Charnwood Borough Council is proposing to raise its share of council tax by 9p a week for a Band D property. The proposed increase would see the annual charge for an average Band D property rise by £5 per month (4.27 per cent) - a yearly total of £122.09 from 1st April 2019. It is also being proposed to keep the Loughborough Special Rate, paid by residents of Loughborough and the equivalent of a parish precept in villages, at the same rate, a total of £74.97. The Council’s cabinet will consider the draft budget plans on Thursday 14th February with its recommendation due to go before full council on Monday 25th February. Councillor Tom Barkley, Lead Member for Finance and Property Services, said: “We are proposing to increase our local element of council tax for the next financial year. Local government funding remains challenging and in order to protect our frontline services, we have put forward what we believe is a reasonable proposal. It would mean we will still have one of the lowest council tax rates in the country. We are also proposing to freeze the Loughborough Special Rate once again. Even with this increase, it will still mean we will have to use some of our reserves in order to balance the books for 2019/2020. However, because of careful planning in the past, our financial position will remain strong which will allow us to continue to offer excellent services for residents.”
Charnwood Borough Council currently has the 23rd lowest council tax charge out of 201 district councils in the country. Council tax pays for a range of services provided: Charnwood Borough Council, Leicestershire County Council, Leicestershire Police and Leicestershire Fire and Rescue and the parish council where you live (or Charnwood Borough Council for people in Loughborough). The Charnwood element accounts for less than 10 per cent of the total bill. For more information about the budget, see the reports to Cabinet on the Council: http://bit.ly/CBCtax2019

Bronze Age settlement. Land around Brooksby was farmed by the Romans – what did they ever do for us? – and long before them there’s evidence of Neolithic activity dating back 5,000 years. Queniborough has houses dating back to the 14th Century, and Hamilton village - originally called Hambleton – is the site of one of the best preserved deserted villages in the county. Not wanting to leave Rearsby out of it, Wreake Valley’s answer to Stonehenge – okay, not quite so grand – was located near to where the rivers Wreake and Soar meet.and at Rothley there have been finds of Neolithic pottery and flints, plus pits and ditches dating from Roman times, and evidence of a large Roman villa with coins, pottery, pots, and brooches. The sayings are old - ‘raking up the past’ and ‘going over old ground’ – and you’d be forgiven for thinking we’re talking about past gripes, grumbles and goings-on. Lots of us think discovering the past is a bit ‘Raiders of the Lost Ark’ – hairy blokes wearing crumpled hats sweating and digging away with picks and shovels underground. But there’s less to it than that, and all it needs is a bit of subtle scraping and scratching just under the surface to discover how our ancestors lived and what they left behind. Of course it’s important to have a good idea of where to scrape and scratch looking for old settlements, burial grounds and the like, or we’d be digging up every field between here and Timbuktu. before sowing. My runner beans St George and French beans, are sown during mid March in a heated propagator that is in my cold greenhouse, the propagator is set at 59 degrees Fahrenheit (15 cel) and as soon as there is signs of their first true leaf the propagator temperature is reduced to 41 degrees Fahrenheit (5 cel) so they are not too lush before they are potted on in two weeks time. Once out of the propagator they are covered with fleece in case there is a frost. Once again in my borders I have found many snowdrops have had their flower heads pulled off, I have tried sprinkling chilli powder and pepper around the plants, but the pigeons, who I think are the culprits still walk amongst them unfazed by the smell. Any suggestions from our readers would help. By mid February the red Chaenomeles, pictured here, on my east facing house wall was in flower, this is beautiful in flower, but when trained on a wall, or fence it needs pruning at least five times a year to keep it tight to the wall. In an open border this will form a mound four to six feet (1.2/1.8 meters) tall, but will only need pruning once after it has finished flowering. Most of my spring flowering Clematis are now showing flower buds so given a mild end to the winter they should be in flower by mid March. Clematis alpina and Clematis macropetala should be in flower by late March; both do not have large flowers, but add interest to a late winter garden.

