Flight, College & Career, and Innovation Claim Center Spotlight in R-MA Summer Programs Randolph-Macon Academy’s summer programs are expanding this summer, incorporating opportunities for all students in grades six through twelve. The Middle School Summer Enrichment Camp for rising fifth through eighth grade students (sixth through eighth grade for overnight campers) has added two new options: a flight track and a robotics track. This year’s camp theme is Space Exploration and Investigation, and will continue to include course options in science, math, language arts, history, and music. The summer camp combines fun with just enough academics to keep students’ minds sharp over the long summer break. Two-week and four-week camp options are available. The Flight Camp has been expanded this year. As in the past, participants in the flight camp will have the opportunity to fly in school-owned Cessna 172 aircraft, receive instruction from the school’s on-staff flight instructors, and participate in ground school. In addition to all of that, students will learn from industry professionals about various aviation careers, visit aviation museums and businesses, and fly unmanned/ remote aircraft. In 2018, campers were able to experience hot air balloons and helicopters, and the flight instructors hope to repeat those opportunities this year. Flight camp participants will also be able to experience the new flight simulator on campus, the Redbird TD. The Flight Camp

public and private institutions, and the different advantages offered by small colleges and large universities. They will also become adept at listening to what is said and what is not said, and gain an understanding of what questions to ask when on a college visit. On the Summer School side of the summer offerings, R-MA will continue to offer thirteen courses for a full high school credit for students who would like to get ahead or need to catch up on a credit. There are also nineteen courses available for repeat credit, for students who would like to improve their grades. New to the summer school program this year is Innovation 101, a half-day course that could complement a repeat class or the College & Career Summer Seminar. This course allows students to explore the new Hadeed Innovation Wing, where they can use coding, robotics, 3-D printing, and other technology to create innovative solutions to the world’s challenges and develop answers to their own questions. All programs take place between June 30 and July 26, 2019. Applications for all R-MA summer programs are now being accepted. For more information on the summer programs, visit rma. edu/summer or call 540-6365484.

Family Fun Day is an official 501(c)(3) nonprofit and will be accepting tax deductible donations this year for the first time!

EDITOR:

Over the past month, Front Royal and Warren County have encountered a financial crisis that threatens the balance in our community. This crisis affects the trust we have in our elected and appointed officials, which could further jeopardize the faith that we have had in our systems and in our fellow citizens. As an independent business organization, The Front Royal Independent Business Alliance (FRIBA) encourages all of our community to be more level headed and compassionate about our current state of affairs. We must remain strong, use our character, our leadership and our discipline as examples for others to follow. We must have faith and understanding and avoid the madness of the crowd during this difficult period. We need to find solutions through facts, not repeating rumors. The results of these compassionate actions will help us heal and become stronger. We encourage everyone to

study the issues, avoid the negative crowds and social media mudslinging, and strive for the positives. We need to count our blessings, lean on each other for support and compassion. Together we can learn from the mistakes from this period of time and seek to improve what we have. Be a constructive leader, a sound business person and a faithful follower of the good that will result. We ask that you put aside the pettiness and blatant criticism of the innocent, their families and their rumored guilt. Rumors can hurt families and the county’s overall reputation. The courts will find the guilty and they will suffer, rightfully so. We ask that you also remain vigilant as good citizens, so that these mistakes will not ever happen again. Remember your family, your faith and your community and share your kindnesses every day!! Together we as a community will survive and become stronger.

The rationale for unsealing these subpoenas was stated as the following in the Motions filed by the Commonwealth last week: While the Virginia State Police are still in the process of investigating the case, the investigation has proceeded past the initial stages where knowledge of their efforts might hinder recovery of related evidence. As all will recall, the Commonwealth’s Attorney referred the EDA matter to the Virginia State Police for investigation in August 2018. Recently unsealed court documents show that the Commonwealth’s Attorney’s Office, specifically Bryan Layton, was obtaining ex parte subpoenas on behalf of the Virginia State Police as follows:

undue influence over a potential jury due to premature disclosure of evidence or revelations of the foci of the investigation are now a moot point. These documents confirm that Commonwealth’s Attorney’s Office, in particular Bryan Layton, who is a candidate for the Republican nomination for Commonwealth’s Attorney, has been actively working on this matter since August 2018. The Special Grand Jury investigation has now begun with Mr. Layton as an integral part of that process. In an investigation with this kind of sensitivity, confidentiality and silence is everything. Any assertion that a Special Grand Jury was convened for anything other than purely professional reasons is simply not true and can only be viewed as a political ploy. Bryan Layton Campaign

