engaluru is perhaps the most sought after place in the country with its salubrious climate drawing people by the lakhs daily. Kempe Gowda, the ruler under the Vijayanagar Empire, is considered to be the founder of Bangalore, which he established in 1537 and marked the boundaries by constructing the four famous towers. Today, the city has grown to such an extent that these towers are prominently in the heart of the city indicating that Bengaluru has extended its tentacles in all the directions on infrastructure development heading towards stabilising as a global city. The city planners are now working on the peripheral ring road. Bangalore underwent changes in the hands of many rulers. Lalbagh was the trendsetter for development of many other gardens in and around Bangalore, to be aptly called a garden city. City gardens give Bangalore a special

feeling and positive vibrations. Many governments have come and gone; but one aspect of all these governments is very much in common – infrastructure. Each and every term it has served, concentration is laid on extending the city in

various directions. Many layouts were formed and with formation of such new layouts the older ones got lesser attention. But today, HSR Layout is one of the most happening places in the city. The reasons could be many.

vul Pakir Jainulabdeen Abdul Kalam, fondly and famously known as Dr. Abdul Kalam, breathed his last while delivering a lecture at the Indian Institute of Management, Shillong, on July 27, Monday, around 6.30 pm. It seemed that God has bestowed upon him granting his wish to die amongst the students. Dr. Abdul Kalam (1931 – 2015), whose sheer mental prowess made him to be what he became ultimately, The President of India between 2002 -2007 defeating freedom Lakshmi Sehgal, a freedom fighter to the post. He was the 11th President of India. Popularly known as ‘The Missile Man’, he was instruemental in developing and operationalising of both AGNI and PRITHVI missiles. His significant contribution in developing India’s first indigenous satellite launch vehicle, SLV – III, is laudable. This ensured India entered as an exclusive Space Club Member. His contri-

butions to the Country made him a recipient of Padma Bhushan (1981), Padma Vibhushan (1990) and Bharat Ratna (1997), the highest civilian award which only can be termed as apt. In spite of his hectic schedules, he had a flair for writing and around 5 books of his books have been published. He was the darling of the children who loved him to the core, not only in our country but the entire globe. He was a beloved to all children who were pursuing various coursed and his messages were liked by the younger generation since they were simple, straight forward and honest. After his term as a President, he spent most of his time with them and coaxing and cajoling the kids to concentrate on studies touching their hearts. His hair cut with the curl stood out popularly as if it was a source of inspiration and strength. said that Somasundara Palya has around 1000 sites and over 50 building apartment blocks in ward 190 alone. Population is over 75 lakhs in this ward. Part of the neighbouring villages like Iblur, Agara, Parangipalya, Venkatapura, Hosapalya, Yellenakunte are also part of HSR Layout. Some of these have still retained their old identity. Agara, as per an old resident, has a population of more than 6000, some living here since 40-50 years –some families here have three or more generations. These villages were known for their tranquillity. Some of the names in and around erstwhile villages originated from the Chola period – 10th to 12th Centuries. Names that begin or end with ‘Sandra’ and ‘Mangala’ probably belonged to this period. ‘Sandra’ could refer water tanks, while ‘Mangala’ is probably derived from the ‘Chaturvedi Mangalams’, the name for an administrative unit during this period. Over 22 old and new Temples and religious places exist in Agara, including temples constructed during the Chola period –over 750 years ago. Tirupati Darshan can be experienced in HSR Layout at Srinivasa Temple in Agra. A row of palm trees indicates the boundary of Agara Lake two decades back. The lake has shrunk due to encroachment. Community living nurtured in these villages was encouraged by our ancestors here. This promoted not only individual happiness but also for the entire family. Some of the old buildings in these villages today house government offices and schools. Firing range has all but ceased as it was only being used for practice now. He also advocated defence layouts coexisting with civilian ones due to their “orderly maintenance and green coverage in the environment”. The Military Training Area which is full of greenery, varieties of trees including hundreds of sandalwood trees makes for a perfect natural environment in the layout. Development of HSR layout however started only after 2000. Unplanned and uncontrolled growth from then onwards has made a number of old areas congested and over populated, thus reducing the green cover. With the growth of the real estate market in Bangalore, this area also witnessed a dramatic rise in the residential housing, partly owing to its proximity to the commercial areas of the city. This has led the land prices to skyrocket in recent years. Today Civic agencies located in the layout include BDA, BBMP, BWSSB, BESCOM, Police Station, Post office (Pin Code: 560102 Earlier: 560034). Police Station and Post office came up in the mid-2000. IAS, IPS officers’ colonies are located here as also CPWD quarters. Today HSR Layout is one of the fastest developing and happening areas of Bangalore, with commercial

