By Carol Ballard Warren/Frederick Report When Martin’s Foods, owned by GIANT Food Stores, LLC, became part of the Zero Waste policy begun about a year and a half ago, the district’s employees worked hard to get to that goal, but the highly energetic Green Captain Lead Denise Horton of Front Royal Martin’s has taken it to a whole new level. Denise, who has been there for the last five years, has worked tirelessly to bring the store to number two in the District 146 group composed of 17 stores. She has also become highly aware of how important the work is. “Recycling makes us not just conscious of our environment but

One of her signs says, “Think before Trash-Can I recycle this?” And this definition of sustainability is displayed on the wall, “Sustainability focuses on meeting the needs of the present without compromising the ability of meeting the needs of the future generations. The concept of sustainability is composed of three pillars: economic, environmental
and social, better known as (profit), planet and people.” As well as organizing and managing the zero-waste project locally, she mentioned that she has painted the entire interior of the store and has had signs printed instructing employees where and what to recycle, going as detailed as placing a receptacle for the paper receipts in front of the deli. “I’ve always thought creatively,” she said with a grin. “I’m a single parent and have had to get creative with finding ways to use what I have.” Denise went on to outline the origin of the program. She explained that the goal of Giant/Martin’s zero-waste program for each store was a 90% (diversion) recycling score. Only 10% would get thrown out, like meat or seafood. Front Royal’s store is 92.7% at number two in the 17 stores in District 146. “We will soon be at 93% and on our way to number one!” she said, and added, “Also, we are ranked See MARTIN’S, 4

She noted that Giant Company’s District 146 Regional Director Steve Angle is a major force behind the “Zero Waste Initiative” and his district holds the number one spot in the company’s 188 stores. Tre’s Patrick, manager of Front Royal Store for the last two years had high praise for Denise. “She’s our Green Captain and there’s a reason for that,” he said and explained further. “A couple of years ago was when we started to get traction and it was made available to everyone, whether in the community or in the store. The number for the entire company was at 89% and this store was at 84% before Denise became Green Captain,” he said. “It was cumulative and built up throughout the year, but it hit close to zero waste in December. The company’s goal was to have zero waste by 2025-to either donate, recycle or reuse 90% of everything that comes out of the store. Right now, the (Front Royal Martin’s) number is over that, at 92.7%” “She was featured in a company publication for her part in that,” he said. He explained that there is a difference between Giant’s plan vs Horton’s. While Giant introduced and has always recycled plastic and paper, Denise has: • separated waxed paper and

The film incorporates various topics including consumerism, corporatocracy, nostalgia, waste management, human environmental impact and concerns, obesity, and global catastrophic risk. (from Wikipedia) But she continued hopefully with her thoughts on the wider picture and deeper issues concerning “trash.” “Recycling gets you to stop and think, but we don’t because we have so many devices to do that for us,” she continued. “It teaches us to take care of the environment and each other. It’s more than just recycling.” When she went outside of the store, she pointed to the trees in the back of the lot, and couldn’t

employees and I would come out and pick it up. “The store manager nominated me, but I was doing this already. People don’t want to shop at a place with trash all around.” Also, behind the store there are wooden corn crates that are there for anyone to take. “We’re doing something great and positive and should feel good
about it. This recycling is not just to get Giant’s scores up, but for our children. I feel it’s almost spiritual,” she concluded. At a candidates’ forum held at St. John the Baptist Catholic Church on October 1st, Master of Ceremonies Wayne White said the candidates came prepared and were very informative.
By Thomas Sayre Warren/Frederick County Report A candidates’ forum was held at St. John the Baptist Catholic Church on October 1st and we asked Master of Ceremonies, Wayne White, what he felt about the candidates’ forum and he said, “It was a great opportunity for them to stand up and tell these people how they are situated on these positions. They did a great job answering the ques-
tions. They came prepared and it was a very informative evening. I think it was well done across the board. I thought the audience was well received for what they had to offer.” It was noted that the crowd was well behaved, and Sacred Heart parishioner White stated, “The crowd was fabulous! You could hear a pin drop, I never had to raise my voice to get over any incidents. Everybody was listening to everything the candidates had to say and were paying attention and taking notes. I think the candidates noticed that and fed off that and extended some of their answers but made it much more personal for them.” Parishioner Krista Adanitsch watched the forum and gave her

Stephanie Short (Happy Creek) said she does not agree with some of the Virginia Department of Education’s policies and that schools are for educating not indoctrination. Short would like to see a committee of parents set up to review the curriculum. The school board has a $64 million dollar budget and Short wants some accountability of where the money is spent. Melanie Salins (North River) said she wants to be a public-school teacher in the future. Salins cofounded the Warren County Coalition and noted that gubernatorial candidate Terry McAuliffe said he doesn’t want parents to have any say in the curriculum or the material used to teach their children and she disagrees with that point of view. Salins thinks we are on the verge of an education revolution.

