Market overview: Mixed messages Long-term clarity and certainty remain some way off for both the property and political markets. The EU’s offer of a Brexit extension until October may well relieve some shortterm uncertainty at what is usually considered the busiest time in the property calendar. For those in the market there are deals to be done. Mixed messages The economic fundamentals for property purchase remain positive. UK employment is at a record high, wage growth currently outpaces inflation and many economists predict interest rates will remain stable at 0.75% until the appointment of a new Governor of the Bank of England early in 2020. Rightmove state the price of new-to-the-market properties increased by an average of 1.1% in March, the largest month-on-month rise for over a year. Meanwhile, data from HMRC indicates an uptick in sales volumes, sales in March reportedly 6.9% higher than the year previously and the highest monthly total since July 2017, although quarter on quarter sales volumes were down.

According to the NAEA, over eight in every ten properties sold for less than their original asking price in March, either experiencing a price reduction during marketing or at the point of sale. Realism and pragmatism are crucial to closing a deal in current market conditions, properties taking on average an extra six days to sell compared to a year ago. For many purchasers property remains a long-term investment decision, and while the current market may be sluggish, the consensus remains that property will retain and rise in value over the forthcoming years. Stamp Duty takes a tumble With price falls and sales volumes muted across the market it is perhaps unsurprising that HMRC have signalled a significant £1 billion fall in SDLT tax intake in the financial year 2018/19, compared to the previous year. Residential SDLT receipts in the first quarter of 2019 were just £1.7 billion, down 26% from £2.3 billion in the final quarter of 2018. The average price of a prime market property across England and Wales is just over £1 million, with HMRC noting over a thousand fewer sales of £1 million plus having taken place in the first three months of 2019, compared to the final quarter of 2018. There has also been a 22% drop in the income received from properties subject to the 3% higher rate of additional dwellings tax.

The Bank of England, however, report the number of mortgage approvals for new house purchases fell back in March, to their lowest March level for six years. Total mortgage lending also fell, as buyer appetite has waned, pointing to a fall in activity over the coming months. The Royal Institution of Chartered Surveyors report that demand for properties fell in March for the eighth consecutive month across all parts of the country, the National Association of Estate Agents too acknowledging that while prospective demand in March indicated an uptick from February, demand is at its lowest level in five years. A shortage of stock is undoubtedly hindering the market, with new supply at its lowest level on record.

Realism and pragmatism Annual price growth across the UK slowed to 0.6% in the year to February, the sixth consecutive month of price falls. While London continues to witness the most significant levels of price readjustment, with price growth across the capital at -3.8%, its lowest level since September 2009, prices are still rising in some regions, most notably in the North West and West Midlands. Hometrack highlight that the cities currently registering the highest rates of price growth are those where the recovery in prices since 2008 has been the weakest, perhaps an indication of a long-term ripple effect.
