No Time to Waste Time With the amount of construction projects on the rise, contractors need to be able to rely on their equipment, technologies and people more than ever to get the jobs required of them done right...the first time

t surely is meant to be an exciting time in the construction industry. For the first time in 20 years, we have long-term sustainable funding for our infrastructure. Unfortunately, this confidence is met with much hesitancy in the industry. Supply chain shortages are still plaguing equipment manufactures. Labor shortages are still holding back companies from being able to grow and bid jobs. And the inability of Congress and states to implement the legislation is hampering the release of funds for project planning. All that being said, there are still reasons to be optimistic and make solid plans to compete for these dollars in the years ahead. In order to move forward, you're going to need to take a hard look at your company and the resources you have and see if you're ready to compete. here is a lot that’s involved with the purchase of an asphalt plant, but perhaps the most difficult and overwhelming part is obtaining the proper permits to be able to operate. Once you have the permits in place to operate, there is also a lengthy to-do list to make sure your asphalt plant maintains compliance.

Not only are permits hard to obtain, you also have to be sure you meet yearly requirements for your production facility.

PRODUCTION NOTES Plant owners and operators are busy and sometimes these important steps to operating your business can be overlooked. Many producers may not even know their permits have expired. However, it’s important to ensure you have obtained, and maintain, your permits to ensure you stay in compliance and avoid hefty fines. OBTAINING PROPER PERMITS Depending on where you are located, obtaining the permits to operate an asphalt plant can be a daunting process. When looking to purchase an asphalt plant, make sure you partner with your manufacturer from the beginning. Asphalt plant manufacturers have decades of experience in making sure you have the land and zoning required to operate a plant, and can help you obtain the proper permits required to operate. The first step is to know which plant you are hoping to purchase before you begin the permitting process. The type of system you want to build will determine many factors in obtaining the initial operating permits. On your application for a permit to operate, you need to be able to address the following: • Plant layout. • Emissions points of equipment • Site plan • Flow diagram • Fuel type(s) • Estimated emission levels.

Height restrictions (if applicable) Safety plan Spill prevention control countermeasure (SPCC) - if applicable • Traffic flow pattern • Stormwater permit Before you can move a single bucket of dirt, you need to have the above planned out and plant manufactures work with their customers to assist with these processes. To obtain more complex permits, manufacturers may also suggest potential asphalt producers hire a consulting agency to help as well. “Air permits are the number one permit we help obtain,” Jim Euler, President of DECA Environmental says. “This has been a requirement at asphalt plants and you have to allow 120 or more days to get the permit issued, depending on public comment. SPCC plans are required for AC tanks and fuel tanks and stormwater plans are also required by all states.”

Things you need to know during your air permit application: 1. Capacity of Production: ton/hr 2.Control Equipment: Baghouse or wet scrubber. 3. Number of Silos 4. Fuel Source: - Natural Gas - Propane - Fuel Oil - Waste Oil 5. Paved / Unpaved Roads on the site Once the air permit application is completed, it is submitted to the State Air Permit department. A specific permit writer will review the application and most often has follow-up questions that are technical in nature. These can relate to how specific rules factor in or site specific requirements, such as stack height above ground. YES, there is a rule for that and knowing how to answer these questions may be the difference between having a burdensome permit or not. PERMITTING IS DIFFERENT THAN COMPLIANCE Obtaining permits is only half the battle. Regulations for permitting can change regularly and you need to know how to understand the permit and figure out what is required of you for reporting and record keeping. For people who are not involved in the permitting process on a daily basis, it can seem unnecessarily complicated and overwhelming but consulting

Air emissions permits, for example, are often subject to state and federal rules, besides the requirement to obtain a permit, so it makes sense to seek help in managing your emissions and reporting requirements.

