The fiscal year of 2013-14 turned out to be another banner year of the French Chamber, which was especially dedicated to two annual themes – “innovation” and “breakthrough”. Taking off from the previous milestone of “888 members”, the Chamber has created a new record of the member number by having its 1,000th member on board. The fact of this 1,000th member being a Hong Kong company is a result of our long term endeavour to enrich our membership. We are proud of presenting almost all the French businesses in the city and having half of our members coming from a non-French background, most of which is Hong Kong. As a European organization in the city, we always strive to build up stronger connections with the local stakeholders and community. This year, we have gone beyond hand

in hand with the local businesses, taking the initiative of giving back – we established the French Chamber Foundation in May 2014. The first chamber’s foundation in Hong Kong, it aims to fight against the poverty in the city, dedicated to helping lowincome workers and their families. It lays the groundwork of our longlast involvement in the society and serves as a platform where our members can pay attribute to Hong Kong’s unconditional support for their business. One busy and successful year invariably begets another. We have already had more excited and innovative projects in the pipe to contribute to the French community and Hong Kong’s thriving economic landscape. As a strong provider of local support to companies and entrepreneurs, we will go from strength to strength.

The French Chamber’s network is more dynamic than ever, as the French community continues to expand in the city and the number of our members has reached a recordbreaking milestone – 1,000.

Dedicated to serving its members, the French Chamber has been encouraging and supporting companies and entrepreneurs through its networks which span not only the French population in Hong Kong and the French Chamber in other countries, but also the local community. The Chamber has successfully maintained its diversity by attracting more and more local players who either have strong ties with France or aim to develop their business capabilities with French partners. We continue to apply quality and creativity in serving our members as we have done each year for the past 27 years. New series were launched to invite keynote speakers to share their insights and gatherings with novel themes were organized to foster solidarity among members of the Chamber. Collaboration between committees saw the birth of a very specific initiative: Wise City. The BtoG project promotes French smart technologies to the government.
A new committee was as well established as the Chamber’s mastermind to tackle the future of digital innovation. Our continuity of providing professional and tailor-made business services brought a good number of outstanding achievements in the past fiscal year. We have strengthened our role as a major point of contact in the region through collective missions with other French Chambers. And we have been regarded as a recognized player in the market, assisting company setup, business development as well as training and recruitment for both French and Hong Kong businesses. On our side, three key words have been the drivers of the French chamber’s team during the year: quality, collaboration and solidarity. But none of this year achievements would have been possible without the support and participation of our members and I would like to thank them all for being ready to follow our ideas and projects. None of these achievements would have been possible either without the fantastic team of the Chamber, under the leadership of Nicolas Borit, our executive committee and council who push the limit so far with involvement, dedication and passion.

• The department implemented and took the lead of the international coordination of the membership departments of all French Chambers in Asia. Business Advisor Group
2012-2013 roadmap: “Adaptation to new rules” This Banking & Finance Committee is joined by heads of banks and financial institutions, plus consultants and lawyers in the field.
The Business Advisors Group (BAG) allows entrepreneurs and start-up companies to pitch their business plan to a panel of experienced professionals based in Hong Kong. Coming from different backgrounds, the advisors offer their help by giving strategic advices to entrepreneurs in order to make their business successful in Hong Kong.

The BAG is a flexible body that meets promising entrepreneurs from any field of industry upon request. Generally, there are eight advisors attending the meeting to offer their experience, network, suggestions and help.

Digital Innovation Working Group

The Digital Innovation Working Group was launched early 2014 under the leadership of Yvon Le Renard and Isabelle Lunven. Its aim is to share market best practices and latest insights on digital and innovation, to assist established corporations in e-transformation and to educate start-ups on the lifecycle of technology.
The committee is the brain behind HongKongEcho’s contents. The committee brainstorms the themes and topics for the magazine, selects potential contributors and reviews all the articles before publishing to guarantee the best quality for the readers.

Actions
The working group exchanges with key speakers on various topics related to digital innovation. It helps technology start-ups understand the business landscape in Hong Kong through forums of various topics, where best practices and case studies are presented. Working with innovative technology companies, the working group also assists established corporates in their digital transformation.

The year 2014 saw some innovative progresses in the production of the magazine as the committee was in collaboration with business insiders from other committees. Echoing the Chamber’s event “Millienials at Work”, the magazine featured young talent in the spring edition with great support from the Human Resources Committee. The magazine also gained advice and contribution from both the Luxury and Retail Committee and the Digital Innovative Working Group in the issue featuring “luxury goes digital”.

