In the past year, sponsorships have returned to pre-COVID levels and we’ve experienced nearly a 50% increase in public policy support. These numbers reflect more than growth – they show confidence in our ability to shape the future. Our influence is expanding across industries, and we’re making real headway in workforce development and policy.
But we’re not done. Innovate28 (pg 4) is our next bold step, bringing together unprecedented collaboration with partners like the Greater Fargo Moorhead Economic Development Corporation (GFMEDC) and our amazing, top tier educational institutions. Now, we’re shifting gears to Innovate28, our most ambitious plan yet to accelerate growth and secure long-term prosperity. Innovate28 officially begins in January 2025, charting a bold course through 2028 to ensure a strong future for our region.
The success of Innovate28 will rely on the continued engagement and support of our members, as strong connections within our business community are the foundation for the success of this initiative. This year alone, our Member Relations Ambassadors made over 130 touchpoints with new members, ensuring they feel supported and engaged from the start. We plan to continue our engagement efforts so members can get the most out of their memberships, while helping advance the region.

Maximizing the Value of Membership: Successfully Transitioning to Tiered Dues

In the fall of 2020, we took a hard look at our membership structure to make sure it provided maximum value to members. After thorough research and input from members and other chambers across the nation, the answer was clear—a tiered dues system that offers members more flexibility and control over their benefits.
As of August 2024, 1,500+ members have transitioned to this new system. With five distinct levels, members can select the option that best fits their business needs and goals.
This successful shift was made possible by the patience, flexibility and support of our members. The new structure delivers real value, ensuring that businesses of all sizes have the resources and opportunities needed to thrive.
Introducing the Member Mingle: Tailored Networking for Small Businesses

Member Mingle was created in direct response to the needs of small business members, giving them a dedicated space to network, build relationships and increase visibility. In just six months, it’s become a must-attend event where small businesses can connect, collaborate and grow.
Each month, attendees come together for a high-impact, hour-long event that is designed specifically for businesses with 25 or fewer employees. The goal is simple: foster real connections in a supportive environment that leads to tangible growth.

Our ambassador program saw significant growth and engagement this year. With 77 dedicated ambassadors, we celebrated 88 ribbon cuttings, marking new beginnings and expanding connections across the business community.
This year, two generous Catalyst-level members have gifted Chamber memberships to local nonprofits, reinforcing the vital connections between businesses and the causes they champion. Bell Bank proudly presented a Chamber membership to Down Home, while Eide Bailly LLP extended their support by gifting a membership to MindShift.
Member relations ambassadors made more than 130 strategic touchpoints with new members, ensuring a strong start and deeper connection with The Chamber. These achievements aren’t just numbers – they're about creating real, lasting impact. As we look ahead, we’re committed to building on this momentum to foster even greater community involvement.
Celebrating 30 years of Ambassador Dedication
70+ current and former ambassadors gathered to celebrate
On Aug. 22, 2024, we brought together more than 70 ambassadors – past and present – to celebrate 30 years of commitment and impact. This special gathering included ambassadors from the original Fargo Chamber, Moorhead Chamber and West Fargo Chamber before their historic merger into becoming what we all know as the Fargo Moorhead West Fargo Chamber of Commerce.
With tenures of just a few months of service to veterans with an impressive 30 years of dedication, the event is a powerful reminder of the deep connections that drive our ambassador program. Their efforts are part of a legacy, and we look forward to our ambassadors continued shaping of our community.

