A NOTE FROM THE PRESIDENT

What was your first summer job?

As we find ourselves in the heart of summer, I'm reminded of my first job at my grandfather's machine shop when I was just 13. The smell of the oil used to machine the parts is still vivid in my memory. My tasks involved cleaning and packaging parts before delivering them, but delivery days were my favorite. Those were the days I got to interact with people and visit the large manufacturing companies that ordered our parts. It was then that I discovered my love for engaging with people and learning about different businesses in the community. The skills, experience and curiosity I gained during that summer stayed with me not only through my teenage years but my entire career. Looking back on my younger self, it is apparent how crucial and powerful exposure and experiences are when it comes to shaping lives and career paths.

This summer, our chamber and community are actively focusing on workforce development, recognizing it as a cornerstone for our region's growth and prosperity. We have launched several initiatives aimed at attracting and retaining talent, providing ongoing education and training opportunities, and fostering an environment where businesses and employees can thrive. Workforce development remains a key focus area at The Chamber because we understand there is no one-size-fits-all solution to our region’s workforce needs. Instead, as highlighted throughout this issue, we are dedicated to supporting, connecting and activating our partners, members and educators to build a workforce ecosystem that is both responsive and focused.

Our upcoming board retreat will further reinforce these efforts. During the retreat, we will discuss strategic plans to enhance our initiatives and impact, explore innovative solutions to address workforce challenges and strengthen our commitment to our five cornerstones of work.

As we move through the summer and beyond, let’s continue to focus on building a robust workforce that will support our community’s long-term success. Together, we can make our region a place where both businesses and individuals can thrive.

Shannon Full President & CEO
Fargo Moorhead West Fargo Chamber of Commerce

MEET THE STAFF

WHAT DO I DO AT THE CHAMBER?

In collaboration with our great team and many partners, I support our workforce initiatives and programs through convening and connecting groups, identifying solutions and understanding needs. My main focus right now is to activate relationships to achieve the goals of the Good Jobs Challenge grant.

WHAT IS SOMETHING I LOOK FORWARD TO?

Our workforce needs will never be met by one grant, program, group or organization, but through collaborating together. We can make a difference and positive change. I am most looking forward to supporting that collaboration and implementing innovative workforce solutions.

WHAT ELSE IS THERE TO KNOW ABOUT ME?

I love the natural beauty of our region - but it’s the people that truly make this region special. I was reminded of this recently when I ran the Fargo Marathon. I couldn't go more than a few miles without seeing a familiar face, and for the last three miles, I ran alongside a man from Minneapolis who had never been to our community and was completely in awe of how amazing and welcoming FMWF is.

WHAT DO I DO AT THE CHAMBER?

It is my role to engage with business leaders, elected officials and other changemakers in the metro area to foster growth and development. This also means keeping the public informed about legislative changes that may impact business interests in the area and shining a light on challenges our community is facing directly.

WHAT DO I LOVE ABOUT MY ROLE SO FAR?

I am a life-long resident of the FMWF area with a genuine love for the many small businesses in the area – so knowing I work in a role that actively supports them is rewarding to me. I know I am working for an organization that is deeply invested in the growth of this community, and I take pride in that.

WHAT ELSE IS THERE TO KNOW ABOUT ME?

In my free time, I visit the many parks, restaurants and coffee shops the community has to offer! Another hobby of mine is thrifting and antiquing, as I love to find things I can take home and fix up. Otherwise, I am spending time with friends, reading and going to the movies!

INCLUSION CHAMPION OF THE YEAR

AWARD SPONSORS

Bremer’s dedication to inclusion starts at the top, with President & CEO Jeanne Crain being a champion of their Racial Equity Action Plan and its initiatives. The plan has guided Bremer’s internal and external inclusion efforts since 2020 and has become integrated into all aspects of their organization.

When it comes to the community, Bremer has established its presence within underserved areas in many ways, such as opening new branch locations and increasing investments into small businesses owned by historically underrepresented groups. They also played a pivotal role in standing up and continually supporting The Chamber’s Professionals of Color program, which focuses around creating inclusive opportunities for Professionals of Color to develop personally and professionally through engagement and a sense of belonging in the FMWF area.

