A Slushy Road in S S Palya T
he rain God has been mercilessly pouring almost throughout November and it has only stopped its fierce battle with humans. Life has become miserable to commute what with the conditions of roads found wanting. The slightly interior areas are the worst affected and have not come to the fore. Soma Sundara Palya is one such area making it almost impossible to venture going out with the gaping potholes and the condition of the road being too slushy for even vehicles to negotiate and navigate. The adjoining photograph clearly explains the fact. A car is absolutely jammed in the slush and the auto carrier is just about trying to squeeze through. If potholes have been giving Bengalureans tremendous scare and nightmares, this is too not falling short of it in any case. The pile of debris along the road adds to the miseries. This ‘activity’ has to be curbed and not allowed to continue. Do not blame the authorities for the debris seen here. It is the act of the residents living in the vicinity who are responsible. Educate the residents there to be more caring for their own good. The association will have take steps to curb this practice.

Editorial Temporary Fixing of Potholes is not the solution
During this season, fixing of potholes will not pay. Yes, it may, for the time being save a lot of people by the fixing of potholes on a temporary basis; but not on a permanent basis. As the BBMP Commissioner, G Kumar Naik has put it, Rs. 1 lakh has been given to each ward to fix these potholes, with yet another deadlineDecember 10- to ensure all these are fixed by then. He has not specified if the roads will be fixed too soon after. This is the area of concern. As the civic expert, R K MIshra, rightly said, if BBMP does not fix the roads by the deadline of December 15, then the citizens will have to stop paying taxes from January 1, 2016, as it would make the civic body to be on their heels. In fact, yours truly endorses this view point as this seems to be fair. When the BBMP is making so much noise on penalizing the citizens if the segregation is not done at source, then why not the powers that be in the respective departments and the government be penalized for their non-performance? Much has been said and written in the media on this issue. Despite this, the government and its agency have not bothered to lend its ears to the plight of the people living in filth literally. What HSR layout started on the garbage issue by protesting on the living conditions of the people surrounding the KCDC plant and its drastic implications on their health, has now been taken by the other areas following suit in a bigger fashion addressing woes on the basic
infrastructure not provided to them, which is their right. Let the roads be motor-able. The solution lies not in fixing potholes by rendering a patchwork, but in fixing the road itself for it to last long enough to ensure re-fixing is not a necessity despite natural problems. These potholes will have to withstand such issues and make it a quality – oriented work to last for the motor vehicles (light and heavy) to ply. But, this cannot be immediately taken on hand due to bad and inclement weather, what with another round of rains due in a fortnight as forecast by the meteorological department. Once the dampness is dried enough with a spell of sunny skies, then the agency can think of taking up the job of fixing the roads. The Bengaluru Development Minister, Mr. K J George has blamed the other agencies and wants to pass the buck by playing blame games which is not going to serve the purpose. It is a known fact that the other agencies and operators do not do the cleansing job after digging, but that should not be the main area of concern. Instead, pull up the men involved and get the work done qualitatively. Involve the citizen groups during such work to avoid shoddy jobs. Around 32 contractors have been blacklisted by the BBMP, said the Commissioner of BBMP. Penalising the contractors is secondary. There will be no room for such happenings if the BBMP is transparent in the tenders and the cost and expenses involving the civic experts and the respective associations. Then the responsibility shall lie squarely on them and not the agency. Traffic congestion has to be addressed. Mr. KJ George is harping on Tunnel Road Plan. This cannot be viable due to various reasons. Let us not have unrealistic dreams Mr. George. The civic and urban experts have also had to say the same. Thin before you leap. T Ramesh - Editor

