Her Majesty Queen Elizabeth II
It was with profound sadness that everyone at the National Garden Scheme marked the death of Her Majesty Queen Elizabeth II. Throughout her life The Queen was a constant supporter of our charity, which was founded in 1927 in memory of Her Majesty’s greatgrandmother, Queen Alexandra. The Queen supported our charity by opening the gardens of three of her homes, Sandringham, Frogmore House, and Windlesham Moor. We extend our sincere condolences to all of the Royal Family, especially to His Majesty King Charles III, Patron of the National Garden Scheme since 2002.
BY ARRANGEMENT GARDENS:I would like to take this opportunity to thank all those clubs, groups and societies - even groups of friends etc. who have taken the opportunity to visit one or more of our Hampshire By Arrangement gardens. These gardens attracted over 2.5 thousand visitors in 2022. The money raised in 2022 has far surpassed the figures for 2021 (in fact probably for many years prior to that) I would like to think that this has something to do with the A4 sheet, which I produced in January 2022, listing ALL the gardens opening By Arrangement. I sent this A4 list to around 150 clubs and Groups. A By Arrangement Garden gives you the opportunity to visit on a pre-arranged date agreed with your Group and the garden owner for a more personalised and leisurely experience. If your group missed out in 2022, watch out for the 2023 list in January.
We have some really exciting NEW gardens opening for Hampshire NGS in 2023, so keep you eyes open for the information in early 2023.
Best Wishes - Pat Beagley (Publicity) National Garden Scheme - HampshireThe Alresford Brocante Market made a welcome return on Sunday 25th Sept in Broad Street. Hundreds of visitors, both local and from across the county, enjoyed the wonderful sunny weather and the friendly atmosphere, as they rummaged at the many stalls from traders and enthusiasts. There was a huge array of items, including antiques, collectables, memorabilia, furniture, gardenalia, kitchenware – many upcycled and quirky, and even plain bonkers! Some people were picking up fantastic sculptures for their gardens to enjoy the last of the warm weather… whilst others were beginning to stock up for Christmas with interesting and unusual gifts.
Jackie Edwards, who organises the market, said ‘It was wonderful to see so many people enjoying the market. We’ll be back in Alresford next May, but if you can’t wait till then, you can find us in Bishops Waltham on 9th October and Romsey on 16th October’.

French Lessons

Yet again she promised herself that her French would be better next time - pretty sure she’d told the campsite’s aquafit instructor that she was ‘bored’, not ‘trying’… And Himself’s could do with a little work. In a tabac, buying cigars for a friend, he’d flexed that old standby; speak English loudly and slowly. And point. But when he’d also affected a French accent and said “can ah av un box uf cigarrs pliz,” she’d had to abandon him. Stifling hysterics, she’d feared for her bladder. It had been September – the sun surprisingly hot. Clusters of tourists moved unhurriedly here and there in the shimmering heat. More than a few were licking ice cream cones as they sauntered along the dusty street, idly surveying the souvenirs at roadside stalls.
She and Himself were strolling towards the lighthouse museum and, as she gazed up at the towering structure, she noticed that the flag was flying at half-mast. The thought flitted through her mind “I wonder who…?” before she realised.
“Look!” She pointed up at the Tricolore which hung half way up the flagpole, the blue, white and red vertical stripes stirring slowly in the warm breeze.
“For the Queen?” He asked in amazement. They’d not been as fully immersed in the public grieving as those back at home, but the French had revealed a surprising sense of their own loss. When the holidaymakers caught sight of the TV news, invariably it was concerning the death of the Queen. Even across most of the papers; one, Le Parisien, had headlined ‘We loved her so much.’
“Who knew?” Himself shook his head in astonishment. The next day whilst casting off the beach, they were approached by curious French onlookers, asking how many fish they’d caught. Her laughing answer “rien” brought forth Gallic shrugs and smiles. As the group turned away, they said in English, “we are very sorry about your Queen,” making heart shapes with their hands. She’d surprised even herself by bursting into tears.
If the ‘botte’ had been on the other ‘pied’, she hoped that Brits would have been as sensitive. Had they been in England and not France, she’d have queued for the Queen’s lying in State. Fortunately though, Beckham did it for her; she queued vicariously through and with him and hoped they’d exchanged numbers. Fanciful, but anything seemed possible. The world had turned upside down - the Queen was dead. In spite of the underlying sorrow she felt every time she looked at the news, they had a wonderful holiday. It didn’t seem like years since the last one, although the eye-watering cost of two beers in a bar suggested that both time and the exchange rate had not stood still.
French pride in all things French had not altered, however. Himself mentioned the word subsidies, but no denying the campsite was filled with Renaults, Peugeots and Citroens.
And French ingenuity had marched on. “Look Darling, there’s a vending machine for cartons of live oysters, complete with a lemon, should your shellfish addiction need a fix at three in the morning.” And then there was the French respect for their environment; though every inch of sand had been littered with French bodies the colour of mahogany, not one scrap of rubbish was left on the beach. And no bins. “Impressive.” Himself said enviously. “A bit different from Bournemouth – bet French metal detectorists don’t just find cans, bottle tops and tent pegs.”
On the long, smooth drive to the return ferry, she observed, “And I haven’t missed that exciting slalom of pothole dodging we do so enjoy back home.”
“Missed what Darling?” Himself was distracted. He went on without waiting for an answer, “um, thankfully you didn’t notice, but once or twice I almost caught myself speaking English with a French accent. That would have been embarrassing. I’ll need a few French Lessons before our next trip.”
Thinking of the clean beaches, the smooth roads, the patriotism, the respect and the sympathy – she said, “French lessons? It ‘Gaul’s me to say it, but I think we just had some...”