Bremer's purpose, to cultivate thriving communities, serves as a guide for their inclusivity work. Bremer also sets clear internal targets, integrating them into their organizational Key Performance Indicators. For example, they aim to double minority employee representation by 2027 and increase diversity in sales and leadership roles, fostering an environment where every employee feels valued and welcomed.

Through their internal diversity council, Lunch and Learn series, and Bremer Voices platform, they amplify diverse ideas and perspectives, celebrate differences, and foster understanding. Bremer's commitment to inclusion isn't just a goal—it's a journey, one they're dedicated to advancing year after year.

By partnering with organizations like the Center for Economic Inclusion, Bremer seeks guidance and best practices to continually evolve their inclusion efforts. They invest in training and community engagement to drive meaningful change and empower their leaders to champion inclusivity.

Bremer’s dedication to championing inclusivity sets an inspiring example for organizations everywhere, proving that with commitment and effort, any institution can evolve to foster a sense of belonging and empowerment.

YOUNG PROFESSIONALS BEST PLACE TO WORK

AWARD SPONSORS

As a leading global manufacturer, it might not be a surprise that there are many great career opportunities at Bobcat; but for Young Professionals, it’s about more than just getting the job. It’s about learning, growing, connecting and developing along the way.

Empowering employees to be involved in the community throughout their careers is a major emphasis at Bobcat. Not only do employees get dedicated time off to volunteer for their favorite local organizations, but there are also company-wide volunteer weeks throughout the year where employees intentionally team up together to lead and execute projects for non-profits around the community. Projects can range from food drive collections to lawn care to refurbishing facilities and more.

Bobcat also couples professional development with community involvement through programs such as United Way’s 35 Under 35 or their LEAD program, The Chamber’s Young Professionals Network, mentorship of STEM students, local board and committee service opportunities and more.

It’s clear that Bobcat also has a commitment to the young professionals of the future, well before they are Bobcat employees. Just two examples of this commitment to the future would be the $5 million donation to the NDSU Foundation to support its engineering program, or the awarding of grants to elementary and middle school STEM students. Efforts like these are crucial for not only Bobcat’s future workforce, but our entire community.

Within the walls of Bobcat, professional development initiatives like the Legacy Builder program and the WeGrow Employee Resource Group are key to providing young professionals with the tools and support they need to succeed and advance in their careers.

The company also has a comprehensive benefits package, including health and wellness programs, tuition reimbursement and flexible work policies, which further enhances the employee experience, inside and outside of work. Bobcat Company has created a workplace where young professionals can flourish, establish themselves as individuals and truly grow their careers.

THE PROBLEMFMWF workforce challenges

DECREASED PRODUCTIVITY

Staffing shortages often lead to operational disruptions and efficiency reductions, while also increasing the workload and stress on existing employees.

SLOW BUSINESS GROWTH AND LESS REVENUE

Businesses can find it very challenging to expand operations, plan and successfully scale with a lack of key personnel, stunting growth and revenue opportunities. Without fresh ideas and new talent, innovation and completive advantages are put at risk.

DAMAGED REPUTATION

Workforce shortages or skill gaps can negatively affect customer service and product quality, leading to dissatisfied customers, negative experiences and a damaged business reputation.

RECRUITMENT, TRAINING AND RETENTION CHALLENGES

Finding, hiring and properly onboarding qualified candidates is becoming more expensive and time-consuming in this competitive market. Without proper training and development paths or programming, employers also often miss key opportunities to enhance and prepare their new, existing and future workforce. It’s important to note that there are companies and industries in the region that are currently experiencing low unemployment rates, which further signifies an existing skills gap in our region.

ECONOMIC IMPACT ON FMWF REGION

Workforce shortages contribute to slower economic growth on a larger scale. When multiple businesses and industries struggle to operate efficiently, it can have a ripple effect on the overall regional and state economies. This can also negatively impact future interest, investments and decisions made by businesses, students, jobseekers and families when considering the FMWF region.

Workforce shortages pose significant problems for area employers, affecting productivity, morale, business growth and longevity, financial stability, customer satisfaction and the greater economy.