I am writing to share my experience in working with Mr. Bryan Layton, Esq., since I heard he was seeking the Republican nomination to be elected as the next Warren County Commonwealth’s Attorney. I have known Mr. Layton for the last eight years both professionally and personally. During these past years, I have had an opportunity to be involved in hundreds of cases in which Mr. Layton was the prosecuting attorney. Mr. Layton has always been professional, fair, transparent, extremely knowledgeable regarding the law and consistent in protecting and defending the legal interest of Warren County Citizens. In addition, I have observed Mr. Layton deal with defense counsel, law enforcement, victims, Judges, clerks, children, victim’s family members, etc., with the outmost

dignity and respect. Mr. Layton is a hard working attorney who gets the often difficult job done regardless of whether work gets in the way of his personal time. Mr. Layton is approachable, compassionate and receptive. Warren County needs someone who understands and has the courage to lead and who takes seriously the responsibility to protect the community. Margarita Wood, Esq. EDITOR: I wanted to write in support of Bryan Layton who is running for Commonwealth’s Attorney. My son, Simon Funk, was murdered in December 2014 here in Warren County. Even though his murderer was arrested that same night, it was not until 2017 that Clay Curtis was tried. Justice can be slow but it was incredibly hard to understand the process and be patient when it took so long. We met a lot of people during all of this but one stood out,the Assistant Commonwealth’s Attorney, Bryan Layton. Bryan worked very hard on Simon’s case and he always made time for our questions. He met with us many times and helped us understand what was happening at every step. Bryan treated us

with respect and honestly cared about us and what we thought. We saw him outside the courtroom and watched him try our son’s case in over 4 long days. Mr. Layton is a great attorney and knows what he is doing. During the trial Bryan stood his ground and didn’t let Simon be swept under the rug like a piece of dirt. Mr. Layton never let the jury forget that the case was about Simon and not just the killer. Bryan spoke for Simon, stood up for us and got justice for my son. I have seen this man in action and I know he does his very best to seek justice every way he can. Connie Clatterbuck EDITOR: When we heard that Bryan Layton was running for Warren County Commonwealth’s Attorney we felt compelled to speak. Bryan Layton is honest, ethical and very hard working. He is committed to seeing justice done and doesn’t play games with the criminal justice system. If someone is guilty he will work hard to make sure that they are appropriately punished. However, Bryan will work equally hard to make sure that an innocent person is not convicted unjustly. See LETTERS, 6

LETTERS, from 5

Prosecutors wield a great deal of power in Virginia. This is the reality of the system. With a piece of paper they can have a person arrested and held in jail. This is one of many reasons why Bryan Layton is one of the best prosecutors we have seen, in both skill and ethics. He has shown us repeatedly that he wields power justly. Those of us who have both worked with Bryan Layton and fought against him in court know him as the right kind of lawyer for Warren County Commonwealth’s Attorney. He is tough and fair, and has the experience to do the job well. William A. “Beau” Bassler David L. Hensley Nicole M. Spicer EDITOR: The loss of our grandson (one of twin boys) at the hands of our daughter’s boyfriend and her involvement (knowing he was beating them) has been unbelievably

difficult to deal with over the past 18 months. This tragedy has completely changed our lives. We have had a lot of support from friends and family to help us thru our grief. As we came closer to the trials, we also received substantial support from the Commonwealth via Bryan Layton who was prosecuting the cases and Candy Dixon, the victim advocate. Mr. Layton was extremely helpful, meeting with my wife and I several times to walk through the Commonwealth’s plans for both trials, to help explain what could happen and help set our expectations of what happens with jury trials. Both my wife and I were called to testify and Mr. Layton walked us through the process, doing a great job of preparing us for what was to prove a difficult and painful time in the courtroom and on the stand. The fact that he took time to check on us during the trials showed he cared about the outcome and wanted to see justice served. He ensured (via Ms. Dixon) that we were as comfortable as possible during the trials, not

