Schools in South East are now a matter of Concern Our own ‘Garden City’, which till recently has been taking pride in its culture as one of the best cosmopolitan cities in the country has now taken a beating. It has to take the brunt of being branded as a hub of many criminal activities it had not heard of earlier. Why is the sudden surge in such indecent and criminal intent being adulterated in this peace loving city? Hatred has replaced love and compassion. Violence has replaced peace; dirt has replaced cleanliness and retard has replaced growth. What is the influence for such negativity which is on the verge of touching zenith? The city which was known for accommodating and embracing all castes and cultures has now become a haven for many illegal activities with criminal intent. But, above all, what is most depressing and disgusting in the minds of people is the violence meted out on women and the young girls for no fault of theirs. More saddening is the fact that girl children and minors are targeted off late. Knowing pretty well that the law will catch up with them sooner or later, the offenders keep continuing in quenching their body thirst on the school going infants. Some are caught and a few are still at large, like the culprit who is evading arrest after committing a heinous crime of trying to kill a woman at an ATM counter after robbing her two years back on the 19th of November. Many of these incidents still do not come to the fore on social stigma attached to it. The recent rape case in a school at Parappana Agrahara, in which a 4 year old was assaulted by a Physical Education Teacher, Romeo is a perfect example since the parents of the child have returned to their native despite the other parents and the public are protesting in support. These should not be tolerated, but condemned. Romeo is arrested, but what of the stigma attached to the young girl and her family? Who is to be held responsible? Can the girl and many such girls and women lead a normal life in future, considering the physical, psychological and genital agony they have to counter? The crux of the point is, why has Bengaluru, especially South East, become so horribly a crime hub? The recent vehicle ramming case also points out to such criminal activities, by demanding ransom according to the kidnapped person’s capacity. This case of causing mental agony till such time the kidnapped person is rescued is torture for the entire family. Fortunately the case was cracked quickly by the HSR Police. All these and many more only lead to one simple question. Why is Bengaluru, the Garden City becoming a criminal hub? How do we curb this and put an end to it at once? Schools should lead the way and be more responsible is the readily available answer. It has to check the veracity of the individuals employed and conduct thorough background checks before employing.

BMTC Feeder Routes Flagged off

SR layout was in the news again for all the good reasons on the 14th of November, not only on the occasion of Pandit Jawaharlal Nehru’s birthday, also called ‘Children’s Day’, but also due many other functions and events conducted. The much awaited Feeder Routes were pressed in to service for the use of the public from HSR to Silk Board Junction to provide the wanted connectivity to reach other far destinations. The event was flagged off by the Honourable Mayor of Bruhat Bengaluru Mahanagara palike, Mr. B N Manjunatha Reddy and accompanying him were Mr. Ugrappa, MLC, HSR Corporator, Mr. Gurumurthy Reddy, Dr. Krishna Reddy, Mr. Ramanuja, INC, Bengaluru District Leader, Puttenahalli Rajanna, INC, Labour Cell and a host other dignitaries from the political arena and BMTC officials who were all seen enthusiastic of the service being provided for the benefit of the

residents of HSR residents. It was from quite some time that these feeder routes were to be put in service but it got delayed due to various factors which were unavoidable. The main reason was due to the fact that the officials were contemplating if it would really be feasible at all at the first instance.

The demand was growing ever since the ‘Open Streets’ was conducted and the introduction of additional bus services had to be expedited. Use of public transport has gained momentum in this area and hence this could be on a trial period of 4 months to examine if the residents put the service to use. If not, it will be back to

