A Look Back at 2018 and What is Likely in

2019

Let’s take a look at what happened in 2018 and what this portends for 2019.

A

s we enter the second half of Donald Trump’s presidency it is clear that things are starting to change. Mostly, this benefits concrete contractors. The U.S. Supreme Court decided at the end of last year’s term that class action waivers in employment arbitration agreements are enforceable. This decision reversed the National Labor Relations Board’s efforts to invalidate class action waivers. Effectively, this means that all employers are more likely to use arbitration agreements to avoid costly litigation. The five member NLRB is now Republican controlled which means that the Board is likely to tilt the labor/employment field in favor of employers. That is already happening in some areas. For example, in September the Board issued a proposed rule that would

make it much harder for employers to be held liable for actions of staffing companies, franchisees and related organizations. In effect, the putative joint employer must exercise actual control over terms and conditions of employment. It is likely that the proposed rule will become final this Spring. Another area where the Board is shifting is review of employer handbook provisions. The Obamaera Board was quick to assume that handbook language was ambiguous and therefore could be interpreted as violating employees’ Section 7 right to engage in protected, concerted activity. Now, however, the Board will evaluate the potential impact upon Section 7 rights and the employer’s justification for the rule/policy. The NLRB’s General Counsel issued a memorandum instructing regional offices about the new test, and the memorandum essentially concludes that many rules that were once suspect can now be considered lawful. Examples include rules protecting confidential and customer information, rules prohibiting disruptive behavior, insubordination, non-cooperation

or defamation, as well as rules prohibiting disloyalty, use of company logos and speaking on behalf of the employer without authority. Still, some employer rules will be deemed unlawful, e.g., rules requiring confidentiality about wages or working conditions and rules prohibiting the joining of outside organizations. On balance, however, these are welcome changes in the Board’s policy. The pro-employer shift can be seen at other federal agencies also. The U.S. Department of Labor recently restored the use of opinion letters to answer wagehour questions. DOL recently held public “listening sessions” to hear employer comments about overtime exemption and the minimum salary test. It is anticipated that DOL may publish a new proposed rule sometime early in 2019, although that may be delayed pending appointment of a Wage and Hour Division Administrator. It is likely that any proposed rule would adopt a minimum salary test significantly lower than that proposed under the Obama administration. Not surprising given the

increasing attention the #MeToo phenomenon has generated, the EEOC reported a substantial increase in the number of sexual harassment claims filed. Appellate courts are increasingly finding that transgender and sexual orientation discrimination violate Title VII. This means that contractors must be especially careful dealing with these issues. Recently, a court permitted a website access lawsuit by a disabled person who claimed inability to access critical employer information about its hiring process. This suggests that contractors need to have their websites reviewed to ensure that the site is more accessible to those with disabilities. The Occupational Safety and Health Administration recently published its top 10 list of violations. Fully half of that list related directly to construction. OSHA’s top 10 for 2018: 1. Fall protection -- construction 2. Hazard Communication – general industry 3. Scaffolds – construction 4. Respiratory protection – general industry 5. Lockout/tagout – general industry 6. Ladders – construction 7. Powered industrial trucks – general industry 8. Fall protection training – construction 9. Machine guarding – general industry 10. Personal protective and lifesaving equipment – construction This list suggests that concrete contractors need to focus on safety more than ever, especially as it relates to fall protection. Finally, numerous new state and local laws will be taking effect in 2019. These include legislation regarding salary history, harassment training, criminal history, contraceptives, veterans leave, minimum wage and paid sick leave. Also, marijuana legislation continues: medical marijuana is now legal in

Missouri and Utah, and recreational use of marijuana is now legal in Michigan. Marijuana remains illegal under federal law and that does not seem likely to change while Trump is president. Naturally, this is not all that has changed or will be changing. Concrete contractors should stay tuned and pay attention.

Getting rid of the most troublesome floor problem.

T

he quest for inexpensive joint free floors to minimize maintenance problems with floors as they age is an on-going effort by many companies. In the 1980s in Europe engineer Xavier Destree placed high dosages of steel fibers in concrete (68 lbs/cu yd.) to construct floors with joints as far apart as 100 feet. In the 1990’s Latvian concrete contractor Janis Oslejs adopted Destree’s technology. Realizing that steel fibers distribute cracks and make smaller ones—even microscopic—shrinkage remained a problem. The technology did eliminate saw-cut joints but the cost was curled dominant joints every 100 feet as wide as 1 inch. Some of his steel fiber

floors also cracked badly. So Janis and his team set out to improve the system. They applied for and won a European Union technology development grant entitled “Eureka” which provided funding for a laboratory and research. In 2008, after years of experimentation involving Northern Europe’s leading academics and many field trials, in 2008 a system for production of zero shrinkage, unlimited joint distance concrete floors called PrimXComposite was patented in the Baltics. It involves the use of a proprietary shrinkage compensating admixture which causes steel fiber in the concrete to act as prestressed reinforcement Over the next decade, PrimXComposite became a leading industrial floor system in Scandinavia and the Baltics. During that time, the system was also installed in Europe, Africa, Asia, and the Middle East. Mike Gresser, owner of Gresser Companies in Shakopee, Minn., heard

about PrimXComposite in 2013 through mutual contacts. He visited Sweden to view and walk several installed PrimX floors and was very impressed. So he became the first U.S. licensee in 2014 and today is the Master Licensee Partner for the North American market. Gresser’s second generation 50 year old company focuses on larger projects that include high tolerance industrial floors, multifamily buildings, and projects with higher barriers to entry. Gressser seeks out experienced concrete construction companies with reputations for high quality industrial floors to become licensees. In exchange for a licensing fee, they receive a large exclusive territory, training, and a comprehensive support system including design, structural engineering, and access to the patented technology and its proprietary admixtures to create zero shrinkage, joint-free floors backed by a five year warranty.

