As a graphic designer, I conceptualize and bring to life innovative design solutions across print, digital and multimedia platforms. My role involves translating ideas into visually compelling projects, ensuring each design effectively communicates its intended message.

In my personal life, I prioritize time with my friends and family, particularly my husband and two kids. I enjoy playing sports like softball and volleyball for recreation and watching my children participate in their hobbies. My greatest passion, however, is travel. I find great value in exploring new destinations, experiencing diverse cultures and broadening my perspectives through international and domestic journeys.

As the Finance and Operations Specialist, I support the VP of Finance, and together, we focus on day-to-day accounting duties, budget preparation and development of policies and procedures to support efficient organization operations.

I am looking forward to helping streamline processes to help The Chamber be more effective and responsive to its members; as well as diving into data and reports to identify trends, optimize budgets and make data-driven decisions that align with The Chamber’s mission.

I was born and raised in Fargo but have since moved out to rural Glyndon where my husband, 16-month-old daughter and dog Josie stay busy with our hobby farm. We are also excited to be welcoming our second child in December! I like to spend as much time as possible outdoors - either at the lake, in my 2,000+ square foot garden during the summer, ice fishing or traveling to someplace warm in the winter.

Innovate28 builds on the successful programs both organizations have led. The Chamber’s leadership on public policy, along with the EDC’s support of more than $1 billion in private investment over the last five years, have contributed to our region’s reputation as a pillar of innovation. Together, we have also secured over $15 million in new state and federal resources to drive forward specific regional assets and initiatives, like regional workforce training and FARMS, further solidifying our competitive advantage.
The Innovate28 plan goes further by creating specific targets for both organizations, increasing cooperation, and ensuring transparency through an investor-driven oversight structure. This partnership will help our community grow its labor force by more than 12,000 workers and attract or expand 130 companies, creating 3,500 high-paying jobs by 2029.

ANNUAL CELEBRATION
Paul J. Dovre
Paul J. Dovre’s journey from a farm near Porter, Minnesota to becoming a transformative leader at Concordia College is nothing short of inspiring. After graduating from high school in Canby, Minnesota, he pursued speech and economics at Concordia. His education was briefly put on hold for military service, where he served in a radio communications unit at Fort Bliss, Texas. Returning to Concordia, he completed his degree in 1958 and earned his master’s and doctorate degrees at Northwestern University.

His advocacy for higher education, particularly Christian higher education, earned him recognition as one of the top 100 college and university presidents.
In 1963, Dovre returned to Concordia as an assistant professor of speech and director of forensics, quickly establishing himself as a dynamic educator and leader. He was promoted to associate academic dean in 1967, academic dean in 1970, and, at the age of 39, became president of Concordia College in 1975.

Dovre’s legacy extends beyond the Concordia campus through his extensive community involvement. He served on boards for the Moorhead Chamber of Commerce, United Way, FM Symphony, Heritage Hjemkomst, and Oak Grove Lutheran School, and volunteered in hospice care. Statewide, he contributed to the Regent Candidate Advisory Committee, Judicial Selection Committee, and Minnesota Humanities Commission, and played active roles in the Lutheran Church.

As a mother of three, wife, business owner, professional athlete, American Record Holder, four-time Olympian, threetime World Championship medalist and 12-time U.S. National Champion, Chaunté embodies the spirit of resilience. Don’t miss this unforgettable afternoon of inspiration, connection and empowerment as we celebrate the achievements of women and the electrifying spirit of Chaunté Lowe.

dream realized From aspirations to achievements
At age 20, Lowe realized her childhood dream of becoming an Olympian, making her the first woman from Georgia Tech’s track and field team to achieve this honor. The following year, Lowe won silver at the 2005 World Championships to become the first American woman to win a world outdoor championships high jump medal since Louise Ritter in 1983. Lowe graduated from Georgia Tech with a degree in economics, and after returning from the 2012 Olympic Games, she started teaching trigonometry at Grayson High School in Atlanta. Chaunté Lowe most recently represented the U.S. in her fourth Olympic Games in the summer of 2016.

