Why Samit couldn’t ‘sum-it’ in WCD Department?

First India Bureau

Jaipur: A young IAS officer of 2004 batch, Samit Sharma, Secretary Social Justice Department, is once again in the ‘limelight’ as the DoP has taken back the reins of the Women and Child Development Department (WCD) from him within a month. The additional charge of the department was handed to Samit on the retirement of Dinesh Yadav, the department’s former secretary and now this responsibility has been given to Principal Secretary, Cooperatives, Sreya Guha.

On the surface, this move is believed to be DoP’s routine administrative action, however, there is more to this than meets the eye.

Firstly, it is a rare and bizarre development that some Secretary is given an additional charge in haste and then it is rolled back and handed over to another Secretary. The stubbornness to better the existing system and the corresponding ‘tussle’ with the minister proved to be costly to Sharma. The WCD provides free nutritious food across the State to about 28 lakh children to im- prove their immunity.

For this, a budget of Rs 1,000 crore has been set aside, which has some part paid by the Government of India as well. This herculean task of feeding the children is done through 62,000 centres spread across the

State and more than 3000 female supervisors and project officers have been appointed for it.

Last month, Dholpur Collector Anil Agrawal brought to Samit Sharma’s notice, a corruption issue in WCD. It was told, with evidence, that out of the approved quantity, only 25-30 percent goods have reached the centres, while the receipts show the complete quantity. The Collector, after conducting an investigation at his level and being satisfied with the findings, wrote about the corruption and the State employees involved in it with a recommendation to take action against them. Samit Sharma sent the file to Minister Mamta Bhupesh with the recommendation to suspend the concerned female supervisor and the Minister returned the file with the remark that the investigation should be conducted again. But Samit Sharma again wrote that the Collector has already conducted an investigation and there is no need or logic in re-investigating the matter.

STORY SO FAR...

S amit Sharma sent the file to Minister Mamta Bhupesh with the recommendation to suspend the concerned female supervisor and the Minister returned the file with the remark that the investigation should be conducted again. But Samit Sharma again wrote that the Collector has already conducted an investigation and there is no need or logic in re-investigating the matter.

However, the second time, the file did not even return from the Minister, rather the additional charge was taken from Samit Sharma.

Word in the bureaucracy is that even before this, there has been a tussle between Minister Mamta Bhupesh and

Samit Sharma on transparency in the procurement of goods and about streamlining the system. The Secretary wanted that the purchase and distribution of goods from NAFED should be done online. Sharma had received corruption-related complaints from half a dozen districts and hence, Sharma wanted to add new conditions in new supply orders.

However, now that Samit Sharma is no more at the helm, all responsibility falls on Sreya Guha who in the past, from April 2021 to 2022 has handled the reins of WCD.
