Growing a garden system

Community

gardens are wanted in West Fargo, but not the management

WEST FARGO — Residents and landowners support the growth of more community gardens in West Fargo and several are willing to donate land for garden projects, but not many are willing to manage and maintain the plots.

Just before West Fargo Commissioner Mandy George left office in June, she proposed city staff study the feasibility and

community desire for building community gardens in West Fargo. Planning Director Aaron Nelson said Monday, Jan. 6, he and other staff have since met with residents, including people and organizations that own land within the city and would be willing to “set the land aside” for a community garden project, but that few are able to manage such a garden.

Community gardens are plots of land set aside to harvest food. The land can be divided into plots for individual gardeners, or the group can work together to garden the entire space.

Nelson said while they may have found there is a lack of appetite to grow a new community garden, studying the issue resulted in an increased awareness for West Fargo about the interest in community

gardens and the availability of land for possible future projects.

“The key in community gardens is the entity or the person willing to manage the garden, without that key element, it’s really hard to get it going,” Nelson said. “There is lots of interest but there is really no entity willing to take on that role.”

For example, the Red River Valley Fair has about 60 acres of green space southeast of the fairgrounds, adjacent to the soccer fields, and it would be willing to set aside five to six of those acres for a community garden, perhaps one managed by the school district and used for educational purposes.

“So that’s an opportunity there for anybody that is looking to take on that role and get it going,” Nelson said.

West Fargo has a history of community gardens. Nelson said up until about 2000, the West Fargo Park District had 75 community gardens in South Elmwood Park. The park district distanced itself from community gardens after there was an issue with complaints of how the gardens looked at times, as well as some theft of the food in the gardens. According to Park District staff, there were also differing opinions regarding gardening practices and that the cost of the programs began to outweigh the revenues.

While there is no longer a robust variety of community gardens in West Fargo, they still exist, including one that has been growing since 2011 when a resident approached the West Fargo City Commission and offered to operate a community garden on city-owned land between 14th Avenue and Sheyenne Park Place, west of 10th Street West.

“They have been operating that annually for a number of years without any issues,” Nelson said.

Several churches also own and operate community gardens.

There are existing organizations in the metro area that can help individuals or businesses create community gardens such as Growing Together Community Gardens. Growing Together Community Gardens is a group that has several gardens in the metro. They help entities stand up and start new community gardens. Cass Clay Food Partners also supports and advocates for community gardens.

“They do have a resource manual that can help anybody that is interested in starting a career garden,” Nelson said.

willingness to partner for the creation of a community garden.”

In 2017, the city embarked on its Community Orchard program, which focuses on fruit-bearing trees, with the help of a North Dakota Department of Agriculture grant. The forestry division installed the first of two community orchards as a pilot project. There are now 12 community orchards and the forestry department hopes to develop 15 sites. Each orchard site has fruitbearing trees and plants managed by forestry and volunteers.

Nelson said moving forward, the city could consider future land lease agreements with interested community garden operators, like the one approved in 2011, or it could also consider increasing its support of Cass Clay Food Partners’ existing community garden efforts.

BC Liquors owners see their new West Fargo package store as a good bet

WEST FARGO — Dave Olstad and Matt Frisk are betting their new store, BC Liquors, gives them a business trifecta.

The pair recently opened the package shop at 815 23rd Ave. E, perhaps 20 yards from their Barcode Bar and Grill.

BC Liquors is in the spot previously occupied by the Say Cheese Mac and Melt Co. restaurant in the shopping area just south of Costco.

When the partners saw an opportunity to take over the lease for the shop, they took it.

“We decided to do a liquor store over there. So we decided to do the tri-fecta, two bars and a liquor store. And I’m not even much of a drinker,” Frisk said Wednesday, Dec. 18. “It’s just in a convenient location. There isn’t anything else over there other than Costco. We’re just more of a neighborhood liquor store.”

Olstad and Frisk also own The Local 701 bar and eatery at 1405 Prairie Parkway in West Fargo.

The 3,500-square-foot store has a good selection of beer, wine and liquor and will soon have tobacco products. It also has a convenient grab-and-go drinks section near the entry and check-out area.

“It’s kind of a new thing, and we’re the first one (in the area) to get it,” Frisk said.

Frisk and Olstad said they’ll tailor their inventory to what their customers favor as the business moves forward.

A big advantage for the store is location, they said. It’s easy to get in and out of the shopping area, and

doesn’t require the effort of having to go into the Costco warehouse store, and heading to the back to pick up liquor.

“If you just need a case, it’s pretty simple,” Frisk said.

