SAFETY PROTOCOLS | PROTECTIVE MEASURES Protective measures may be determined by the level of disease activity of COVID-19 in the Lubbock area. The District will rely on data from the Department of State Health Services (DSHS) and City of Lubbock Health Department to determine the disease activity level and the appropriate protective measures.

SCREENING PROTOCOLS

Self-Screening- Staff and Students • Staff will be required to self-screen for COVID-19 symptoms prior to reporting to work each day. Self-screening should include teachers and staff taking their own temperature. • Parents/guardians are expected to screen their students for COVID-19 symptoms each day prior to sending their student to school. • Teachers will monitor students and refer to the nurse if symptoms are present. Self-Screening - Visitors • Visitors are expected to self-screen for COVID-19 symptoms before entering any Frenship facility.

TEMPERATURE CHECKS

Temperature checks for staff and students may be conducted as needed. According to TEA, regularly performing a forehead temperature check of otherwise asymptomatic students in school is not recommended.

FACE COVERINGS • • •

Executive Order GA-38 issued on July 29, 2021 states, "No governmental entity, including a county, city, school district, and public health authority, and no governmental official may require any person to wear a face covering or to mandate that another person wear a face covering". Frenship ISD will allow individuals to wear a face covering if they choose to do so, per TEA guidance. Based on guidance from the City of Lubbock Health Department, Frenship ISD encourages the use of face coverings. UPDATED: 8.25.21

SAFETY PROTOCOLS | REPORTING COVID-19 Anyone who becomes aware of someone with test-confirmed COVID-19 or who reports close contact with someone with test-confirmed COVID-19 should: • Immediately report the information to the campus Principal. • Discussions of this nature are very sensitive, confidential, and will be treated as such. • Any necessary notifications to staff or parents will be made by the District, based on guidance from the local health department. Notifications will be made in accordance with applicable federal, state, and local laws and regulations, including confidentiality requirements of Americans with Disabilities Act (ADA), and the Family Educational Rights and Privacy Act (FERPA), and the Health Insurance Portability and Accountability Act (HIPAA).

STUDENTS WITH TEST-CONFIRMED COVID-19

1. The campus principal will notify the Executive Director of Administrative Services of positive test-confirmed student cases and provide the following information: • Student’s name • Student’s grade • Copy of the positive test (The copy of the positive test will be accepted as a physician’s note.) 2. The Texas Department of State Health Services (DSHS) requires schools to exclude students from attending school in person who are actively sick with COVID-19 or who have received a positive test result for COVID-19. • Per CDC, regardless of vaccination status, the student should stay home for five (5) days. If the student does not have symptoms or symptoms are resolved after five (5) days, the student may return. UPDATED: 1.4.22 • Per CDC, the student is encouraged to continue wearing a face covering around others for five (5) additional days after returning to school. • If the student has a fever, they should continue to stay home until the fever resolves. • Parents should also follow their medical provider's recommendations. 3. This will be counted as an absence. • Doctor’s Note after an Absence for Illness (All Grade Levels) - Within three (3) days of returning to school, a student absent for more than three (3) consecutive days because of a personal illness must bring a statement from a doctor or health clinic verifying the illness or condition that caused the student’s extended absence from school. Otherwise, the student’s absence may be considered unexcused and, if so, would be considered to be in violation of compulsory attendance laws. – Student Handbook pg. 37.

SAFETY PROTOCOLS | NOTIFICATIONS COVID-19 DASHBOARD

A Frenship ISD COVID-19 Dashboard is available on the district website at www.Frenship.net. The Frenship ISD COVID-19 Dashboard provides an up-to-date overview on the current test-confirmed positive COVID-19 cases across the district at each campus. This general information is presented for parent, staff, and community notification purposes. The dashboard is updated each school day by 1 p.m. Cases that occur over the weekend or during a holiday are updated on the next school day.

