COMMITTEE ASSIGNMENTS & GOALS FOR 2013

O

ne source of strength of the Forest Heights Homeowners Association lies in the active participation of residents who voluntarily serve on association committees. These committees provide the broadest possible representation of residents in both the planning and decisionmaking process of the community. Last month, the board was presented with the following goals and objectives for each committee, and fully supports their priorities for 2013.

Budget & Finance Committee Monitor the 2013 budget relative to actual financial performance and recommend corrective actions as necessary On a monthly basis:

• Monitor the 2013 budget relative to actual financial performance and recommend corrective actions as necessary

• Monitor, evaluate and pursue corrective actions regarding account receivables

• Monitor collection practices and analysis of legal costs

• Monitor, review and update the Common Area and Private Street reserve distributions & requirements for 2013 and 2014 to adequately fund reserves on a long term basis

• Analyze current operating expenses to identify potential savings

• Review annual audited financial statements for Board approval

• Prudently invest association assets to preserve principle according to the Investment Policy

Community Activities Committee • Evaluate ways to reduce the cost of community events

• Consider alternative ways to produce events (possibly fee based) in 2013 to help reduce the need for funding

• Create neighborhood events that build community

Go Green Committee • Sustainability—Storm water management. G2/FHHOA is currently working with WMSWCD as WMSWCD finalizes 2013 DEQ grant application for $20,000 grant funding. Proposed grant will analyze storm water and erosion issues in Forest Heights. Activities in the grant proposal include education and collaboration with interested stakeholders in Forest Heights to determine best management practices to decrease erosion, sedimentation and non point source pollution. This planning and education process would then culminate in bio-retention demonstration projects and other appropriate methods to monitor and measure sedimentation and non-point source pollution in our area.

DEQ will make final grant selections and forward their decisions to EPA by May of 2013. If selected for EPA funding, project would begin in Fall of 2013. Newsletter articles: G2 will keep community informed of sustainability initiatives via newsletter articles and other forms of communication as appropriate. Tract R Development: G2 is currently collaborating with FHHOA Parks and Recreation committee to provide input on sustainable practices and design for Tract R development.

• Landscape—G2 is facilitating cost reduction of landscaping services by looking at low maintenance alternatives, improvements from better plant selection and use of technological advances to minimize resource usage and enhance natural habitat when possible

• Trails—G2 continues to monitor the infrastructure and health of our trail system utilizing WMSWCD urban conservation guidelines. G2 committee may evaluate potential social trail issues and closures per WMSWCD guidelines

• Natural Habitat—G2 is completing stream bank restoration tasks under the current $10,000 WMSWCD FISH grant. G2 will continue to seek out additional grant funding to expand scope of work for stream back restoration. G2 will continue efforts to evaluate land use decisions in neighboring communities to

ensure that the watershed within Forest Heights is preserved and protected. G2 will maintain ongoing collaboration with FHHOA staff and WMSWCD to prioritize areas requiring intervention and apply best management practices to minimize or eliminate invasive plants. The committee will make available education to owners on invasive plants and the Portland Plant List (recommended yard plantings)

• Education—G2 committee members will submit newsletter articles to educate the community on sustainability initiatives such as Backyard Habitat Certification Program. G2 encourages opportunities for staff education on sustainability measures, including natural area habitat management and restoration

Safety, Streetscape and Transportation Committee Keep Forest Heights Safe

• Work with GM to promptly respond to all safety inquiries

• Maintain healthy relationships with the Portland Police Dept and Portland Bureau of Transportation

• Continue to pursue traffic patrols and citations

• Pursue traffic calming measures (signs, additional speed reader board, etc) as needed

• Review costs and effectiveness of additional security including CCTV

• Develop a new RFP and solicit proposals from additional security firms

• Identify ways to alleviate trespassing concerns

• Develop plan for Miller/ Thompson safety Explore Public Transportation Options

• Work with Zip Car/Go Car to offer service to Forest Heights Develop a Community Disaster Plan