The Chamber and its partners are committed to creating a lasting impact in FMWF through several key workforce programs.

Addressing our workforce challenges requires strategic and collaborative efforts, including investing in employee retention, directly addressing skill gaps, enhancing recruitment practices and developing long-term regional strategies.

Attracting current and future workforce to FMWF is critical to our future economic growth and reducing labor shortages. With several thousand open jobs in the region, attracting individuals and families to the area is key to a successful and vibrant future.

Investing in the future workforce through career awareness and engagement programs for the next generation is also crucial. By collaborating with educational and business partners, we can retain our youth and spark their interest in pursuing careers within our community.

Retaining the workforce is of utmost importance to employers and our greater region. These efforts also extend far beyond the walls of the business or the hours of 9 to 5. When our businesses can maintain their employees, it ensures a reliable and experienced talent pool, reduces recruitment costs and heightens productivity. When those employees also feel a genuine connection and love for the community they live in, it further strengthens their satisfaction and commitment to their employer and our region.

Training, educating and developing our current and future workforce is the only way we will keep up with the rapidly evolving demands and challenges we face as a metro. Bridging skill gaps, fostering continuous learning and providing access to key development programs will continue to support career advancement and a highly effective workforce.

HOW WE ARE ACCOMPLISHING THIS WORK

This grant helps individuals secure or skill-up wellpaying jobs with an annual salary of at least $45,000 and projected upward mobility. The program's overarching goal is to help 900 individuals enhance their skills and obtain a good job by September 2025.

As of March 2024, the program had over 100 participants recruited, enrolled or completed training. Also, 16 participants finalized upskilling in the manufacturing and cybersecurity/ IT sectors, and 13 participants secured job placements with regional employers. Hundreds of additional participants are slated for recruitment and training over the next 12 months. Progress numbers are updated quarterly by the EDA. Next report is expected in August 2024.

Food systems Adapted for Resiliency and Maximized Security (FARMS) is a project aimed at improving how food is produced using new technology. FARMS tackles the critical challenges of feeding a growing global population and ensuring food security by leveraging the latest agricultural technology. The Chamber is a core partner of FARMS, alongside the Fargo Moorhead Economic Development Corporation, North Dakota Tribal College System, Grand Farm and North Dakota State University. The Chamber’s role encompasses workforce engagement, fostering industry engagement, facilitating networking and promoting the project’s impact on the region.

IgniteFMWF users have increased by 78% since 2023 and its courses are on track to upskill more than 4,500 in the region by the end of 2024 - an increase from the 953 individuals upskilled in our 2023 Annual Report.

The campaign has been hitting its marks so far. Aligning with grant guidelines, the campaign targets manufacturing and healthcare workers in surrounding states and markets that have a surplus of workers and a wage differential that favors our FMWF market.

Live in Fargo site launched

When marketing the region, it’s important to have an online presence with a comprehensive overview of life and work because choosing a place to live is a big decision.

The campaign connects people to the Live in Fargo website with a robust jobs board, pulls potential candidates into an automated email campaign and provides an opportunity to connect to local champions to ask questions or get more information.

The first few months of the campaign focused on brand awareness with an overall objective to drive users to the Live In Fargo website, capture email information to continue to educate and inform individuals about our FMWF region and all it offers. From there, the aim is to connect candidates to jobs and to local Chamber Icebreakers, so they can learn more about and get connected to our community.

Brand Identity Video launched

Created to give a glimpse of the amazing life you can create in our region, the award-winning video’s theme is “You Just Have to Look.” It’s a fitting theme because we often find that candidates considering the metro simply need to look. Once folks have moved here, they’re often our biggest ambassadors.

The power of student sponsorship programs

As our region is working to address the skilled workforce gaps, area businesses have found major success through student sponsorships, a model grounded in relationship building, shared goals and loyalty. Although this highly successful concept has been utilized in specialized skilled trade sectors for many years, it is just within the past few years that student and training sponsorship models are being replicated across a variety of sectors.