The Food & Beverage Committee gathers members in the following sectors: restaurants, retail and distribution of grocery, food and wine products, and acts as a platform for main industry players to exchange ideas, advice and information about best practice and regulations related to their business. An Al Fresco group has been created that includes the main local restaurant groups and other Chambers of Commerce that launched successfully lobbying actions in favour of outside dining.
The committee focuses on promoting French expertise in green business to both local stakeholders and to the Hong Kong government.
Actions The committee joined the Infrastructure Committee to launch a large project Wise City that offers to the Hong Kong Government solutions and alternatives in regards to a wiser Hong Kong memorandum.

The committee holds monthly meetings with a 75% attendance. The meetings always begin with a news sharing section where members exchange information and updates about their business. The Human Resources Committee aims to provide a large 360-degree view of the industry by bringing together human resources leaders, post-graduate business education partners, management consultants and members of the younger generation to exchange on best practices in the field of human resources. The core group of the committee which consists of human resources leaders from the Chamber’s member companies, meets on a regular basis to organise events and activities that address the larger HR management community in Hong Kong and Asia.

Committees’ Activities
The Infrastructure Committee encourages participants to exchange information with each other about projects, statutory regulations, government policies and market trends. It provides a neutral front from which to suggest ideas to government officials, developers and operators. It keeps members informed of ongoing and future construction developments in Hong Kong via news clippings and open exchanges during committee meetings, and it organises meetings with the government as well as site visits.

The committee continued its exchanges with the Hong Kong government, answering consultations and inviting representatives to do presentations during committee meetings. The committee kept members informed of ongoing and future construction developments in Hong Kong via news clipping and open exchanges during committee meetings The Infrastructure Committee joined forces with the Green Business Committee to launch a large scale Wise City initiative which aims to deliver the Hong Kong Government practical solutions to tackle the city main sustainability and efficiency needs. The 13 companies involved have been working via a collaborative approach with representatives from the Hong Kong government, key city stakeholders and universities. This Wise City initiative is scheduled to run for nearly two years, punctuated by expert workshops and concluded by site visits and a symposium.

The committee remained very active this year, with 10 meetings and one large event the 4th edition of Made in Asia Symposium. 19 members participated in the committee in 2014. The success of the committee is due to the participative mind-set (70% rule) and involvement of its members. Committee meetings were organized around three axes including the exchange of news between committee members, presentation on core topic, and updates on coming events/themes. Moreover, the Made in Asia symposium (a full-day event with 200+ participants in the 4th edition) has become a yearly meeting for the sourcing industry, and the committee looks forward to preparing its 5th edition.

• The dinner was dedicated to the theme “Wise City”, which echoed an ongoing project of the French Chamber that covers

The decoration of the night showcased “the tomorrow of Hong Kong”, taking all the distinguished guests to “a journey through 2030”. • The department successfully invited the 3-stared Michelin Chef Yannick Alleno to prepare the dinner and gained sponsorships from 45 various brands and companies.

• Creature hand behind the French Chamber Gala Dinner 2014 the gala dinner 2014 and the annual dinner 2013, from printed materials to event identities. (add pictures of the decoration of the two events)
Over the year, the magazine focused on four diverse subjects: The Future of Hong Kong (autumn 2013), What next for Hong Kong’s Financial Market? (winter 2013), Young Talent (spring 2014) and Luxury Goes Digital (summer 2014). The quality of the magazine has been greatly improved with better-written articles and new sections created. While maintaining excellent quality of both content and design, the magazine has attracted more and more advertisers and is expanding its distribution in Hong Kong.

Since I arrived in Hong Kong in September 2013, the French Chamber has been helping me all through my implementation. Indeed, it has been playing the necessary role of Portage Company to back up the visa demand and to support my contract at Ubifrance also my company is renting an office in its business center. The environment of this business center enabled me to meet other companies facing the same challenges. Furthermore, it has the capacity to create business opportunities thanks to its powerful members’ network. This makes the French Chamber a strong actor in our activities’ development.