This year’s financials show a strong and diverse revenue stream that directly fuels The Chamber’s mission. Grant income accounts for the largest share of revenue at 30%, surpassing the national average for chambers, underscoring our ability to secure critical funding for impactful programs and workforce initiatives. Sponsorship income makes up 17% of our revenue, highlighting the robust support from our local business community. It saw a 4% increase from our previous fiscal year.
Membership dues account for 15% of our revenue, reflecting the strong commitment of our members. Event attendance contributes 6%, showing the high level of engagement and value our programming brings to the community.
Our balanced revenue mix is rounded out by advertising income (3%), program income (3%) and investment/interest income (2%) giving us a stable and adaptable foundation. This balance allows us to remain resilient, ready to grow and ensure the long-term success of the Fargo-Moorhead-West Fargo region. The numbers aren’t just percentages – they represent the resources that allow us to drive real change in the community.
Our diversified revenue stream, complemented by advertising, program and investment income, provides a solid financial foundation, enabling The Chamber to remain agile, adaptable and poised for future growth. This year, we disbursed a significant $570,879.79 back into the community through grant subawards, reinforcing our role as a backbone organization driving regional progress.
These funds aren’t just numbers on a page; they represent tangible investments in innovation and collaboration. From fostering cutting-edge developments through Emerging Prairie and Grand Farm to strengthening workforce initiatives at North Dakota State College of Science, Minnesota State Community and Technical College and the University of Mary, we’re actively fueling the future of the Fargo-Moorhead-West Fargo region. By supporting organizations like Folkways and Monarch Consulting, we continue to prioritize impactful initiatives that build our community’s prosperity and success.
The Chamber’s financial health directly empowers us to fulfill our mission—to promote growth, inspire action and protect the interests of our business community. Together, we’re making lasting change happen.
PUBLIC POLICY + ADVOCACY
Driving Legislative Engagement and Impact: Success in Advocacy and Community Involvement

Empowering Voter Engagement with VoteFMWF.org
The Chamber has made remarkable progress in political advocacy and community engagement, reflecting our growing influence and effectiveness. Our commitment to voter engagement has been evident through VoteFMWF.org, our voter’s resource that provides access to voter’s education such as past events like candidate forums or candidate profiles.
VoteFMWF.org was born out of a Leadership FMWF Community Change Initiative (pg 11) and has continued to be a valuable non-partisan election resource. Its purpose is to empower local community members with up-to-date information on local candidates, voting locations and how to vote. As part of our ongoing civic engagement efforts, we will continue to integrate this platform into all our Get Out the Vote initiatives. This resource will play a pivotal role in providing nonpartisan election information, helping ensure our community stays informed and engaged in future elections.
This platform has seen over 4,000 site visits in the past year and has become a crucial resource for citizens during pivotal elections, reflecting a robust increase in voter participation and awareness.
Strengthening Political Discourse and Civic Engagement
One of our key advocacy milestones was hosting the North Dakota Governor’s Debate, which drew 291 registered attendees. This event exemplifies our commitment to facilitating critical political discourse and fostering civic engagement. In addition to the Governor's Debate, we hosted four additional candidate forums in June, providing a platform for North Dakota candidates to engage with the community on important issues. These forums are a reflection of our dedication to keeping the FMWF community informed and involved in the electoral process.
Legislative Advocacy Success
Our legislative affairs yielded a remarkable success rate of 78.26% on bills in the 2023 and 2024 sessions in Minnesota and North Dakota. This shows our effectiveness in influencing policy outcomes that benefit our businesses and communities. By advocating for favorable legislation, we’ve helped secure critical wins—ranging from tax relief and infrastructure improvements to workforce development initiatives—that strengthen the business environment and foster long-term economic growth in our region.
Growing Community Engagement
Community participation in our advocacy initiatives surged, exemplified by a fivefold increase in attendance at our East Meets West Tour compared to 2022. This surge showcases the rising interest and engagement in public policy discussions.
Minnesota Roundtables and Capitol Engagement
Participation in our Minnesota Roundtables grew significantly, with over 50 attendees at each event—demonstrating a heightened commitment to public policy engagement and stronger collaboration on issues that directly impact our region. The 2024 Moorhead Area Day at the Capitol saw over 30 participants, doubling the previous year’s turnout and highlighting dedication to advancing regional interests.