“With an air permit, you have annual reports, tonnage reports, quarterly reports and more,” Euler says. “DECA Environmental completes those detailed calculations based on your tonnage reports to create a record and keep you compliant.” This record-keeping at the plant is a continual process that will help ensure you’re in compliance. Some records to keep in mind: 1. Quarterly Report for tons of production monthly 2.Quarterly Deviation Report 3. Visible Emissions from the baghouse Stack 4. Annual Compliance Certification (ACC) DECA Environmental also recommends a “Compliance Calendar” to help maintain compliance by summarizing all of the report dates that is shared with the plant operator and owner ensuring these reports are submitted on time. Having this

partnership helps relieve the stress of the “environmental compliance” factor. STACK TESTING EVERY FIVE YEARS Your stack test is an important step to compliance and impacts your operations. The results of the test dictates HOW you are permitted to operate for the rest of the permitted period. Preparation is crucial in the process of passing this test. It’s easy to overlook something and discover too late that you’re on the road to failing. You don’t have to go through this alone, however. Many times your plant manufacturer will want to be on site a few days before the planned stack test to make sure the plant is meeting the most efficient running process possible. Technicians are willing to come out to conduct tests and make sure your plant is where it needs to be in order to pass. If you can’t have them on site, give them a call and

have them walk you through the things you need to verify before the test day. “A preventative maintenance plan is also key to passing your stack test,” Euler says. “You need to make sure you’re changing your bags, tuning your burner and doing black light tests to make sure it’s working correctly.” A consultant like DECA can also help coordinate these stack tests and verify your plant is ready to pass. “We always recommend having an engineering test done before the official stack test,” Euler says. “A few runs can help determine if you’ll pass because if you fail your stack test, you’re going to have to pay that $10,000 again for another test.” Also keep an eye on the weather as it’s a huge factor in stack testing, not only in regards to safety, but how much the moisture in the product affects the emissions in the stack. Any number of weather elements like temperature, barometric pressure and wind velocity

need to be factored into stack testing. You also need to make this a priority on the day of the test. You need to have enough production for three, 1-hour test runs and you want to be in control of that mix. Letting paving operations dictate production on this day is a recipe for disaster. If you have to postpone the test for any reason and cannot meet the deadline, ask for an extension as soon as you can and always remember to ask for help when you need it. Experienced consulting agencies can help coordinate the fine details of stack testing such as the coordination with the on-site state inspectors, coordination between the stack testing group and the plant personnel and, coordinating the pace of production between the 1-hour runs since there is typically 45-minutes of changing equipment between runs. Once the testing is completed, the samples are analyzed and the results are

summarized in a “Stack Test Report.” The report is required to be submitted to the state within 45-days. Once the report is submitted and you already know the results passed, then you can sit back and relax knowing your plant is in compliance. “Small, straightforward operations and large, complex facilities all struggle with creating efficient and accurate processes to keep them in compliance,” Euler says. Partnering with an expert in this area helps to ensure environmental compliance will is one less thing to worry about and you can focus on what makes money.

Asphalt Roller Design & Technology Advances in compaction technology are happening very quickly to help adapt to the changing demands on our equipment and our roadways

U

pgrading your fleet is an important way your company can stay competitive. With new equipment, comes new technologies and enhancements that help members of your crew work more comfortably and more efficiently. When it comes to asphalt rollers and road compaction, technology has been increasing steadily for years, improving performance and increasing the value of these machines on the jobsite. Rollers have been adapted to keep up with regulations, operator demand and with the ways our roads are being designed. "Innovation is an ongoing process on with equipment," Tim Kowalski, HAMM application support manager with Wirtgen America says. "We're always listening to contractors and changing our machines based on what they are saying and what their needs are. We're also changing the rollers to support the mix designs, the traffic loads, the type of materials, the oils that we're using and everything else that is changing.

"In order to get the same kind of performance out of the mixes that we're developing and putting out there on the roadways, we're not going to be able to compact them the same way," Kowalski continues. "So understanding that we have to think a little bit more outside of the box of how we're going to develop a roller to give us better compaction, faster compaction, longer lasting roads and that is what we're continually working on." INTELLIGENT COMPACTION AS STANDARD One technology that has been progressing over the years is Intelligent Compaction (IC). These systems feature an accelerometer-based measurement system, as well as GPS, infrared temperature sensors, and an on-board computer that provides real-time compaction information to the operator. There have been many advancements in IC over the past few years aimed at reducing the guesswork in the paving process but many contractors still have not adopted this technology. As a result, manufacturers are continually evolving

these systems to meet contractor needs. "Contractors what things simple," Kowalski says. "Engineers have a tendency to say, well, if I touch these 10 buttons to do one thing, that's great. But contractors want to touch one button that does 10 things. Our operations need to be that simple and intuitive for the operators if we want them to use the equipment effectively."

