Florida Sires Again Rank Among the World’s Best By BROCK SHERIDAN
A
fter only a few months into the juvenile racing season, it is now apparent that Florida breeders have yet another banner crop of first crop sires as through July 15, Journeyman Stud’s Khozan is the international leading sire of 2-year-olds and the world leader among first crop sires. Through July 15, the son of Distorted Humor had eight winners from 17 runners with 2019 2-year-old progeny earnings of $354,157. That has him ahead of Into Mischief ($342,628), More Than Ready ($293,235), American Pharoah ($285,456) and Constitution ($273,497). As a first crop sire, Khozan ranks above American Pharoah, Constitution, Tapiture and Race Day among international leaders. He is not the only Florida-based freshman sire in the standings however, as Ocala Stud’s The Big Beast (Yes It’s True) ranks at number 14 with his two winners and total earnings of $100,318. Double Diamond Farm’s Bahamian Squall (Gone West) sits at 22 in the rankings with one winner and $59,058 and Journeyman’s Fury Kapcori (Tiznow) cracks the top 29 with one winner and $45,760. And as of this writing, we have yet to hit the first legs of the rich Florida Sire Stakes at Gulfstream Park which will further enhance the statistics for participating Florida stallions. The Sunshine State first croppers of 2019 look to be well on their way to joining several other Florida-based stallions who have had notable freshman years. Last year, Ocala Stud’s Uncaptured (Lion Heart) and Woodford Thoroughbreds’ He’s Had Enough (Tapit) both topped a half-million dollars in progeny earnings as did Pleasant Acres Stallions’ Poseidon’s Warrior (Speightstown) and Treasure Beach (GB) (Galileo) in 2017. In 2015, Double Diamond Farm’s First Dude (Stephen Got Even) had progeny generate $997,148 ahead of Big Drama (Montbrook), who now stands at Oakton Farms, with

$797,010 and Gone Astray (Dixie Union) with $632,781. The general list of leading Florida stallions through July 15 also brings to our attention several points of interest. First Dude, who has been the leading sire in Florida for the past two years, finds himself in a race for the title this year with Ocala Stud’s Adios Charlie as only $85,000 in progeny earnings separate the two. Adios Charlie (Indian Charlie) has $1,954,020 from 46 winners with two black type stakes winners. The top runners so far this year for Adios Charlie are stakes-winners Lovesick, who won the $75,000 Liza Jane Stakes at Gulfstream Park; and $75,000 Isaac Murphy Handicap winner Jean Elizabeth. First Dude sits at $1,868,325 from 52 winners with three black type stakes winners and he has a graded-stakes winner this year in Mom’s On Strike, winner of the Grade 3 Old Forester Mint Julep Stakes at Churchill Downs. Also of note on the general list of leading Florida sires is Wildcat Heir (Forest Wildcat), who still ranks third with $1.3 million in 2019 earnings, despite it being four years since his passing. Arindel’s Brethren (Distorted Humor) ($1,177,211) and Solera Farm’s Field Commission (Service Stripe) ($1,098,198) round out the top five. Arindel this year has been represented by multiple Grade 2-placed Cookie Dough, and She’s a Bullet, a Grade 2 winner in Puerto Rico. Field Commission saw a big month in June with eight winners from his limited book and his top runner this year is Drafted, who won two Group 3 stakes at Meydan Racecourse in the United Arab Emirates earlier this year. The other active Florida Sire with 2019 progeny earnings past the seven-figure mark is Uncaptured (Lion Heart), who stands at Ocala Stud. He has $1,040,705 to his credit so far this year with the help of Texas Glitter Stakeswinner Yes I Am Free and Rainbow Miss Stakes victress Bye Bye J. ■

