HEBRON RESIDENTS ERUPT IN PROTEST Words and Images: Frans Malatsi

Residents of Hebron, near Ga-Rankuwa have started gathering ahead of their march to Madibeng Local Municipality. They are complaining about service delivery in the township. Hundreds of people were singing and dancing on the main road with placards expressing dissatisfaction. Some of the placards read:

"We are sick and tired of poor service delivery."

The occupants of a white bakkie with EFF (Economic Freedom Fighters) branding were seen distributing tyres to protesters. The protest follows those in Mothutlung where four people died. Residents in Mothutlung were complaining about water shortages. Madibeng municipality's spokeswoman, Lebogang Tsogang, earlier said residents' grievances included water shortages and demands for the dismissal of a Mothutlung ward councillor.

A few weeks ago three people died in Mothutlung in violent protests following water shortages in the area. A fourth person died in hospital after he was shot in the head, allegedly by police during the protests.

NEWS EDITOR’S LETTER The past few weeks so Tshwane like most municipalities embroiled in violent service delivery protests. But unlike most people, I always want to hear two sides of the story. And most of the time people protest because community leaders instigate these protests or sometimes they really need those services. But destroying and vandalizing government buildings is not the solution.

Sooner or later you are going to need those Libraries, Clinics and Police Stations you destroyed. I always tell people that violence is not always the solution. People should use their voting power as leverage for political parties that do not deliver. I have seen protesters as young as 14 years throwing stones at Police, and I ask myself a lot of questions about the people influencing such young minds to be so fearless and disrespectful to authority.

Well by the time you read this piece, you would probably be holding a box of chocolates, a bottle of wine and maybe some fresh flowers celebrating Valentine's Day. If you celebrate the day enjoy. We hope you enjoy this edition.

TUT campuses reopen after protests Words and Image: Frans Malatsi

President Jacob Zuma has urged South Africans to ensure they register or verify their statuses with the Independent Electoral Commission so they can participate in national general elections on 07 May 2014.

The President said all qualified South Africans should participate in the 2014 national general elections and vote for the party of their choice because it is their basic right to do so.

The right to vote is a fundamental right enshrined in the Bill of Rights.

We appeal to all South Africans to exercise their democratic right by taking the first step and register to vote.

Our struggle for freedom secured the right for every South African to be active participants in our democratic system.

“We call on all South Africans to honour our history and continue to strengthen our democracy,” Zuma said.

He said first time voters belonged to a different generation as they were born in a democratic society which is free and values human rights.

This group is special because it will vote when the country is celebrating 20 years of freedom and democracy.

Malema's provisional headache Words: Greg Nicolson

“Provisional” is the word that might provisionally have saved Malema's political ambitions on Monday.

Since launching EFF last year, Malema's overcome a number of hurdles on the road to Parliament. “We are not going to prison, we are going to Parliament!” he declared outside a Polokwane court last year, when trial over charges he illegally benefited from a fraudulent and corrupt tender was postponed until September 2014. The firebrand leader accuses the ANC government of engineering the accusations against him and has vowed to fight them. However, the taxman is his more immediate worry. The SA Revenue Service (SARS) brought Malema to the North Gauteng High Court over unpaid taxes between 2005 and 2011. After the EFF leader made public comments about the institution, SARS last August invoked a law allowing it to reveal information about taxpayers in order to prove false allegations against it. In summary, SARS said, “Mr Malema failed to register as a taxpayer and consistently failed to submit income tax returns honestly and on time. He has until now failed to register his trust for tax purposes. SARS had to register it on his behalf. Ultimately when SARS reached a conclusion of how much tax Mr Malema owed SARS, and despite him having had, by his own account, at least R4 million available at the time, he opted not to pay one cent towards his tax debt. He accepted that he owed SARS R16 million in tax, but he did not offer to convert any of his assets towards his tax debt. He did not request any form of payment arrangement. Instead, he attempted to dissipate assets beyond the reach of SARS.” The legal route was their only option.

Assets from Malema's homes have already been seized by the Sheriff and auctioned. His Limpopo farm was auctioned for R2.5 million. His Sandton home went for R3.5 million after being auctioned

for a second time when the original bid winner couldn't pay the R5.9 million price. Malema's Polokwane home went for R1.4 million. The sales couldn't cover all his tax debts. But the lost assets are not his biggest problem. According to South African insolvency law, a sequestration order renders a debtor officially insolvent. For Malema, whose party is tipped to win a number of seats in Parliament as it positions itself on the far left, Monday's court appearance was potentially career ending. The Constitution isn't picky on which citizens can go to Parliament. Basically, you need to be an eligible voter. But you can't become an MP if you're of unsound mind, have been convicted of a criminal offence with no option for a fine and sentenced to more than 12 months in prison (this exception ends five years after your prison term ends). And you can't be an MP if you're an unrehabilitated insolvent.