This month we had a stark warning from the County about the state of the finances at HCC, given to us in preparation for the Council tax budget in December. They expect a £200m per annum deficit by 2025/26, even having made £640m per annum savings since 2008. (The budget for 2022/23 is £2.4 billion)
Inflation isn’t just a problem for us at home: the social care of adults and children is increasingly expensive and the costs of building new projects and maintaining older ones are rapidly increasing, in many cases by up to 40%. When I first became a County Councillor, approx. 1/3 of the income had to be generated locally, the remainder came from Government. Now the position

Christmas Trees 2022
Volunteers from both the Alresford Pigs and the Alresford Chamber of Commerce are busy getting things ready for another LED spectacular with the 180 Christmas trees going up on the weekend of 26th/27th November. The Alresford Chamber of Commerce, as the project sponsor, uses the profits to support our local charity The Alresford Pigs Association (who manage the project for us) along with FREE community events such as the Easter Egg Hunt and
is more than reversed and after a period of nil and lower council tax increase limits, and a restriction on the social care levy, the potential income has been forcibly reduced. There is a new trend to ask councils to bid against each other for a limited pot, which results in extensive consultations, and maybe no outcome. Unfortunately, Hampshire’d bid for ‘Bus Back better’ was unsuccessful so there is no budget to transform buses as hoped. Capital programmes must be limited to those which maintain safe environments. This does not give us much hope on starting new capital programmes, but I am pleased that certain capital programmes outlines last month are expected to be going ahead. Hampshire Hospitals Foundation Trust: Hospital rebuild
I am the only member on the County’s JHOSC committee who actually lives in the catchment of the HHFT hospitals! This Joint Scrutiny Committee (with Southampton) is looking at the redevelopment of the hospital complex. On the last day of September, we heard that new hospital plans cannot be finalised until the Treasury agree the budgets for the 40 new hospitals. Only then can they consult on the site and services there. About 17% of the inpatients are remaining

