Q4 We blinked and 2021 was done…

but not without an incredible amount of hard work, sacrifice, and many wonderful accomplishments! You are the greatest group of construction professionals ever assembled, and I am truly blessed to be a part of this amazing team and family! In 2021, we started with the largest backlog of work in our history, leading to another great year. Now, we go into 2022 with an even bigger backlog of work than in 2021. That means a lot of opportunity ahead for another great year, and I have no doubt that it will be. Why?? Because of you! As we go through this holiday season, I ask that you reflect, refuel, and be thankful and joyful. Reflect upon a challenging, safe, and productive year and gain perspective on what makes us who we are. As you know, safety has and always will be priority ONE! That’s because safety is about family, about you, about me, and simply put: about the people we live for. We work to live, not live to work - so as we go through each and every day, let’s never lose sight of this critical priority. The quality of our work is second to none! You take such pride in doing it the right way, while also being aware and respectful of the communities we work in. Let’s also remember that it’s not just the quality of our work. It’s also the quality of the work environment that we provide: an environment where we treat each other with respect, commit to one another and our goals, bring passion to work and earn, and build and strengthen the trusting relationships across the company and our communities. We will always strive to get better and provide a safe, inclusive, and fun work environment. After all, our purpose is to: Make Lives Better One Road and Bridge at a Time!! Since it is the Christmas and holiday season and it is time for family, I thought I would update you all on my family. They are by far the best part of me! First, I’ll start with my Pink Cadillacdriving wife, Julie. She is the rock and light for our family. Her positive half-full outlook brings Hope and Joy to our lives each

day, and she is my better 2/3! We will be married 34 years on January 2nd . My daughter Nicole and her husband Donnie have four of our five grandchildren: Crawford who will be 7 in February; Stella who just turned 5; Grady (born on my birthday in April) who is 3; and Monroe, 1 on December 15th. They stay busy, busy, busy as you can imagine. They are still living in Lanesville, Indiana and we get to see them often which we love! My son Chris, his wife Emily: and our 5th grandchild Zavier who just turned 3 live in Bargersville, Indiana just a few miles from us so we get to see them quite a bit which we also love! They are all healthy and active. What a blessing they are! Family, Family Family! Love them! And as for you, my extended family, I love you too! I am truly living a dream, and I thank you for allowing me to lead you. I will have been here 10 years on April 2nd. I truly believe that God led me here. Not because you needed me but because I needed you! I truly look forward to coming in every day. It just doesn’t feel like work to me. You humble me with your excellence and do the right thing attitude. You fill my heart with joy by your displays of compassion, and you amaze me with your focus on the communities we serve. This Christmas and holiday season, please know that you are respected, valued, and loved by me and the leadership of this organization. We are who we are because we do it TOGETHER! AREA HIGHLIGHTS

University of Illinois During an early phase of the pandemic in 2020, Champaign Asphalt was awarded a contract to pave a portion of the State Farm Center on the University of Illinois campus. Shortly after students abruptly left campus, funding uncertainty paralyzed all campus projects. Knowing 2021 looked bleak for HMA tonnage, we offered to suspend our bid to the U of I, with historic minority participation. Collectively, it allowed us to pioneer methods of innovation and inclusion, to meet stringent deadlines as the campus community returned to Champaign-Urbana. This longstanding local partnership between Champaign Asphalt and the University of Illinois, continues to collaborate, completing this project on time.

Eric Mast

has been with Champaign Asphalt (Illiana) since 1978. During this time, his efforts have transformed our company, and vastly strengthened our relationship with Emulsicoat and other partners throughout our markets in Central Illinois. Eric was raised in Champaign and basically grew up in the business. His grandfather, Jack Young, founded Illiana, while Eric’s early mentors were Bob Powers and his dad, Paul Mast. Eric took over as the Illiana Division Manager in 2006 and immediately began a modernization of our oil and chip division, that has allowed for tremendous growth the last 15 years. Eric also led this same division into JBand application, and helped grow Illiana during drastic cuts in IDOT local roads funding. Eric resides in Champaign with his saintly wife Carolyn. They have 2 grown sons (Ben and Nate), and enjoy traveling and their 5 wonderful grandchildren. As Eric slides into retirement, we wish him joy and happiness, along with a deep desire for our continued collaboration.

Stephanie Bryant Taylor Johnson Nick Blickensderfer It is with great enthusiasm, that Champaign Asphalt welcomes (3) new employees this fall. At a time when recruitment of new employees has become a concern of small businesses nationwide, we feel incredibly fortunate for the arrival of these team members. Stephanie Bryant has joined our office staff after previously working at Carle Clinic in Urbana, Taylor Johnson came on board the same week as Stephanie, and brings her background from Blue Cross/ Blue Shield. Lastly, Nick Blickensderfer came to us from Vulcan Materials with an expansive skill set, and has brought a fresh perspective with an eye on Business Development. There is no doubt that opportunities are abound for all 3 of these new hires. We are overjoyed that our culture and team attracted such quality people at a very trying time for employers.

