Domestic violence report leads to school lockdown Unarmed suspect seized, charged with domestic assault & battery By Roger Bianchini Warren County Report Ressie Jeffries Elementary School and three other public school facilities, Skyline High School, Warren County Middle School and Brighter Futures alternative education near the Northwestern Community Services complex, were locked down for just under an hour the morning of April 24. The lockdown followed a report that a man involved in a domestic violence incident might be roaming the area of the 400 block of East Criser Road, armed. While initial law enforcement reports indicated Ressie Jeffries was the focus of the precautionary lockdown, the public school administrative office confirmed that all four facilities were under lockdown for 54 minutes the morning of Wednesday, April 24. Authorities indicated there was never a direct threat to the schools,
just the report of a highly agitated and possibly armed individual being sought for questioning on the domestic incident loose in the vicinity. According to law enforcement and school officials, the lock-down began at 10:43 a.m. and ended at 11:36 a.m. after a suspect was identified and taken into custody. That suspect, Jamie Scott Neale, 32, was unarmed at the time of his arrest A Front Royal Police press release issued at 4:27 p.m. the day of the incident explained the chronology of events: Both Front Royal police and Warren County deputies responded to the area of Royal Lane Apartments, after it was reported that Jamie Scott Neale had assaulted his girlfriend and made threats to kill her. Eyewitnesses reported that Neale ran into the woods behind Food Lion on Remount Rd. after committing the assault. It was also reported that Neale may have been in possession

of a firearm. Ressie Jefferies Elementary School was notified and placed on “lockdown” for safety precautions, due to the close proximity to the last reported location of the suspect. School officials then decided to extend the lockdown to the other
three school facilities on the town’s south side. A 30-minute manhunt ensued for Neale; officers from both agencies searched several locations with the help of a Front Royal Police tracking K-9. Neale was apprehended in the area of West Criser Road, near the Burrell Brooks Park by Warren County Sergeant Josh Seal.
Front Royal resident Neale was charged by town police with Assault & Battery of a family or household member. Additional charges are pending. Anyone with information about this incident or any other crimes is asked to call the Front Royal Police Department at (540) 635-2111.

owners regret that they are not able to do this due to a combination of cat allergies and a dog of their own. Susan reports she was feeding Polly in her garage and encouraged her to move in. However, her large male, Felix the Cat, was not amused and has gone territorial on poor Polly. It’s so difficult to retain personal service at retail outlets (i.e. drug stores) or even for professional services (i.e. doctors, lawyers) when automated telephone responses follow you around. A friend changed to a local from a chain drug store recently so he
didn’t have to jump through the hoops of pressing ‘1’ or ‘2’ a half dozen or so times to get a prescription filled. And what do you know? Yes, you do know – automation followed him; then the local physician’s practice went on-line; his dentist next, he worries. Suggestion: leave automation to the next generation. Hopefully no one was alarmed by the coincidental timing of an unannounced ATF dog training exercise in Front Royal’s Village Commons area and the lockdown of some county public schools as the result of reports of an armed man being sought in a domestic violence incident the morning of April 24. Like Customs-Border Patrol, the ATF has a training facility in Harmony Hollow on the county’s northside. However, federal public dog training exercises locally have been less common in the wake of a Border Patrol-Customs training incident in which a more-aggressive Border Patrol-technique trained dog bit a 4-year-old girl at Dulles Airport on Feb. 28, 2010. I re-emphasize, that was NOT an ATF dog in the Dulles incident.

A visit to HealthCheck of Front Royal
Anthony Biggs of HealthCheck By Carol Ballard Anthony Biggs, DNA Technician, and proprietor of HealthCheck, the unique business that offers a wealth of health services in Front Royal, got into it because of a tragic personal event involving his mother. “One of the things we offer is HealthCheck Medic Alert Systems, sponsored by LifeAid,” he said. The 24/7 alert system features a wrist device (like a watch) which can be pressed if the person feels the need. The company’s “Care Specialist” is contacted and addresses their issue. A second care specialist calls emergency services. EMS is contacted and sent to the person’s home and the original care specialist stays on the line until they arrive. The idea to offer that particular system came about because his mother, who lived by herself in Washington, D.C. passed away in her home alone, and since no one was with her, she lay in her room for a week before she was found when he alerted friends to check up on her. “I felt like, ‘couldn’t something have been done?’” he said.
That event added to his interest in the elderly, LifeAid, DNA testing, several other health and well-being services, and so HealthCheck was born. Some of the many things the company offers are: a HealthCheck client profile; alcohol and Forensic drug screenings; confidential HIV and pregnancy testing and taking DNA samples which can be used for a variety of things, including establishing paternity. The Client profile provides calculations for BMI (Body Mass Index), blood pressure, blood glucose level, and measures for weight, height and waist circumference. It also shows body fat percentage, body hydration, body temperature, pulse and heart rate, and whether there’s a risk for diabetes. With these kinds of tests, people will become aware of their health issues and can return to the office to have their levels checked up again since their information is already in the system. The initial fee is well below what a first visit to most physicians’ offices would be and the follow-up check ups are at a minimal
cost as well, he said. Their website notes that this is a place people can go to see a snap shot of what’s going on in their body without having a full medical work-up. This is not meant to take the place of medical care, but it can help a doctor with an examination. “It is nice to have the information before going to the doctor so they can show them. It is kind of like a physical, but more in-depth because the doctor may not look at some of it unless asked,” said Anthony. Other services available at HealthCheck are used in many situations to add to a person’s personal information and family history. The DNA Archive kit can establish links to ancestors in genealogy searches, and is useful for identification in the event of a tragedy. The painless cheek swab and blood sample are saved and the information can be used in a multitude of ways. For example if someone is missing or has traveled to another country and has met with an accident, their identity can be more easily established. Anthony noted that after 9/11 happened, some of the victims who had bought a DNA Archive kit and kept it at home were identified, even with a small sample of their body, by the relatives who volunteered the kit to professionals. These are also used if a child goes missing. Some of the personal safety products in the office can be very helpful in certain iffy situations. For purchase are such items as stun guns; mace and pepper spray; first-aid kits; and a Child Guard that can be put on a child’s wrist, which beeps and alerts the caregiver on a key ring device when the child goes out of range. Anthony has lived with his family in Linden since 1994, but his grandparents lived in Luray for years. They passé through FR when visiting them and liked it. helping the community, he said. “We like to help the community and keep it aware of its surroundings and whether there’s anything concerning safety,” he said. An example of this is found on their website. In the child safety section, on the National Missing and Exploited children’s page are names of the latest missing children. A click on that will locate any state and the address of registered sex offenders. Anthony is accredited with Chromosomal Labs and that’s where he sends the results of the tests he does. Their website maintains that this is the leading analytic laboratory specializing in DNA analysis for forensic casework, convicted offender databasing, paternity, family reconstruction and research and development. For those who are curious about the procedures followed in some of the tests, the following information was provided by HealthCheck. For the Pregnancy testing, an Aimstick hCG PBD (Protein Brand Dipstick) is used. The client gives them urine in a sterile sealed container which is provided by HealthCheck. This is then collected and an Aimstick strip is used. The results will show within 5 minutes. These early detection tests can be used within one week after conception or one day after a missed menses. These are not sold in stores and only available to medical professionals, they said. ALCO-Screen rapid professional test strips are used for the alcohol test and may vary slightly depending on what was ingested. The participant is asked not to eat or drink anything 15 minutes prior to the test so people should call ahead for detailed instructions so HealthCheck staff can have the appropriate test ready. According to HealthCheck, records are kept of all relevant information involved in the test. The participant puts a small reaction test strip in their mouth and saturates it with saliva for about two seconds. The test strip is removed and in exactly two minutes the test strip will indicate the result from 0.02%-0.30%. These are D.O.T. approved tests. For HIV Screening, the upper
gums and lower gums are swiped in the participant’s mouth, and results are seen after 20 minutes. Participants should remove dentures and refrain from eating or drinking for 30 minutes before the test. None of these tests require blood samples. Information is provided to the participant and they are asked to see their physician to validate a positive test. If the results are positive, the participant is asked to see their physician for validation, and will be given a form with the information to take with them. Wagner Shelter hosts Pet Wellness Clinic Sunday, April 28