World Diabetes Day Organised

he Federation of HSR layout RWAs, Dr. Govind’s Medical and Diabetes Centre and Lions and Lioness Clubs of HSR layout organized a huge awareness walk on the 14th November, starting from BDA Complex and walked a distance of more than a kilometer and reached Dr. Govind’s Medical and Diabetes Centre. Again, the person who was the centre of attraction was the Honourable Mayor, Bruhat Bengaluru Mahanagar Palike, Mr. B N Manjunath Reddy, who flagged off the march at the BDA Complex. The convenor, People for a Cleaner India, Mr. G S Krishna Murthy spoke on the reason of such a walkathon is organized every year for a healthy living and welcomed the entire gathering to a huge applause for organizing such an event for the benefit of mankind. International Day for the Elimination of Violence against Women and Girls – Gender Violence

f late, India has become quite notorious by the fact that the increase in violence against women is on the rise. There has been a spate of atrocities committed on womenfolk by those miscreants and also by many so called ‘elderly’ in the name of ‘Honour’. Women in our Country are regarded as an epitome of the patience, kindness, compassion and love towards humanity. Whilst this is the honour given to them in highest regard, in our culture, where has the respect towards the girls and women gone? With all due respects to them the UN has decided to call 25th of November as the International Day for the Elimination of Violence against Women. This is one of the most deserving moments or dates dedicated that one could have thought of having it in our calendar for womenfolk. One in three women worldwide has experienced physical or sexual violence — mostly by an intimate partner. Whether at home, or on the streets or during war, violence against

women is a global pandemic that takes place in public and private spaces. Together we can and must end this pandemic. Unlike an illness, however, perpetrators and even entire societies choose to commit violence—and can choose to stop. Violence is not inevitable. It can be prevented. But it’s not as straightforward as eradicating a

virus. There is no vaccine, medication or cure. And there is no one single reason for why it happens. As such, prevention strategies should be holistic, with multiple interventions undertaken in parallel in order to have long-lasting and permanent effects. Many sectors, actors and stakeholders need to be engaged.

More evidence is emerging on what interventions work to prevent violence—from community mobilization to change social norms, to comprehensive school interventions targeting staff and pupils, to economic empowerment and income supplements coupled with gender equality training. This year, in New York, the first UNiTE Framework on Preventing Violence against Women will be launched and discussed. These routes are only to take the commuters to the nearest destinations from where they can reach other destinations. On query, Mr. Gurumurthy Reddy, Corporator said that he has the confidence that the services will be well used as the residents had urged to have such route to facilitate travel y bus. It was a pleasant sight to see that many residents partook in the inaugural

trip to Silk Board and the traffic manager BMTC was overwhelmed with joy by the interest shown by the residents. A cross section of the public when asked about the regularity of the services after the inaugural event had mixed reactions. While some said that the buses were seen, some were highly apprehensive of the fact, if the services are really in force since they could see no bus moving even for about an hour. On the whole it was said that the buses were seen near BDA complex. There are those few who were disappointed that the bus services are not extended up to Somsundara Palya. Despite this, many of the residents there felt that the services could be extended once the roads were well made and asphalted. This made sense. But, all said and done, it now entirely depends on the residents to make use of these routes and make it successful after so much of efforts have gone in to get the services here. Make your trip worthwhile and make the BMTC’s work worthwhile by as many people commuting in buses and make the RWAs and the Federation work worthwhile, lest everything boomerangs. Happy commuting! The ParkThe Mark of a Mess It seems that sector 2 is in the news of late for all wrong reasons. The park situated on the 26th cross, 22nd main, is in a mess of all sorts. After having a meteoric rise among all the associations, there seems to be a step motherly treatment meted out to the

residents of the sector 2, by the authorities concerned, which is proved by the manner in which the parks are being maintained. The said park as seen in the photograph is proof enough to establish the fact that it is almost impossible for the

residents to use even for their regular walks. The pavements have erupted in such a fashion that there is no room for foothold. The electric box which supplies power is wide open gaping at people. It is highly risky to take the children to this park.

It is perhaps, quite some time since it is cleaned. The environment is deadly, dangerous and shabby. It is a matter of surprise that the sector 2 RWA has still not up this issue to be resolved and repaired to safety. Will BBMP take cognizance?