NEW BARKBY WI Mrs K. Fryman, President, welcomed members to the February meeting. ‘Jerusalem’ was sung. After Institute matters had been discussed, members listened to a talk and watched a demonstration of ‘Book Folding’. Instead of reading an old hard-backed book why not try book folding as demonstrated by Sageena Thakur (accompanied by her two daughters). She showed us how to fold the pages of a book and, following a pattern, make someone’s name appear at the front of the folds. Also she makes memory books consisting of photographs and attachments relating to a person’s life. Sageena recently made an album for the Duke and Duchess of Cambridge and their family. Books and albums were passed around during the talk. There was a question and answer time at the end of the talk and then Mrs A. Montague gave the vote of thanks. The letter competition for the letter ‘B’, was won by Miss E. Lober with a small book. The Raffle prize was won by Mrs D. Haynes and the Tea Hostesses were Mrs B. Gamble and Mrs J. Goulden. The next monthly meeting will be Wednesday 6th March at Syston at 7.30pm at the Community Centre where will be a fun Auction. Visitors are welcome to attend.

St Peter and St Paul’s Church News Ladies Friendship Circle Our meeting on 28th January took the form of ‘Call My Bluff’, based on the popular radio programme. Three members of the group had been given a word which they either supplied the correct meaning of or supplied their own interpretation of the meaning. The true and untrue meanings were entertaining and at at times unbelievable but nevertheless true. We were divided into teams and then scored points to decide the winners. The evening was at times quite noisy but very entertaining. The winning team were rewarded for their efforts and given a bar of chocolate each. There was a raffle which consisted of three prizes - the first prize chosen was a beautifully arranged box of fresh fruit. The speaker at our meeting on February 11th was Mike Major; his subject the R.N.L.I. Mike gave details of past rescues by the lifeboat service and quoted how many lives had been saved but sadly also how many people had lost their lives during storms and shipwrecks. The talk was illustrated by pictures and diagrams of where the incidents took place - many in the North Sea around the Whitby area. Having learned of the early days of the service Mike offered to come again and give a talk on the ‘Life Boat service in the present day’. Forthcoming subjects for Ladies Friendship Circle. The planet Uranus moves into your financial zone this month, bringing you much luck when it comes to cash matters and you'll be so pleased! With Mars also here, you'll waste no time getting down to the practicalities of life. You'll be keen too to manifest any idea. Yes, it's time for action and you won't be sitting back on life. You'll also be splashing out on things to cheer and lift you.
Enjoying some leisure and pleasure time is likely, with a chance to put your ideas into action. You particularly savour the social aspects and having a few adventures with friends. Work however doesn't go away and could be demanding at times. Someone in power is organising your workload – be sure to have your say too! You spend time with a particularly artistic friend and are amazed.
Your mood is wonderful this month as you feel optimistic and upbeat about possible plans that involve travel, business and socialising. Yes, Spring is coming early this year for you! Though you also have to pay careful attention to the financial 'side' of things, which will then enable you to achieve just so much. You'll be happiest at home and work demands a stroke of genius from you.

VIRGO August 23 - Sept 22
CAPRICORN Dec 21 - Jan 19
Emotionally, you have your heart set on certain things and are determined not to let anything get in the way. But this still involves a good deal of planning and sheer hard work, not that these deter you! Goodness knows how you do it but you find yourself catching up with all your dearest and most favourite friends and embark on an adventure or two and thoroughly enjoy yourselves.
Time spent at home will be focused on practical hopes and dreams for improvements. You may even consider starting a home business, which is well-starred and rather lucky. Catching up with hobbies could present a few headaches when you find that you have extra work and need to update matters. A partnership enters a happy and excellent phase and you enjoy spending time together.
Your ideas are beginning to take shape and they're such fun, involving travel adventure and social fun! This is uplifting in itself. Meanwhile, you need to sit down and work out just what you really want although you see how this involves a lot of hard work and taking command of your own life. Despite all concerns, life is pretty good fun and you get the chance to express your creativity.
GEMINI May 21 - June 20

Your partner takes centre stage this month and you'll enjoy their out-going and enterprising spirit. Business takes you both far and wide and you'll make the most of social opportunities too! A friend has a personal problem and really needs your help, to the point of being demanding. Yes, they're quite needy. A new job is a possibility and one that involves your creativity and artistic expression.