QUALITY CONTROL The system includes comprehensive quality control measures including: Sub-grade testing: Plate load testing to verify the bearing capacity the sub-base, a more demanding test than is usual in U.S. floor construction. Admixtures: PrimX supplies their own superplasticizers and shrinkage compensating admixtures. Steel Fibers: Licensees purchase steel fibers from PrimX with consistent tensile strength, size and shape. Other fibers can be substituted once quality, strength, and design are certified by PrimX. Aggregates: Licensees provide PrimX with samples of aggregate and sand from their local ready-mix producers to test and develop the PrimX concrete mix design. Most aggregates in North America are compatible and suitable to PrimXComposite. However,

in some parts of the country with poor aggregate quality, aggregates may need to be shipped in from other areas. Cement: Batch plants usually have at least one cement type that is compatible with the system, so cement is rarely brought in for a project. Cement analysis is important because it influences the design of other mix ingredients. CONCRETE MIXES Concrete mixes are designed for good ductility and compressive strengths of 4,000 psi, but Gresser says it’s not unusual for final PrimXComposite designs to achieve strengths near the 10,000 psi range at 28 days. There isn’t anything unusual about the final mix in terms of ingredients, workability or placement. The placing-slump range of the concrete is 6 to 7 inches. Mixes include: • Local cement usually meets PrimX specs. • Large aggregate with a maximum size of 3/4 inch is typical. • Fine aggregate and sand sourced locally usually meets PrimX requirements • Superplasticizer called PrimXFlow is supplied by PrimX. What is important here is that concrete setting patterns are well established so licensees know what to expect when using this admixture. • Shrinkage-compensating admixture supplied by PrimX, called PrimXDC, expands the inner matrix of the slab after the

initial set, putting steel fibers in a pre-stressed compression. • Steel fibers, at 1.5” long, are typically dosed at the rate of 60-68 pounds per cubic yard. The fibers must be high quality and tested to verify consistent strength. As ready-mix trucks arrive on site, they proceed to two mixing and dosing stations. The mixing takes an additional 10 to 12 minutes on site.

attention that is needed for a slab to perform as it is designed. We are a selfperforming concrete and civil contractor so on some of our projects we have control of the sub-grade and sub-base prior to placing the slab-on-grade, but that is not always the case. At these times the challenge is with our customer is to get them to understand the importance of the base prep. “Quality control of both the sub-grade and sub-base is a big deal and is the key to the successful installation of any slab-on-grade project,” he adds. PrimX requires a “plate test” to verify compaction. The test is somewhat unusual in the U.S. for checking base compaction, but available in most markets. To perform, the test engineers place a 12 inch diameter steel disk approximately 1 inch thick on the ground and use a hydraulic jacking device to put a measured force on the disk. The disk is monitored by depth gauges to determine movement in the sub-grade. Movement beyond a certain limit means the sub-grade won’t properly support the concrete floor. The base requirement is 150-200 pci depending on design, a standard ACI sub-base recommendation. This requirement is not extraordinary but must be monitored

and validated prior to placement. When a concrete truck arrives at the onsite it stops at two mixing stations; one adds super plasticizer and shrinkage admixtures and the other blows in steel fibers. The final placing slump is approximately 6-inches. Steve Lewis of Lewis Construction, Schofield, Wis., a PrimX licensee, says his company locates construction joints in a floor so that they won’t occur in traffic areas. Per the PrimXComposite process, they also wrap columns with felt and plastic film and place three pieces of rebar around both columns and re-entrant corners for additional crack control. Concrete is placed and finished conventionally in a single lift. Following placement, workers place wet curing blankets and keep the concrete wet for 14 days. The slab can typically be loaded with lifts and equipment in 72 hours. Wet curing is critical to the zero-shrink process as the PrimXDC demands water to produce the zeroshrink reaction. After wet curing is complete, the floor slab is cleaned and a densifier is applied to complete the work.

BEING COMPETITIVE According to Gresser, the cost of materials for PrimX adds 65-80% to the cost of concrete versus conventional ready mix. In spite of these costs, PrimXComposite slabs can be cost competitive with traditional floors because PrimX engineered floors are thinner than standard floors for the same load ratings. Applications with higher load demands are even more

attractive because PrimX’s prices are often lower than conventional slab designs as loads become higher and traditional designs become thicker. For example, a conventional floor specified to be 7 inches thick, even with reinforcement, can usually be engineered to only 4 inches thick using the PrimX system. Malenich said they recently offered an owner an $800,000 credit for using PrimXComposite instead of a conventional floor specified with a double-mat of reinforcing steel. PrimX technology has been available in Europe for over ten years and is now the dominant system in Northern Europe. In the U.S., more than three million square feet has been installed to date and Gresser plans to install as much as 12 million square feet in 2019 in the ten states where they currently have licensees. “Right now we have proposals out for more than 60 projects in the US and Canada” he adds, “with more coming every week.” “We also have owners asking us for proposals in several states where we are still negotiating with potential licensees. This helps us partner with local best-inclass concrete contractors as potential licensee partners allowing them to see the process before committing.”

CONCRETE Placing lightweight concrete can be challenging, but if you plan appropriately, it doesn’t have to be.

A

s a concrete slab place and finish contractor, lightweight concrete is one of the most difficult mixes to place. Any project requires a certain amount of planning up front with regards to the mix design being used. The mix must be designed in accordance with project specifications, but project specifics make mix design or schedule

adjustments necessary to project success at times, not just beneficial to aid with placement. Often contractors rely on the concrete company to create a mix for pumping because lightweight mixes must achieve the specified unit weight, and because it is typically specified for elevated decks, the mix typically must travel through a pump and system to its point of placement. For that reason, most lightweight mixes have air content higher than the 3% maximum required by ACI for hard troweled floors. Concrete suppliers have told me air is in the mix to aid with pumping, and the theory is that the air dissipates through pumping to yield an end product with less than 3% to allow a hard-troweled surface. A contractor working a mix with higher than 3% air will not

successfully close the surface during the finishing process for a hard trowel finish, even if all the correct tools and workmanship is in place, which can lead to delamination. Checking air at the point of placement is therefore preferred, and checking at least the first three trucks to establish consistent air content is a good practice, even if the specifications require less frequent air testing. Lightweight mixes also typically contain a certain amount of water reducing admixture. Any mix, lightweight or normal weight, will lose slump as it runs through a pump and system. The more system, the more slump loss. The more twists, turns, elbows (especially 90 degrees), the greater the chances are that the contractor will have problems with the mix, the pump, or possibly both. These are sometimes problems a contractor can overcome during a pour, but occasionally they lead to long term problems with the end product, which is why it is important that the access for the pump on a lightweight pour is an uninhibited as possible. My preference with any mix is to limit admixture usage. Even though higher slumps can be achieved with admixtures, the mixes are sticky and set time is affected in ways that may be unanticipated, particularly in periods of extreme weather. In addition, some admixtures can potentially have adverse effects on follow on work to the slab if a decorative finish is specified. The defining characteristic above these concerns for lightweight is the aggregate, which is a very porous stone, such as vermiculite, perlite, or pumice. The porosity of the stone makes it capable of absorbing water like a sponge, and if the aggregate is not completely saturated with water prior to entering the pump and system, the aggregate will soak up any water in the mix, which will cause problems with workability once the mix is at the point of placement, if it even reaches that point; a dry, lightweight aggregate absorbing water in the mix within the line of a pump can and will cause a pump failure, which is very difficult for a contractor to overcome

