As we enter the final months of the year, market conditions are favourable. Activity levels remain strong despite some nervousness ahead of the Autumn Budget and further activity should build from here now that uncertainty is behind us.
ECONOMIC OUTLOOK
Inflation continues to cool, rising by 1.7% in the year to September, down from 2.2% in August.* Looking forward, the OBR expects inflation to remain close to or slightly above the Bank of England’s 2% target until 2029. Following the Autumn Budget, 80% of investors still expect a Bank Rate cut at the next Bank of England meeting in November.*
While the broad path of mortgage rates has been towards lower rates, it has been a little less clear-cut over recent weeks, with some lenders continuing to drive new business volumes with competitive rates but some lenders pulling back from the market a little, adjusting their rates upwards marginally. It will take a little time for markets to establish the impact of the budget on long-term interest rates but the anticipated further November cut in the Bank Rate will be a welcome further sentiment boost.
PRICE RISES
Although kept in check by still-constrained affordability and improved supply levels, property prices are edging up. Price growth was 1% in the year to September 2024; and is expected to be 2% by the end of the year.*
In the prime market, the average price of a property is £1,190,947, having softened by 6% year-on-year.
ROBUST ACTIVITY
Despite some uncertainty in the run-up to the Autumn Budget, activity levels remain robust. Mortgage approvals have increased for the fourth consecutive month, reaching 65,647 in September, a level not seen
since August 2022.* Relatively lower mortgage rates are helping to boost sales. There were 332,200 sales agreed across the UK in Q3 2024, 23% above the same period last year. While 2023 was a low base to compare with, Q3 2024 sales were also 7% ahead of the same quarter in 2019.*
BUYER’S MARKET
Despite stronger housing market activity, the number of new properties reaching the market and the time taken to sell are both rising, leading to a boost in available homes for sale. Supply has reached its highest level since 2014 and is 12% higher year-on-year, putting buyers in control.* With more choice and buyer affordability still stretched, sellers must recognise the continued price sensitivity, and price competitively to achieve a sale. Offers continue to be at a discount to the asking price: reported by 91% of estate agents in a recent poll with 28% over 5% below.*
THE AUTUMN BUDGET
The Autumn Budget provided a mixed outlook for the property market. The major tax change for housing was an immediate increase in the stamp duty surcharge for second homes and buy-to-let investors, rising from 3% to 5%. This may potentially deter some from completing already agreed property deals or lead to some renegotiation on prices. For the prime second homes market, this tax change will be an extra reason to expect continued price sensitivity over the coming months.
£1 billion in funding has been announced to address cladding safety, a welcome contribution to this significant and long-standing concern of the sector. Alongside other large-scale investments, £5 billion has been announced for housing, which guarantees to boost supply.

Forward contract
A forward contract allows you to secure a current exchange rate for an international payment on a specified date in the future, without needing to have all your funds available. This ability to secure the exchange rate for your property purchase between making an offer and completing makes it a popular tool to protect against currency movement, as demonstrated by this quick example:
After finding your dream property in France, the pound sits at €1.17, meaning your €800,000 property costs around £683,760. Your currency specialist suggests locking in this rate with a forward contract due to currency volatility. Three months later, the rate drops to €1.12, saving you £30,500 compared to the current rate had you not secured the forward contract.
It is worth noting, however, that if the rate improves in your favour, you will not be able to take advantage of that movement.
Market orders
If you have flexibility in your budget, it is worth considering market orders. With market orders, you can set target rates above (limit order) or below (stop-loss order) the current market level. A limit order ensures a higher rate for nonurgent payments, while a stop-loss order prevents the market from dropping below a certain level. You can also combine these tools to plan for various budget scenarios.

As The Fine & Country Foundation reaches an incredible milestone of £1 million in donations, we have been re ecting on the impact that this decade-long journey has had in the fight against homelessness around the world han s to the generosity of the public, our agents and supporters, we’ve been able to make meaningful contributions to charities and initiatives worldwide, bringing comfort, shelter and hope to countless individuals and families.
This achievement wouldn’t have been possible without our unwavering community, who each year show incredible dedication to our mission through various fundraising events, challenges and initiatives. 2024 has been an e traordinary year so far, filled with inspiring events and record-breaking accomplishments.
One of the highlights of the year and a cherished tradition is our annual Carol Concert at the historic King’s College in Cambridge. Every December, this special event brings our supporters together in the spirit of the season, with choral music filling the magnificent college chapel Attendees come together not only to enjoy the festivities but also to raise essential funds, with last year’s concert alone raising a record-breaking £21,000.
October’s Coffee Morning has become a much-anticipated event across our Fine & Country branches, inviting our community members to come together over a warm cup of
coffee and delicious treats. This event not only promotes our mission and increases awareness, it also fosters community spirit, all while raising funds for The Foundation.
Every year, The Foundation awards two rounds of grants –one in autumn and one in spring – supporting charities and projects dedicated to combatting homelessness. In spring 2024, 26 charities were allocated funding totalling over £41,000, a figure which will be matched when the Autumn Grants are announced.
This year, Sean Newman and Jon Cooke undertook the aweinspiring challenge of running five marathons in five days –
a feat that truly showcased the commitment and passion that drives The Fine & Country Foundation forward. Their physical endurance and mental motivation inspired many, raising an incredible £7,200 all while spreading awareness of our mission.
Reaching £1 million in donations is more than just a number – it represents the lives we’ve touched, the communities we’ve strengthened and the futures we’ve helped brighten at a global scale. While we celebrate this milestone, we also look forward to the next chapter.
