01 Executive Director Letter from the


For almost a decade, we have been working to improve the quality of state education in Colombia. We want to share our achievements with you. The satisfaction of accomplishment fills us with joy while reaffirming our commitment to continue investing in education as the present and future of our country. These years are only the first step. We know that working in education requires compromise, consistency and patience. We recognize the need to coordinate efforts between the public sector, private sector and other non-governmental organizations to contribute to the development of the communities that need it most.

Dear Friends,

The model we have been implementing over the years makes schools the centres of community development, valuable spaces where in addition to access to quality education, training opportunities and entertainment are offered to students, their families and other community members. Today the Pies Descalzos Foundation supports schools in Barranquilla, Cartagena, Quibd贸 and Soacha, benefiting 6,000 children and youth, and 32,000 inhabitants of these communities through the implementation of our programmes.

We have witnessed many successes and joy throughout this time. Teachers passionate about their role in the schools who lead the implementation of high quality innovative strategies, students eager to learn and with many dreams to fulfil, and young people who have graduated from university and succeeded in building their lives with help from us and key partners. We ended the year 2013 sharing these and other experiences in our Third Meeting "Quality and innovation, keys for education", a space in which we reflect with others who work for Education in the country about our role and challenges for the future, to keep the need to continue investing resources to improve the quality of education at all levels.

This would not have been possible without the support and commitment of Shakira, our Board of Directors, the trust and support of our partners, and the dedication and enthusiasm of the team. Today I want to take this opportunity to thank those who have joined us in this endeavour to provide quality education for everyone. 02 Quality Public Education Our path to

We wan to give disadvantaged groups in society that we work with access to a school that doubles as a community development centre for children, youth, men and women, to give them new and better opportunities to transform their surroundings. We know that this can only be done through a comprehensive approach. During 2013 and beyond, the journey so far has led us to reflect on what we are doing for quality education. But what do we mean by quality and what are we doing to achieve it? This question is asked not only by us, but the whole country to address the apparent crisis in the education sector. Multiple meetings throughout 2013 and 2014 show how the issue of quality has become a part of the public agenda.

Pies Descalzos Foundation has existed for 10 years with a clear objective: Education. Education that empowers members of our communities”.

Internal and external opportunities for deliberation and discussion led by the Foundation, like the Third National Meeting of the Pies Descalzos Foundation: Quality and Innovation – Keys for Education and the national education forum of Educational Challenges: Now or Never, in partnership with El Espectador, were very enriching and offered different perspectives and partial solutions. They helped build our educational project for quality in education.

We understand that quality education is a large and diverse concept, not to be limited to the cognitive domain. We don’t just define quality based on the results of national or international performance evaluations. We know that although this is necessary, it’s not enough. We don’t agree with the idea of quality being limited to formal processes focused on the monitoring of practices, goals and outcomes for the "continuous improvement" among teachers, students and parents. The Pies Descalzos Foundation is guided by the humanist vision that quality underpins educational achievement, which is the basis of creating ethical citizens committed to the development of their communities. This requires an educational framework, a comprehensive approach and that’s what we aspire to implement in the communities we work with in Barranquilla, Quibdó, Soacha and Cartagena. The enthusiasm of local governments has helped the expansion of our work. We believe in partnerships and connections with other entities with the same goals. We are aware of the great challenges of working in socially and economically adverse surroundings.

This knowledge leads us to a comprehensive approach that considers some necessary prerequisites for quality education. Over the years, we have learned to evaluate situational needs within a national framework. We design institutional improvement processes in education and management through a participation process. We are a part of the learning community, so we take part in dialogues and conversations whenever possible to establish agreements about teamwork and achieving our goals to positively transform the education process. This has been one of the great successes of the Foundation in education. We are convinced that through the promotion of learning communities in educational institutions, the delivery of infrastructure, nutritional support, promotion of human rights and promotion of fair treatment, we contribute to the quality of education in Colombia. We think of education as a right. We believe that disadvantaged groups have become aware that change is possible and it’s in their hands.

10 years of work and learning in education We are a Colombian non-profit organization, created by the international artist Shakira in 1997. We work for an equal and solidary country, with more opportunities for low-income children.

Learnings 1. From grants to strategic philanthropy. During this period, the need for a scheme consolidating the efforts of social intervention transcending the efforts with which Shakira started her social work became apparent.

Comprehensive Integration Model Since 2004, we have implemented a comprehensive integration model, through the Open Door School strategy, which links three lines of intervention: Quality Public Education, Nutrition, and Life Tools. Open Door School: The school becomes a community center for formal and non-formal extracurricular activities: professional development, sports, recreation, cultural presentations, classes, and more. Many community members have benefited from what we offer: the students, parents, youth of the community, and residents of surrounding communities. It is also the center of community development where projects and initiatives of social groups unite, which allows them to participate in local and municipal events.