during a pour. The contractor’s due diligence is to make sure the concrete supplier is soaking the aggregate prior to the pour. In winter when temperatures outside are below freezing, aggregate soaking becomes a challenge for the concrete supplier. As a project manager, I would visit concrete plants to see for myself what the aggregate soaking process entailed at least once; more than once if my crew was having consistent problems with a mix. What I found is that the typical aggregate soaking process involves a pile of stone located outdoors with sprinklers and soaker hoses doing

to visit the concrete plant and discuss with the quality control manager the method for soaking. Is the aggregate soaked indoors or outdoors? If the weather leading up to the pour is above freezing more than half a 24-hour time period for several days, perhaps outdoor soaking is acceptable. This method is preferred for larger pours simply because the space is not as limited. Making sure someone in the yard is regularly moving the aggregate so that the entire pile of stone, as opposed to just the top or bottom of the pile, is getting saturated is a necessary check. If the pour is occurring during a period of time with consistent

the work of saturating the aggregate. In winter with below freezing temperatures, this does not work. Even if water is left running overnight, frozen stone is not a good plan for a workable mix. A lot of bigger concrete companies do, however, have indoor, heated spaces where they can park mixing trucks overnight. I would ask them to store the aggregate within the drum of the mixer with water overnight before a big pour, which they would gladly agree to doing. I have found from experience that winter lightweight concreting in particular takes special consideration. All of the issues discussed above present challenges, but particularly with soaking aggregate in freezing temperatures, it is in the best interest of the contractor

temperatures for three days or more below freezing for more than half that time period, I recommend requesting aggregate soaking take in a climate-controlled facility. As mentioned above, the concrete contractor will usually accomplish this by placing the aggregate in the concrete trucks overnight and submerging it in water, storing the trucks in a warehouse that is heated. I like this method because submerging the porous aggregate in water should saturate it more efficiently than using sprinklers or soaker hoses on a large aggregate pile outdoors. However, the issue becomes the time period the concrete company is able to do this. Most companies are running other pours with their trucks the day prior, and so the aggregate soaking

does not commence until all the pours from the previous day are finished. This is an important consideration when it comes to the timing of the lightweight pour as the contractor wants the aggregate soaked as long as possible. The other potential issue with regard to soaking aggregate indoors in concrete mixers is the size of the pour vs. how many trucks will fit in the indoor space. This is another area where the contractor must discuss with the concrete company how much aggregate and water can be stored in each truck and how many trucks will fit in the indoor space. At this point, the contractor should run a calculation on the size of the pour and compare that to the amount of aggregate that will be soaked. Usually the pour schedule and sequence have been discussed and set for weeks if not months ahead of the pour date, however, an adjustment to the pour size may be necessary if there is not enough saturated aggregate available for that pour. If the pour size is 200 cubic yards, but there is only enough space available to soak aggregate for 100 cubic yards, the contractor should adjust the pour size accordingly to avoid issues with placing and finishing as well as handing over a consistent, quality product. As a contractor, I experienced challenges placing lightweight concrete from time to time in both summer and winter, but I found the winter months to require additional planning. Checking the temperatures several days prior to the pour is critical for winter concreting, and during that process, the contractor should be questioning how lightweight aggregate in particular is being soaked at the plant. Factors to consider include indoor vs. outdoor, the timing of the pour, and the size of the pour as a result of how the supplier is proposing to soak the aggregate. Asking these questions and taking a look for yourself are good practices. As contractors we are schedule-driven, and so adjusting times and pour sizes should be avoided if possible, but if they are necessary in order to deliver a consistent, quality finished product, it is in the best interest of all parties involved to do so.

The Veteran’s Memorial of Mount Vernon, Iowa An ode to the future, a gift for the past.

T

he selfless act of service and sacrifice is one of the most important elements of our country’s heritage that must be preserved.

In so doing, the act of honoring should bring together the past, present and future in order to foster a legacy of preservation. It is with this spirit that a memorial to veterans has been added to this landscape along The Lincoln Highway as it makes its way across Eastern Iowa in the town of Mount Vernon, Iowa. In 2014, the Women’s Auxiliary chapter from the small town of Mount

Vernon, Iowa, which is located just east of Cedar Rapids on Highway 30, met with Hahn Howard Post 480 of the American Legion to discuss the aging display and recognition of community veterans. Located in the town’s cemetery, the “monument” was limited to a plaque anchored to a concrete pylon; a weather-proof display case where names were periodically updated; and the proud symbol of America found in the U.S. flag.

Their interest was to generate energy and eventually contributions to establish a more recognizable and honorable tribute to service. Together, these two organizations turned to a local architect, James Baty of Sauter, Baty & Bloomquist, Inc. for ideas of how they could turn a few sketches into a vision and subsequent reality. After meeting with the leadership for both the Post and the Auxiliary, Baty took the concept of an eagle perched on a stone in a different direction, intent on using the creative flexibility of concrete to achieve a more permanent, memorialization that would significantly change the future of the community’s framework. Today, the memorial sits in a prominent location near the entrance to the Mount Vernon Memorial Cemetery, as the drive begins to climb the first hill. The memorial stands as a stark reminder of the permanence of sacrifice, loss, honor and service to embody both community and national pride. “The memorial is a contrast of a stark, pigmented concrete with the warmth of landscape and vegetation surrounded by generations of saints,” states Baty. “The modernism of the two concrete walls depict two hands that reach out; one a hand of veteran service displayed in the wall of honor; and another the hand of present, experienced by those sitting along the wall of contemplation. be maintained by these selfless acts and preserved in the memories formed.” When concrete was chosen as the medium for the memorial, Baty began to seek a true craftsman in the community with the experience and technology to turn the vision into a reality. Kelly Concrete of Marion, Iowa came to the table. A member of the Concrete Foundations Association (CFA), which Baty serves as Executive Director, made part of this involvement possible. “We live in this community and our kids attend the local school district,” states Chad Kelly, president of Kelly Concrete. “We do a lot of work around here and when Jim contacted me, my passion for this community and thankfulness for all our veterans made this a project we had to deliver.” Vision and reality are not always the best partners. The visitor to this memorial is met by a stark, worn figure

of a hand. Around the outside of this hand are the facts and depictions of what service means, where is it found and how has it shaped freedom. Along the inside of this hand are plaques that dedicate the countless names that traverse the years, held firmly in its grasp.