Madiwala Police Station taken aback by a Surprise Visitor
O
n December 1, Madiwala Police Station was in for a surprise. The visitor was none other than the Home Minister, Mr. G Parameshwara, who walked in at 9 am only to find a Sub-Inspector and 3 constables on duty. He literally jumped out of the car and sped in to the station before anyone could even recognize him. The staff present were surprised and taken aback. This provoked the minister and ordered for the ‘Station Diary’ to be brought to him quickly and came to know of the daily routine entered, which also gives details of the whereabouts of the staff. He thoroughly went through the details of the cases registered and the action taken and the follow up on cases that required top priority attention. The staff immediately alerted their senior officers and the force started trickling in one by one. DCP Ms. Rohini Katoch Sepat arrived first and the Commissioner of Police, Mr. NS Megharikh followed. An hour later the Additional Commissioner of Police Mr. Harishekaran arrived. This surprise inspection should do well for

the other police stations to maintain good policing. Though the minister was not disappointed by the performance of the station, he was irked due to the absence of the officials and a few policemen who were in civil dress code. In fact, he questioned the DCP on the dress code and cautioned to instruct her staff to observe dress code of conduct and not work in plainclothes. The interaction he had with the police personnel and also with accused to check for any illegal detention by going straight to the barracks.
During the entire three-hour check, he inspected all details and sought clarifications and directed the DCP to bring down the crime rate and observe police discipline among the staff. Such periodical visits or checks will also help the police perform better giving the required impetus that the minister is concerned and would take action if needed. This station tops the list in the cases registered in the State but at the same time the cases solved too are at the same speed, barring a couple of cases which are yet to be cracked.
Garbage Segregation and the Ruling Mafia
inally, the truth is out. Senior officials from BBMP, the Mayor and the Minister have all realized to spell out the truth behind the Garbage Mafia. Garden City Plus had recently reported a talk by Mr. Ravichandar, civic expert and Chairman, Feedback Consulting, on the civic mess and the role of citizen
participation in clearing this mess, in Sector 1, organized by the Federation of HSR layout RWAs. He had openly criticized the system itself due to the presence of the garbage mafia, who always ensure to mix garbage even if segregated by the residents at source, to increase the tonnage of the garbage lifted.
Until and unless this is curbed, the garbage mess shall exist. Deadlines, deadlines and deadlines have all been not met by the government as well as the BBMP so far as garbage disposal is concerned. Just like the dates being set to fix potholes in the city by all authorities concerned a couple of days back, setting a fortnight to get them repaired, the entire scenario seems to be building castles in the air as there is no channelized system to address these issues. It is just another case of expecting too much from the present system. But somewhere in the corner of the heart, it seems that the government has now taken things seriously this time. This is because that ultimately, the government and its agency have agreed that the contractors have played a mischief, laying the blame squarely on them without involving any officials concerned. We will have to wait and see. nother piece of good news is that the officials in KCDC Plant have bluntly refused to accept garbage dumping from areas other than HSR and Bommanahalli. This is perhaps the first positive step in the right direction of having any hope against hope. The functioning of the Plant should now smoothen and the tonnage will substantially reduce for processing.

Silk Board Junction and its Nightmares

ne of the most important, well known, popular junctions not only in the southern part, but in the entire city - Silk Board Junction is now a heavily polluted and badly maintained one. Adding to the woes, the traffic jam hindering flow of traffic compels one to be exposed to the pollution, since it is almost bumper to bumper traffic between BTM, Silk Board and Agara flyover. The inhalation during the travel time could prove to be toxic enough leading to respiratory problems. This can be guaranteed. Period. Compounding the air pollution, the road leading to Bommanahalli at the junction is posing serious threat to motorists. The road from BTM bus stand to silk board is too rugged with large pebbles written all over the road up to the junction. Soon after the signal at this point, after taking a right turn starts the nightmare for at least 50 meters, bouncing and bumping along the road, filled with pot holes and uneven surface due to tardy job of asphalting. As the vehicles speed the moment the signal is through for flow of traffic from the BTM side of the junction, the dangerous gaping potholes welcome them by posing as man eaters by its sheer nature and condition of the road. Since it is almost a blind turn,

