BUSINESS Standard & Poor’s cited Lexington’s “strong management, with good financial policies and practices.” The announcements mean that Lexington will be able to continue to borrow money at a low rate. The City is planning to borrow $45.5 million to make investments in much-needed improvements in public safety, infrastructure, roads, and other areas. A downgrade in the city’s bond rating would have meant higher interest rates. Last month, Lexington was named the 5th bestmanaged city in the country when compared to the nation’s 150 largest cities.
Bond agencies affirm Lexington’s bond rating
Once again, the nation’s two bond rating agencies, Standard & Poor’s Global Ratings, and Moody’s Investors Service have affirmed Lexington’s AA bond rating with a stable outlook, reflecting no change from the city’s previous rating. In reaffirming a stable outlook, Moody’s noted Lexington’s “diverse and growing tax base.” “Reserves and liquidity will remain sound given formal policies and conservative budgeting practice,” the rating states.

Mayor’s Neighborhood Summit
The next Mayor’s Neighborhood Summit is at 8:30 a.m. on Saturday, August 6 at the Lexington Senior Center, 195 Life Lane. There will be three session topics – the City’s new Department of Housing, Advocacy and Community Development, ONE Lexington and an update from the Racial Justice and Equality Commission.
Neighborhood Action Match Program Accepting Applications
The Lexington-Fayette Urban County Government is requesting applications for the FY 2023 Neighborhood Action Match Program. The funds are to match voluntary contributions raised by neighborhood associations, individuals, businesses and other organizations to support eligible neighborhood associations in carrying out community activities. This program is an excellent way for neighborhoods to maximize their resources by working in partnership with the local government. Applications are due by 5 pm, Friday, August 12, 2022. Neighborhood Associations must be incorporated and in good standing with Kentucky’s Office of the Secretary of State to apply. The
application materials detail other requirements and eligible program activities. The maximum award to a neighborhood association is $10,000. The LFUCG anticipates making award announcements by September 30, 2022. Applications will be accepted only online through Neighborly Software.
‘Porch Pirate’ Law takes Effect
Kentucky’s Senate Bill 23 cracks down on thieves who steal packages off front porches, often referred to as porch pirates. The bill makes it a Class D felony to steal or destroy packages from common carriers and delivery services such as Amazon or FedEx.
Lexington joins Trust for Public Land plan
Lexington is joining the 10-Minute Walk Park Equity Accelerator, an initiative of the Trust for Public Land, as an inaugural member, Mayor Linda Gorton
said. The initiative supports cities across the country with funding and expertise to address longstanding barriers to outdoor equity. Established with support from The JPB Foundation in 2017, the 10-Minute Walk program currently works with over 300 mayors and city leaders across 48 states to close the park equity gap, and address cities needs around health, resilience, environmental protection, economic development, and community building through parks. Lexington is taking major strides to improve parks all over town through an investment of unprecedented local resources, Gorton said. We want all of our residents to have access to quality parks and look forward to learning more through The Trust for Public Land. Parks and green space support good health and neighborhood revitalization. Parks must be equally available to residents, Gorton said.

August is Immunization Awareness Month
COVID 19 rates are once again on the rise in nearly all Kentucky communities, and across the country. The BA.4 and BA.5 Omicron variants have taken the lead among most prevalent strains of the virus. Prevention measures include: wear a mask, get tested, stay home if you feel sick, and most importantly, stay up to date with your COVID-19 vaccines and boosters. The U.S. Food and Drug Administration has approved the use of Pfizer and Moderna’s COVID-19 vaccines for preventing the virus in children now 6 months to 5 years old; the final age group to have needed vaccine authorization. Parents interested in vaccinating their children should check with their pediatrician, family doctor, nurse practitioner, pharmacist, or other healthcare provider if they have questions specific to their child’s health or the vaccine in general. Families ready to schedule a pediatric vaccination for their child(ren) may also visit vaccines.gov where you can search by zip code and locate the vaccine of preference and schedule an appointment.