PARENT NOTIFICATIONS

In addition to the COVID-19 Dashboard, Frenship campuses will notify parents of positive student and staff cases. Per TEA, consistent with school notification requirements for other communicable diseases, and consistent with legal confidentiality requirements, schools must notify all teachers, staff, and families of all students in a classroom or extracurricular or after-school program cohort if a test-confirmed COVID-19 case is identified among students, teachers or staff who participated in those classrooms or cohorts. Elementary Campuses • Grades Pre-K - 2: These students remain in the same cohort/class throughout the school day. If a student or staff member in pre-k through 2nd grade has a test-confirmed COVID-19 case, parents of that specific class will receive a call from campus administrators. • Grades 3 - 5: These students rotate classes within their grade level throughout the school day. If a student or staff member in 3rd - 5th grade has a test-confirmed COVID-19 case, parents of that grade level will receive a Remind message notification from campus administrators. Secondary Campuses • Grades 6 - 8: These students rotate classes, sometimes across grade levels, throughout the school day. If a student or staff member in 6th - 8th grade has a test-confirmed COVID-19 case, parents of that campus will receive a campus-wide Remind message notification from campus administrators. UPDATED: 10.18.21 • Grades 9 - 12: These students rotate classes, sometimes across grade levels, throughout the school day. If a student or staff member in 9th - 12th grade has a test-confirmed COVID-19 case, parents of that campus will receive a campus-wide Skyward email notification from campus administrators. • Sports teams, band, and other extracurricular student groups: If a student participant or a coach/sponsor has a test-confirmed COVID-19, the parent will receive a Remind message notification from the coach/sponsor of that group.

NOTIFICATIONS TO THE STATE

The Frenship ISD Administrative and Student Services will continue to update the reporting list for TEA each Monday morning for the seven (7) days prior.

SAFETY PROTOCOLS | CAMPUS VISITORS CAMPUS VISITORS

Who is considered a campus visitor? Any person who is not assigned as an employee of the building. Parents and other adults can visit schools. Frenship is not limiting visitors. However, this is subject to change based on disease level activity. The district will notify the campus, students, and staff in advance if we limit visitors. • •

All campus visitors will self-screen for COVID-19. All visitors will also comply with the following procedures: • Enter through a secure entrance (main offices that have a vestibule) • Use hand sanitizer • Comply with all applicable District policies and procedures • Provide identification to staff member Clear plexiglass shields are installed in the front offices of each campus to reduce the risk of exposure and spread. Anyone who leaves and re-enters the building during the school day must follow these same procedures.

PARENT MEETINGS AND CONFERENCES

Both experience and research tell us that a child’s education is most successful when there is effective communication and a strong partnership between home and school. We will create options for parents to participate virtually when they do not feel comfortable entering the building. Parent conferences (ARDS, 504 etc.) may be done virtually with the agreement of both parent and the campus.

VOLUNTEERS

Volunteers must follow the same check-in and screening process as other campus visitors.

REGISTRATION, MEET THE TEACHER, AND OPEN HOUSE EVENTS • •

There are no limitations on the number of parents, guardians, students, and siblings who come to registration, Meet the Teacher, or Open House events. Hand sanitizer stations are placed throughout the campus for visitors.

SAFETY PROTOCOLS | CLEANING & DISINFECTING HAND SANITIZING AND CLEANING • •

Hand sanitizer will be available throughout the campus for students and staff to use, including front offices, all classrooms, all common areas, cafeterias and teachers’ lounges. Teachers will encourage students to wash their hands and/or use hand sanitizer throughout the day.

END OF DAY CHECKLIST FOR TEACHERS AND STUDENTS

Classroom teacher will ensure these expectations are clearly communicated to students and followed daily. • All personal belongings will be picked up and chairs will be put on top of every student desk to assist with the efficiency of sanitizing and disinfecting processes. • All student accessible high touch areas listed below must be completely clear of all items including paper, name tags, writing utensils and any other fixtures before leaving each day unless they are placed in a container. High touch areas are listed below: • Tables • Countertops • Student Desk • Teacher Desk • All trash will need to be picked up and put into the trash receptacle before leaving each day.