Extension of Feeder Route Thank you for the story pertaining to the happenings in HSR layout. Now that the BMTC has started new Feeder Service from HSR BDA complex, it is better if these buses could ply via St. John’s Hospital for the benefit of those commuters who wish to go to Majestic or Shivajinagar areas, since there are more options available for them to connect themselves to the respective buses. This is pertinent for the fact that there are no buses from Silk Board junction to go to these areas mentioned. Also, it is felt that since the usage is on the lower side right now, due to lack of awareness perhaps, the same routes could be fed in mini buses rather than the usual buses till such time the public transport becomes user friendly. Please consider this proposal and bring it to the notice of the authorities concerned in BMTC for them to implement this soon. NANDAGOPAL J

Mr. Nandagopal J, Thank you for your quick response for the participation from the readers’ feedback we solicit in our columns. While we appreciate your sincere suggestion to extend the newly introduced feeder routes by BMTC plying between HSR and Silk Board, to also cover St. John’s Hospital to provide more commuting luxuries to people, which can also act as an incentive for them to use public transport, it probably might not be feasible for the transport authorities to immediately put this in to effect for want of more passengers. This could perhaps be taken when BMTC is convinced that the routes introduced are feasible for them to give and extension and more so it depends on the occupancy too. More number of people using the services, more number of extensions to be considered will be the policy of the transport authorities. However, the matter will be taken up with the officials concerned and their response to it will be published in our next issue. EDITOR

Several youngsters have diabetic complaints today. So encourage them to participate in such events. They should be the ones who will have to lead.

Garebhavi Palya Traffic Snarls at its Peak

t is said the charity begins at home; but the traffic woes begin on Hosur road. Traffic congestion is a part of life for us Bangaloreans. It is almost the same anywhere in the city perhaps. Traffic jams usually occur when there is chaos due to irregular traffic movement, when each and everyone wants to move ahead faster than the other to quickly wade through. In the melee, traffic is blocked for sometime and sometimes for hours due to bumper to bumper traffic. All these, due to unmindful driving! But on Hosur road, at Garebhavipalya, the traffic never seems to cease even in the presence of the traffic policemen patrolling and regulated traffic signals. Many times it is observed that the traffic gets held up queuing from this part beyond Kudlu gate on the service road and the highway is no better. This continues up to Bommanahalli signal. are really frustrating and irritating. This is the result of a left turn alongside the highway after the GBPalya signal which leads to Begur road. A solution has to be found out to regulate the traffic which hampers the vehicle movement almost throughout the day. The policemen on duty have a torrid time in controlling traffic. The poisonous gas they are subjected to inhale could be causing them respiratory problems if they continue to patrol areas such as these. They have to be provided with protective gears. All roads in this area seem to get stuck causing undue delays and hazards. The Silk Board signal is no better. It is a test of patience. Unnecessary sounding of horns has to be prohibited at the first instance. Traffic at Agara flyover is jammed at given point of time. If this is the situation in which one has to move, then it is recommended that people keep shifting their places of residence as and when they move over to their working spots as per their convenience.

The image of airborne snakes may seem like the stuff of nightmares (or a certain Hollywood movie), but in the jungles of South and Southeast Asia it is reality. Flying snake is a misnomer, since, barring a strong updraft, these animals can’t actually gain altitude. They’re gliders, using the speed of free fall and contortions of their bodies to catch the air and generate lift. Once thought to be more parachuters than gliders, recent scientific studies have revealed intricate details about how these limbless, tube-shaped creatures turn plummeting into piloting. To prepare for take-off, a flying snake will slither to the end of a branch, and dangle in a J shape. It propels itself from the branch with the lower half of its body, forms quickly into an S, and flattens to about twice its normal width, giving its normally round body a concave C shape, which can trap air. By undulating back and forth, the snake can actually make turns. Flying snakes are technically better gliders than their more popular mammalian equivalents, the flying squirrels.There are five recognized species of flying snake, found from western India to the Indonesian archipelago. Knowledge of their behavior in the wild is limited, but they are thought to be highly arboreal, rarely descending from the canopy. The smallest species reach about 2 feet (61 centimeters) in length and the largest grow to 4 feet (1.2 meters).