Florida FOCUS morning, [Souper Tapit] is so aggressive,” jockey Patrick Husbands said. “This is the first time I rode him in a race and I knew I could be on the lead and then he came out and he was so relaxed. I was like, this is not the same horse. But I got a perfect trip and, at the bottom of the lane, I thought we had him for sure, but it was a dogfight down the lane.” The 5-year-old chestnut son of Tapit out of Zo Impressive, by Hard Spun now has five wins from 18 starts with $394,560 in career earnings for owner Charlotte Weber in the name of her Live Oak Plantation, located in Ocala. Souper Tapit was also bred by Weber’s Live Oak Stud. ■

by Patrick Husbands, Global Access broke well but raced a comfortable third, about two lengths behind Hoffa’s Union and longshot Lyrical Note around the first turn and slow fractions of :24.90 and :46.69. The top three went around the far turn in tandem with Global Access moving fastest of all and able to get the lead when they hit the top of the stretch. All five sophomores looked to have a chance as they went six furlongs in 1:13.45 before Global Access drew clear in the run for home. Skywire made a late run at Global Access, but the son of Giant’s Causeway kept a safe advantage before going under the finish line a length in front in 1:42.83 on the fast Tapeta course. Skywire was second and nearly two lengths in front of Dabo in third followed by Lyrical Note and Hoffa’s Union. Global Access was the 5-2 second choice on the toteboard and paid $7.50 to win. “I just wanted to get him in the clear,” Husbands said of his racing strategy from the inside post. “You’re riding the best horse in the race to your ability. I feel he was the best horse in the race – don’t matter he got beat last time – so I ride to my ability. The first five strides, I realized nobody wanted the lead, so I said let me just get from down here and keep him in the clear.” It was the second time in three years that Live Oak has won the Marine as Souper Tapit won this race in 2017. The Marine Stakes was the second stakes-victory in the last three starts for Global Access as he also won the $125,000 DRF Bets Sophomore Turf at Tampa Bay Downs on Florida Cup Day, March 31. Officials from Keeneland Association, Fasig-Tipton Company Inc. and Ocala Breeders’ Sales Company Inc. jointly announced that they will enable buyers of horses younger than 4-years-old to have those horses tested for bisphosphonates. The policy is undertaken to ban offlabel use of these drugs. The revised Conditions of Sale for each of these sales companies took effect July 1, 2019. At each of the three sales companies, buyers of young horses may request testing for bisphosphonates to be performed at the time of purchase. If the sale horse tests positive, a buyer has the right, within 24 hours of notification, to rescind the sale. This proactive measure by Keeneland, Fasig-Tipton and OBS – the three major U.S. thoroughbred auction companies – mirrors the leadership action they took in 2009 to ban the use of anabolic steroids in sales horses. Keeneland president and CEO Bill Thomason, Fasig-Tipton president Boyd T. Browning Jr. and OBS president Tom Ventura said in a joint statement: “This is an integrity issue. We all agree that this policy is critical to strengthen buyer confidence in the entire thoroughbred auction process. As research continues, we will amend our Conditions of Sale to reflect the advancements in testing science.” ■

Mom’s On Strike Gets Back to Work With Mint Julep Win Florida-bred Mom’s On Strike became a multiple-Grade 3-winner on June 8 after taking the $125,000 Old Forester Mint Julep Stakes at Churchill Downs. Eight fillies and mares went to the post in the Grade 3 Mint Julep which was contested at a mile-and-onesixteenth on the turf. Coming off of a seven-month layoff after finishing an uncharacteristic eighth in the Grade 1 Maker’s Mark Breeders’ Cup Filly and Mare Turf (G1) won by Sistercharlie at Churchill Downs on Nov. 3, Mom’s On Strike returned to the track with an authoritative performance for owners Carl Moore Management LLC of Kennedale, Tx., and Brad Grady of Grandview, Tx. Grady also owns Grand Oaks Training Center in Reddick, Fla. With her regular rider Adam Beschizza aboard for the Mint Julep, Mom’s On Strike settled into a relaxed position along the rail while racing in fourth and about two lengths behind early leader Coco Chanel, who set tepid fractions of :24.79, :50.94 and six furlongs in 1:16.59. Mom’s On Strike got the lead with a furlong to run and hit the finish a neck in front of Smart Shot in second with favored Limari making a late effort to get third. The final time was 1:47.63 on the good turf. Vagabond Princess was fourth followed by Coco Chanel, Prom-

Live Oak Plantation’s March to the Arch showed that he could be a force to be reckoned with on turf for the remainder of the year as the Florida-bred won the mile-and-one-sixteenth Wise Dan (Grade 2) on the Churchill Downs turf at odds of 10-1 and paying $23 to win. The June 15 event was the second stakes victory in three starts this year for March to the Arch who also won the $100,000 Touch Vodka Turf Classic Stakes at Tampa Bay Downs on Florida Cup Day, March 31.