Common program characteristics

• Tuition or training cost reimbursement agreements

• Signing bonuses or incentive paybacks

• Tool or required materials purchasing agreements

• Guaranteed paid internship experiences

Benefits to students

• Financial relief

• Guaranteed employment

• Real-world experience

• Ability to test drive a career

Traditionally, these programs assist students with the costs associated with their education or training while also helping employers with recruiting and retaining qualified employees. Various models exist for student and training sponsorship, with employers typically forming a contractual agreement with a student that outlines the expectations and incentives for both parties.

Benefits to employers

• Skilled workforce

• Employee attraction, retention and loyalty

• Customized training and programming

• Ability to test drive an employee

Regional

impact

• Retaining students within our region

• Workforce development and skill gap reduction

• Economic and career mobility for area individuals

A variety of benefits exist once a sponsorship program is established, including a significant enhancement to the company’s ability to attract and retain quality employees. In almost all cases, sponsorship agreements are structured to guarantee sponsored individuals to stay with the business for a certain time frame following completion of their educational program or training. This is a powerful incentive and can often be a deciding factor when individuals are exploring companies and career opportunities. There may also be tax incentives and other business benefits through industry or union organizations.

ND Career Builders

If your business is based in North Dakota, the ND Career Builders program provides matching funds to help North Dakota businesses recruit employees and keep talent in North Dakota. This program provides $1 of state funds for each $1 of matching funds, up to a total of $17,000 per recipient. The program is driven by high-demand occupations in healthcare, manufacturing, information technology, industrial and skilled trades, education, social services and professional services.

See the complete list of scholarship-qualifying occupations and programs:

Good Jobs Challenge

The Good Jobs Challenge program provides up to $5,000 for eligible individuals to help with removing barriers to learning new skills, gaining credentials or obtaining certifications within the Precision Agriculture/Food, Cybersecurity/IT and Advanced Manufacturing sectors. This funding can be used in conjunction with student sponsorship programs. The Good Jobs Challenge will place and/or advance over 900 area individuals from under-served populations into Good Jobs ($45,000+ annual salary).

Empowering educators and their students

EDventures

From June 24-28, The Fargo Moorhead West Fargo Chamber and Cass County Career and Technical Education Center hosted EDventures, a program created to strengthen the connection between education and industry. This year’s event featured 30 local businesses and brought together education professionals from various backgrounds to explore new ways to prepare students for their future careers.

Kick-Off Session: Setting the Stage

The event began Monday morning with a kick-off session at The Chamber, providing the goals and schedule for the week. The focus was on the five essential skills necessary for students in the workforce: responsibility, technical skills, communication, problem solving and teamwork. These soft skills are critical for success in any industry. Educators already integrate these skills into the classroom, but understanding how they are applied in different businesses can significantly enhance a student’s career readiness.

Industry Insights: Hands-On Learning for Education Professionals

Throughout the week, education professionals visited up to 12 participating businesses. They toured work environments, engaged with employers and gained firsthand insights into daily operations. This exposure allowed participants to ask questions and learn about specific educational requirements and skills needed for different jobs. Attendees also participated in interactive activities such as testing equipment at the Fargo Fire Department and going behind the scenes of a live studio broadcast at Midwest Communications.

StartupBrew: Knowledge is Powerful

Wednesday morning’s session was held in collaboration with StartupBREW and carried the theme “Knowledge is Powerful.” StartupBREW is a weekly event hosted by Emerging Prairie that is tailored towards entrepreneurs and has a mission to learn, support and inspire community members. The session featured speakers from EKNOX Corporation and ILT Academy, both education-based startup companies. Glen Stevens, also known as The Mental Fitness Guy, joined the conversation to present a dynamic talk meant to boost mental agility, stress management and overall mental wellness for educators.

The Educators Lab: Putting it all Together

A notable addition to this year’s EDventures was the Educators Lab, led by Darcy Bakkegard, an expert in education and professional development. This wrap-up session was held on the event's final day and designed to be practical and inspirational. It provided education professionals with four hours to connect the dots from the week and, for those enrolled, complete their continuing education credits through North Dakota State University. Bakkegard skillfully tied together the various elements of the week’s events, helping education professionals translate the knowledge and experiences gained into actionable classroom practices. Participants left with a clear understanding of how to integrate the five essential skills into their teaching methods, thereby enhancing the educational experience for their students.