establishments, start-up IT companies, branches of all private and public-sector Banks with their ATMs, state of the art health centres, gyms, departmental stores, shopping complexes (including well known global brand names), multi-speciality hospitals, clinics, restaurants (catering to all palates) government offices, schools, colleges, National Institute of Fashion Design being located here. Most importantly, the connectivity to and from HSR Layout has improved including taxi services and auto rickshaws. Indeed HSR Layout offers all a self-contained place to live. HSR is now 31 years old. The layout is still seized with a variety of infrastructural problems and issues. While the Sector associations have been and are in constant dialogue with civic agencies all these years, there is a lot more to be done. The residents have a big role to play by taking responsibilities to make this a well planned and developed layout. It has already taken the initiative to become the first ward to be garbage free in the coming days. Some of the issues to be addressed in this layout are environmental management including segregation of garbage at source as part of Swatcha Bangalore/ Swatcha HSR Layout campaign. Citizen engagement in waste management is lacking, chaotic traffic at road intersections with little or no safety particularly during peak hours. There are serious vehicle parking issues. Citizen cooperation is found inadequate. Lack of BMTC Bus Stand is a major issue which has to be tackled. Present bus stand is a big bottleneck with implications of accidents. Vacant plot, site maintenance is at a pathetic low. Owners and civic agencies are responsible for this. Some neighbours are just mute spectators here. Building norms violations are plenty and continued proliferation of apartment blocks to

be taken on priority basis. Badly maintained roads with potholes and clogged drains, as also the major problem of encroachment of footpath by shops, road side hawkers are hurdles to be crossed yet. Footpaths for pedestrians today are practically unavailable in certain sectors. Issues of Power and water supply are constantly inconveniencing the residents. Menace of Pigs and stray dogs all over has to be rid of with residents taking initiatives. Ill maintained Parks and Playgrounds, Agara and Somasundarapalaya Lakes, Compost plant of KCDC and SEZ Area. Response from a cross section of people on why choose HSR to live drew a mixed reaction. Students• Good water, good houses, good people to talk, good school. • Dirty roads, garbage all over, dangerous traffic at times, some people use foul language. Migrant worker • Everything available, good job potential • Area can be kept clean by people, municipality should take interest to keep layout clean and make the area free of pigs Old residents/shopkeepers • An old tea shop lady vendor on the road who is living here for over 80 years going down memory lane says good water from pond earlier, people lived here happily as part of a big family. Now people do not talk properly. Some are rude, they do not respond. Too many vehicles making the area look crowded. “Confusion idhe”. • A 75 - year old resident of Parngipalaya whose father and grandfather have lived here for over 150 years says “Kere neeru chanagiitthu, lived in a happy community, no quarrels, healthy habits, pathashala, aushadhi, respect for elders ,trust, all small villages between Agara – Parangipalya – Somsundara Palya, halli kaala chennagiitthu”.

Playground - A Case Well Fought and Won by RWAs of HSR

SR Layout is a well-planned cosmopolitan layout of Bangalore and is home to a number of old Bangaloreans, high profile technical professionals of IT, BT including a number of prominent personalities. This layout however does not have adequate number of large parks and playgrounds providing lung space and

