attempt to brighten days dampened by the pandemic. “If I can’t visit children, I wanted to bring Christmas to them,” he said.

Suspect sought in fatal shooting of Woodbridge teen Police have yet to make an arrest in an early Sunday morning shooting that resulted in the death of a local teen: Michael Adom, 18, of Woodbridge. Adom was apparently shot sometime after 6 a.m. on Sunday, Nov. 29, amid a large gathering at a residence in the 4000 block of Westwind Drive, according to Prince William County police. Detectives continue to seek assistance from any witnesses to the shooting, according to Officer Renee Carr, spokeswoman for the Prince William County Police Department. Residents in the area reported gunshots at about 6:19 a.m. Sunday. They told police “a large group of people” was gathered in nearby house when shots were fired, Carr
said in a news release. Shortly after, the group dispersed, and police were notified, Carr said. While investigating, officers were notified that Adom was brought to an area hospital suffering from gunshot wounds. He died later as a result of his injuries, Carr said. The shooting has been declared a homicide. Westwind Drive is a residential area of single-family homes just west of Prince William Parkway between Minnieville and Old Bridge roads. POLICE BRIEFS Witness sought in attempted bank robbery
Prince William County police are asking for help from anyone who might have witnessed an attempted armed robbery at the TD Bank in Foulger Square in Woodbridge. The bank is located near Kohl’s department store. Foulger Square is near the intersection of Minnieville and Smoketown roads in Woodbridge. The Prince William Police Department reported the attempted robbery at about 1:15 p.m. on Wednesday, Nov. 25. There were no injuries, and the suspect did not leave with anything from the bank, police said. The suspect fled on foot and is described as a skinny black male wearing a baseball cap, a yellow reflective vest over a gray sweater and a mask. He was carrying a small black bag. Anyone with information regarding the incident is asked to contact the Prince William County Police Department tip line at 703-792-7000.
Maryland man arrested after shots fired at Manassas motorist
A 20-year-old Maryland man was arrested and held without bond Sunday after he allegedly fired a gun toward a passing motorist in Manassas. Detectives then connected him to an Oct. 19 armed robbery of a vehicle in the same area, according to police. Officers responded to the intersection of Rokeby and Emerald drives in Manassas at 11:34 a.m. on Sunday, Nov. 29 to investigate after the victim, a 41-year-old man, told police he was driving along Rokeby Drive when a man walking in the area turned and fired multiple rounds at his vehicle, according to Officer Renee Carr, spokeswoman for the Prince William County Police Department. The suspect fled on foot and was later located in a residence on Rokeby Drive where he was taken into custody without incident, Carr said in a news release. Upon further investigation, police determined the suspect was also connected to an Oct. 19 car robbery during which another victim, a 33-year-old man, told police his 2020 Honda Pilot was stolen while he was cleaning it. The victim said a man brandished a firearm before demanding the keys, getting into the car and fleeing at a high rate of speed, Carr said. No injuries were reported. Officers later located the vehicle unoccupied on Lariat Lane. Police searched the area with a K9 unit, but did not locate a suspect at that time, Carr said. After the Nov. 29 incident, Takauri Anton White, 20, of Suitland, Maryland, was arrested and charged with attempted malicious wounding, use of a firearm in commission of a felony, robbery, grand larceny and other charges in connection with the incidents. White was being held without bond ahead of a Jan. 11 court date.
Man arrested after telling police he discharged his gun into his neighbor’s home
A Dumfries man was arrested Sunday after he told police he inadvertently fired his weapon into his neighbor’s home, according to police. Officers responded to the 500 block of Seal Place in Dumfries at 7:15 p.m. on Sunday, Nov. 29, after a resident there reported the incident. The investigation revealed the resident was handling his handgun when a round discharged through a shared wall between his home and that of his neighbors. No injuries were reported, according to Officer Renee Carr, spokeswoman for the Prince William County Police Department. Following the investigation, Stephen Anthony Mogan, 36, of Dumfries, was arrested and charged with reckless handling of a firearm in connection with the incident. He was released on a court summons, the release said.