CUSTODIAL SERVICES CLEANING AND DISINFECTING

Below is a list of surfaces and areas of the building that will be sanitized daily or between use as much as possible by custodians: • Building Entrances, Elevators, Stairways, Glass Doors/Windows/Mirrors, Classrooms, Showers, Corridors/ Hallways, Administrative Suites, Work Rooms/Break Rooms, Libraries, Computer Labs Frequently touched surfaces and areas listed below will be sanitized daily or between use as much as possible: • Tables, Desk, Doorknobs, Light Switches, Restrooms, Locker Rooms, Weight Rooms, Countertops, Handles, Toilets, Faucets, Sinks

RECOMMENDATIONS FOR ALL CLASSROOMS / OFFICES • • • •

Teachers will encourage more frequent hand washing and/or hand sanitizing. Classroom manipulatives should be sanitized after each use when feasible. Students will be allowed to have seat sacks for supplies or other belongings, but must remove them daily and place them in their locker or cubby. Teachers will remove all porous material seating, decorative rugs, drapes, and fixtures to allow for proper sanitizing and disinfecting.

OPERATIONAL ADJUSTMENTS | ARRIVAL & DISMISSAL Start and dismissal times for each campus will remain the same. Below are adjustments to the procedures during arrival and dismissal.

ARRIVAL • • •

Any students dropped off before the building is open will not be allowed inside the building. Any exceptions would need to be specifically arranged with campus administration. After the first week of school, parents/guardians will not be allowed to walk their student(s) into the building. • This will allow the students to gain self confidence and independence as they adjust to the school schedule and routine. Instructional staff including teachers, aides, and campus administration will be on duty to monitor students and the traffic flow into the campus.

DISMISSAL • • •

Students should report to their dismissal holding areas outside the building unless there is inclement/cold weather. Parents will drive to the student’s holding area. Parents are encouraged to stay in the car while the student is escorted by a staff member. Instructional staff including teachers, aides, and campus administration will be on duty to monitor students and the pick-up line.

AFTER-SCHOOL CARE/PROGRAMS •

Frenship will coordinate with after-school care/programs as usual. After-school care providers will follow the same health and safety protocols, and they will communicate directly with parents on transportation and other details.

TRANSPORTATION

Frenship will use the following guidelines for bus transportation of students to/from campuses: • Buses will be thoroughly cleaned after each bus trip, focusing on high-touch surfaces such as bus seats, steering wheels, knobs, and door handles. During cleaning, open windows to allow for additional ventilation and air flow.

OPERATIONAL ADJUSTMENTS | BREAKFAST & LUNCH Due to the Seamless Summer Option (SSO) through the U.S. Department of Agriculture, Frenship offers basic breakfast and lunch meals at no cost for the 2021-2022 school year. This will end on May 20, 2022. Students are still permitted to bring their own lunch to school. A la carte items are still available for purchase by using cash or My School Bucks. Visitors at Lunch: • Visitors are allowed to eat with students on campus. • Visitors must follow the Campus Visitor Guidelines listed on page 3 upon entering a Frenship ISD campus. Parents Dropping Off Lunches: • Enter through a secure entrance. • Attach a student name tag with grade level. • Leave lunch in the designated area. Information on this page is subject to change based on disease level activity. The district will notify the campus, students, and staff in advance if visitors are limited.

INSTRUCTION, ATTENDANCE, & TECHNOLOGY INSTRUCTION

There will be no Virtual Learning for the 2021-2022 school year. Per TEA (June 3, 2021): House Bill 1468, which would have authorized local remote and hybrid learning programs for this coming school year, ultimately did not pass at the end of this legislative session. Without the passage of HB 1468, remote/hybrid learning is not authorized for funding within our existing legal framework for school year 2021-2022.

