Fecc in a nutshell Fecc is the voice of the Chemical Distribution Industry in Europe. With a growing membership of companies and national associations, Fecc represents around 1,600 companies, out of which around 850 are chemical distributors. Many of these companies are small and medium sized enterprises (SMEs). The Chemical distribution industry in Europe employs around 30,000 people and has an annual sales leverage of approximately €26 billion.
Fecc promotes initiatives such as Responsible Care, Product Stewardship and Good Trade and Distribution Practices. Fecc and its working committees give extensive information on current and proposed legislation to the members, while at the same time providing input and feedback to the European Institutions. Fecc is recognised as the discussion partner for stakeholders giving the chemical distribution sector a voice that is heard. By being actively involved in the EU decision-making process and contributing constructively to the debate, Fecc ensures that the specific needs of the chemical distributors are recognised. Fecc regularly organises workshops, seminars and meetings on topics that are important to its members. In addition, Fecc hosts its Annual Congress, an event that has become a must on the European chemical industry’s calendar.

The European Single Assessment Document (SQAS Distributor/ ESAD) is a single system to evaluate the quality, safety and environmental performance of chemical distributors and provides a third party assessment of chemical distributors’ commitment to RC. PRODUCT STEWARDSHIP (PS) time monitoring and working closely with other international organisations involved in the pharmaceutical supply chain. INTERNATIONAL TRADE
Leading industry experts contribute to Fecc’s activities and the promotion of best practices in the chemical distribution sector.
SAFETY, HEALTH & ENVIRONMENT (SHE) The SHE committee is an expert group that monitors developments in the areas of safety, health and environment, evaluates critical developments in the legislation process and works closely with relevant stakeholders. It focuses on the Commission’s Regulation on Registration, Evaluation, Authorisation and Restriction of chemicals (REACH), on the CLP Regulation and Seveso. Other issues of priority include the Globally Harmonised System of Classification and Labelling of Chemicals (GHS) and other initiatives concerning chemicals. GOOD TRADE & DISTRIBUTION PRACTICE (GTDP)

In addition to focusing on the pharmaceutical sector, the committee’s activities also relate to the food, feed and cosmetics sectors. The committee formulates Fecc views related to the distribution of pharmaceutical starting materials that are aimed at the European and global health authorities. The committee acts as a stakeholder in relevant meetings with European and international regulatory authorities. At the same
The International Trade committee’s objective is to deal with issues related to trade with major emerging markets such as; Asia, South America, Africa, Middle East and Eastern Europe. The committee centres not only on exports and imports, but also on distribution in these economies. The Committee also focuses on trade relations with Russia through the EU Regulatory dialogue -subgroup on chemicals. PRECURSORS COMMITTEE The Precursors committee is a group of experts that studies the latest European and global developments in the fields of Prior Informed Consent Procedure (PIC), drug and explosives precursors. As well as studying the chemical, biological, radiological, and nuclear (CBRN) chemical element. The committee has an active circulation of information and is engaged frequently in the formulation of Fecc positions. Working closely with the European institutions and relevant stakeholders, some of the issues examined are the European Commission’s drug precursor guidelines for industry, explosive precursors, the EU CBRN Action Plan, the Chemical Weapons Convention guidelines and developments, and the modification of the Rotterdam Convention on Prior Informed Consent (PIC). RESPONSIBLE CARE Responsible Care (RC) is the voluntary commitment of the chemical industry to continuous improvement in Health, Safety and Environmental performance. The RC committee coordinates with the
The PS committee brings together representatives of the chemical distributor community and the main European chemical manufactures to promote better cooperation and implementation of Product Stewardship along the supply chain. The aim is to discuss, develop and coordinate common initiatives between producers and distributors on safety, health and environmental matters. LOGISTICS The Logistics committee monitors developments in EU and international legislation concerning the safe transport and handling of dangerous goods as well as related security issues. Some of the rules and legislations followed by this committee are: UN Model rules/ADR-/RID-/IMDG, and other issues dealing with the carriage of dangerous goods (i.e. EU Transport Regulations), security issues in the transport of dangerous goods, SQAS Distributor/ ESAD& Warehouse assessment systems and accident statistics. The committee works directly with relevant industry groups, such as Cefic (European Chemical Industry Council), IRU (International Road Union) and ECTA (European Chemical Transport Association), as well as with INDA (Alliance of European Industry Sectors involved in the transport of dangerous goods). Communications Network The Communications Network brings together communication and marketing professionals from the chemical distribution industry. It serves as a platform to discuss and work on issues of mutual interest, foster knowledge exchange and share methods of best practice. The network works on common projects that serve to promote the industry as a whole.