The facts support the 28 bypass By Ross Snare and Jason Stanford The Northern Virginia Transportation Alliance and Prince William Chamber of Commerce would like to address key facts regarding the propose Va. 28 that would extend Godwin Drive outside Manassas. The goal of the bypass is to create an alternative to Va. 28, moving traffic off Va. 28 and around Manassas and Manassas Park rather than widening Va. 28, which would bring more traffic through those cities. Fact: The Route 28/Godwin Drive bypass has been a key part of Prince William County’s Comprehensive Transportation Plan for decades and was included as one of the options to fix Va. 28 in Prince William County’s 2019 mobility bond, which received overwhelming support. Fact: The 2017 Va. 28 Corridor Feasibility Study showed the bypass is the best way to reduce future traffic volume on Va. 28 at the lowest cost to Prince William County and the region. Fact: The study also found that widening the existing Va. 28 will increase downtown Manassas traffic congestion, cost an extra $100 million and affect more than 100 businesses while providing only half the new capacity of the bypass. Fact: The Virginia Department of Transportation recently conducted a Strategically Targeted Affordable Roadway Solutions (STARS) study of Va. 28 in Prince William. Among the findings is that without the bypass, Va. 28 operational and safety improvements would provide only minimal congestion and time-saving benefits; that such benefits will be short-lived; and that bypass construction “will effectively accommodate future traffic growth in the study area.” Fact: The current planning pro-
cess has been transparent with extensive input and review from the cities of Manassas and Manassas Park, Prince William and Fairfax Counties, Bull Run Regional Park, NOVA Park Authority, the Virginia Department of Transportation, Virginia Department of Rail and Public Transportation, the Federal Highway Administration, OmniRide, Virginia Railway Express, the Commonwealth Transportation Board and the Virginia General Assembly. Fact: Public meetings were held in Prince William and Fairfax counties in December 2018 to discuss the Va. 28 bypass option. In October 2019, Prince William held a public meeting detailing the project at Yorkshire Elementary School – just a few blocks from the proposed bypass. Moving forward, Prince William County will invest several years in developing a design that best addresses community concerns and earns the required environmental approvals. Before construction can begin, the Prince William Board of County Supervisors will need to approve the final design. In short, we believe the bypass has been proven to be the best option for Prince William County residents’ long-term mobility, economic prosperity and quality of life. We also believe that the county’s future decision-making should continue to be guided by facts and sound professional judgment. At the end of the day, solving congestion on Va. 28 for the longterm should remain our community’s top priority. As usual, the Battlefield High baseball program keeps churning out the hits. Make that hitters and pitchers. Five Bobcat baseball seniors signed with colleges during a Nov. 11 signing ceremony, including two to NCAA Division I schools with infielder/right-handed pitcher Jackson Baird picking George Mason University and outfielder/pitcher Adam Kuzmicki choosing Stony Brook (N.Y.) University. The others were NCAA Division III recruits Joe Christopher (pitcher/outfielder) to Bridgewater College, Tyler Klus (infielder) to Susquehanna University (Selinsgrove, Pa.) and Tucker Williams (catcher/third base) to Messiah College (Mechanicsburg, Pa.). Although the 2020 season was canceled by the pandemic, Baird and Kuzmicki were sophomores on Battlefield’s 2019 team that made the Class 6 Region D semifinals, falling to Westfield 2-1. Battlefield coach Jay Burkhart offered assessments of each player: JACKSON BAIRD (George Mason): “Third-year guy. He was an outstanding right-handed pitcher and key shortstop in critical situations while Zach Agnos (current New York Yankees prospect) pitched. He received honors as a starting pitcher with key wins over Patriot, and during the regional run. We will rely on him for his senior year on the bump and at shortstop.”
ADAM KUZMICKI (Stony Brook): “Third-year guy and another player who made a huge impact as a sophomore. He had big moments and batted in the heart of the lineup. He had two homers in the first regional game and had several other big hits during the year. Great quiet young man who plays the game with passion and enjoys. He will fit right in for Stony Brook.” JOE CHRISTOPHER (Bridgewater): “Young man who always has a smile on his face. Strong physical guy who works very hard on his skills rather in OF, pitcher or at the plate. Joe could be another piece to our success this season.” TYLER KLUS (Susquehanna): “Hard-nosed kid who works very hard on and off the field. This will be his third year on varsity. Audrey “Alene” Embrey Audrey “Alene” Embrey, age 79, of Bealeton, Va. peacefully passed away at home surrounded by family and friends on November 26, 2020. She was born on June 19, 1941 in Loudon County to the late Wilmer Williams and Audrey (Embrey) Williams. She was preceded in death by her husband Wilbur Embrey and her sisters Shirley Jane Painter and Joann Budd. She is survived by her daughter Pam Kemper and her spouse Sam Kemper. Alene built a career of nearly 50 years with the Fauquier County School Board Transportation. She safely transported children by school bus, car, van and finally was an aid to special needs children. She created a special relationship with all of the children she transported and had a special love for those with special needs. In addition to her career, during her life she was a wife, a mother a homemaker and a friend to many. Even though she was a mother of one, she was a mother to many. Throughout her life she created special bonds with so many and is always characterized as “the sweetest lady”. A private service was held due to the current COVID restrictions on Tuesday, December 1st at Royston Funeral Home in Marshall, Virginia.

