Outlook Hinges on Federal Funds

THUS FAR, CONSTRUCTION economists seem mixed in their outlook for 2019. More conservative forecasts call for single-digit growth over 2018, as activity begins to stabilize in some industry sectors and cool in others. Only time will tell if such predictions will hold true — particularly if an infrastructure funding boost becomes reality in the New Year.
If it does, most forecasts could go out the window, depending on when funding becomes available and the dollar amount secured. Overall, transportation fared reasonably well in 2018, and looks solid going forward. Out of the $20 billion designated for infrastructure, highways received an additional $4 billion, with a similar

amount expected in FY 2019. In addition, voters approved 81% of roughly 540 state and local transportation-related ballot initiatives during the 2018 primaries and mid-term elections, meaning not only further funds but a strong appetite for continued transportation investment. That appetite will likely become more ravenous. According to a new report from the National Academies of Sciences, Engineering, and Medicine, “The future of the U.S. Interstate Highway System is threatened by a persistent and growing backlog of structural and operational deficiencies and by various looming challenges, such as the progress of automated vehicles, developments in electric vehicles, and vulnerabilities due to climate change. Unless a commitment is made to remedy the system’s deficiencies and prepare for these oncoming challenges, there is a real risk that the nation’s interstates will become increasingly unreliable and congested, far more costly to maintain, less safe, incompatible with evolving technology, and vulnerable to the effects of extreme weather.” (Learn more about the report at www.ForConstructionPros. com/21035668.) Clearly, conditions on U.S. roadways and bridges are only going to get worse. There is urgent need to not just “stem the bleeding” by repairing existing structures but to replace and expand outdated infrastructure. There are positive signals coming from Capitol Hill that more funds may be coming. The Trump administration indicated it is preparing to try again to secure $1 trillion more in funding to upgrade the country’s road, rail and energy infrastructure. While an earlier attempt placed significant onus on state and local governments to develop revenue sources as part of the overall package, those familiar with the administration’s recent efforts claim more federal funds will be included this time, which could make the plan more palatable in the new Congress, particularly among Democratic leaders in the House. Still, it’s hard for anyone to get their hopes up given the extreme partisanship seen in Congress throughout the past decade. Unless the infrastructure proposal is seen as a substantial win for both sides, it’s unlikely to secure the support needed to make it through the House and Senate. This would prove a tremendous loss for the American public. The Republicans and Democrats have signaled a willingness to come together on this issue. Be sure to urge your state representatives to make infrastructure investment a priority, because lives and livelihoods hinge on it. We’ll share more about what may be to come for both the construction industry and infrastructure development in our annual state of the industry reports next month. ET

ost of the developed world outside of North America has long been sold on the benefits of wheeled excavators. But recently, there has been renewed interest in the benefits these machines bring to congested areas — particularly areas like the Northeast United States, where closing down major transportation arteries to complete construction creates undue hardships. New sizes of wheeled excavators are competing with more traditional machines, such as backhoe-loaders, in some of these regions. “We have seen a steady increase in the sale of wheeled excavators in general highway and bridge construction, especially with the increasing need for the U.S. to fix its deteriorating highway and bridge system,” says Marcus Barnes, product specialist and internal sales coordinator, Liebherr USA. “A contractor should consider a wheeled excavator in their equipment fleet because of the versatility it gives you for road and highway construction or for large site development jobs.” Contractors increasingly realize the versatility wheeled excavators offer. “The standardization of attachments allows a contractor to make the wheeled excavators the Swiss army knife of their fleet, capable of everything from cutting brush to trenching and demolition work,” says Matt McLean, product manager, wheeled excavators, Volvo Construction Equipment. “Our data shows industry-wide adoption (at the time of this article) is on pace for 23% growth from 2016 to 2018. Wheeled excavators are gaining acceptance at such a rate in North America that I don’t believe they’re viewed as niche machines anymore.” But the popularity of these machines is still lagging behind crawlers. “Smaller wheeled excavators have gained traction in North America. However, wheeled excavators are nowhere near as popular as they are in the rest of the world, particularly in Europe and Asia,” says Aaron Kleingartner, marketing manager, Doosan Infracore North America. North American contractors tend to take a different approach to versatility. “While the wheeled
excavator is exceptionally versatile, many contractors gravitate toward backhoes, compact track excavators and compact track loaders to achieve versatility on their jobsites,” says Alex Anhalt, product consultant, excavators, John Deere and Hitachi.
SIZED FOR THE JOB The wheeled excavator market continues to expand at both the small and large size ends of the product range. “The most popular size is the 14- to 18-metric ton size when being used in big cities where space is a premium,” says Barnes. “In this environment, the short tailswing models come in handy. The second most popular size is 24 metric ton and above where space isn’t an issue but traveling long distances quickly and lift capacities are more important. This size machine can have comparable lift capacities to crawler excavators, especially if they are coupled with outriggers or dozer blades and these are down while working.” New machine sizes are further adding to the wheeled excavator’s versatility. An example is the Volvo EW60E compact excavator with an operating weight from 11,355 to 13,380 lbs. “With the 2016 launch of our EW60E compact wheeled excavator model — a size that is unique to the major OEMs — we’ve really started to see that machine take off as a viable replacement to smaller backhoes,” states McLean. John Deere has found success on the other side of the size spectrum with its wheeled excavators. “The 20-metric ton [unit] is quite simply the most versatile size,” says Anhalt. “It has the same maneuverability of the smaller machines, but can lift more weight and run larger attachments due to increased hydraulic flow.” When customers buy a wheeled excavator, they are essentially buying a mobile hydraulic pump. “They want to run a wide array of attachments needed in different areas of a jobsite,” Anhalt points out. “The John Deere 190GW is equipped standard with high-flow hydraulic lines, proportional control for hydraulic two-way and one-way
attachments and a second set of lower flow auxiliary lines for swinger buckets and rotating shears.”
CONTRACTOR MAKES AN EQUIPMENT SHIFT Saltmarsh Industries, located in Southwick, MA, serves the Springfield, Worcester, eastern New York and northern Connecticut region, and specializes in site development, underground utilities, pavement

