Welcome from Forsyth County Schools I hope you have had a restful and enjoyable summer. We had a great 2018-19 school year, and I am excited for the future of Forsyth County Schools. Last school year we grew 1,694 new students, making us home to 48,747 students as of May. We expect to surpass 50,000 total students this year! Since 2009, our student enrollment has grown 53%, which equates to 17,263 new students. We have built 9 new schools over the past 10 years and all existing schools prior to 2000 have received a d d i t i o n s / m o d i f i c at i o n s within the past two decades. For 2019-20, we are home to 38 schools — 21 elementary, 10 middle, and 7 high. One of the many things that make FCS special is that even with our growth, we still maintain a small town feel and form connections that go beyond the walls of our schools. As one of the nation’s top 11 fastest growing communities, Forsyth County’s growth and increasing diversity have had a positive impact on our schools. Highly motivated students come to our classrooms locally and from all over the world, representing 124 countries and 52 languages. The fastest growth population is Asian students at 22%; the student population is also comprised of White 57%, Hispanic 14%, Black or African American 4%, Two or more races 3%, American Indian or Alaska Native and Hawaiian or other Pacific Islander, which are both under 1%. While we are not opening a new school this year, we have been quite busy since the passage of the Bond referendum in May 2018. New school construction includes: • Opening 2020: Poole’s Mill ES • Opening 2021: East Forsyth HS, Hendricks MS, and a new Academies for Creative Education building, housing Gateway Academy, Forsyth Academy and Forsyth Virtual Academy. Additionally, the bond will purchase land for and construct 6 | State of the Schools 2019-2020

elementary #23, build a centralized performing arts center, provide air conditioning for buses, purchase new buses, provide districtwide facility safety improvements, such as new front entrances, and districtwide technology improvements, such as the new interac tive panels installed in all schools, maintenance work at 30 of our 36 existing schools, and athletic projects at the high schools. Forsyth County Schools is proud to be one of the top districts in Georgia and the United States. This success has been accomplished with a long-standing commitment to building partnerships with staff, parents, citizens and businesses, all working to support the primary customer, the individual student. As the 7th largest out of 181 school distric ts in Georgia, FCS operates on a $479 million budget, with 73% of expenses tied to instruction. The 2019-20 budget included 143 new school positions for growth, a step increase for eligible employees, and a salary increase ($3,000 for certified staff and 2% for classified staff ). The budget income is 48% from local funds and 52% from state and federal funds. The FY20 budget was built with a 15.03% fund balance, while maintaining the same millage rate for the last five tax years, which is the lowest in Metro-Atlanta. Join the FCS Family! The Forsyth County Schools Human Resources Department has been extremely busy recruiting and onboarding high quality teachers and support staff for the new school year. With over 6,000 employees, FCS hires throughout the school year to fill positions open due to retirements and resignations. Openings are posted at www.forsyth.k12.ga.us/careercenter. Annually, we hire close to 400 new teachers and other positions to accommodate student growth. Composition and benefits are competitive, and opportunities for growth and development are provided for employees to reach their professional goals. School and Family Partnerships As their child’s first teacher, parents play a significant role in the education of their children. The most accurate predictor of a student’s academic achievement is the extent to which a family encourages learning at home and involves themselves in their child’s education (1). Authentic family engagement is defined as a shared responsibility between teachers and families to assist children in learning and meeting their educational goals. When families and schools build a true partnership, children thrive. There are many ways that families can be involved in their child’s education and encourage a lifelong love of learning.

Listed are some suggestions:

• Be “in the know”-read correspondences from teachers and schools • Contact your child’s teacher(s) when you have questions and/ or provide information about your child that may be necessary to know in order to best support his/her needs • Attend parent-teacher conferences and come prepared with questions about your child’s learning and how you can best support at home • Provide structured time at home for reading and/or homework and ask your child questions about what they have read or about their homework upon completion • Assist your child in the completion of their homework and/or have a daily conversation about what happened at school that day with learning and friends • Teach your child time management and organization skills 10 | State of the Schools 2019-2020

Food & nutrition Services: Food for thought Forsyth County’s Food and Nutrition Services offers kid tested, great tasting, nutritional meals for breakfast and lunch.