day April 28th the Humane Society of Warren County will hold its annual spring wellness clinic. HSWC offers wellness clinics twice a year in the spring and the fall. The clinic will be at the Wagner Shelter at 1245 Progress Drive, Front Royal from 10 a.m. – 2 p.m. The clinic is first come, first serve and no appointment is necessary. We will be providing rabies and distemper vaccinations, microchipping, flea and tick preventative and de-worming. We will also be offering a $10 discount for anyone that signs their pet up to be spayed or neutered through the Shenandoah Valley Spay and Neuter clinic. The Treasurer’s office will be at the clinic as well so you can purchase your county dog tags. Vaccinations are an important part of preventative health care
for our pets. Rabies vaccinations are required by law for any dog or cat that is 16
weeks or older. Rabies vaccinations prevent your pet from contracting rabies. Rabies is a virus that attacks the brain and nervous system. If left untreated rabies is always fatal. Any warm blooded mammal can carry and transmit the rabies virus. In our area rabies is most commonly seen in raccoons, bats and skunks. Humans in the United States have the greatest chance of being directly exposed to the rabies virus through contact with unvaccinated cats and dogs. Distemper vaccinations provide immunity against several different viruses that affect cats and dogs. The canine distemper vaccine protects against distemper, adenovirus, para influenza and parvovirus. Feline distemper vaccines provide protection from
Rhinotracheitis, calici, panleukopenia and chlamydia psittaci. Your pet can be exposed to these viruses from the environment. Microchips are a permanent way to identify your pet. They are implanted underneath the skin between the shoulder blades. Microchips are an important tool to reunite you with your pet if it ever becomes lost or stolen. Collars and tags often get lost when a pet goes missing. Microchips offer permanent additional protection . All veterinary practices and animal shelters have universal readers that can be used to scan a lost pet for a microchip. The microchips are registered online and owner’s information can be found using a universal database. Spaying and neutering our pets is an important step in helping to reduce the overpopulation of animals in our area. Cats can have between 2 and 4 litters of

The Boston Marathon: All my tears; all my love By Dave Zirin Warren County Report
“If you are losing faith in human nature, go out and watch a marathon.” – Katherine Switzer The dead; The injured; The anguish – All the result of bombs that were set to explode at the finish line just over four hours after the start of the Boston Marathon. Right now the sane among us will suggest caution. We’ll suggest restraint. We’ll suggest the giving of blood. There will be time to mourn. We will mourn the dead and injured. I also mourn the Boston Marathon and how it’s now been brutally disfigured. The Boston Marathon matters in a way other sporting events simply do not. It started in 1897, inspired by the first modern marathon, which took place at the inaugural 1896 Olympics. It now attracts 500,000 spectators and over 20,000 participants from 96 countries. Every year, on the big day, the Red Sox play a game that starts at the wacky hour of 11:05 a.m. so people leaving the game can empty onto Kenmore Square and cheer on the finishers. It’s not about celebrating stars but the ability to test your body against the 26.2 mile course, which covers eight separate Massachusetts towns, and the infamous “Heartbreak Hill”
in Newton. It’s as much New England in spring as the changing of the leaves in fall. It’s open, and communitarian, and utterly unique. And today, April 15, it was altered forever. I spoke to my friend Jim Bullington who has run in four Boston Marathons. He said, “For me and to any serious marathoner the Boston Marathon will always be the runner’s Holy Grail. Runners train and train and train for this race. If you qualify for the marathon you get the honor of running through all the beautiful outlying towns; you get to temporarily lose your hearing as you run by what seems to be thousands of deafening screaming women at Wellesley; you climb Heartbreak Hill; you run by all the college parties; you pass the CITGO sign and know you have one mile left; and finally when you make the final turn, you sprint by thousands of cheering people towards the finish line. “Nothing is like it – NOTHING! “I just can’t imagine this. What is the most joyous occasion has turned into a tragedy of epic proportions.” Like a scar across someone’s face, the bombing will now be a part of the Boston Marathon. But also like a scar, we have to remember it’s only a part. If this bombing will always be a part of the Boston Marathon, then so is Katherine Switzer. I want to tell the