Beginning on or about Monday, October 4, drivers using Route 522 (Front Royal Pike) in Frederick County will follow a new traffic pattern in the area of the Opequon Creek bridges. The Virginia Department of Transportation is replacing the southbound span just south of Route 644 (Parkins Mill Road). Both directions of Route 522 will use the northbound bridge during construction, which is scheduled to take about one year. VDOT contractors have constructed crossover lanes to allow southbound Route 522 motorists to cross the median and use the northbound bridge. A barrier will separate northbound and southbound traffic, which will be restricted to a single
lane in each direction. The work zone speed limit will be 45 miles an hour. The crossover will be removed after the new southbound bridge is complete and opened to traffic. The new Route 522 bridge is being constructed in approximately the same location as the current bridge, but will be slightly higher and wider. The roadway approaches will be widened and new guardrail will be installed. A six-foot wide paved shoulder will be provided on the right side of the new bridge. On July 1, 2021, VDOT awarded a $2,241,835.43 contract to FairfieldEchols LLC of Fishersville, Va. The project is scheduled for completion in fall 2022. All work is weather permitting.

Flags at Warren County Courthouse honor area’s enslaved people

By Carol Ballard included Warren/Frederick County Report The more than 300 red flags that represent the number of families enslaved in the county at the beginning of the Civil War were placed around the Confederate soldier’s monument on the lawn at the Warren County Courthouse and they have a story that goes with them. sponsors of the display, was willing to talk about how this display came to be. “The main goal of placing the flags on the courthouse lawn was to start a dialogue about the history of slavery in the area. We wanted to honor the enslaved people who were here. Many of them helped build the county, working as carpenters and blacksmiths, for example.” Warren County resident Chickery is a member of the local chapter of the National organization of Coming to the Table (CTTT,) cosponsor of the display with Northern Shenandoah Valley Unites and the Piedmont Race Amity Project. “The goal of the organization is to heal the wounds of racism that come from slavery,” she began and
explained further, “The name Coming To The Table was not about making people feel defensive.” Then she referred to the precepts and pillars of the group, saying, “The CTTT approach involves four interrelated practices: • Uncovering History: researching, acknowledging, and sharing personal, family, community, state, and national histories of race with openness and honesty. • Making Connections: connecting to others within and across racial lines in order to develop and deepen relationships. • Working Toward Healing: exploring how we can heal together through dialogue, reunion, ritual, meditation, prayer, ceremony, the arts, apology and other methods. • Taking Action: actively seeking

More than 300 little red flags were placed at the Warren County Courthouse with a sign reading, “Honoring the enslaved men, women and children of Warren County.” The display was set up Saturday, September 25 and will run through Oct. 9.
to dismantle systems of racial inequality, injustice, and oppression; to work for the transformation of our nation. She acknowledged that placing flags at the courthouse was an example of the fourth practice, taking action, and one of the reasons was that last year there was contentiousness about the monument of an unnamed Confederate soldier on the courthouse lawn over whether it should be taken down, and, she said, “Themes that kept coming up were that slavery wasn’t a big thing in Warren County. We thought that was not factually accurate, but also thought it wasn’t the time to place flags there. Chickery noted that Jonathan Noyalas, director of the McCormick Civil War Institute and history professor at Shenandoah University, wrote in his book, “Slavery and freedom in the Shenandoah Valley during the Civil War era,” that most people thought of slavery in terms of the large plantations that had hundreds of slaves and that local slaveowners did have fewer, but the practice was more widespread than people think. He also wrote about how some other myths have survived. He mentioned a local historian who wrote a book about how well slaves were treated, but then quoted accounts after the Civil War from some formerly enslaved who said people were treated well until they were too slow, didn’t work hard enough or got too old. Her comment about the monument controversy came about when an activist group proposed moving the statue. The county put a referendum on the ballot in last year’s election that asked voters if the Board of Supervisors should relocate the monument. This came during the time
when many statues and monuments with people who fought for the south war were being taken down, but it failed locally. “We believed that people were coming from a place of family pride, and heritage, so if we did this then, it would have caused people to become more entrenched,”

Chickery explained. And according to records, about 25% of the county’s residents were enslaved. The brochure accompanying the flags indicates that there were 1,579 people of color working for free in Warren County in 1860, and registered by a census, only identified by weight, height, gender and age, but not named. During slavery, folks had not been allowed to legally marry but post-Civil War, the “Warren Register of Colored People” taken in the county released on Feb 27, 1866, identified 1,149 residents living together as husband and wife.