U.S. News & World Report Recognizes Lexington Hospital
Saint Joseph Hospital and Saint Joseph East have been named High Performing Hospitals for 2022-23 by U.S. News & World Report, a global authority in hospital rankings and consumer advice. This is the highest award a hospital can earn for U.S. News’ Best Hospitals Procedures & Conditions ratings. Saint Joseph Hospital has again earned a “High Performing” rating for colon cancer surgery, heart attack, heart failure, and kidney failure procedures. Saint Joseph Hospital also received a “High Performing” rating for stroke care for the first time this year. Saint Joseph East has again earned a “High Performing” rating for hip replacement, knee replacement, kidney failure and pneumonia care. For the first time, Saint Joseph East also earned a “High Performing” rating for pulmonology and lung surgery.
Both hospitals are recognized for patient care significantly better than the national average, measured by factors such as patient outcomes. “We are honored to be recognized again by U.S. News & World Report for the excellent quality of care provided at Saint Joseph Hospital and Saint Joseph East,” said Dan Goulson, MD, Senior Vice President/Chief Medical Officer for CHI Saint Joseph Health. “We are incredibly proud of our team members who have gone above and beyond for our patients, providing them with outstanding care in all facets. ‘Yes Mamm,’ ‘Yes Cerv’
The Saint Joseph Hospital Foundation, on behalf of the Yes, Mamm! Yes, Cerv! programs, has received a $261,384 grant that will be used to help increase the early detection of breast and cervical cancer
for patients across Kentucky. The funding comes from the Kentucky Women’s Cancer Screening Program through the Centers for Disease Control and Prevention’s National Breast and Cervical Early Detection Program. The grant will help the program continue to serve cancer patients of CHI Saint Joseph Health’s hospitals, its medical group and clinically integrated network of providers. “With this grant, the Yes Mamm! Yes Cerv! programs will continue to serve women across Kentucky in need of assistance for access to critical breast and cervical cancer screenings,” said Leslie Smart, CFRE, president, Saint Joseph Hospital Foundation. “We know that early detection saves lives of women faced with a cancer diagnosis. Thanks to the Kentucky Women’s Cancer Screening Program, we continue supporting women’s health across the commonwealth.”
The Yes, Mamm! program was created in 2012 and provides mammography screenings and diagnostic services, such as biopsies, to low-income, uninsured, underinsured, or medically underserved men and women. The program collaborates with a variety of nonprofit organizations and health care providers to identify individuals needing these services and receives referrals to the program. Approximately 10% of the patients referred for this program require a follow-up biopsy or diagnostic screening. The Yes, Cerv! program was created in 2020 and aims to prevent cervical cancer by promoting pap smears and HPV vaccinations to providers and patients. The program also helps provide patients with cervical cancer screenings, early-stage diagnoses, and oncological pelvic treatment.

The Shaker Village Craft Fair attracts the elite among regional artisans, as well as up-and-coming new artists. The Lexington Theatre Company presents Chicago at Lexington Opera House, through the weekend. The Lexington Theatre is a professional regional theatre that pairs Broadway veterans and seasoned professionals with up-andcoming talent from around the country and the region. Chicago is the secondlongest running show on Broadway and The Lex will produce their adaptation with direction and choreography by Patrick O’Neill (Associate Choreographer of Broadway’s School of Rock and the Broadwaybound The Heart of Rock & Roll). Closing Time
A
crowd of hundreds fought New Circle Road traffic on a steamy July Saturday, hoping to snag a final piece of memorabilia from the Parkette Drive-In. On Tuesday evening, June 28, the Richmond Register was the first to report
that Lexington’s iconic Parkette Drive In 120 East New Circle Road was closed after more than 70 years in business. Employees and would-be customers who showed up on Wednesday found an empty building and locked doors. At the memorabilia sale on July 25, fans arrived on a blistering 95-degree Saturday to purchase everything from menus to fixtures and booths. The Parkette opened in November 1952, serving fried chicken and poorboy sandwiches, when drive-ins with carhops were a common dining option. What would eventually become New Circle was still an unpaved road at the time, and Hamburg was still undeveloped rural farm country. The landmark sign was designed by Stewart Cobb for the Ruggles Sign Company.

he City spent the summer collecting surveys and hosting meetings inviting citizen input via the ongoing “Imagine New Circle” study, evaluating the heavily congested Northeast New Circle Road corridor from Newtown Pike to Richmond Road. Lexington’s Transportation Planning Manager Chris Evilia says a report could be available as early as this Fall.

It’s time to make sure your pooches are all up-to-date on all vaccines if they want to participate in this year’s Doggie Paddle, held annually at the Woodland Park Pool. One person per two dogs is required. Registration includes two human entries per dog. Any additional human attendee is $5 per person. Responsible pet owners only, please. Dogs must be up-to-date on rabies vaccination and city license (if applicable). Proof of rabies vaccination is required upon checkin. A vaccination certificate or tags will suffice. For their safety, puppies under 4 months of age are not permitted at Doggie Paddle, and no retractable leashes will be permitted at the event. Mingle with fellow animal lovers and enjoy pet-related vendors, games, food and drinks as well as Lexington Humane Society merchandise. Sorry, humans will NOT be allowed to swim. Front Yards take Center Stage

“Front yards can be one of the most underappreciated spaces in urban environments, yet they provide a number of benefits,” says Nancy Albright, the Commissioner of the Department of Environmental Quality and Public Works. “The Art by Nature series always results in an amazing array of art, and I’m looking forward to seeing this year’s exhibit.” Art by Nature showcases local native landscapes as represented by local artists. In 2022, front yards take center stage. The topic was selected to bring attention to new Plant by Numbers plans for front yards. These plans make it easy for novices to design beautiful, lowmaintenance, Earth-friendly landscapes. The plans were created by EARTHeim Landscape Design, and are available for free from the City, lexingtonky.gov/ PlantByNumbers. The exhibit opens Friday, August 26 and continues through Saturday, September 24, at the Loudoun House. Works are for sale, though an artist may choose to opt-out of that aspect of the program. Ten percent of proceeds will benefit Celebrate Lexington, formerly known as America in Bloom Lexington. Artists keep the remainder.