“Just a small neighborhood liquor store is all we wanted to be for that neighborhood,” Olstad said. “For that neighborhood, there isn’t one.”

“I think it’s beautiful and clean and fresh,” she said.

She said that she hopes the store can obtain some of the rarer bourbons and whiskeys from their suppliers over time.

Hours at BC Liquors are Monday through Thursday, 10 a.m. to 11 p.m., Friday and Saturday 10 a.m. to midnight, and Sunday, noon to 9 p.m.

Residents reminded of dangers of iced over Sheyenne River and public retention ponds

The West Fargo Fire and Police Departments remind residents of the dangers of iced over retention ponds and the Sheyenne River. The best way to stay safe is by staying off any iced over body of water.

“With the recent winter weather, area retention ponds and the Sheyenne River have begun to ice over,” said Dan Fuller, West Fargo Fire Chief. “This creates potential dangers for our residents, especially children, as

these bodies of water are not meant for recreation of any kind.”

The strength of ice on public retention ponds and area rivers is lowered by several factors including layers of water flowing under the ice, changing water levels due to pumps, daily temperature changes, salt water drainage and agitation pumps placed throughout the ponds. Snow can serve as additional insulation on the ice, impacting ice formation and masking signs of unsafe ice conditions.

“Public retention ponds and the Sheyenne River may appear to be frozen solid, but there is no guarantee the ice will be thick enough to withstand additional weight,” said Pete Nielsen, West Fargo Police Chief. “Parents and guardians are reminded to discuss the dangers of frozen bodies of water with their children.”

If residents travel to a body of water meant for winter recreation, the North Dakota Game and Fish Department recommends

always checking the thickness of the ice first. If ice is less than 4 inches thick, stay off the body of water. More information on ice safety can be found online at https://gf.nd.gov/ice-safety

If an individual does fall through the ice, call 911 immediately. The West Fargo Fire Department has specialized equipment and completes training to respond safely to these situations.

West Fargo Public Library Pop Up Events

The West Fargo Public Library is excited to bring the joy of reading south of the interstate this winter through the Library on Wheels program and a new satellite location.

In February, the Library on Wheels will make stops at the Rustad Recreation Center and the new West Fargo City Hall. These pop-up library events are a complete library experience where people of all ages can return their books, sign up for a library card, ask questions, check out items, and learn about library programs and services. Library on Wheels events also include games and activities for families to practice important literacy skills. The schedule is:

The West Fargo Public Library also looks forward to opening its satellite library location at the new West Fargo City Hall in the coming months. Construction is currently underway. This cozy space will feature a rotating selection of books and items for checkout, a convenient spot to pick up holds, and amenities like public seating, study areas, and public computers. West Fargo Police Department’s February Coffee with a Cop

The West Fargo Police Department’s Coffee with a Cop will be at 10 a.m. Wednesday, Feb. 19 at the Rustad Recreation Center in West Fargo (601 26th Ave. E.). The Coffee with a Cop program is designed to increase understanding between residents and the police. At these events, residents learn more about law enforcement and can interact with officers.

This event is sponsored by the Community Outreach Programs and Services (COPS) Unit. The COPS Unit organizes the department’s continued efforts to recognize West Fargo’s changing demographics and strengthen relationships with all members of the community. These efforts include community events, officers dedicated to the COPS Unit, and the completion of cultural awareness and diversity training for staff.

Shooting range unveils $3.7M expansion

WEST FARGO — A multimillion dollar expansion is complete at a West Fargo shooting range.

The Red River Regional Marksmanship Center cut the ribbon on Wednesday, Dec. 18, for a new training center. It’s west of the Fargo landfill, off Seventh Avenue North.

It’s set to house gun safety classes,

officials hope to expand their reach with more space.

“We’re hopeful that people will come, they will take classes, they will engage their children with the shooting sports, and other organizations that shoot. Hopefully we’re going to be able to serve the community as we planned,” Lisa Dirk, Red River Regional Marksmanship Center’s secretary

Presidents’ Day Closures

The City of West Fargo will close on Monday, Feb. 17, in observance of Presidents’ Day. The Monday, Feb. 17, West Fargo City Commission meeting is rescheduled for 5:30 p.m., Tuesday, Feb. 18.

There is no garbage or recycling collection Monday, Feb. 17. Collection will be delayed one day all week.

On Monday, Feb. 17, all municipal government buildings will close to

the public, including City Hall, Public Library, Sanitation, Public Works and the Transfer Station. Public safety agencies are in full operation but the West Fargo Police and Fire Department buildings will close to the public on this day.