The company is making a shift in the equipment used on certain projects. “We used to use backhoes to finish out jobs,” says Tony Brignoli, who runs the company with Jesse, Alex and Nick Saltmarsh. “By bringing in a wheeled excavator, we were able to up the production because you can do grading functions and material-handling functions while moving the machine at the same time.” To enhance productivity, a Steelwrist tilt/rotating coupler was added to the machines. “We are in a transition from backhoes to rubber-tired excavators,” says Brignoli. The

company currently has a Volvo EW160E and EWR170E. Safety and efficiency are driving the change. “When you set up for a backhoe and are digging for these service replacements, you are right on the edge of your excavation,” says Brignoli. “You have a limited view of what your guys are doing inside the hole. I cannot tell you how many times, as a backhoe operator, I have reached into a hole and grabbed a rock and the edge of the excavation caved in. If your vehicle is sitting farther back, you have a better view of the whole jobsite plus your guys in the hole.” The wheeled excavator has also proven better suited to crowded roadway work. “I can use the driving lane and breakdown lane and I can swing material over the truck without having to reposition the machine 20 times,” says Brignoli.
ELIMINATE TRUCKS AND PERMITTING “For contractors or municipalities who commonly work on jobsites within roughly a 20-mile radius of each other, a wheeled excavator’s mobility can provide significant time and cost savings. With a top speed of approximately 20 mph, you can avoid having to use a lowboy and a CDL driver for around town work,” says McLean. Set the wheeled excavator up to pull a trailer and the operator can transport all tools needed to complete a job. “Outfit the trailer with over-run brakes and you can haul up to an 8.5-ton trailer with all your supporting

tools and attachments. That saves time and labor,” notes McLean. Saltmarsh Industries works with surrounding municipalities. “Rubber-tired machines are used to service a lot of different cities and towns,” says Brignoli. The wheeled excavators allow Saltmarsh to quickly respond to these customers. For instance, consider a request to replace a full-size water main in the middle of winter. “We are able to show up with a dump truck and a rubber-tire excavator and basically provide the whole package with two or three guys. “It is one of my favorite machines,” he continues. “It is a lot easier to move. You don’t need a lowboy. You don’t need special permits to get it down the road.” This reduces the time to respond. “When you don’t have water at 1 a.m. in January, you are going to have a lot of unhappy people.” Tracked excavators require more time to respond to the local municipalities. “With the larger excavators that I am using, the Volvo ECR355E and ECR305C, they have a 12-ft. 5in. to 13-ft. span,” says Brignoli. “By the time you get that on the trailer, you have to chain to half of the machine weight of 80,000 lbs., so you have to chain for 40,000 lbs. You are looking at 30 minutes to get that machine on the trailer and then you have dedicated routes that you have to take with that machine and that truck based on the permit. APPLICATION DRIVES CHOICES Road building and other jobsites where machines must travel across finished surfaces favor wheeled excavators. “Road building commonly uses wheeled excavators when setting jersey barriers to separate an active roadway from a jobsite,” says Anhalt. “Four outriggers are the most common configuration for this application. Many operators put the outriggers about 2 in. off the ground. This gives them the maneuverability to quickly set jersey barriers while being confident the machine can safely handle a heavier load.” The ability to travel on paved surfaces provides inherent advantages. “Cities and counties very often use wheeled excavators equipped with thumbs to clean debris from ditches on the side of the road,” says Anhalt. “If equipped with a two-piece boom, a wheeled excavator can almost dig underneath itself, and they are also commonly used to repair bridges.” “You will normally see wheeled excavators in applications where contractors need a machine that can travel longer distances fast without damaging the asphalt,” says Barnes. These include demolition work inside large industrial plants or clearing brush/forestry alongside roads. Wheeled excavators have the ability to work in tight spaces while offering increased versatility. “Not only can the short-swing models work in narrow lanes for less traffic disturbance, but they’re able to easily transition from placing concrete barriers to digging without an attachment swap,” says McLean. Spec with a dozer blade, add a tiltrotator, and you have an incredibly versatile and mobile machine for utility installation. “Outfit the machine with a hydraulically elevating cab and a grab arm with grapple for a mobile material
handler. Switch from a one-piece to two-piece boom for extra lift capacity in tight quarters. For added benefit, a short-swing wheeled excavator can turn within one lane of traffic. “With this level of versatility, replacing a backhoe with a wheeled excavator starts to become a no-brainer for many applications,” he adds. “We’re seeing a lot of our customers migrate from backhoes and truck-mounted excavators to our wheeled excavators.”
TIRES VS. TRACKS Almost no one expects wheeled excavators to replace tracked models on the jobsite due to the unique abilities of each machine. “In applications more suited to traditional excavators, like underground utilities, maneuverability is the main key,” says Anhalt. “If you are doing a lot of utility repairs or installing laterals for a new residential construction, you need to be able to move around a jobsite quickly and rubber tires don’t ruin existing streets or sidewalks. A wheeled excavator is a great choice here. “Another strong consideration is for a large site development job that has some rock that needs to be blasted and then broken in multiple different areas,” he continues. “A wheeled excavator can operate a larger hammer than a backhoe and is just as maneuverable.” In off-road environments, however, a tracked excavator may have the advantage. “There are limitations to the maneuverability of a wheeled excavator on a jobsite because of the machine’s turning radius,” says Kleingartner. “A tracked excavator can rotate quite easily. Wheeled excavators have a steerable axle and that can make it more difficult to make turns in tight areas.” Yet, mobility and craning ability will lead to expansion of the larger wheeled excavators. “I see the bigger wheeled