Roller technology is advancing to meet compaction and operator needs.

What is evolving then is the idea of "Sophisticated Simplicity" to help contractors with their jobsite demands and need for efficiency when using the machine. "The rollers are getting more and more sophisticated and we want to make it more simple for the operators to operate while also helping them to take guess work out of compaction," Vijay Palanisamy, director of product marketing and communications at

Dynapac North American says. "For example in our large asphalt rollers we have standard intelligence built in for asphalt temperature and impact spacing which provides basic intelligence for operators without lot of investment. This allows operators to compact at the right speed and also right temperatures." With the addition of Dyn@ lyzer intelligent compaction system, now the operator can get the full benefit of pass count, mapping of the job site and also stiffness readings which can be co-related to density. "This further helps both contractors and DOT’s to make sure the roller operator has completed the job at hand with specific boundary conditions and provides continuous feedback while performing the task," Palanisamy continues. "This is what we call Sophisticated Simplicity. The technology sophistication simplifies the operation of the roller." Even with simplified controls, these systems are seen as complicated and adoption doesn't happen until necessity; when a contractor is required to use the

technology on a project or when circumstances demand it. "Many customers have been hitting their density numbers for years because they have an experienced crew and there is consistency in their process," Brian Nagel, global sales consultant for technology & utility compactor at Caterpillar, Inc. says. "When one of those or one of the many other factors change, they could go from hitting density to missing it which could be very costly. A few misses in a paving season usually has that customer asking what they can do to prevent it and one solutions is intelligent compaction. When a roller operator can start visualizing what they are doing, changes can be made to improve results.” And many times contractors need help getting started on the path to full IC. "Many contractors still are not using intelligent compaction unless their project or DOT is mandating them to do so," Mark Eckert, global product manager at Volvo echoes. “This is mainly because contractors are still unsure of the benefits and the systems have notoriously been seen as difficult to use and expensive to implement.” Volvo recently launched Compact Assist Start to help customers take the first step into IC. “It's easy to use and with no setup required, it includes pass mapping and temperature mapping functionalities,

providing the operator with real-time data about how the job is progressing and is cheaper than a full blown IC system,” Eckert says. Another added benefit of IC? The "CYA" factor. Many projects are going to begin to require pass mapping documentation for density and IC gives contractors the assurance they completed the correct number of passes on each job. "The documentation side of things can also be used to evaluate what was planned for a job and what was done to identify areas for improvement," Nagel adds. "This might mean training for roller operators on proper turnouts to ensure coverage in transition areas or the temperature maps might show inconsistency in paver speed which can lead to inconsistent density. By providing more information to our customers, it allows them to make better decisions and be more consistent with their final product." SAFETY & COMFORT PARAMOUNT We all know that what's on the equipment is not as important as what's in it. Your people are paramount to your business and equipment is adapting to keep up with the challenging workforce demands our industry is facing. "Many customers are facing challenges with finding operators and often the operators they do have may not have in depth experience," Nagel says. "The more we can do as a manufacture to make these machines easier to use, the more successful operators will be and machine operators are a big focus." We know that an operator who enjoys running a machine is more likely to be more productive and come back the next day so a huge emphasis has been placed on making these machines easy to operate and comfortable. "This can be seen with customers who are choosing to buy machines with cabs to provide their operators with a more comfortable environment which makes employee retention easier," Nagel adds. "Our new line of asphalt

