Market overview – National The three ‘B’s - Brexit, borrowing and the Budget dominate the housing market as summer turns to autumn. Brexit discussions and the deal or no deal question continue to overshadow daily news commentary; mortgage approvals are creeping upwards and the Chancellor’s announcement that the Budget will be on Monday 29th October will create a raft of opinion as the month evolves. Will there be any significant announcements for the real estate market? Autumn uptick? Rightmove report a 16% increase in the number of newly listed properties in the first week of September compared to the average of the final three weeks of the summer, the traditional ‘back to school’ period offering more choice for prospective buyers. Data from the Land Registry also indicates that there is usually a slight uptick in sales in the autumn period following a hot summer. Sales in the autumn following the UK’s last five hot summers (1995, 1996, 2003, 2006, 2013) have increased by an average of 1.8%, compared to a fall by an average of 8.7% in all other autumns since 1995.

Stability or uncertainty Prices across both the mainstream and prime markets remain stable according to both official house price indices and the Royal Institute of Chartered Surveyors, with little change month on month. Although the unexpected rise in inflation to 2.7% in August, its highest level in six months, has taken many by surprise, the

The British Chamber of Commerce have downgraded their expectations for economic growth for the next three years, while the assertion by the Governor of the Bank of England that a no deal Brexit could potentially lead to house prices falling by a third, a situation that has occurred just once in the last 45 years, will undoubtedly affect confidence. Inflation adjusted, the peak to trough decline of the late 1980s/early 1990s was 44%; in comparison the Global Financial Crisis resulted in a 23% drop. Taxation on the up, or down? The Treasury netted close to £9.3 billion in residential taxation receipts (SDLT) in the year to 2018, up 8% on the year previously. 44% of all residential receipts were attributed to the purchase of additional properties, with over £1.9 billion raised on the 3% component alone. All regions witnessed a rise in the value of taxation receipts, despite a fall in transaction volumes across the East of England, South East and London. Despite accounting for just 0.1% of transactions, prime properties which were purchased for £5 million plus accounted for 6.2% of the total value of receipts, on par with a year ago. However, transaction volumes have fallen further since April with the Office for Budget Responsibility reporting SDLT revenues between April and July 2018 were 9.9% lower than during the same period last year. The slowdown across prime London boroughs, which account for 29% of all London’s receipts is noted as a significant factor in the fall. The property world will await with interest as to whether the Treasury will amend residential taxation in the budget later this month.

Latest government figures indicate there have been 32,000 fewer sales in the first eight months of 2018 compared to the same period a year ago and sales completed in August were 2.6% lower than a year ago. However, Rightmove report that there are signs of renewed activity, especially across the London market with the number of sales agreed up 10.5% in August compared to the year previously. Monthly mortgage approvals for new house purchasers also rose to over 66,000 in August, the highest figure since August 2017. Approvals between June and August were 3.3% higher than between March and May.

Average earnings are currently rising faster than inflation, while the GfK Consumer Confidence Index indicates consumers’ confidence in their personal financial situation in the main remains positive. Making a difference from Birmingham to Bangladesh Homeless charities in the UK and overseas have been applying for our autumn grant programme to receive up to £3,000 of funding for their projects. This will be The Fine & Country Foundation’s second grant programme. Take a look at some of the projects supported from our first grant programme in spring: St Basils, Birmingham were given £2,621.48 for the Life Skills Programme to help young people attend workshops on budgeting, healthy eating, anger management and more. ActionAid, Bangladesh receive £2,500 per month for the Happy Homes project. One hundred and fifty girls aged between six and 18 years old have a warm bed, three meals a day and a good education to ensure they have a happy and safe childhood. End Youth Homelessness is our UK-wide partner organisation. The network of 11 youth homeless charities across the country were given £20,000 for the Safe Nights Fund. For £25, a vulnerable or homeless young person will receive a warm bed for the night, full mental and physical health checks, education and employment services and be put into the system so they cannot be left behind.