The story of the French Chamber Foundation began in September 2013 when, during his welcome speech at the annual dinner, Nicolas Borit shared with the audience one of the Chamber’s new missions: to give back to the local community by helping low-income workers in the city. Throughout 27 years of activity, the French Chamber has committed itself to fulfil its core mission: to support and advise the French business community in Hong Kong. The Chamber has always kept in mind that the development and consolidation of its members’ interests would not have been the same without Hong Kong’s energy and open mindset. Willing to pay tribute to Hong Kong unconditional support, the French Chamber has made the decision to give back to the community in a creative and innovative way. After a few months of consultation and brainstorming, the decision has been made to set up a foundation in line with the Chamber’s DNA and an aim to make a significant contribution to the fight against poverty in Hong Kong. Therefore, the French Chamber Foundation will not just be a one-year project but a long lasting involvement from the Chamber and its members in favour of those in need.

Institutional Partners
Through the expertise of its steering committee and external councillors, the frame has been progressively designed and is now about to be implemented. The French Chamber Foundation has not the ambition to create its own charity and will mostly work as a fundraising platform, collecting donations and working side by side with NGO’s already active in the field. A tailor-made project is being developed in partnership with local actors. It will bring assistance and support to the low-income workers in Hong Kong, helping them to make ends meet and trying to stimulate an upward mobility. The French Chamber officially announced the creation of its charitable arm last May during its Gala dinner held at the Grand Hyatt. Thanks to the generosity of the 560 guests at the Gala Dinner 2014, nearly HK$ 1 million was collected in a few hours. The proceeds of the fundraising ensured the Foundation and its first action a full-year running, allowing us to lay the groundwork of a long- term commitment to Hong Kong’s population.

The French Chamber Foundation
The French Chamber endeavours to maintain constant and close relations with the Hong Kong Government and the various institutions dedicated to the promotion of Hong Kong and/or international business interests. The Hong Kong SAR Government Over the years, the French Chamber has built strong ties with the Hong Kong authorities, at different levels and with different departments.
The primary aim of our Policy & Consultation Committee, the Chamber’s think-tank, is to voice the Chamber’s views on government policies and initiatives in Hong Kong. This committee, with the feedback of the 16 other committees of the Chamber, has prepared:

The International Business Committee (IBC) Our Chamber is an active member of the IBC, an organisation comprising the Chief Secretary of the HKSAR Government and the chairmen of the foreign chambers of commerce in Hong Kong. Various subjects are covered by this committee, including air pollution and cooperation with the Mainland, waste management, education of foreign nationals in Hong Kong, and the goods and services tax. The committee is a unique forum in which the international business community has the opportunity to share its views with the highest levels of government. On the government side, the Chief Secretary of Administration chairs. The government pays great attention to members of the international business community and takes their views into account when formulating policy.

Invest Hong Kong Invest HK is a significant partner of the French Chamber in promoting Hong Kong to French companies in France. Over the past year, the number of French companies investing in Hong Kong has continued to rise and we believe that our combined efforts were instrumental in this increase. Invest HK is also a key partner for global presentations that the Chamber often presents on Hong Kong’s economy, and for sectional talks during our individual missions. They also contribute to our publications, sharing views and insights on Hong Kong’s economy with our readers.
The Business Coalition on the Environment (BCE) The Hong Kong Business Coalition on the Environment (BCE) is a partnership of various business and private sector organisations formed to create a coherent voice addressing environmental matters. It aims to promote greater environmental awareness, responsibility and performance in the business community, and to act as a catalyst for government actions and policy changes towards an improved environment for Hong Kong. It also seeks to promote environmental cooperation and awareness in the Pearl River Delta. The French Chamber in Hong Kong is an active member of this partnership.
The European Chamber of Commerce (ECC)
Hong Kong Trade Development Council (HKTDC) This organisation is another partner of our Chamber and we work with it on several fronts. The main ones are: promoting its trade fairs in Hong Kong to our members and companies in France; helping it find partners for the organisation of joint missions in France; and acting as a natural partner when French companies come to Hong Kong. It also supports the Chamber with the SME Award.

The ECC is an association gathering together the European Chambers of Commerce in Hong Kong and is a “Chamber of Chambers”. The French chamber is a very active board member of the European chamber, promote its events and helped strongly to organize a gathering for all our European members in September 2014.
Intercham Intercham is an informal group whose mission is to organise events such as the annual lunch for the business community with the Chief Executive and the Financial Secretary of the Hong Kong SAR. Intercham regularly organises businessmatching events, as well as the much appreciated Young Professional cocktail events. The profits generated by these initiatives are allocated to a charity, typically a scholarship fund. The French Chamber has continued active participation in Intercham, and in Intercham PRD. Pearl River Delta integration is one of our main focuses, and our committees, such as the China Committee and the Human Resources Committee, often open their events to Intercham PRD members.

