A new year, a new chapter
Welcome to the first edition of Refined for 2020. The new year brings with it the feeling of a fresh start, and for the start of 2020 this is triply true. It is a new year, a new decade and also a new beginning for the property market. After the resounding Conservative victory in December’s election, the swirling uncertainty around Brexit has been calmed and consumer fears for the economy have abated. After the election results, the GfK Consumer Confidence tracker posted a seven-point jump in how people view the wider economy for the coming year, which can only be good news for both buyers and sellers. You can read a full overview of the property market for this month in our national report on page 8/9. Market overview: The dawn of a new decade 2020: a new decade, a new era. After an eventful 2019, Boris Johnson’s election victory sends a clear message to ‘Get Brexit Done’. Political stability, clarity and certainty will reassure both buyers and sellers and is likely to provide a welcome boost for the housing market. Property prices are expected to increase across all regions over the course of the year.
Looking back, looking forwards The average price of a property continued to rise over 2019, although rates of price appreciation have continued to ease. At 0.6%, current annual price growth across England and Wales is at its lowest level in over seven years. There are, however, regional discrepancies; growth exceeds 3% across Wales and Yorkshire and the Humber, and indications are that the London market is stabilising. While it is too early to say where the market may be in 2030, an average of independent
Household growth has exceeded population growth over the past decade due in the main to changing demographics and family structures, and this trend looks set to continue. One of the key Conservative manifesto pledges is to build 300,000 private new homes per year, with a target of one million new homes by 2025. The 2020s may well see ‘eco-homes’ at the forefront of construction activity, the government pledging to support new homes that have lower energy bills, although there is no specific mention of zero-carbon homes as pledged by both Labour and the Liberal Democrats. Encouraging first-time buyers remains a crucial part of housing policy, with Help-to-Buy guaranteed until 2023, and proposals for new life-time mortgages. First-time buyers have equated to over half of all new homemover mortgage loans over the past year, according to data released by UK Finance. Window of opportunity The uncertainty surrounding the UK’s departure from the EU has undoubtedly impacted prime markets and the London market more than most, the volatility of Sterling a major factor for overseas investors looking to purchase prime property in the UK. The likely announcement in the anticipated Spring Budget of a 3% additional stamp-duty levy for non-UK resident purchasers, along with the gradual improvement in Sterling, may well encourage discretionary buyers to buy now. The value of Sterling ended the year up 9% against the Euro and up 10% against the US$, compared to the year’s low.

Change of mood The financial markets reacted positively to the election victory. The FTSE 250 posted its highest daily rise in a decade, while the value of Sterling rose against both the US$ and the Euro, in the case of the latter hitting its highest level since July 2016. Early indicators are that there has also been an uptick in consumer confidence, the GfK tracker posting a three-point rise in December, with a seven-point jump in how positively consumers see the wider economy over the next year. Wage growth continues to outpace inflation, and although 60% of households anticipate interest rates will rise over 2020 (IHS Markit), economists currently predict the base rate will increase by just 0.25% to 1%, still low by historic standards. The housing market is expected to gain impetus as spring approaches, a period of certainty and stability set to release pent-up demand. A shortage of stock looks likely to underpin prices; Rightmove predict the price of property coming to the market will rise by 2% in 2020.
forecasts predict property prices will rise by 1.8% over 2020, with compound growth of 16% by the end of 2024, slightly lower than the 21% growth achieved over the past five years. This will add an additional £37,000 to the average price of a property across England and Wales, with prices set to rise by over £50,000 in London.