Entering the memorial site, the visitor is protected from the sounds of today and held in a place of tranquility by the wall that stands the test of time. On the opposite side, a shorter wall is topped by a concrete seat for visitors to sit and contemplate, providing the evidence of both present and future protected by the service of many. Here concrete planters promote life to grow amidst the digits of the living hand and bring together color and texture that draws the soul to tranquility and respect as the eye embraces the magnitude of the concrete structure inset with polished black granite panels. Between these two walls, a walk of remembrance, honor and personal commitment is found formed into the concrete plaza as visitors enter the plaza and walk along a memorial brick path. Formed of cast-in-place concrete, this wall needs no bracing, no supporting structure as it holds its own against the elements as the arcing, monolithic digits hold their own. Textured columns transition from digit (panel) to panel as an aged knuckle holds together the fingers of the hand that fought for so much. The texture for the columns was the first challenge and Baty turned to another CFA member, Scott Systems, Inc. out of Denver, Colo. A specialist in decorative concrete for transportation walls and bridges, Buck Scott, the

They would donate a series of liners cut to size with a cotton wood bark pattern that would generate the wrinkles of the knuckles. Baty next presented Kelly this final design and they began discussing ways of making it possible. They settled on a construction layout, adjusting the sizes of the straight wall sections so that forming modules of their Contech removable forms could be used. This was important to give the wall sections a sharp contrast to the variegation of the knuckles, which would be cast from Sonotubes with the liners set inside them. The largest question was whether it could all be cast monolithic or if the columns needed to be produced first and then connected by the wall segments. Kelly decided the only way to approach it was to mock up the wall segments in their shop. Plastic film was put down on their shop floor. Next, three different approaches were taken to the column/wall cast to see which

would result in the best containment and quality, particularly along the joint of the removable panels to the Sonotubes. In the end, it was confirmed that the columns would all be cast and tubes with liners removed. The panels would then be fit along the wall lines and at the points where the panels met the columns, notches would be left out in the liners to help control bleed. The next challenge was of course the layout on the jobsite. With no rectilinear relationships or dimensions, Baty produced a layout using four datum lines, the first a north-south orientation line defined at the jobsite and the other three tangent lines stemming from the three corners of a triangular median adjacent to the site where the memorial would sit. These identified the locus or home point for the main wall, which then could be used to locate the remaining control points for the two, four-segment walls set apart by more than 15 feet at the opening and 25 feet across the center. Kelly Concrete put their best layout foreman on the project and the entire plaza was loaded into their total station. As detailed as any house foundation, pins were placed for inspection of the two walls and the perimeter of the plaza deck. This gave the City of Mount Vernon a chance to also review the clearance to all surrounding cemetery plots. Once the pins were approved and the walls completely located, the team at Kelly Concrete took over the project fully. A massive foundation was installed 48 inches deep and 18 inches thick along the two scribed wall lines with vertical rebar at 12 inches on center extending for connection to the features to be formed above them. Next, in a replicated order to the successful test pour, columns with the elastomeric liner were set and concrete placed. This was followed by the forming for the 6 foot tall memorial wall segments as well as the 24 inch tall sitting wall segments.

On the interior of the memorial wall, twelve block-outs were attached to the panels. Each was made by a millwork specialist 4 feet tall and 17.5 inches wide with a two-step draft angle and a total of 2 ¼ inches deep. These would later receive the 16 inch x 46 ½ inch polished granite panels where the names of service men and women would forever be registered. Concrete for the memorial was contracted with Kings Materials from Cedar Rapids. The mix design was a 6,000 psi XCC mix typically used in the pre-cast industry. It was selected to bring high strength along with a smooth finish and accent the textures selected. Additionally, a pigment from Solomon Colors (#920 Charcoal) was added to decrease the starkness of the concrete. Later, pre-cast planters from Peterson Manufacturing were ordered for the sitting wall using this same pigment. All form ties were sleeved for removal so that no steel would remain to stain the concrete. As the panels were stripped, the natural textures of a cast-in-place concrete wall began to evidence the concept visioned for the project of an aged and worn hand of service. No finishing other than a matched color patch for the form tie holes was planned for the wall.

The plaza design was to deliver an on-grade entrance at a single drop-off location for accessibility. This challenge on a dramatically sloped site was met by using the sitting wall to act as a retaining wall. Once the walls were formed, a three inch thick concrete seat was formed over the lower wall. Kelly Concrete added a finishing touch to this seat by attacking it before it reached full strength and raveling the edges to give it a more natural or living feel. This further gave contrast to the starkness of the memorial wall. A drain was installed in the middle of the plaza and all deck concrete sloped ¼:12 to move water toward the drain, set to daylight further down the slope. Granite panels were later fabricated by Elite Stone of Lisbon, Iowa and donated to the memorial, fitting perfectly in the recesses and cemented into place. These panels were then caulked with a black caulking at their perimeter the depth of the first stage of the draft recess, leaving a wider gap to separate the concrete from the granite for framing. Designed by James Baty, FACI, a local designer to Mount Vernon and constructed by the professional concrete contractor, Kelly Concrete of Marion, Iowa along with the participation of King’s Materials, Elite Stone and Scott System, Inc. The memorial was given to the community to honor, educate and celebrate this legacy through funding and passionate leadership by Post #480 and the Women’s Auxiliary of Mount Vernon.

STAINING CONCRETE Products, applications and delivering a successful project.