Florida-bred March to the Arch
Ridden by jockey Tyler Gaffalione for trainer Mark Casse in the $250,000 Wise Dan, March to the Arch raced mid-pack on the rail while initial leader Siem Riep clocked the first two furlongs in a comfortable :23.34 and the half-mile in :46.88. March to the Arch began to advance around the far turn and came off the rail turning for home but lacked racing room. Inside the final furlong however, Gaffalione steered March to the Arch to the outside where he quickly advanced to win by a neck over All Right in second in a time of 1:40.58 on the firm course. Another neck back, favored Admission Office was third and a head in front of Parlor in fourth. First Premio, El Picaro, Hot Springs, Bourbon Resolution, Cullum Road, Get Western, Siem Riep, Holiday Stone and Itsinthepost (Fr) completed the order of finish. “The race set up beautifully, Gaffalione said. “The speed went ahead and I was able to tuck in going into the first turn. So, we were saving ground all around and I kind of just followed [Parlor] when he started making his move. When I got him outside, he really exploded. He just kicked it into gear.” It was the fifth win in 12 career starts for the 4-year-old gelding who earned $142,600 for the win and increased his career bank to $429,514. March to the Arch also paid $12 to place and $6.80 to show. A homebred for Live Oak, March to the Arch is by Arch out of the Black Sam Bellamy (Ire) mare Daveron (Ger). March to the Arch was the second graded-stakes winner for Daveron this year as her 3year-old, Florida-bred son Global Access, won the Grade 3 Marine Stakes at Woodbine for Live Oak. Florida-bred Stormy Embrace continued her domination of female sprinters in South Florida and punched her ticket to the Breeders’ Cup for the second consecutive year with a convincing win in the Grade 2 Princess Rooney Stakes at Gulfstream Park on June 29. It was also the second straight victory in the seven furlong Princess Rooney for the Florida-bred mare and the race is a “Win and You’re In” qualifier for the Grade 1 Breeders’ Cup Filly and Mare Sprint to be run at Santa Anita Nov. 2. Razorback Lady went to the front from the rail with Saguaro Row and Stormy Embrace sat just to their outside as they raced through the first quarter-mile in an honest :22.65. Stormy Embrace went for the lead while racing three wide with three furlongs to the finish as Trenchtown Cat also made a big move from the four-path after a halfmile in :45.45. Into the stretch, Stormy Embrace opened up with authority and raced to the finish two lengths in front in a time of 1:22.99 on the track rated as good. Florida-bred World of Trouble Becomes Millionaire With Graded-Stakes Winning Streak
Millionaire? No Trouble By BROCK SHERIDAN lorida-bred World of Trouble extended his winning streak in stakes to five and became a millionaire in the process while winning two Grade 1 stakes and a Grade 2 at three different tracks in a notable April – June run. Continuing to show his versatility on turf, dirt and mud, World of Trouble galloped to an impressive victory in the Grade 1, $400,000 Carter Handicap at Aqueduct on April 6 to begin the three-race span. In winning the seven furlong Carter, World of Trouble became a graded-stakes winner for the first time for owners Michael Dubb of Long Island, N.Y., Sol Kumin and Jason Monteleone’s New York City-based Madaket Stables and Michael Caruso’s Bethlehem Stable located in Bethlehem, Pa. Although he got a good start under jockey Manuel Franco from the outside post seven in the Carter, World of Trouble was unable to get his customary front-running position despite a leisurely :23.61 first quarter and the half-mile in :46.71. However, World of Trouble made the lead past the eighth pole and finished a half-length in front of runner-up Skyler Scramjet in a time of 1:23.28. Honor Up was a length-andone-half back in third, a half-length ahead of Vino Rosso in fourth. “What can I say? He’s a running son of a gun,” trainer Jason Servis said. “He makes me look good. If I had a mare, I would breed to him [based on the] fact that he can do dirt and turf.” World of Trouble earned $220,000 for winning the Carter. CHELSEA DURAN PHOTO