I’ve never been especially fond of shaking hands. As a child, I rated it on the same level of disdain as being kissed by smothering, elderly ladies with more facial hair than a Shih Tzu. Today, I’m older and wiser, but more germophobic. So the thought of millions of bacteria and viruses hitching a ride on our skin during this human greeting ritual only makes it more hideous. And when you really think about it, isn’t handshaking a rather odd custom? Its origin is somewhat obscure. One plausible theory dates from Roman times, when men carried daggers and similar weaponry for protection as they traveled the long, lonely, roads. If they came upon a stranger, it was not uncommon to reach for one’s dagger and brandish it as a warning to a potential assailant. Not a particularly friendly gesture perhaps; and even today not an entirely unknown practice in some urban areas. However, once it was established that your new acquaintance was not planning to steal all your hard earned shekels, daggers would usually be re-sheathed. Open hands would be extended to demonstrate your benign intent, then gripped together in confirmation of new, best buddy status. But it seems there could also be a biological component associated with greeting rituals, because they are not restricted to humans. Other primates, such as chimpanzees, greet each other by touching hands too, although they rarely reach

Through 1966, women weren’t allowed to run the grueling 26-mile race. But in 1967, a woman by the name of Katherine Switzer registered as K.V. Switzer and, dressed in loose fitting sweats, took to the course. Five miles into the race, one of the marathon directors actually jumped off a truck to forcibly remove Switzer from the course, yelling: “Get the hell out of my race!” But the men running with her fought him off. For them, Katherine Switzer had every right to be there. For them, the Boston Marathon wasn’t about exclusion or proving male supremacy – pitting boys against girls. It was about people running a race. Somehow Katherine Switzer kept her pace as this mayhem occurred all around her. As she said, “I could feel my anger dissipating as the miles went by – you can’t run and stay mad!” When the pictures from the marathon were transmitted across the globe, the world saw two opposing models of masculinity: the violence and paranoia of the marathon director vs. the strength and solidarity of the male runners who found themselves near her on the course. And at the center of it all, the resolute focus of Kathy Switzer. In that moment,
for weapons or antiseptic hand wipes. It turns out that handshaking is actually a somewhat simplistic form of greeting compared to the more elaborate behavior displayed by other animals. In fact, methods of expressing greetings in other species are as varied as the species themselves. For instance, wild dolphins greet their pals using individual whistle signatures. Each has a unique whistle which the dolphins use to recognize one another. Of course, human males once widely mimicked this method to greet (or at least casually acknowledge the existence of ) female members of their species. However, since the 1960s, many female humans have spurned this primitive greeting ritual as being offensive, and regard it as evidence of limited emotional evolution in their male counterparts. In the case of large cats, such as lions, they generally greet each other by rubbing their heads and bodies against each other. Again, it would probably be unwise for humans to mimic such contact, at least during an initial meeting, since this gesture could possibly be misinterpreted. Better to remain a little more aloof like domestic cats. They are far less demonstrative than their larger cousins, and merely put their tails straight up in the air when a friendly fellow feline approaches. Elephants say “hi” by entwining their trunks; giraffes press their necks together; and horses rub noses. Wolves wave their tails and lick each other’s face, while penguins tap their bills together. Even rats acknowledge their buddies. They will

Instead of the triumph of the individual amidst the powerful throngs and inspiration of the collective, we have tragedy, disarray, panic, and fear. Like a scar, it now marks us: the loss of security among the mass. But like a scar, we may need to wear it proudly. We will run next year because the alternative is too awful to contemplate. face each other, stand high on their hind legs, and emit a series of squeaks and squeals. Rats are quite smart, actually. They probably learned this form of greeting from humans who behave in much the same fashion when they themselves unexpectedly come upon a rodent in the pantry. As uncomfortable as handshaking is for some of us humans, it’s certainly preferable to other greeting rituals used in the animal kingdom - canine tailgating obviously comes to mind. In fact, quite a few animal species are clearly in need of etiquette lessons when it comes to salutations. For instance, lobsters greet by squirting urine on each other. It appears that when two boisterous males meet, their urine carries a record of who’s the boss and this helps to avoid fights. I expect conflict would likely escalate should humans adopt this crustacean welcoming gesture. Along these lines, even mammals can demonstrate less than hygienic greetings. Hippos display aggressive and territorial characteristics by hurling excrement on rivals when they meet in the herd. If this practice sounds somewhat familiar, it should. ing a “fantasy” 20 years ago and those enjoying that “fantasy” today. The gathering commemorates the result of a moment when “public benefit” facilitated by public funds controlled

by public officials came together to the benefit of all the county’s residents. That result is Fantasyland, a playground situated in what was then the town parks & recreation department’s complex of amenities for the citizens of Front Royal and Warren County – the county now funds and oversees parks & rec. Fantasyland lies close to another community “fantasy,” Free Wheeling Way, a similar facility designed to be accessible
to the community’s children suffering from physical disabilities. And while that is a happy proximity illustrating a continuation of public commitment to a municipality’s citizens, it is a proximity that also points to a more recent failure of that commitment – cancellation of a brieflyresurrected Summer Camp program that was administered through county parks & rec. But that’s a currently dead – and unfunded – horse I’ve already beaten. So, I’ll get off THAT
soapbox … for now. So, let’s accentuate the positive and eliminate the negative, as “they” used to sing. As described in a press release announcing the Fantasyland 20th anniversary celebration and picnic, “In 1993, the residents of Front Royal and Warren County, young and old, came together in a community wide event over a five-day period to build a most anticipated large wooden playground in Lions Park for the local youth. Hundreds of people gathered every day to cut, saw, drill, sand, nail, raise poles, and build a wooden structure between April 21 and April 25, 1993. Shortly after 3 p.m. on Sunday, April 25, 1993, the community witnessed the ribbon cutting ceremony and the Fantasyland Playground became a reality. “Mobs of children stepped into the playground for the first time. Generous donations from area businesses and the community covered the $60,000 playground cost. Twenty years later the playground is still as popular, filled with children of all ages since the day it opened. The building of the playground is another historical testament to our community’s citizens, whose vision will serve children for generations to come.”