As we look ahead, we remain committed to building on this momentum to further enhance our advocacy and deliver the greatest benefit to the FMWF business community.
WORKFORCE + ECONOMIC IMPACT
The Good Jobs Challenge: Driving Workforce Development and Success
200+ participants within the Good Jobs Challenge (GJC) funnel, including those recruited, enrolled or who completed training
22 training completions, demonstrating successful skill development
25 job placements with regional employers, connecting trained individuals with career opportunities
This year marked significant strides for the $9.62 million GJC Grant, which provides up to $5,000 to eligible individuals to help remove barriers to learning new skills, obtaining credentials or earning certifications. The goal is to enhance our regional workforce by enabling over 900 individuals to secure good-paying jobs by September 2025.
Interest and demand for the GJC have surged over the past year, reflecting the ongoing needs related to workforce development. The program has expanded its partnerships with training and education providers, broadening opportunities for skill-building in key sectors such as precision agriculture/food, cybersecurity/IT and advanced manufacturing.
As we move forward, the impact of this initiative continues to grow, highlighting our commitment to strengthening the regional workforce and supporting individuals on their journey to meaningful employment.

Bridging Talent and Opportunity: Enhancing Workforce Connections for Regional Impact
The Chamber’s efforts to connect talent with opportunity have driven significant growth across multiple programs. IgniteFMWF.com has become a cornerstone for career advancement in our region, with over 38,000 jobs posted since 2022, 895 courses started and 791 unique accounts created. The platform helps job seekers and students develop skills and connect with in-demand careers, with new features like virtual career fairs and the Permission to Dream Challenge expanding engagement. In May 2024, the launch of the Interest Profiler further personalized the user experience, offering tailored career recommendations based on skills and interests. Partnerships with regional schools have been critical to this success, with Moorhead freshmen building resumes and West Fargo juniors completing cybersecurity modules for graduation credit.
Complementing IgniteFMWF, the Community Concierge program is focused on attracting and integrating new talent. This year, 22 community tours led to seven mid-to-higher level hires and brought 22 new residents to the area (new hires and their families). The introduction of the Icebreakers, our 35 community champions supporting newcomers, has further enhanced the program’s impact by creating a sense of belonging for clients. Icebreakers spend time with new hires, showing them what the community has to offer and being their “first friend.”
In bridging the gap between education and industry, EDventures continues to connect local educators and businesses to address workforce needs. This year, 41 educators from 14 schools engaged with 29 businesses, gaining insights into essential skills like problem-solving, communication and technical proficiency. The introduction of the Educators Lab allowed participants to integrate these insights into their teaching, better preparing students for future careers. These combined initiatives reflect The Chamber’s commitment to empowering individuals, building connections and driving workforce growth across the FMWF region.
FARMS: Advancing Agricultural Innovation and Workforce Solutions
The FMWF Chamber is proud to partner in the National Science Foundation (NSF)-funded FARMS (Food Systems Adapted for Resiliency and Maximized Security) initiative, aimed at tackling food insecurity while enhancing cross-cultural engagement in North Dakota. Through AgTech innovation, intentional collisions and thought leadership, The Chamber helps accelerate the AgTech Innovation Corridor and raise awareness around FARMS objectives.
We co-lead the Ag Tech Knowledge Network, a statewide collaboration platform that drives workforce solutions, AgTech adoption and connections between businesses, educators and workforce developers. Integrating these efforts with initiatives like Ignite FMWF and the Community Concierge program ensures regional competitiveness and innovation in addressing global food production challenges.
FARMS focuses on formalizing innovation by connecting start-ups, industry, Tribes, researchers and capital, catalyzing workforce and economic development. Key priorities include statewide networks, operational excellence and data baselines for capital and market metrics. In its start-up phase, The Chamber’s focus remains on team development, legal/ operational structures and fostering an innovative culture to sustain FARMS through year three and beyond.
With these efforts, The Chamber solidifies its leadership in advancing sustainable AgTech and strengthening the agriculture industry in the region and beyond.