TWIN SPIRES TURF SPRINT
World of Trouble continued his streak May 3 at Churchill Downs by winning the $250,000 Twin Spires Turf Sprint Stakes presented by
MassMutuel (Grade 2) in dominating fashion. World of Trouble switched back to the turf at Churchill for the five-and-a-half furlong Twin Spires against six other 3-yearolds and older. World of Trouble had a slight bobble at the start but quickly shot to the front from the onset to lead past the quarter-mile mark in :23.07. He went a half-mile in :46.07, five furlongs in :57.80 and finished up on the firm turf in 1:09.97 in front of 30-1 longshot Smart Remark in second. Chaos Theory was a neck

short of the place spot in third with Undrafted, Angaston, Will Call and Jazzy Times completing the order of finish. The three-and-three-quarter-length margin of victory was the largest in the history of the Twin Spires Turf Sprint according to the Churchill Downs press office. The winner’s share of $151,900 made World of Trouble the newest Florida-bred millionaire with career earnings of $1,043,300 after the Turf Sprint. SECOND GRADE 1 COMES EASY IN JAIPUR INVITATIONAL
World of Trouble then comfortably won the $400,000 Jaipur Invitational at Belmont Park on June 8. Run at six furlongs on the turf and upgraded to Grade 1 status for the first time, the Jaipur presented seven 3-year-olds
and older going six furlongs on the turf. World of Trouble went right to the front from post six and took jockey Manuel Franco through breakneck fractions of :21.99 for the first quarter-mile and an even faster half-mile in :43.85. World of Trouble easily sprinted to the finish with a length-and-three-quarter margin back to second-place Om at the finish in a time of 1:06.37 over the firm turf. Disco Partner, who set the world record of 1:05.67 in the 2018 Jaipur, got up to finished third, three-quarters of a length off of the place spot. The son of Kantharos out of Meets Expectations, by Valid Expectations now has a record of nine wins from 13 career starts and the $220,000 first-place check boosted his earnings to $1,263,300. World of Trouble was bred in Florida by Daryl S. and Sandy Clark of Plantation, Fla. He is also a halfbrother to stakes winner Money or Love and an unnamed 2-year-old fullbrother who sold for $285,000 at the Keeneland September sale. Meets Expectations also has a yearling filly by Ocala Stud resident The Big Beast and was bred to Frosted in 2019. Meets Expectations is also a half-sister to Pleasant Acres Stallions resident Bucchero, another son of Kantharos. World of Trouble’s streak began with a nearly 14-length romp in the $125,000 FTBOA Florida Sire Stakes Marion County over seven furlongs on dirt at Tampa Bay Downs on Dec. 18 followed by a victory in the $150,000, off-the-turf Gulfstream Park Turf Sprint over a sloppy main course on Jan. 26. The only blemish during that span came when second, a neck behind winner Stormy Liberal in the Grade 1 Breeders’ Cup Turf Sprint at Churchill Downs on Nov. 3, a race in which he achieved a 118 Beyer Speed Figure which was tops among 3-year-olds in 2018 and the second highest in Beyer history on grass behind only Stormy Liberal’s 119 in that race. ■ THE FLORIDA HORSE • AUGUST 2019 15

INDUSTRY NEWS
FTBOA, OBS Join FHBPA In Fight To Thwart Calder’s Horse Racing To Jai-Alai Permit Swap
Edited PRESS RELEASE lorida’s thoroughbred racehorse owners and trainers—members of the Florida Horsemen’s Benevolent and Protective Association—noted a Florida Administrative Court’s approval for two key horse racing industry organizations to join their ongoing fight against Calder Casino and Race Course’s so-called pari-mutuel “permit swap.” In an Order issued May 7, 2019, Judge Darren A. Schwartz cleared the way for the Florida Thoroughbred Breeders’ and Owners’ Association and the Ocala Breeders’ Sales Company to intervene in the FHBPA effort to keep thoroughbred horse racing and/or ongoing purse and breeders’ awards payments at Calder, rather than replace it with jai alai. Because Florida requires an underlying operational pari-mutuel permit in order to grant a slot machine license in Miami-Dade County, Calder’s move to “swap” its permit is widely seen as a means to keep its lucrative casino without the larger overhead of horse racing. As reported by Frank Angst in Bloodhorse, both the Department of Pari-Mutuel Wagering and Calder had opposed a motion to allow the FTBOA and OBS to join the lawsuit, but Schwartz ruled that Florida law allows both entities to do so. Angst also noted that Schwartz said they both meet the standards of being substantially affected by the challenged agency action, the subject matter is of their general scope of interest and activity, and the relief requested is appropriate for the association to request on behalf of its members. The FHBPA initiated the lawsuit against Calder in 2018. “A substantial number of FTBOA’s members depend on the abil-