This boutique winery is located at Waterlick, approximately 6 miles west of Front Royal and 4 miles east of Strasburg off Route 55. I visited with Tony and Pam Hymes, the owners of this scenic and tasty establishment. Tony, a 30-year resident, credits his Italian grandparents and their love of wine with his decision to be-
come a winemaker. Tony told me that he lived in his car as a medical sales representative before “retiring” and starting the vineyard. He had gotten tired of driving all over the Washington Metro and Tri-state areas and wanted to put down roots (so to speak). A graduate of the University of Maryland, he and Pam met in high school and have daughter Katie, 28, who is a nurse. This charming couple makes you feel right at home. They started growing and maturing their over 2,000 vines in 2002 and officially opened in
late 2011. The vineyard sits on a knoll between Signal Knob Mountain and the North Fork of the Shenandoah River. Mountain View also features a picnic area, which I intend to use in the future. But Tony and Pam greeted me in their charming tasting room, with Signal Knob as a back drop to their grape arbors. They have five different wines to choose from, each with Tony’s unique touches: 1. Chamborcin – A not too dry, lightly oaked wine with flavors of cherry and berry. Nice color and
bouquet with a light finish. 2. Seyval Blanc - A crisp, dry, lightly oaked wine. Best with any seafood, particularly salmon, fowl and spicy foods. 3. Sweet Waterlick – A clean

Council approves even-year, November elections Despite delegate hocus-pocus, non-partisan nominations passed into law by extending the terms of the three councilmen up for election that year (Sayre, Tharpe and Parker, as well as Mayor Tim Darr) by six months. It is the same schedule that would have been enacted had the charter changes sent by council to Richmond last session been approved. Regarding the ban on partisan nominations, town tradition for over a century has been nomination by petition containing a minimum number, currently 125, signatures of eligible town voters. That non-partisan method allows federal employees,
including incumbent Mayor Darr, to run for town office. The Hatch Act bars federal employees from running in elections with partisan political nominations. Front Royal and Warren County are about 70 miles west of the federal capital city of Washington, D.C., with a significant number of federal employees living here. The rationale for the citizen-driven initiative to legally formalize the tradition of non-partisan town elections is allowing the participation of those federal employees with an interest in their hometown municipal govern-
ment. Even local political committee members have observed municipal government revolves around common sense and facilitating the provision of basic services efficiently, rather than partisan political ideologies (at least so far). The town is also exploring a federal exemption to the Hatch Act restric-

By Roger Bianchini Warren County Report Despite a final April 15 work session push to seek a consensus on a change to odd-year, November from the originally submitted even-year, November Town of Front Royal elections, on April 22 the town council voted along familiar 5-1 lines to move its future elections from May to November in even years. That electoral cycle will intersect with high-turnout (60 to 70 percent of registered voters) presidential elections every four years. And even in off-presidential year November
election, county voter turnouts have averaged over double (30 to 40 percent) that of stand-alone May town elections (15 to 20 percent) in this century. The rationale of supporters of the change from May to even-year November elections is to facilitate increased voter turnouts in order to keep small, special interest cliques from controlling town politics. Perhaps related, is a new legal prohibition on partisan nominations for town office. The approved ordinance changes will alter the town’s 2014 election schedule from May to November

Prior to his vote in favor of the even-year, November change Sayre again expressed reservations, particularly at the fact that he would have his term extended six months to facilitate the change to a November election in 2014. Sayre’s ongoing angst over serving a term longer than he was elected to, ignores the fact he or any councilman troubled over the ethics of serving a longer term in order to facilitate such an electoral change could resign their office on principal, or for any other reason, at any time. Other than Sayre’s electoral term observations, there was no council comment prefacing the vote. The public hearing and a more lengthy council discussion preceded the first vote of April 8. However, Funk has repeatedly explained his opposition on three essential points: • that highly partisan national presidential election campaigns will spill increased partisanship into town campaigns;
• that if the reason for the move from May to November is increased voter turnout, all town officials should face election during the highest, presidential-year turnout cycle every four years; • and that the partisan-nominating prohibition may not stand up to a legal challenge. … political double talk? With the public hearing having already occurred, 2012 town mayoral candidate Tim Ratigan took the opportunity of earlier public comments to question the consistency of Funk’s stance. While lauding Funk’s words on partisan concerns, Ratigan noted that the first-term councilman had run a highly partisan 2012 council campaign, promoting himself as “The Republican Candidate” in campaign fliers which Ratigan also observed sported campaign photos with state Republican officials including Gov. Bob McDonnell and Lt. Gov. Bill Bolling.
“I have come to the conclusion that Mr. Funk’s claim he wants to keep town elections non partisan is disingenuous at best,” Ratigan stated. Moving to Funk’s stated concern that a municipal ban on partisan nominations would not hold up to a legal challenge, Ratigan asked the councilman directly if he would be the one to file, or have filed on his behalf, such a legal challenge to the new town code on the nominating process. The mayor and councilmen are not required to respond to public inquiries and Funk declined to respond to Ratigan’s question or observations.

County declines to join town in seeking Hatch Act waiver But alas, what secret message might lie at the heart of county decision? By Roger Bianchini Warren County Report By now the readership of this paper has probably figured out this reporter tends toward skepticism in viewing the conduct of much of the municipal business he covers. And that his mind tends to work overtime, anytime the business of two municipalities crosses paths â&#x20AC;&#x201C; especially these two municipalities. So, I found myself wondering exactly what â&#x20AC;&#x153;message drumâ&#x20AC;? the Warren County Board of Supervisors was beating when a query from the Town of Front Royal about filing a joint request for an exemption to federal Hatch Act restrictions was quickly dismissed at
an April 2 work session. Perhaps as a political courtesy to the countyâ&#x20AC;&#x2122;s federal employees, as well as gaining added credibility from submitting a countywide municipal application for the exemption to the federal government, the town asked if the county wanted to join it in seeking the exemption. The Hatch Act prohibits federal employees from running for election in any partisan election. The issue has become a politically hot one on the town side (see related story) due to 2012 explorations by county Republicans Mary Kay Clark and Tom Sayre about the potential of partisan nominations for the May 2012 town election. Such a partisan turn would eliminate current Mayor Tim Darr from
running for reelection due to his employment as a security officer at the Pentagon. After a very brief discussion, the supervisorâ&#x20AC;&#x2122;s answer was NO. Linda Glavis opened the discussion by saying she didnâ&#x20AC;&#x2122;t have a problem with seeking the exemption â&#x20AC;&#x201C; â&#x20AC;&#x153;there are a lot of federal employees here,â&#x20AC;? she observed. In fact, over a decade ago prior to her entering the local political scene, Glavisâ&#x20AC;&#x2122;s husband George was disqualified from a run for county office due to his at-the-time employment with the state department. Carter asked the county attorney. It is upon the county attorneyâ&#x20AC;&#x2122;s desk any additional work would fall in seeking such an exemption, perhaps leading Mitchell to concur with Carterâ&#x20AC;&#x2122;s observation. However, no exploration was made about the amount of work Mitchell or his staff might face by joining an application already being prepared by town legal staff. â&#x20AC;&#x153;This really doesnâ&#x20AC;&#x2122;t affect us, so why bother,â&#x20AC;? seemed to be the board consensus. With no additional enthusiasm shown for such an exemption or rebuttal from Glavis, Board Chairman Archie Fox said of the inquiry, â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ll just let it lay on the table.â&#x20AC;?
DRAT, there I was, foiled again in presuming any sensible common cause between these two municipalities. Oh I see, I think â&#x20AC;Ś But then my mind cleared, perhaps, itâ&#x20AC;&#x2122;s not the town this drumbeat was directed at, not at all. As observed during the work session discussion, such an exemption doesnâ&#x20AC;&#x2122;t affect the countyâ&#x20AC;&#x2122;s sitting elected officials, none of whom are federal employees. However, it directly impacts any federal employee and Warren County resident who might be pondering a future challenge of any of them. So, I guess in that context the decision makes a lot of sense for incumbent elected officials, especially any capable of thinking ahead far enough to plot a future run for re-election â&#x20AC;&#x201C; but then I guess Iâ&#x20AC;&#x2122;m just being cynical â&#x20AC;Ś AGAIN.