<< HUMAN INTEREST >> playground to elders, residents including youngsters and children as compared to Jayanagar, Indiranagar (HAL), Koramangala, BTM and other layouts. This land, for a number of years was being used as a dumping ground for debris from adjacent layouts and private construction companies and had left huge concrete waste. Also this land had wild bushes with lot of snakes, rats, bandicoots etc. and was also being used as a public toilet by migrant workers from construction sites. A small slum had also come up, but later the dwellers were chased away by local residents around the land. Efforts of residents and HSR Layout Sector 2 RWA towards development of the playground In July 2004-05, a few bold residents of 20th and 22nd Main Road came together, pooled their resources and decided to clean the place. Support came from all surrounding residents and a few prominent citizens from other sectors as well. They all jointly cleaned and levelled the place and planted trees along the road. They were ably supported by HSR Sector 2 RWA who took up the case a number of times, during the years 2004-2008, with CMC Bommanahalli, Commis-

sioner BDA, Chief Secretary ,Principal Secretary Urban Land Development Department, Commissioner /Administrator BBMP (in 2007) and successive Honourable CMs and other Ministers. It was then stressed upon the Government and civic agencies by the RWAs that this playground and lung space was urgently needed in view of threats of Global warming and its implications. The RWA felt that there was an an urgent initiative needed from the Government’s side to improve the air quality environment and ecology management in Bangalore and preserve the city’s landscape and address the global warming ramifications seriously. It was recommended for initiatives to be taken by civic authorities in promoting this huge programme in an appropriate manner. It was highly disturbing to note the insensitive attitude and the callous response of the government officials concerned towards the spate of plea lodged. It is ironic that on one occasion the then Commissioner BDA even had mentioned that Government will do what the citizens want! During Oct 2007, residents of HSR Layout Sector 2 and adjoining areas were appalled, shocked and surprised to see that this land was allotted for formation of a Judges colony by the Government-a few days before the State came under President’s rule. This was a stab in the back, the residents felt. This smacked of all norms of courtesy to be shown to the registered HSR Layout Sector 2 Residential Welfare Association and showed lack of transparency of the Government/BDA, particularly since they as an Association, have been having dialogue during previous years with BDA/ Government officials for

use of this land for a playground and lung space The Association had in all representations to Government officials urged them not to allot this playground land to any one and retain this land as a playground and open space for the entire layout . No cognizance of our request was taken towards welfare of more than 10000 residents of HSR Layout on the issue that we are fighting all these years. During Nov 2007, the Association filed a petition to Governor Karnataka (when the State had come under President’s rule) and sought an appointment to explain the petition and his intervention for allotment of this land for playground to meet the aspirations of residents of this area. The then Advisors to Government of Karnataka mentioned that residents of HSR Layout have been deprived of a lung space and playground. Mr Shivakuar of Sector 5 had been watching this development carefully. It was at this stage other Sector Associations joined the struggle to get the playground back to the citizens. With focussed initiative, Mr. Shivakumar (a resident of HSR Layout Sector 5 and a retired Government official) obtained the necessary documents from the Governmental Departments and agencies. He was ably supported by few committed residents. All Sector Associations of H S R Layout after detailed deliberations spearheaded by Mr Shivkumar decided to file a writ petition (Public Interest Litigation) in the High court of Karnataka. The PIL (Writ Petition Case No 16344 dated 15/12/2008 on the grounds of violating zonal regulations) was filed in Nov 2008 with HSR Sector 2, RWA President as the Principal petitioner and all other Sectors represented by their Presidents/Secretaries as petitioners.

The filing of this petition was largely due to untiring efforts of Mr Shivakumar. Grievances on this case were represented to the MLA, Mr. Satish Reddy of Bommanahalli Constituency. He had been very supportive. A sizable number of residents including School/College children, women, and senior citizens of HSR Layout gathered in front of the Cambridge Public School to stage a protest on Saturday 25, October, hoping to get the issue resolved and draw the attention of the officials concerned. The first hearing came up on 25 Dec 2008. Stay was granted on the petition and the case continued in this status in 34 successive hearings since then. Committed individuals comprising Mr Shivakumar, Brig. Murthy ,Mr Channakeshava, Mr Ponnappa ,Mr Chandrasekhar ,Mr Hiramath ,Mr Javali, members of the Executive Committee of HSR Layout Sector 2 RWA, and a few likeminded individuals from other sector RWAs have been attending a the court hearing patiently since then. The PIL committee headed by Mr Shivakumar has been monitoring the progress all through with Mr. Amarnathan, the advocate. Brig. Murthy attended 32 of the 35 court hearings. Once, Brig. Murthy-the Petitioner turned into a pleader during the hearing when the advocates of Bangalore were on strike. On 20 December, 20 13, at its hearing, the Honourable court, directed the PWD -Government of Karnataka to hand over the land back to BDA. The residents of HSR Layout were happy that their aspirations of getting back the playground and lung space has been fulfilled. HSR Layout has, beginning 2014, been interacting with BBMP and elected representatives. For better utilization of the Playground by all residents with minimal maintenance cost, HSR Layout Sector 2 RWA has sent a letter to Joint Commissioner BBMP Bommanahalli on 10 Mar 15 to consider the following recommendations of residents.: • A well represented committee must be set up by the Corporator / BBMP Joint Commissioner to manage the playground utilisation. All the sectors must be represented in the committee besides civic agencies. • There must be a security compound wall of equal height on all sides with the main gate from the 17 th Cross side with a security room set up at the entrance. Two small revolving gates for entry of individuals. • Setting up of CCTV camera must be considered. • The entire ground periphery must be lined with trees with proper landscape being planned. The