A wheeled excavator will offer similar lifting capability and stability as a tracked model when the wheeled unit has its outriggers extended and used properly. The outriggers can be controlled individually to level the wheeled excavator on uneven terrain. excavators that weigh 24 metric tons and above becoming more popular because of the additional lift capacity they have and the ability to cover more ground quickly, even if it’s not always hard, even ground,” says Barnes. “Wheeled excavators have features like ride control now that make the ride more comfortable on uneven ground and take the bumpiness out of the machine. For example, you will see these
machines being used more in new site development projects for new home or industrial construction projects.” Despite popular belief, the wheeled excavator doesn’t compromise stability. “A common misconception about wheeled excavators is
that you lose the stability of a crawler, but that is simply not true,” says McLean. “With outriggers, a wheeled excavator is every bit as stable as a comparable crawler — and you generally won’t be sacrificing on power, breakout/tearout forces, reach or digging depth either.” Lifting capability and stability depend upon how the operator runs the machine. “With all four stabilizers down, a wheeled excavator can lift virtually the same as its tracked counterparts. However, most operators prefer to lift with the stabilizers up because they don’t want to lose the main advantage of maneuverability,” says Anhalt. “The sweet spot seems to be operating with the stabilizers a couple inches off the ground. When the load being lifted starts to reach the stability limit of a wheeled excavator on tires, the stabilizers will dig in and provide the stability without sacrificing maneuverability.” Kleingartner notes, “In reference to the popular 14- to 19-metric ton size class, a wheeled excavator will have similar lifting capability and stability as a tracked excavator. This is true when the wheeled [unit] has its outriggers extended and used properly. The outriggers can be controlled individually to level the wheeled excavator on uneven terrain.” Wheeled excavator buyers can choose from two configurations. “The first style has front and rear outriggers,” says Kleingartner. “The second has outriggers on the back and a dozer blade on the front. Four stabilizers are going to be better if the operator is doing a lot of work over the side of the machine. A dozer blade connected to a wheeled excavator can be helpful because it can help a contractor clean up a jobsite. A skilled operator can use the blade to push materials to finish a jobsite.” ET

Lastly, and most important, keep up with regular maintenance, including hubs and bearings, brakes, suspension components, tires and electrical system. In equipment fleets, trailers are often overlooked; they cannot serve their purpose if they are not properly maintained.

he major risk when transporting equipment occurs during the loading and unloading procedure. Following a few basic guidelines can help ensure safe equipment transport. We contacted Nathan Uphus, sales manager, Felling Trailers, to provide a list of the top 10 safety tips. They include: 1. Read the trailer owner’s manual and decals. Familiarize yourself with the rated capacity of the trailer, which is posted on the VIN tag. 2. Know what you’re hauling. Oftentimes, the weight of the equipment with additional attachments, etc., is miscalculated, which can easily cause the trailer to be overloaded. 3. Know the tow rating of your vehicle, and ensure it is properly sized to handle the trailer and equipment you’ll be towing. Each vehicle manufacturer assigns a tow rating, which is the maximum weight of the tow vehicle when loaded. 4. Ensure that your tow vehicle’s hitch rating meets or exceeds the Gross Vehicle Weight Rating (GVWR) of the trailer you’re towing. This applies to the receiver hitch itself, as well as the ball mount and ball or pintle hitch assembly. 5. Be aware of towing dynamics. Any time a trailer is added to

