Civic, Civic and Civic Issues Aplenty in HSR

True to our words, Garden City Plus is successfully raising a plenty of unaddressed civic issues which have to be attended to on a war footing. We also commit to take up all these along with some more on hand to the departments and agencies concerned to get their reactions and try to find a solution to put an end to these seemingly never ending issues. The replies of the officials concerned will be published in the coming weeks taking them up on case by case basis. Today, HSR is not brimming with confidence, but with issues which is going to take it a few years back. This was an area which was developing at such a rate that it should have by now a ‘Model Ward’. But to everyone’s dismay, it is not to be. HSR is primarily concentrating on the KCDC issue now, which choking residents and has become a burning issue. Though the Government of Karnataka has taken initiatives in modernizing the plant, it is not sufficient enough to ensure the safety of the residents so far as health is concerned. More improvised technology will have to be adopted to counter the problem which is a menace, so to say. People having respiratory problems can never think of residing in the vicinity of the KCDC Plant. When yours truly met the Bangalore City-in-charge Minister, Mr. Ramalinga Reddy, he was affirmative of finding a solution soon. Remedial measures will be taken to ensure safety of the people residing in and around the area of the Plant. But, the show must go. The protest on October 31, 2015, by the HSR residents including the sectors which are not the affected ones are all willing to participate in support for the demands to be met by the government for the wellness of the residents. This is only going to emphasise, not the government’s inefficiency, but to make them aware of finding a solution on a war footing, since it has now become a health hazard. In the meantime, Garden City Plus’ show will go on as scheduled on November 7, to celebrate its II Anniversary along with the residents of HSR and Jayanagar and the officials concerned, to be chaired by a few political heads. Drainage Slabs Kept Open since One Year at AECS Layout

T

he authorities in Singasandra ward seem to be unbothered about the safety of residents in AECS layout ‘B’ block and people using the roads to reach Balaji layout, Begur road and Subhash Nagar. There is a huge cavity at the junction of the 60 feet road at AECS layout and the road to Kudlu gate entry point of the service road of Hosur road. The slabs laid to cover the drainage at the turn of 60 ft road and the road << Civic Issue >> leading to the service road has given way and is broken into pieces. It has been left in this condition since more than a year without being attended to by the civic authorities in spite of repeated reminders and on the spot inspection by the engineers concerned representing the BBMP. This goes to prove that a step motherly treatment is given to this area. Recently, a car while taking a turn suddenly got stuck in the broken slabs and was towed away with great difficulty with the help of the locals. Fortunately, there were no fatalities in the incident which is more of an

accident. If the same continues, such similar incidents could only prove fatal. The civic agency will have to act on priority basis and ensure the same is attended to and retained to its original form. It is alleged that some residents dug the portion of the drain and this could also have damaged the slab covers. Even if it is true, who is responsible to get the place to its originality? The

Sewage Leak Unstoppable

H

ow frequently does one fix the same manhole in the same area at the same spot? It is in Somasundara Palya that the BWSSB men have cleared the manhole and fixed it more than 3 times at least. This circle is the main junction to reach three different destinations. The main circle of SS Palya is now at its nadir due to the frequent leakage of the sewage making life difficult for residents to walk freely and with more

residents or the authorities concerned? If a place is vandalized and public property is damaged, will the government hold the public responsible and ask them to do the repair job since it is their area? It is high time that the authorities act on it lest it starts claiming lives at which point of time the agency will be held responsible for dereliction of duty.

A Viper Sent as a Gift On 13th October, a BESCOM employee had a shock of his life when he opened a gift box sent to him, only to find that the container had a venomous green viper as a gift sent to him. The incident took place at the BESCOM’s office at Crescent road near Shivananda Circle. The incident not only shocked the 40 year old employee but the entire staff. Is it a prank by some known person? Or, is it a threat? Only time will tell. It is alleged that a 48 year old Shivaprasad has sent the box to the employee with a stern warning to keep off a particular woman colleague of his or will have to face consequences. The ‘gift box’ sent to him had multiple holes for the snake to breathe and stay alive till it is opened by the receiver. The parcel also had a chit in Kannada with the warning. AECS layout 1st Main has to be Asphalted

he 1st main road of AECS Layout near Kudlu gate has been lying in a pathetic condition for the last couple of years without the road being asphalted. Since a year it is unbearable << Civic Issue >>