• To address wildfire, earthquake, plane crash and mudslide events

D

id you know that 2013 marks • the 10th anniversary of the Forest Heights Homeowners Association? In 2002, 75% of votes were achieved to allow for developer turnover of the neighborhood and within the following year, the Forest Heights Homeowners Association was formed. The association’s 2003 annual meeting minutes include the many achievements that occurred during • that year. Here are excerpts from those minutes:

• Forest Heights has moved from Developer Turnover to Termination in one year. The Association has come a long way with establishing on-site management and hiring its first General Manager as an employee of the Forest Heights Homeowners Association

• Expenses are down due to savings from landscape management and internalizing maintenance services

• The interim management of the Association by the developer, as Forest Heights Management, Inc., turned out to be a bargain, as the developer charged a flat fee and absorbed the association management into its established staff

• The Budget Committee prepared the 2003 budget, reflecting a reduction in association dues of $10 per month

Dan Grimberg, representing the developer, Nauru Phosphate Royalties, thanked the board, steering committee and residents for their involvement in the development of Forest Heights and for cooperating in the turnover period. He gave special thanks to Randy Arthur for his leadership, dedication and hard work Randy Arthur introduced each candidate for the nine Board positions

• Bobbie Regan, Vice President of the Board, presided over a recognition for Randy Arthur, and thanked him for his service to Forest Heights, as our first elected President, first resident on the Board and President and past member of the Advisory Committee. She acknowledged his devotion to opening up governance of the Association to residents

• Randy Arthur introduced Jim Main, the new General Manager of the Forest Heights HOA, who recently arrived from Minnesota. Jim Main thanked the Board for the opportunity to serve in the position and said that he was delighted to be in such a beautiful and friendly community

Please Note: Mailbox & Post Survey Underway

A

ssociation staff will begin documenting the condition of mailboxes and mailbox posts this month as a prelude to enforcing new mailbox standards adopted by the Board of Directors in March of 2012. Staff will be noting the condition of mailboxes as well as whether the mailbox post needs cleaning, repair or replacement. Once the survey is complete, the Association will communicate with owners whose mailboxes and/or posts need attention. Now is the perfect time to inspect your own mailbox and post for issues relating to the condition of your mailbox and post. Please review the new mailbox standards to familiarize yourself with the HOA guidelines. REQUEST FOR NOMINATIONS FHHOA Board Seeks New Members for its Board of Directors

F

orest Heights Homeowners Association is governed by a seven (7) member Board of Directors, each of whom serves for a three year term. The three year terms are staggered so that each year new board members join as the most senior board members’ terms expire. In May, two (2) board members’ terms expire, and the board is seeking their replacements. The annual board member election will be held May 7th, the first Tuesday in May, in conjunction with the Annual Meeting. At this time, we are recruiting candidates to run for the two (2) board member positions. A Nominating Committee has been assigned the task of recruiting/coordinating candidates and answering any questions you might have.

SCHEDULE FOR NOMINEES January/February 2013 Decide on candidacy (self-nominated or nominated by another). March 2013 Candidate profile and statements will be published in the FHHOA newsletter. REQUIREMENTS FOR NOMINEES Nominees should be members in good standing of Forest Heights with a desire to actively participate in guiding and providing direction for our community. Previous board service is desirable, but not necessary. If elected you will be expected to: •

prepare for and attend monthly board meetings

participate in study sessions, evaluate subjects in an objective manner

educate yourself on homeowners associations

support the will of the majority of the board.

