Go Green, Natural Habitat, Trails & Landscape Committee The purpose of the Go Green, Landscape, Trails and Habitat Committee is to assist the Board of Directors in the following areas and to bring to the Board information on which action and decisions may be based:

Budget & Finance Committee The purpose of the Budget and Finance Committee is to ensure that dues assessments by the Association are reasonable and necessary and that expenditures by the Association are prudent and appropriate.

Safety, Streetscape & Transportation Committee The purpose of the Safety, Streetscape and Transportation (SST) Committee is to monitor the streets and common areas for safety related issues, address the aesthetics of streets, work with the city and neighboring communities to address public transportation needs, and investigate/respond to homeowner inquiries on these subjects.

Parks & Recreation Committee The purpose of the Park and Recreation Committee is to monitor park and recreation facilities and activities and to make recommendations for improvements, upgrades and additional facilities to the Board of Directors.

• Trails • Natural Habitat Community Outreach Committee The purpose of the Community Outreach Committee is to create opportunities for Forest Heights residents to meet together and socialize on a regular basis at a reasonable and appropriate expense to the Association.

Communications Committee The purpose of the Communications Committee is to work together with the HOA Board, management, and staff, to inform, engage, and educate residents and other interested parties regarding issues important to their understanding of, and participation in, the neighborhood.

FROM YOUR NEW FOREST HEIGHTS HOA BOARD PRESIDENT

Constant Change – Shaping Our Future

s the Greek philosopher Heraclitus once said, “The only thing that is constant is change.” This paradox intrigued me as an adolescent and is a theme I embrace yet today. One could say that the Forest Heights community embodies this concept through its twenty-five years of constant change.

Fortunately, through our dedicated volunteers and insightful leadership over the decades, our neighborhood association has evolved into one of the most desirable and sought after communities in the greater Portland area.

As the newly elected President of the Forest Heights Homeowners Association, I can safely say that my relationship with the community has also been one of change and growth. Since purchasing our first lot in Forest Heights in 1994 and subsequently building three homes, I have had the pleasure of serving on the Social Committee, as it was known, prior to joining the Policy Oversight Committee to update the association’s policies and procedures. Shortly thereafter, I joined the Budget and Finance Committee prior to becoming Chairman of Budget and Finance for several years. These experiences served as a natural training ground to be elected to the Forest Height’s Board of Directors and to serve as the Association Treasurer.

You may ask why does one volunteer to serve the community? From my standpoint, there are multiple reasons and none of them complicated.

One, to feel at “home” it is important for me to be involved in the community and form lasting relationships with others. Secondly, my philosophy is that you can either choose to passively stand by and accept whatever outcome occurs in any given situation, or you can take an active role in shaping and controlling your own destiny. Fortunately, Forest Heights is comprised of volunteers who share this philosophy and demonstrate it on a daily basis.

Forest Heights has been—and will continue to be—like a “canvas” that we continuously “paint”. With each “brush stroke” (decision and/or action), we as residents, committee members and directors can collectively “paint the picture” of a community that we can be proud of. Multiple perspectives, beliefs and ideals have been and will continue to be incorporated into crafting and implementing this vision. To be successful in this endeavor, we need significant com-

munity involvement and hence, volunteerism. As residents of this fine community, we have both the opportunity and responsibility to be good stewards of the community’s natural and financial resources today while preserving them for decades to come.

This year, we have a talented and dedicated slate of directors that have risen to the challenge of serving our community. Please see the chart below listing the Forest Heights Board of Directors for the 2013-2014 term.

The role of President is one that I take seriously for we will continue to be faced new challenges and opportunities as we prepare the community for the years ahead.

COMPLIANCE CORNER

LANDSCAPE MAINTENANCE: TIME TO SPRING INTO ACTION

W

ith spring upon us, now is the perfect time to walk your property and assess your landscape for some common maintenance issues that arise this time of year. Is your lawn in need of treatment to remove moss? Do you have overgrown shrubs or fallen limbs blocking access to the common areas or sidewalks? Are weeds taking over your flowerbeds? Here’s a shortlist of landscaping items to evaluate in your landscape:

Lawns The rain we get this time of year creates the perfect environment for moss growth in lawns. One specific product, Moss Out, uses iron to kill moss in lawns. There are a variety of Moss Out applications, including granules, powder or a liquid pump spray. No matter what product or method you use to kill the moss, your lawn will most likely exhibit brown patches or a whitish debris left over from the decaying moss.

Thatching (removing built up dead grass) or aerating (using a specialized machine to cut plugs in the turf to allow for better penetration of water and fertilizer) may be in order after the moss has died out.

Once you’ve removed the decaying

material, over-seeding bare patches in your lawn will help keep the moss at bay and keep your lawn looking great no matter what the season.

Weeds Warmer temperatures and lots of rain. Need we say more? Getting on top of weeding now, when the ground is soft and weeds are just sprouting will save time (and your back) as we transition to summer.

Sometimes the best tool to loosen the soil around weeds is an old kitchen knife, but if you prefer less bending, be sure to check out these weeding tool options on HGTV.

Bark Dust Perhaps more than any other area of the landscape, planting beds really take a hit during our spring rains. Water traveling through yards has washed out bark dust and mulch, leaving beds vulnerable to erosion. Applying 2-3 inches of bark dust will prevent soil from washing out onto lawns and sidewalks. It will also help conserve water during the drier months ahead. See the next page of this newsletter for vendors who sell the approved bark dust allowed in Forest Heights.