STUDENT ATTENDANCE • •

All students must attend school Face-to-Face. Students will be required to meet the minimum attendance for class credit rule (TEC,§25.092). Students are required to attend at least 90% of their classes to receive credit. • Truancy laws will apply to students who fail to attend school. • Missed school days due to test-confirmed positive COVID-19 will be counted as an absence. • Doctor’s Note after an Absence for Illness (All Grade Levels) - Within three (3) days of returning to school, a student absent for more than three (3) consecutive days because of a personal illness must bring a statement from a doctor or health clinic verifying the illness or condition that caused the student’s extended absence from school. 1:1 TECHNOLOGY

Starting in the 2021-2022 school year, Frenship ISD will launch a 1:1 initiative to ensure all students have equitable access to technology and digital resources. Through this program, every Fenship ISD student will be provided a districtissued device to use throughout the school year in the classroom. Pre-Kindergarten - 2nd Grade Devices Students in Pre-Kindergarten through 2nd grade will receive an iPad, iPad case, and charger. • iPads will stay in the classroom and will not go home with the students. • iPads must remain in the district-issued case at all times. • Extenuating circumstances may arise in which a student enrolled in Pre-Kindergarten through 2nd grade may need to take his/her assigned iPad home. Campus administration may approve students taking home the iPads on a case-by-case basis. 3rd - 12th Grade Devices Students in 3rd through 12th grade will receive a Windows laptop and charger. • Students will take their laptops home everyday. • NOTE: Students in 3rd through 5th grade will start taking their laptops home after the first six weeks once they have had time to be trained on the device/apps. • Students are expected to bring their laptop to school each day charged and ready for learning. • WiFi hotspots may be issued to a student based on need.

ATHLETICS | TICKETS & SEATING FRENSHIP.TV

UIL permits livestreaming of varsity sporting events. Spectators unable to attend sporting events in person can livestream varsity-level games on Frenship.TV and through district-level social media channels.

HOME GAME TICKETS

Frenship ISD will have an e-ticket platform, Hometown Ticketing, for all varsity-level ticket sales. Links for purchasing e-tickets for each sport and each game will be available at www.Frenship.net on the Athletics page. Links for purchasing e-tickets will also be shared on social media. Varsity Events • All varsity sports except golf, cross country, tennis, track and field, powerlifting, and wrestling will use Hometown Ticketing for home game ticket sales. • Tickets must be scanned at the gate. They can be scanned digitally on a phone or printed and scanned. • Parents/students may purchase tickets online with a debit or credit card through Hometown Ticketing. If parents/ students wish to purchase tickets with cash, they can do so at the campus. The ticket will be emailed or printed out and handed to the student/parent. • Middle school athletes will be allowed FREE admission into home varsity competitions for the sport in which they participate. (i.e. middle school volleyball players get free admission to varsity volleyball games; middle school football players get free admission to varsity football games) • A list of middle school players will be provided by middle school coaches. Sub-Varsity Events • Sub-varsity basketball and volleyball require the purchase of tickets for admission. These may be purchased on Hometown Ticketing or at the door. • All other sub-varsity athletic events are free admission and do not require a ticket. Middle School Events • Middle school home athletic events will not use Hometown Ticketing. • Football - No tickets are required. Admission is free for students and spectators. • Volleyball and Basketball - Tickets will be sold at the door. There will be no advanced ticket sales. • Ticket Prices: Students $1 / Adult $3

STUDENT ATHLETIC SEASON PASS

Students may purchase a Student Athletic Season Pass to attend any home athletic event. • This includes entry into all varsity, sub-varsity, and middle school home games. • Outside-sponsored tournaments are NOT included in the Student Athletic Season Pass. • Student Athletic Season Passes must be purchased through Hometown Ticketing. The student will be given a digital pass with a QR code to scan at each athletic event. • Parents/students may purchase the season pass online with a debit or credit card through Hometown Ticketing. If parents/students wish to purchase tickets with cash, they can do so at the campus. The season pass will be emailed or printed out and handed to the student/parent. • Ticket Price: $30 per student / per year

GOLD CARDS

Spectators with a Gold Card (senior citizen pass) will be able to use their card for entry to all home athletic events.

STAFF BADGES

Frenship ISD employees may use their staff badge for entry into all home athletic events. The badge will only grant entry into the event for the staff member.

ATHLETICS | SPORT SPECIFIC TICKETS Student Participants consist of athletes, trainers, cheerleaders, or other spirit groups directly involved with that day’s game. Student Participants will not need a ticket to enter the game.