Most of the times, people here will be forced to cover their faces and stroll due to the stench emanating from this open sewage causing awkward situations for the womenfolk specially. The entire road is filled with the filthy liquid. The cause of the situation is simply due to the stagnation of water flow in the manholes due to the untidy jobs of the dug up area, wherein the mud left unattended to, fills the manhole. This is due one under construction pit close by. Will the authorities take a closer look in to this and fix it this time on a permanent basis to ensure safety and hygiene? Immediate asphalting is required on this road for residents to live with less pollution if not fully free from it.

HSR Protest is on Despite CM’s visit

O

n the 17th of October, Chief Minister, Siddaramaiah, visited the Karnataka Compost Development Corporation (KCDC) plant at HSR along with his entourage accompanied by the Bengaluru City in charge Minister, Ramalinga Reddy to take stock of the situation of the plant and the areas surrounding the plant and also more importantly the safety of the residents around the area of the plant. Bommanahalli MLA, Satish Reddy and Bengaluru City Mayor, His Excellency, Manjunath Reddy too accompanied them. Despite their visit and assurance by both of them that the case will be taken up and action taken to resolve the issue soon, the residents have decided to go ahead with their protest on October 31, as scheduled at the Somsundara Palya Lake entrance, outside the gate of the plant between 10am and 1pm. This is so, due to the fact that the place could well become another Mandur, they feel. At least 1000 residents will take part in the protest and also a few politicians are expected to speak on

the day in support of the protest. The residents assembled in large numbers and represented their case verbally as well as handing over a

Do We Care for the Sign Boards?

n a show of dis-respect, a few residents of HSR have proved nothing can swerve them from their attitudes. People who had just recently voiced their opinions on the minimum publicity on the ‘Open Streets’ programme, saying that they should have erected more sign boards or banners to make people aware of the event, have to hang their faces in shame. Despite a huge sign board near the gate in BDA Complex, it can be seen that the board and its contents are uncared for. The sign board at the entrance very clearly states ‘Throwing Garbage is an Offence’, and emphasising that it attracts fine. The fine charged is Rs. 500/- for littering on such places which are prohibited to do the same. Is it not shameful? Incidentally, it can be presumed that there is no security, else this would not have happened. If indeed there is security, then those responsible will have to be taken in to task for the lapse. The irony is that the notice on the sign board displayed is issued by the BDA itself and the place of occurrence is BDA complex. What a pity? Who don’t people respect law? It is for their own welfare that such measures are taken. When so much of awareness is created, then why crib about what is not done? Complaining against the law has become the order of the day. When are we going to realize and be responsible citizens? So much work is being done from the RWAs, the Government and its agencies that the responsibility now squarely lies on the residents for the upkeep. Do we really care for those messages? It is high time that we do. Do not litter.

KCDC SMELL, LAKE ENCROACHMENT, GROUND WATER CONTAMINATION ISSUE AND REDUCE CAPACITY of the Processing tonnage by a considerable margin.

KCDC should immediately bring down its daily waste intake from 250TPD to 70TPD which can be managed with the current infrastructure. Accepted waste of 70TPD should be WET waste (Not Mixed) from ward no. 174 & 190 only. Implement stringent measures required to STOP foul odour emanating from the plant premises. Karnataka State Pollution Control Board (KSPCB) must ensure all MSW rules are followed by Plant and the plant is not forced to accept additional waste from the BBMP. Complete the implementation of Odour Management Plant in next 3 months on a war footing. If the Odour Management Plant fails to provide the solution, relocate the plant from current premises permanently. Remove all rejected waste dumped next to Crematorium and prevent further dumping. Take immediate measures to sanitize the entire area within 2 KM radius. Take immediate and long terms measures to improve the water table of the area surrounding KCDC and Somsundar Palya Lake.