The Impact of EDventures

As the landscape of education and work continues to evolve, initiatives like EDventures play a crucial role in ensuring that educators are well-equipped to prepare their students for the challenges and opportunities that lie ahead. By providing hands-on experiences, focusing on essential skills and fostering valuable connections, the program has laid a strong foundation for enhancing educational practices and workforce readiness. The knowledge and strategies gained from this event are expected to have a lasting impact on participants, their students and the broader educational community.

An important

tool for matching candidate skills, education and experience to your open positions

In today’s rapidly evolving workforce and education landscape, Learning and Employment Records (LERs) have emerged as a crucial tool for documenting and verifying an individual's educational achievements, skills and work experiences. These digital records showcase credentials from past employers or educational and training providers, offering a comprehensive and accessible overview of a person's qualifications.

The significance of LERs

The importance of LERs cannot be overstated in today’s job market. As the nature of work shifts towards skillsbased hiring and continuous learning, traditional resumes and academic transcripts can fall short of providing a full picture of a candidate's capabilities. LERs address this gap by offering a detailed, verifiable record of an individual's skills and experiences, thus enhancing transparency and trust between job seekers and employers.

Benefits to job seekers

For job seekers, especially those with non-traditional education backgrounds or extensive on-the-job experience, LERs offer several advantages:

• Comprehensive documentation: LERs capture a wide range of learning experiences, from formal education to informal on-the-job training, which enables individuals to present a holistic view of their skills and achievements.

• Inclusivity: LERs benefit diverse populations by recognizing and validating skills acquired outside traditional educational pathways. This is particularly valuable for individuals who may not have a formal degree but possess extensive practical experience.

• Enhanced employability: By providing a detailed record of their qualifications, job seekers can more effectively communicate their suitability for specific roles, thereby improving their chances of being hired.

Benefits to employers

Employers also stand to gain significantly from the adoption of LERs:

• Holistic view of qualifications: LERs offer a comprehensive overview of a candidate’s skills and experiences, beyond what may be found on a traditional resume.

• Accessibility and trust: Digital records are easily accessible and verifiable, reducing the risk of credential fraud and increasing trust in the hiring process.

• Skill-based hiring: With a clear picture of a candidate’s abilities, employers can make more informed, skill-based hiring decisions, leading to better job matches and increased productivity.

• Encouragement of continuous learning: By recognizing and valuing ongoing learning and development, LERs encourage employees to pursue further education and training, fostering a culture of continuous improvement.

Adoption of LERs across industries

Several prominent companies and organizations have already embraced LERs. For example, Amazon in Fargo utilizes LERs to better understand the skills and qualifications of its workforce, leading to more effective hiring and development strategies. This trend is gaining momentum as more employers recognize the value of detailed, verifiable records of learning and employment.

Partnerships and collaborative efforts

Beyond individual employers, various educational institutions and training partners are also supporting the adoption of LERs. With The Chamber’s IgniteFMWF platform and strong partnerships between area schools, educators and the business community, the use of LERs is becoming more prevalent in our regional workforce strategy. These partnerships aim to create a standardized approach to documenting and sharing skills and qualifications, benefiting both job seekers and employers.

Enhancing career exploration and preparation for tomorrow’s workforce

What is work-based learning?

Work-based learning refers to educational experiences and interactions that integrate academic learning with practical, hands-on work in real environments. This approach aims to bridge the gap between education and the labor market while allowing students to develop essential skills and gain valuable experience and exposure to fields of work.

What are the key themes and benefits of this approach?

• Collaboration and stakeholder engagement: Working with industry professionals, community stakeholders, educators and students to create quality work experiences to prepare students for future employment and/or postsecondary education.

• Connecting education and the workplace: Emphasizing the relevance of core education and fostering a career mindset among students.

• Skill development and career preparation: Facilitating career exploration and teaching transferable skills to ensure students are ready for work-based learning experiences while also preparing them to be valuable assets in the workplace.

• Quality learning experiences and documentation: Creating and documenting quality, real-world or simulated work experiences and project-based learning for academic credit and skill assessment.

• Expanding educational opportunities: Broadening educational opportunities across all classes to produce choice-ready high school graduates.