While training for the Tokyo 2021 Olympics, Chaunte faced the daunting challenges of undergoing chemotherapy and a double mastectomy. ugust 15, 2024, The Fargo Moorhead West Fargo Chamber of Commerce (The Chamber) hosted The Midwest Technology Summit (The Summit) at the Butler Machinery Arena, Red River Valley Fairgrounds in West Fargo, North Dakota. The Summit gathered industry leaders, educators and technology experts to discuss the future of workforce development, education and the critical role of technology in driving innovation across various sectors.
A COLLABORATIVE EFFORT ACROSS THE MIDWEST
This Summit, a collaboration with 31 other Chambers and associations across the Midwest, was also livestreamed across the region by Forum Communications and broadcast on-air by KFGO. These partnerships showcase the region's commitment to advancing and elevating these critical conversations, with a combined in-person and virtual audience of 5,116 across the Midwest and country for this event.
INNOVATIVE OPENING: AN AI-GENERATED SHANNON FULL
The event began with a futuristic touch – a video introduction by an AI-generated version of Shannon Full, President and CEO of The Chamber. Created by Bisblox, this AI counterpart set the stage by highlighting the cutting-edge technologies being explored today and in the future. This innovative opening underscored the growing influence of artificial intelligence in shaping industries and communities, perfectly setting the tone for The Summit. The real Shannon Full then took the stage, expressing her enthusiasm for the innovative technology featured in the video.
WORKFORCE DEVELOPMENT AND EDUCATION: THE FIRST PANEL
The first panel of the day, moderated by Terry Effertz, executive director of TechND, explored the pressing workforce demands within the technology sector. Panelists Blaine Booher from Emerging Digital Academy, Jerry Rostad from the North Dakota University System and Chad Davis from Turtle Mountain Community College shared insights on how educational institutions and industry leaders collaborate to meet the region’s growing workforce demands. They emphasized lifelong learning, flexible curriculum design and the role of public-private partnerships in preparing the workforce for the ever-evolving tech landscape.
INDUSTRY INSIGHTS: SECTOR-SPECIFIC TRANSFORMATIONS
The Summit transitioned into the Industry Insights segment, where experts jumped into how technology is transforming specific sectors.
Christian Beckner, vice president of retail technology and cybersecurity at the National Retail Federation, discussed AI-driven customer service enhancements and the challenges of increasing regulatory burdens in privacy and cybersecurity.
Jeff Bewley from ONEOK focused on securing critical infrastructure amid evolving cyber threats.
Dr. Dave Newman of Sanford Health explored innovations in virtual health care, emphasizing technology’s potential to improve health care accessibility and quality, particularly in rural areas.
George Woodward, president and CEO of Trilogy Networks, wrapped up the segment by discussing precision agriculture and the Dakota Innovation Corridor Project. He underscored the importance of innovation in agriculture and the global significance of the work being done in the Red River Valley.
KEYNOTE: SOPHISTICATED CYBER THREATS
The keynote address by Rob Spiger, director of cybersecurity policy at Microsoft, was a highlight of the Summit. Spiger discussed the increasing sophistication of cyber threats and the critical need for robust cybersecurity measures. He provided actionable insights on how organizations can protect themselves against cyberattacks, emphasizing the importance of a comprehensive approach to cybersecurity.
ENHANCING SECURITY POSTURE
The Summit concluded with a panel discussion on enhancing security posture, where Richard Mendoza from Google, Ryan Cloutier from Candor and Nicole Evans from the North Dakota Small Business Development Centers provided practical advice on navigating the risks associated with emerging technologies.
The Midwest Technology Summit offered valuable insights and fostered important conversations that shape the region's technological future. The event not only highlighted the region's commitment to innovation but also underscored the collaborative efforts needed to address the challenges and opportunities presented by the rapidly evolving tech landscape.

Donna recalls a couple from outside Detroit, Michigan who moved to Fargo in search of something different. "They lived in the country and were looking for connections and a new lifestyle. His wife had done extensive research on communities nationwide, and they chose Fargo. It was a privilege to help them settle in here."