County trails to you, until we meet again … Hiker hostel application runs afoul of neighbors, county supervisors By Roger Bianchini Warren County Report On April 16 the Warren County Board of Supervisors was presented with the dilemma of potential dangers presented by hikers of the Appalachian Trail versus a proposal to provide an option for up to five hikers to take a $20-a-night-or-two break from sleeping on the ground. At issue for the board was approval of a proposal to add “hiker hostel” to uses allowed by a Conditional Use Permit on Agriculturally-zoned land. Approval would have then enabled a vote on the specific application to open a 5-bed “hiker hostel” on what is known as the “Mountain Home” property lying on 3.69-acres just off Remount Road (522 South) in the vicinity of the sprawling National Zoo’s Conservation and Research Center property – and unfortunately for the applicant, the entrance to the rural Lake Front Royal community. It was noted by county planning staff that the “Mountain Home” property is already permitted for a Bed & Breakfast to open, something the applicants said is a little further down the road in their plans. The board’s dilemma stemmed from overwhelming opposition from nearby residents versus the fact the Appalachian Trail runs through Warren County; and its major municipality was designated an “AT Community” last year. It is a designation implying Warren County and the Town of Front Royal as friendly places to land for the occasional break for amenities by weary AT hikers. Despite a unanimous recommendation of approval from their planning commission; the observation of the applicants, Scott and Elizabeth Jenkins, that they are not creating the presence of AT hikers in the area, simply offering a new, limited and supervised amenity for them; as well as the support of one respected local businessman, Apple House owner George McIntyre, on April 16 the Warren County Board of Supervisors

Richard Traczyk’s motion to approve the CUP ordinance change met only silence and was withdrawn by its maker due to the inability to even garner a second for discussion. Traczyk’s consequent motion to deny, enthusiastically seconded by South River Supervisor Linda Glavis in whose district the Mountain Home hostel would lie, passed 4-1, with only Traczyk dissenting. The failure of the CUP ordinance change rendered a vote on the Mountain Home Hostel application unnecessary. Lions & tigers & bears, oh NO But what the county supervisors appeared to say NO to, wasn’t just a change in county codes to allow “hiker hostels” to be added to uses on
Ag-land by specific Conditional Use Permit application, but to the notion that AT hikers passing through this community is a safe or desirable situation at all. Several public hearing opponents, as well as a so-called “Background Paper” submitted to the board with a 78-signature petition against the Jenkins hostel, referenced dangers from squatters, transients and hikers themselves, characterizing one, the other, or all three groups as potential serial killers, rapists or child kidnappers and rapists. The board majority’s apparent acceptance of the stereotyping of AT hikers as a potential source of, or magnet for such perverse and violent criminal behavior seemed a strange message from the elected officials of a county through which the historic trail not only runs; but in which the

The applicants attempted to address safety concerns, noting a caretaker would be present at the hostel while open and that tight rules of behavior would be required, including a prohibition on alcohol. Elizabeth Jenkins also observed that since the planning commission public hearing she and her husband had attempted to reach out to the adjacent community but had for the most part been rebuffed, getting just one response to efforts to involve neighbors in a
dialogue about development of the hostel. She also noted the nightly price was $20, not the low $5 price range that might attract the type of undesirable, local transient population opponents’ fear. Nature of ‘the beast’ Supporters of the application questioned the level of alarm raised by opponents based on the supposition the AT or hiking trails in general are particular sources of violent criminal behavior. “I have sympathy for the people at Lake Front Royal. I understand that everyone is concerned about their family and what happens to their neighbors,” Apple House owner

George McIntyre stated. However, McIntyre noted that he and his business have a half century of positive interaction with AT hikers. “We’ve had hikers in there the past 50 years. And we make a conscious effort every year … to give them a ride into town, to help them out if we can. They come in our door because they’re really hungry. They don’t smell too good but they’re really hungry. The point is, it’s not a new issue,” McIntyre said of hikers in the community. “We’ve welcomed the Appalachian Trail and they’ve given us a designation this last year, which is quite an honor.” One which other communities up and down the valley are also now seeking, McIntyre observed. “So, I think that your planning commission’s vote indicates how we
feel about it,” McIntyre concluded of the relationship between AT hikers and his share of the local business and residential community. AT Community Steering Committee member and Freezland Road resident Alyson Browett also questioned the negative stereotyping of hikers and the trail community by both public hearing speakers and the socalled “Background Paper” presented with the petition against the Jenkins application. “A hostel would allow hikers a place to stay for a night or two, and enjoy what the Town of Front Royal and Warren County have to offer,” Browett told the supervisors. She pointed to likely purchases at restaurants, grocery stores and other local businesses during hostel stops. She also noted that now as an of-
ficial “AT Community” destination, Front Royal, and one would assume the county of which it is a part, were now responsible for the promotion of the Appalachian Trail as “an important local and national asset, connecting individuals and communities.” Could the town and by association the county lose its AT Community designation, we later asked Browett. She replied she thought that was possible “if this kind of thing kept happening.” Constituent concerns We asked Glavis about her no vote and the rationale that a hostel presented an increased threat to nearby residents. “My constituents’ concerns are my