Third Meeting of Pies Descalzos Foundation

The Third Meeting of the Pies Descalzos Foundation took place in Cartagena on -October 15-16, 2013 under the slogan “Quality and Innovation – Keys for Education” and had a clear objective: sharing experiences of regional teams (Soacha, Barranquilla, Quibdó and Cartagena) and presenting different points of view on the concept of quality education. The Foundation proposed papers to facilitate sharing knowledge and experiences from different sectors, all working for the benefit of education, proposing questions that led to deliberation: Who does the teaching? Based on which references? Through which methodologies? What have been the results? What has to improve? What role do I.C.T. play in the quality of education?

For this reason, representatives of private, public and civil society organisations were invited, who with their know-how could provide input feeding back, backing up and redesigning visions of education within the different areas of intervention. This meeting was intended to raise concerns that allowed to reconsider educational practices, said Patricia Sierra, Executive Director, in the opening remarks of the event: "The objective of the meeting is to reconsider, recognise and inspire others to find solutions for today and think about the future".

After 10 years of commitment to quality public education the Pies Descalzos Foundation facilitated a deliberation that would define quality in education in a more comprehensive and inclusive manner, implying the formation of citizens respecting the state and human rights, with attitudes and skills to transform their living conditions. Under this discussion agenda, and in partnership with El Espectador Forums, Caracol Television and Blu Radio, the “Challenges in Education: Now or Never� forum was born. The event was hosted in Cartagena de Indias on February 19th, 2014 and included three panels: two from the private sector and one consisting of education experts. The panel of experts identified and highlighted challenges to quality in the Colombian education system.

Moreover, they provided genuine policy recommendations to address existing problems and allow Colombia to reach higher standards in education over the coming years. It focused on issues such as innovation and technology in education, pedagogical content associated with the new roles of teachers and students, and the challenges of evaluating teachers and educational policies. Two panels of private enterprises focused on reducing inequality in education and the development of skills and abilities for the 21st century. Fundamental topics, such as the importance of nutrition in children below the age of six, technology as a management tool and not as an obstacle for teachers, the importance of improving the level of English and fostering leadership were brought forward among others.

2. Partnerships: Although education is a public good and the obligation to provide it lies with the state, private sector support is essential to bring up new generations with skills and competencies in line with the challenges of the 21st century.

4. Full day: The evidence shows that the problem of student performance is associated with half day study. Despite requiring a signiďŹ cant investment in infrastructure, it is essential to return to full day study.

5. Competencies: The development of social skills (leadership, entrepreneurship, public speaking) should be held in high regard. From early childhood, curiosity and the desire to explore should be encouraged. This is the only way to strengthen the research of new generations.

3. Technology: Despite the importance of the inclusion of technological tools in the classroom, you cannot forget that the teacher brings the magic to learning. The devices are there for support, but without his guidance learning outcomes will not be the best.

6. Motivated teachers: Teachers are the principal providers of quality education. Invest in them, motivate and reward them, recognise the value of their work and encourage them to engage individually with each child to achieve better results.

Opening of the Pies Descalzos School in Cartagena Pies Descalzos School in Cartagena, opened on February 24th, 2014, is an innovative urban social inclusion project designed by well-known architect Giancarlo Mazzanti. The school with 11,197 squaremetres includes 49 classrooms for early childhood, elementary, secondary and technical training, as well as specialized classrooms, a library, an auditorium-cafeteria, a sports area and administrative offices. A new school and community centre which will be the engine of development for Cartagena”. It is a model where responsibility is shared between three sectors and major partners: the Archdiocese, the Mayor of Cartagena and the Pies Descalzos Foundation.

Yojely Cuesta - Mother of a student in Quibdó My name is Yojely Cuesta Campaña, I have a three-year-old son and we live in the Uribe Vélez neighbourhood, Las Lindas sector, in Quibdó, departament of Chocó. I actively participate in the projects of the Pies Descalzos Foundation and Ayuda en Acción, such as:

Caring Human Beings: It’s a project to teach us about childcare, especially to prevent diseases among toddlers. We learn to cook traditional regional food, passing the knowledge on to other families in our community and resolving everyday challenges involving our children by ourselves.

Productive Yards: We learn to grow herbs, onion, cucumber, tomato and radish among other vegetables, and eat them daily for a healthier, balanced diet for our children.