The satisfaction Donna feels when she sees people realize they belong in FMWF is one of the many things she loves about her job. "Finding things that keep you active and interested, connecting with people who share your passions—whether it’s something unique like historical fencing or joining a group at the YMCA—those are the experiences that turn a place into a home." We recently learned about The Chamber’s Community Concierge program, which was around the same time we wanted to showcase our community to a potential new employee. President Tim Downs’s experience moving to the Fargo Moorhead West Fargo area
After serving in various roles across the country, including his most recent position as Chief of Staff at Cal Poly Humboldt in Arcata, California, President Downs brings a wealth of experience to his role as President of Minnesota State University Moorhead (MSUM). With just over a year at the helm, he reflects on his journey, the transition to the Fargo Moorhead West Fargo (FMWF) region, and the role MSUM plays in advancing the community it serves.
“MSUM is an awesome university and part of an excellent system of higher education,” he says, explaining what initially attracted him to the role. “I was excited to be a part of a university that prioritizes being indispensable to the region we serve.”
Having relocated multiple times throughout his career, President Downs is no stranger to the challenges of moving to a new region. From coast to coast, he’s learned the importance of understanding the unique connections and history of each place. “Every community has a story,” he shares. “Getting a sense of that history is important to being a part of future growth.”

During MSUM’s presidential search, The Chamber’s Community Concierge program played a key role in helping him acclimate to the FMWF region. A personalized community tour made a lasting impression. “The tour was really insightful. The hosts did an excellent job of making me feel welcome and gave me a sense of the growth potential
for the region,” he recalls, adding that he was surprised by the presence of so many large corporations in the area.
Despite a snowstorm delaying his interview, he was impressed by the warmth and hospitality he received at every step. “I received such a warm welcome during every part of my interview process, even with the weather challenges,” he says.
The Community Concierge services not only helped him feel welcome but also laid the foundation for long-term connections with the region. “The Concierge program was a nice introduction to the community and to The Chamber,” he explains. “It helped me identify ways to get connected to the community, and that’s been invaluable.”
As President of MSUM, he’s committed to ensuring that the university remains a strong partner to the community. “One of our strategic anchors is being indispensable to the social, cultural and economic advancement of Moorhead and our surrounding communities,” he says. “As a regional university, we are a partner for both workforce and economic development, and investing in our faculty and employees’ connection to the community plays a critical role in that.”

How the Community Concierge program helped them settle, connect and thrive.
Before coming to Bobcat Company in West Fargo, I was working as a propulsion process lead at General Motors in Detroit, Michigan. My wife had started looking into the Fargo area, as it caught her eye as a great place to raise a family. That’s when I began looking into opportunities in the region and discovered that Bobcat Company had a campus in West Fargo.
I’ve always been a fan of the Bobcat brand and products, so it was an easy decision to apply.
Relocating for my career isn’t new to me, as I've moved to six states in the last 12 years, but this was different. It was the first time doing it with a family and young children, and my biggest concern was how they would handle the transition.
I'm happy to say that the Fargo-Moorhead area has been so welcoming to me and my family, which has made this move so much easier for us.
As part of my hiring process at Bobcat, I had the chance to be connected to The Chamber’s Community Concierge program. To start, the welcome box I received at my hotel was unexpected – it made me feel welcome as soon as I arrived. Donna Heck, who runs the Community Concierge program, really helped seal the deal on this relocation. I had a few hundred questions for her
about the area, and she answered every single one of them. She also took it upon herself to map out areas we may be interested in purchasing a home and drove me all around the community. I also enjoyed going to lunch at Beer & Fish Company and walking around Downtown Fargo.
The Community Concierge was great for someone like me, who was new to the area and had never visited this part of the country before. Donna truly helped me feel that moving here was the right decision. Prior to visiting, all I knew was that the winters in Fargo were cold. The grand tour Donna took me on gave me invaluable insights into what the community was actually like.
I believe to truly call someplace home, you have to get involved in the community. Donna Heck has continued to stay in contact with me, sending me ideas for local events and activities that my family can get involved in. I recently visited Nygaard Nursery in Dilworth, and when the Owner, Luke Nygaard realized we were new to the area, he reached out to me to invite me to a get-together with his family and friends.

