K
ristiane had plans to become an actress in college. One day, she followed up on an invitation to register for another type of class, and the trajectory of her entire life changed. “Not one to let an opportunity pass me by, I attended a class in the field of community and commercial recreation and found out I loved it,” Kristiane says. “I decided to switch my major, and I followed my new path to wherever it led me — I was young and wanted to experience all I could.” Her new path led her first to a naval base in Yokosuka, Japan, to apply what she was learning about community recreation, then to a small Army base in Germany on an internship as a youth camp director. Kristiane landed her first full-time job in California working with at-risk youth. “That job was a profound experience,” she says. “For eight years I worked on gang and violence prevention. We introduced kids to new ways of thinking by taking them on a variety of wilderness
6
experiences — camping, hiking, backpacking and rafting.” Kristiane’s next opportunity came as a director of the teen center at Maple Valley Community Center in Washington. She applied the skills and experience she acquired to focus on youth drug and alcohol prevention and dating violence. Ten years later, in 2015, Kristiane arrived at JBLM as Hillside Youth Center director, and has dedicated her energy and passion to creating a safe, welcoming place for JBLM middle-schoolers and teens to belong. “My focus is on positivity development — all kids need extra people in their corner providing different outlooks,” says Kristiane. “One of the favorite parts of my job is providing new opportunities for staff and kids, whether it’s a new cookbook or active wilderness outdoor recreation. I apply for grants to make these experiences free so everyone can join in.” Kristiane continues: “What I love most is seeing the ‘spark’ in staff members and kids

— that sense of ‘oh, now it makes sense!’ For instance, we had one kid who had never been in an escape room figure it out methodically. The other kids realized he had the brain power to figure out the clues, and he realized that ‘yes, I am clever — I can solve things!’ It’s so cool to see them accomplish things they thought they could never do because they never were exposed to it before.” Hard times also bring out capabilities people haven’t discovered before. During the COVID restrictions, Hillside Youth Center had to adapt to new ways of doing things, and the staff rose to the occasion. “We’ve had such limited programming and staffing during the pandemic,” Kristiane recalls. “We’ve worked to stay as positive as we can as a staff. Everyone has been pulling together as a team and pitches in wherever we can, whether it’s working in the kitchen or driving a shuttle. From the beginning, we all understood that we wouldn’t be successful unless we came together to change and adapt the environment so our
MST kids could come back. “I’m so appreciative of my team and everything they’re doing,” says Kristiane. “Now that we’re reopening, we’ve brought back the shuttle service and transportation to Steilacoom schools. We now can plan on in-person events and programs, such as our Youth of the Year program. “When we reopened, we realized we lost a lot of kids when they PCS’d. Now we need to get our participation levels built up and open up all our programs that everyone misses so much. Nothing compares to staff being able to observe and help kids in person to bring out their talents and abilities.” What Kristiane applies in her own life is what she calls ‘carpe diem’ — seize the day. She says she is normally a positive person and has lived her life taking opportunities that lead to growth and new experiences. Her advice: “Seize every opportunity that comes your way, especially if you’re young. Take on becoming president of Keystone Club, get involved in a community service project, become a lifeguard at JBLM and learn new skills that you can carry with you wherever you go! You never know who’ll you meet or what you’ll learn — don’t let wonderful opportunities pass you by. “Remember, my life path changed with one extra class I took in college and it opened up a whole new world for me.”

Running a homebased business H
ome-based businesses are important contributors to the JBLM quality of life, and new changes to procedures make it easier and quicker to gain approval to operate an on-base HBB. HBBs allow families to work from their JBLM homes, developing rewarding careers that follow them through PCS moves. The wide span of HBBs operated by JBLM families includes: • Retail sales. • Car detailing/service. • Hairdressing and hairstyling. • Home baking and meal preparation. • Pet grooming and pet sitting. • Massage therapy. HBB owners need to obtain approval from senior commander. We’ve recently streamlined the process to make it quicker and easier. Not everyone who works from home operates an HBB, though. If you work remotely from your home, you probably don’t need approval. Other examples of businesses that don’t need approval are: • Bookkeeping and tax preparation. • Personal training conducted outside the home. • Photography, graphic design and advertising services. • Tutoring and music instruction. • Entertainment or travel planning.
• Housecleaning and lawn care. • Selling items from multi-level marketing companies.
Home-based business approval is quick and easy The new standardized application streamlines the approval process. Of course, business owners are still required to adhere to local and state laws and regulations regarding home business operations, so check into those, too. If you operate an HBB on base and aren’t yet approved, now’s the time to get official. Here’s the process: Step 1: Download the HBB application from JBLM.armymwr.com/programs/home-basedbusiness. Step 2: The application process includes visiting and obtaining approval from installation agencies like the housing office and community housing manager. The application should identify the agencies, but ask your MWR representative if you have questions. If you need any additional documentation (like licensing or certifications), get that, too. Step 3: Once you’ve completed your paperwork, submit the application to your MWR representative. Keep a copy of the completed application for your own records.
16 Joint Base Lewis-McChord FOCUS April 2022
Within 60 days, you should get a notification of approval. Simple! Moving your HBB from another installation? If you were approved there, the process is even easier! Contact us for details. Operating an HBB from your JBLM home without approval can violate HBB policy and get you in trouble. New guidance directs installations to “find a way to say yes” to HBB
owners — so we’re prepared to make this easy for you. Official on-base offerings from AAFES, the Commissary and MWR no longer consider HBBs competition, and you don’t have to gain their approval. Send questions and applications to usarmy. jblm.id-readiness.list.dfmwr-mwr-requests@ army.mil.