An ability to communicate and work with others is, of course, helpful.

your forest heights hoa board candidates for 2013 CANDIDATE NAME DONALD CIFFONE Background I’ve been living in Portland for the past nineteen. Laurelhurst on the East side for eighteen years and now in Forest Heights for the past year. Father of three grown sons, grandfather of two boys and two girls, all of whom live in California. A retired widow. Moved to Forest heights for a change, and because I wanted a more quiet and beautiful place to live out the twilight of my remaining years. Born in New York City, entered the Air Force and served in Korea to get the GI Bill and attend college. After the service, I’ve spent the rest of my life on the West coast in Washington, California and Oregon. Candidate Experience Worked as a research engineer for thirty-three years. Retired from NASA as the Chief of the Advanced Systems Research Office. Authored many articles for scientific journals, was a Distinguished Lecturer and Associate Fellow for the American Institute of Aeronautics and Astronautics. Received several meritorious awards including being asked to give a presentation in Europe at an international meeting on cerebral

blood flow about my research at the Stanford University Hospital. Taught math and physics at both the high school and college levels. Was a Loaned Executive from NASA to The United Way of Santa Clara, California. BS in Aeronautical Engineering, University of Washington, 1960, MS in Aeronautics & Astronautics, Stanford University, 1969, MA in Spirituality, Santa Clara University, 1994 Volunteer work includes coaching youth sports and managing a community water system in the Santa Cruz mountains. Candidate Statement Since I am now retired, and have more free time, I would like to be useful by helping others and the community in which I live. I believe that I have been blessed with many gifts and life experiences, and would like to share them in any way that I might, to help keep this community looking beautiful and being peaceful, and in the process to get to know more of the folks in Forest Heights. My experience in management and leadership roles at all levels, my volunteer work (much of which could not be listed above due to lack of space) at all levels, will be valuable in working cooperatively with other folks here in Forest Heights to keep our living space the serene and beautiful place that it is.

CANDIDATE NAME PAMELA MORRIS Background My husband and I moved to Portland from Arlington, Virginia four years ago to help with our grandson, whose mother runs Nike's US program for addressing physical inactivity in children and whose father is a developmental economist around the world. I am a child of the Northwest, who always dreamed of returning here, and Portland reminds me of the Seattle of my youth. We chose Forest Heights because it is a physically beautiful neighborhood, it has a diversity of ages and backgrounds, and it is close in, convenient, and safe. It was a happy surprise to discover that it is also a community that fosters a sense of community. Candidate Experience I am a graduate of Wellesley College. I worked for several years as a college placement officer before having two daughters. During their early school years, I volunteered as a room mother. When they were a bit older and in school, I attended George Mason University College of Law, and I then worked for over 20 years as a civilian attorney for the Department of the Navy. Sixteen of those years were as a senior environmental counsel, so I have many years of continued on page 9  Page 8

experience in working with federal and state regulators. For the last four years, my volunteering has been limited to working with my grandson, but he is now in school, and I have the time to devote to other interests. My husband and I enjoy City Club of Portland as one way to keep up with local issues. Candidate Statement I believe that the biggest issue facing any community as nice as Forest Heights is maintaining something that works. We are very lucky to have great trails, a playground that is alive with children, a park that is used by young and old, and a neighborhood school filled with children eager to learn. I am somewhat wary, however, of adding additional amenities, which may lead to unintended results and require neighbors to pay for facilities that benefit only a few. At the same time, I have been struck by how little the City of Portland offers Northwest residents, compared, for example, to our neighbors in Washington County, and believe this is a matter to be addressed by the Northwest Neighborhood Associations.

CANDIDATE NAME GALEN NOLL Background My wife and I lived in the Pearl District of NW Portland for the last three years and moved to Forest Heights last June. Our son Shea is an active fifteen month old who loves the children’s park and all the holiday activities at our community center. Our dog Marley quickly adapted to his new backyard; made a few canine friends and enjoyed the brief dusting of snow this winter. We have become close to neighbor-