Prior to relocating to Fargo for my role at Bobcat, I worked as a project management manager at a small software development company based in California. I was born and raised in Los Angeles, California, but prior to the move, I spent a few years in Tulsa, Oklahoma. The professional opportunity at Bobcat was exceptional and has proven to be every bit as rewarding as I had anticipated. However,
my initial hesitations had more to do with moving to the Upper Midwest. I identify as non-binary and am loud and colorful, which made me worry about feeling out of place and finding my people here.
Before my visit to Fargo, I had a call with Donna Heck from The Chamber. During that conversation, she took the time to get to know me, noting my interests and
hobbies. When I arrived for my job interview with Bobcat, Donna took me on a community tour, showing me various shops, as well as neighborhoods that I might like to live in and providing me with a general lay of the land.
Seeing the community firsthand – visiting the stores and places I now frequent - was an important part of my decision-making process. It was also nice to feel how welcoming everyone was. Conversations with Donna and others at Bobcat throughout my interview process significantly eased my concerns of not fitting in. My hesitations have been completely resolved, as I have been able to make countless friends and find many groups and organizations to feel at home with.
In the relatively short time since relocating, I have been volunteering, participating in community events and meeting many wonderful people. I see myself staying here for a long time, and that is due in large part to the strong ties I’ve been able to make in the community early on.
Reflecting on my move here, I can’t think of any other services I would have needed. Donna and The Chamber have been great to me. On a personal note, I'm looking forward to experiencing a true winter, since last year was apparently the warmest winter anyone could remember. I also really want to go ice fishing! Professionally, I am looking forward to continuing to grow and build my network. I have learned a lot and look forward to expanding my knowledge and community involvement. This year at Bobcat has been unforgettable.

AN ENGAGED WORKFORCE
At Sanford Health, ensuring our employees are heard and understood is an essential component of retention. We don’t just wait to hear feedback from our workforce to enact positive change – we encourage and engage our team members to be a part of shaping our culture and processes.
Across the Fargo Region, we have established numerous groups, councils and committees in which our employees can get involved and share their perspectives. The focus of these groups ranges from improving the experience at our facilities for veterans to creating a more engaged workforce to collaborating on department priorities and more.
The newest employee group is our Diversity, Equity and Inclusion (DE&I) Council. This council officially launched in January and is made up of employees who serve in a variety of roles and come from various backgrounds. The group aims to create a more culturally aware workforce so we can provide the best experience possible for employees, patients and visitors. So far this year, the council has helped raise awareness with employees around cultural and societal differences, hosted internal events to provide education on the Muslim faith during Ramadan, sponsored the City of Fargo Juneteenth Celebration and volunteered at Fargo-Moorhead Pride.
While many of our groups are like the DE&I Council in that they comprise employees with varying titles and experiences, we also have groups for those within the same profession who work in different units and departments. A great example of this is the Nursing Senate, which has more than 60 registered nurses from across the region.
This group is led by our nursing cabinet, consisting of four elected members who help set annual goals, lead monthly meetings and uplift ideas and concerns to nursing leadership. Within the senate, there are also several subcommittees and councils working together to tackle more specific issues and topics. Some examples of the impact of our Nursing Senate over the years include establishing new processes to increase documentation compliance, decreasing in-room patient alarm fatigue and promoting safer patient care.
Having those most knowledgeable and passionate help make decisions ensures our processes in place are best suited to meet the needs of those doing the work. When our people feel supported in this way, we experience enhanced workflows, increased employee satisfaction, and ultimately, improved patient outcomes. I am so grateful to our various group members for devoting time above and beyond their regular responsibilities to help us make a difference for themselves, their colleagues and our patients.