It is amazing that we are already making the final push of the 2021 construction season, the year has gone by so quickly. As I look back on all the work that we got done in 2021, it shows how our people always step up to whatever challenge is put in front of them.

I will never be able to express how thankful, appreciative, and grateful I am for every member of the amazing team we have at Milestone. To do the things we did in 2021 it truly takes everyone doing their part and pulling in the same direction. Our estimating team is tireless in its pursuit of the right projects for our group. Not only have they exceeded the Bloomington budget with the work they have been awarded, they have also been there when needed to help other areas with bidding. Everyone in that group puts in the effort to see us exceed at the bid table and on the project. The operations group continues to balance all the unique facts that affect our business on a daily basis. Our team has focused on supporting each other and always being flexible to meet everyone’s needs, both internal and external. So many people have spent long hours in tough conditions to make sure we are safe when we work and get our projects built. The contributions that we get from everyone on our team is what leads to the success of the group. So many of the little things that our people do every day is what adds up to our success. The team at Plant 60 and the lab have set records this year for tons produced in a week, tons produced in a month and tons produced in a year. This is an amazing accomplishment that has taken so much time and effort from that group. Not only has the production been strong, but we have had a great year

The project accounting group has been there supporting us all year. At the start of the season, they took on the challenge to make sure they were getting out to all of the jobs to help review our cost with the people building the work. This was a big-time commitment to get to these projects and make these meetings happen, but there is no doubt that it has paid huge dividends in helping everyone on the project and in the office be more focused on our project cost. We would not be able to get any of this work done without the equipment we use daily. Our equipment group and mechanics have been there every step of the way this season to make sure we were up and running. When we had an issue, they did what needed done to eliminate downtime all season. This team working together and helping each other every day is what has made this year exceptional. So many people have worked hard, made sacrifices and stepped up when needed that I will never be able to say thank you enough. I hope that everyone has a safe and happy holiday season and gets some much-deserved time to rest and relax.

Bloomington Estimating

Welcome to Bloomington estimating! Bloomington is the gateway to beautiful southwest Indiana and is the only city in the state that has possession of any Division 1 NCAA men’s basketball banners! Bloomington is the most recently formed office of Milestone that was not created through an acquisition. We have been actively pursuing work in 11 counties in this region of the state since 2009 and have been blessed to be able to increase our market share nearly every year since then. The Bloomington market is unique in that it is pinched between the largest and 3rd largest cities in the state and contains the 3rd largest Naval base in the world in NSA crane. Regardless of this, we are still primarily a rural area with Amish buggies creating much of the rush hour traffic. This blend of demographic creates several subdivided market regions, each with no lack of competition. However, the developing rural areas require continuous infrastructure construction, which we hope to be a big part of many years into the future.

Shannon Brock

Shannon is in his 12th year at Milestone, having over 35 in the industry previously with Rogers Group, Inc. before they closed paving operations in the Bloomington area. Shannon and his wife Kyla have 2 children, a daughter Haley who is finishing studies at Trevecca Nazarene in Nashville TN, and a son Ethan who is in his freshman year Rose-Hulman. FA C T: Although we bleed blue at Milestone Shannon’s office is entirely red

in support of his favorite sports teams, the IU Hoosiers and the Cincinnati Reds.

Justin Webb has been with Milestone for 5 years full time

and 2 as an intern, starting after completing studies at Indiana State University in construction management. Currently working towards his MBA from the University of Southern Indiana, Justin and his wife Emily have been married for 4 years and have a son, Anderson who is 2 ½. He likes to spend his free time shooting, hunting, reloading and especially enjoys recurve bows. FA C T: In a former life, Justin served as a combat medic in the 25th Infantry

division in Anchorage, Alaska where he trained in ground combat operations andjumped out of aircraft. He spent 2012 in Afghanistan supporting operation Enduring Freedom.

Elizabeth Haywood has been at Milestone for 5 years.

She enjoys working in this industry so much that she’s done it for nearly 15 years and really loves working for Milestone. Her favorite time of the year is Halloween and all the ghouls and goblins. Elizabeth has a daughter Sarah who is a sophomore this year and is active in FFA and clogging. FA C T: Elizabeth loves anything scary, horror, etc. and when the season is in,

visits at least one haunted house per week.

AJ Chandler graduated from Rose-Hulman in 2000 and has

been in the construction industry in south-central Indiana since that time. Just completing his 7th year at Milestone, AJ lives in Bedford with his high school sweetheart Christina and their 3 daughters Madison (13), Abigail (10) and Oliva (10). When he’s not busy catering to the women in his life you can find him completing projects around the farm, tinkering in the garage or hunting. FA C T: AJ has been skydiving and collects more bourbon than he drinks.