planning of small flower garden at different places must be done by an expert in landscaping. • Major physical concrete structures or facilities should not be planned (e.g. stadium or swimming pool. The residents prefer it to be an open play ground. • Marble benches all-round the park must be constructed. • Proper toilet facilities must be established at an appropriate place for residents using the playground with a well-planned drainage and sewage system. • There should be no vehicle parking inside the ground. • There must be an exclusive safe children’s play area created with utmost care to provide safe equipment. • Sporting facilities such as basketball court, tennis court, volley Ball court, open badminton court, involving light structures which require less or no maintenance can be planned in the periphery of the playground. • A jogging/walking track evenly laid with inbuilt safety. • The playground should be exclusively used for sporting activities only. Do not permit any cultural or religious activities .This is a lung space for use by senior citizens, ladies, children, boys, girls and neighbourhood residents only. • Strict instructions must be issued to teams using the playground to ensure that it is devoid of noise and dust pollution as the playground is surrounded by residential areas. • Display Boards should be installed near the gates instructing the general public about what is allowed and what is not allowed. Also any other do’s and don’ts could be displayed. Lighting to be provided on the periphery. Site No .65 of Haralakunte Village is situated at 19th Main on the western side, 17th Cross on the northern side , Water Tank, 2nd Sector HSR layout on the eastern side and 18th Cross on the southern side. The site is approximately 9 acres and 19 Guntas. In the CDP 2015(Revised Master Plan of BDA) -proposed land use map-3.18 Begur, indicated that this land was shown as place for playground. A board (put by then Government) existed here since 1984, (when the Layout was formed), which mentions that this place is earmarked for Sports (Sarvajanika Krida Sthala) on the northern side. The layout has still to see the light of the day on the implementation of these recommendations by the sector associations.

Do not stare at Stray Dogs; it could Harm You: BBMP Vet Dr. G T Rama Krishna

S R Layout is not rid of stray dogs. An area which takes pride in flouting its sophistication has such dogs in abundance. Where is the question of sophistication when the area is a haven for stray dogs, pigs and cattle? Witnessing several outrageous incidents of dog bites and a few them fatal, Garden City Plus team decided to throw more light straight from the horse’s mouth, our own Bommanahalli zone Veterinary Doctor, who has taken a lot of interest in this issue facing the challenge with success often. Our Editor, T Ramesh, spoke to Dr. G T Ramakrishna, Assistant Director (Animal Husbandry), BBMP, Bommanahalli Zone, at length to pour some details on the pros and cons on dealing with these canines. It is evident that much cannot be done

to eradicate their existence or even get rid of them. This bare fact has to be accepted by one and all. A couple of years back, when the episode of several dog bites arouse injuring and taking the lives of a few children, a hue and cry was indeed raised by these associations of Prevention of Cruelty to Animals, who were accusing the civic bodies of the callousness shown and also went to the extent of voicing their opinions against culling of these stray dogs, which were becoming deadly and the root cause behind the deaths of humans. But, on the contrary, when these associations were asked to rear the same, they turned their backs saying that they did not have that much enough space to keep them. Instead, they kept them in their dens for a couple of days and the left them scot free. Neither did they come out with a solution to this menace. Then how

