APD to Receive Top Honors from the International Association of Chiefs of Police APD also recognized by the Association of Law Enforcement Planners

T

hree of APD’s private-public partnerships will be recognized this month at the International Association of Chiefs of Police Conference in Chicago.

APD competed against thousands of police agencies worldwide.

The awards are some of the most prestigious in law enforcement. The International Association of Chiefs of Police (IACP) is the world’s oldest and largest nonprofit membership organization of police executives, with more than 20,000 members in more than 100 different countries.

Last month, APD also won top honors from the International Association of Law Enforcement Planners (IALEP) at its annual conference in Vancouver. APD was recognized for having the best designed annual report and for the construction of the department’s sixth area command facility.

“We are quite honored to receive this kind of recognition,” Police Chief Ray Schultz said. “The partnerships we have formed with the business community are some of the strongest police-community partnerships in the world.”

APD will receive the IACP’s “Excellence in Victims Services” Award in the Extra Large Agency Category for its Family Advocacy Center’s victim-centered service provision program.

In 2007, the City opened the Albuquerque Family Advocacy Center, where APD partnered with several other government and non-profit service providers to provide victim services and to address the problems of domestic violence. Since that time, the department’s domestic violence and stalking unit has worked closely with advocates under one roof to provide complete services for the victims.

“These awards illustrate the hard work being done every day by the Albuquerque Police Department,” Mayor Richard J. Berry said. “It is well-deserved recognition.”

Additionally, APD will receive recognition from the IACP as a finalist in two additional award categories.

APD will be recognized as finalist for the IACP Community Policing Awards for Cities with a population over 250,001 for the development of Hospitality Partnership with Albuquerque’s Hotel-Motel industry. At the IACP conference the work linked to this partnership will be profiled as a

“This public-private partnership gives Albuquerque innkeepers a means to promote crime prevention and awareness by building a crime watch partnership between APD and Albuquerque’s hotel industry.” said Mike Chesley, with the Greater Albuquerque Innkeepers Association (GAIA).

APD will also be recognized as a Top 10 Finalist for the Webber-Seavey Quality in Law Enforcement Award for its work linked to building the Construction Industry Crime Alliance (CICA) with Albuquerque’s Construction sector.

The two public-private initiatives seek to address crime and public safety through community partnership and joint crime fighting efforts.

CICA and the Hospitality Partnership also use the CONNECT website to communicate as a crime watch system for their industries.

“This partnership is ‘taking care of business’ by combating crime in a whole new way,” said Marcus Perea , a CICA Construction Industry Representative. “We are thrilled our hard work is paying off and others are starting to take notice.”

The Michael R. King-Richard W. Smith Jr Memorial Substation was recognized as the project of the year by the IALEP. The $5.1 million police substation was opened last April and services the city’s Northwest Side. It took more than a year to construct the state-of-the art facility located near Coors and Ellison NW. The International Association of Law Enforcement Planners consists of people working in the area of planning and research for criminal justice agencies. IALEP has nearly 1,000 members from around the world. APD completed against agencies worldwide.

Weatherize to Save on Heating Bills

B

y now you’ve likely felt a bit of colder weather.

Taking a few simple steps to weatherize your home could save you significant money as winter settles in. Looking for air leaks should be a priority. Window frames may need caulking and doors could use weather stripping, especially if you can rattle them or see daylight. Don’t wait until it’s too cold to apply caulking on the exterior. Check electrical outlets and switch plates on outer walls and seal with insulation pads.

Look for leaks around fireplace dampers and attic hatches. Check baseboards with your hand or bare feet. An incense stick can be used

to check for drafts. Consider plastic insulating sheets for the interior of windows. The packages come with the sheets and double-sided adhesive tape. Once installed (use a hair dryer to shrink the plastic taut), these generally can’t be seen.

Read the package to make sure you buy the clear kind. Check the attic for previous leaks, especially if you live in an area that gets a lot of rain.

Outside the house, look for negative flow spots in your yard where water can pool around the foundation.

Check gutters and downspouts to be sure water will be diverted away from the house. Look for holes in siding and cracks in brickwork, especially where two different

materials meet. Check any opening for cable and phone lines. If your home is a bit older, a professional energy assessment might be in order. Special equipment will be used to determine the level of air leakage, and you’ll be given a list of suggestions for making your home more airtight over the winter months. Decide whether this is the year to replace your furnace.

Shop for an Energy Star model for the most savings in your energy dollars. See www.energystar.gov for qualifying products. Go online to www.pueblo.gsa.gov, and put “Weatherize Your Home” in the search box for more information on insulating your home. At

www.energysavers.gov you can find Consumer Information Fact Sheets for information on heating and cooling, insulation and air sealing, and more. Helping Children Expand Their Vocabulary

O

ne of the essential components of strong reading ability is a good vocabulary. A student should grow his or her vocabulary over time, but doing so requires regular reading and frequent study of new words. Students with limited vocabularies will struggle as teachers increasingly expect more independent reading -- and school reading becomes more difficult.

Here are a few ways parents can help their child improve his or her vocabulary: Read, read, read. The most obvious way parents can help their child expand his or her vocabulary is to read aloud together and encourage him or her to read independently.

Ask your child’s teacher for book recommendations appropriate for your child’s reading level, but also let your child choose his or her own reading material. Fervent readers develop their vocabulary naturally, so if your child enjoys reading and does it regularly, he or she will learn new words.

Reintroduce words in multiple settings.

Your child’s vocabulary list for the week includes the word “trait”. After reading the definition and quizzing him or her on it several times, find ways to use the word in conversation throughout the week. Be sure your examples give sufficient context so that your child can decode the meaning if he or she doesn’t remember the definition. For example, “You have some interesting traits,” is not as good as, “You are very hard-working -- it’s one of your best personality traits.”

Pre-teach words before reading a story. If a book has a glossary of key words at the end, before reading to your child, read the glossary.

Studies show that pre-teaching target words that appear within a text has a positive effect on a reader’s retention and vocabulary acquisition.

When reading together, have your child define words. When your child encounters unfamiliar words, first have him or her try to infer the meaning based on how the word is used. When your child is actively engaged in vocabulary study, he or she is much more likely to remember definitions than if you read them to him or her. If your child cannot derive a word’s meaning from context, define it and provide an example of it in use. Then, ask your child to come up with a second example.

Point out words’ origins. Your child will learn about roots, prefixes and suffixes in language class at school, but help reinforce those teachings by pointing them out as you come across them in books. “Preview”, for example, is made up of the root word, “view” and a prefix, “pre”, which means “before.”

“Pollute” is a root word, but “pollution” has the suffix “ion” on the end, which turns the verb (pollute) into a noun (pollution). Understanding word structure and how prefixes and suffixes change root words’ meanings will help your child define many new words.

Make the dictionary your child’s new companion. Teach your child to use a dictionary and keep one nearby when reading.

jot down unfamiliar words to look up later -- or look them up immediately. Your child might also benefit from a combination dictionary/thesaurus, which includes synonym lists with dictionary entries to give students plenty of examples of words with the same meanings.

As your child adds to his or her vocabulary, so will he or she increase his or her reading speed and fluency. Continue to encourage your child to look up new words, use them in written and spoken context, and explore any budding interest in language. Doing so will help your child become a more eager and confident reader, and a happier, more successful student.