These projects have significantly changed my life. Today, I am more knowledgeable, with a clear understanding of how to live in harmony and peace with my family. Now I can give them more love and affection, take more responsibility for looking after them, enforcing our rights as women and children, making sure they’re not violated. I want to thank the Pies Descalzos Foundation and Ayuda en Acción for supporting our community.

Growing Up with Love: We take part in activities that teach us about our rights, and how we can practice them within our family, community and city.

Belia Guzmán - Student from Barranquilla

Since I became a student of this institution, my life changed a lot through personal and intellectual growth. One of the things I’d like to thank the Foundation for is the comprehensive education they have given me and other students. I have witnessed positive change in my classmates, who have a new outlook on life thanks to this support. I feel blessed to be a part of this educational community, because they really care about the students’ quality of life. School is like a second home, not only for the students but also for Eduardo Santos La Playa community.

Thanks to the programmes of the Foundation, such as REC (communication group), Young Founders of Bilingualism, ASOMEP (association of mothers) among others, the community is developing. To be honest, this is nothing compared to the activities at school with help from the Foundation. My favourites are performing arts and sport: dance, football and skating among others.

I want to thank the Foundation on behalf of my classmates for the help, and for allowing us to progress in life and giving us a new outlook for the future”.

My name is Luz Daris Trejos Hernández. I have lived in the Lomas del Peye area, Cartagena, for 14 years. I heard a leader of the community say that the Pies Descalzos School will be built, but didn’t believe it. When the first officials came to look at the site for the school, the idea registered in my mind.

Today I run my own garden, eating and selling the products I grow. I also took part of workshops in food preparation and selling meals and snacks to teachers, which is helping me support my family. My greatest joy is to have, and I say this with pride, one of my two girls studying in this institution. I’ll always be grateful to the Pies Descalzos Foundation for changing the lives of me and my family.

Over two and a half years, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Gmbh and the Pies Descalzos Foundation work together to improve the living conditions in Lomas del Peye, as well as building a new educational centre”.

Five social workers analysed the social situation of the neighbourhood with the residents. There were high rates of violence and crime due to the lack of education and employment. They trained 60 mothers as part of the “Growing Up with Love” campaign. We also looked for ways to increase the income of the community with its members.

I visited Lomas del Peye for the first time towards the end of 2011. I remember conversations with various representatives of the displaced families, among other Tomasa. I was impressed by her optimism and vitality. Tomasa lived among violence in the south of the department of Sucre. She told me she wanted a better future for her eight children. Today this afrocolombian lady from a humble background represents a group of women helping more than 100 displaced families reclaim their rights from the authorities.

More than 60 families converted their yards to harvest coriander, cucumber, tomato and other vegetables, not only to add to their salads and stews, but also to sell the surplus produce to a foundation. With SENA, we organised workshops for the unemployed residents to retrain them in professions such as electrician or hairdresser. On February 24th, the opening day of the school, I witnessed a completely different neighbourhood. Already at the airport, I recognised the tower of the new school, with design which would be the envy of any school in Germany. I was impressed with the modern classrooms full of sunlight, the spacious cafeteria and the football field. That day, the whole community was on the streets, celebrating the opening of the school and, of course, the arrival of Shakira.

The children of Lomas del Peye will grow up with more love and more opportunities. From March 3rd, 2014, 1,100 of them study at the school, completely free and with excellent teachers. Many parents of the students take part in the “Growing Up with Love� programme. The principal of the school, Father Alfonso Moreno, assured me that there will be more workshops, including prevention of drug abuse and domestic violence. At the end of the day, it’s not an education centre just for children, but the whole community. For GIZ, the collaboration with the residents of Lomas del Peye, in partnership with the Pies Descalzos Foundation, the Catholic Church, sponsors from the private sector and the government, has been heart-warming, with visible results. Change is possible!

Ayuda en Acción is an international development organisation working on four continents for more than 30 years, influencing mainly structural changes to contribute to the eradication of poverty. It arrived in Colombia in 2006, supporting local development in various areas of the country through strategies empowering groups of children, their families and communities both individually and collectively. We believe that education is the decisive factor in development, because it involves strengthening skills, acquiring tools and shaping critical human beings who can generate change and transform to overcome poverty and exclusion.

Guided by this approach, for over six years, we have been working closely on the model of educational intervention aimed at teacher training and strengthening teaching skills, focusing on contemporary didactic, evaluation systems, designing and developing curricula – key issues in the most effective strategies for the learning environment. This process has reached 136 teachers, whose classroom practices benefit 3,984 students, bringing them closer to the dynamics that promote the development of academic and life skills. At Ayuda en Acción, we consider education an indispensible part of development and a fundamental strategy to achieve our main aim, contribution to the eradication of poverty. In a country like ours, promoting the development of children through education and expanding their skills to give them the capacity to transform reality is the priority in overcoming poverty and exclusion.