Life opens up a little more and there are a few new options 'on your table'! This is fun too. Home life is demanding and there's hard work and a few power games to be played. Who's going to do all those difficult jobs? Someone wants you to do it! Rather wisely, you throw yourself into your own work demands, which are rather more fun and enjoyable, especially when your creativity is stirred.
With the new moon in your sign this month, expect a whole new beginning and approach to life. With an old phase behind you, you can 'draw a line' under any experience that haunts you. All you have to do now is to look forward to better and happier times! There's some organising to do however and you put on 'your clever head' so as to deal with paperwork.

Then after the research, it would be early set days at 2.00am for makeup for four hours. You’re nominated for the Oscar for your role, how does this make you feel? It’s great, it’s an important film and feels great to be recognised. Is there such a thing as the best actor though? I think of it as a celebration of film. What is it like acting as a real person as oppose to a fictional character? I imagine it is more difficult because maybe there’s an element of doing the person justice? Like for the audience to believe in it. It’s true, when you do films like this it can go one of two ways. You either get the ‘impression’ bang on, or you mess it up and its rubbish. You do
have to choose your roles because you become obsessed for several months. And finally, you have worked with the writer/director Adam McKay multiple times now, what’s your working relationship like? Is it different to other directors? All the directors I have worked with have given me great experiences. I enjoy working with Adam, we know each other and everything on set is always great. It’s long days on shoot, but great. We talked about this role in my back yard, we talked for several hours and then I went away and researched. He had a vision and I was it. Syston Bowlers Benefit from £30,000 Green Upgrade Programme of events to re-build reserves During the close Season, a major reconstruction of the perimeter ditches at Syston Bowling Club has been undertaken. Last year, the Club spent close to £10,000 on the replacement of the protective carpeting of the ditches which surround the bowling green. Unfortunately, in the course of this work, as the old carpeting was removed, it became clear that, on two sides of the green, where, over 50 years ago, the ‘shoulders’ of the ditches had originally been constructed using wood, rather than brickwork or concrete, the structure had completely rotted. This not only prevented a permanent job of the carpet replacement but also created a serious Health and Safety hazard to players standing on those particular edges of the green. Club Chairman, George Dodge (pictured), says: “In order to complete our fixture commitment for 2018, we were obliged to initiate temporary measures to minimise risk and, at the same time, to devise a permanent solution to the problem - at an additional cost of £20,000. Such major expenditure has, of course, placed great strain on our limited resources but, as a result of careful management over the past few years, we did have enough in our reserves to meet the costs involved. We were also helped by – and are grateful for - grants totalling £4,000
from, our landlords, the Syston Town Council. The work started in January and will be completed in plenty of time for the opening of the 2019 Season on 1st April. Our thanks to local building contractor Neil Walker who has successfully carried out the major reconstruction involved. Over the past few years, we have received regular compliments about the quality of the standard of our clubhouse facilities and playing surface of our green. Now, with the benefit of these improvements to green surrounds, we can boast to have facilities second to none in the County. As a result, we have been accorded the honour of hosting a County match; Leicestershire v Herefordshire on Tuesday 30th July. Our attention must now turn to rebuilding our reserves. As first step, we are organising a Craft Fair to be held in the clubhouse on Saturday 23rd March, between 10.00am and 3.00pm. Admission is free and refreshments and a full Bar service will be available throughout. We are confidently expecting more than a dozen stalls offering a wide range of attractive products. Everyone is welcome. Senior Club members will also be on hand to offer guidance on taking up the sport of bowling which offers ‘Fitness, Friendship and Fun’ to male and female of all ages. Further details of the Fair for potential exhibitors and visitors can be obtained from Club President, Jenny Dewick, telephone: 0116 2608 262. We are also planning to hold two Open Days, on Sunday 9th June and Sunday 11th August. Further details of these will be announced in due course.”
Charnwood WIGs In January, we welcomed the new year in with a fabulous session of 1960s and 70s dance led by our instructor Gaynor Fairweather.