Uniting Volunteers and the Community for Lasting Change

In its first year, Chamber Impact Day united over 177 volunteers with 15 non-profit organizations, translating collective action into positive change through service projects that align with the Chamber’s mission of fostering a prosperous and inclusive business environment. This event reflects The Chamber’s commitment to collaboration and support for the Fargo-Moorhead-West Fargo region. This initiative highlights the significance of corporate responsibility and civic engagement, with businesses demonstrating their dedication to enhancing the quality of life in the FMWF area. Beyond volunteerism, Chamber Impact Day cultivated unity and purpose within the community.
Facilitating partnerships and creating opportunities for members to engage showcased The Chamber’s role as a convener of business and community leaders. The event’s success highlights ongoing efforts to strengthen the region through initiatives that unite the business and non-profit sectors for the greater good.
Leadership FMWF: Building Future Leaders for a Stronger Tomorrow

The Leadership FMWF (LFMWF) program reflects The Chamber’s commitment to developing the next generation of leaders in the Fargo-Moorhead-West Fargo region. This 10-month program unites 40 professionals from diverse industries, providing them with insights into regional challenges, resources, and opportunities.
Participants engage in workshops, networking sessions, and community projects that promote both personal and professional growth, encouraging contributions to the FMWF area’s vitality.
Aligned with The Chamber’s mission, LFMWF enhances the local business community by fostering a network of leaders focused on collaboration, innovation and engagement. This year, the LFMWF class launched seven impactful Community Change Initiatives (CCIs), including a significant project that addressed the gap between the New American community and local businesses. This initiative successfully hosted an event that connected 64 attendees with jobs, educational resources and community support. By facilitating dialogue and building relationships, the project reinforced the importance of inclusion and support for New Americans. This emphasis on leadership, personal responsibility and community service underscores The Chamber’s goal of cultivating a thriving business environment where leaders can navigate challenges, seize opportunities and strengthen the future of the entire region.
Women Connect Celebration: Jenna and Barbara Bush Inspire Thousands

The Chamber’s 2023 Women Connect Celebration featuring Jenna Bush Hager and Barbara Bush was a landmark moment in the Fargo-Moorhead-West Fargo region. It highlighted The Chamber’s dedication to empowering female leaders and creating platforms for impactful dialogue. With 1,396 attendees, the event not only showcased two nationally recognized speakers but created a vibrant atmosphere for networking and professional growth.
The Bush sisters shared about leadership, resilience, and community service. This celebration aligned with The Chamber’s mission to promote inclusivity and collaboration, encouraging participants to engage, share experiences and build connections.
Through the candid reflections of Jenna and Barbara Bush, attendees were inspired to take steps in their careers and communities. The event highlighted The Chamber’s programs that enrich professional and personal lives, while strengthening the region’s business landscape and community ties.
SpeakEasy: Launching a New Space for Executive Women

In its inaugural year, SpeakEasy empowered female leaders from businesses throughout our region. Tailored for executive and C-suite women, this executive council provided a platform for sharing experiences and discussing the challenges and opportunities faced by women in leadership.

The initiative hosted five executive sessions, bringing together 50 influential women to discuss challenges they face as leaders. These sessions encouraged open dialogue, allowing participants to share sensitive topics in a supportive environment.
SpeakEasy reflects The Chamber’s commitment to empowering executive women by providing a space for peer mentorship, collaboration and serving as a sounding board for leadership challenges. With a focus on elevating more women into board positions and leadership roles, this program has empowered over 50 female leaders to shape the future of our business community.
State of the Cities: Over 600 Attendees Engaged in Regional Growth and Development

The annual State of the Cities event brings together mayors from Fargo, Moorhead, West Fargo, Horace and Dilworth to highlight economic development and community well-being. This past year, the event drew 646 attendees and demonstrated strong community interest in regional progress and collaboration. Survey data revealed that 73% of those surveyed gained a deeper understanding of the regional economic growth and development plans, which displays the event’s effectiveness in enhancing transparency.
Collaborative workforce development initiatives were a key topic for the 2024 State of the Cities event, with local educational institutions partnering to address workforce needs, aligning educational outcomes with industry demands and fostering a more robust talent pipeline for the region. The event also spotlighted diversity and inclusion programs launched in West Fargo, demonstrating a commitment to addressing underserved communities and promoting equitable opportunities.
Economic growth indicators, including Fargo’s recognition as a top job market in the U.S., were prominently discussed, reinforcing the region’s economic vitality and attractiveness to businesses and professionals. The Chamber plays a vital role in driving growth and prosperity for our region, and State of the Cities is just one way we highlight our mission to advocate for business and community success.