uring the recent rains, many manholes in HSR were seen to be erupting like volcanoes due to poor maintenance of the sewage and drains. Garden City Plus in the past few issues has been highlighting many such civic issues pertaining to the government and its agencies’ shoddy work and step-motherly treatment meted out to the urban development. The reason for this is well known only to them. In the next issue, Garden city Plus shall in all sincerity go to the respective agencies and publish their reactions to it and if possible solutions too. The manhole problems are only too many these days and the major problem of occurrence is due to failure of de-silting the mud that gathers in the drains and breakage of sewage pipes, perhaps. Many times BWSSB men fix the manholes and leave. Then starts the shoddy work of the men either from the department, other agency or the cable operators laying wires who after digging the road leave the spot without completing the job by covering the area

properly, leveling the charges against the agency which would have done the hard job earlier. When such works are being undertaken, proper supervision is necessary and the cable operators should obtain

permission prior to their digging process. This could perhaps reduce the damage. In most cases, it is the blame game that is ever existent. This should stop and the residents who are witness to these jobs should ensure the job is thoroughly completed and those half finished ones should be questioned and their phone numbers taken. This way, the cable operators will have a duty on their parts to do a thorough job and will ensure leaving no stone unturned.

BBMP’s Shoddy Work Exposed

t is just over two weeks that the drainage work on the 19th main road, 25th cross, near the petrol pump got over and the slabs on the turning of the cross road have already given way causing grave

danger and inconvenience to the public, specially the motorists. BBMP is in the news again for all the wrong reasons. The work undertaken by it is so shabby and shoddy that it raises a doubt of the authenticity of the tender

allotment of the work. Is it only an eye wash? Similarly, the work which is under progress on 25th ‘A’ cross is in ‘as is where is’ condition since over a couple of months. The entire road is

blocked since it is dug and left in an open condition without bothering either to finish the job on hand or at least close it till such time the work could commence. At the first place, it should not have dug the road on 25th ‘A’ cross at all. The agency’s men have simply dug up and left it in the lurch for residents to take care so far. But, on 23rd October, the road was covered. So much delay. A look at the picture is clear indication that it is only eyewash of a job and not a serious work at all. The cement is so loosely plastered that it has developed cracks and is without strength. The slabs could anytime cave in proving to be fatal for there are substantial numbers of 4-wheelers in the area which use the road as it connects to the Queen’s Hospital too. What is BBMP doing? Who are the contractors concerned in doing such a shoddy job successfully? Are the contractors experienced enough or they just did the job to make a quick buck? The questions could go on. These are only which the agency should ask. Do their engineers not inspect the work after it is commenced? Whose work is it anyway to supervise the work?

BBMP, please answer to these questions as the plight of the residents is on the rise. Perhaps, this is one of those worst possible contracts one would have seen. It is squarely BBMP’s fault, since there is no politician involved in these works initiated by it.

Muharram – Sunniites’ New Year; While Shiites Mourn

N

Mu arram is the first month of the Islamic calendar. It is one of the four sacred months of the year. Since the Islamic calendar is a lunar calendar, Muharram moves from year to year when compared with the Gregorian calendar. The word "Muharram" means "Forbidden" and is derived from the word harām (Arabic), meaning

"sinful. It is held to be the second holiest month, following Ramadan. Some Muslims fast during these days. The tenth day of Muharram is the Day of Ashura, which to Shia Muslims is part of the Mourning of Muharram. Sunni Muslims fast during this day, because it is recorded in the hadith that Musa (Moses) and his people obtained a victory over the Egyptian Pharaoh on the 10th day of Muharram; accordingly Muhammad asked Muslims to fast on this day that is Ashura and on a day before that is 9th (called Tasu'a). Shia Muslims during Muharram do different things with different intentions. They observe and respect Muharram as the month that killed Hussein ibn Ali, the grandson of Muhammad and son of Ali, in battle of Karbala. They mourn for Hussein

ibn Ali and refrain from all joyous events. Unlike Sunni Muslims, Shiites do not fast in this month especially on the 9th and 10th days of Muharram. In addition, there is a very important Ziyarat book which is called "Ziyarat Ashura" about Hussein ibn Ali. In Shia religion it's very popular to read this Ziyarat in the "Day of Ashura". Although most of the Shias try to read Ziyarat Ashura every day and they

also advised. No other special celebrations or commemorations are ordered by the Prophet. Muharram and Ashura to the Shiites Muharram is a month of remembrance and modern Shia meditation that is often considered synonymous with Ashura, which literally means the "Tenth" in Arabic. It refers to the tenth day of Muharram. It is well-known because of historical significance and mourning for the murder of Hussein ibn Ali, the grandson of Muhammad. Shiites begin mourning from the first night of Muharram and continue for ten nights, climaxing on the 10th of Muharram, known as the Day of Ashura. The last few days up until and including the day of Ashura are the most important because these were the days in which Imam Hussein and his family and followers (including women, children and elderly people) were deprived of water from the 7th onward and on the 10th, Imam Hussain and 72 of his followers were

