Some MWR dining spots cater to adults, but many MWR eateries are also kid-friendly, with food and menus that consider children’s appetites. Special feature on the Month of the Military Child

I
f you are a part of a military Family with children ages 11 and younger, they will have only known a country at war, multiple deployments, ongoing world conflict and a suppressed economy. Many Families would be distressed with such a reality. Our military Families not only live it, but try to rise above it every day. The Army recognized this fact back in spring of 2007 after deciding that its Families needed to be honored and recognized with a capital “F. ” However, that symbol of recognition needed real programming behind it if Families were to feel supported. The support began to pour in with the signing of the first Army Family Covenant that October.
Honor followed by commitment “It struck me that the best wasn’t good enough,” now-former Chief of Staff of the Army Gen. George W. Casey Jr. said when he announced the covenant during the Association of the United States Army Annual Meeting in October 2007. “We have not, until this point, treated Families as the readiness issue that they are. “Never before in the history of our Army have we asked so much of our Families,” said Gen. Casey. “They are serving side-by-side with our Soldiers, enduring their hardships, providing the unconditional love and support that truly make our Army strong.” Monies began to be committed to building and remodeling childcare centers, funding more Family, health and recreation services, developing more educational and resiliency programs and finding more employment for spouses.
Commitment expands to all JBLM military Families The Army Family Covenant had hit the ground running when an entirely new population was mixed in with the newly formed Joint Base LewisMcChord in 2010. Last spring, senior joint base leaders decided together to recommit the Family covenant and expand support to the Air Force and other service members serving at JBLM, including around 60,000 Family members with about 17,000 children. Among improvements for all military Families: • New and renovated privatized housing at JBLM • New childcare centers built while others are renovated: The Lewis North Youth Activity Center CDC Annex added 80 additional spaces to the Pre-K program. Beachwood CDC reopened in December; other CDCs under renovations are Clarkmoor and Madigan. They will boast lower teacher-to-student ratio and multi-age rooms for stable classroom experiences with the same teacher. • Creating Parent Central one-stop childcare service locations at McChord and Lewis, and realigning childcare at McChord • A new youth center at Hillside • New healthcare providers hired for Soldiers and their Families • Family Readiness Support Assistants at the battalion level • Improved behavioral health services • Improving respite care for Families with exceptional-needs members • Free resiliency and skill-building classes for Families
• Military Family Life Consultants that provide free, confidential individual and Family counseling • Free camps to help children cope with adversity and master life skills • Substantially increased funding for Survivor Outreach Services, CYS Services, new parent support, military spouse employment program, Strong Bonds, Wounded Warriors Sports program and others • And most recently, the addition of a 14,000-square-foot skate plaza with night-time lighting to the AFC Commons that includes a water park, playground, picnic area and more. See page 16 for skate plaza details. A lot of work still needs to be done, and it’s an ongoing effort to determine and meet Families’ ongoing needs. But JBLM leaders are fully engaged and committed to carrying out the precious and special covenant made to better the lives of our military children.

April was designated the Month of the Military Child in 1983 by the Secretary of Defense to acknowledge the sacrifices and contributions our military children make for the combined corps. Military children’s services need to play a central role in fostering readiness and enhancing the quality of their lives. Some better-known military offspring are singer Christina Aguilera (her dad served in the Army), actor Robert Duval (his dad served in the Navy) and actor Blair Underwood (his dad served in the Air Force). It takes a special kind of child to be a military child — that’s who we are celebrating and honoring this month! or the past 10 years, our Service members and their Families have endured multiple lengthy deployments. There are 1.7 million children in military Families today, and approximately 1 million of those children have experienced a parental deployment. Many have grown up with a parent missing for a substantial portion of their lives. JBLM has many services and agencies available to help military children throughout the deployment cycle and beyond. Army Community Service offers classes and referrals that benefit the entire community. The Family Advocacy and New Parent Support programs offer many informative parenting classes as well as home visits for new parents with children ages 3 and under. Military Family Life Consultants are master’s-level therapists who can provide confidential, short-term solution-focused counseling. They’re at ACS, embedded in brigades, at local schools and in child development centers. For more information, call the ACS front desk at 253-967-7166. The Child and Family Assistance Center at Madigan is available for medical and behavioral health care for children and spouses and marital therapy for couples. No referral is needed and walk-in hours are available. For more information, call 253-968-4843. katers at JBLM have a new place to call home — the JBLM Skate Plaza at the AFC Commons. Whether your style of skating is street, vert or flat, the skate plaza has something to offer skaters of all levels in a fun, yet safe, environment. Joint Base Lewis-McChord is proudly one of the first military installations to have a skate plaza. The plaza has taken the natural element of street skating and put it in a dedicated location for all ages to enjoy. It’s more than just a park, explains Dan Dillabaugh, who helped spearhead the design of the park. “It’s something completely different than what you’d see around the area.
“We took elements of a skate park and combined them with elements of street skating ... turning it into a skate plaza.” From the sculpture of Mount Rainier at the center of the plaza to the rails and ramps throughout, everything in the plaza is not only skateable, it’s visually appealing. With the opening of the skate plaza, the AFC Commons is truly a one-stop fun shop for the entire Family. “It’s a big deal thanks to the Family factor,” says Janet Foster, the manager of Bowl Arena Lanes who oversees AFC Commons. Everyone can stay and play as a Family, she says. “By setting up an environment for teens to hang out, all Families can truly be together” at AFC Commons, echoes
Dillabaugh. “The little ones can splash at the splash park with their parents, and the older kids want to come along because they can skate there, too.” There’s also an ADA-certified playground, benches and grassy areas for play or picnicking. It should be noted that the skate plaza — while a Family-friendly location — is open to everyone, whether you’re a 7-year-old wanting to skate like big brother, a teen or a service member. With a Battle Bean coffee shop and Bowl Arena Lanes also in the AFC Commons area, it really is a hotspot for all ages. McChord Field’s skate park is also open to skaters of all ages. Flip some tricks on the ramps any day of the week — it’s open when school lets out until 6 p.m. It’s