Trees and Shrubs Have the recent spring storms wreaked havoc on your trees?

Be sure to check your trees for any dangling limbs or weakened branches, especially on trees that are near common areas, sidewalks or the street. The HOA has a list of recommended contractors who can assist with your pruning needs for both trees and shrubs. And if you’ve lost shrubs this past winter, or if you have shrubs have outgrown their space and are in need or replacement, please remember to build the Architectural Review Committee (ARC) approval process into your plans. Any landscape change, including the addition of a feature such as a retaining wall or the removal and/or replacement of shrubs, trees, grassed areas and beds need to be approved by the ARC. Application forms and the Landscape Review Checklist are available on the HOA’s website.

MEET OUR NEW C O M P L I A N C E C O O R D I N AT O R June ARC Meetings Please join us in welcoming Wes Hansen, our new Forest Heights HOA Compliance Coordinator. If his name sounds familiar, that’s because Wes originally held this position from 1995 to 1997. In addition to compliance, Wes will also be coordinating the FHHOA Architectural Review process.

Wes has lived in Portland for almost 20 years and when he’s not enjoying time with his eight year old son Vaughn, he’s most likely reading good books or spending time writing one of his own.

BARKDUST REMINDER

N

ow that you’re inspired to head outdoors and tend to your landscaping, please remember that the Forest Heights Homeowners Architectural Guidelines require homeowners use aged, dark bark dust as a general ground cover in the landscape.

Aged bark dust is darker in color than fresh bark dust. There are two predominant types of aged bark dust available that meet this requirement: Hemlock and Fir, and aged bark dust of either variety is allowed as a general ground cover in Forest Heights. Although Fir costs less, Hemlock tends to have fewer splinters and is often preferred by homeowners with small children and/or pets, and by those who do their own gardening.

“Fresh” bark dust, red colored bark dust and bark nuggets are not allowed as a general ground cover in landscapes. Forest Heights homeowners often ask the HOA office where to purchase aged, dark bark dust. Our recommendation is to buy from a local bark dust company, rather than purchasing bags of bark dust from a home improvement store. All the companies listed below deliver to your home, and some will blow the bark dust on to your landscape for an additional fee.

For those who are participating in the sale, pick up your “house marker balloons” at the HOA office starting at 8:00 am, and for those of you who will be shopping, the sale kicks off at 9:00 am and goes to 3:00 pm. Maps and sale listings will be available the day of the sale at the HOA tent in Village Center parking lot.

Manager’s Report for June Public Safety Patrol Change One major change that has been implemented in the past month is a change in what we have always known as “security”. We are in the process of transforming our perspective on community safety and rules enforcement. In terms of patrol services, we have decided to eliminate routine patrol, citing that there has been little to no benefit that we would not receive from the Police department. Therefore, we are encouraging all owners and residents to put their tax dollars to work and contact the Portland Police Department for suspicious activity near homes or Portland public property (roadways, school, park by the school, etc.). In lieu of patrol, we are focusing our resources to combat the issues we have in our common areas and Forest Heights parks. Effective immediately, we have contracted with Cascade enforcement to provide dedicated evening bicycle presence at Mill Pond Park and the surrounding area. They will be looking for loitering, curfew violations, and other illegal activity in the park and Village Center.

Compliance Coordinator I am pleased to welcome our new Compliance Coordinator, Wes Hansen, to our

team. Wes started in May and has quickly embraced his new role in rules enforcement and ARC related issues.

Tract R Update The Board continues to research the most beneficial, yet cost effective way to improve the Mill Pond Park area. In order to properly gauge community input, we have started a “sample” survey of 193 homeowners (sample was determined by ending digit of the lot numbers). The goal was to eliminate nonresponse errors, which are survey errors resulting from only certain population groups responding to whole population surveys. Our method is to have a manageable sample that staff can follow up with, yet attain sufficient response to be statistically significant. Therefore, if you are one who received either a paper survey in the mail or an emailed survey, please respond as soon as possible. The goal is to have results for the Board to review at the June 11th meeting so they can consider whether to move forward with the current plans, a modification of the plans, or postpone or cancel the project altogether. continued on page 11  Page 10

Community Engagement The underlying theme for this year is community engagement. As I have written about in the past, this is a primary component of all communities and can be especially challenging with a community of this size. Engagement (on some level) is essential for your leadership to be effective and succeed as decision makers. Therefore, we have compiled a simple survey that will be included in the June billing that we ask that you take a few moments to complete and return. You will also be able to take this survey online. The spirit of the survey is to gauge what the expectations and needs are in all aspects of “community” – be it events, new owner welcoming, volunteerism, and communication. This survey will be the backbone of many decisions to come and provide an opportunity for continuous improvement.

The Forest Heights Homeowners Association is celebrating our 10th anniversary as an independent association this year. We’re also preparing for our 25th anniversary. To help preserve all that is unique about our community, we’re asking all our “pioneers” to consider sharing your Forest Heights history by participating in the Forest Heights History project.

The association office is looking for photographs, newspaper clippings, realtor spec sheets, maps and old marketing materials from the past 10 to 25 years. Nothing is too small to contribute, but we are especially interested in hearing from our residents, past or present. Tell us what it was like to raise your kids here, what trails you’ve walked, the wildlife you’ve seen and the neighbors you now consider lifelong friends!