New duty station? Let us help you with the transition to new schools Norma Martinez-Melo, School Liaison Officer s there a transition coming up for your family in late spring or summer? Whether you’re on orders or you’re making a transition out of the service, if you have school-age children, there are some things you need to prepare for. JBLM’s School Support Services office can assist you in ensuring that your children get settled into your new location. We’ll provide you with a checklist that helps you be ready, and points of contact if you’re going to a military base or if you’re exiting the service. Education institutions are very different both within a state and from state to state. They each have a different set of requirements — knowing in advance of arrival at your new destination can ease your own and your school-age children’s’ stress levels. For military moves, we can connect you to the school liaison officer at your new duty station (regardless of service branch), and we can ensure that you’re as prepared as possible to enroll your child upon arrival at the location.
I
What to know in advance of your move Here are a few things you need to know well before your move. Elementary students (kindergarten–5th grade): • Immunization records. Is there a verification requirement on immunizations? Does the new state require a doctor’s verification? How long will they give you until the student
is not allowed to attend? • Last report card. Before you leave Washington state, you may want to go onto your parent account and print copies of the last report card. Once you notify the current school you’re leaving, there’s a short time period before your access to the site is blocked. • Are there special education records that need to have copies made for the new school? Most schools don’t make copies and you never want to give your only copy to anyone. Secondary students (6th–12th grade): • Report cards. For middle-school students, if you don’t have school records sent home to you, go onto your parent account and print off copies. For high-school students, you must contact the school and inform them that the student is leaving. Waiting until the week before you leave doesn’t allow them to get all the things done and back to you. We suggest that, if possible, you ask the school to email you the items — transcripts, immunization forms, athletic data and other pertinent information. This makes it easy to send to the new school. It also lessens the possibility of having to wait on official records. • Letters of recommendation for college and scholarship opportunities. If your student will be a senior, try to have the student ask a teacher for a letter of recommendation to take with them. The teacher will have it on file and can send it to any college your
38 Joint Base Lewis-McChord FOCUS April 2022
student applies to. This also helps in applying for scholarship applications since many of the new teachers won’t know the student well. This will lessen everyone’s stress during this stressful time. Students don’t think about these until the fall of their senior year; however, if the teachers, advisors and coaches who they know are in another school in another state, it makes it difficult to get done in a timely manner. Again, less stress (and many teachers and coaches will appreciate the heads-up). • Connection to the Youth Center or Youth
Sponsorship. This allows your student to get connected to the new installation before arriving. It then becomes less intimidating for them knowing someone is there that they know. Social connections are extremely important for this age group. Moving doesn’t have to be overwhelming when you help prepare you children at all ages. Let us help get you ready to make that move a smooth one! School Support Services is located at 2295 Bitar Ave. (at 12th Street), Lewis Main. Call us at 253-967-7195 if you have questions.

Off-base child care fee assistance expands S
oon, you’ll see expanded options for off-base child care centers accepting DOD fee assistance. Fee assistance allows you to attend eligible off-base child care programs that offer quality care at subsidized rates similar to on-base rates. Here’s how it works: • Army families must sign up on the JBLM CYS wait list at militarychildcare.com to determine if a space is available on base. If a child cannot receive a childcare offer
within 45 days, CYS Parent Central Services will provide a Statement of Non-Availability to allow the Army family to receive DOD fee assistance off-base. • Air Force families don’t require a Statement of Non-Availability and can sign up directly through their eligible off-base provider. For more information and a list of off-base centers accepting fee assistance, visit child careaware.org/fee-assistancerespite/militaryfamilies.

My favorite MWR program is Leisure Travel Services. Growing up as a military family member, my family was fortunate enough to be able to take advantage of the great opportunities to travel in and around wherever we were stationed. Now that I have my own family, I wanted to be able to do the same. Thanks to LTS, I’ve been able to get great seats and specials to Seahawks games, concerts and amusement parks. Whenever we have family and friends visit, we always turn to LTS for great deals to local attractions and events that may be happening during their visit.