PARTNERSHIPS IN ACTION
The Chamber’s Good Jobs Challenge (GJC) engages and connects training partners, employer partners and support organizations to achieve these core outcomes:
UPSKILL EXISTING EMPLOYEES
Area employers may have a cohort of employees that they would like to upskill in a particular area. Those employers are connected to a GJC training partner, such as NDSCS or M State, to provide training that will help the employees advance their careers and increase their salaries. In these scenarios, GJC provides up to $5,000 per eligible participant to defray the training and education costs. While participants are enrolled in the training or education program, assistance may be available for essential needs such as childcare costs, training equipment or transportation vouchers, to help them successfully complete training.
TRAIN AND RECRUIT NEW EMPLOYEES
Other area employers have utilized GJC to cultivate and recruit new talent. For example, CNH was searching for additional welders. Through GJC, CNH worked with GJCapproved training and education partner, NDSCS, to help recruit and train up-and-coming talent upon completion of the program. In these scenarios, GJC will also cover tuition or related costs for the individuals’ training, up to $5,000 per participant.
SUPPORT ORGANIZATIONS
At times, additional services are needed to remove barriers for historically excluded individuals to access and complete training and education. GJC works collaboratively with these support organizations, such as CAPLP, to provide services such as transportation, career coaching and additional support to enable GJC participants’ successful participation with training and employer partner programs. In these scenarios, participating support organizations received GJC subawards or microgrants to fund their services to GJC participants.
ELEVATING WORKERS AND STRENGTHENING THE WORKFORCE, TOGETHER
In a collaborative effort, Minnesota State Community and Technical College (M State) and Lakes and Prairies Community Action Partnership (CAPLP) provide education, training and supportive services that help individuals and families overcome employment barriers and gain access to highdemand careers. Through our Workforce Development Solutions and partnership with CAPLP and the Good Jobs Challenge (GJC), we will be connecting individuals to specific skill development and training that matches high-demand jobs in our area. Our employability and workforce readiness training helps people develop essential skills like communication, time management, and organization, empowering them to become not just great employees but confident and engaged citizens. Additionally, we offer skills training tailored to meet the current demands in industries such as healthcare, manufacturing, and the trades, ensuring our participants are ready for highdemand jobs.
The GJC is transforming lives and strengthening the region by providing funding that removes financial barriers to essential and technical training, helping individuals enhance their skills, support their families, and address the workforce shortage. I'm proud to be part of this partnership, as it empowers our community to remain competitive by investing in the development of our workforce.

I love meeting new people, hearing their stories and watching them come to life as they begin to dream. At CAPLP, we provide essential support services that help individuals overcome barriers like transportation and childcare, allowing them to succeed in the workforce. Through programs like Head Start, Housing, Flourishing Families, and Career Connect, we work alongside clients, offering assistance with work-related costs and transportation.
Our partnership with M State and The Chamber’s GJC adds another layer of support to help them reach their goals.

AGJC partnership between North Dakota State College of Science (NDSCS) and CNH to educate, train and recruit welders to the CNH workforce upon completion of the NDSCS welding program.
How did you find your way to the Good Jobs Challenge and CNH?
“I’ve worked in human services for many years, and I’ve been trying to do different things to provide a better life for my kids. So, I applied to CNH for an assembly position and a welder training position. I received a letter saying I was not qualified for the assembly, but I got a call for the welder training position, and I was super excited because I like to learn new things. I came for an interview, and I thought they wouldn’t call me back, but I got a call to say I was selected for the welding training position. I came for orientation, and I went to the training, and I liked it. And I’m so grateful I did it, because I have a new career path and that will help me provide a better life for my kids.”
How has the Good Jobs Challenge been helpful for you?
“If I get experience at CNH, I can go anywhere. I have become a good welder because I had a great teacher who taught me the fundamentals of being a go-getter. And I’m just grateful that I did this because it’s like an open door for a new career path. “
What advice would you give someone considering a career change or new training?
I would say do not be afraid. It might look harder from the outside, but once you enter, it’s not very hard. Just keep on practicing, be on time, put in your best and you’ve got it. You will do great.
What are your long-term career aspirations?
I just want to focus on doing my welding right now, and if possible, go back and get my associate degree.
Can you tell us about your path to the Good Jobs Challenge training and how you got here?
“I was in the tech industry for several years and to be honest, I got tired of it. I wanted a career change, to try something different. I was working while seated all day and I didn’t want to do that anymore for health reasons. So, I was looking for something to keep me busy and I went online and saw an ad for CNH needing welders. I applied for the job, and after two days they called me in for an interview. I went in and he told me about the position, the benefits and the training that was going to be starting in two weeks. After a couple of days, I was called and offered the job.”
What was the most challenging part of your training? What helped you overcome this challenge?
“The most challenging part of training was the final test, the 2G Test. It’s a tough one, everything has to be perfect, otherwise you will not pass the test. The best thing about the training was Mitch, he’s the best teacher or trainer I’ve ever had. He explains everything well, he’s detailed, he listens to you when you have a question and he’s always there to answer when we’re in the lab. He made the training very easy for me.”
How long was the training?
“The training was seven weeks. It was 20% theory and 80% in the lab.”
What are your current and future goals?
“Right now, I am excited to show my kids and others my skills and the things I learned from Mitch. I want to showcase that I am a good welder, that I could be good in production. For my future goals, I want to be a manager at CNH. I hope to be here for a very long time.