just treating us formally as victims but treating us as part of the local family. By taking the time to talk with us, letting us ask questions, and laying out what was to happen, thus we were much better prepared to get through the tough time of the trials. Both my wife and I feel Mr. Layton and his team did an outstanding job in handling these challenging cases. His prosecution led to the successful guilty convictions for both defendants. His attention to the cases and to our health and well-being greatly helped us get through this tough time. Daniel and Rosemary Zimmerman EDITOR: In 2016, I completed a 20 hour internship with Bryan Layton for my Professional Development Course at Lord Fairfax Community College. During my internship I got to see behind the scenes at the Warren County Court House. I was able to meet the Judges as well as all the staff that works in the court house. I saw Mr. Layton and the other attorneys in action while sitting among them in the jury section in the court room. I read the criminal dockets and got to see the different varieties of criminal cases that Mr. Layton has

to prosecute. Mr. Layton made my internship experience at the Warren County Court House rewarding and exciting. When you read about court cases in college vs. actually sitting in on the case it self it is a completely different experience. I am very thankful that Mr. Layton took the time to really introduce me to all the staff in the courthouse along with seeing the seriousness and hard work it takes to be an attorney. Mr. Layton is also an adjunct professor at the Lord Fairfax Community College and was my professor for multiple paralegal courses ranging from Legal Research to Torts. He really makes sure you understand the course he is teaching but also keeps the class interested with debates and brainstorming through the legal problems. Mr. Layton is very dedicated and passionate about being a prosecuting attorney as well as a professor at Lord Fairfax Community College. I will be proud to have Bryan Layton as the Warren County Commonwealth’s Attorney.

having served the Commonwealth of VA for 41 years. During the last 13 years of my service with the department, I was assigned to the Sex Offender Investigative Unit. On many occasions after having initiated a criminal investigation I would meet with Warren County Assistant Commonwealth’s Attorney, Mr. Bryan Layton to discuss the case. I have always had an exceptional professional working relationship with all offices of the Commonwealths’ Attorneys during my career and considered it a privilege to have the support of Mr. Layton during each phase of my investigations prior to arrest or criminal indictment. Mr. Layton always displayed an unbiased and professional attitude and took time to review my individual cases prior to trial proceedings. Mr. Layton always took interest in learning the facts of my criminal cases and made recommendations to improve upon all aspects of the criminal investigation before proceeding through the court system. I consider it a privilege and a great honor to highly recommend Mr. Bryan Layton as Warren County Commonwealth’s Attorney for which the citizens can be proud of his service and dedication to the community.

“Water Lily” paintings are part of Samuels Library membership drive Art historian and library friend Ben Glenn Jr. will present Claude Monet’s work at the May 6 event

All the money FOSL donates goes for projects like purchasing books, or for things like a TV monitor and screens to play DVDs for children and adults. “These programs have proven more popular than anyone expected, drawing 100+ attendees from across our region and waiting lists that far exceed our capacity. The huge response in Front Royal has led to invitations for me to present at Handley Library

face and I can show them something they’ve never seen before,” he explained. Glenn comes highly qualified to present these arts-related events. Among the many distinctions Glenn has accumulated are that he is a published art historian whose academic background and expertise in the fields of the visual arts, museum practice, nonprofit management and public affairs/ communications spans more than three decades. For some background information on Claude Monet and his waterlily paintings, here is an excerpt from Wikipedia. “Water Lilies and Japanese Bridge represent two of Monet’s greatest achievements: his gardens at Giverny and the paintings they inspired. Monet moved to Giverny in 1883 and immediately began to develop the property. For him, the gardens were both a passion and a second artistic medium. His Asian garden was not part of the original estate; it was located on an adjacent property with a small brook, which he purchased and enlarged into a pond for a water garden in 1893. He transformed the site into an inspired vision of cool greens and calm, reflective waters, enhanced by exotic plants such as bamboo, ginkgo, and Japanese fruit trees and a Japanese footbridge.

The water lilies paintings and Japanese Bridge represent two of Monet’s greatest achievements: his gardens at Giverny and the paintings they inspired. The water lilies and Japanese bridge at his home sparked the paintings he spent his last years working on.