concerns,” Glavis replied. So, you buy into the notion that AT hikers are too often bad people presenting a clear and present danger to communities their activities straddle, we asked? “That’s not what I said, I said I am concerned with the safety and welfare of the South River District,” Glavis clarified, “Don’t put words in my mouth.” However, it was not Glavis’s words, but those of her constituents that we referenced in seeking an understanding of her and the board majority’s rationale in denying any hostel use by permit in the county. Cindy Tewalt seemed to summarize the words and thoughts of six opponents speaking against the hostel proposals before the board.
If anyone has reason to care about the dynamics of the proposal, it is Tewalt’s family. They share a driveway entrance and are within eyeshot of the driveway turnoff to the hostel and B&B buildings. bor, I’m just trying to look out for the safety of the neighborhood … I feel once the hiker hostel is approved it’s going to grow … and be more of a hiker place than a bed & breakfast – a place to bring in the wrong kind of traffic,” Tewalt concluded. The question for the applicants and supporters is why opponents think the hostel or its targeted clientele, which as pointed out would be supervised on site, present any more
of a danger than anyone else passing by the entrance to neighborhoods and school bus stops? Counterpoint In fact, hostel supporter McIntyre observed that according to his son, who recently hiked the entire 2,080mile AT from Maine and Georgia, hikers are also wary about encountering aggressive or hostile behavior,
not from other hikers, but rather locals they may encounter along their way. “Hikers aren’t perfect – no one is,” McIntyre observed. “But it’s something we’ve dealt with for many years. We’ve been happy with [the interaction]. They’re good folks for the most part, like walking through town. There’s really no difference – you’re going to have bad seeds and good seeds, and that’s everywhere.”

I remember how scared I was about crime,” Carlborg continued, adding that all those wouldbe “rapists and axe murderers” she feared encountering “usually turned out to be retired cops and Boy Scout leaders” – NOT what she had feared at all. We asked South River Supervisor Glavis why she thought there was such a difference of opinion between her board and the county planning commission, the latter of which unanimously recommended approval of both the enabling ordinance change and the Jenkins’ specific application. Glavis replied that she believed the planning commission “didn’t have all the information we had” at the time of their respective votes. However the applicants said to their knowledge the only “new information” from one public hearing to the next was the so-called “Mountain Home Hostel Background Paper” added to the petition of 78 signatures opposing the application, which they noted mirrored some of the more alarmist planning commission public hearing comments from opponents. Glavis said. However Browett noted the town is a four-mile walk or hitchhike distance from the trail intersection with Route 522 South near the proposed hostel. She noted the hostel applicants said they would provide a shuttle into town for hostel customers seeking in-town amenities, from a mail stop to groceries and other supplies to a hot, restaurant-cooked meal. For their part the applicants expressed disappointment. “I think the community lost an opportunity here to make a connection to what makes it an Appalachian Trail Community. We are disappointed,” Scott Jenkins said after the meeting.

now annual event features book themed food and beverage tastings with titles like “Cake on a Hot Tin Roof ” for cakes and a Mardi Gras theme, a Tiki Bar for “Blue Hawaii” featuring Blue Hawaiians, Mojitos and Elvis, the Life of Pi with what else pies, and a veritable treasure chest of goodies (So much food and so little time). Speaking of treasures, the event featured a numerous “Treasure” auction items and several door prizes. There was
even a live performance by Elvis (Richard Parker). Prizes were voted on by the attendees for best food (The Front Royal Women’s Resource Center), best costumes (The Artists formerly known as the Mad Hatters for Peter Pan), and best decorations (the Women’s Resource Center). The variety of themed books paired with food was astounding. I personally ate way too much of everything from pies, to Lindzer tortes, to chocolate acorns, soups, meatballs and Baba Gannoujh. Over 288 attendees visited 30 tables of food, two wineries, and

By Malcolm Barr Warren County Report (Managing editor’s note: Well, if I had to give in to both a party and an article I thought I might as well have a little fun with the headline. So, I admit it, disenchanted with the writer’s Medicare reference, I took some creative liberties above.) A close brush with death certainly gets a guy’s attention. It did mine when I chanced by this newspaper’s managing editor’s house on Virginia Avenue on New Year’s Eve as an ambulance crew rushed him to the hospital with a major - I mean really major - heart attack. Fast forward through four months of “post-apocalyptic” hubbub to

April when Roger Bianchini decided he’d let his milestone 65th birthday pass quietly, without celebration. “Not bloody likely,” this British transplant said to himself, then aloud to significant other Paula Conrow and fellow “Report” contributing writer Leslie Fiddler, as April 17 approached. “Yea, a party – why not?” Bianchini reasoned, despite cardiologist orders he continue to refrain from certain party “favors” of the cold, golden and foamy variety. About 45 friends and news contacts, drag-netted in via the local grapevine – no time for formal invites, Paula, Leslie and I agreed on two days notice – flocked to Vino124, on East Main Street in downtown Front Royal, where this very

- and I mean very - fortunate journalist perched on a bar stool, sipping a doctor-recommended beverage, in this case a Fentiman’s brew sometimes called “Ginger beer” despite the absence of alcohol, sporting a broad grin on his young-ish face, Roger was by now very much alive and glad to be so. After 21, which Bianchini celebrated in Richmond, Va. while at college, and 50, which he celebrated here at the Vaughan cabin in Harmony Hollow, 65 is the next longevity milestone for many of us, if only because at this age Medicare benefits begin. “Too late for me,” lamented Roger, only half joking since he came close to not making it past the first day of 2013.