The Ghost Hunt was between 22nd & 31st October, a spookily time was had by all, and the Winner of this year’s hunt will be announced in next months issue. Our thanks go out to New Alresford Town Council for their continued support of this project.
Neighbourhood Plan
We have representation on the Neighborhood
in hospital because there is nowhere to send them, created by the difficult backlog of finding social care. Meanwhile HHFT run ‘virtual wards’ which support the 9 in 10 of patients who go in for elective operations, and go home on the same day!
After delays outside HHFT’s control, it is now expected the site will be up and running by late 2030.
M3 Junction 9
The consultation of the new design for this junction is currently underway before National Highways seek a Development Consent Order over the winter. Go to national highways and search ‘M3 Junction 9’
The A33 option in the new design is much better, but local residents are expressing concern about the longer walk/cyclepath alongside the A34. This design will add to the UK’s carbon budget, but should reduce queues on south and north in busy periods. I want to see a Construction Management Plan which would reassure me and other councillors of the free running of local roads during the three years of construction: I await this before giving tacit approval to the scheme. Construction completion is now due in late 2027.

Hampshire share the hedgerow love with

Community groups from across Hampshire are being invited to apply for grants of up to £750 to assist with the planting or restoration, by laying or gapping up, of hedges in areas accessible to the public.
At CPRE Hampshire, they are passionate about hedges. Not only as a beautiful feature of the countryside, green spaces and gardens, but for the contribution they make to reversing the effects of climate change, and in providing shelter, homes, safe travel and food to all kinds of wildlife. In recognition of the value they offer, the Hampshire based countryside charity has launched a Community ‘Hedge’ Fund.
The aim is to reach across Hampshire to assist the national CPRE target of increasing the length of hedgerows in the UK by 40% by 2050. Since 1945, we have lost half our hedgerows, intensifying nature’s decline and hindering the fight against climate change. CPRE Hampshire is determined to help in turning this round by communicating the important role hedgerows play, as well as undertaking projects around restoring and planting.
Recent initiatives include a project in the South West of Hampshire to restore and plant hedgerows, involving local schools, the local Young Famers and a team of volunteers. A new initiative is currently underway with Hampshire County Farms in a new location near Fareham with a new set of volunteers and community groups involved.

It was a very long day as we had the opening of the new Flowerdown Barracks in the morning.
The Queen was much smaller and daintier than I expected, perfect skin, twinkly eyes and a wonderful smile. You can tell by the sloppy look on my face that I was spellbound! It was a grey gloomy day but she lit up the room (I know it's a cliche but she did).
This was the first time I had come across the eating with Royals thing when we had lunch later in the officers mess. When the Queen puts down her knife and fork all the plates are cleared. We had just two mouthfuls of delicious lamb cutlets when our plates were whisked away!

Age Concern Hampshire’s Community Information Volunteers (previously known as Village Agents), help people – and their family, friends and carers – find the information and support they need to stay living safely and independently.
• Find – Provide information on a range of topics, such as finding help to manage around the home, social activities locally or what government help someone may be eligible for.
• Help – Get to know the local charities and support groups working in the area and can help put people in touch with the right help at the right time.
• Connect – Provide a bit of tailored support to help a person to get connected to the service they need. This may be making a phone call, filling in a form on their behalf of making first introductions to a group.
Examples include: reviewing benefit eligibility; completing forms, such as Attendance Allowance and Blue Badge; locating tradespeople for your home and garden; finding transport; signposting to home services, such as cleaners and meal delivery, and much more.

The T.O.A.D.S PantoMother Goose
The Old Alresford Dramatic Society (T.O.A.D.S) has been writing, creating, and performing pantomimes in the village (Christy) hall since 1986. Following the closure of the village school and post office, and with a view to bringing the community together, an amateur drama group was formed, with people of all ages from eight – 80 years.
The pantomimes are written/edited, produced, and performed, by members of TOADS. This is the home of Dad jokes, Mum puns and slapstick. Of familiar songs, glittering costumes, stunning scenery, and many – many laughs, both deliberate and accidental. And we wouldn’t want it any other way – oh no we wouldn’t.
Pantomime is quintessentially Christmas; familiar, cosy and loved since childhood. And it’s so good to feel part of a show that is right on our doorstep, full of friendly faces old and new, and to join in the traditional audience banter, unabashed.
This year is the 36th panto and TOADS is giving Mother Goose more twists than a contortionist playing Twister, so there’s plenty for everyone to enjoy. Written and directed by founder member Helen Gard and long-time member Jo Stokes, Mother Goose features classic nursery rhyme characters, goodies and baddies, golden eggs and fluffy fairies.
It got us thinking about both the origins of panto - pantomime literally means “all kinds” of “mime”, the timing, evolved from the Tudor “Feast of Fools” and role reversal of the lead characters, which is thought to have originated from the practice of benevolent masters who allowed their servants to be the boss on special celebratory occasions.
As for the term “Mother Goose” that seems to have originated from the 8th century with Bertrada II of Laon (mother of Charlemagne, the first emperor of the Holy Roman Empire) who was a patron of children and known as “Goose-foot Bertha” or “Queen Goosefoot” due to a malformation of her foot – but who really knows? What we do know is that this year’s panto is going to be egg- cellent and we want to see you there.