“I am of the view that the arrival of council for the respondent (Malema) this morning (with the application for postponement) is nothing but a delaying tactic and abuse of the system, which the court should not tolerate,” said Judge Bill Prinsloo on Monday, dismissing Malema's application for a postponement, reported SAPA. Malema's lawyer immediately dismissed claims that a provisional sequestration order meant he couldn't run for election. “The provisional sequestration order of the Commander-in-Chief Julius Malema by the High Court does not disqualify him to stand for public office,” followed Mbuyiseni Ndlozi, EFF's spokesperson.University of Johannesburg law Professor Juanitta Calitz explained. “Where compulsory sequestration of a debtor's estate is applied for by a creditor, the court will usually place the debtor's estate under provisional sequestration initially. Interested parties are entitled to object to the application, and can try to persuade the court on a later date that the court should not grant the final sequestration order. The debtor is, however, deemed to be an

unrehabilitated insolvent from date of sequestration, which includes the date of a provisional order. All the effects of a sequestration order will come into effect on this date, inter alia that the person will be divested of ownership of his estate and ownership will pass to the Master of the High Court and the Master will now appoint a provisional trustee to take charge of such assets.”

Though that doesn't sound good for Malema, Julian Jones from the law firm Cliffe Dekker Hofmeyr elaborated, “It is only once the provisional order has been made final that he becomes insolvent.

His sequestration is at present only provisional.

It is, however, effective from the date that the provisional order is granted, i.e. should Malema be unsuccessful on his return day, the effective date of his sequestration would be today.” That means Malema's fine to contest the election. He will be back in court on 26 May, where the order could be made final, which could seal his Parliamentary ambitions. Malema has already vowed to appeal the decision before the elections. If he's unable to reach an agreement with SARS, who seems rather irked with him after his 2012 accusations, or prove to the court he is not insolvent, Malema is in trouble. If the final order goes through after the elections and Malema is already an MP, according to the Constitution he should lose his seat because he becomes ineligible to be a Member of Parliament.

Malema continues to argue that SARS' tax pursuit is politically motivated. He may have a point: only after his fallout with President Zuma was the issue raised.

For years, he was able to get away with not paying.

But the fact remains that Malema has admitted to not paying taxes. His appeal will likely centre on the high figure SARS is demanding and his continued belief that he doesn't need to pay tax on “donations” given to him by benefactors.

Those benefactors could ultimately save Malema.

Most guys haven't ever heard of the human papillomavirus, yet many will get it at some stage in their lives without even knowing it. Like most guys, I'd never heard of the human papillomavirus (HPV) until quite recently and, to be honest, I'm still not quite sure how to pronounce it. Like most sexually-active guys, there's a good chance that at some stage during my life I have or will contract HPV and not even know about it. That's a hell of a lot of ignorance considering that HPV is probably the most common sexually transmitted infection (STI) in circulation and also happens to be the primary cause of cervical cancer in women.

A study published earlier this year in The Lancet, suggests that about half of all men on the American continent (North and South) may be infected with the virus and there is no reason to believe that the situation is significantly better in our neck of the woods. Surely that's a good enough reason for responsible men like you and I to become more informed about HPV in order to learn how to protect ourselves and our sexual partners from its nastier consequences. HPV is most commonly spread through skin-to-skin contact during vaginal, oral and anal sex. There are more than 150

different strains or types of the virus.

Most of them are benign, which is the reason why so many men get infected without even knowing about it. Some strains cause genital warts and others, known as high-risk types such as HPV16, are thought to be responsible for relatively uncommon cases of cancer of the head, neck, penis, anus and oral cavity in men. Among women, HPV is the biggest cause of cervical cancer, the second most common type of all female cancers. Just in case you're wondering, genital warts are small, single or multiple, fleshy, pinkish-white growths on the tip or shaft of the penis, testicles, scrotum, groin, thighs or anus. While the raised, flat, round or cauliflower-shaped bumps don't usually hurt, they are extremely contagious and can spread to other parts of the body. Some of the symptoms for the cancers associated with HPV in men include lesions on the penis or in the mouth, throat or anus, as well as anal itching, bleeding or discharges. So what can you do about HPV? Most HPV infections are naturally cleared by your body's immune system within two years. Scientists have discovered, however, that women, especially as they get older, have a substantially greater capacity to rid themselves of the virus than men. -Health24.com

arteries. A helpful way to remember the difference between HDL and LDL: •You want HDL cholesterol levels to be HIGH. •You want LDL cholesterol levels to be LOW. Total cholesterol is a measure of the total amount of cholesterol in your blood, including both LDL and HDL cholesterol.

What is high cholesterol?

High cholesterol is when you have too much cholesterol in your blood. It may also be called high blood cholesterol, hypercholesterolemia or hyperlipidemia. Your total cholesterol or LDL cholesterol may be too high, or your HDL cholesterol too low. The most important effect of high cholesterol is that it can cause narrowing and blockages in the arteries. Excess cholesterol, and other substances normally found in the blood like calcium and fat, can start to build up just under the lining of artery walls. The areas of the artery wall where cholesterol and other matter collects are called “plaques”.