Mrs. Archibald Cary Randolph, Jr. (Betty June) Mrs. Archibald Cary Randolph, Jr. (Betty June), a long-time Middleburg resident involved in a wide variety of community activities and sporting pursuits, died peacefully on Tuesday, November 17 at the Novant UVA Medical Center in Haymarket. She was 93. A native of Coral Gables, Florida, Mrs. Randolph had a lifelong love of animals that began as a child when she frequently brought home stray dogs and doted on her two pet ducks. She was born on June 24, 1927 in Miami, the daughter of Dr. Herman Walter Cook and Vivian Turner Cook. She graduated from Ponce de Leon High School in Coral Gables and the University of Miami. She was a founding member of the Delta Gamma sorority, Beta Tau chapter, and sweetheart to the Sigma Alpha Epsilon fraternity. She also was a “princess” on an Orange Bowl parade float and a former “Miss University of Miami.” After leaving school, she worked as a flight attendant on Peninsula Airlines, where she also met her future husband, the airline’s dashing chief pilot, Captain Archibald Cary Randolph IV. They eloped and were married in Reno, Nevada in 1953. Captain Randolph, who predeceased her in 1988, was a Middleburg native who’s family owned the iconic Grafton Hall Farm in Upperville (now known as Heronwood). His great-grandfather, Col. Richard Henry Dulany, was the founder of the Upperville Colt and Horse Show and the Piedmont Fox Hounds, also based in Upperville. Mrs. Randolph learned to ride at Grafton Hall, and she named one of her favorite horses “The Beast.” She had many other interests, including the shooting sports, where she was a master marksman and won many championship trophies as an NRA sharpshooter. In the early 1970s, she also was circulation director for Spur Magazine, based in Delaplane. Mrs. Randolph was a long-time member of the Middleburg Tennis Club, an avid player well-known for her sportsmanship, and a wicked lob shot. She also enjoyed gourmet cooking, skiing, poker, and parties. She and her late husband also were long-time members of Upperville’s Trinity Episcopal Church. Betty June Randolph is survived by her son, Archibald Cary Randolph V; her daughter, Jane Cary Randolph, and her step-daughter, Rebecca Ann Dulany Randolph Armstrong, along with six grandchildren and five great grandchildren. Mrs. Randolph will be buried at Trinity Church and a memorial service is planned for the spring, with a date still to be determined. Donations in her memory may be sent to the Middleburg Humane Foundation or any other animal shelter of choice.

OBITUARIES Alan Lee Spencer Alan Lee Spencer, 47, of Bentonville, Virginia passed away on Sunday, November 22, 2020 in MedStar Georgetown University Hospital, Washington, D.C. Alan was born in 1973, in Manassas, Virginia, the son of Jean C. Alt and the late Edward “Bud” Spencer. Alan was a graduate of Brentsville District High School, Class of 1991. He worked for twelve years for the City of Manassas Park – Water Division as Crew Member 3 Position. He was a member of Heritage Baptist Church in Winchester and a founding member of Outcast Bass Club. He spent most of his time on his boat fishing, enjoying the outdoors, and camping at Ed Allen’s Campground and Chickahominy Lake. Alan loved to cook on his smoker, was an avid NASCAR fan, cheering on both Dale Earnhardt Sr. and Jr., enjoyed bluegrass music, and spending time with family, but especially his grandbabies. Alan was affectionately known as “Hacksaw”. Alan married Melissa “Missy” Diane Shumaker on October 27, 2001 in Winchester, Virginia. Along with his mother and wife, Alan is survived by his stepfather, Pete Alt of Warrenton; grandmother, Dorothy Childress of Warrenton; daughters, Samantha Spencer Saffelle (Drew) of Winchester, Kirsten Rae Spencer and Taylor Nicole Spencer, both of Bentonville; son, Brian Michael Spencer of Bentonville; five grandchildren, Camden, Maren, Logan, Kynslee, and Emmalee; sister, Michelle Allison (Bill) of Bristow; brothers, Edward “Buster” Spencer (Debbie) of Strasburg and Christopher “Bubba” Spencer (Tiffany) of Remington; and numerous nieces, nephews, and cousins. A gathering of family and friends will be held on Wednesday, December 2, 2020 from 1:00 until 3:00 pm at Heritage Baptist Church, 2040 Martinsburg Pike, Winchester, Virginia 22603. A private funeral service will follow the visitation conducted by Pastor Chad Wilham. The family would like to invite everyone to join them after Alan’s service for a time of food and fellowship at the home of his daughter. Further details will be available at the church. Peggy Marie Shifflett Peggy Marie Shifflett, age 83, passed away on November 17, 2020 at Fauquier Hospital in Warrenton, Virginia. She was born on September 6, 1937 in Washington, D.C. to the late Leonard Robert and Lois May Chisholm. She was preceded in death by her husband Melvin Eugene Shifflett and her sisters Joan Bradley, Charlotte Williams, and Shirley Nanney. She is survived by her sisters Nancy Lizana and Delores “Dee” Pfeiffer, her brothers Leonard “Sonny” Chisholm