They must be rated accordingly,” says Uphus. “The Federal Motor Carrier Safety Administration offers information on proper load securement.” Here are some of the minimum requirements: ˜˜ If the loaded vehicle has crawler tracks or wheels, at least four tie-downs need to be used to prevent movement side to side, forward, rearward and vertically. ˜˜ An indirect tie-down routed through an anchor point and attached to both sides of the trailer is counted as a single tie-down. ˜˜ A chain can be used as two tie-downs if properly attached to two anchor points using two binders, with slack in the middle of the chain so that a break in the middle would not affect either tie-down. ˜˜ The sum of the working load limits of the tie-downs must equal at least 50% of the weight of the cargo. If unsure of the cargo’s weight, additional tie-downs may be needed. Inspect chains before each use and remove any from service with cracked, stretched or fatigued links. Also make sure any tiedown points, binders, hooks and clevis pins meet capacity regulations. The tie-downs are only as strong as the lowest rated component. Permanently mark all binders, chains, hooks and clevis pins with their capacity. One consideration is that ratchet binders have twice the strength of mechanical lever binders, and are much easier to tighten. Think about how you are tying the machine down. It is easy to damage equipment by routing chains in sensitive areas such as tie-rods or near hydraulic hoses. When securing the equipment, a chain angled at 45° between the equipment and deck provides the maximum working load. This angle provides a clamping load that prevents equipment from sliding, while also pulling the load down to the trailer. During transport, you should periodically pull over and check the load since chains and straps have a tendency to shift and stretch. Re-tighten them as necessary. ET

electing the right excavator isn’t a decision to be taken lightly. Research is required to find the machine that fits an operation’s needs. It’s a long process, but the end result is, hopefully, a machine that will safely increase productivity for years to come. Selecting a trailer to transport an excavator is an equally important decision with just as many variables to consider. Here are five tips to keep in mind when sizing a trailer for your excavator.
The first step in sizing a trailer for any hauling job is determining the weight and dimensions of the load. Determine the length, height, width and weight of the machine. Keep in mind that the information on the spec sheet might not include the dimensions and weight with added accessories. When making initial calculations, ensure you have a suitable truck to handle hauling the excavator before moving on to the trailer. A three-axle tractor and a four-axle tractor will have different hauling capabilities. Excavators have some special considerations. Certain machines have adjustable widths for Operation or Transportation mode. Figure out which mode will be used during transport as it may take time to make the necessary adjustments to convert between the two. For safety reasons, one half of the track width must be on the deck, excluding the outriggers. While the
standard 8-ft. 6-in. trailer might work on paper in Transport mode, one must be honest in how trailers will actually be loaded from job to job. The boom also requires special consideration. Operators need to consider which boom is required, as there are various available lengths; where the boom will sit on the trailer; and how it will be cradled. A low enough position of the boom is critical for keeping the load within height restrictions. Some top tier manufacturers offer customizations such as a rear bridge design that eliminates interference with boom placement and makes transportation safer and easier. After determining the weight and dimensions, it’s time to look at trailer deck designs. Manufacturers usually offer three deck configurations — flat, raised center and beam. Determining which one will be the best fit is a question for the professionals, as there are pros and cons to each.
Custom trailer manufacturers have the experience and knowledge to determine what style would be best overall. While the primary focus might be on the excavator, a trailer often hauls a variety of equipment types. Backhaul equipment should also be included in calculations. An expert can determine the best trailer to meet all hauling needs. Here’s a brief overview on deck designs to get started. ˜˜ Flat — This is the standard deck design. It offers the most versatility for moving more than just excavators. However, it also has the highest deck height and might not be ideal for taller excavators. ˜˜ Raised Center — This deck offers a lower deck height than a flat deck. Not all excavators will fit nicely over the raised center, however, and extra blocking might be required to make sure the equipment sits safely on the trailer. This reduces

T RAILER CAPACITY RATING
While knowing the overall weight of the excavator is imperative, it is also important to know where that weight is concentrated. An excavator might have a 10-ft. track, but all of the weight might be in the 8-ft. span between the front idler and the final drive. Whether all of the weight is in 8 or 10 ft. shouldn’t be a problem for a 26-ft., 50-ton lowboy, right? Not exactly. The length of deck calculated in the capacity rating varies between manufacturers. One trailer might
need the entire deck length for that 50 tons, while another handles that same weight in half the deck length. So, if the majority of the excavator’s weight is concentrated in 8 or 10 ft., a trailer with a half-deck load concentration rating offers the best solution. Failing to pay attention to how the capacity rating is calculated can lead to overloading the trailer, which can result in stress fractures and ultimately trailer failure.

L OADING CONFIGURATIONS
Today’s trailers offer a variety of loading configurations. While tag-a-long trailers that unload off the back are an accepted option for small excavators in tight spaces, safety can be a concern. Driving an excavator over the back of the trailer is no easy feat and requires a careful and experienced driver to prevent

Removable goosenecks reduce the safety risk by eliminating the need to drive up and over the trailer axles. This configuration saves time, hassle and expense while also extending trailer life. However, a removable gooseneck requires ample space for loading and unloading.

It’s important to consider the quality of a trailer, not just the price tag. Working with a custom manufacturer offers the best results when it comes to safety, value and peace of mind. A trusted manufacturer will work

Look for materials like heavy-duty T-1, 100,000-psi minimum yield steel for extreme durability and longevity. Apitong flooring is another good choice because it stands up better than traditional oak and pine decking. Investing in higher-quality materials and components can double the life of the trailer. Trailers from a respectable manufacturer may also include positive camber in the design. The amount of camber can be customized based on the estimated usual load to ensure the flattest loaded deck possible.