It was not until 1899, however, that he began a series of views of the site. A careful craftsman who reworked his canvases multiple times, Monet was committed to painting directly from nature as much as possible and for as long as he had the correct conditions; thus, he could work on as many as eight or more canvases a day, devoting as little as an hour or less to

each. “He set up his easel at the edge of the water-lily pond and worked on several paintings of the subject as part of a single process. Monet’s gardens and paintings show the same fascination with the effects of time and weather on the landscape. Both are brilliant expressions of his unique visual sensitivity and emotional response

to nature. At Giverny, he literally shaped nature for his brush, cultivating vistas to paint.” Glenn added to that information by answering the question of why Monet did so many paintings of the same subject. “The reason why Monet did so many paintings of water lilies was to challenge himself artistically as well as to reflect his interest in Japanese painting,” said Glenn. He is especially enthusiastic about this event. “It’s a good thing we’re doing this. We want more people to know about it. This is the first time we’re combining the lectures

with a membership drive. I was on the board of directors of FOSL and challenged them to do this because the topic is so popular. It’s the perfect topic to attract people and directly benefits the library. Membership is a win-win for everyone,” he said. This is partially because he won’t be taking a fee for the lecture. “This is my gift to the library. Come on May 6, join and be a part of it. Let’s get some new members,” Glenn invites. Also, “I maintain a vibrant mailing list with auspices of the organizations I’ve done before, like

This will be a one-night talk on an exhibition put on by the Nazi Party in Germany in 1937 called “Degenerate Art,” held to persecute modern artists in Germany at the time. He describes it as basically the Nazi Party pointing the finger at the German artists who were ridi-

The Nazis did things like writing on the wall behind some paintings, with an arrow pointing to the works and word like, ‘This is art?’ Glenn said that it drew a million people in six weeks, ruined the lives and reputations of those artists and was a black eye of Germany of that period. “It will be an interesting evening,” he said. Glenn holds a B.A. with Distinction in Art History from Carleton College and completed additional coursework in the fields of art history and art conservation at New York University, and soon will receive the Certificate in World Art History from the Smithsonian Institution. He specializes in Northern Renaissance and Northern Baroque art as well as American Modernism. He has also been interviewed

He is married and is a passionate international traveler, classic-film fan, and pet parent. In summer 2019, Glenn will study Dutch language at the University of Ghent, Belgium. Federal Bureau of Investigation (FBI ) agents and Virginia State Police are seen here walking in and out of the Warren County Economic Development Authority’s office on Kendrick Lane carrying boxes and bags and loading them into the back of their vehicles.

By Timothy Ratigan Warren/Frederick County Report During the Front Royal Town and Warren County liaison meeting on Thursday April 18, Happy Creek District Supervisor Tony Carter revealed to town officials that the county had agreed to take over as primary fiscal agent for the Warren County Economic Development Authority (EDA). During the tail end of the meeting, supervisors’ Chairman Dan Murray let town officials know that when the county takes over as fiscal agent for the EDA, it will result in providing “multiple layers of checks and balances” of EDA’s financial dealings. The EDA board has already instituted several redundancies in their financial system such as

requiring the signatures of two board members for each financial transaction. In addition to that, the EDA board will have increased involvement in the development and implementation of those transactions. Although the EDA and county started working on ironing out the future of the EDA’s financial handling on the 18th, federal and state agents had already descended on the EDA’s office on Kendrick Street two days before. On the morning of Tuesday, April 16, EDA employees received visitors on their front office door step in the form of the FBI and the Virginia State Police. Both entities were present with search warrants in hand to collect evidence regarding the recent embezzlement scandal associated with the

EDA, but Lt. John A. Defilippi, the Virginia State Police special agent in charge declined to comment on their involvement. The raid came just short of a week after a special grand jury was impaneled to investigate the potential financial wrongdoings on the part of the EDA, town, county, county schools, Sheriff ’s Office

and any other appointed and/or elected officials within those indicated organizations. The county’s Commonwealth Attorney’s office uttered a press release which revealed that the commonwealth’s office had in fact been working with state police since August of 2018. They were investigating the suspicious financial activities tak-

ing place at the EDA. The press release indicated that state police had learned of new information regarding the financial irregularities after the EDA filed a $17,000,000 lawsuit against the former Executive Director, Jennifer McDonald and nine other defendants for multiple incidents of alleged embezzlement and other fraudulent activities. All afternoon there was a steady flow of vehicles coming and going with FBI and state police officers walking in and out of the EDA office building carrying cardboard boxes and placing them into black SUVs until shortly after two p.m. The Assistant Commonwealth’s Attorney Brian Layton was also present and unfortunately declined this reporter any comment. Earlier in the day Washington D.C.’s News4 helicopter could be seen flying around the EDA office building. During the raid, a state police trooper was present to assist in guiding traffic and was very accommodating to the press by po-