compactors have the ability to slide the full operator station left to right on the machine and rotate 360º. This gives the operator the ability to position their body in the direction most natural for the work they are doing and reduces strain. Along with this positioning are controls strategically placed within the operator’s zone of comfort. The machine’s steering control, for instance, is done by a unique hand wheel that is comfortable and easy to use and can be positioned in two different locations depending on operator preference." Another focus is consistency across different machines in the fleet. The ability to be able to run many different machines in the fleet is a huge advantage to operator-strapped companies. "The HAMM Easy Drive system is a common operator station, from machine to machine so that the

operator doesn't have to re-learn a dashboard when he's trying to run a machine," Kowalski says. “We have over 195 models of rollers and if you know three dashboards, you know every one of our rollers making it easy to go from machine to machine as all the buttons are in the same place as they are in any other machine." When an operator is working, comfort isn't the only factor to consider. They also need to be safe, and keep those around them safe. Equipment is being upgraded to help with more ergonomically placed operator stations, backup cameras and object detection sensors.

"Collision avoidance and sensors are going to become much more prominent," Eckert says. "Contractors are very conscious of work zone safety and as much technology that we can get that can make machines and job sites safer is one of more important things that we can do as manufacturers. The process of building a road isn't going to change anytime soon so it's important for all of us to work together and try to be as efficient as we can, and as safe as we can while we do it." IS THE FUTURE ELECTRIC & AUTONOMOUS? The short answer is yes. Cars, machines, construction equipment and more are all moving to electric operation that can operate autonomously. The path to getting there for out industry however is going to be a long one. Still, the future needs to look different

to comply with changing carbon emission regulations. "ECO responsibility is a key area of focus for Dynapac and we designed several technologies in to our rollers to reduce the carbon footprint, even with diesel powered units," Palanisamy says. "Dynapac's efficient eccentric system reduces the power consumption up to 50% when the vibration is activated. Also our Intelligent EcoMode continuously manages engine RPM based on the load, reducing fuel consumption up to 15%." Future machines are evolving to take sustainability even further. "Everybody's looking at autonomous rollers, more remote control, electric-driven, those are in the works," Kowalski says. "The biggest thing is, how long is it going to last? How long will that charge work for the operator? And then how do we charge it while we're on the job site? There are definitely things that we're looking at, and everybody else's, too." Manufactures have released concept electric equipment and will continue to test those machines with contractors. What you need to know? Autonomous operation of equipment doesn't need a negative connotation in an industry strapped for workers. "Automation and autonomy are a space that more and more customers and manufactures are talking about these days,” Nagel says. “Labor shortages in the construction industry are a big driving factor and the more manufactures can do to automate machines, the more successful we make our customers. Some are looking to make an inexperienced operator more productive through automation while others are looking to reduce the number of operators needed for a job because they can’t get them or so they can be redeployed to do other tasks. Whatever the reason, Caterpillar has been working on the journey to autonomy for a long time with mining trucks and that technology is now being scaled down for our other products." And some of that equipment is already available. "Dynapac is fully invested in Developing Z.ERA Range of asphalt rollers where practically possible to eliminate the need of fossil fuel and related emissions," Palanisamy says. "On this program our CC900e is already being delivered to select customers and we continue to develop more products under Z.ERA program." The equipment industry is changing very fast and contractors should expect to see some of these machines on jobsites soon and maybe have already experienced these machines. BOMAG, HAMM & Volvo have also released their concept machines and we're expecting to see more at bauma this fall in Germany and ConExpo 2023.

Choosing the Right Pavement Preservation Treatment

P

avement preservation is a longterm strategy that enhances pavement performance through a set of practices that extends the asphalt pavement life and improve safety. Such non-structural surface treatments include chip seal, slurry seal, micro-surfacing, thin overlays, fog seal and crack seal. A good handle on the current pavement condition is critical, including information on the type and severity of existing distress. TYPES OF DISTRESS ON PAVEMENT Pavement distress can reduce performance and shorten service life of asphalt pavements. To keep the pavement at a high service level, agencies should have a pavement management system (PMS) to collect data, analyze and implement costeffective preservation of the pavement. Also, agencies should consider particular distress types to understand the most effective treatment options. Functional: This distress occurs when the pavement is unable to carry out its intended function without