Knowing where a trailer is headed is as important as knowing what it’s hauling. In general, operators should not need additional permits for loads 102 in. wide or less and under 13 ft. 6 in. tall. However, weight and height regulations vary for bridges and

Productivity HINGES ON Technology Adoption
A skilled workforce is crucial to maximize benefits of cutting edge technology available in constructing infrastructure projects.
The U.S. may be leading the world in the number of infrastructure projects under construction or identified as target projects, but the quality of infrastructure work is far from leading edge compared to other projects being constructed globally. And unlike manufacturing and agriculture, infrastructure construction has not experienced a productivity gain. In fact, productivity levels have declined while costs have risen. If the construction industry were to invest more in technology, productivity levels would increase. To facilitate this, equipment manufacturers both large and small are investing in automation, GPS and 3D technology, making productivity benefits available to the industry. For example, Gomaco has been successful in integrating technology into its equipment that helps contractors achieve a defined flow of information throughout the construction project. And Dale Sensenig at ATI Corporation notes that grade control technology has helped his company to increase sales of the Level Best skid-steer box attachment (below) to 250 units annually.

TIGHTER SPECS DRIVE TECH According to Jerry Bickner, president and general manager of Topcon Solutions Store, Carol Stream, IL, tighter specifications are requiring contractors to find ways to deliver a project that achieves a longer life cycle. Studies have shown that a smoother road surface, for example, will last considerably longer and require fewer repairs than one with surface and rideability deviations. Over the past eight to 10 years, smooth ride specifications have become tighter and contractors must meet those demanding specs to achieve quality bonuses tied to them. In many cases, that’s how contractors manage to achieve a profitable return on a project. “Some states have ‘must-ride’ specs that contractors have to meet in order to achieve bonuses, and the IRI (International Roughness Index) are the toughest specifications to meet,” says Anthony Cerisano, GOMACO Corp. Paving contractors must work with a survey crew, engineers and machine operators, as well as other contractors, to coordinate the entire road building process, from earthmoving to paving, to ensure the final concrete surface meets the customer’s (government road agency) specifications. ADDRESSING THE LACK OF TECH-SAVVY OPERATORS

TECH CUTS PROJECT TIME BY 25% Since 2010, Wm. Winkler, a third-generation construction and concrete company, has added several machine control systems to its fleet of nearly 300 pieces of heavy equipment. Systems include the Trimble GCS900 grade control system on dozers and graders, and the PCS900 paving control system on a Wirtgen slipform curb and gutter machine. The contractor also uses Business Center – HCE for 3D modeling and site positioning for performing measurements, stakeouts and as-builts. “Because of technology, we haven’t had to spend much time in the field doing traditional survey or putting stakes in the ground,” says Brian Winkler, “which is a big time and money saver.” For example, Wm. Winkler was hired by the Washington State Department of Transportation (WSDOT) to complete about eight miles of curb and gutter work on Bob Olsen Way in Kennewick, WA. Using its curb and gutter machine with the paving control system and a Trimble SPS930 universal total station helped the team cut about two weeks off the twomonth project — all while setting zero forms or stringlines. “We are able to save a lot of labor and deliver a product much earlier and much cleaner because we don’t have to set any string,” says Winkler. “In the past, the day before we poured, the surveyor had to go and set the base control and run a level loop. Now, they are pouring within a couple hours of being there, cutting out at least a day of survey and setup [time] up front.” On another WSDOT project, Wm. Winkler was hired for curb and gutter work for a two-and-a-half mile stretch on US Highway 2 in eastern Washington. The work included setting up a traffic island on top of the asphalt roadway, in addition to putting in top-mounted curb. With the rapid development of advanced technology in construction equipment, how is the industry addressing the critical need for tech-savvy operators to maximize the full potential the equipment is now capable of delivering? Dale Sensenig, ATI Corporation, believes there is currently insufficient talent being developed in the industry. Level Best grading boxes are considered “machining 101,” he notes, with the simple technology taking the guesswork out of the grade leveling operation. He believes machine control technology needs to continue to become more like a video game, allowing younger equipment operators to easily relate to how it functions. All of GOMACO’s concrete paving equipment customers have a huge demand for qualified operators, says Anthony Cerisano, but more importantly, operators who understand how 3D technology can be used to better run the machines. Many customers are limited in the number of 3D systems they can purchase for their pavers simply because they don’t have operators who fully understand how to use it. Given the huge demand for these technical skills, GOMACO works with Topcon and other technology suppliers during its annual university training sessions (www.gomaco.com/university) to continue developing operator skill sets. Training is obviously the key to fully leverage the potential of current machine control technology. With the shortfall of a skilled labor force, equipment manufacturers and technology developers know they will have to lead the way in developing the talent pool required to fully integrate the technology advantage. For example, Topcon is working with universities, colleges and tech schools to develop an interest and the talent pool of future tech-savvy operators, says Bill Painter, senior manager of machine control paving products. The construction industry is challenged by other industries for the talent it needs, he points out. And while technology can be an obstacle for finding skilled labor, it’s also an incentive for workers to pursue a career in the construction industry because it provides high-tech opportunities. And to continue to give fans the experience they expect, the operators wanted to give the track a new look, and a new feel, for the 2018 season. In the racing world, concrete tracks improve drainage, aesthetics and speed. The potential benefits of an all-concrete track caught the eye of Bill Bader Jr., president of Summit Motorsports Park. Looking to create one of the top tracks in the world and the sixth all-concrete racing surface on the NHRA Mello Yello Drag Racing Series schedule, he turned to Miller Brothers Construction out of Archbold, OH, to complete a $1.6 million quarter-mile track reconstruction with the help of Norwalk’s Smith Paving & Excavating, Inc. as a concrete subcontractor.
RIGHT MIX OF PRODUCTIVITY AND SAFETY Smith Paving & Excavating Inc. began its portion of the sixweek transformation project in March 2018. Focusing on the staging area and track, it began pouring new concrete from guard wall to guard wall from the staging lines through 100 ft. past the finish line — where the concrete would eventually meet new asphalt from that point to the sand trap at the end of the track. In order to create the all-concrete track and comply with the new OSHA silica dust rule, the contractor required equipment that offered optimal productivity and safety features. Smith Paving & Excavating is a long-time user of GOMACO concrete paving equipment. For the track project, it used a paver equipped with 16 Minnich HV-2 internal paving vibrators.
“We’ve been working with Minnich for nearly 40 years, and without them we don’t pave, slip, curb or gutter,” says Derek Dilger, vice president of Smith Paving & Excavating, Inc. “They help us every day.” The HV-2 Series hydraulic internal paving vibrators are suited for most slipform applications and are designed to withstand the rigors of the industry. For mainline paving, the block isolator offers a better shear spring rate, less area for concrete buildup and a greater rubberto-steel bond area, which leads to reduced transfer of vibration to the paver. A two-isolator setup can fit into tighter areas for barrier wall molds, while the hydraulic hose features an abrasion-resistant coating to help reduce vibrator failure. “The HV-2 series vibrators are very consistent from unit to unit,” says Dilger. “They give us consistent compaction throughout the pour, which is very important in a project like this.” Working to create a 9-in. concrete pavement track, Smith Paving & Excavating, Inc. required more than one type of drill. For the longitudinal joints, the contractor used Minnich A-1 Series on-grade dowel pin drills. When it was time for bolts, the contractor utilized the A-1 UTL utility drill, which uses minimal air and has a lightweight design. A Minnich dust collection system was added to each drill to maximize operator safety and comply with OSHA silica dust requirements. According to Dilger, the combination of equipment helped to expedite the reconstruction process, and Smith Paving & Excavating Inc. was able to accomplish efficient and quality work. ET