Which gives me the opportunity to “return the favor” of the report of my 80th celebration described in the Report last month and tell our readers a few stories of how this local reporter/editor came to be where he is and, as they say, from whence he came. Born in Washington, D.C. and raised across the Potomac River in Alexandria, Roger acquired a penchant for travel, citing stops of varying lengths in New England; the midand south Atlantic regions of the U.S.; New Orleans, Los Angeles and San Francisco; a year living in lower
Manhattan, NYC; two hiking trips to Alaska; Brit-Rail trips all over the United Kingdom; then across the European mainland to France, including Paris, the Mediterranean coast, Holland, and Ukraine – Ukraine? – and most recently a B&B and Pub tour of the west coast of Ireland. During much of his pre-newspaper days Roger was - rat-tat-tat – a drummer! He played in various rock bands during and after college at VCU, encouraged initially by the music of The Beatles, among other 1960’s stalwarts. He was still playing occasionally when he arrived in Front Royal to open a restaurant, Champion’s Pub, 27 years ago. And he reminded me, “There’s no such thing as a retired drummer because the world is a drum kit.” – Whatever that means. During his time in Richmond he’d been an occasional contributing writer to local papers. He told me his favorite freelance “beat” was as an “international conflict” sports reporter for Throttle Magazine. He described that beat as everything from local fight cards, to the Sugar Ray Leonard-Marvin Hagler middleweight title fight, and an on-site report from the Gary Kasparov-Anatoly Karpov World Championship Chess Match in London, England, just before coming to Front Royal. Three years later he landed his first “real job” in journalism, moving from

From there he moved to the first of two four-year stints at The Warren Sentinel, the first under Becky Poe, whom he also later worked with at The Warren Times. He calls Poe, along with Liz Colton and Ralph Crabill, both of whom he worked under at The Front Royal News, his mentors in journalism. Colton, he recalled, gained international notoriety when a group of Iraqi troops surrendered to her as she made her way across the desert as an NPR correspondent in the first Gulf War. After his second Sentinel stint ended abruptly in 2006, he and Dan McDermott created the Warren County Report and the rest, as they say, is history. Roger’s no-holds-barred reporting has made him well known and controversial in our community, to some respected, to others, let’s say, a pain in the neck – he’s particularly proud of that part. At the party to mark (a) his remarkable recovery and (b) his 65th birthday, the town and county governments were equally represented, though they managed to stagger appearances, perhaps avoiding any conflict the guest of honor might have encouraged. Bianchini termed it, harkening back to his sports reporting days, were County Administrator Doug Stanley and Shenandoah District Supervisor Richard Traczyk. Report publisher McDermott and staff members also were among the well wishers, along with long-time musician friend Duane Vaughan, the entire Olson clan, retired Rutgers University journalism professor Jerry Aumente, Howard Klein, former Lucky Star Lounge co-owners Shawn and Pat Patterson, and many of the old Vino “Yappy Hour” regulars. But most importantly, standing
beside Roger as he cut into the traditional cake (a replica of the Warren County Report’s unique front page), was Paula, the significant other who used her abilities with CPR to literally save her partner’s life. Obviously appreciative and proud, Roger joked at the party, “She went to pump my heart but didn’t know where it was – that slowed the rescue down a bit.” Personal note: Happy Birthday, Roger! Board okays strict rules for abortion clinics Opponents say Cuccinelli social agenda, not safety at issue By Dana Carlson Capital News Service RICHMOND, April 12 – The Virginia Board of Health voted 112 Friday, April 12, to require abortion clinics to meet hospital building-code standards – rules that abortion rights activists said would force many of the state’s 20 clinics to close. Abortion rights advocates responded to the board’s vote by singing and waving signs in protest. Security guards escorted the protesters, including Jeff Winder, of the group Targeted Regulation of Abortion Providers, out of the meeting room at Perimeter Center in Henrico County. “This is a sham. We pretend we are
participating in a democratic process. You have caved in to the rightwing agenda of Ken Cuccinelli,” Winder told the board earlier. Hours after the board’s vote, Cuccinelli certified that the regulation complied with the law. The rules now must be approved by the state Department of Planning and Budget, Virginia’s secretary of health and human resources and Republican Gov. Bob McDonnell. Democrats issued a statement condemning the board’s decision. “Today the Board of Health succumbed to Ken Cuccinelli and his extreme allies’ efforts to bully through an open assault on the health of women across this commonwealth,” said state Delegate Charniele Herring of Alexandria,
chair of the Democratic Party of Virginia. Last summer, Attorney General Cuccinelli, who is expected to garner the Republican nomination for governor next month, told the Board of Health not to exempt existing abortion clinics from the regulations approved in 2011 by the General Assembly. At the time those regulations appeared aimed at full-service hospitals. Among other things, the rules require renovations, such as wider hallways and doorways. Clinic operators say such physical-plant requirements would be prohibitively expensive, driving them out of business. And opponents of the changes say that was exactly the intent of a Vir-

ginia attorney general who has been both widely lauded and criticized for utilizing his public office to promote conservative social agendas. The Virginia Society for Human Life, an anti-abortion group, applauded Friday’s decision by the Board of Health to classify facilities performing five or more first-trimester abortions per month as hospitals. “These reasonable regulations will begin to rein in reckless abortionists in Virginia,” Olivia Gans Turner, the society’s president, said in a statement. But she said the rules do not go far enough to “protect the unborn children who lives are taken during every abortion.” Selective safety? Abortion rights advocates like Molly Vick said the rules were aimed at stopping abortions – not ensuring safe conditions at abortion clinics. Vick urged the Board of Health to exempt existing clinics from the costly structural modifications, as the state has done in regulating other health facilities. “Please understand you are set-
ting precedents,” Vick said. “We cannot have selective application of the law. When hospitals and nursing homes were regulated, new and existing were separated and old facilities were grandfathered in.” Eileen Davis, a nurse practitioner, also urged the board not to be “capricious” in singling out abortion providers. She said the rules should be applied equally to facilities to provide liposuction, dental surgery and colonoscopies. “I want to see the same care in any other outpatient facility,” Davis said. Elizabeth Musselman, a physician, agreed: “You can’t regulate some businesses out of business because you don’t agree with them. That’s not fair and reasonable.” On the other side of the debate, some abortion opponents expressed concern for the physical health of those getting abortions. “It’s not about pro-life or prochoice; it’s about safety,” said Sandy Adams, a mother of six, grandmother of five and nurse of 24 years. “If my daughter chose to have an abortion, I would want her to go to a safe facility.”