and Eddie Chisholm, her four children and their spouses Sharon and David Neitz, Sue and Daryl Whitt, Melvin and Susie Shifflett, and Allan and Patty Shifflett, eleven grandchildren and six greatgrandchildren. At the age of twenty, she married her country boy and joined him in his passion for farming. They were married for fifty years. She joined him in the fields as they cut and picked hay. It was not unusual to see her driving one of the trucks and tractors in the field. Peggy canned fruits, vegetables, and made jelly for her family. Every year they enjoyed going to the county fair with their children in August. Later in life, they enjoyed hosting family reunions and giving those memorable hayrides to all that came. Peggy enjoyed reading, listening to country music and spending time with the grandchildren and great-grandchildren. She looked forward to watching Wheel of Fortune and Jeopardy every night. Later in life, she was introduced to modern technology and could be found playing games on her iPad while asking Alexa to play classic country music. She was a loving daughter, sister, wife, mother, grandmother, greatgrandmother and friend. She will be truly missed by all. The family received friends and relatives on Friday, November 20, 2020 from 5 to 7 pm. A funeral service was held on Saturday, November 21, 2020, at 12 pm at Moser Funeral Home, 233 Broadview Avenue, Warrenton Virginia, 20186, with Covid-19 restrictions in place. Burial followed, at 2 PM at Stonewall Memory Gardens, 12004 Lee Highway in Manassas, VA.
Carol Marie Dougherty Freeland Carol Marie Dougherty Freeland passed away peacefully on November 21, 2020 surrounded by her husband and sons. She was a young 75 years. Born on June 26th 1945 in Washington D.C. She was preceded in death by her infant son Patrick Wayne Freeland and parents Edward Talbert and Erva Neola Dougherty. Carol is survived by her loving and devoted husband of 53 years Thomas Wayne Freeland and four sons Michael Chandler, Edward Bryant, Thomas Dean, and Christopher Sean. Additionally, she is eternally remembered by her two granddaughters Isabella Marie and Siena Ella along with her brother Edward T Dougherty DDS, his wife Iona, her niece, Ellen Cameron and nephew, Royce Jeffrey. Carol grew up in the National Capital Area graduating from Northwestern High school in 1963 excelling in dance and academics before attending the University of Tennessee, Knoxville, Liberal Arts BA 1968. There she met and married Thomas Wayne Freeland. Some of her many accolades include attending the Roberta Ferra Dance School from 1957 until 1963 with performances throughout the East Coast including the New York City Ballet’s Nutcracker (1961), fashion model Seventeen Magazine (1963),winner Miss Prince George’s Junior College (1961), winner Ms. Knoxville (1967), first runner up Miss Tennessee (1967). After college, she moved to Huntsville, AL with her husband before eventually settling in northern Virginia where she worked as a Marketing Sales Rep for AT&T, She had a passion for teaching at St Paul Catholic School (Huntsville, AL) and P.B. Smith Elementary School (Warrenton, VA). A private ceremony will be held at the Gate of Heaven Cemetery at Silver Spring, MD with a celebration of life to be held in the summer of 2021. Barry James Miller Barry James Miller, known to family and friends as “BJ” passed away on November 14, 2020, at the age of 78 years. Barry and his wife, Joyce, have lived in Warrenton, Virginia since 2011 after moving from Springfield, Virginia of 34 years. Barry, started his Naval career in 1966 after graduating from Lebanon Valley College, in Pennsylvania with a BA in Psychology and Sociology. While on active duty while stationed in the DC area Barry obtained a Master’s Degree from George Washington University in Management Information Systems and while stationed in Greece, he obtained a Master’s Degree from LeVerne University in Masters of Business Administration and almost had his third Master’s Degree when sickness hit him in the mid 1990’s. In 1973, Barry attended Defense Language School in Monterey, California to learn the Greek Language. After learning the Greek Language at Post Naval Graduate School in Monterey, California, Barry and family lived in Athens, Greece for 2 years where he worked in the Greek Navy as a Senior Logistician and Computer System Planner. In 1977, Barry and family returned to the United States of America to the DC area where he worked supporting the Assistant Secretary of the Navy. Barry honorably retired as a Commander (O-5) with 23 years’ of service. After Retirement from the Navy Barry was Senior Technical Manager in Software Development and Computer Operations for 3 corporations. Barry’s background is in Systems Engineering, Project Management and Resource Planning. Barry was also an Assistant Scoutmaster for the Boy Scouts Troop 1140 for 6 years. He is survived by his wife, Joyce Hope Miller; and son, Kevin Barry Miller; and three grandchildren, Morgan Leigh Miller, Olivia Marie Miller, and Sawyer James Miller.