16 THE FLORIDA HORSE • AUGUST 2019
ity to compete for and receive substantial monetary awards resulting from thoroughbred races,” Schwartz wrote in his opinion. “Millions of dollars that would otherwise be available through the payments of awards from Thoroughbred races would be lost if Calder is permitted to switch its underlying pari-mutuel activity from racing thoroughbreds to conducting jai alai games. FTBOA’s substantial injury is of a type or nature which this proceeding is designed to protect.” Also reported by Angst in Bloodhorse, in the case of OBS, the opinion noted the quality and quantity of the horses marketed at OBS are directly related to a vibrant Florida racing industry. “The demand to breed and race horses in Florida will decrease significantly if the purses and awards are reduced as a consequence of Calder discontinuing thoroughbred horse races and replacing the races with summer jai alai games,” Schwartz wrote. “In addition, the loss of thoroughbred racing at Calder will also directly impact the intertrack wagering that OBS conducts.” Although Calder received State regulatory approval to operate its “Summer Jai Alai” permit, the FHBPA has meanwhile, along with FTBOA and OBS, filed a legal action that questions the process and legitimacy of the permit’s issuance. Under state law, the casinos at Gulfstream Park and Calder both are committed to pay 10% of their slot machine revenues into a thoroughbred purse fund. In the lawsuit, the Florida HBPA said in fiscal year 2017-18, Calder paid $8.82 million to purses. Florida HBPA attorney Brad Beilly noted Calder would commit about another $1 million to state breeders. ■

rogeny of Florida-based sires have been on display through the first five months of the year at Gulfstream Park and Tampa Bay Downs as 74% of the Florida-breds who have earned breeder awards from the Florida Thoroughbred Breeders’ and Owners’ Association are by local stallions. Tribe Says No Dice By DARA KIM, NEWS SERVICE FLORIDA TALLAHASSEE he Seminole Tribe of Florida made good on threats May 14 by telling Gov. Ron DeSantis it is quitting a long-standing revenue-sharing agreement with the state after negotiations on a new gambling deal went nowhere this spring. The tribe had warned it would halt the payments, which totaled nearly $330 million last year, because of controversial designated-player card games offered by many of the state’s pari-mutuel cardrooms. The Seminoles --- and a federal judge --- say the games violate part of a 20-year gambling deal signed by the tribe and the state in 2010. That deal, in part, gave the tribe exclusive rights to “banked” card games. Sen. Wilton Simpson, a Trilby Republican slated to take over as Senate president following the 2020 elections, worked throughout the legislative session that ended May 4 to finalize a new compact with the tribe. But after receiving details of a proposed 31-year agreement less than two

weeks before the session concluded, DeSantis said he needed more time to consider the plan. The Republican governor told reporters this month he plans to continue talks with the tribe throughout the summer and hopes to reach an agreement for lawmakers to vote on as early as September. “The tribe believes that the compact and related legislation developed with Senate leadership would have resolved this issue and been mutually beneficial to the state and the tribe,” Seminole Tribal Council Chairman Marcellus Osceola, Jr., wrote in Tuesday’s letter to the governor. “However, the tribe respects your desire to take more time to review the issues and to resume discussions this summer. In the meantime, the tribe will follow its agreement with the state and suspend its revenue share payments until the illegal banked card game issue is resolved.” Osceola noted that “the tribe and the state have engaged in numerous rounds of negotiations to resolve a number of important issues, including a mechanism to shut down the illegal banked card games,” which were the subject of a November 2016 ruling by U.S. District Judge Robert Hinkle. Under the 2010 compact, the tribe agreed to pay the state at least $1 billion for five years in exchange for having the exclusive right to offer banked card games, including blackjack, at most of the Seminoles’ Florida casinos. The banked card game portion of the compact expired in 2015, prompting the Seminoles to file a lawsuit against the state over the designated player games. Siding with the Seminoles, Hinkle ruled that the designated player games were