It was great to catch up with each other after the festive break and relive (or learn!) some of the dance moves from these eras. Do you remember ‘The Twist’ and ‘The Hitchhike’? We certainly did and had great fun strutting our stuff to old favourites by The Bee Gees and Tina Turner. The room erupted into joviality when ‘Shout’ by Lulu was played and it was like a synchronised swimming rehearsal as everyone did ‘The Swim’! Why not come along and see for yourself? SYSTON TOWN NEWS 17
Syston Band The Christmas period saw the Band playing at a number of local venues, including Syston Town’s Christmas Festival, Carols in the Square and their own Christmas Concert at the Masonic Hall. Christmas is always the busiest time in any brass band’s calendar, and Syston Band is no exception; so, after a hectic festive season, and having played what must be hundreds of carols, the band always look forward to a New Year break. But the New Year brings the beginning of the competition season so January saw preparations well under way for this spring’s contests. Excellent results in the last two year’s national contest has earned Syston Band promotion to the Third Section (banding’s version of the football league). A passer-by going past the bandroom at the moment might be forgiven for thinking ‘I wonder why they play that so often’. The answer is that for the national competition every band is required to play the same piece of music. For 2019 the third section test piece is Gustav Holst’s ‘First Suite in Eb’. Syston Band will have competed with this in Oxford in February before the ‘big one’, the regional heats of the National Championship (known in banding as ‘the Area’) in Kenilworth in March. Interested in playing? The band welcome new players of all ages and abilities. At the moment they are looking particularly for Bass players, Trombones and Cornets to complete the line up for their forthcoming contests. However, players in all sections can be assured of a friendly welcome. The band meets on Monday evening 7.30pm to 9.30pm at the band hut on Central Park, Syston. For more details call 0116 288 2218, email the band at systonbandmail@yahoo.co.uk Contact them via their website www.systonband.co.uk Or drop in to the band hut on a practice night and have a chat. Funding Grants Syston Band has been doubly fortunate recently to receive two financial awards. Syston Town Council have given an £125 contribution towards the band’s Youth Development Project. Charnwood Borough Council (CBC) has awarded £3,000 toward the refurbishment of some of the band’s instrument stock. Brass band instruments are an expensive 18 SYSTON TOWN NEWS
commodity; for example, a Euphonium can cost over £6,000 and a BBb Bass over £10,000. However, a refurbishment costing a fraction of this can extend the life of an instrument by many years. Syston Band provides instruments, music and uniforms free of charge and is grateful to CBC for their help in ensuring the availability of serviceable instruments for present and future members. Syston Band Chairman, Dave Houseman, told the Syston Town News that the Band acknowledges the time and hard work that Committee Member Derek Burden devotes to sourcing grants. Furthermore, the Band would like to express their gratitude to Syston Town Council and Charnwood Borough Council for their generosity. In particular thanks go to Councillors Eric Vardy, Ken Pacey and Tom Barkley for their support and encouragement. Music Scholarships With the help of a generous donation from the Chris Moore Foundation Fund, Syston Band are in a position to offer assistance to young players interested in learning to play a brass instrument. Until recently Syston Band maintained its own beginner band. Called Syston Training Band; beginners and young players were provided with an instrument and music, and were able to receive tuition and mentoring from the band’s more experienced players. Some of these experienced players began their playing career in a similar organisation. But most began to learn music in school, with instruments and teaching provided free of charge. Sadly, the times when an education authority could fund music in schools, available to all who wanted it, are no longer with us. One such player who first picked up an instrument and learned to play at school is Syston man Chris Moore. Syston Band’s longest serving Principal Cornet player Chris is currently taking a break from playing though his association with the Band remains as strong as ever. Chris says he’s loved his time in banding, that though music he’s made life-long friends, been to great places and met some great people. “Being part of a music community means that it doesn’t matter what age, gender or walk of life you’re from, you can be part of a team that comes together for the same purpose … no matter what www.systontownnews.co.uk
your ability or where you go or what you play … there will be a place for you”. In establishing this scholarship fund Chris wants to be able to offer budding musicians the same opportunities that he had – and he hopes they’ll have just as much fun. For more details or to register your interest email systonbandmail@yahoo.co.uk
Band President David Elsmore It is with deep regret that we have to report the death of our Band President, Mr David Elsmore. Before ill-health forced his retirement from playing, trombonist David was for many years Syston Bands hard-working and dedicated Band Master. A Syston man through and through, as Band Master, and then as President, David was tireless in his enthusiasm and a formidable negotiator on the band’s behalf. No matter what the band’s fortunes David was unwavering in his dedication to the band and in his confidence for its future. He will be greatly missed.