Institutional Partners
The French Chamber of Commerce and Industry in Hong Kong also coordinates actions with the different services of the French Consulate as well as with other French institutions in Hong Kong and in France.
The Consulate-General of France in Hong Kong and Ubifrance The French Chamber collaborates with the different departments of the French Consulate and Cultural Affairs and Ubifrance. This coordination enables us to share what we do every month, in order to offer a true and global network in Asia to all our members. We support the specialised “VIE” mission of Ubifrance, having several open space desks in our Business Centre expressly dedicated to VIEs representing French companies based in France. Furthermore, the Chamber helps to coach the VIEs. On average, the Chamber supports at least seven VIEs a year. The French Chamber is also involved in regular meetings chaired by the Consulate-General within the frame of the new Economical diplomacy requested by the external affairs minister. These meetings, organised quarterly, aim to bring together the economic Mission, the board of the CCE (Conceillers du Commerce Extérieur), UbiFrance, Sopexa, Atout France and the French Chamber. The purpose of these meetings is to analyse how we can improve our partnership in order to better promote French interests and French SMEs in Hong Kong.
The French International School Founded in 1964, the French International School (FIS) is now one of the largest and best international schools in Hong Kong, taking in more than 2,500 students this academic year. This growth is the result of the school’s excellent international reputation, its outstanding results as well as its exceptional curriculum (offering a bilingual section, Oriental section and a highly recognised English-stream international section). These are definite factors of choice when families have to decide whether or not to settle in Hong Kong. The Chamber strongly supports the FIS submission to get an additional premise as we are near full capacity. We would also like to congratulate the school’s Executive Committee for being able to adapt its capacity to the Frenchspeaking population’s increase in Hong Kong, opening additional sites in recent years, and as such highly contributing to the exceptional growth in the number of French nationals in Hong Kong, which has reached an unofficial figure of more than 17,000.

Thanks to its diversified lines of business, the Chamber’s activities continued to grow and posted total income of HKD 27,629,043 for a net surplus before taxation of HK$ 1,505,138. The remodeling of its business models, with Member Services (Memberships, Publications, Events & Committees) on one side, and Business Services (Missions, Set up services, Interpretation, Visa, Business Centre, Recruitment services) on the other, enabled the Chamber to accumulate surplus over recent years and reach HKD 10,798,407 as of June 30th, 2014 despite challenging business environment.

CCI France
The French Chamber is a member of CCI France International (Former UCCIFE Association of French Chambers of Commerce Abroad). CCI France International represents 112 French Chambers abroad in 82 countries and its mission is to act as a network coordinator circulating information, cooperation and know-how, promoting its members to the business networks in France and supporting some specific services. The CCI France International network represents some 32,400 members around the world. Belonging to this network gives us the opportunity to share experiences and to help our members do business around the world. The French Chamber participates twice a year in CCI France International seminars, once with all the international French Chambers and once with all the French Chambers in Asia, for experience-sharing.
The French Chamber also has strong relations with the CCI France (Former ACFC - Association des Chambres Françaises de Commerce et d’Industrie, or Association of the Chambers of Commerce and Industry), which gathers together 155 French Chambers in France and 20 regional chambers.
All French Chambers of Commerce in Asia gathered for their annual meeting in Mumbai (India) last March. Growth, innovation and dynamism were the key words, explaining the great success of this network. Thanks to an increase in the French presence in most of these countries and top-notch services to members, this Asian network now represents more than 6,300 French and local companies’ members. Fostering trade between France and each of these countries, lobbying with the local and the French authorities, and offering the best possible networking platform to their members are some of the missions of these chambers. The other mission is to help all French companies based in France to approach these markets and in 2013 more than 3,000 French companies were supported in approaching, exporting or settling in Asia. This is a completely independent and private network, auto-financed by its members and its services.

French Ministry of Foreign Affairs The French Chamber’s Recruitment Department is involved in the “Comité Consulaire pour l’emploi”, dedicated to helping and supporting French nationals in their job or internship search in Hong Kong. The French Ministry of Foreign Affairs allocates a subsidy for the Chamber to perform this public service; this year, through its bi-monthly meetings (called “Reunion d’Information Emploi”), the Chamber received applications from more than 200 French nationals seeking a job in Hong Kong. We would like to warmly thank members of all these committees for their ongoing support of the French Chamber.