How invertebrates show the state of our chalk streams
In their nymph stage, stoneflies – or ‘Plecoptera’ – can be found clinging to the undersides of rocks where the streams are fastflowing. The adults have intricately patterned wings but tend not to be strong fliers, so will usually stay close to where they first left the water. Some species communicate by ‘drumming’ their abdomen on a solid surface; if they’re lucky, this display will win them a mate!
Caddisflies, or ‘Trichoptera’, are best known for their larval stage, when many species bind stones, leaves, shells, and sand together to form protective cases. These shelters are portable, allowing the larvae to crawl – and sometimes even swim – while inside. As adults, they have hairy wings like a moth, which they fold along their bodies when at rest, and can typically be seen sitting by the water.
If you’d like to help monitor these important species, there are a few ways to do so. The Riverfly Partnership hosts several projects that are suitable for groups, and citizen science initiatives for individuals. When it comes to the health of our local chalk streams, few animals are more crucial than invertebrates. As a major food source for fish, birds, and mammals, their presence – or absence – directly impacts other wildlife populations. Many are ecosystem engineers that shape their surroundings, and some are found only in the UK. Yet of the 724 aquatic insects known to be here, 11 have been lost and 68 more face extinction.
Because of their key role in chalk stream ecosystems, invertebrates are ‘canaries in the coal mine’ for the habitat at large. Three groups in particular – the ‘EPT species’ – are
invaluable for spotting problems, since all spend extended periods in the water and have unique sensitivities to different pollutants. This makes them excellent indicators of subtle, chronic pollution that may be missed by spot water sampling.
Mayflies, or ‘Ephemeroptera’, take their name from their short adult lifespans – mere hours in some cases. As nymphs, however, they can spend up to two years feeding on algae and plants in the water. Unusually among insects, they have two adult forms: the dull-coloured ‘dun’ and the clear-winged ‘spinner’ that follows. The adults often emerge en masse, creating an impressive spectacle.

Pistachio and Mortadella Lasagne
SERVES FIVE Preparation time 1 hour 15 minutes
This recipe for lasagne combines the food flavours from both North and Southern Italy. It is a lighter and melt in the mouth experience than the traditional lasagne from Emilio Romagna which uses a beef ragout. Most of the ingredients can be bought at a good supermarket or deli. The Provolone cheese if necessary can be substituted using thinly sliced gouda.
For a perfect supper dish, pair it with a crisp green salad and a glass of Gavi di Gavi made from the Cortese grape.
INGREDIENTS
12 sheets of lasagna, 700ml of bechamel sauce
100 grams of pistachios 40 grams of parmesan cheese 80ml of extra virgin olive oil
Five basil leaves
300 grams of thinly sliced mortadella 250 grams of provolone cheese
Pepper to taste Parmesan cheese to taste (topping) Crushed pistachios to taste (topping)
METHOD
1. Prepare the pistachio pesto by mixing the crushed pistachios with the parmesan, basil, olive oil and a pinch of pepper. Then combine the pesto with the bechamel.
2. Coat the bottom of a baking dish with the bechamel, then cover with the first layer of lasagna. Coat the lasagna with another layer of the pistachio bechamel, then cover with a layer of sliced mortadella, followed by the provolone.
3. Repeat until all the ingredients have been used. Finish with a layer of bechamel.
4. Top it off with the parmesan and cook at 350F/180C for 20-25 minutes.
5. Add the crushed pistachios and serve.