Plant 60

It has been a record year for Plant 60 in Bloomington! We are currently at 375,000 tons for the year and are projected to run 400,000 tons for the year. Plant 60 started operations in 2010, producing 100,000 tons. Eleven years later, it positively impacts everything around it. In the winter of 2019, The Heritage Group made an investment to upgrade and improve Plant 60, and this has made a significant impact on our area. Then, we purchased the land next door to us and made a paved stockpile area thus doubling the size of our property. These investments, combined with the hard work and dedication of our plant personal and quality control staff, have brought us full circle. The geographical area Plant 60 encompasses is unique, we vend mix as far as north of Martinsville to as far south of Jasper (that is 90 miles apart). We are currently vending mix to I-69 to our Indianapolis crews to help them avoid navigating construction traffic in the North. We take pride in the fact that Plant 60 is not only helping the Bloomington Area, but other areas within the company. I cannot thank staff and the people who have supported us throughout the years enough! It is truly a TEAM effort here in Bloomington! Everyone has bought into the idea of how important asphalt tons through the plant can affect the area. I feel blessed to be a part of it all!

Project Hidden River Tunnel JOSH BURRIS,

The Hidden River Storm Culvert Replacement is a major project in the Bloomington area that is as exciting as it is complex. The portion of culvert being replaced is 1,865’ long, 28’ wide, 6’ tall and runs through the heart of downtown Bloomington. Its primary objective is to transfer stormwater, underground, from the river that runs through Indiana University’s campus to the south side of the city. However, it also picks up multiple appurtenances as it makes its way through town. In conjunction with the culvert, one of the more challenging aspects of the project is the relocation of thousands of feet of water, sewer, storm, force main, fiber, and electric lines to make way for the new larger tunnel. Originally, the Hidden River was an open stream that ran through town and was converted to an underground tunnel in the 1920’s and 1930’s. However, as Indiana University and Bloomington continued to develop, the need for a larger conveyance system was a must for the city. Milestone was fortunate enough to be the low bidder on the 13-milliondollar project in December of 2020 and began construction in February 2021. At bid time, the project was over budget, but despite this, nearly all facets of the Bloomington team in estimating, operations, leadership, and management came together to provide value engineering options to help with constructability and cost savings for the city. In the early stages of the preconstruction process the team came together to develop 5 goals for the project: Zero Injuries, Zero Utility Strikes, Provide Unmatched Quality, Serve the Community and Beat Contract Schedule. Although multiple unforeseen circumstances have arisen since construction began, the team strives every day to make these goals a reality and it is testament to the effort of our people that these goals are now within reach as we look to complete the project next year.

Recently, our Columbus office was able to live out this value when they took on a job including equipment they had never used before. The project consisted of 38,050 tons, a full depth reconstruct at the I-65 & SR 44 interchange, a bridge superstructure rehab at Sugar Creek, and 12 miles of mill & fill. Some of this work needed to be done with a spray paver, which is a specialty piece of equipment we do not own. This did not scare N AT H A N G A S K I L L and L U K E M AY away from the job. They started to figure out how to get the job finished safety and efficiently. Our employees had never dealt with a spray paver before, but after training and practicing on SR 44, they were ready to take on the job. The next problem to tackle was where we would source the equipment. Initially, one option was to sub the project out to a company who owns a spray paver. The other option was to rent the equipment and self-perform the work. In the end, our equipment department worked hard to rent us a brand new Roadtech spray paver to complete the work. This project included a lot of learning obstacles which only made our crews more equipped to take on any job that comes our way. We finished the spray paving portion of the work in a mere three months. In addition to completing the task, we excelled in the quality of work performed. A big thank you to C R A I G P E R R Y and B R A D B Y F O R D for their work on the full depth reconstruct at the interchange. Another thank you to, J A S O N P L U M L E E and J A C K K N I C H E L who took care of the bridge work on this job. You all were instrumental in getting this project completed. Covid-19 has had major effect on the world and here at Milestone we experienced that firsthand. Recently 5 employees were all out sick with Covid-19 at once. At Plant 11, we had day and night shifts that needed to continue operations for several major paving jobs. This is where our fifth value, Keep Your Eyes Open for Opportunity had to be lived out. Everyone needed to come together to be a creative problem solver, be flexible and adapt. T O D D R E I S M A N was quick to react and shut down the Plainfield plant for a week to come over and help. Doing the Right Thing doesn’t always lead to praise or recognition. In fact, it can cause a loss in business. However, Doing the Right Thing Always (even when no one is looking), is a key THG value. Milestone Contracting is one of the largest road construction companies in Indiana but being large does not guarantee being successful. Being successful means bidding for work and being the lowest price. It means Milestone must have low-cost operations and be efficient in performing the work. Road construction is a highly competitive business. On most projects the customer is a government: state or local. The process used for construction projects is referred to as Design – Bid – Build. The Indiana Department of Transportation is responsible for scheduling work to be done and performing the design. Plans are drawn, quantities are calculated, and specifications are written. Contractors bid the work and the successful bidder builds the project. Once per month the Indiana Department of Transportation has a letting. Contract documents are made available to qualified bidders. Contractors generally have two weeks to prepare a bid. Each company must decide what price to ask for each of the items and the total price is determined by multiplying by the quantity and summing together the various bid items. The contractor must supply exactly the products specified in the bid. By Federal law the DOT is required to award the project to the lowest bidder. If you have the lowest bid, you are successful. If not (even if your bid is $1 more), the project is awarded to someone else. It does not matter if your company provides a better product, has a history of building pavements with less performance problems, gets the work done with less delay and hassle. If the competition’s price is lower, they win the project. A “typical” project will be worth $3 to 10 million. A large project will be $25 to 50 million. In the summer of 2020, a large project appeared on the horizon. The Indiana Toll Road wanted to rehabilitate 30 miles of road including the pavement and all bridges. A typical project might be 3 miles long. The toll road project was estimated to be about $50 million. It was an enticing project. The Indiana Toll Road is maintained by a concession company. They hold the lease on the toll road for which they retain all tolls collected and in exchange they operate the road including keeping the pavement and bridge quality within specified performance criteria. The concession company is a private company; therefore, it is not bound to the same regulations as a DOT. The concession company specified a standard pavement cross section much