She continued with more history. “The percentage of enslaved went down for a while from 25% to 20% because owners got skittish when Harper’s Ferry happened,” she said. The raid by abolitionist John Brown’s on Harpers Ferry in October of 1859 was intended to spark a slave revolt in Southern states by taking control of the United States arsenal there.

Stephens City Church to host outdoor Trunk-or-Treat Saturday, Oct. 30 Huge turnout expected in Stephens City for annual Halloween weekend event By Mark Gunderman Stephens City Stephens City UMC is planning to host their fifth Halloween Trunk-or-Treat on Saturday, October 30 from 1-3:30 PM. A Costume Parade is scheduled for 3 PM. Last year, church planners expected a turnout of 200 parents and children, but instead
received an estimated 750 trunkor-treaters. All the little glitter pumpkins and superheroes were dressed in colorful costumes anxious to spend a safe, joyful afternoon at the candy give-away getting to mingle with friends and neighbors. “Volunteers had to hustle out to Stephens City Outlet Store on Main Street to quickly purchase more candy to refill the
10 Halloween decorated vehicle trunks and meet all the little one’s holiday expectations,” church organizer, Jacquetta Owen said. Media chair, Marybeth Powell is all smiles when she reflects back on last year at Halloween. “Parents were searching Facebook and other social media seeking a local event to offer their children a happy Halloween memory. ating a controlled environment with less walking and more activity in a concentrated area which provides adequate supervision for youth is essential. “Trunk-orTreat is similar to the practice of trick-or-treating. Instead of walking from door to door in a neighborhood, children will trek from vehicle to vehicle, with volunteers handing out candy from their vehicle trunk,” Owen said. The event also provides access to Halloween festivities for families who do not live in a typical residential neighborhood. The Halloween Trunk-or-Treat will comprise 15 decorated vehicles strategically parked in the lot adjacent to the church building one hour before the events begins. The church organizers ask participants to use Halloween themes that will be suitable for young children with decorations kept to a scare-minimum. Volunteers will direct traffic to guide vehicle flow to the back parking lot and also have a designated walking
area away from traffic for children and parents moving around the parking lot. “Volunteers plan to ensure participants remain within the designated boundaries of the event,” Owen said. Besides the usual Halloweentheme games, balloon animals and drawings for gift cards, a new addition to the event is the Costume Parade at 3 PM along Main, Filbert and Germain Streets with oversight provided by Stephens City police cruiser escort. There are no competitive prizes, just a playful experience for the children. The parade, with spectators lining the street, provides kids the
opportunity to play act what it is like to transform into someone or something else for the afternoon. Stephens City fire and rescue plans to provide a manned apparatus display which includes customized equipment used during firefighting operations. “It is free and doesn’t cost the families anything to participate in the festivities,” pre-school board chair Laura Fieo said. “The main reason for this event is just simple community outreach. And we’re also eager to make Halloween a calm and unique balance of fantasy and realism, keeping things as normal for the young kids as possible. Wager scored with Kelsey’s For Real in the $83,600 3-Year-Old Filly Pace, Anthonys All In in the $86,325 2-Year-Old Colt Pace, Shes All Woman in the $85,125 2-Year-Old Filly Trot and K J Diamond in the $84,600 3-Year-Old Filly Trot. Kelsey’s For Real surged past 2020 divisional champ Madisonsallin and front stepping K J Katherine past the half Saturday to capture her fifth lifetime score in 1:58 3/5. The daughter of Rusty’s For Real, trained by John Wagner and driven by Jared Moyer, finished one length ahead of Madisonsallin. K J Katherine finished third. The Wagners train and own all three. ENGLE’S ANGLE: “20 Years Late” by Kevin S. Engle I was born on my mother’s due date. Maybe that’s why I don’t like being late. If we’re going to a baseball game, I want to watch the players warm up. Off to see a movie? I want to be in my seat before the previews begin. I even get to the dentist early. Ok, that’s weird. The only time I don’t care about being late is when it comes to new technology. I’ll get around to it. Cell phones?
Sure I have one. It took me awhile but I got there. I don’t use it all that much. It’s on, most days. We still own a VCR, although we rarely use it. Remember them? Video Cassette Recorders? They played those clunky VHS cassette tapes. Did you ever try to record a show on a VCR? It was like setting a timer for your outside Christmas lights, a task that confuses me every year. What day do you want to start taping? What time? When do you want to stop? Tape speed? And don’t forget to insert a cassette tape with enough tape to record. Do you want to use a blank one or just record over something that’s already on it? It’d take me 30 minutes to set it up and I still wasn’t sure if I’d done it right. And what if the power went out while you were recording? You were screwed. What if you got to the end of the tape but you weren’t done recording? You were screwed. It was a pain. After VCRs came DVD players and then DVRs. Digital Video Recorders. Do you know how long DVRs have been around? I didn’t. Not until I looked it up. Since 1999. You know when we got a DVR? Last week. We just switched TV service providers. The transition has been a bit rocky, but I think we’re finally there. And I’m loving my new toys. I was amazed how easy it was to DVR a show. I didn’t think I’d want a voice-activated remote control but I’m glad I have it. I don’t know any of the new channels. We had the same satellite TV provider for more than 15 years. Ask Stewart Hey Stewart, How is the All About Trees Class going this year? – Grace Normally we would be planting a class tree in October to commemorate the completion of 7 weeks of All About Trees learning. But this year we had no students sign up. (Last year we had 7) The lack of students was in part due to COVID concerns, but is also a general downward trend in attendance over the years. We think this because people are exceptionally busy these days, and find it hard to commit to Tuesday night and Saturday morning classes for 7 weeks. To make it easier for families and tree friends to participate, the Tree Stewards have decided to hold monthly classes, events, and work sessions
throughout the year. Attendance at each event will be fun and informative, and bring people closer to completing the All About Trees class curriculum. We will be kicking off this new format in November with a Saturday morning class at Samuels Library on tool care, focusing on how to prepare your tree tools for winter storage. In December we will have a talk on conifers by a tree expert from the Virginia State Arboretum. I am told there will be drawings for tools and trees at each event. The dates and times for these Saturday sessions will soon be posted on the Tree Stewards website – treesfrontroyal. org Hope to see you there. Trick-or-treaters should only approach residences that have porch lights on and are requested to be off the streets by 9:00 p.m. Motorists should use extreme caution when driving in neighborhoods where children are on the streets. The Front Royal Police Department would also like to remind citizens of the Hometown Halloween event that will be held on Main Street in the Gazebo area which will provide a safe environment for participating in Halloween