causing high stresses on vehicles. The cause of these failure conditions may be due to inadequate maintenance, excessive load weight or climate and environmental conditions. The functional distresses include fatigue cracks, block cracking, longitudinal and transverse cracking, reflection cracking. Structural: This type of distress is an irregularity in the asphalt mix or weakness of the base and subgrade levels. The structural distresses may include shoving, rutting and depressions. In these instances, pavement preservation treatments are not an appropriate fix. “It’s critical to understand what the distress is, because pavement preservation treatments may not be appropriate for that particular distress,” said Jim Moulthrop, former executive director at Foundation for Pavement Preservation. “Based on the condition, agencies can decide which would be the most appropriate treatment to use.”

IDENTIFY TYPE OF DISTRESS AND REPAIR OPTIONS Alligator or Fatigue Cracking: This is a series of interconnected cracks that form a series of small blocks resembling alligator skin. This cracking may be caused by fatigue failure of the surface after repeated heavy loads. The problem is roughness, indicating structural failure which the cracks allow moisture to infiltrate into base or subgrade, eventually leading to potholes if left untreated. • Repair: This cracking should be investigated to determine the cause of failure by digging or coring the pavement to understand the structural form as well as determining whether or not subgrade moisture is a contributing factor. Repair by crack sealing is generally ineffective. Instead, remove all distressed area and replace the area of poor subgrade (if necessary). Replace with the proper asphalt mix, patch over the repaired subgrade. Bleeding: This happens when there is a film of excess primer or tack on the surface

which can become sticky when driving and slippery when wet, creating loss of skid resistance. • Repair: Repair measures may eliminate or reduce the asphalt binder film on the surface but may not correct the underlying problem. Minor bleeding can be serviced by applying chip surface treatment, slurry seal or thin overlay. If the pavement is too rough or signs of movement, resurfacing may be necessary.

Consider full depth reclamation for this alligator or fatigue cracking as it is poor condition. Pavement Preservation & Recycling Alliance (PPRA)

Block Cracking: These are cracks that divide the pavement up into rectangular pieces. Larger blocks are sometimes classified as longitudinal and transverse cracking. Block cracking can be caused by the asphalt binder aging. • Repair: Strategies depend upon the extent and severity. If there is low severity (less than ½-in. wide), crack seal to prevent the entry of moisture into the subgrade through he cracks and further raveling of the edges. If cracks are greater than a ½-in., remove and replace with an overlay. Raveling: This type of failure is the wearing away of the aggregates from the asphalt, causing a loss of bond between the particles and the binder. Raveling causes loose debris, roughness and water collection resulting in loss of skid resistance.

• Repair: A raveling pavement should be investigated to determine the root cause of failure. Once identified, small areas of raveling can be removed and patched. If the pavement is structurally sound, a fog seal or slurry seal can be used to fix the issue. “There is a wealth of different preservation treatments that could be accomplished,” said Moulthrop. “It is primarily dependent on what the distress is.” SURFACE TREATMENTS Once the type of distress and cause of the distress to the pavement has been identified, next is to determine which treatment will perform efficiently. Chip Seal: According to the Pavement Preservation & Recycling Alliance (PPRA), "a chip seal is a roadway surface treatment that consists of a layer(s) of asphalt binder with a layer(s) of embedded aggregate." This treatment provides a new skid resistant wearing surface and slows down further deterioration of the existing roadway. Issues such as minor cracking, raveling or oxidization can be addressed with a chip seal treatment. Also, it can be used to waterproof a pavement prior to an asphalt overlay. Crack Seal: This treatment can be a cost-effective way to treat all types of cracks greater than 1/8-in. Issues such as block cracking, longitudinal cracking and edge cracking can decelerate the issues by applying a crack seal treatment. Fog Seal: This type of single application can renew weathered asphalt surfaces and improve appearance, seal minor cracks and voids which can inhibit raveling. Fog sealing can give two to four years of life extension depending on the current pavement condition. Slurry Seal: Slurry seals provide skid resistance and restrict moisture infiltration by