Hampshire Fare, the county food and drink group, were delighted to receive the Award of Merit, presented at the Romsey Show on Saturday, 10th September 2022.
The Award of Merit is presented to an individual, family, business or organisation that has given an outstanding contribution to agriculture, horticulture, farming, forestry, equine and allied businesses. The Romsey Agricultural & Horse Show Society, the organisers of the Romsey Show, felt that Hampshire Fare perfectly fitted the criteria for the Award of Merit due to Hampshire Fare being such a huge advocate for local food and drink, and therefore providing essential support to local farmers and producers.
Judith Long, Food Zone Chairman for the Romsey Show, said: “Congratulations to Hampshire Fare on the group’s much deserved award! I nominated Hampshire Fare for the Award of Merit as I thought Hampshire Fare encompassed everything that the Romsey Show’s Award of Merit stands for. Christmas Trees
It’s not long now until we see the Christmas trees with their bright multicoloured LEDs lighting up the centre of Alresford to give us all some much-needed Christmas cheer. The Alresford Pigs run the project on behalf of the Alresford Chamber of Commerce with the entire operation conducted by volunteers who start the planning way back in June! The profits are distributed by the Pigs to local good causes as well as supporting the community events put on by the Chamber of Commerce. Look out for the volunteers putting up the trees on the weekend of 26 November.

We are pleased to continue to provide this service, demand is rising, and we are fortunate to have a dedicated team with many years of experience. Please remember we have supplies of walking frames, Rollators with wheels, and wheelchairs. If you are just out of hospital and need some extra aids, please call us as there are lots of bits of equipment available, recycled from others who found them useful. We also have several powered mobility scooters in stock, please just ask, we have the experience and expertise to help – and it’s free!
The Alresford Pigs recycle various walking aids, like 3 and 4 wheel Rollators, as well as wheelchairs. Currently we have several relatively new home trolleys available. These are useful for helping transport a plate of food or a cup of tea from one room to the next, as well as providing a stable platform to hold. The height of these trolleys is adjustable, to suit the user.
In addition, there are a number of other home accessories available, particularly for the bathroom, like shower seats and toilet frames.

Scaffolding has been erected around the building to install a completely new roof due to water ingress. If you visit Arlebury Park or use the car park, please be aware of the ongoing works at Alresford Recreation Centre.

A new wooden gate has been fitted to the entrance of Arlebury Park with side pedestrian access making it easier for visitors with buggies, prams, and wheeled aids. A welcome improvement.

Who held a successful outdoor gym session at Arlebury Park on Friday 7th October 2022. This was a free session to instruct on how best to use the new outdoor gym equipment. The town council said goodbye to the Town Clerk - Marcia Phillibert at the end of October, who is moving on. She had been Town Clerk since 2018 and we wish her a happy and successful future.

Youth Engagement Survey
A big thank you to all the young people that took the time to attend Dave’s Fish and Chip Shop on Friday 14 October 2022 to complete the Youth Engagement survey, about facilities in Alresford’s parks.
Over a hundred surveys were completed. We look forward to analysing the findings which we will share at a later date. The survey will be available on the website and on social media in the near future.
Grants
A grant of £1000 has been awarded to the Alresford Society, towards the cost of restoring information boards along the River Arle. A worthwhile project which together with the repair work to the path scheduled for next year will make a welcome

Fly-tipping is the illegal dumping of waste. It is a crime that damages the environment, risks public health and costs taxpayers to clean up. Fly-tipping includes:
• dumping waste on land where there is no waste management licence, including public highways
• giving your waste to someone else to fly-tip
• leaving rubbish or waste outside household waste recycling centres

Curtis Museum & Allen Gallery
Great News!
The National Lottery Heritage Fund has awarded Hampshire Cultural Trust (HCT) an initial grant for the re-design and development of the Allen Gallery and Garden. The Gallery holds a nationally significant collection of ceramics. HCT will apply for a full grant of £1 million at a later date, which will be used to enhance the visitor experience in the Gallery and boost Alton as a place to live, work and visit.
The Gallery is one of the local community’s focal points. As well as the permanent display of ceramics, it hosts a wide range of exhibitions on a variety of mainly local subjects, and activities for many age groups. There is also an important annual display of works by the artist W H Allen, from whom it gets its name. The new project aims to enhance these features.
Planning will take until December 2023, physical redevelopment thereafter, and the whole project will hopefully be completed in 2025. Closure of the Gallery will be kept to a minimum. Watch this space.