By Kevin S. Engle Warren County Report I go to the eye doctor every year. And lately, every year, he tells me I need new glasses. This year his daughter broke the news. Sheâ&#x20AC;&#x2122;s an eye doctor now too. It seems Iâ&#x20AC;&#x2122;m at that age, somewhere between â&#x20AC;&#x153;getting olderâ&#x20AC;? and dead, where my eyes donâ&#x20AC;&#x2122;t do what they used to. Tell me about it. So Iâ&#x20AC;&#x2122;m looking for new frames. I like the ones I already have. Why not get something similar? â&#x20AC;&#x153;Oh no!â&#x20AC;? my wife says, â&#x20AC;&#x153;you canâ&#x20AC;&#x2122;t do that! Youâ&#x20AC;&#x2122;ve got to change! Mix it up! Do something different!â&#x20AC;? Really? Why? â&#x20AC;&#x153;I like you,â&#x20AC;? I tell her. â&#x20AC;&#x153;I love you. Am I supposed to get a new wife every few years just to make a change?â&#x20AC;? It was a rhetorical question. She didnâ&#x20AC;&#x2122;t like it. But I had a point. If you really like something, do you have to change, just to change? Apparently, she wasnâ&#x20AC;&#x2122;t the only one who thought so. There was that new eye doctor. She picked out frames that were â&#x20AC;&#x153;stylishâ&#x20AC;?. Sure, if I want to look like I just got off the racquetball court, ok, yeah, theyâ&#x20AC;&#x2122;re stylish. â&#x20AC;&#x153;And their rimless,â&#x20AC;? she tells me. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s in.â&#x20AC;? â&#x20AC;&#x153;Whoa, rimless! I gotta have those!â&#x20AC;? I said sarcastically. She liked them. My wife liked them. The eye doctorâ&#x20AC;&#x2122;s wife liked them. And one of their relatives liked them too. Four females against me. And my good friend, the male eye doctor. What did he have to say? Nothing. He mumbled something about knowing when to keep your mouth shut.
Thatâ&#x20AC;&#x2122;s something I never learned. And besides, Iâ&#x20AC;&#x2122;m a man, full of testosterone and facial hair! Well, I do have some facial hair. I wasnâ&#x20AC;&#x2122;t about to be pushed around by four females. â&#x20AC;&#x153;Hey, theyâ&#x20AC;&#x2122;re my glasses,â&#x20AC;? I told them. Iâ&#x20AC;&#x2122;m the one whoâ&#x20AC;&#x2122;s wearing them.â&#x20AC;? â&#x20AC;&#x153;Yeah,â&#x20AC;? the eye doctorâ&#x20AC;&#x2122;s wife said. â&#x20AC;&#x153;But we have to look at you.â&#x20AC;? Ouch! â&#x20AC;&#x153;How about these?â&#x20AC;? I asked as I tried another pair on. With every frame I chose, their sneers said it all. No matter what I picked, they favored the â&#x20AC;&#x153;stylishâ&#x20AC;? look. And then, I found them. They were the ones. They reminded me of a certain Dr. Jones, the archeology professor. Yeah, that guy. Indiana Jones. They were round and studious looking. They were perfect. The four females rolled their eyes. A week later, they showed up in the mail, along with the stylish ones. They wanted me to compare them one more time. Make sure thatâ&#x20AC;&#x2122;s what I really wanted. Iâ&#x20AC;&#x2122;d already made my choice. And now, when I look in the mirror, I hear the Indiana Jones theme song. I get the urge to travel to distant lands, battle the bad guys and find the treasure. And itâ&#x20AC;&#x2122;s all because of my new glasses. â&#x20AC;&#x153;Hey, you got new specs,â&#x20AC;? said a coworker. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s right,â&#x20AC;? I said triumphantly as that theme song started to play. â&#x20AC;&#x153;You look like Harry Potter.â&#x20AC;? Geez!

Town announces major road closure May 2-3 Happy Creek Road from Shenandoah Shores to Dismal Hollow The Town of Front Royal Environmental Services Department will have Happy Creek Road closed to thru traffic from Rt. 606 (Shenandoah Shores Road) to Dismal Hollow Road beginning Thursday, May 2, 2013 at 9 p.m. until Friday, May 3, 2013 at 9 a.m. This closure is due to asphalt repairs. The town crew will have road signage and detours in place. The town asks motorists to anticipate any travel issues and expect delays along the route of the closure. Moose dance to benefit young heart recipient A Benefit Dance for 11-yearold heart transplant recipient Chase Tasker will be held at the Moose Lodge, May 11, 8-12 p.m., with live entertainment featuring Jerry Williams and Frostie. By Roger Bianchini Warren County Report At its monthly meeting on April 25, the RSW Regional Jail Authority voted to hire Robert Mulligan as the first superintendent of the jail. The goal of the authority was to hire a superintendent at least a year prior to opening the facility. That opening is scheduled for July 2014. The superintendent will help oversee plans to have his facility successfully take on the transfer of inmates and some county jail personnel transfers or new hires into the tri-county correctional facility. According to press release, Mulligan has over 25 years in local correctional experience in Virginia. He most recently served as Superintendent of Corrections and Court Services in Loudoun County between 2002 and 2012, when he retired from that position. A head of the Loudoun County Jail he supervised over 200 employees and was project manager for the design and construction of the new Loudoun County Jail. The 49-year-old Mulligan – no golf jokes please – will officially begin his new position for the Rappahannock-Shenandoah-Warren Counties correctional facility on June 1 at a salary of $95,000 per year. Dear Peg, While I love to run within the canopy of giant deciduous trees, I’ve also been known to favor large evergreens. My feathered friends also enjoy the food and shelter provided by evergreen and coniferous trees found in the forests and home landscapes throughout Warren County. These trees provide fruit in the form of berries and cones, excellent cover from predators, and good nesting sites. I explored this topic with the experts at Virginia Cooperative Extension and came up with native two evergreen trees that should please both you and local wildlife. A great native tree for landscaping
is the American Holly (Ilex opaca). It is sometimes called Christmas Holly because of the bright red berries found on female trees throughout winter. This moderately slow grower can reach 50 feet in height and spread to 40 feet. Once established, hollies are nearly indestructible, tolerating drought, pollution, and frequent pruning. If you are looking for a smaller holly, your local garden center can recommend a wide range of cultivars including Foster’s holly, Nellie Stevens, or Burford holly. Just remember, the red berries only appear on the female tree. A male holly must be located somewhere in the neighborhood to provide pollination. A beautiful native conifer is the Eastern Redcedar (Juniperus virginiana). This tree is known as a “pioneer” species which quickly populates farmland and abandoned fields from seeds spread through bird droppings. Despite its common appearance, there are a wide variety of handsome
cultivars which can be used as single 40 foot specimen plants in a carefully planned landscape, as windscreens or as tall hedges. Female plants have blue to silver-grey berry-like cones which birds love to eat. Male plants have small brown cones found at the tips of branches. When choosing an Eastern Redcedar for your garden, explore the many variations of cultivars which have been selected for size, form (columnar or conical), foliage color (bright blue to dark green) and fruit characteristics.