protecting the structure from further deterioration and raveling. Traffic can return to the pavement one to four hours after application. CONTINUING EDUCATION These preservation treatments have been around for a long time however, technology and education about the treatments have progressed over the years. As a contractor, it is important to continually educate yourself and your crews to remain relevant in the field. The Asphalt Institute has educational webinars/seminars and technical developments surrounding this topic, including best practices, design and application. The Treatment Tool box designed by the PPRA provides an interactive, easy to use guide to help identify potential treatment solutions by addressing deterioration before it starts. Also, tradeshows and conferences are a wealth of information to contractors looking to learn and expand their services. By utilizing educational programs, contractors can stay competitive in today's job market and gain knowledge to not only keep up with competition, instead increase your service offering and revenue.

Recruiting Women to Construction With an extreme lack of skilled workers in the construction industry, there’s never been a more important time to build a diverse and inclusive workforce

A

ccording to the U.S. Bureau of Labor Statistics, women comprise only 10.9% of all people working in construction and account for only one out of every 100 employees in the field. With over 80% of construction companies struggling to find workers, there has never been a more important time to build a diverse and inclusive workforce. As a female in a male-dominated industry, it's not easy to walk in to any situation or on any jobsite and feel completely comfortable. That would happen to me in any industry though and I can tell you from experience, that discomfort doesn't last. Like anything new, there will be learning curves, but the more you learn, the more you grow and the more respect you will earn from your industry counterparts, regardless of gender. Here are some things I believe will truly change the way women feel about careers in construction and attract them to our great industry. 1. MONEY TALKS When you look at the gender pay gap in any given industry, women lag behind in earnings. In the construction industry however, that gap is MUCH smaller than others. In 2018, women working full-time in construction and extraction occupations made $785 per week at the median, compared with $834 for men. The gender wage gap in construction is more narrow than

for women in the general workplace. While women overall earn 81 cents for every dollar earned by a man, women in construction make 94 cents for every dollar earned by a man. Add to that the fact that the construction trades provide well-paid jobs that do not require a college degree. Careers in construction also offer women job security, competitive benefits, paid vacation and the satisfaction of building something that really matters to the communities in which they live. We should focus on the benefits of these careers instead of the potential hardships. 2. TRAINING & ADVANCEMENT Like I mentioned above, no one is going to feel comfortable when they first start a new career, and construction is certainly no exception. There is unfortunately a psychological barrier for women to enter a job that they feel is a man’s job. But, women need to know that careers in construction are not just reserved for men. Jobs are for people. Period. Companies just need to train the right people, regardless of gender. What many workers, including women, don’t realize is that construction careers are accessible through apprenticeships, which provide paid on-the-job learning combined with post-secondary classroom instruction. Women-focused pre-apprenticeship programs have been successful in increasing women’s access and success in construction careers. Providing each new hire with comprehensive training will go a long way to making them feel confident in their work and this goes for all your employees, not just the newbies. 3. DRIVE THE DIFFERENCE This year, the theme of Women in Construction Week 2022 was

"Envision Equity" which aimed to raise awareness of opportunities for women to enjoy a wide range of roles in the construction industry, from tradeswomen to project mangers, to administrative right up to business ownership. These efforts will be fruitless and there won't be an increase of women to the industry though unless they are given the encouragement to seek these roles and the opportunity to advance. Children are being exposed to potential careers as young as kindergarten and the industry needs to start tailoring their message to young girls, not just the boys. We need to change the lingering outdated perceptions that exist of what it means to work in construction, not just amongst women, but amongst young people in general as those that influence them and their career choices are their parents and teachers. The industry also needs to advocate for equality. When women do enter these careers, company leadership needs to make sure they are being respected. Ensure that there are female Personal Protective Equipment (PPE) options in your catalogue which includes work clothing that fits properly and enables women to do their jobs comfortably, well and safely. Although this might seem basic, there are too many companies in the industry which do not yet do this. These jobs take work ethic, commitment and determination. If your potential candidate has those things, you can teach them the rest, regardless of gender. It's also time for women to see the construction trades as a viable career path and as an industry we need to work to normalize it.