I

f you haven’t noticed, concrete has become more fashionable in mainstream design. Although the use of colored concrete isn’t anything new or groundbreaking, the interest in concrete as a finished, functional surface has found its way into everything from modern furniture to commercial floors. The boundaries of texture, form and color

continue to push the material into new applications. When it comes to staining concrete, its vital to take a step back and ask yourself what both you and your client expects from the coloring process you plan to use. It’s important to underscore that in general, stains and dyes are not going to provide an opaque, solid color, but rather a variegated representation of color that shows off the character of the concrete surface it is being applied to. Generally, there are three different types of concrete stains: • Reactive stains • Water based stains • Penetrating Dyes

REACTIVE STAINS I’ve often referred to acid stains as the Ferrari of concrete finishes…beautiful, dynamic and important to maintain! This material changes the color of the concrete surface through a chemical reaction between the calcium hydroxide in the concrete and metallic salts in the stain, which are typically carried in a hydrochloric acid. This reaction creates a beautiful patina, with highs and lows of color that reflect the variations of the concrete surface. The range of colors is limited to earth tones and can be used on a variety of concrete surfaces. Important considerations for a successful finished product include:

• The concrete is fully cured • The surface is clean, and does not have any undesired variations from the curing process • The stain is applied in a way that does not leave application marks… spraying acid stain is preferred over rolling or applying with a brush. • Residue is completely removed after the stain has reacted and dried, and the surface is neutralized prior to sealing What you see is not what you get… the reaction process of this material will not reveal the actual color of the final product until the stain has completely reacted, and the surface is cleaned and sealed. The best type of sealer is applied. For interior floors, multi component epoxies and urethanes are preferred, while outdoor applications are best sealed with solvent based acrylic

sealers. Making sure that the sealer applied is properly maintained will ensure that the installation provides years of service.

WATER BASED STAINS For a slightly less challenging installation process with a wider range of

color choices, water- based stains are a great choice. This material combines pigments carried in a suspension of water and polymers to drive color into the surface of the concrete. This material is translucent, however will become more- opaque with multiple coats…a balancing act between achieving the

intensity of desired color while maintaining an unpainted look. As with reactive stains, surface prep and site conditions of the concrete are important as well as the following: This stain can be diluted and also combined with other colors to create a wide spectrum of colors and intensities of color. • Application method is more forgiving…you will see the color in real time unlike the reactive stains. • No clean up or surface neutralizing is required after applying the waterbased stain. • Layering of colors and creating more unique effects become a function of the application method, not the material. • Over-applying water- based stains can cause a build up of solids on the surface of the concrete, which will be unstable and prone to wearing. Just like reactive stains, apply the best sealer system for the application to keep the surface of the concrete from wearing.

PENETRATING DYES Typically used for interior floors, these dyes create intense, bright colors and are either carried in an Acetone or water solution. Traditionally used as a part of polished concrete floor, these colors are typically not UV stable and are used for indoor applications. Specific benefits of this method of coloring: • Intense, bright and translucent colors • Rapid surface penetration and drying make them ideal for stenciling and detailed artwork in slabs. • Much like water based stains, these colors can be diluted and combined to create multiple shades and tones beyond the standard color offerings. • Generally, concrete dyes are used in-line as a part of a floor polishing

system, where the color is introduced in-between steps in the grinding/polishing process. • For non-polished applications, the material is locked in with an epoxy/ urethane system.

DIFFERENT SUBSTRATES, DIFFERENT EFFECTS. Its important to remember that each of these topical stains will look and behave differently on each substrate you consider applying them to. When you consider the following surfaces, keep in mind these products will have a unique personality on each: • Micro toppings • Stamped/Textured Concrete • Burnished interior floors • Pre-cast elements • Ground and Polished Concrete • Sand Finishes Remember these materials are only a part of what goes into a successful project. Consider each installation as its own

unique situation, and do your homework before starting a project: • Evaluate the surface you are staining • Test on site with mock ups to understand how the products will look and react. This is not only great expectation management for your client but will also provide a clear road map for your crew to execute the install as expected. • When using multi component epoxies and urethane, make sure the moisture content of the slab conforms with the products you are using. • Confirm that your client understands that variations are inherent and expected with these kinds of products. • Establish the proper protocol with your client for how the installation will be cared for and maintained up front. om Schulz and Daniel De Wit aren’t your ordinary concrete contractors. They’re not really your ordinary anything. The two members of Ennis Art (Tom is the CEO and Daniel is the design associate) provide such a unique combination of skills and experience that it defies simple categorization, and their

prowess is one that’s a rare find across the nation. The uncle-and-nephew team uses a special blend of art and science to produce fine art installations on finished concrete floors, particularly designs of the labyrinth variety. That’s what led the two to Lawrence, Kan., in the summer of 2018. Their services were hired by the leadership of the

community’s Peace Mennonite Church, which had recently undergone an addition and renovation.

DEFINING THE SCOPE Before construction began in April 2018 to double the building’s square footage, the church’s building committee discussed what it wanted out of the floors. “Concrete floors were something that we were interested in for environmental reasons,” says Joanna Harader, pastor of the Peace Mennonite Church in Lawrence. “Concrete is just a lot more environmentally friendly in a lot of ways, but we were also really concerned about the aesthetics. We wanted it to still look nice.” A member of the building committee found a video of stained concrete, which led to the realization that their floors could be much more interesting than just polished concrete. “I asked if we could do a labyrinth, and that’s how we got connected with Ennis Art, because Tom Schulz is one of the very few people in the country who does labyrinth installations in concrete,” Harader says.

discussions with Ennis Art about creating and executing these designs, the scope of work quickly grew to include finishing and coloring the building’s entire concrete floor. That involved a challenge of one uniform aesthetic on essentially four different types of pours. “The original concrete floor, which was covered with VCT. There were some patches, there was a new pour, and kind of the merging in between those,” De Wit says. Finding a solution for the varying pours and conditions took some experimentation, but that was nothing new to the team. They had previously worked with PROSOCO’s Consolideck products for an intricate watershed design on the Hitchcock Center for the Environment, a Living Building Challenge project.

DOING THEIR HOMEWORK Prior to arriving on any jobsite, the Ennis Art duo spends hours in their

Asheville shop to determine precise formulas according to what the owners want out of their floors. “We’re always experimenting and making samples,” De Wit says. “We do a lot of our investigations in our workshop on cast pieces that we make specifically for test purposes. So developing the different samples informed us on how we can approach new installations, but we’re always having to change things slightly with this floor in particular. Certain parts were much darker than others. Certain parts were more open or closed depending on what existed in the concrete before we got here. Sometimes we have to make artistic decisions that are variations on the formula so that the final product looks closer to the actual sample.” In this case, the church wanted an organic, green, mottled effect throughout the entire building. Schulz and De Wit would need a system of products to produce a uniform appearance and

sheen on a variety of floor conditions. “We thought that the PROSOCO products would be great because they have an opaqueness that would allow us to equalize out some of those discrepancies from the different old and new pours, and then also where different material had been glued down or applied to the floor back in the day,” De Wit says.