Carrot cake boasts an antioxidant-rich main ingredient and offers some semblance of nutrition amid the sugar rush of other offerings. Plus, its orange hue fits in perfectly with the season. This recipe for “Carrot Cake” from “Throw a Great Party: Inspired by Evenings in Paris with Jim Haynes” (iUniverse) by Mary Bartlett, Antonia Hoogewerf and Catherine Monnet yields two cakes, perfect for feeding a crowd.

Local Fire and Rescue departments remind residents to Learn the Sounds of Fire Safety The Winchester and Front Royal/ Warren County Fire and Rescue Departments are teaming up with the National Fire Protection Association (NFPA) - the official sponsor of Fire Prevention Week for more than 90 years - to promote this year’s Fire Prevention Week campaign, Learn the Sounds of Fire Safety. This year’s campaign, which runs October 3-9, works to educate everyone about simple but important actions they can take to keep themselves and those around them safe. “What do the sounds mean? Is there a beep or a chirp coming out of your smoke or carbon monoxide alarm? Knowing the difference can save you, your home, and your family,” said Lorraine Carli, vice-president of outreach and advocacy at NFPA. “It’s important to learn the different
sounds of smoke and carbon monoxide alarms,” stated Jeremy Luttrell, Deputy Chief of Community Risk Reduction and Fire Marshal for the City of Winchester. “When an alarm makes noise - a beeping sound or a chirping sound - you must take action. Make sure everyone in the home understands the sounds of the alarms and knows how to respond. To learn the sounds of your specific smoke and carbon monoxide alarms, check the manufacturer’s instructions that came in the box, or search the brand and model online.” The following safety tips will help you “Learn the Sounds of Fire Safety:” A continuous set of three loud beeps - beep, beep, beep - means smoke or fire. Get out, call 9-1-1, and stay out. A single chirp every 30 or 60 seconds means the battery is low and must be changed. All smoke alarms must be replaced after 10 years. Chirping that continues after the battery has been replaced means the alarm is at the end of its life and the unit must be replaced. Fatal Crash in Frederick County Virginia State Police Trooper C. Harrington is investigating a fatal twovehicle crash in Frederick County. The crash occurred on Thursday, September 30, at 3:00 p.m. at the intersection of Route 50 (Northwestern Pike) and Wardensville Grade. A 2002 Pontiac Bonneville was traveling north on Wardensvillle Grade when it failed to stop at a stop sign and collided with an eastbound 1998 Jeep Cherokee. The driver of the Pontiac, Ernestine F. Riley, 92, of Winchester, VA, died at the scene of the crash. Riley was wearing a seatbelt. The driver of the Jeep, an 18-yearold female, of Stephens City, VA, was not injured in the crash. The female was wearing a seatbelt. The crash remains under investigation.