When Calder added slots in 2010, the area where gamblers played the machines was connected to the live gaming facility. But after the 400,000-plus square foot grandstand was razed in 2016, only a partially covered sidewalk connects the slots area and the live racing area at the Miami Gardens facility. “Taken together, ‘contiguous and connected’ clearly do not mean merely proximate, abutting, adjoining, or

From the FTBOA Boardroom
At its regularly scheduled meeting on May 30, 2019, the Board of Directors of the Florida Thoroughbred Breeders’ and Owners’ Association considered the following:
1) The Board received and reviewed the most recently issued Independent Auditors’ Report for the Florida Thoroughbred Breeder and Stallion Awards Program — a separate restricted account through which the FTBOA receives funds from the tracks and pays out breeder and stallion awards. This Report, prepared by the accounting firm of Purvis, Gray & Company, contains statements of financial position, activities, and cash flows for the Program as of Dec. 31, 2018 and 2017. Each year, financial statements are prepared on the Program, and an outside accounting firm then conducts a review of these financial statements and issues an Independent Auditors’ Report. Purvis Gray & Company is a regional accounting firm with offices in Ocala, Gainesville, Sarasota, and Tallahassee. Purvis Gray was founded in 1946 and has extensive audit experience with both nonprofit and governmental entities, including nonprofit organizations like Workforce Florida, Inc., and the Florida 4-H Foundation; nonprofit foundations like the College of Central Florida Foundation, Inc., and Public Education Foundation of Marion County, Inc.; several rural electric cooperatives; local school

boards and charter schools; and local governments like Marion County and the City of Ocala. The auditors’ presentation of the Report at the Board meeting was open to the public. At the conclusion of the presentation and Board discussion, the FTBOA Board of Directors unanimously voted to accept the Report as presented. This same Report was previously presented by the auditors to the FTBOA Executive Committee on May 28, 2019, at which time an opportunity for public comment was provided but no comments were offered. The Report was also previously received and reviewed by the Audit Committee, which recommended its approval by the Executive Committee and full Board. The Report is available on the FTBOA website.
2) The Board unanimously authorized CEO Lonny Powell and President Brent Fernung (or his designee) to negotiate with the horsemen’s groups and the racetracks on the 2020 Florida-Bred racing program. Any proposed agreements will be presented to the Executive Committee for its review and approval on behalf of the Board prior to execution, with the Board to receive a full briefing on the agreements at its next scheduled Board meeting. 3) The Board received a briefing on recent lawsuits challenging Calder’s ef-
forts to abandon thoroughbred racing and instead use summer jai alai as the parimutuel sport that would qualify Calder to continue operating slot machines.
4) The Board received a briefing on the recently concluded 2019 legislative session.
5) The Board received a briefing on the dates for the 2019 FTBOA Board of Directors elections. The election process remains unchanged from last year. Starting June 27, forms for self-nomination become available from the FTBOA offices upon request from the prospective candidate, in person or via fax, e-mail, or regular mail. Candidate forms must be received at the FTBOA offices no later than July 29 at 4:30 p.m. Ballots will be mailed to members on Sept. 25. Voting ceases on Oct. 25 at the start of the Annual Membership Meeting at 1 p.m. at the College of Central Florida – Webber Center, 3001 SW College Rd., Ocala, FL 34474.
6) The Board was briefed on the annual Florida Thoroughbred Charities golf tournament to be held at Ocala National on Friday, October 4. The event has changed significantly with afternoon golf and a dinner event, including a band and silent and live auctions. The golf tournament also includes many new activities on the course. Tickets for dinner are open to the public. ■

Khozan y The Big Beast: Dos Nuevos Sementales Con Un Futuro Brillante
L
Con tan solo 16 dosañeros registrados ya tiene siete hijos ganadores: Solid as a Rock y Lure Him In (en mayo); y Smash Factor, Liam’s Lucky Charm, Turn On the Magic, Khozan’s Valentine y Rosas Way (en junio). Muy probablemente el nombre de Khozan se volverá familiar cuando en el futuro cercano se hable acerca de los padrillos más destacados en Florida.
48 THE FLORIDA HORSE • AUGUST 2019