the same way as for an INDOT project. Each proposing team needed to submit a base bid on the standard cross section, but in addition, each proposer could develop their own design. Contractors partnered with engineering consulting firms. Materials, thickness, construction methods: all aspects of the process could be modified. The designs needed to be stamped by a professional engineer, and the contractor had to provide a seven-year warranty for performance. The alternate designs were to be reviewed by the concessionaire’s engineers and once approved could be used by that contractor as an alternate bid. Milestone proposed that concrete barriers be made a requirement for the project for all teams. The response of the concessionaire was that if Milestone felt they were necessary they should include them in their proposal. However, the cost of providing and moving the barriers would make Milestone’s proposal less competitive, most likely not successful. N O W, T H E D I L E M M A I S D E F I N E D . How can you tell when someone means what they say? When they focus on the right thing!! If the focus is, “How much money is to be made?” then the decision is difficult. The decision makers will rationalize: “Perhaps if we get more police to control speed it will work out ok.” But if the focus is on our people, as it was, then the decision was easy. Following the second one-on-one meeting there was not even a discussion. The rules were set, and they risked harming our people. The decision was easy, walk away and don’t worry about the financial opportunity. When there is nothing on the line it is easy for people to speak of safety, of quality, of doing things the right way. Milestone is a company and we need to be profitable, but when a decision needs to be made between profit and the safety of our people, there should be only one choice. There is only one choice. That is the decision that was made in September 2020. You probably never even heard about it. Doing the right thing doesn’t make headlines in a newspaper. OK, nothing makes headlines in a newspaper these days. So, doing the right thing doesn’t get thousands of likes or retweets but today there may be someone in Milestone that is alive because the leaders decided to DO THE RIGHT THING! Thank you, G E R R Y

This October, we officially welcomed approximately 175 new family members with the acquisition of Primco, Speedway Construction Products, Speedway Transit Mix and Speedway Sand and Gravel based in Fort Wayne, IN. Much like Milestone, the Primco - Speedway team has been a familyowned business with huge ties to their communities and a stellar reputation. Their focus on quality, customers, and safety have been key to their success, and they will continue this focus as part of the Milestone family. With over 50 years of experience, Primco brings with them extensive knowledge of bridge construction and rehabilitation. We are excited to learn from them and grow with our now expanded capabilities. They also align with our other services of concrete paving, foundation and piling, earthwork, structural walls, and commercial projects. In fact, we’ve already started bidding in Fort Wayne, and we’re excited to kick off 2022! In joining with Speedway, we will gain ready-mix operations and expertise. They bring 12 ready-mix concrete plants and four sand and gravel pits in Northeast Indiana. This will allow us to sell aggregate, ready mix concrete, building materials, and even landscape materials! They are equipped with experienced employees, equipment, and capabilities, and we are excited for them to join the Milestone family and educate us in this new, exciting market.

Brian K. Loop

Brian Loop lives in the North Liberty/Potatoe Creek area. He has a wife of 26 years, Dawn, and 3 sons: Tyler (26), Travis (25), and David (21). He also boasts two grandchildren: Alexei (5) and Leon (10). Brian started his career as a non-union carpenter in 1995 building homes. He joined the Carpenters Union Local 1485 in April of 1997 and started working for Kankakee Valley Construction out of Laporte. After two and a half years, he was promoted to a Foreman position. Brian stayed with them until the company was dissolved in 2006. He then started working for JCI Bridge Group as a Foreman until JCI recently joined the Milestone family this year. Brian just recently finished the last JCI project and fully transitioned to Milestone. Although he doesn’t get much free time, Brian enjoys hunting, fast cars, and building cabinets and furniture.

Josh Reeves

Josh Reeves is a Carpenter out of Laporte Local 1485. After high school, he started his career in residential concrete work. He continued that job for 12 years before joining the Carpenters Union. He then started working with JCI Bridge Group and completed his apprenticeship. He’s now been in the union and doing bridge work for seven years. In his personal life, Josh is married with three kids. His oldest daughter is 17, his son is 16, and his youngest daughter is 12.

Steve Benson

Steve Benson grew up in LaPorte, Indiana. He started working in the union right out of high school, and has now been in the construction field for over 25 years. For over 10 years he ran his own specialty concrete and construction business. Steve lives in Laporte with his wife, Stephanie, five beautiful children, and their

American bulldog. His oldest son lives in Chicago working in the video production field. Outside of work, Steve enjoys spending time with his family and the great outdoors. He likes to travel, spend time on his boat, fishing and kayaking in the local lakes. He also enjoys hunting and snowboarding. When he is not outside, you may find him watching his favorite movies in the Star Wars collection or rooting on his favorite football team: the Packers. (Be kind, Colts fans!)