Two days later, at the town/ county liaison meeting, Warren County Administrator Doug Stanley gave town officials the following information on what to expect from the new oversight by the county. “Really it will provide some additional checks and balances.” He went on to tell them that the EDA will also have to follow a lot of the same policies that the county follows, and these policy

changes are scheduled to take place around August 1, 2019. Prior to the town/county liaison meeting on the 18th, supervisors discussed the takeover of the EDA finances at their April 2nd work session and they came to an agreement that in the best interest of the EDA and town and county that the county should take over and serve as the EDA’s primary fiscal agent. This means that the county would primarily be responsible for every single one of the EDA’s future financial transactions. Stanley explained to the board that the EDA only has a small paid staff. That staff consists of an executive director and an administrative assistant. With the county assuming the duties of the primary fiscal agent, multiple layers of oversight can be provided. Warren County’s Human Resources Manager Jodi Saffelle was present at the work session and reported that the additional layers of oversight and checks and balances would be provided since the EDA would be required to follow the county’s contract procurement policies just like other county departments. She added that any future transactions or deals would be subject to reviews by both the board of supervisors and the EDA board of directors. “There will be transparency in EDA bookkeeping and their record keeping,” Saffelle added. Saffelle also pointed out some drawbacks to the situation. They would, according to her, include extra workload for the county’s own finance and administrative departments, and the county will have the task of handling all of the Freedom of Information Act requests for the EDA documents. Stanley said another drawback would be that it could appear the

County and EDA were becoming too entangled but added that the pros would definitely outweigh the cons because of the additional checks and balances. He went on to say that even though the EDA had been involved in funding various town and county projects in the past, that would probably not be the case right away. Interim EDA Director John Anzivino was present at the work session and he stated that his recommendation was that the EDA should not be so involved in the financing of future town and county projects at least until the EDA got its feet back under it. He pointed out that the EDA does do many other things outside of what he termed “the wheelhouse of basic economic development” in the creation of high paying and highquality jobs and the continued expansion of the tax base. “We’ve begun to really take steps to ensure that we are a better operated organization, and this is a big step,” Anzivino said. Even though supervisors and the EDA board of directors are in agreement on the proposed changes both organizations will have to vote on the measure at a later date. – tim@areaguides.com

Front Royal Mayor Hollis Tharpe resigns Page 12 • Warren/Frederick County Report • Early May, 2019

Mayor Hollis Tharpe can be seen here attending one of his many work sessions as Mayor of Front Royal. He has since resigned his position because of allegations concerning his actions at a local massage parlor which he has denied.

By Timothy Ratigan Warren/Frederick County Report In the span of a week a lot can change in a small town like Front Royal. Whole lives can be turned upside down with a spoken word or the allegations about actions that happened almost a year ago. Such is the case of the hugely popular, but soon to be former Front Royal Mayor Hollis L. Tharpe. The first sign of something being amiss with the mayor was a story in The Northern Virginia Daily that Tharpe was under criminal investigation, but details were very hard to find. Even the mayor himself was surprised and

didn’t know what the investigation was about. “I’m completely at a loss. I don’t do drugs, I don’t drink, I have no idea what is going on. No one will tell me anything,” he said.

Tharpe complained several times during the months that followed that he couldn’t find anything out about the investigation. He said several times that no one had called him or threatened to take him to court. “If someone would just pick up a phone and call me, but I guess the system doesn’t work that way,” he told the paper. However, that all changed less than two weeks ago. On Friday afternoon on April 12th, court papers were filed with the Warren County Circuit Court that demanded Hollis Tharpe appear in court to face charges on April 15th upon being indicted by a Warren County grand jury for one misdemeanor count of solicitation of sexual conduct. According to Virginia State Police, the charge stems from the investigation that was initiated in October 2018 at the direction of the Office of the Attorney General

Mark R. Herring. Monday morning Tharpe voluntarily placed himself on temporary unpaid administrative leave from his mayoral duties, turning them over to Vice Mayor Bill Sealock while he dealt with his legal issues. Additional information about the case was released as well, such as the date of the alleged offence, May 31st, 2018; case number CR19-000-290-00; and the charge, which involves a visit to a local massage parlor. We asked Tharpe about the charge. “It’s a baseless charge. Nothing sexual happened,” Tharpe responded. At the time of his indictment when he was released on his own recognizance, Tharpe was still planning on remaining in his position as Front Royal’s mayor but on administrative leave until the resolution of his legal problems.

