BESCOM Eats its Own Words on Power Outages
P
ower shut down? Load shedding? Outages? Call it whatever. But the fact is that BESCOM has gone back on its words and promises. Showing scant respect to whatever situation a consumer is in, the authorities concerned turn a blind eye so far as humanity is concerned. On the contrary, when it comes to their duty, they simply care two hoots. This is BESCOM in all its bloom. South East Bengaluru is perhaps the worst hit areas so far as the power supply is concerned. Recently, in Hosur Road area, power was cut off non-stop for 6 hours without prior intimation. Many consumers were put in to hardship, especially, patients who are much dependent on electricity for various ailments including respiratory problems. When the authorities were called and enquired, irresponsible answers were given. Often the reason given is maintenance work. How many days in a week does it undertake maintenance work?

In case of a default in making the payment on time, the electricity line is cut off till the dues are cleared not bothering about the health condition of the consumer. In case of any eventuality, will BESCOM take responsibility? The practice is so inhuman that the authorities will have to be made to answer for all the irregularities they commit. Garden City plus in its previous edition had published photographs of slanted electric poles at HSR which is too dangerous and the dangling live wires which might inflict fatal injuries. Is it not dereliction of duty? Why should they not be penalized? Will the Engineers concerned answer? The most affected are the children who are now hard pressed for time other than evenings and night. That is precisely the time BESCOM awakes to just cut power supply for long period of time. Promises of no more load shedding have gone in to thin air. Why do they make tall claims when they know they cannot fulfill?

H S R Layout – 1985?
The entire H S R Layout was younger by three decades at least, or, so it seemed, on 20th September, 2015, between 6 am and 9pm.
T
his unforgettable day dawned on HSR with a whiff of air filled with ozone and the levels of pollution dropping to a considerable extent. The morning walkers, as usual set out on their trail had a sigh of relief to see no private vehicles whizzing past them, with an uncaring attitude literally owning the roads they chose to walk. Many elderly, senior citizens << Event >> reminisced the past glory of once airy chilly hill station like atmosphere decades ago in Bangalore. How they all wished the situation to be the same as ever before in comparison to the smoky, foul smelling and unsafe travel of today. Walking has become an effort today with speeding vehicles disturbing the stretches only to run for cover. Besides, as the day wore on, it was a sight to see the BMTC buses plying with all care and attention without having to change gears and overtake by increasing the speed of the vehicle, thus being the root cause for the smoke to jut out of the exhaust pipe to pollute. It was peaceful and enjoyable driving and more at home was the public who frequently commuted to different locations of the area with that discounted rate on the daily pass of Rs. 50/- per person. It was truly an experience of a life time. All sectors of HSR layout witnessed something which can be termed as next to impossible, thanks to the sincere efforts and the initiative taken by the government agencies like BMTC, DULT, BMRCL, BBMP, BTP with the Police department, citizens groups and various other NGOs along with department of forest, ecology and environment, tourism department and Karnataka State Pollution Control Board, to promote use of public transport and to have a pollution free environment. An initiative, ‘Open Streets’ organized by the above mentioned authorities and organizations received a warm welcome from the residents of the area, who joined in numbers to support the effort for the benefit of the citizens. HSR observed a strict ‘No Vehicle Day’ on this Sunday. Only the BMTC buses were plying and the emergency vehicles such as fire engines and ambulances were on reserve. Barring a couple of stray incidents, no vehicle could be seen on the entire day making the programme an eventful one. It was traffic –free day. One could
easily sign it off as an outing for the people of all age groups. One could see the twinkle in the eyes of the children who converted the roads and streets as black boards and started scribbling as they liked. But these scribbles made sense. Not to be missed, the elders too joined the fray and rejoiced, encouraged, participated and above all ensured no private vehicles were driven. To support movement of public, cycles were provided, at designated places, as this coincided with the first anniversary of HSR ‘Cycle Day’, in addition to the enormous arrangement from BMTC by pressing into service plenty of buses plying within
HSR and also out bound. The public was at no point of time were inconvenienced due to lack of transport. Such was the elaborate arrangements made by BMTC. A feather in the cap of BMTC indeed! How would it feel if all the roads in the city were to be free of private vehicles, if not all, but at least 50 percent of 54 lacs vehicles on road the Bengaluru City possesses. The drivers and the conductors of the buses were only too pleased to perform their duties. They even mentioned that, if the roads were at least reduced by 25% of what was there to see on that day, driving would be that far more easy and their health also would not deteriorate to the
extent it does, given today’s situation (see box of the Traffic Controller, BMTC, speaking to Garden City Plus). Organising such a big event is no joke; DULT has contributed enormously by keeping all in the right place at the right time working day and night for a month’s time. . To keep such a big audience in check and be engaged, several street plays were organized, keeping them engrossed in all the seven sectors which is a Herculean task. DULT has had such an influence that children and elders alike have now aspired to have such programmes organized at a regular interval.
The Police department has also contributed tremendously, by having good control. The traffic police had to be commended specifically for doing an excellent and efficient job in ensuring entry of private vehicles at the entry and exit points of all nooks and corner of HSR layout. It is not that they were lagging behind; but a stray incident which involved a private vehicle owner forcing his way into the area which was banned for motorized vehicles for the day. This did not augur well for all the efforts put in by the government agencies and the citizens’ group. The gentleman in question claimed that he was ignorant << Continued on Pg 3 >>