TIME FOR MORE TESTING Still more trial-and-error awaited Schulz and De Wit once they arrived on site in Lawrence. Neither one really knew exactly what combination of products and processes would work until they saw the floor in person. They arrived on site to discover their first challenge – a significant amount of adhesive left on the concrete after the VCT was removed. Here’s the sequence that followed: • To allow a stripping agent to reach the adhesive, they cleaned the

whole floor with 2010 All Surface Cleaner. • Once the floors were cleaned and wet-vacuumed, they tried Wax & Cure Remover, which De Wit says worked but not quite well enough. “There was a lot of intense glue and mastic that was left over from the tile,” De Wit says. “It was really cooked in and penetrated deeply into the surface.” • They then tried Cure & Seal Remover, which did the trick. “We used that throughout all of the historic parts of the building where the tile was applied.” • After the floor was stripped, De Wit and Schulz used a combination of hand-scrapers and abrasive buffing pads, and wet-vacuumed up the residual sludge using water and 2010. • SafEtch was then used to open up the concrete’s pores. • And finally, 2010 was applied again

at a very mild dilution to remove the residue and leave the floor in its most clean and open state.“From there, it was ready to apply the ColorHard,” De Wit notes. • To achieve the desired look, the team used four different shades of ColorHard, mixed with LS densifier/hardener, at varying dilutions. • Copper Patina: This color is similar to the Statue of Liberty, De Wit says. Used at 30:1 dilution. • White: To give the color some nice highlights at a 40:1 dilution. • Emerald: Diluted at 60:1, or exactly half-strength. • Serpentine: Used last to “settle everything in and mute it down.” Used at regular strength, 30:1 dilution. “All four of these layers were applied with a one-gallon tank sprayer,” De Wit says. “Sometimes we used a textured roller to make a more uniform mottled effect.”

That produced a controlled but still ancient, mottled and organic appearance. “…and then we finally applied two coats of PolishGuard which was then burnished to bring up the total shine and to give it a cohesive final coated layer.” All the trial-and-error “is very sitespecific, in-the-moment, conscious artistic decisions to get a final, consistent result,” De Wit says.

ART DOWN TO A SCIENCE The work that Schulz and De Wit do is no doubt art. But it isn’t as simple as oil paints on a canvas. Their work is often not even as simple as applying a stain to a concrete floor. Because every concrete floor is different, with varying factors – conditions, blemishes, previous treatments, desired performance and aesthetic -- that affect their artistic efforts. They mix, they measure, they test meticulously, they document, they experiment, they frequently start over again, and they execute. As purveyors of artistic designs on a chemically reactive surface like concrete, Schulz and De Wit have long understood the intricate balance between their

creative endeavors and the chemistry of their substrates and products. “Tom’s a fine artist and painter as well as having a background as a contractor,” says De Wit of his uncle. “That informs how we approach our installations. He has developed a way of using watercolors to reflect the colors available in the ColorHard pigment charts, and now he’s able to make a representation of the PROSOCO products with the watercolors, which is how he develops the designs.” Those designs are in high demand as more people are turning on to the aesthetic effect of concrete artwork. Friday of each month. “It’s a flexible space and a worship space,” Harader says. “On Sunday mornings, it’s not set up in a way that people can walk it, but a lot of times that space will be open and people can use it for the meditative walking.” At the renovated church’s open house in mid-August, more than 100 people came through to see the new building and floors. Church members invited their friends and family, and people even came in from out of town for the event. On the first Sunday that the church was open for worship, members were asked to walk through the building and put up sticky notes with comments on details they especially liked. Harader noticed many of the notes on the floor’s two pieces of artwork. One note just said, “Wow.” “I’ve heard a lot of positive comments from people who like the designs, but especially when you walk right in and that Tree of Life is right there, that’s something that people really notice,” she says.

A Texas concrete slipform paving contractor is taking advantage of the cool and uncongested early morning hours before sunup to start the day’s work, and end it before noontime.

T

hat's the game plan for constructing miles of concrete pavement for a massive residential project now underway on the site of the former Texas World Speedway just south of College Station, and it's one to which the company adheres for most of its concrete paving projects. There, Larry Young Paving Inc., Bryan, Tex., began paving at 2:30 a.m.

and knocked off about 11 a.m. Starting early resolves issues of faulty curing due to the excessive heat of the day, and eliminates hold-ups of mixer trucks in crushing urban traffic. The development, Southern Pointe Community, ultimately will house some 2,000 residences, businesses and parks. About 100,000 cubic yards of pavements will be constructed there in coming years. "We're taking the old Texas World Speedway, demolishing it, and putting in

a residential development," says Wallace Phillips, developer of the Southern Pointe project. "We're looking at a 12-year development plan within 654 acres, and we're in Phase 1 right now." Larry Young Paving was founded in August 2005, but Young already had extensive experience in Texas concrete paving. "I've been in the business all my life," says Larry Young, president. "We do public infrastructure concrete paving, like municipal construction, but we also do commercial jobs like shopping malls." "We self-perform dirt or site work, utility work, asphalt and concrete slipform paving," says Mark Schinzler, operations manager, Larry Young Paving. "On any day we have at least 300 people working for us. We're licensed in Louisiana, Texas, South Carolina and Mississippi." Initially the firm started as an asphalt paving contractor. "We decided to diversify to chase larger projects, so we added curb-and-gutter concrete to our portfolio, then stepped up to concrete slipform paving, as that's where the market was heading," Schinzler says.

ENTRANCE TO DEVELOPMENT Texas loves its concrete. "The governments are looking for longevity and

durability," Schinzler says. "For example, the city of College Station now is specifying that all new residential streets be of portland cement concrete, with most of them slipformed." This gives Larry Young Paving a big advantage, as it's the only contractor in town with a slipform paver, a two-track SP 62i from Wirtgen Group. In October 2018, this paver was put to work in the pre-dawn hours at the Southern Pointe residential development, placing a 2,200 ft.-long pavement 19 ft. in width, some 1,100 cubic yards of concrete. This pavement will serve as a southern grand entrance to the entire development. "We're placing half the 38-ft.-wide roadway, with a longitudinal joint in the middle using tie-bars," Schinzler says. "As soon as we finish we'll get off of that, and three days later get back on it and place the other side." Slump of the concrete is 2 to 3 in., Schinzler says. "We need a low slump so it will stand up on the sides and curb," he says. "Consistency of the concrete is very important for the pour, obviously. It's a city mix with crushed river gravel which will reach 3,500 psi in 28 days, but historically it will be close to that in seven days."