Our meals offer students a variety of 5 different meal components which include: - Protein-rich entrees - 100% whole grain-rich foods - Fruit or juice, often Georgia Grown - A wide variety of vegetables - 1% and skim or fat-free flavored milk

Bottled water and other juice options are also available for purchase. Because your child’s health is important to us, we also work with students and their families who have food allergies or other medical concerns to provide them a safe and nutritious meal. east Forsyth high School The land for East Forsyth HS (EFHS) was purchased in 2007 using SPLOST III/2006 Bond funds. The name was selected that same year by the Forsyth County Board of Education after conducting an online community survey. Originally projected to open in 2011, after the Great Recession (2007-09) and subsequent recovery, EFHS construction funding was not secured until the 2017 Bond. In 2018, the architect was approved, and the school colors and mascot were selected by the six traditional high school principals, the Alliance Academy principal and the Academies of Creative Education (ACE) principal. This was the same process that was used for Denmark HS, from planning in 2015, with the school opening in 2018. EFHS’ primary school colors are blue and orange, with gray as an accent. The mascot is the broncos. EFHS will be Forsyth County Schools’ seventh traditional high school. It is on an 89.47-acre tract and is similar in design to Denmark HS. EFHS, as constructed, can accommodate 2,125 students and is designed for a future addition, similar to how Lambert HS and West Forsyth HS were built, to eventually house 2,475 students. Traditionally, Forsyth County Schools redistrict one year prior to a new school’s opening. Since the opening of EFHS is three school years into the future, the district has not had discussions at this time on any specifics for attendance lines. However, the school is projected to primarily relieve North Forsyth and Forsyth Central high schools. EFHS is projected to open with grades 9-11 and have a similar starting enrollment as Denmark HS. School Closing and Delay Information To ensure the safety of our students and staff FCS has a comprehensive plan that is executed when there is consideration of a school closing or delay due to inclement weather. WHO IS WATCHING THE WEATHER? The superintendent and administrative staff carefully monitor weather conditions during seasons of inclement weather. WHERE DO THEY GET THEIR INFORMATION? The school district staff listens to weather forecasts. The director of transportation monitors and tests road conditions on bus routes and our maintenance departments checks school power conditions. Local and state law enforcement agencies and neighboring school systems are consulted about road conditions. Careful consideration is given to the most dangerous bus routes in the district. WHAT FACTORS ARE CONSIDERED WHEN MAKING THE DECISION TO CLOSE SCHOOL? The safety of all Forsyth County children is the primary concern. Even if it looks clear on your street, dangerous conditions may exist in some other part of the district. In deciding whether the children will be safe, the following factors are considered: • Information on road conditions from the director of transportation and law enforcement agencies, including whether roads are iced or icing; • Time snow or ice starts and the amount; • Weather predictions; • Building conditions (e.g., whether we have power and heat); • Parking lot and sidewalk conditions; and • Temperature and wind-chill factor. WHO MAKES THE DECISION? The superintendent of schools is responsible for making the final decision, based on the above factors and recommendations from the district staff. WHEN IS THE DECISION MADE? The superintendent tries to make the decision by 5:30 a.m. so that the broadcast media can be notified. HOW IS THE PUBLIC NOTIFIED? Forsyth County school closings will be announced on the local and metro broadcast media outlets, the school system website, www.forsyth.k12.ga.us, and on the automated voice service at (770) 887-2461. Subscribers to FCS’ enewsletters will also receive an email notifying them on closings or delays. Additionally, closings are posted on www.facebook.com/FCSchools and www.twitter.com/ FCSchoolsGA. Please note that you should verify the information by checking two sources, especially when relying on social media for information. Fake social media accounts with school and/or the district names and logos violate copyright laws but unfortunately are common. FCS’ official social media accounts have been in existence since 2009 and therefore have a long list of tweets and followers, while fake accounts have significantly less tweets and followers.