PERFORMANCE SOAR Daily reports allow American Asphalt to proactively help field managers succeed.
A
merican Asphalt operates three asphalt plants in the northeast U.S. and a paving and construction company that focuses on both public and private work. After using B2W Estimate for 18 years, it added the B2W ONE Platform in order to make better decisions from realtime information, and improve productivity and accuracy by integrating various streams of project data. “At the end of 2017, we implemented the B2W Operations Suite,” says Kevin Lenover. “Under that platform, we have Track, which is their field and project management module; Schedule, with which we schedule our crews; and Inform, which is B2W’s electronic form building platform. All of our paper forms are now electronic, and on the iPad, which we have implemented for all our foremen.” The B2W platform gets heavy use. “As vice president of construction for the construction division, I use the tool

daily on a multitude of levels,” says Lenover. “Every morning, I’m looking at job cost reports from the day before, production reports, any issues that may have popped up — man hours, materials — just about everything.” Operational data that field managers gather using mobile devices is updated immediately, so the company can respond to problems as they arise. “It helps me see my business in a real-time fashion,” says Lenover. “I can now understand what’s going on at a jobsite at which I am not present.”
MORE TIMELY FIELD DATA MEANS NO MORE SURPRISES American Asphalt’s crews may be working two hours away. “Previously, I wouldn’t know how that day went until all the paper time sheets and all the material tickets came in, and all the things that have to go together when you’re doing construction,” says Lenover. “Now, I get to know whether they’re meeting production goals and about any issues much more quickly than I used to, and I can react to them in a timely manner instead of finding out days or weeks later where we lost money. I don’t get surprised like I used to. “Knowing that information and knowing how things are going in the field is priceless,” he adds. For example, if crews didn’t hit their daily production goal on a multi-day job, Lenover can
look at the notes from the foreman, or even a picture, and see why they didn’t hit that goal. “Maybe the estimator missed something or maybe the client didn’t do what they said they were going to do,” he comments. “There are thousands of different pieces of information that are out there that could be a cause and a factor.” The B2W platform allows Lenover and the management team to react in order to help crews achieve their goals. “It allows us to be proactive instead of being punitive,” he states. The software not only allows for display of data from a single site, but multiple sites. “My computer has dashboards set up by B2W, so I can see my top five and bottom five performing projects, which gives me a quick glance of how we’re doing. Then, I can drill down from there on the different projects on a daily basis,” says Lenover.
DATA DRIVES INCENTIVES Besides the benefits derived from getting real-time data, the software aids in boosting performance. “Operational performance and profitability go hand in hand in our industry,” says Lenover. “We operate on tighter margins than a lot of companies out there, so being able to meet or beat production goals on a daily process is really where we make our profit.” The program allows American Asphalt to clearly communicate performance expectations to field