Hydraulic vibrators are set at 16 in. spacing and the frequency is 125 vibrations per second. Crown is 3 percent from centerline and is controlled off two stringlines. The SP 62i can run slope control up to 16 ft. (4.5m) if contractors want to run without a string on one side. Texas DOT slipform paving typically is on a cement- or lime-stabilized base, with an asphalt pavement bond-breaker, topped with fresh concrete, he says, adding cities are doing lime stabilization, then concrete, with no asphalt seam. "This pavement is a jointed concrete pavement, not continuously reinforced, placed on a 6-in. lime-stabilized subgrade, Schinzler says. "We've done both continuous and hand-jointed work with the paver, from 7 in. to 11 in. in depth." While the work itself is not within the actual city limits of College Station, it lies in an ETJ, an extraterritorial jurisdiction, which under Texas law permits municipalities to control and harmonize development in areas which will be annexed in the future. In addition to the SP 62i the firm has a WR 2000 XL recycler/reclaimer and a W 150i cold mill from Wirtgen; Vision 5203-2i, Super 1703-3i and Super 13002i asphalt pavers from Vรถgele; and four Hamm tandem rollers, an HD+ 110i VV, HD+ 70i VV, HD 120i VV and HD 14 VV CompactLine roller. The firm also has a Hamm H 10i P single-drum soil compactor. "We believe in Wirtgen Group equipment," Schinzler says. "We've had

huge success with most everything we've bought from them. Their technical and application support is phenomenal, always there to answer questions regarding operations and mechanical from us." The SP 62i places concrete slabs from 6 ft., 6 in. to 24 ft, wide, and up to 18 in. deep, but also places curb with the right mold. "We're getting new curb molds developed that will let us place a 'lay down' curb, as opposed to a 'stand-up' curb," Schinzler says. "We'll do it with the 62i, pouring monolithically with the pavement. At the track we are doing it all with the curb profile that the city requires." College Station permits concrete placement at 35 deg F and rising, but that's not been an issue as the ambient working temperatures have been 60 to 80 deg F in October. Temperature of the concrete must be below 95 deg F or the load is rejected. Concrete was supplied by Knife River Corporation.

"That's part of the reason we pour early in the morning," Schinzler says. "That, and traffic concerns, as it's much easier to get the material there that early. In Houston, most of the contractors place their pavements at night and structures during the day. But we do night and day."

EXPANDING PAVER FLEET Larry Young Paving took possession of its SP 62i immediately after World of Concrete 2018, where this particular machine was the centerpiece of the Wirtgen Group stand. "We actually bought the machine before it went to Las Vegas, where they used the machine in the exhibit," Young says. "We then transported it back to Houston where it was prepped for us." "We were chomping at the bit for it to get here," Schinzler says. "Within a week we were paving with it. We had some existing older slipform machines, but once we achieved a certain volume

of work, we decided we'd look at newer product, that we could gain training on -- eliminating a steep learning curve -- and not have as many issues during a pour as with the older equipment. Now the crews are all experienced with this machine, and are comfortable with paving and getting a good finish." "One of the incentives to getting this paver was that the manufacturer provided the training at no additional cost," Young says. "If we had bought a used machine we would not have had the benefit. Before we bought the machine we went to Wirtgen's Center for Training & Technology in Nashville and saw the 62i and 92i machines. "We discussed items we'd like to add, such as the placement conveyor mounted to the front of the machine," Young says. "It's not a standard item and may be the only one like it in the world. Essentially a dedicated placer is mounted to the machine, which we

use for narrow widths like 12 ft. where there can be accessibility issues. At the 19 ft. paving width at Southern Pointe it becomes harder to reach, so we have a separate placer for wider widths, which we are using at Southern Pointe. And if the separate placer goes down, we have the paver-mounted placer as a backup." "A paver-mounted conveyor could detract from smoothness, but Larry

Young Paving has proven that a single unit can both place and pave with excellent results," says Tim Nash, Wirtgen director, concrete products. TWO TRACKS The SP 60i platform of pavers is available in two tracks (SP 62i) and four tracks (SP 64i). "We chose the two-track because we feel it gives the pavement a smoother ride," Schinzler says. "It's also more compact and easier to move. There is a little

more to deal with when you have four tracks. There are a few added capabilities that the four-track machine has, but for our purposes, two tracks are quite sufficient. It also has a smaller footprint while paving. And since we do a lot of municipal work, and wanted to have the small placer attached to the front, you could not do that with a four-track model as two of the tracks are placed too far forward."

Quiet operation was another aspect Larry Young Paving looked for in a paver. "If there's one thing that's pretty miraculous, it's how quiet it is when it's running," Schinzler says. "Even as it's running, it's hard to believe that it's even on. When vibration is on, you can feel it, but it's nowhere near our older equipment, which were so loud and the vibration would rattle your teeth. It's a vast improvement, while putting out a phenomenal concrete mat." The paver is provided with a "Super Smoother" that serves as a robotic float. "It's really handy because you don't ever have to remove it from the machine. Instead of having to remove it before travel, you just fold it up and travel," Schinzler says. "It does a really good job of cutting 'bumps' and finishing the concrete after it comes out of the paver. The paver also is equipped with the WITOS telematics diagnostic system. "WITOS has helped the maker diagnose

equipment codes for us," Schinzler says. "I can't say enough about the support that we've got from the Wirtgen people, either on or off the clock." That's important, he notes, because the machine is technologically advanced with many multiple options. "There is a lot of technology in this machine that will really, really help you produce a product out the back that other people can't even touch. You're talking about IRI values in the 30s, even pushing into the 20s. You're talking about a smooth, smooth mat." At day's end, the paver is easy to clean, Young said. "It takes about two to three hours to clean this machine, with its built-in pressure washer," he says. "A lot of people don't take care of their machines the way we do, so ease of cleaning is important to us." "Our relationship with Larry Young Paving is great," developer Phillips describes. "They are an outstanding

Finding a Way Through the Confusion OSHA Crane Operator Certification

Q

uestion: There has been an increase in the communication of regulation for crane operator certification from OSHA and now we are being told our operator must be certified. We own a single articulating boom truck that delivers baskets of forms to the jobsite much like the delivery trucks from the local lumberyard. Is it true we must now seek certification for

this operator and if so, by what date and where can we go to get it?