of the ban. Given the awareness programmes that were organized, one individual cannot claim ignorance. Secondly, even if he were truly ignorant, he should made his best attempt to resolve the issue amicably and left the scene without creating the chaos. Thirdly, the law and order could have given correct alternate directions for him to reach his destination without creating a fuss. But, on the whole, the policemen on their part have done their job to the hilt that has to be applauded, barring that single incident. This confusion almost ended in fisticuffs between the person involved and the volunteers provided by the sector 2, RWA.
Here, it is has to be mentioned that as ever and often, HSR RWA sector-2, has again come a front runner in the lead up to promoting this event by way of creating awareness by means of SMSs, Whatsapp, emails and personal phone calls educating the residents of the importance of the initiative. All the other sectors too have contributed towards smooth passage of the programme, all in their own ways. Volunteers were aplenty provided by the citizens groups which helped in curbing any untoward incidents taking place during the entire day. The Department of Forest, Ecology and Environment distributed saplings to be planted on either side of the
streets to have a clean atmosphere and promote greenery with a futuristic perspective. BBMP ensured that the roads and streets were cleaned up and not a leaf or trash was seen. Littering was out of question. Everything was spick and span. It was a delight to be a witness to all these. The Pollution Control Board has provided an encouraging news that indeed the pollution has dipped to a very great extent in this exercise, proving that this is exactly what is needed for the humans to live without any fear of ailments at an early age. Who said that the government agencies do not perform their duties? Who is accusing them of dereliction

Success at the First Outing
any street plays, events and activities were arranged keeping the onlookers enthralled by the performances on the day of ‘Vehicle free Zone’ at HSR layout. Ms. Sonal from Department of Urban Land Transport was enthusiastic of the event which was to take place a week later. She along with her troupe was on rehearsals near the BDA complex to ensure smooth functioning of all the street plays to be conducted on the D-Day. Garden City Plus could get in touch with her to get a few details. She was sounding pleased with the outcome of the event as people of all age groups had evinced interest in the ‘Open Streets’ initiative. The basic idea behind having the street plays was to drive home the points for which the plays were enacted. For instance, Bus Banthu Bus showcased that it is safe to travel by
bus than a private vehicle and the reasons were plenty including pollution and dependability on safety of the passengers. The play on the waste management
was extremely educative. The play narrated instances of the callousness on the part of citizens in littering places and how it has to be dealt with. The solutions were very effective for
the common man. It is imperative that the common man realizes his duty and rectifies his follies for the betterment of the society. The Zumba event was quite a popular
event of the day with music played culminating in the participation of the crowd itself. The massive stage set up was right on the middle of the road which is seldom seen. The uproar was heard kilometers away. Such was the intensity. The music beats forced the residents to partake in the finale with a flash performance. Samarthanam Trust for the Disabled’s group of 32 persons performed to the hilt showcasing their talent with the table beats and dance recitals. These youngsters kept the audience spellbound. It is the performances of such people that really matters; given their challenges to meet on a day to day basis and still find time such extracurricular activities. Good organizational infra structure has been the key to success so far as the event is concerned. A thumbs up to DULT on its first outing.

n 20th September, 2015, all roads led to H S R Layout from 6am to 9pm. ‘Open Streets’ did wonders for many – infants, young and old. Decipher Crew, consisting of eight individuals, came up with plenty of hair raising issues on pollution and environmental changes caused through sheer negligence of humans which can be avoided, in the form of art in their own expressive style which captured the attention of one and all. Talent and messages were written large and clear, the inference drawn was loud and majestic. Many walls on the road stretches were used as canvass to paint to convey a message. It was a pathetic and embarrassing situation to many elders present there who were heard murmuring a word or two saying that they were not doing what was being conveyed by art. Some went to the extent of wondering as to why it has not struck them before. Quite an embarrassing situation this! As the day was also the ‘Cycle Day’, children were on their feet early and seen on their respective cycles in full attendance. Once it got over, they shifted gears to start drawing to their liking on the main roads unmindful of what is happening around them. It was delightful pleasure to witness the skills on one side and the enthusiasm to partake in activities on streets with freedom. The elders on their part were seen playing carom on road sides, carrying the playing boards along with them.
This showed that they meant business so far as the event of vehicle free zone was concerned taking it in the right earnest vouching their full support. A marathon was conducted for the pet dogs, which drew the attention of many. More so, the number of partici-
pants grew as the word spread about the event. This was organized by the Agara Dogs Group. Many dogs were seen swaying and wagging their tails; what with a sudden liberated freedom for them to move around with their masters instead of their daily routine
small rounds and ‘back home dear’ calls. A variety of breeds were on display and the owners of the pets were too thrilled to take their pets out on a vast open area with undeterred movements. The show was a delightful experience.
So much of inputs were thrown in to the making of a pollution free zone and to promote use of public transport. Let this effort not go in vain. Public support is the utmost required weapon for this to be taken forward in other areas too.

Ramalinga Reddy takes a Ride on a Bullock Cart S howing solidarity to the ‘Open Streets’ initiative to promote use of public transport and have a pollution free zone in areas regularly by not using private motorized vehicles to create a traffic free zone, Transport and City-incharge Minister Ramalinga Reddy demonstrated that he too is willing to forego private vehicles at times and make use of public transport by taking a bullock cart ride for a few meters with a smile writ on his face. A few eyebrows were raised as he ascended the cart. He also called the shots on the bullocks by holding the strings for some time, perhaps reminding him of his good old days in his village. This attempt of his inspired many citizens present there to venture into having a joy ride accompanied by their families. The children enjoyed their maiden cart rides. This is an example set by him in all earnest to establish the fact that use of public transport will substantially reduce pollution and ease traffic to a very great extent. People who are now spending hours together on commuting to and from the office will have a much lesser time spent on the same if the usage of private vehicles is reduced. It will also be a cause to save energy for the future.