Brian Shines

Brian Shines was born and raised in South Bend, Indiana and still resides there today. He has worked in the bridge construction industry for 13 years. He started out with JCI Bridge Group, Inc. as a Laborer, then moving to Rieth Riley and Superior Construction. During that time, he moved to the Carpenters Union. In 2018, he rejoined JCI Bridge Group, Inc and the rest was history! Brian has three children: one girl (13) and two boys (13 and 2). When he is not working, Brian enjoys being involved with his kids’ sporting events. He also participates in competitive softball and bowling.

Tony Lindquist

Tony started out in the residential construction industry – where he remained for ten years before joining Kankakee Valley Construction in 1997 and began bridge construction. Tony worked his way up from a Carpenter to a Foreman at Kankakee Valley. When the company eventually dissolved in 2006, he joined JCI Bridge Group, Inc. as a Foreman. Tony grew up and still resides in LaPorte, Indiana. He is married and has two children and seven grandchildren. When he is not working, he likes to work on his house and refurbish furniture with his wife in the garage.

With the acquisitions of RA Myers, JCI Bridge Group and Primco all occurring in 2021, our bridge capacity has nearly doubled from this time one year ago. We now have the capability to bid and build bridges in nearly all of Indiana without requiring our superintendents to stay out of town. We are wrapping up one of our busiest years ever, and next year looks to be just as busy with a substantial amount of work already under contract and lots of new work still to bid. Our safety record is not where we want it to be (zero injuries), but we have substantially improved over the last several years. As such, I would like to congratulate and thank all of the project managers and superintendents as well as those in estimating, accounting, and safety for the effort and support it has taken to get where we are today. I would also like to congratulate Dennis “Huggy” Crawford and Bob Newgent on their retirement and wish them well in the future. We also want to recognize several individuals that have been promoted to supervisory roles and have stepped up tremendously in helping us achieve our goals this year: Greg Garling from Brookston, Jason McCory from Mooresville, Dave Padgett from Linton, Josh Combs from Versailles, and Andre Dunford from Upland.

Grand Valley Bridge Award

One of our projects, the Grand Valley Bridge in Martinsville, not only tied for first for the MAASHTO (Mid-American Association of State Highway and Transportation Officials) award, but also won an award for the 2021 America’s Transportation Awards competition! Nominated projects are judged by quality of life/community development, best use of technology and innovation, and operations excellence! We are very honored to have received an award. This project had its challenges and our team rose to the occasion. For the bridge; there were challenges in constructing the bridge due to the skew going across existing SR 37; which really isn’t out of the norm for Milestone. However, coupling the structural design challenges with incorporating the aesthetic features created unique opportunities for our team to showcase our talents for delivering these types of bridges. The Midwest ASHTO award is a true testament to the efforts put forth by our team. This bridge is a great example of how Milestone’s projects are none other than the best quality! Great work, crew! It seems like yesterday we were finalizing winter maintenance and getting ready for the season. Well, it’s that time again to gear up for what is lining up to be yet another great season. The work that everyone puts into preparation, repairs, and support amazes me every day. For all the work that is going on in every one of our areas, I want to personally thank all involved. From Dispatch to lowboys, shops and to the administration behind the scenes that support the work we do: I can’t thank you enough! That being said, I would like to say Happy Holidays and Merry Christmas ALL! Enjoy some downtime with your families, rest up, and get ready for a great 2022!

In January, it looked like we’d have a very well-paced season with 170,000 cubic yards and three big projects including one airport and two interstates. Mother Nature had different ideas. Between project delays and the weather, the paving season for the interstates has been pushed into the last four months of the year. As of this writing, we are three days from finishing I-70 work with one ramp being pushed into next year. I-69 6.2 in Martinsville still has two weeks of paving. The IIA project finished ahead of schedule even with added work and a second Taxiway project added to the mix. It has been an exciting year with another exciting year on the horizon. 2022 will have us finishing I-70 west (5,000 CY), paving an airport apron up in South Bend Area (15,000 CY), starting I-70 west (80,000 CY), and paving Cannelburg Road (10,000 CY) down in the Bloomington area. The addition of our Fort Wayne area adds another dimension to the concrete paving operations. This area has several large paving projects for next year, and the Concrete Operations division has several DPW Projects to start the year with many more on the bidding table. The Fort Wayne division also provides another dimension to excellence. They are set to receive a national ACPA Award at this week’s annual ACPA Conference for State Road US 24 at I-469 Interchange Modification Project. Our Concrete Operations division will also receive a national award for the fine work performed on the I-70 North split to Mt Comfort Concrete Pavement Restoration project performed last year. Both projects are up for a gold or silver awards that will be revealed at the awards dinner. I look forward to seeing what 2022 brings!