NSWER: Crane operator certification has been a decade-long discussion topic around the concrete foundation industry, well actually all industries. OSHA published the final crane standard on August 9, 2010 after nearly a decade of negotiated rule making all the way back to 2003. During this time period, the serious discussion of employer

responsibilities for any and all cranes was completed, and a four-option certification scheme developed. These were: Option 1: Certification by an independent testing organization accredited by a nationally recognized accrediting organization; Option 2: Qualification by an employer's independently audited program; Option 3: Qualification by the U.S. military; or Option 4: Compliance with qualifying State or local licensing

requirements (mandatory when applicable).

THE REGULATION HISTORY These options were documented in 29 CFR Part 1926.14272. Once published, a series of delays in the ruling for Crane Operator Certification proceeded in order to ensure competency and to establish proper training and certification programs. Set to take effect on November 10, 2017, the ruling was then delayed for one more year until November 10, 2018 in order to coincide with further updates to subpart CC, known as “the crane standard”. While delays like this begin to question the actuality of any final implementation step, they ultimately provide for adequate planning and preparation for employers to determine their ultimate responsibility and leadership for the regulation. The final ruling becomes effective on December 9, 2018 and employers have until February 7, 2019 for evaluation and documentation requirements. This is the hard edge to the issue but given your position in the residential concrete foundation construction industry, there are a lot of soft or gray edges to the issue that are both an opportunity and perhaps a requirement for you to pursue. Under this final rule, “employers are required to train, certify/license, and evaluate operators to safely perform crane activities.” According to the final ruling, it is likely that operators in this industry will be certified on the chosen crane type only since capacity is more a function of reach for your operations. However, OSHA does option for crane type and capacity certification as well. What does this mean for employers in this industry and how, if at all, are you exempt from the requirements? This may be seen as a common misconception to the language of the ruling and is why this is also an opportunity. The CFA hosted a presentation by Jay Sturm, certification and training consultant for Cranes 101, an accredited third-party certification company during Concrete Foundation Convention 2018 in Midway, Utah.

During that presentation, Jay offered, “I take this business and separated it into two pieces. As a business owner, I find it important to look at the perspective of liability as well as that of safety. We all want our workers to go home safe and to make for a safe jobsite. We also have to consider liability. There’s things that we are going to do to protect our liability that will also enhance safety.” When looking at the requirements of OSHA’s final ruling, the employer responsibilities for accessing, providing and paying for operator certification are important to understand but also seeing it as perhaps the best way to protect the company while advancing worker proficiency are your opportunities. What Do Construction Foremen Really Do?

T

oday, the construction foreman is one lost soul! For many, it is merely a glorified best worker or leadman position. They really aren’t in charge of anything nor do they really have the authority to execute needed plans on a site. What a complete waste of human potential! The construction foreman, if positioned and supported right, should be one of the most important and critical leaders to achieving success for the construction projects engaged. Let me share with you what good construction foremen demonstrate. 1. Seek work plans early The best foremen are those who regularly ask for their next project's file. They want to get a head-start in reviewing plans, locations, job profile information on the customer, surrounding challenges, etc. Receiving the project info on the same day they are to start leads to quality, safety and morale problems. 2. Study plans and ask questions The best foremen want to study their plans, review their detail list of needed tools, equipment, materials, and to identify early who are the other contractors involved on the project. 3. Follow proven methods The best foremen don’t “experiment” without a prior reason and discussion to do so. “Proven Methods” best represent a company’s Standard Operating Procedures. For the smart contractor who has taken the time and pain to develop written SOPs, the foremen will find greater achievement. Contractors who follow written SOPs, increase their productivity, foremen pay, project quality, and make going home every day healthy and

unhurt a 100% guarantee. 4. Update their leaders regularly The best foremen simply keep their leaders updated on a regular basis. They are transparent and realize that their leader, if updated, is better prepared to answer questions from the customer when caught off guard, AND, provide greater insights and consulting back to the foreman that can help the job process improve. 5. Prepare & organize every day The best foremen prepare each new project, and each new day, as if it were the first time they led a project. There is a reason great athletes, and great teams, practice warm-ups and basic drills daily, prior to entering the more intellectual part of their preparation for their next opponent. This can include ensuring that every truck and trailer is packed with all the needed tools, equipment, components, etc. This moves forward by doing a daily walk-about their jobsite, upon arrival, to ensure that no safety risks exist, and that overnight “project demons” have not changed or damaged the previous day’s effort. 6. Explain the who, what, how much The best foremen consistently communicate with their crews who is assigned to what action and efforts. They also communicate what the needs of the project are that day. “Do we need to do some extra housekeeping? Do we need to start tearing down, clean, clean-up and stack the forms, etc.?” And, the best foremen always discuss “how much” needs to be accomplished by lunch or the end of the day. This sets daily goals and gives the crew something tangible they can strive to achieve.

7. Hold crew, selves accountable The best foremen hold their own workers accountable by insuring the timely arrival to work, proper use of time during the day is followed, and that no one quits for the day too early and not before there is some level of housekeeping completed. When a worker fails in their duty, they are spoken to first, reprimanded on a second incident, perhaps disciplined on a third offense, and even terminated on a fourth. 8. Use authority wisely, respectfully The best foremen use authority as needed to get jobs ready, executed and cleaned-up so they can move to the next project. The best foremen feel empowered to lead their workers to be the beset crew possible in completing work, win the trust of their customers, and continued faith in them by their senior leaders. The best foremen realize their work efforts and results influence their pay, their level of trust and respect among senior leaders and the owner, and, has the most influence for their own promotion to higher levels of responsibility. What do foremen really do? I think a lot personally. Show me a great foreman and I’ll show you a leader who trains their followers, spends more time with new employees and those who are challenging the SOPs or the company’s requirements, and finally, who takes pride in being a leader. Be the foreman who strives for excellence. Pay no attention to other foremen who make fun of your preparation and organizational habits, knowing you will be rewarded while other non-performing foremen may find themselves not doing things the right way…for another contractor.
