A time for change
A very warm welcome to this month’s issue of Refined. Over the past weeks – as a country and a civilisation – we have woken up each morning to new change. We’ve been asked to readjust the ways in which we go about our daily routine, conduct ordinarily mundane tasks and, essentially, the way in which we communicate and interact with one another. This change has also forced industries to re-evaluate the way in which they serve their customers, and at Fine & Country we’ve embraced this opportunity. Thanks to new technology and our dedicated network of agents, we’re able to continue to serve our communities with the same responsibility and commitment we always have done. As we retreat to our homes and surrender our social freedoms, the concept of isolation has serendipitously presented us all with an opportunity to reflect. With the evenings drawing out, and newfound time on our hands, we’re able to appreciate life’s simplicities which we once took for granted. Market overview: Stay home, save lives What a difference a month makes. Four weeks ago the nation was awaiting the first Budget in over a year, the first since leaving the EU. Just days later the coronavirus pandemic hit the UK and has dominated the daily news since. The upward trajectory evident in the housing market is now on pause as the nation follows advice to ‘stay home and save lives’. Post-Christmas recovery Prior to coronavirus hitting the UK shores there were clear signs of renewed confidence in the property market. The Bank of England reported that over 73,500 mortgage loans were approved in February – more than in any month since the start of 2014 and up 12.5% year-on-year. At £23.3 billion, mortgage lending was at its highest level in 18 months. Strong buyer demand in the market had encouraged new seller asking prices to hit a record high (Rightmove), with property price growth in the year to March at its strongest level since January 2018 (Nationwide) and sales volumes up 6% year-on-year (HMRC). Demand was outpacing supply, with properties snapped up some nine days faster than in January and properties across London selling some 15 days faster than in 2019 (Rightmove). Across the prime markets, price growth has tipped into positive territory for the first time in over a year, average prices 0.4% higher than a year ago.
The months ahead Zoopla predict there will be a 60% fall in sales volumes during the second quarter, evidence from China suggesting sales volumes are around 50% of the long-term average two months after lockdown restrictions have been lifted. Based on data from HMRC this would equate to sales volumes of around 49,000 across the UK in June. Economic forecasters are currently predicting a short, sharp decline in economic output during the second quarter of 2020, before the economy rebounds towards the end of the year as restrictions on the movement of people, goods and services are gradually lifted. Oxford Economics predict a fall of 2.5% in GDP during Quarter 2, with an uplift of 1.8% in the final quarter of the year. As restrictions are lifted the ‘pause’ button may well be set to play and many may choose to re-engage with the market. Impetus will be fuelled by first-time buyers looking to access Help to Buy before the implementation of the new regional caps, overseas purchasers seeking to complete deals prior to the 2% additional taxation levy and existing homeowners who may well feel after a period of isolation that change is needed. For now though the best chance of recovery is to ‘stay home and save lives’.

Budget 2020 Rishi Sunak delivered a multi-billion-pound spending budget on the 11th March with significant investment for infrastructure. The Affordable Homes Programme received a £12 billion multi-year settlement, with £1.1 billion to support 70,000 new homes in high-demand areas across the country A new Stamp Duty levy for non-UK purchasers of 2% from April 2021 will be introduced and the housing minister also announced a suite of reforms of the planning system to encourage a more proactive and innovative approach to house building. These include modernising the planning system with a zonal planning approach, accelerating planning decisions, better use of new technology, and enhancing community involvement. A planning white paper is expected.
COVID-19 Just days later coronavirus pressed ‘pause’ on daily life. Day-to-day life has changed immeasurably, social distancing enacted, millions working or being schooled from home, and all non-essential activity, including most property purchases, put on hold. Unprecedented support announced by the government in recent weeks for businesses and the self-employed is aimed at forestalling the economic impact and avoiding a repeat of the recession witnessed during the global financial crisis. The Bank of England is continuing to lend and interest rates have been slashed twice to a historic low of just 0.1%, a rate that is liable to remain unchanged until mid-2021 at the earliest.

SLEEPING OUT One of the most frequently organised fundraisers amongst our agents is attending ‘sleep outs’ in their local areas. Not only are sleep outs an effective way of raising money towards combatting homelessness, but put the participants marginally closer to understanding the struggles that homeless people face every day. On Friday 7th February Fine & Country Leamington Spa did a sleep out in aid of Helping Hands Community Charity, who give support and opportunities to the homeless community in Leamington, Warwick and Kenilworth. They raised over £500 which will make an extraordinary difference for the people this charity serves. On Friday 6th March Fine & Country Lincolnshire and Grantham braved the cold of Lincoln Cathedral, raising funds and awareness for their local YMCA. The £980 they raised was a massive contribution to the over £20,000 raised in total on the night. Thank you to everyone who was a part of the event, both in donating and taking part. Director from Fine & Country Lincolnshire and Grantham, Rebecca Bouwer, said: “Sleep outs are tough, cold, uncomfortable and exhausting. While they do not come close to replicating what it’s like to be homeless, they are a way of helping people understand some of the issues and difficulties experienced while sleeping rough and they are a great tool for raising awareness within the community.”