IF THERE IS NO CLOSING MESSAGE ON FCS’ WEBSITE, MAIN VM GREETING OR SOCIAL MEDIA ACCOUNTS, THEN SCHOOL IS OPEN. WHAT IF SCHOOL CLOSES DURING THE DAY? If school closes during the school day all students will be sent home in the usual manner (bus, day-care van, etc.) unless other directions are on file with the teacher. It is impossible for the school staff to accept phoned directions during emergency closures. Parents should plan in advance for early school closings. Make sure that the child knows where to go, how to get there and what to do upon arrival. The public will be notified by the same methods listed above. WHAT IF SCHOOL OPENING IS DELAYED? If school opening is delayed, please follow the same routine/schedule as normal, but push back the start time by two hours. ARE THERE INCLEMENT WEATHER DAYS BUILT INTO THE CALENDAR? No, FCS recovers lost instructional time due to school closings by using itslearning, the district’s learning management system, for an online learning day. Sharing the road with School Buses Approximately 29,000 students ride FCS school buses every day to & from school, as well as for athletic events, field trips, and activity trips at all of our schools throughout the year. This year, FCS Transportation started making investments in our school bus fleet that were approved by Forsyth County voters with the 2018 School Bond. In May 2019, Thomas Bus /Peach State Trucks began delivery of 50 new school buses to the district purchased from 2018 School Bond funds. In addition, FCS started retrofitting our current school bus fleet with cabin air-conditioning in partnership with Yancey Power Systems. With these two projects, FCS expects to have its full school bus fleet outfitted with cabin air-conditioning at the beginning of the 2020-21 school year. FCS Transportation will continue its partnership with the Forsyth County Sheriff’s Office through the School Bus Stop Arm Camera Enforcement Program. Dozens of buses in the FCS school bus fleet have been outfitted with cameras that record when a vehicle passes a stopped school bus that has its red lights engaged and the stop sign extended. The purpose of the program is to eliminate vehicles passing stopped school buses when students are getting on or off the bus.

FCS Transportation is also partnering with Forsyth County to provide FCS access to Forsyth County’s state-of-the-art radio network system, and improve the safety of our school bus fleet. This project will allow for future growth of the FCS Transportation radio network and improve its quality & coverage to a level similar to that used by Forsyth County’s first responders.

FCS Special educators Shine FCS Special Education Teachers, Instructional Aides, and support staff stand out within our district, our state, and even the nation. Throughout the past year, The Forsyth County Special Education Department has strived to bring attention to the efforts of our top Special Education teachers and instructional aides by recognizing them with awards for Outstanding Teacher and Outstanding Instructional Aide. These FCS teachers and instructional aides come from a wide range of grade levels (from our Pre-K programs to our PostSecondary Preparation programs) and a wide range of schools, but all share some common characteristics. The teacher recipients must be ambassadors for students with special needs, must demonstrate a high level of expertise and confidence, and must be dedicated to improving student learning through continued professional growth. The instructional aide recipients must be student focused, must be team players, and they must approach challenges with a positive attitude and an open mind. In addition to local recognitions, Sarah Taylor (FCS Director of Special Education) was honored at the state level as this year’s recipient of the prestigious Lillie Moncus Award. This is the

highest award given by the GA Council of Administrators of Special Education, who have also received the recognition as Georgia’s Special Education Director of the Year, based on outstanding performance. And the FCS Assistive Technology Team was recently honored at the Georgia Department of Education annual IDEAS Conference (Institute Designed for Educating All Students) with the “Excellence in AT Service Delivery Team Award” provided by GA Tools for Life. At the national level, one of the FCS teachers of students with visual impairments, Carmen Willings, was also recently recognized. Carmen was one of over150 teachers nominated from across the country to apply for the APH (American Printing House) Scholar program. Those nominated are outstanding teachers demonstrating exceptional creativity and dedication to supporting students with visual impairments. While simply being nominated is a tremendous honor, Ms. Willings was ultimately selected as an APH Scholar. We look ahead to the 2019-20 school year with great pride in the level of expertise and dedication that the FCS Special Education staff possess.

Campus Crime Stoppers The Forsyth County Sheriff ’s Office School Resource Officer Unit and Forsyth County Schools’ Safety Department work together to provide Campus Crime Stoppers, which provides an avenue for students to submit anonymous tips about non-urgent illegal activities such as unsolved cases, vandalism, theft, the sale and distribution of drugs, possession of weapons or information about crimes that are being planned on their schools’ campus.

KIM SCHREIER 2019 Forsyth County Schools Teacher of the Year and FCS Middle School Teacher of the Year Kim Schreier is Forsyth County Schools’ 2019 Teacher of the Year. She teaches math at South Forsyth Middle School. Kim received her bachelor’s and master’s degree from the University of Georgia and specialist’s degree from the University of West Georgia. In 2007, she began teaching in Fulton County then came to South Forsyth Middle School in 2014.