Similarly, and considering that education should include training in a broader sense, we have implemented policies aimed at encouraging citizenship through youth and community initiatives. We have promoted the recognition of children’s rights and fair treatment, beginning to develop strategies for food security and sovereignty, which enforce the quality of life of the communities. The model of education that we are supporting is aimed at inclusion, as we understand that plurality and freedom of thought is very important for the development of democracy in our country. The commitment to education will help promote greater awareness of morals, justice and peace as we decrease discrimination and inequality that exist in Colombia.

Elvia María Rodríguez - Principal of Gabriel García Márquez School, Soacha Gabriel García Márquez, based in Altos de Cazucá in the Fourth District of Soacha, has been running for 10 years with help from the Pies Descalzos Foundation. But what does the cooperation with PDF in everyday formative work mean for the community?

Pedagogy: The institution has relied on the advice of PDF, making sure that since 2012 an expert has remained in situ in the area, coordinating the development of curricular models, preparing youth for ICFES (state exam) through courses, strengthening the reading strategy LEER PARA PENSAR (READ TO THINK). Most importantly, it has set up and supported teacher education that promotes daily work to reconsider and assess our experience and that of others to improve the quality of education. In addition, linking technology, science and research with folklore and mathematics seminars, foreign primary school English teachers and the provision of high school modules in this area in 2012; moreover, some former students, teachers and employees have had access to scholarships for residential and distance learning to master a second language. Arts, culture and recreation: PDF has provided logistical support, guest artists, awards and refreshments around activities. All this has added value to ensure better quality and atmosphere at our community events and developed the dramatic skills of students who are part of theatre, music and dance groups that the Foundation funds and promotes.

In this context, not only members of this community, but also residents from the wider area have benefited recreation and sport initiatives, like the BOSQUES DE LA ESPERANZA sports center, built on the initiative of the Foundation to create a sense of confidence, aspiration and vision of the present and a better tomorrow, hosting evening and weekend small-sided football championships, art and cultural events carried out in cooperation with other NGOs working in the area that bring people together around recreation in dynamic places that were once unimaginable.

Provision to the community: The involvement of PDF has brought government and private entities under local, departmental, national and international jurisdiction close to the school. Our facilities have hosted several municipal government service fairs; we have worked on the Risk Management Plan for Schools, and have benefited from the American E-LIFE programme, which gives our youth organisational skills and basic life competencies.

Infrastructure and institutional restoration: With PDF’s involvement, the institution relies on good, practical infrastructure entirely at location B, Minuto de Dios, and 50% at location A, Gabriel García Márquez, with eight classrooms. Since then, capacity has increased by another 300 students, including adults completing their high school education at weekends. Collaborative learning, research and innovation: This becomes evident at the Foundation’s annual meetings to exchange successful teaching practices. These meetings feature reputable speakers from educational institutions and the Foundation introducing new trends and global directions, who initiate the development of creative skills, and who show and suggest what to do, with focus on quality.

The footprint of PDF is visible in our institution and in our community. We would like to acknowledge it with a mention in the first stanza of our hymn: “I don’t care about bare foot, I don’t care about cold or hot, if my feet are alive and walking, and I carry the right values in my soul.” Thanks to the consistent, permanent presence of a friend over a decade, helping us dream and see the ways of making these dreams come true, many young people today are successful professionals, our families have a higher quality of life and the teachers are becoming more experienced and confident.

The Foundation nurtures our talents, encouraging us to study for a prosperous future”.

My name is Anderson Roa Devia, I’m 12 years old and I study in the seventh grade at Minuto de Dios, supported by Pies Descalzos Foundation in Soacha. I have two sisters: Edna, who is at university with a grant from the Foundation, and Zulay, who is in ninth grade. My sister Zulay and I hope to graduate from this institution and follow in the footsteps of our sister – I dream of being a doctor.

My experience with the Pies Descalzos Foundation has been very positive. Since 2013, I have been involved in various projects such as RED, where we work with communications, holding different events, like film-making workshops. I have also benefitted from the Godparent Programme of the Foundation and the Nutrition Programme to gain weight. What I like most about the Foundation is that it fights for children and adolescents and helps us change the stigma surrounding members of vulnerable communities, especially our Fourth District of Altos de Cazucá. The Foundation nurtures our talents, encouraging us to study for a prosperous future.