We learnt how to make a fire called Backwoods This picture shows them Cooking, this is a method of cooking without the use of kitchen implements making a spaghetti and on a fire, then our leaders put on a marshmallow small firework display. tower, learning We took part in the Charnwood District about Bowling and will be attending a construction / engineering Paintball Session too. Last Orders Ladies and Gentlemen! Responsible drinking, surely that isn’t something which needs to be highlighted to the over 50’s? Well, did you know that those aged 45-64 are the most likely to drink, while those aged 16-24 are the least likely to drink? With more and more people drinking alcohol in the comfort of their own homes rather than going out to public houses, measures may be misjudged or units not accounted for. This is why Age UK Leicester Shire & Rutland are pleased to be working in partnership with Turning Point to deliver the Last Orders Project. The Last Orders Project has now been presenting workshops to groups of people for over two years. The informal approach and fun props makes the topic light hearted yet educational. After all, who wouldn’t smile at their friends wearing beer goggles?! The aim of the session is always to highlight units and safe drinking. The quiz gives some surprising facts and statistics, sparking a variety of conversations. People reminisce about holidays or celebrations when they may have had that one drink too many! There are often people present at the workshops who are or have been affected by alcohol at some point in their lives. At the end of each session there is information on display about support services for the individual who is affected as well as their loved ones. We are also able to have confidential discussions with people either over the telephone or through a face to face meeting in order to signpost towards the support which they need. If you are planning a health event or would like to arrange a Last Orders workshop for your group, please do not hesitate to contact Hollie Hughes on 0773 882 0978 or email hollie.hughes@ageukleics.org.uk.
Calling all #litterheroes for the Great British Spring Clean Communities in Charnwood are being encouraged to become #litterheroes and help give the borough a spring clean as part of a national tidy-up campaign. The Great British Spring Clean is organised by Keep Britain Tidy and will be held across the country between Friday 22nd March and Tuesday 23rd April. Charnwood Borough Council is hoping residents will get involved and organise events to tidy up local areas over the month-long campaign. The Council is offering to help projects by providing free litter-picking equipment and organising the collection of rubbish and recycling. Groups could arrange litter picks or undertake any other tasks which will keep the borough looking tidy. The Council is also arranging its own litter picks in key areas. The focus of this year’s campaign is to collect and safely dispose of single-use plastic, but the Council is encouraging people to help remove as much general litter from the community, recycling as much as possible. People are being urged to get in touch as soon as possible as the Council has a limited amount of equipment available. The Council is being supported by partners Idverde which manages the Council’s parks and green spaces, and Serco, which runs the refuse, recycling and street cleansing service. Schools are being asked to also get involved by taking part in the Great Big School Clean. Keep Britain Tidy is offering schools that take part the chance to win £1,000 worth of school equipment. Individuals and groups are being asked to register their events at www.greatbritishspringclean.org.uk. If you think the Council could support your event by supplying some litter picking equipment, please email cleaner.greener@charnwood.gov.uk.