Safety Team In January of 2021, the Heritage Construction & Materials Board challenged Milestone Contractors to elevate our safety program to a “Best in Class” safety program. In other words, they wanted us to have the best of the best safety program in the heavy highway construction industry. To accomplish this, a task force was assembled consisting of Scott Cornelius, VP/Area Manager; Maury Cabrera, Safety Rep, South; Doug Pierce, VP/Area Manager, North; Shaquille Breeding, Safety Rep, North; Mark Krachenfels, Construction Manager, North; Pat Fox, Asphalt Operations Manager, South; Todd Fawver, President, North; and Russell Randle, Safety Director, Construction. The task force needed to know where our safety program ranked in terms of best in class, so they solicited Zurich Insurance to do a risk analysis assessment. INSAFE (Indiana OSHA’s consultant division), Indiana Construction, Inc. (ICI), Construction Advancement Foundation (CAF), and INDOT visited our sites and provided feedback. A benchmarking session with Pepper Construction of Indiana was conducted along with an internal survey and roundtable discussion with area leadership and area craft safety committees. The data collected revealed that we were close…… really close to being best in class already. 82% of our risk controls met or exceeded the expected rating for heavy highway construction companies throughout the country. The data also revealed that there were areas where we could improve to move us even closer - if not to best in class status. Those areas include an incentive program, a subcontractor program, an onboarding program, and the installation of a Safety Council. Be on the lookout for the introduction and implementation of these initiatives in the first quarter of 2022. It was a very busy 4th quarter for us here in Griffith with crews safely navigating the late season push and the weather and time change that comes with this time of year. We continued celebrating our 120 day safe days and nearly all our eligible crews received their jackets for reaching that milestone. One great initiative that

was implemented this quarter is that our project managers share a safety topic at our weekly staff meeting. This gets more voices being heard on the safety front and allows project managers to share their expertise on a subject matter and experiences they have had within the group. We had great learning opportunities from Chris Mendoza on working in the pre-dawn hours; Jeff Briggs on slips, trips, and falls; Kurt Hussman on PPE; Alex Metz on icy conditions that could form on equipment and road surfaces, and many more. The best part of the exercise is they get to pick the next presenter after giving their talk! We look forward to many more opportunities to learn and improve from these discussions. As we wind down the year, we want to take a moment to thank all the crews, plant, and shop personnel that worked endless hours in all conditions. Happy Holidays, Bloomington and Columbus! I am excited to wrap up another eventful season in the Columbus and Bloomington areas, as well as the final leg of I-69, section 6.5. With this being my 25th year with Milestone, I am awed at the amount of growth I see in all of us. We are up in hours overall and had many challenges this year on various projects while bringing on several new hires. Your commitment to leadership, transparency, customer service, planning, and doing things safely has made my job easy. I love being your resource and hope to have another successful year next year. With 2021 wrapping up there are a lot of great things to reflect on. Indy’s Craft Safety Committee (Emily M., Jacob T., Michael W. Glendon C., Kenny K., Zach C., Mark W. ,Jose M. Courtney S. Doug K. Steven (Scooby) R.) met regularly throughout the season to discuss and


share ideas to improve safety. These included initiatives to facilitate communication between crew members throughout the jobsites by identifying best methods of communication such as walkie talkies. We also discussed onboarding sub-contractors and including subs in our safety huddles as well as exploring all available resources to avoid utility strikes such as using warning devices on heavy equipment. We look forward to continuing to develop those in 2022! The frequency and severity rates of incidents compared to the number of hours worked have remained consistent and below industry average despite a higher number of total hours worked in 2021 compared to 2020 YTD. In 2021 as part of our efforts to become a world class organization, Indianapolis and Terre Haute had visits from INSAFE (IOSHA) and Zurich (Our Insurance Company) to assess our safety practices. Both shared some opportunities, but generally the feedback received was very positive. Zurich’s assessment exceeded expectations. With 2022 around the corner, I want to say thank you to everyone for always putting safety first, working together, and looking out for one another. Happy Holidays! Hello Richmond Area, We are ending the 2021 season by adding a newer bridge division, superintendent, foreman, and tons of new employees in our area. Let’s take a brief look back on the previous year so you can see just how great of a job everyone has done in this year. In 2020, we had 5 recordables, 3 first aids, 2 line cuts, 4 backing incidents, and 3 equipment damages. Also, HCSS trends were all over the place. We couldn’t really focus on a particular day or time. In 2021, we’ve had 2 recordables, 0 first aids, 6 line cuts, 4 backing incidents, and 3 equipment damages. HCSS trends also leveled out and stayed consistent with Tuesday and Thursday being the focus day, and 8 am and 1 pm being the times to watch for. These small steps and progress are what gets us to zero recordables. With the decrease we had this year, our area could either be zero or 1 in 2022. Like the old saying goes: slow and steady wins the race. With line cuts being up this