Now, it’s on their work order for the day or for the next day.” If the expectation is to lay 1,200 tons of asphalt down in a day, the field staff now knows how and what they will have to do it. “They know exactly which equipment they’re going to have, they know the people they’re going to have, they know the number of trucks. They have all that information at a glance. It gives them a chance to prepare,” says Lenover. “They know exactly what they are expected to do each day and that has been very helpful. And I’ve been able to create some incentives for my foremen. ‘If you beat this goal, you are going to get a point for this’.” At American Asphalt, points drive toward financial incentives. This is something the company was unable to do before, because it either didn’t have all the information or didn’t have accurate information. Previously, there were always opportunities for someone to contribute to or change the record. “Before, it was never true information, whereas now it’s true, raw, factual information.” ET

Roller Maintenance MAKES A LASTING IMPACT Maintain vibratory rollers to ensure peak performance on your paving projects.
TRACK SERVICE NEEDS
A
sphalt rollers are highly reliable machines, but when one goes down unexpectedly in the middle of paving, it can have costly repercussions for the entire operation. It can affect mat quality, result in lost time and potential risk of fines due to project delays, plus there is the extra expense associated with any unscheduled service and repair. Keeping rollers in peak condition throughout the season can help you reduce such risks and maximize the potential to meet both project specs and deadlines. As with any machine, the better it is maintained, the better it can perform its intended task throughout its lifetime in your fleet.
INSPECT AND MAINTAIN Regular service checks are essential to keeping rollers working properly, and a number of them can be completed as part of the daily walkaround inspection. Review the service manual for specific guidelines, but at minimum:
˜˜ Check engine oil and hydrau-
lic oil levels and fill as needed. ˜˜ Check coolant levels and ensure the cooling system is clean and clear of debris; replace the air filter if needed. ˜˜ Inspect engine, hydraulic system and fuel filters and replace as needed. ˜˜ Visually inspect external hardware for loose connections or leaks. ˜˜ Check controls, brakes, backup alarms, warning beacons, headlights, etc. for proper operation. ˜˜ Make sure the drum is clean and there are no dings or scrapes in the drum surface(s) that could mar the mat.
˜˜ Ensure tires on single-drum
rollers are in good condition and are inflated to the recommended pressure. ˜˜ Periodically inspect the shock mounts, which isolate the vibration of the drum from the operator; replace as needed. Maintenance of engine and hydraulic system components is particularly critical. The engine must be able to operate at the specified rpms in order for the vibratory system to achieve the proper compaction output. Follow manufacturer recommendations for scheduled engine and hydraulic system service intervals to ensure optimum performance.
KEEP WATER FLOWING The water system serves as a lubricant to prevent asphalt from sticking to the drum and damaging the mat. As such, it’s important to make sure all aspects of the water system are

One of the most common problems encountered is clogged spray nozzles, which can lead to pump failure over time. To minimize the risk of debris entering nozzles from the water tank, fill the tank with clean water from a known source whenever possible. If you will be working in an area where water quality is uncertain, make sure the operator checks the water filtration system frequently. Initial filtration for the water system is at the fill point; it serves as the first and best line of defense against debris ingress. Caution operators against removing the screen to speed the water fill rate. Even if the roller has multiple filtration points prior to water reaching the pump, continual use of an unclean water source can diminish water system performance. Filters can become