“I am an elected official,” he stated emphatically. Handling the prosecution of this case will be Winchester Commonwealth’s Attorney Marc Abrams, since Warren County Commonwealth’s Attorney Brian Madden has recused himself from the case. On Monday April 15th, 2019, Mayor Hollis Tharpe appeared in Warren County Circuit Court with his wife Debbie Tharpe in order to hear a misdemeanor warrant that was issued for solicitation of prostitution by a Warren County Grand Jury. Because of the involvement of a prosecutor from outside of the county Tharpe’s case was called first on what was a crowded grand jury docket convened at 2:17 p.m. Winchester attorney David Hensley was present on behalf of Tharpe and was seeking discovery of prosecution evidence against him. Judge Clifford L. Athey Jr.

gave Special Prosecutor Heather Hoevermale 30 days, until May 15th, to respond to the defense’s discovery motion. The case has been set to be revisited on the court docket on June 17th at 2 p.m. Athey also instructed Hoevermale to send the prosecution’s discovery to Hensley pending Tharpe’s retention of a different attorney that will be handling his case in the foreseeable future. The public reaction was largely in favor of the besieged mayor. Social media has been very active ever since news came out regarding Tharpe’s legal problems. The vast majority of posts were

comments in support for him and exclamations of disbelief that the mayor would be involved in something such as this. There were repeated requests for him to return to his duties as mayor. However, Tharpe refused to remove himself from the self-imposed administrative leave he had placed himself on. The saga wasn’t over yet, because over the Easter weekend the Mayor informed the community of his intention to resign. The resignation letter reads: “To Whom it May Concern: Due to the potential of distraction to the important business of the citizens and residents of the Town

of Front Royal and Town Council which may possibly arise as a result of a pending charge against me, which I think it is without merit and from which I believe I ultimately will be exonerated, it is with great reluctance and sadness I hereby tender my resignation as Mayor of the Town of Front Royal at 12:01 a.m., May 2nd 2019. “Being elected and serving as Mayor of the Town of Front Royal is the greatest honor that I or anyone can ever be granted by the wonderful citizens of this beautiful community. I have greatly appreciated the confidence the citizens of Front Royal have bestowed in me by offering me the

opportunity to serve in this important responsibility. I look forward to being able to return to community service at the earliest opportunity. I sincerely wish the very best future successes to Town Council, and most of all to the citizens and residents of this most wonderful Town. Very sincerely yours, Hollis L. Tharpe.” Reaction from town council members has been hard to gauge due to the fact nothing has been released by them regarding Tharpe’s resignation. After the town/county liaison meeting held on April 18th, Front Royal’s Vice Mayor Bill Sealock

spoke to us. “For me personally it’s been the extra work. I started at 1:00 p.m. on Monday,” he joked. “So, on a different note about the mayor, he did the right thing by putting himself on administrative leave. When we deal with our staff there is a logical plan when this stuff happens,” Sealock continued referring to Tharpe’s initial plan to put himself on leave without pay. Hollis Tharpe has offered no more comment regarding this matter. – tim@areaguides.com

19th Annual Front Royal National Day of Prayer Community Service Thursday, May 2 at the Gazebo at 6:30 pm This year’s National Day of Prayer service will include thoughts from Cynthia Dunbar, a strong believer in prayer and passionate about preserving the moral and ethical principles that our founding fathers declared were essential to the success of a free society. The 19th annual Front Royal community prayer service will be held at the Main Street Gazebo on Thursday, May 2nd at 6:30 pm.

Special music will be provided by the Band of Brothers Music Ministry, a local group of guys who love the Lord and know how to glorify His name through music. They will share their music with us beginning at 6:15 pm. The National Day of Prayer is a day designated by the United States Congress as a day when the nations people are asked to gather together to pray, especially for our country, its people and its leaders. The designation of the first Thursday of May to be the annual recurring date for the National Day of Prayer was established by Ronald Reagan in 1988. This prayer service is a Christian event in which pastors and lay leaders from local churches participate each year. Prayers are directed to our national and local leaders and to the people of our nation and local communities. The Front Royal National Day of Prayer community service was first organized in 2001 by several local Christians. Led by Denni Giovinazzo, assisted by Cherie Ray and David Lingebach, they considered it essential that the diversified Christian community come together to pray, believing that there is much spiritual strength in the local churches gathering as a unified body. These services are only possible with the support, assistance and participation of many others in the community. The committee relies on volunteers and donated or borrowed equipment while footing the bill for advertising, printing, mailing, and other expenses, with their own personal funds. “It’s all well worth everything we give to it,” says Denni. “Only God can bring the kind of change our country needs. It’s up to those who believe in Him to come together to ask for His mercy and grace. And we consider it an honor to serve in this way.” The public is invited to this community service. Bring your lawn

chairs early to enjoy great music at 6:15 by the Band of Brothers.