hood families and enjoy having dinner parties. Our entire family loves this community! Candidate Experience My wife and I have lived and traveled throughout the world. We both have college degrees. We volunteer our time and donate our money to local charities, from The Friendly House to CHAP to Friends of Trees. We own two small businesses—IC @ Keller Williams Realty and ASULA Chiropractic & Wellness Center—and are members of the Pearl District Business Association. We love to ski Mt. Hood and stay on a family farm in Hood River. We have a home in Cannon Beach that we share with friends to enjoy those NW winter storms. We understand the importance of community and how fortunate we are to live here. Candidate Statement I would like to be helpful in preserving the integrity of the Forest Heights community for the current and future homeowners (and their families). My real estate profession provides a natural comparison between HOA rules and the freedom of homeowners as it relates to value. As an owner of two small businesses, I have insight into various functions of efficient and effective business strategies that could be useful as a member of the Board and to the community at large. CANDIDATE NAME JAMIE O’HALLOREN Background I was born and raised in Portland, and can’t imagine living anywhere else. My hus-

band Patrick has lived here in Forest Heights for 20 years, and when we married in 2007, my daughter and I joined him. Patrick is a Pediatric Urologist and he has two teenage sons; my daughter is a 5th grader at Forest Park Elementary. Both Patrick and I have dedicated our lives to taking care of others, and we are quite proud of our little blended family. We value learning and between the two of us, we have more than 20 years of advanced education beyond college. That’s a lot of schooling, but we both love it! Experience I have a masters degree in counseling psychology and will finish my PhD in health psychology by the fall of 2013. I worked at OHSU as a manager and computer support analyst for nine years before opening up my private counseling practice in 2004. In 2008 I started a multidisciplinary health and wellness clinic in NW Portland: it houses counselors, naturopaths, massage therapists and an acupuncturist. I have volunteered my time at numerous social service agencies in the greater Portland area, and also at Forest Park Elementary. I am actively involved in my community and am always seeking out ways that I can help other people. Statement I love Forest Heights and take great pride in our community. As a counselor I have excellent interpersonal and mediating skills, which would be beneficial as a Board member. I believe in fairness and hearing all sides as problems are discussed and solved. I am detail-oriented and conscientious, and would consider it a great honor to serve on the Board and advocate for the members of our wonderful neighborhood.

Forest Heights Book Club Meets March 28th Wildwood: The Wildwood Chronicles, is the Forest Heights Book Club selection for March. This children's fantasy novel—written by The Decemberists' singer-songwriter Colin Meloy and illustrated by his wife Carson Ellis—is inspired by classic fantasy novels and folk tales. The book tells the story of two seventhgraders who are drawn into a hidden, magical forest, while trying to rescue a baby kidnapped by crows. Caught up in an epic struggle, they learn of their connection to a magical parallel world while confronting adult authorities who are often cowardly or dishonest. The natural beauty and local color of our very own Portland figure prominently in the book. The premise of Wildwood is that Forest Park, located within a few miles of Forest Heights, "its own secret country, populated by a diverse and strange people". Meloy's imagination and fantasy version of the park is Wildwood's "most distinctive element". The people of Portland, known as Outsiders, call it the Impassible Wilderness, and they know it only as a forbidden, taboo area, never visited and rarely spoken of.

ast month, Board President Sanzone reported on various projects slated for 2013. This month, I wanted to expand on this just slightly. As many of you know, the Board annually compiles a list of projects for the manager to undertake as a part their job expectation. This year, I have been assigned six projects. One of them is to develop a Community Engagement Plan for Forest Heights. While the purpose of the association is to maintain property values and common areas, the heart of every community is the people that live and own in it. Therefore, my goal is to review the diverse culture of Forest Heights and, with the help of committees and staff, try to identify new ways to engage the community and encourage participation on greater levels, whether it’s improving our HOA newsletter readership, increasing attendance at our community events, or expanding our committee and volunteer participation. Without engagement, we lose our sense of community.

Key areas of focus will be:

• Welcoming new owners to the community

• Identifying new communication avenues that cater to the diverse lives of our residents

• Creating interesting and meaningful volunteer opportunities

• Producing sustainable events that have minimal expenses, but encourage maximum attendance Over the next few months, expect to see some surveys from the HOA office as we try to find areas of opportunity to better serve you. February Volunteer Work on Social Trails a Huge Success!