According to Dynapac, such systems offer the opportunity to optimize fleet usage, reduce maintenance cost and save time and money. Take the Dyn@Link system, for example. edges of the drum, causing asphalt to stick and mar the mat. Check scraper bars regularly for proper adjustment and excessive wear, and replace them as needed.
PROPER OPERATION Operating procedures greatly affect the life cycle of any machine, and rollers are no exception. Jumping curbs, shifting quickly from forward to reverse, rolling over sharp rock or uneven materials, etc., can accelerate wear and/or damage the drums and other components. Make sure operators are trained in what they should, and should not, do during roller use. Over compaction can have negative repercussions on roller longevity, as well. As material is compacted, it absorbs less of the energy generated by the drum. That energy can be transferred back into the machine, potentially damaging the isolators within the drum, or causing premature bearing wear or damage. To minimize and/or eliminate over compaction, establish a rolling pattern for each job and verify it through testing. Compaction meters or monitors can further reduce over and under compaction risk. KEEP OSCILLATORS IN OPERATION Due to the nature of oscillatory compaction, the drum stays in direct contact with the mat surface for a longer period of time compared to conventional vibration. “Over time, this can potentially lead to drum wear and a thinning of the drum shell,” notes Bert Erdmann, BOMAG. “Contractors using early models of competitive oscillatory rollers in some applications had issues with reduced drum life.” “Due to the nature of an oscillatory system having multiple eccentric weights to create the massaging motion, additional power transmission needs exist,” notes Bryan Downing, global sales consultant at Caterpillar, Inc. “The multiple eccentric weights are driven by a power transmission belt. The power transmission belt has high load-carrying capacity to ensure smooth and long-lasting operation of the eccentric systems.” Therefore, it’s important to regularly check drum mount isolators and belts for damage, as well as monitor the drum shell for thinning or wear at the edges. Operators should also listen for unusual noises. “There is increased maintenance for oscillation components like drive belts or chains,” Mark Eckert, product manager, Volvo Construction Equipment, acknowledges. MAKE SURE 3 STRIKES Doesn’t Mean You’re Out Here are the Big Three impacts from new tax and accounting rules and what you need to do to stay in the game. 2019 IS SURE TO BE AN EXCITING YEAR FOR CONTRACtors. Whether this excitement is a result of “good” things or “bad” things is yet to be determined. One thing I know is there is sure to be excitement as a result of the new tax and accounting rules, and again the result could be either good or bad. Accounting and tax issues are really something you can’t avoid, so make sure you add a big increase for professional fees for the year. I didn’t plan on covering more tax and accounting issues this month, especially after making you read through the lease accounting review last month. But after sitting down with some contractors to review the “Big Three” in terms of lease accounting, new revenue recognition rules and the tax law, I found that adjusting your financials as a result of implementing these new rules could produce dramatic changes in both your book and tax results — to the point where comparative trend analysis will go out the window.
CONTRACTOR MDS ARE HERE TO HELP What I planned to introduce you to this month is a new website I set up to assist contractors in solving financial, marketing, operational, legal, tax and accounting issues. In other words, it will help you deal with the Big Three plus whatever else you have on your plate that requires coaching and help with decision making. The site name is Contractor MDs and it can be found at https://contractormd. org. Take a look at it. It is a work in progress and I would like to hear from you if you have ideas that would improve the product. All of the folks listed in the directory know your industry. You may be acquainted with some of them. Ken Hedlund, for example, has assisted me with certain topics I cover in this column, and at other times I have interviewed him to get his input on overhead allocation and other relevant topics. Ken works with contractors all over the country and has an excellent reputation. If you care to sample our work, please listen to the podcast of a webinar we did a few weeks ago covering the new tax bill. I believe you will find it industry specific as well as informative. Pay attention to the cash basis accounting opportunity because it may make sense for a lot of you — with “may” being the key word here. So, if you have a question or problem to address, give the appropriate expert a call or email to discuss it. If there is a subject that needs an expert other than those appearing on the list, just let me know and I will find someone for you to talk to.
So here come the Big Three.
First of all, that solid balance sheet you possess now has considerably more assets and liabilities on it. The equity balance did not change, but both total assets and total liabilities did because you recorded your lease liabilities on your balance sheet. (See last month’s column at www.ForConstructionPros.com/21033104.) You may say, “So what? It is a push; assets and liabilities both increased by the same amount.” But — and this is a big “but” — the equity balance did not change and your debt to equity and debt coverage ratio both indicate a weaker financial position regarding your ability to manage debt. That is Strike One. Second, your income statements are consistent and reflect a nice upward trend demonstrating your ability to control costs, as well as get the pricing you need to get the job done. Nice going. Now, the new revenue recognition rules hit you and you find that you are booking revenues for work prematurely according to the new rules — which means your revenues could decrease and be pushed into the following year. That’s a bad thing, yet also a good thing because your taxable income would be less, as well. After reading these recognition rules, I imagine a lot of contractors will have adjustments to make and may even have to switch from percentage of completion accounting to completed contract accounting, or vice versa. The rules, however, only cover long-term contracts (as defined). So not only is your balance sheet in a state of flux, your income statement could be joining the party. That’s Strike Two. To add to the confusion, you also have new, very complicated tax options to contend with. These should not be messed with, since in a lot of cases, what you believe to be the results of the changes are not accurate. For example, the C-Corp getting the 21% tax rate sounds great compared to S-Corp or flowthrough entities. And switching to the cash basis of accounting for tax purposes sounds great. But each may have more “bad” results compared to the oneor two-time “good” results. That’s Strike Three.
The point here is you need to get this right, and get it right the first time.
BACK TO THE BIG THREE Now, let’s assume you consider yourself a good business operator. You do your planning and your homework, you take care of your customers and deliver quality products and/or services. You also keep a proper, professional set of books for both internal accounting and tax purposes, which allows you to use historical results as a guide to future planning and execution of business plans. If you are this person, I salute you and suggest you keep up the good work. Keep in mind that your financing sources have also compiled a file on your financial situation and have a rough idea what they expect to see, which in turn gives them comfort when addressing your financing needs.

WHAT HAPPENS AFTER STRIKE THREE?
So, here is how the conversation will go with your bankers if you get three strikes: “Hi, Banker. How’s it going? Let me summarize our results for this year because things look a little strange. First, our coverage ratios really took a big hit because I capitalized our operating leases. In fact, we may have violated a covenant and will need a waiver for our auditor. In addition, we had to adjust our accounting for contracts and as a result our revenues are overstated, and consequently total revenues for the year are down 30% along with a 50% decrease in our bottom line. Do you believe this stuff? And lastly, we changed to cash basis for tax purposes, which gave us a big break this year, but not as big as it would have been if we could have continued to account for revenue as we had in the past. And by the way, I need to increase my lines for work I see coming in the next year.” Lots of luck with this one! The point here is you need to get this right, and get it right the first time. Work with folks who know these issues and how to deal with them and present them.