Yazid's forces are present. Birth of Bahá'u'lláh(founder of the Bahá'í Faith) in 1233 AH. 07 Muharram: Access to water was banned to Husayn ibn Ali by Yazid's orders. 10 Muharram: Referred to as the Day of Ashurah ("the tenth") was the day on which Hussein ibn Ali was killed in the Battle of Karbala. Shia Muslims spend the day in mourning, whilst the Sunni Muslims fast on this day commemorating the rescue of the

people of Israel by Musa (Moses) from Pharaoh. Many Sufi Muslims fast for the same reason as the Sunnis mentioned above and also for the killed in Karbala. 15 Muharram: Birth of Muhammad Sirajuddin Naqshbandi in 1297 AH (1879-1880 AD) 25 Muharram: Zayn al-‘Ābidīn, fourth Shia Imam was killed by Marvanian in 95 AH (714 AD).[8] 27 Muharram, Maytham al-Tammar was killed. 28 Muharram: Death anniversary Urs of Ashraf Jahangir Semnani in 808 AH (1405 AD) a great Sufi saint in India and Death Anniversary Urs of Baba Farid, a great Sufi saint in Pakistan for six days in Muharram.

are we recycling too much of our trash? A recent credible study suggests the amount of waste Americans dispose in landfills each year is over twice what the EPA had been estimating. Although this news may not surprise the country's disposal facilities (who already knew the quantity of waste they take in), the study may strike an old nerve for many Americans - that our society generates too much garbage. The answer, we have been repeatedly told, is to recycle our waste. In fact, plans for zero waste or 100% recycling have been hatched in places including Berkeley, California and Indianapolis, Indiana. But is more recycling always better than less recycling? Is it conceivable that society can recycle too much? What does the research say about the costs and benefits of recycling? Unfortunately, not much is available. We may sense that more recycling is better than less recycling, but we really do not know. Our recycling habits developed not in the wake of a scientific understanding of these matters but perhaps, as John Tierney describes in his recent New York Times piece, on a leap of faith. Last year, I coauthored a research study to estimate society's optimal recycling rate. Results surprised us - society's best recycling rate is only 10%. And only specific recyclable materials should be included in that 10%. What drives these results?

The literature on recycling First, dozens of published economic studies from across the globe estimate that landfills depress neighboring property values, although this negative impact appears to diminish for small landfills. Second, a growing number of published life cycle analyses suggest that mining raw materials is damaging to the natural environment, and manufacturing goods with recycled materials rather than their virgin counterparts can be beneficial to the environment. But the magnitude of these benefits varies across materials. Finally, the economics literature suggests recycling requires more economic resources than simple waste disposal. The value of the extra energy, labor and machinery necessary to prepare materials for recycling can double the value of those resources needed to dispose the material in the landfill. Our study made the first known attempt to combine these various costs and benefits into one analysis to estimate what recycling rate is best. Our conclusion was that recycling up to 10% appears to reduce social costs, but any recycling over 10% costs the environment and the economy more than it helps. But if these results hold for other developed countries, then society should collectively rethink how to approach recycling.

DVT: Deep vein thrombosis or DVT is another major side effect due to the consumption of birth control. Here again, if the woman has a family history of blood disorders, the situation can worsen and lead to a stroke or a heart attack. Kidney Stones: An overdose of contraceptives can also lead to the formation of kidney stones. It is necessary to drink a lot of water even after you have popped in one pill. This helps to keep your body hydrated and active. Depression:In rare cases, the overdose of birth control pills can lead to depression. It affects the mood and the nervous system. So, beware of the pill that can kill. Breast Cancer: Women who pop in birth control pills regularly have a 70 percent chance of developing breast cancer. This is because the pill is loaded with a high range of hormones which affects the breast tissue causing cancer.