Annual Celebration
The Chamber’s Annual Celebration each fall brings the community together to reflect on its achievements and the impact of its volunteers and committee leaders. This event honors those who have dedicated their time and efforts to enhance the Fargo-Moorhead-West Fargo region, celebrating successes from the past year and looking ahead with optimism.
In 2023, Tom Dawson received the prestigious Legacy Leader Award, acknowledging his longstanding commitment to the FMWF community. A true stalwart, Tom’s volunteer work spans decades, including 50 years with the YMCA of Cass-Clay Counties. The Chamber’s Legacy Leaders have left their mark through business, volunteerism and meaningful connection.
As we reflect on the past year, we must also think of all we accomplished the year prior. We introduced a new member benefits system and valuable resources for business leaders. We drove quality civic engagement initiatives, such as candidate cultivation, the East Meets West tour and our annual DC Fly-In. We also drove workforce initiatives, including the Good Jobs Challenge grant, Ignite Initiative, Community Concierge program and EDventures, which have played a crucial role in shaping our region.
As we look ahead to now - the fall of 2024 - The Chamber and the FMWF community have achieved remarkable milestones beyond our discussions last year, from student engagement to talent development and successful programming. Our ongoing support for local businesses and the community relies on the collective effort of our members, volunteers, partners, sponsors and Community Builders. Thank you for being integral to The Chamber’s success and our region’s growth—we couldn’t do it without you.

In the past year, our commitment to partnership and collaboration has strengthened the foundation of The Chamber, resulting in significant growth and impact across the Fargo-Moorhead-West Fargo community. We experienced a 4% increase in overall sponsorships for our events and programs, with our Military Appreciation Night event achieving a remarkable 20% increase in sponsorship—returning to pre-COVID levels. Public policy initiatives saw nearly a 50% increase in sponsorship, demonstrating the community’s renewed investment in our collaborative efforts.
We are grateful for the diverse support from various industries, which reflects our community’s robust ecosystem. Our partnerships extend to five key educational institutions—Concordia College, North Dakota State University, Minnesota State University Moorhead, M State and North Dakota State College of Science—enabling us to enhance our workforce initiatives.
Our partnerships with local governments and cities have also been pivotal in driving initiatives like the State of the Cities event, bonding referendums (funding proposals for community development projects that require voter approval) and other public policy efforts.
MOVING FORWARD
Looking ahead, The Chamber is excited to continue advancing several impactful projects and initiatives that will propel our mission forward and strengthen the community, while also introducing a few new offerings to further enhance our region’s growth.
At the forefront of these efforts are the Good Jobs Challenge and FARMS initiatives, which aim to shape the future workforce by providing vital opportunities for workforce development, increasing employment, and attracting national talent to our region. By targeting critical sectors such as advanced manufacturing, precision agriculture and cybersecurity, these programs will help fill talent gaps, drive economic growth and foster innovation.
We’re also thrilled to introduce Innovate28, a pivotal initiative launching in January 2025 and running through 2028. As we move into the coming year, we will continue to build on the success of programs like IgniteFMWF and EDventures, deepening partnerships with local governments, educational institutions and industries to enhance our region’s economic competitiveness.
To ensure long-term success, The Chamber is also embarking on a comprehensive strategic planning process. This will help establish clear goals and performance metrics over the next four years, aligning with the objectives of Innovate28 and enabling us to better serve our members and the community.