How did this partnership with CNH arise?
“We’ve worked alongside CNH, Wyatt and his welding group to develop a class that was more specific for their needs. We’ve added more hours in the classroom, more hours in the shop and more hands-on work for our students. Our goal was to enhance CNH’s confidence in what their new welders were learning and experiencing.”
What are the students learning in this course?
“There are three metal transfers that CNH uses at the plant, and we cover all three of them. The short circuit, spray arc and pulse spray. Watching them start with the thin material with the short circuit and working their way up through spray arc to pulse spray and seeing that improvement is impressive.”
Why is this course so important to the workforce, and how do you adapt your training to meet industry needs?
“What we want to do is meet the needs of the industry and customers, like CNH, and what they need. So, we can customize a class and that’s what we did with this one, customized to their needs.”
What skills are important for someone looking to become a welder?
“To be a good welder it’s good to have some mechanical skills and hand-eye coordination, but most importantly, a willingness to learn. They have to want it, and want to practice. Welding theory is something you can learn quickly, but you really need to practice it and hone your skills.”
What makes someone a good candidate for the Good Jobs Challenge?
“Anyone who is looking to further their education, get ahead in their career or just someone looking for a change in life that may previously have had some barriers to those services.“
How does NDSCS play a role in the Good Jobs Challenge?
“Through the Good Jobs Challenge, NDSCS is a backbone partner offering educational trainings and services to assist individuals who are eligible for the grant so that we can provide them the services to take away barriers for their future careers or any goals that they may have.”
What are the barriers people face getting into the workforce?
“For individuals trying to enter the workforce, some barriers they may face could be childcare, transportation or even just financial barriers.”
If someone is interested, how can they get involved?
“For anyone interested in being a part of the Good Jobs Challenge, there is an application on The Chamber’s website. It’s very straightforward. Once you apply, you’ll meet with a Chamber representative to talk about your potential options, in which you may come to NDSCS for our education and services provided under the grant. We’ll get you the training, get you the education and then we’ll connect you with industry partners to get you that good-paying job at the end.”
What’s your favorite aspect of the Good Jobs Challenge?
“I think the best thing about the Good Jobs Challenge grant is that it provides services to people who really want to make a difference in their life, or it grants them access to things that they didn’t previously have. We’re here to help them in any way, shape or form to get individuals into those jobs that they may have never seen themselves having before. “

Sixty-five percent of the 119th Wing works or goes to school in the FMWF area. My greatest ask is that our businesses, colleges and universities provide support to our Airmen when they need to perform military duty, either for drill or activated support to their Nation or State. The backbone of the Air National Guard are the Drill Status Guardsmen, and we need to ensure they are supported not only by their family and friends, but by employers and our greater community. One of the significant roles of the guard is our ability to provide communities the capacity to respond to emergencies when additional manpower and capabilities are needed. Another crucial way the guard and communities work together is the sharpening and sharing of a skilled workforce. For example, many of our Military Police soldiers are also local law enforcement officers. These guard members bring additional experiences and skillsets into their community as local officers, and their extra training and time with police departments gives them even more experience to bring back to their guard missions.

Unlike our active-duty partners in the Army, guard soldiers live and work in our communities. Often our men and women can feel alone when they are the only soldiers in their workplace, neighborhood or school. If the public works to understand the requirements and responsibilities of their service, our soldiers will feel better supported and understood. I also firmly believe that how our local businesses and employers support their employees who serve directly impacts a soldier’s propensity to enlist or continue to serve. It can be challenging for businesses to have an absent employee when the guard calls upon them, but this support from our employers plays a major role in our military’s recruitment and retention.