They start pouncing on the officials with an accusing finger pointed at them. This obviously cannot be digested well by the officials concerned. “Countering this opposition is too difficult” adds Dr. Ramakrishna. But, he admits there are a few areas where the residents when informed of the factual process, show no resent. The major hurdle, as said by the doctor is to keep them all in one place. On experimenting this, it is next to impossible for the fact that they will start pouncing on one another and start biting, in the process killing each other and shall lead to bloodshed. Is it worth the exercise? This instance was narrated on questioning as to why the civic body has discontinued on this effort which is quite effective done in many other places. He did not wish to elaborate on the specific areas of opposition the officials are facing, lest it might draw the wrath of the residents, perhaps. All the associations of the seven sectors will have to end their cooperation for such an operation to be completed for the benefit of the same residents. Only then the mission could be completed. This is just one of the many instances the BBMP doctor narrated. The dogs have their own areas or ‘addas’ and shall not permit a new entry at any cost. Butterfly fish, with their amazing array of colors and patterns, are among the most common sights on reefs throughout the world. Although some species are dull-colored, most wear intricate patterns with striking backgrounds of blue, red, orange, or yellow. Many have dark bands across their eyes and round, eye-like dots on their flanks to confuse predators as to which end to strike and in which direction they're likely to flee. There are about 114 species of butterfly fish. They have thin, disk-shaped bodies that closely resemble their equally recognizable cousins, the angel fish. They spend their days tirelessly pecking at coral and rock formations with their long, thin snouts in search of coral polyps, worms, and other small invertebrates. Some butterfly fish species travel in small schools, although many are solitary until they find a partner, with whom they may mate for life.

Paneer Cigar Rolls Ingredients • For the wrapper • 2 cups all purpose flour (or use wheat flour) • 1 tbsp ghee/oil (optional) • Salt to taste • For the Stuffing • 1 cup crumbled paneer • 1/4 cup approx of v finely chopped red onions • 1-2 green chillies, chopped finely (or as per taste) • 1-2 cloves of garlic, finely minced (or as per taste) • 1/4 cup fresh mozzarella, crumbled (or use grated mozzarella) • 1/4 cup tomatoes, finely chopped • 1 inch ginger, peeled and grated • 1-2 drops of rice vinegar (or use regular - optional) • Few sprigs of cilantro, chopped • Salt to taste (little since wrapper also has salt) • Tips • Note: Short on time/energy? Use ready made store bought Samosa patties or Wonton Wrappers instead of making your own. They work equally well. • Method • Add all the ingredients for the

wrapper together in a bowl. • Add enough water to make it into a pliable dough. Knead well until smooth. • Meanwhile prepare the filling. On a stove top in 1 tsp oil, add all the ingredients together except the cheese. Saute until soft. You can do a taste test and change the seasoning according to your taste. • Remove from heat and add fresh mozzarella along with cilantro. I find that adding the fresh ones make this so much more tastier. But regular grated one will work just fine. Toss until well mixed. • Take the dough (divide into two or three smaller pieces) and roll it out. • into a large rectangle.

• Cut them into smaller rectangles. As you can see, I have not been very precise. Trust me, it doesn't really matter. Makes it look rustic and home made ;) But if you have more patient than I am (read it as - "not as lazy as moi") then use your scales and cut out propah rectangles! The thickness should be medium not too thin nor too thick (too thin will break after u fill it up with stuffing, too thick will not make a crunchy snack, but will be more soft). • Take one piece. Add the stuffing in shorter end of the rectangle making sure to leave few inches near the edges. • Roll it twice, bring the edges of the filling together (this is to prevent the filling from seeping out during frying). • and then continue rolling until you reach the end. You can use a beaten egg or water mixed with flour mixture to bind the dough. I applied flour water mixture at the end. • And continued rolling till it resembled a cigar roll. • Now fry these up in hot oil. • until crisp and reddish brown. • Serve hot with ketchup or chilli sauce of your choice.