FREE ENTRY - NO TICKETS REQUIRED

Admission to the following Frenship High School and Ninth Grade Center home athletic events are free and do not require a ticket: • Golf • Cross Country • Tennis • Powerlifting • Wrestling • All sub-varsity events except basketball and volleyball • Sub-varsity basketball and sub-varsity volleyball ticketing will follow the same guidelines as purchasing the varsity-level tickets listed below.

VARSITY FOOTBALL Season Tickets • Spectators who purchased season tickets in 2019 (there were no season tickets sold in 2020) will be given a priority ticket window from July 28 - August 4 to renew their season tickets. • Season tickets will go on sale to the general public from August 9 - 20. • Season tickets include reserved seating for every home football game. • Season tickets must be purchased through Hometown Ticketing. Season ticket holders will receive an e-ticket with a QR code to scan for entry into each game. • Ticket Price: $48 per season ticket ($8 per game X 6 games) Reserved Seating and General Admission • Online ticket sales for all spectators for reserved seats and general admission will begin at noon the Monday prior to the game. • General admission tickets will not have an assigned seat. • Reserved seating is limited and will be available for purchase until seats are sold out. • If parents/students wish to purchase tickets with cash prior to the game, they can do so at the campus. The tickets will be emailed or printed out and handed to the student/parent. • Online Ticket Prices: Student $2 / Adult $8 • Gate Ticket Prices: $10 (Ticket windows open 90 minutes before kickoff)

VARSITY BASKETBALL, BASEBALL, SOCCER, SOFTBALL, VOLLEYBALL • •

Online ticket sales for all spectators will begin at noon two (2) days prior to the game. If parents/students wish to purchase tickets with cash, they can do so at the campus. The tickets will be emailed or printed out and handed to the student/parent. • Ticket sales will continue at the gate/door until tickets are sold out. • Ticket Prices: Students $3 / Adults $5

AWAY GAME TICKET SALES AND SEATING (WHEN FRENSHIP IS THE VISITING TEAM)

When Frenship is the visiting team at other districts' facilities, there may be varying ticket and seating guidelines. Frenship will make every effort to communicate the opposing team's ticketing information and guidelines to parents, participants, and fans as soon as possible. This information will be made available on the district website, www.frenship. net, and through coach-to-athlete/parent communication.

GLOSSARY CAMPUS VISITOR—Any person who is not assigned as an employee of the building or campus. COVID-19—A novel coronavirus is a new coronavirus that has not been previously identified. The virus causing coronavirus disease 2019 (COVID-19), is not the same as the coronaviruses that commonly circulate among humans and cause mild illness, like the common cold. (CDC) DISINFECT— Killing of germs on surfaces or objects using chemicals. Disinfecting after sanitizing further lowers the risk of spreading an infection. (CDC) ESSENTIAL PERSONNEL—Administrators, teachers, instructional aides, support staff, and all other staff are considered essential personnel and are expected to report for work. FACE COVERING—For the purposes of this document, masks include non-medical grade disposable face masks, cloth face coverings (over the nose and mouth), or full-face shields to protect eyes, nose, and mouth. Face shields may be superior to cloth face coverings in many circumstances, given improved ability to see mouth movements and improved air circulation. FUNCTIONAL RUG—Instructional based carpets (rugs) for learning. INFECTIOUS DISEASES—Infectious diseases are caused by pathogenic microorganisms, such as bacteria, viruses, parasites or fungi; the diseases can be spread, directly or indirectly, from one person to another. (World Health Organization) POROUS MATERIALS—A material with pores through which liquid can easily pass through. SANITIZE—Cleaning to lower the number of germs on surfaces or objects to a safe level as judged by public health standards or requirements. (CDC) SELF-SCREENING—To monitor oneself for COVID-19 symptoms. TEST-CONFIRMED—A COVID-19 diagnosis that is confirmed “positive” by one or more of the laboratory methods. UNIVERSITY INTERSCHOLASTIC LEAGUE (UIL)—Was created by the University of Texas in Austin to provide leadership and guidance in athletic, academic, and music contests and competitions between Texas schools. The UIL organizes and properly supervises contests and competitions to ensure fair play and sportsmanship.