Winchester Police Department selects Deputy Chief Winchester Police Chief John Piper has announced the selection of Paul A. Cleveland of Winchester, Virginia to become the next Deputy Chief of Police. Deputy Chief Cleveland will begin his new role as the DC of Administration on October 12, 2021, and will start transitioning with Deputy Chief Kelly Rice prior to her planned retirement. “I’m looking forward to Paul joining our team and becoming an important member of the command staff,” stated Chief Piper. “I know that Deputy Chief Cleveland is very excited to get started and to meet the hard-working men and women of our agency.” Deputy Chief Cleveland began his distinguished law enforcement career with the Fairfax County Police Department in 1994, retiring as Major on
Operation Crash Reduction starts Oct. 8 From 2015 to 2019, October was the most dangerous month on America’s roads, accounting for more fatal crashes than during any other month. Many Americans will take to the roads during the upcoming long weekend in search of that last late summertime adventure. The increased travel means more vehicles on the roads, and data shows an increase in motor vehicle
crashes as well. To help drivers and passengers remember the importance of buckling up, Warren County Sheriff ’s Office and the National Highway Traffic Safety Administration (NHTSA) are teaming up for Operation Crash Reduction. This effort is focused on Delaware, the District of Columbia, Kentucky, Maryland, North Carolina, Virginia, and West Virginia — a region that sees some of the nation’s highest numbers of traffic crash-induced fatalities. As the holiday weekend nears, Warren County Sheriff ’s Office is reminding all drivers of the importance of seat belt use and other safe driving practices. Not only is it the law in every participating state but buckling up provides the best defense against injury or death in a crash. This regional campaign runs from October 8 through October 11, and its purpose is to save lives and prevent injuries due to traffic crashes. According to NHTSA, from 20152019, this specific set of states had 885 fatal crashes from October 1-15. This is the highest number of fatal crashes for the first 15 days of any month during this same time period. In fact, from 2015 to 2019, October was the most likely month for fatal crashes to occur in these states, with 1,785 total fatal crashes. Based on research, surveys, experience, and the ongoing pandemic, DMV developed a hybrid service model to offer options and flexibility. DMV began operating by appointment only as it reopened offices in May 2020 after a temporary closure due to the rapid spread of COVID-19, in accordance with Executive Directive Seven (as amended). Operating by appointment has proven to be overwhelmingly popular with customers, 77% of whom said in a survey that they wished to see appointments continue. During the pandemic, customers shifted the way they do business with DMV by taking advantage of online and mail-based services. DMV is conducting over 10% more transactions per week cumulatively through all service channels than before the pandemic. For the week ending October 2, 2021, customers completed 352,895 transactions across all service channels, as compared to the pre-pandemic weekly average of 309,111 total transactions. DMV offers many service alternatives outside of the CSC. More than 50 transactions are available at dmvNOW.com and many can be conducted by mail. Customers may obtain vehicle-related services at DMV Select partner offices, most of which are operating by appointment only. Appointments
can be scheduled for nearly every DMV service with the agency’s mobile DMV Connect teams. Customers needing a title after purchasing a vehicle from an individual (not a dealer) may also drop off their applications and supporting documents at CSCs. Staff will process the work and contact customers to pick up the title within five days. Customers who have scheduled an appointment and instead decide to walk in for service should cancel that appointment
to make it available for other customers. Walk-in service will be provided on a firstcome, first-served basis based on the type of transaction; customers should anticipate wait times.