‘Drishyam’ starring Ajay Devgn, Shriya Saran and Tabu in the lead, is a remake of 2013 Malayalam film of the same name. The thriller film was also remade in Kannada, Telugu and Tamil. The movie directed by Nishikant Kamat has hit theatres on July 31. The soundtrack of ‘Drishyam’ has been composed by Vishal Bharadwaj and lyrics written by Gulzar, who have also worked together in ‘Haider’. The background score is given Sameer Phatarpekar. The music album of the film has a total of four songs that have been released under Zee Music Company. Carbon Copy: It is a soothing song in the vocals of Ash King with his trademark westernized style. Vishal used guitar notes in his musical arrangement. Gulzar’s lyrics as usual are great. It is being said that director Nishikant wanted the song to be on the lines of Kamal Hassan starrer ‘Sadma’ films ‘Aey zindagi gale laga le’. The song has turned out well. Dum Ghutta Hai: This is a pain-evoking song and two great singers known for their distinctive voices - Rahat Fateh Ali Khan and Rekha Bharadwaj have come together for this overwhelming song. Rekha and her husband Vishal have always dished out fantastic numbers in their previous collaboration. The song has great musical arrangement dominated by flute and guitar which takes prominence towards the end. Kya Pata: This is a very slow song but sung in the soulful voice of Arijit Singh. However, the song is quite different from his other songs. The use of musical instruments for the song has been kept to a minimum. Kab Kahan Se: This song can be called a rock version of ‘Kya Pata’. It is sung by KK supported by chorus. The singer seems to have tried hard, but apparently it doesn’t have the effect intended by the musician. The song is reminiscent of ‘Aao Na’ from the composer-director’s film ‘Haider’. The lyrics of all the songs are undoubtedly superb, but the music is not that impressive. It doesn’t call for repeat listening. However, ‘Drishyam’ being a plot-driven film, the songs will be more effective along with intense sequences of the movie.

Environmental Management to be the Core Responsibility of HSR Sec 2 RWA

M

other Earth has given humans a congenial atmosphere to live with a perfect combination of gases, temperatures, climatic conditions and most importantly Oxygen and Ozone for them to breathe easily to live long. On the contrary, since more than a decade, humans have made it a depleted atmosphere which is totally unsuitable to live without any hiccups. We, the human beings and the citizens we are, have no right to spoil the natural habitat given to us as a boon by the Mother Earth. In order to bring the good old Golden days back, effort from all quarters of the said humans is required. None other than a collective effort will prove fruitful in achieving this goal. This was precisely what was impressed upon to all the members present during the Annual General Body Meeting of the 12-year old HSR Sec 2 RWA, by none other than the President and the General Secretary of this association on July 26, 2015, at Cambridge Public School, 2nd sector. This association has divided it into 4 zones, viz-a-viz A, B, C and D with

committee members to derive the maximum mileage and productivity. The members of the association meet once in a fortnight. This goes to prove how active the association is. The president during his address was harping on this issue repeatedly impressing upon the residents to do their responsibility towards the environmental management so far as HSR Layout is concerned to set an example for the others to follow suit. On a priority this has to be addressed with immediate effect to ensure

residents are ridden with all unwanted and unnecessary gases emitted by wastes and smoke, he said. He blamed the callousness of some residents who are still to follow what had been emphasized during the previous meetings in putting this in order. “Garbage segregation is our responsibility and 95% of it lies on us. Let us not pass the buck on civic authorities; we must all be part of the solution not the problem itself. Let us stop raising issues only, instead let us thrive to keep the neighbourhood

clean”, he insisted. He mentioned that the association is following on the status of the recommendations the RWAs had submitted to the civic agencies, concerning the lift up and proper restoration, that has to be done to secure the playground which is deemed as the ‘lung space’ of HSR. The general secretary, Mr. H E Chandra Shekar, while reading the annual report said that the association was involved in various ecological and environmental activities organized by them and also by various other institutions and the civic agencies, throwing light on the issue. Continuance support to Agara Lake Rejuvenation Committee has been extended by sec 2, besides the Writ Petition on SEZ issue in the Jakkasandra-Agara area of Sarjapur road. He proudly said that Dr. Rama Krishna Reddy, Veterinary Doctor, BBMP, along with his team had rounded off around 80 pigs recently and shifted them to an area outside the BBMP limits. Dr. Narayan Reddy pursued this case on behalf of the association with success. Able support

was extended by all the committee members in resolving this crisis. Adoption of 2 parks by the association on 15th June, 2014, by signing an MOU was surrendered since the BBMP did not evince interest in support of this noble cause. Ms. Arthi Mahabalesha took the initiative to demonstrate compost of wet waste and also terrace gardening to the door dteps of the residents which was well appreciated. A ladies wing of the association has been formed to cater to the needs of the womenfolk much better. He thanked Mr. Arun Kumar in sponsoring the gate for the Independence Park, last August. Bus services are extended from BDA Complex to CPWD quarters via Parangipalya. Request for installation of four traffic lights has been made to the Madivala Traffic Police Zone. Around 60% of display of metal sign boards by BBMP indicating the cross and main roads are completed. In the coming months de-silting work and establishing of Sulabh Souchalayas take preference among many others, since there are none now.