C

ub Scouts from Tigard Pack 232 and their fathers came out in full force to assist SOLVE, the Forest Heights Go Green Committee and FHHOA residents with the closure “social trails� and the restoration of two degraded areas adjacent to the Coyote Creek and Deer Run trails. In just forty-five minutes, twenty-nine energetic volunteers planted one hundred seventy-seven trees and shrubs at the Deer Run trail location. Volunteers then refueled on coffee and treats, generously donated by Starbucks, and then stayed on to plant one hundred thirty trees and shrubs at the Coyote Creek trail location. This restoration work was done in degraded areas along the trails to decrease erosion near streams and limit the return of invasive weeds. One cub scout was overheard to his father: "This is my Valentine's present to the Earth". The Go Green committee and FHHOA sponsored this SOLVE event to complete tasks in our $10,000 FISH grant awarded by the West

Multnomah Soil and Water Conservation District. Over the past two years, these funds have been utilized to remove several thousand square feet of invasive weeds and restore sections of degraded land in our common area to prevent erosion and enhance stream health. This event is just one of many initiatives supported by the FHHOA Go Green volunteer committee. L

iving as we do here in Forest Heights, surrounded by the lush, forested landscape and over two hundred acres of common space, special consideration needs to be given to the wood products used for roofing in our neighborhood. If you currently have a wood roof on your home, or are considering reroofing using wood, please be aware that fire retardant-treated wood shakes and/or shingles are required by our architectural guidelines. Section 2.15 of the Forest Heights HOA Architectural Guidelines and Construction Regulations states: Different styles of homes call for different roofing materials. Fire treated wood shakes or shingles, slate and stone, copper, zinc, terne, Kor-ten steel, concrete and clay tiles can be suitable roofing materials, depending on the style of the house. Fire retardant is applied to cedar shakes and shingles during the manufacturing process. The fire retardant is impregnated into the

Untreated shakes and shingles, once installed on a roof, cannot be coated or sprayed to provide fire retardant properties. More information on fire retardant wood shakes and shingles can be found at the National Roofing Contractors Association website, www.nrca.net. The Association asks that when obtaining bids for replacing a cedar shake or shingle roof, ask potential contractors to price the job with fire retardant-treated wood products. This request also applies if you are simply maintaining or repairing your existing wood roof. A list of roofing contractors who offer fire retardant wood shakes and shingles can be found on the Forest Heights Homeowners Association’s Recommended Contractors/ Vendors list.

ave you been walking in the neighborhood and encountered obstacles in your path like cars parked across the sidewalk? Or has a low tree branched force you to walk in the street? Has an uneven sidewalk thrown off your pace? Here are some common “sidewalk safety issues” that homeowners need to be aware of: Within the City of Portland, the following are all parking violations:

• Blocking a driveway with a parked vehicle, including the curb returns or wings

• Parking a car in a planting strip (the area between the curb and the sidewalk)

• Parking a car in a crosswalk, or in front of a handicapped access ramp, or parking a car on a sidewalk It may sound humorous, but the HOA office has received complaints about situations like the ones mentioned above. If you observe an illegally parked car, report it to the City of Portland Parking Violations at 503-823-5195.

Examine your sidewalks for trip and fall hazards. Property owners in the City of Portland are responsible for maintaining the sidewalks, curbs, driveways and parking strips abutting or immediately adjacent to their property. Equally important to know is that property owners are liable for damages or injuries that result from the owner’s failure to keep these items in safe condition and good repair. The most common hazard regarding sidewalks is “stub toes”, where the sidewalk panel is displaced or raised. The City of Portland has determined that a rise of 1/2 inch or greater is hazardous. Depending on the rise, there are repair options. All panel repairs or replacements require a permit. If you observe a stub toe or other potential hazard, contact the City of Portland Street Systems Management at 503-823-7002, Option “3”. Trim landscape shrubbery/trees to keep them from encroaching on the sidewalk; make sure low level tree branches are limbed up so people can comfortably walk underneath