The formation of plaques in the arteries is a condition called atherosclerosis, arteriosclerosis or “hardening of the arteries”.

BUSINESS Private sector urged to buy local Trade and Industry Minister, Dr Rob Davies, says the private sector should join government's move towards buying locally produced goods to stimulate domestic economic growth. Speaking at the third annual Proudly South African Buy Local Summit on Monday, Davies said creating jobs and addressing poverty required a structural change in the South African economy. With the advent of the global economic meltdown in 2009, the Department of Trade and Industry (DTI) has championed the cause of strengthening economic policy to reindustrialize the country. Government has set a target of 75% local content in its procurement of goods, and Davies said inroads were being made towards this.

“We can't expect growth if we only import finished goods,” said Davies. At the end of the current administration, R1 trillion would have been spent on infrastructure geared at transforming the country's economic landscape, compared to the R480 billion spent by the previous administration. The country's infrastructure development plan would not only work to build schools and roads, among others, that are necessary but would also be used as a tool of

industrial development. “We have the capacity,” Davies said at the summit

“Over the course of the current administration, we have strengthened the regulatory framework,” he said, adding that the commitment to procure more goods and services locally has also been made.

Over the years, the department has made designations for local procurement across various industries, including those in medicine and work wear.

The vibe on Beyoncé is moodily futuristic R&B, strongest when it goes for full-grown electro soul with an artsy boho edge. "Blow," the best track here, evokes Janet Jackson circa The Velvet Rope, a song about oral sex that has an air of melancholy in the chilly neo-disco groove.

Lulo Café is back! His growth from DJ and compiler to full-fledged producer has been a pleasure to behold. His latest album Soul Africa was definitely a long time coming but well worth the wait. For anyone who's followed Lulo Café's musical journey they'll be surprised to hear that Soul Africa is a lot more upbeat than one would expect from the DJ. This doesn't mean, however, that the album is filled with club bangers but rather it finds itself somewhere in-between Sunday lounging music and afro-house. The opening track is an eerie reprise featuring Mr January titled A Try. The detuned Rhodes is reminiscent of a sound the likes of C.9ine would use in their own productions. The album in itself features an intriguing list with appearances by newcomers like Moneoa, Nape and Donald. There's one single on the album that totally caught me off guard. I'mpatano featuring Lenna Bahule and Black Motion is a far cry from the percussion heavy production you'd expect when you see Black Motion's name beside a title. Instead the production is a dreamy Latino broken beat number that steals your heart at first listen. In a word though, the album is good. There's the sense of a need for subtle tweaks here and there but Lulo is certainly growing into his own as a producer.

After nearly 15 years apart, the nine friends are back in the long-awaited next chapter to the film that ushered in a new era of comedy.

When the college friends finally reunite over the Christmas holidays, they will discover just how easy it is for long-forgotten rivalries and romances to be ignited. I have to admit this was one movie I was really looking forward to; I was a big fan of the first movie! This is the sequel to the 1999 hit by Malcom D Lee and it took almost 15 years for it to be made. A group of college friends reunite over Christmas time.

We catch up with all of their lives, for some it's going well for others not, and there are still some unresolved issues that need to be dealt with. And like it is when a group of friends get together after a long time things flare up when they spend the weekend together in one house. While the plot is predictable the cast do a good job at bringing this well told story to life.

As a whole they gel together well and it is quite refreshing that the entire original cast returns, which doesn't happen often in sequels. The first part of the movie is really a reunion: the friends catch up with each other and remember the good old times. The second part of the movie takes on a different tone and turns quite preachy. It is a Christmas movie after all and does lend strongly toward the themes of redemption, sacrifice and forgiveness.

Authors Prince Mashele and Mzukisi Qobo take 108 pages to work up to their dramatic conclusion, which is that the ANC is "a party languishing in the throes of political death. The fall of the ANC is no longer something fanciful, but a reality waiting to happen."

Their analysis of the ANC's first two decades in power is scathing. It started out promisingly enough, they say, with the presidency of Nelson Mandela, whose presence "lulled us into believing that the ANC would never succumb to the viruses of politics, of corruption, factionalism, moral decay and a general state of decline". Stating that the ANC during the struggle years was like a monk in a monastery, the authors add: "We can only tell if a monk is able to resist the seductive power of beautiful women if he lives among them in the real world." And so the promise of the ANC's "inclusive nationalism" was to be sorely tested once it took power, when it was not, as its policy document proclaimed, "Ready to Govern". They argue that the party was caught by surprise by the pace of the negotiations and entered office with a muddled idea of what to do. It proclaimed that it would solve massive infrastructure backlogs quickly while rapidly improving employment through the reconstruction and development programme. This turned out to be naïve: it would simply not have the financial resources to do this with the "bankrupt" state it inherited from the National Party.