Brig. R S Murthy (retd.) – Serving the Community with Sincerity

t is a well known fact that Military in general and Army in particular, has to be on foot always while in service. Discipline begins at the Military; just like it is said that charity begins at home. It is this discipline that speaks volumes of the Military, which teaches the common citizen the basic ethics of time, direction, principles, purpose, focus, orders and concentration among others to achieve the set goal.

<< Personality Of the Week >> Respect automatically pours in when a Military man is spotted in his uniform, not just for the fact that he guards our borders, but due to the fact that he is a disciplined man. It is taken as granted. An Army man, who has retired from services after serving for 34 years, can still be expected to perform in many other activities, which a common man cannot be expected to do after his retirement. He is just doing that – Service to Community, hence service to humanity.

HSR Layout, sector 2, is the beneficiary so far as his services to the community are concerned from this noble, disciplined and honourable man. He is Brigadier R S Murthy (Retd.). He was born on 23 August, 1943, in a traditional middle class family and was brought up in MalleswaramBangalore till 1954, when the family moved to Dehra Dun. He joined Army in 1963 and served for 34 years. He has been part of two wars with Pakistan in 1965 and 1971. During all these years he has dealt with human resource in all its manifestations. He cherishes the time spent in the Army as most fulfilling. In December 2014, he attended the Golden Jubilee celebrations of his commissioning day at the Indian Military Academy Dehra Dun with nostalgia. A Mechanical Engineer, he has a Master’s degree in Defense and Strategic Studies from Madras University. He also holds Post-Graduate Diplomas in Human Resource Development and Management. He is a Fellow of the Institution of Engineers and a

Chartered Engineer. He worked for Tata group for 8 years after retirement. His strength is his excellent communication skills and training people. He is on the advisory board of Cambridge Group of Schools in Bangalore and is associated with Adventure organizations as an advisor and counselor. He is an Accredited Management Teacher (Soft Skills). Currently, he is a visiting faculty for Institute of Chartered Accounts of India and school teachers / children on Soft Skills training. He feels that today’s youth lack soft skills. He writes

regularly in almost all English national dailies and local newspapers in Bangalore But this is not the only reason for him to be such a desirable person. He is now an environmental activist. He associates himself with such groups in the larger interest of the community. He is currently President of HSR Layout Sector2 Residents Welfare Association and is associated with the Agara Lake Protection Committee. He has taken up and continues to take infrastructural issues with the Government and civic agencies and takes them to court when needed for the benefit of the citizens residing in the area and the surrounding ones. He does not limit himself to the sector 2 issues; he goes beyond and walks that extra mile for the sake of the entire HSR Layout. He was also an executive member serving as the vice President of the erstwhile, now almost de-funct Federation of HSR Layout Residents Welfare Association. To his dismay, he is annoyed at the official apathy of Government and Civic agencies to address civic issues with focus and in a proactive manner.

His plight as a community worker and environmental activist is on non-participation of citizens in resolving issues. “Citizens must come together as a homogeneous community”, he says. He is been doing yeomen service for the cause of the betterment of the community, leading from the front on issues like getting the playground restored to its original status fighting it out in the High Court successfully. Of course the entire HSR Layout RWAs contributed and stood firm in support of him during the entire struggle. But he was one of those who was primarily involved and has the distinction of attending 32 of the entire 35 hearings. Leading a retired life, he says he is busier than what he was as a serving soldier. He is now 72 years old and still going young strong. He sets an example to many young and old alike by being honest to the core and following the set principles in life. Even today after 18 years of retirement, his integrity and professionalism are remembered and talked about. He is an example of getting old gracefully.