Rabid Raccoon in Warren County - Rabid Feral Cat in Winchester Seek Help Immediately if You Were Exposed The Lord Fairfax Health District is notifying the public of a rabid raccoon found on King David Dr. in the Apple Mountain subdivision in Linden, VA 22642 on April 8. Local Animal Control captured the raccoon and it tested positive for rabies. The raccoon is known to have interacted with two dogs. Both dogs were up to date on rabies shots. They received booster rabies shots and are on 45 day confinement. This is the normal procedure for a vaccinated animal that may have been exposed to rabies. This is the sixth rabid raccoon in Warren County in 2019. The Lord Fairfax Health District would like to alert the community that anyone who received a bite or scratch, or were otherwise exposed to the saliva, from a rac-

coon around April 8 in the area of King David Drive in the Apple Mountain subdivision in Linden, VA 22642 should seek care at the nearest emergency department immediately. Rabies is a deadly disease that is 100 percent fatal once symptoms begin, but can be prevented with treatment if it begins immediately after exposure. The Lord Fairfax Health District is notifying the public of a midsized rabid black and white feral cat, found on Ladderback Court in Winchester on Friday, April 19. Local Animal Control captured the cat and it tested positive for rabies. The feral cat is known to have interacted with one person. The Lord Fairfax Health District would like to alert the community that anyone who encountered this cat in the area of Ladderback Court in Winchester, and was bitten, scratched, or licked by it, any time since Tuesday April 9, should report to the nearest emergency department for evaluation. Rabies is a deadly disease that is 100 percent fatal once symptoms begin, but can be prevented with treatment if it begins immediately after exposure. The Lord Fairfax Health District encourages everyone to vaccinate their pets, to protect them, family members, loved ones and the community at large from rabies. Virginia law requires domestic animals to be vaccinated against rabies. In addition to keeping pets vaccinated and keeping vaccinations current, take these steps to protect family members and pets from rabies: • Avoid contact with wild animals or stray cats and dogs; • Do not feed wild animals or stray cats and dogs; • Report stray animals to your local animal control agency;

• Eliminate outdoor food sources around the home; and • Keep pets confined to your property or walk them on a leash. For more information, visit www.vdh.virginia.gov/environmental-epidemiology/rabies-control/ or call the Warren County Health Department at 540-6353159.

Ask Stewart

Great question Ginny! Tree topping is the practice of removing whole tops of trees or large branches and/ or trunks from the tops of trees, leaving stubs or lateral branches that are too small to assume the role of a terminal leader. Trees are often topped because they grow into utility wires, interfere with views or solar collectors, or simply grow so large that they worry the landowner. Sometimes pseudo tree experts use different

terms for the malpractice of topping: Stubbing, Heading, Heading-back, Stubbing-off, Tipping, Hatracking, Topping-off, Dehorning, Lopping, and Roundover. Many arborists think that topping is the absolute worst thing you can do for the health of your tree. Not only is topping bad for a tree, it is a waste of money because it contributes to more dangers from the resulting proliferation of weakly attached sprouts and the entrance of decay fungi. Alternatives to topping include: 1. Start out right by planting trees that will fit your space. 2. Begin proper pruning early in the life of a tree. 3. To slow the growth of a tree, avoid

the use of nitrogen fertilizer. 4. Do a regular light pruning every 3 years. If you already have a large tree that needs to be reduced, you can use a pruning method called Crown Reduction. Crown reduction is a method of using cuts that reduce height and spread without resulting in stubs and the kind of problems associated with topping. If you would like to learn more, sign up for the ALL ABOUT TREES class starting in September. I guarantee you will have a TREE-mendous time! Your Pal in the Trees,