About the JBLM Skate Plaza Dillabaugh, who’s currently the acting director at the North Fort Youth Center, is no stranger to skate parks. The skate plaza here is his third skate project, having designed his first at Fort Huachuca, Ariz., as a young teen. He was later hired as a recreation aide there, and the park was rebuilt in 2007 with the help of the youth who skated at the park. When he was tasked by Child, Youth and School Services to come up with ideas for the space that would bring JBLM youth a free, low-maintenance recreation option, he immediately thought of skateboarding. Dillabaugh got a focus group of JBLM youth together to see what they thought of the idea, and it was met with a chorus of “Yes’s!” What’s so special about this skate park is that it was built especially for our installation. You won’t see these skateable elements anywhere else, Dillabaugh says. From the Mount Rainier Gap, a pyramid-style launch ramp, to the bronze skate plaza sign, each feature was custom-made for JBLM by Spohn Ranch Park designers. The work

to turn their design into reality was completed by Centennial Construction Company. The skate plaza is currently open from dawn to dusk and has lights for safer skating, says Foster. Nutrition’s role in getting active Metabolism is the energy required to maintain vital body functions such as respiration, temperature regulation and blood pressure at rest. We use the word loosely to mean how our body burns calories. It’s important to distinguish the use of calories for resting and what’s used for extended physical activity (such as riding a stationary bike or doing a 3-mile run). If you’re a regular gym-goer, a longdistance runner or just love to exercise, you may know the importance nutrition plays in your physical activity. The body needs fuel, especially to make muscles work and provide energy. The simplest form of energy for physical activity is glucose. Glucose comes from carbohydrates, such as fruits and vegetables, as well as the most well-known carb source, starches. An ideal supply comes from whole grains and dark green, red or

orange fruits and vegetables. Generally, your carbohydrate recommendation is based on your caloric needs for weight and activity — usually about 45 to 60 percent of calories. To keep your glucose levels up throughout the day, it’s recommended to spread your carb intake throughout the day. As you prepare for a long period of exercise, plan your eating schedule. A person who exercises 60–90 minutes per day needs 5–12 grams of carbohydrates per kilogram of body weight daily. This usually means including a carbohydrate and a protein within 15 to 30 minutes prior to the exercise and again within a half-hour after exercise. Good options include a hard-boiled egg and fruit, an 8-ounce fruit smoothie made with skim milk or string cheese and 12 crackers. Any of these will give you enough glucose and protein to improve endurance and repair muscle exercise. There isn’t a pill or supplement you can substitute for real nutrient-rich foods. Making sense of your insurance premium By Ryki Carlson, JBLM Financial Counselor
C
ar insurance protects against financial loss in the event of a car accident, theft or other unforeseen occurrence, yet drivers tend to be a bit mystified as to how exactly a car insurance premium is calculated. An insurance company determines how much to charge by looking at rating factors. Insurers in Washington can base rates on the following factors: • Your age and gender Accident rates tend to vary considerably according to age and gender, which is why insurance premiums do as well. • Marital status Insurance companies must consider domestic partnerships the same as married couples for rate purposes. • Vehicle type Usually the more expensive the vehicle, the higher the premium. Additionally, because sports cars and high-performance cars are involved in more accidents, cost more to repair and are stolen more often, they cost more to insure. • Location Population density, autotheft rates and accidents are categorized by ZIP code. This is why insurers weigh your geographical location heavily. Populous areas and those with high crime rates tend to have higher insurance rates because of the resultant traffic and theft.
• Driving record and claims history The number of accidents and violations you’ve had, usually in the last few years, impacts your premium. Plus, if you’ve made numerous claims, typically within the last five years, your rates will reflect that risk. • Driving patterns How much you drive your car per day will affect your insurance premium; the more a vehicle is driven, the more likely it is that you will have an accident. • Credit score Insurers may use your credit history to determine your rates since it has been found that how promptly you’ve paid your bills in the past also impacts your statistical likelihood of an accident and making a claim. If your credit insurance score causes you to pay a higher rate, the insurer must tell you what factors caused that increase. Understanding how your rates are computed gives you the opportunity to change some of these factors and make informed decisions. When shopping for auto insurance, take the time to shop around for the best deal.
