Market overview – Happy New Year? The start of 2019 looks set to continue in much the same vein as the end of 2018, with Brexit discussions continuing apace and the deadline of 29th March looming ever closer on the horizon. However, markets desire certainty and, whatever happens on the political stage in 2019, at least some resolution is assured as the year progresses. Increased certainty and clarity should bring more stability to reassure both buyers and sellers. Rate of price growth halves 2018 was not an easy year for the UK’s housing market but, while some places and buyers suffered, opportunities arose for others. Buyers were understandably cautious and demand for properties remained subdued in the final months of the year. Interest from investors, in particular, was impacted by increased costs and regulation. This, along with government support in the form of Help to Buy, paved the way for an increase in first-time buyers. UK Finance report that in six of the first ten months of the year, loans to firsttime buyers outstripped those made to home movers. By October the value of lending to firsttime buyers was 12% higher than a year earlier.
Although demand levels were more subdued, a lack of stock of properties to buy continued to put upward pressure on prices at the headline level. The average price of a home continued to rise over 2018, albeit with rates of price appreciation slowing as the year progressed. At a national level, according to the ONS, average prices rose by 2.7% in the 12 months to October, almost half the rate of 5.1% seen a year earlier. There were, however, regional
Trends in asking prices provide a useful lead indicator for the future direction of the market. Rightmove report that average asking prices fell in the final two months of 2018 by 1.7% and 1.5% respectively. This is likely to translate into a further slowdown in the rate of price growth for achieved sales prices in early 2019, with further small falls possible in places. The view of agents in the latest RICS Residential Market Survey also tallies with this, although more stability is anticipated over the longer term. Affordability easing? Adjusted for inflation, average wages reached their highest level since 2011 at the end of 2018 with the rate of growth at its highest since November 2008. This, coupled with the continuation of competitive mortgage rates (despite the Bank of England rise in interest rates), should provide some relief for home owners and potential purchasers. Affordability concerns remain a key factor in house-buying decisions which vendors should take heed of when setting asking prices, but slowing price appreciation and rising incomes could ease the affordability burden for some. Prime buyers…ready and waiting The UK’s departure from the EU is weighing more heavily on the minds of buyers in the upper echelons of the market than in the mainstream market. Buyers at the top end of the market are often more discretionary rather than needs-based purchasers. Those who are active in the market are often looking to factor in price discounts which is acting as a deterrent to vendors who do not need to sell. As such, both buyers and vendors are waiting but that does not mean that they are not watching the market carefully. Once clarity emerges, this pent-up demand will release and activity levels are expected to rise.

After falling to a low of 56 days in the busy summer months of May and June, the time taken to sell properties crept up over the final months of the year reaching 65 days in November. While this seasonal variation is not unusual, sales in November 2018 did take longer than in November 2017 (62 days). Despite this, sales rates were fairly stable over 2018, not witnessing the large fall that some anticipated. In the year to November, the level of sales recorded across the UK was just 3% below the level seen in the same period a year earlier.

Grant update: King’s Arms Project, Bedford Our autumn grant programme gave the King’s Arms Project £350 for Christmas dinners. The charity welcomed 61 guests at their Friday Night Meeting and another 18 guests on Christmas Day for those staying at the Nightshelter. Guests were also given stockings and presents. Some people hadn’t received a Christmas present in over 20 years. Thanks to your donations, this became one of the best Christmases they have had in years.