Your insight, needs and voice will help guide our workforce development strategy

Industry Sector Partnerships (ISPs) are a strategic approach to workforce development that puts employers in the driver seat, and The Chamber wants you to get involved. Industryspecific businesses within our labor market will collaborate to align common solutions with education and training, economic and workforce development, and community organizations.

ISPs are employer-led to ensure that current demands are understood, ultimately yielding better outcomes for individuals and the entire system.

Effective ISPs address:

• Industry priority needs.

• Challenges and opportunities from individual employers.

• Current and emerging skill gaps.

• Communication of priorities to policymakers to design responsive solutions and align programs.

• Education, training and resources to serve employers and employees

Beyond providing direct funding to educate and upskill individuals, the Good Jobs Challenge grant also provides a framework to engage and connect every facet of a sector to better understand gaps and identify solutions. The Agriculture ISP will officially launch at the 2024 Big Iron Farm Show in September.

Inspiring and Educating OUR FUTURE WORKFORCE

This is what Jessie Roesler said about her experience with Aspire by Sanford, a program designed to inspire and educate elementary through college-age students about the medical field. For nearly 30 years, the Aspire team has introduced tens of thousands of students like Jessie to health care through career fairs, classroom visits, educational programs, camps, career coaching and more. Two of the most notable programs offered by Aspire include MedX and the Health Occupations and Professions Exploration (HOPE) Camp.

The MedX program assists high school juniors/seniors and college freshmen from the Fargo-Moorhead area in deciding what career path is right for them. This program is a great opportunity for participants seriously considering a future in health care, as they get invaluable firsthand experiences touring our facilities, engaging in hands-on activities and interacting with professionals.

To extend the program’s impact and make it more accessible to surrounding communities, Aspire started a MedX program in Grand Forks and created HOPE Camp in collaboration with local colleges and

“Attending HOPE Camp as a high schooler helped solidify my calling to make a difference through service in health care.”

universities. HOPE Camp is a summer program that welcomes 20 campers, aged 16-19, from primarily rural locations to visit college health care programs and participate in career exploration at Sanford hospitals and clinics.

So many success stories have come about since the inception of these programs. Students have gone on to become physicians, nurses, Aspire program volunteers and more. One of those stories belongs to Jessie, who was introduced earlier.

Jessie attended HOPE Camp as a high school student from Casselton. Nearly a decade later, she is helping inspire kids by volunteering with Aspire and working as a clinical care nurse leader on the inpatient oncology floor at Sanford Broadway Medical Center Fargo. In her role, she trains and leads nurses on her unit while also providing hope and care to patients experiencing cancer. Since joining our organization in 2019, Jessie has been honored by her patients and colleagues with several awards for selfless actions and innate caregiving abilities. She was even named one of our Sanford Health Brand Ambassadors in 2022, a recognition given annually to just 20 Sanford employees out of 50,000 who make up our workforce.

We are grateful to have Jessie on our team and hope to continue inspiring talented individuals like her to not only become health care professionals but also impact patients across our region as Sanford Health employees.

EGGS & ISSUES

Defending the Homeland

In a time marked by global threats, geopolitical tensions, domestic challenges and countless topics making national headlines, we sought to understand the state of our military and our region’s role in national security. From international missions and intelligence operations to disaster or emergency responses, our military plays a vital role in safeguarding our way of life.

Moderated by Brian Shawn, the event on May 7 provided unique and invaluable insights from Colonel Domitrovich, Commander of the North Dakota Air National Guard 119th Wing, as he discussed the invaluable contributions of our local military forces. As the sole Air National Guard Wing in North Dakota, the Happy Hooligans hold a significant national and global responsibility.

Colonel Kevin Miller of the 141st Maneuver Enhancement Brigade, North Dakota Army National Guard, and Major Zachery Hendrickson, Officer in Charge of the 2nd Combined Arms Battalion, 136th Infantry Regiment, Minnesota Army National Guard, also discussed the unique roles their units play in national security and within the FMWF community.

In a time of uncertainty and evolving threats, this event offered clarity, information and a deeper understanding of the threats we face and how our region’s military operations are central to our national defense and preserving our livelihoods.