year, the craft safety committee jumped in and produced a utility locate color sticker for the hardhats. This sticker is designed to help identify the utility marking colors on the ground. Craft safety also held an amazing saw training course at the 27 yard, and all committee members either participated or taught a station. We had some more challenging projects this year, such as SR 1/US 44 through Connersville, US 40 from Henry to Wayne county, and the US 27/9th St project. These had lot of crews working – and their communication and commitment to working as a team were the key components to these projects either being completed successfully or progressing the project along. Finally, we cannot forget about Plant 35. This winter, the plant personnel and other crews will be working hard to give this plant a whole new look for next year. I have to say I am truly proud to work in such a great area. As we head into 2022, I want to personally thank each and every one of you for always putting safety number one. First, I want to thank all the working pieces that make the Lafayette Area function. It is an absolute pleasure to chase goals alongside each one of you. From a safety standpoint, we had our best year in the last five years. Lafayette accounted for 1 recordable and 3 first-aid cases. Going into the season, there was highlighted focus on proper lifting techniques. Last season, improper lifting caused numerous injuries and one property damage. I am proud to say we did not experience any issues related to improper lifting this season. One learning point for the upcoming winter will be trenching/excavation. We need to focus on building existing skills and gaining more competent trenching/ excavation employees. This year, we also restored our area craft safety team. The team came with a lot of great ideas, and I look forward to building off their momentum in 2022. “If you always put limit on everything you do, physical or anything else. Retirements J AY S M I T L E Y

Jay began his job after high school working as summer help on the road as a Laborer for LICA Construction in 1969. Two years later, he took a full-time position with Meshberger Brothers Stone Corp as a yard loader operator at the Linn Grove quarry. In 1973, he spent 1 year around 2 of Meshberger’s 3 batch plants, returning to the loader the following year. Around 1979, Jay began to work in maintenance and the fabricating shop. He also served as a relief person at any position from scale clerk to loading shot rock in the hole at any of the five quarries. He continued in this position until 1984 when he was asked to assume the role of superintendent of the asphalt plants. When INDOT began the QC/QA program, the role of Quality Control manager was added to the superintendent job. In time, they began to do their own mix designs which was also added to his job description. Jay continued in these roles until November of 2012 when LICA and Meshberger Brothers were purchased by the Heritage Group. He was offered a job with MCLP as Plant Manager in what would become known as the Portland Area. He continued in that role until now – his retirement. Along with the work at LICA, Meshberger Brothers, and Milestone, Jay was active with APAI, serving on the board for 2 years. In 2013, he began to chair the APAI Scholarship Committee. He has also served on the Training Committee and Workforce Development Committees with APAI. The work with the Scholarship program has been very rewarding – especially as he’s seen several people who were scholarship recipients come to work in the industry, and at Milestone.

A LETTER FROM MARK BLADE: I came to Milestone in March of 2003, after being in the Indiana State Senate. I was tasked by Ted Lucas, President of Milestone at the time, and Ted Brunner, Senior VP, with making contacts and building relationships and looking for opportunities and leads for the company. The Indy market area did not have a full time dedicated BD rep. My early career was highlighted with getting to know customers and building relationships. One of the things I am proud of, was getting the company conand Boone County, where we have great relationships. I was able over the years to build great relationships with engineering firms (such as Banning Engineering) and others to generate leads. Some of my most cherished relationships, are with governmental leaders in Plainfield, City of Carmel, Hendricks County Commissioners and Hamilton County Highway. Private sector customers such as Denison Properties, Hunt Construction, Browning Investments and the Johnson County Aspire business community have been memorable. 2

I am a very busy person. After my retirement, my wife, Annette will be kept busy by our 16 grandchildren. My wife Annette and I have 9 grown children between us, and we love to spend time with our grandsons and granddaughters. I’m expecting a new granddaughter in December in Arkansas. I am also Pastor/CEO of Saints’ Home Church Of God In Christ, in Terre Haute. That will be my full time job, as I enter my 10th year as pastor guiding our congregation through chal-

Sterling Christian Church Touch A Truck E R I C B R O W N , Superintendent | Lafayette

On Saturday, September 11th, we participated in a “Touch A Truck” event hosted by Sterling Christian Church. The church is located in Veedersburg – just half a mile from our Asphalt Plant #23. Later this fall, we even received a “thank you” from the hosts. A special thanks to Gary Martin, Skip Morrison and Jacob O’Harra for their help with making participation in this “Touch A Truck” event possible. Gary and Skip shined up the loader and moved it to the event after Plant hours on Friday evening. Jacob O’Harra assisted with the setup of Lafayette’s new Gomaco Gt-3600 Curb Machine w/ Trimble Assisted 3D Technology. Jacob also volunteered his time to represent Milestone at the event assisting youngsters on and off the machines and answering general questions from the public. This is a prime example of the character our Milestone Employees uphold both on and off the road. This was our second consecutive time participating in the “Touch A Truck” event, and we look forward to it next year. 24

Milestone Lafayette recently fulfilled our goal of collecting 500+ lbs of food to help support Food Finders Food Bank with their Fall Food Drive. Their drive runs from October 15 – November 30, but we decided to engage our forces for the month of October. We challenged our groups to see who could collect the most items, and those at the Lafayette Plants (#22 & #23) combined to win that honor. We ended up filling 12 banana boxes for a total weight of 519 lbs. Thank you to all that brought in food donations to help those in our community that struggle with food insecurity and Great Job to the plants for leading the charge!