The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual “All About Trees Class”. Each month Stewart will answer a question from our readers. Please forward it to “Stewart” in care of: frwctreestewards@comcast.net and we may publish it in a future issue. Engle’s Angle: “This is CNN” By Kevin S. Engle Whenever you hear those words, you recognize the voice. James Earl Jones. The same guy who brought Darth Vader to life. I’m no James Earl Jones. Or Darth Vader. Do you remember the first time you heard your recorded voice? It freaked me out. “That’s not what I really sound like. Is it?” Yikes, that was scary. It still is. Well, if that’s what I really sound like, I didn’t want that guy narrating The Best of Engle’s Angle. When I decided last year to put my book out as an audiobook, I wanted someone else to do it. A professional. And since neither James Earl Jones nor Darth Vader were available, I’d have to find someone else. And I did. The guy’s name is Michael Orenstein. When I first heard him reading my stories, it was weird. And funny. Funny in the sense of being strange. Strange to hear someone else reading my words. I guess that’s what a songwriter feels like. Or a scriptwriter. My stories are supposed to be funny. But as someone told me just last week, not all of them are. Ouch! Thanks for the honesty. As I listened to Michael read the words I’d written, I realized something. Something about myself. Something you’ve probably known for quite a while. I’ve got issues! I think most humans hide things from themselves. Stuff we know but won’t admit to. Deep down we know the truth, but we ignore it, until we can’t. Like when someone else tells us. And with every Engle’s Angle I

listened to, I was hearing it over and over. More precisely, I was getting smacked in the face with reality. Kevin Engle has problems. He complains a lot. He doesn’t sound very happy. He’s always upset about something. Whether it’s fighting with a customer service rep on the phone or making a comment to the woman who cut in line ahead of him, he gets pissed off a lot. He needs to change. Ok, I need to change. And so, from now on, I’m going to. Starting right now, I won’t get upset when the phone company can’t get here for three weeks to fix our landline. Or when the satellite dish goes out and we can’t watch TV. Or when the deer eat our bushes. Or when that car in front of me won’t go any faster. Or, you get the idea. That’s right. From now on, none of that stuff matters. I’ll just laugh it off………………………… Yeah, right. Who am I kidding? What would I write about? And why should you have to suffer if there were no more Engle’s Angles? You shouldn’t have to. And that’s why I’m not going to change. You don’t have to thank me, ok you can if you want to, but I’m doing this for you. I’ve got lots more Engle’s Angles left in me. And that’s a good thing. Isn’t it? In the meantime, check out the audiobook. You can find it on Audible, Amazon and iTunes. You’re welcome. I mean thank you. “This has been Engle’s Angle.” – kevinengle456@comcast.net

Front Royal/Warren County Tree Stewards 2018 Year-in-Review

By Melody Hotek, President The highlight of 2018 for the Front Royal/Warren County Tree Stewards was the celebration of the completion of the Criser Road section of the Royal Shenandoah Greenway. Working together with the Town, a ribbon cutting ceremony was held to commemorate the completion of the Greenway, a 5.2 mile run/walk was free for the community to discover the course and the annual planting of the Arbor Day Tree kicked off the day’s activities. Many thanks to community efforts by Felicia Hart, Town Maintenance crews and the Town and County police forces to make this a successful day. Arbor Day The day began with Mayor Tharpe reading the Arbor Day proclamation. Front Royal was designated a Tree City USA for the 19th consecutive year. The ceremony included the 2018 Tree City USA flag and award presented by Zoe Sumrall from the Virginia Dept. of Forestry. Anne Rose, the Town’s Horticulturist selected a Katsura tree that was planted on the east side of Burrell Brooks Park. Citizens then gathered along Criser Rd for the ribbon-cutting ceremony led by Mayor Tharpe opening the Criser Rd sidewalk and marking the completion of the Royal Shenandoah Greenway. Then off went the walkers to explore the Greenway. Education & Community Outreach The All About Trees class this Fall had 21 students, many who plan to become active Tree Stewards. The class ran 7 weeks from the first week of September through the planting of the

The City is considered an MS4 (Municipal Separate Storm Sewer System) locality, which means that we own and operate our own separate storm system and that water entering that system is not treated before

being discharged to local streams. Preventing pollutants from entering the storm sewer is critical (i.e. street sweeping program), but cleaning the local streams is helpful as well, which prevents additional pollution from entering into larger water systems downstream, including Opequon Creek, the Potomac River and the Chesapeake Bay. All activities are free and open to the public. For those participating in the Spring Greening activities, we suggest bringing rain/muck boots or waders. These pieces are quite a contrast to Runestad’s compositional style and include works from 16th, 19th, and 20th centuries.” Composers include Palestrina, Schubert, Parry, Finzi, Aquiar, Wilberg, Kirchner, and Hampton. Mack Wilberg’s “Shenandoah” offers piano four hands for which guest pianist Elaine Wright joins accompanist Dan Miller. For more information, please visit our website and like us on facebook.