Whether Bengaluru is reeling under the depression in Bay of Bengal could be debated, but the city is undoubtedly reeling under severe Garbage crisis once again. BBMP and the relevant authorities have failed to address the Garbage situation in the city yet again; they have handed over the city and citizen health to Garbage mafia. Heaps of Garbage are quickly turning into mountains, out-break of an epidemic is inevitable if the apathy and mindlessness continues for few more days. Throwing money at every problem seems to be the only idea BBMP comes up with; unfortunately BBMP spending over Rs 400-500 crores on Solid waste Management (SWM) annually has not stopped the Garbage crisis that hits that city every 2 years. Bengaluru is probably the only city with such high spending on SWM and it seems like BBMP is busy ‘applying lipstick on a pig’. The villages around Bengaluru have chased out BBMP Garbage trucks, after BBMP converted the land near the villages into toxic dump yards and landfills, with absolutely no intention of processing, treatment or clearing the Garbage. Why only neighbouring villages the Karnataka Compost Development Corporation (KCDC) that is located in Ward 190 has been opposed by the residents around due to faulty policy and complete contempt of court ordered Standard Operating Procedures. Every time there was a Garbage crisis, hundreds of truck loads of Garbage was sent out to neighbouring villages for dumping, but now with that option ruled out, the streets of Bengaluru are raising the stink. So why is Garbage such a big issue for Bengaluru? In simple management

terms it’s ‘Garbage In, Garbage Out’, how can one expect better result from a toothless SWM policy and faulty Garbage tender? A good look at the SWM policy and the Garbage tender will not only expose the lack of holistic approach, but lack of intent. When Garbage tender is not in sync with SWM policy the policy is designed to fail on all fronts. The key guidelines of SWM policy that includes Source, Collection, Transport, Processing and Disposal should be implemented in totality, but today the policy is gathering dust with no connect to the Garbage tender what so ever. Source Segregation at source is the first and crucial step to addressing the Garbage crisis; even though currently less than 15% households segregating waste at source, it’s more due to the waste collection method, lack of awareness and lack of sustained localised campaign in the communities. Collection & Transport Even though the tender has certain guidelines on collection, handling and transport, ambiguity in the clauses is completely exploited by the Service Provider, who have an incentive to

transport un-segregated waste. Three critical aspects that need a revamp in the tender are: 1. Shift the policy from collection of segregated waste to collection of the Wet & Dry waste separately by two different Service Providers, thereby defining the roles and objectives for the two Service Providers. 2. Mandatory use of leak proof containers by all primary collection vehicles, and sync the transfer timings between primary and secondary collection to avoid creating dumping at secondary collection points. 3. Move from the term Treatment to Processing (Composting, Recycling, Reusing) Processing The SWM policy has to change form Treatment to Processing, which will lead to reduction in creating newer landfill or dumping yards. Processing should include Composting in case of wet waste, Recycling in case of dry waste and Reusing to produce energy/bio-gas. Disposal Debris and waste that cannot be processed needs a clear destination, there is rampant illegal dumping of the debris on the Lake beds and into Storm Water Drains across the city. Construction debris is a reality and unless there is a specific destination identified the city Lakes will suffer at the cost of construction. One does not have to read an encyclopaedia to realize that Pourakarmikas (PKs), SHGs, Informal sector wastepickers (ISWPs) play a critical role in a successful implementation of SWM policy. PKs, SHGs, ISWPs can be linked directly to various state & central livelihood programs by making them the stake holders in the

SWM policy. The SWM policy needs a highly decentralised approach, it should emphasize on multiple Service Providers and SWM Entrepreneurs to create not only competition but to push for continuous improvement on a yearly basis in infrastructure and technology. State Government and BBMP are currently on a ‘Frog Kissing’ mode, they have announced yet another high cost experiment of Waste-2Energy plant, but unless the SWM policy, Garbage tender are not in sync, Waste-2-Energy plant will be yet another white Elephant just like the Sewage Treatment Plants that are running 60-70% below capacity. A good policy alone cannot guarantee better result, the skill is in implementation, hence there is a need to shift focus from spending on tenders to spending on manpower, resources, training, campaigns, awareness programs and incentive policy. Garbage mafia has to end and to do that BBMP should start investing on setting objectives, targets and achieving results and stop throwing taxpayers’ monies on Garbage trucks.