COLUMBUS

Little Lambs Daycare Touch a Truck J O N N O LT I N G ,

Since the City of Columbus cancelled their Touch a Truck event this year, Little Lambs Daycare and Pre-school in Columbus asked parents if they could help out for their own event. Of course, Milestone wanted to help. Dave Nobbe and Brian Poling were able to obtain a grader for this event – which was a hit!


SOUTH BEND

Cultivate J O H N P E I S K E R , VP

This October, Milestone North spent a few hours packaging meals in South Bend for a food rescue organization called Cultivate. Cultivate rescues unused food from the community, packages it into individual meals, freezes it, then distributes the meals through schools in St. Joseph, Marshall, and Elkhart Counties to under-resourced children for weekend meals when they don’t have access to school-provided meals. Cultivate also serves as a hub for area food pantries that don’t have access to or storage for food items. Cultivate was started four years ago and has already rescued over 2 million pounds of food. Many thanks to the crew that volunteered!

Vendor Opportunity Fair ALISHA KRUEGER

This October, Alisha Krueger, Ed Pilipow and Lonnie Heeter attended a Vendor Opportunity Fair to build relationships and partnerships and gain work within the community – primarily with minority and womenowned businesses. The event was hosted by the Indiana Toll Road (ITR), City of South Bend & South Bend Community School Corporation. In the past, the group had suggested MBE/WBE goals that they’d like for us to meet on projects. However, this year those goals are no longer suggested. They are REQUIRED. Therefore, this Vendor Opportunity Fair helped bring the prime contractors, minority business enterprises and women business enterprises together in order to build relationships and partnerships amongst each other with hopes to work together on future projects. Milestone was proud to be a prime exhibitor.

Winter Lights Drive Through

Milestone North Griffith participated in the Winter Lights Drive Through again this year. We were able to sponsor a tree (which to our luck became 2 trees) and decorate it with our great team of volunteers. The Winter Lights Drive Through is located at Sunset Hill Farm and runs November 28 through December 31 for anyone who would like to enjoy the holiday lights on display from local businesses. One of the trees was in rough shape - the bottom half was dying and it probably won’t make it another season. So, we gave it some love and some googly eyes and made it humorous. Lisa Carpenter from our Griffith office has been an inspiration all season long in providing a positive outlook and pleasant smile along with endless energy in projects like this “Christmas Tree Decorating” all season long. Thanks, Lisa, for keeping our spirits bright!!

Recently while working at the Wheeler Mission Donation Center, just in conversation, it came up the Wheeler Men’s Shelter was in need of a pallet jack. Wheels started spinning and who better to see what could be done, none other than our own Lynn Shireman, VP Equipment. I pleaded my case, he listened, and went to work and teamed up with MacAllister Cat Rentals, THEY DONATED THE PALLET JACK!! Our own, Stephen Fisher, Assistant Dispatcher, gave the pallet jack a new paint job and went the extra mile and added Wheeler Mission stickers, what a personal touch. Lynn said “it was delivered to Wheeler today (10-29-21), Stephen said they were very thankful, I told Brandon at Wheeler you are a very good person to have on your side, always willing to help”. This one is on you Lynn, you pulled it together. Thank you so very much Lynn and thank you very much Brian Young with MacAllister Cat Rentals.

Since 2018 the Indy Team has done what they can to help Wheeler Mission, both the Men’s Shelter and the Women and Children’s Shelter. On Friday, November 19th we helped again with our yearly Fall clean-up, this year we had two locations to blow and brush the leaves away. The facilities are used to house their guests that are making the transition back to a stable life. Did you know that homelessness does not always start due to lack of finances? Think about it. Those helping this year: Brandon Carnall, Jacob Taylor, Ashley Price, Crystal Reed, Ashly Rieman, Matt Gessner, Dan Hatcher, Chad Scott, David Denisiuk, Chad Ryle, Cathy Wethington, Peter Soderstrom, Scott Corneilus, Emily Mick, and Maury Cabrera. Thank you for helping this year, and for those of you interested, you guessed it, we will be doing it again next year. We also received a letter from the CEO of Wheeler Mission.High 5’s and hugs to everyone that has participated with our days of giving to Wheeler Mission. You can just feel the love.

As most of you know, each year we collect shoes and partner with Boone County Solid Waste Management District, who donates any shoes collected to Changing Footprints. This organization was founded in 2005 and as their reputation has grown, they have had the pleasure of working with many social service agencies, church missions, medical relief teams, military personnel, and disaster relief teams, requesting shoes for their missions. We will and have been, collecting new and used shoes all year long and will continue to collection through January 2022. Always remember, even if you have only one shoe, it counts when we pair it up with another lost sole. Shoes that are singles or in non-reusable condition will be recycled through a program sponsored by Nike. Milestone started collecting shoes for this great cause in 2016 with 144 pair of shoes. Since then we have partnered with our sister companies over the years to pull in a total of 6,361 pairs of shoes. WOW. This year, in 2022, Boone County Solid Waste is shooting for 10,000 pairs of shoes as this is the 10th year they have been involved.