The Stn were alerted to the fact that there had been some exaggeration of the details of the incident on social media, the school acted promptly and officers arrived very quickly. County/Borough Cllrs Reports Ccllr T. Barkley began his report with information from Charnwood Borough Council (CBC), which included a collective energy switching scheme for residents, social housing tenancy strategy and Charnwood lottery. In his County Council (CC) report he spoke about the Health Overview Committee, Local Government Pension Scheme Investment Committee and Corporate Governance Committee. Cllr K. Pacey said there wasn’t much to report on licensing activity but two training sessions for the appeal board had been held. There had been one appeal today regarding the university and the elite athletes hotel which is a 40 bedroom hotel with specialist facilities. There had been some objections because they serve food and drink 24/7. This is because athletes arrive at all times and so want refreshments and food. This is only the second such facility in the world - the other is in the United Arab Emirates. Cllr E. Vardy spoke about the strategic growth plan and where there may be a road through our area. He said CBC are in the process of updating their core strategy and that will involve assessing the need for housing and where they will go. This should be available in the summer. Syston and other councils will be asked to respond on the plan and if /how it will affect Syston. He then spoke about his work on a tourism strategy for borough - not a lot of tourism in Syston but it may benefit residents of Syston to have places to visit. Areas that need promoting include: Bradgate Park, Outwoods etc. He gave in an example of the benefit for employment. He finished with reference to the tree strategy for the borough. CBC want a plan to plant over 100,000 trees across the borough, and referred to the free tree give-away before Christmas. He said how important it is to replace trees and help the environment. He will report back on this again later in the year. All Minutes - all agreed and adopted. www.systontownnews.co.uk
The Council had received a request for a three day Funtopia event between 3rd and 5th May 2019 on Central park. Council agreed as the one in 2018 had been a great success. The council approved a revised Parish projects list which took into account the regeneration projects and S106 monies available. The Chairman Cllr P. Henry had circulated copies of the Parks and Town Report following a full review on the 15th January. One item was placed on the next Amenities meeting in February. The Horace Taylor Trust is still looking for a new trustee and anyone interested should contact the Town Council office, when their nomination could be put on the next full council. The Town Manager’s report - Ms C. Voyce had circulated her report and updated members on activities that had been completed including the submission of an application for replacing the windows in the community centre. A new fire door application was to be submitted the week after this meeting. She reminded Councillors again about the Civic Reception to be held on Friday 5th April, commencing at 6.00pm. An investigation into alternative form of lighting for the Skate park was being explored with Metric. Regarding the goalposts at memorial park, she had been having difficulty getting in touch with the clubs who use them but was now in communication. There were no Members’ questions to the Chairman. Fiona Henry, Editor. For the official minutes of this and other Town Council Meetings please visit their website: www.systontc.org. You can attend any council meeting held on Tuesday evenings 7.30pm. Details are posted across all Town Council notice boards.

SYSTON TOWN NEWS 31
News from St Mary’s Church, Barkby It's a little late, but just to update you on our Christmas event 'It's Beginning to feel a lot like Christmas'. Very many thanks to all the lovely people who visited us - we raised just over £4,900 over the two days for some much needed church repairs. Also thanks are due to the many Syston businesses who supported our church raffle with some 90 prizes. With so many people from far and wide visiting us we are struggling with setting it all up and if you feel you may be able to help either beforehand or on the day, please let us know, we would be most grateful. On Saturday 9th February we held our annual Soup 'n Sweet Saturday; home-made soups with bread, a sweet and tea or coffee all for a fiver, good company guaranteed! This event made £435. Our next fundraising events are Saturday 1st June with another Band in the Barn event and then Sunday 23rd June with Barkby Hall Gardens open and a concert with the Cecillian Singers in the church in the early evening. Details of both in the next issue of the Syston Town News.
Queniborough WI It is already now halfway through February, where does the time go? In January we had a late Christmas outing to the Queen Victoria in Syston where an enjoyable meal and a very pleasant evening was had by everyone. February was the start of our new year proper and we were entertained by Rachel Lundy as she regaled her exploits of cycling across the USA with a group of strangers! What a feat approximately 5000 miles through wind rain and lots of sun. What an experience! March is members night and we will be playing skittles at the Syston Conservative club on the 4th ergo we will not be at Queniborough village hall on our usual meeting night of the 6th. However on 3rd April we will be back in the village hall to listen to Dr Tim Howard, EMICS first response doctor. All are welcome, do come and join us at 7.30pm, visitors pay £4, we’re sure you’ll enjoy it. Wendy Taylor President 32