Allen Gallery Events Exhibition - Echoes of Iceland
In 2019 a group of professional textile artists spent the month of May at the Icelandic Textile centre in Blönduós on the northern coast of Iceland.They were there to explore the landscape, the culture, its textile heritage, local materials and the current production and use of textiles. In using the facilities available at the centre they were able to make a wide-ranging, extraordinary body of work in response to their findings.This exhibition is about that trip. It includes work made whilst in Iceland and pieces that have been constructed since. The work includes felting, weaving, knitting, stitching and basketry techniques, much of it using found and local materials. The group are; Delia Salter, Tara Kennedy, Annette Mills and Jennifer Jones. 5th November – 15th January 2023 FREE entry

Mr Mac - One to One Support for Apple Macs & Windows
Apple’s “key chain” is a powerful tool. You can retrieve any password you have saved on your Apple devices. You will find it in System Preferences on a Mac or in Settings > Passwords on an iPhone or iPad. You can also see any Wi-Fi passwords saved; you can only see these on a Mac when you are in System Preferences.
A new device for locking and unlocking your front door has been recently introduced and it works seamlessly in the Apple HomeKit app. There are many different types of door locks available that will work with your iPhone but this one is the easiest I have ever installed. In less than half an hour it was operational. It will work with most locks and keys and as it fits on the inside of the door no-ne will know you have it installed. More information is available from nuki.io or from Amazon. One of my favourite apps is Audible. For a monthly fee you can buy any of the latest titles available as well as free access to a large library of books to listen to including many classics. There are also free podcasts including the very amusing series of “Titting About” by Dawn French and Jennifer Saunders. My favourites listen this month has been David Dimbleby’s “Keep Talking”. He reflects on his 50 year career at the BBC taking us behind the scenes of some of the biggest moments in British broadcasting. That’s all for this month. Winchester Councillors Report
Strategic Planning team in Winchester, with excellent graphics, photos, plans and text help to make it not only readable but understandable. The Scrutiny committee also had a very lengthy session running for some nine and a half hours. There is more feedback and suggestions to come from the public. There has been full involvement with parish and town councils in developing the plan and in the potentially highly contentious issue of allocating land for development. There is a way to go, but generally the Plan has been well received.

There are plenty of reports on the increased impoverishment of our natural environment, both for flora and fauna. Twenty five year ago water voles were, if not a common sight in the River Arle, at least reasonably frequent sight. We have reached the point that according to the latest State of Britain's hedgehogs report, numbers of hedgehogs have fallen by up to 30% in urban areas and 50% in rural areas since the Millennium! Unless a change is made these little mammals will be known to our grandchildren only as the character ‘Mrs Tiggywinkle’ in Beatrix Potter.
Cheering to hear than the news that following the conversion of arable land to wildflower meadows in the South Downs National Park there has been a 72% increase in pollinator species. The SDNPA launched the ‘Bee Lines’ project three years ago to create a network of wildflower corridors. The Ouse and Adur Rivers Trust reported
This evidence suggests that the WCC policy of reducing mowing to encourage wildflower meadows and the resulting increase in pollinating insects is a step in the right direction. Increasing biodiversity, (a required part of the Environment Act of 2021) is a long term process. It is naïve to imagine the decline of the last seven decades is going to be reversed in a year or two years, it will take much longer but a start has to be made. P.S. Help the hedgehog by cutting a hole in your garden fence! A linked corridor of domestic gardens provide a safe habitat for hedgehogs.