The entry and the exit points are too bad for smooth flow of vehicles as it is too bouncy due to the uneven surface and the slabs giving way in the middle. The pedestrians invariably do not follow traffic rules and keeping tab on them is next to impossible as there has to be a provision for more than a couple of policemen only for that job. Is this viable for the traffic police? When will we learn to follow the traffic rules, which are for our conveniences us only? By not observing the rule, we not only endanger our lives but also the motorists’ lives?
One, the condition of the road and second the pedestrians’ nuisance are causes for the difficulties for the motorists to navigate and negotiate such turns in haste. On a top priority, this stretch of the road has to be looked into to save many lives and avert many accidents taking place in the coming days. It is not just filling that is the need of the hour, but a proper supervised relaying of the road itself is required to ensure safety. Avoiding the gaping holes and the damaged surface of the road by the motorists is the root cause for many accidents some, very serious in
nature. It is not only the case under the flyover at this junction. The movement of vehicles on the Madivala to Silk Board flyover also is cause for concern. The uneven surface here is too dangerous to commute. Pot holes, though not so extreme a case as the one below, can be seen throughout the stretch, here too. The speeding vehicles swerve to either side to avoid these craters on the flyover resulting in accidents. The photograph is enough proof of this. BMTC Introduces 2 New Routes, Withdraws 2
Finally, residents of HSR can heave a sigh of relief since their cries for longer destination routes have been answered. BMTC has introduced two new bus routes for a longer destination and more area of coverage. Both the routes will be from Majestic KBS and return to Majestic. Recently, it had introduced four feeder route services to ply in HSR. Garden City Plus had published a letter from a resident, Mr. Nandagopal seeking extension of the routes till St. John’s Hospital for better mobility and connectivity to farther places. It was also placed before the transport authorities for consideration. The Federation of HSR RWAs did the necessary follow up. Instead of extending the route partially, the authorities decided to ply it as a point to point service from Majestic KBS terminus to have more passengers in the route. The two new buses are route no. 340 A and 348 M, both plying to and from KBS with different routes to reach and exit HSR layout and will continue to pass through all the bus stops as
planned for the feeder services within HSR. Instead, BMTC has withdrawn the services of two feeder routes (FDR 1) in HSR. Route no 340 A starts from Majestic and reaches HSR via Corporation Circle, Shanti Nagar bus stand, Jakkasandra and enters into 27th main HSR Layout and exits from 5th main to outer ring road to Silk Board before going the reverse direction back to Majestic. Route no 348M maintains the same path except that it turns into
Madiwala market, connects to Silk Board and enters into 5th main from outer ring road, glides into HSR Layout and exits 27th Main to join Jakkasandra and then onwards to Majestic. The frequency for both the bus services shall be 25 minutes and the services from Majestic starts at 5.30 am and ends at 8.30 pm. The Federation with the help of the various authorities is working on setting up designated bus stops with visible boards soon.

HSR gets an Efficient Traffic Police Inspector
T
he Traffic Police Station for HSR sectors 1 to 5 is now shifted to Iblur. Garden City Plus had reported about the station being operational over a month back. Not many will bat an eyelid on this as usual, since nothing special would have worked on the minds of people. It is just customary that an Inspector will be posted and his job also would be monotonous with nothing much to mention would have only been the point and there ends the matter. Out of the blue when we are witness to see one duty-conscious Inspector working with all sincerity, how will the feeling be? People will think twice to even believe that it will be the truth. Yes, it is the true fact. HSR layout can take pride in claiming that it has one capable officer in the rank of Traffic Inspector of Police. Meet Mr. Ganesh Rao Janardhan, the new traffic inspector of HSR layout. A couple of days in the office and he promptly started his rounds of his official activity. Apart from his routine duty of traffic control, he swung into action one day and started literally educating the violators because of whom traffic was obstructed and

dent decided to trace the Inspector and was thrilled to find that he had indeed started the work on educating residents of their responsibilities and getting the debris cleared successfully. Later during his rounds they encountered several cases of parking of
vehicles in the ‘No parking Zone’ areas. He and his staff swung into action and got the vehicles cleared. There was an argument that ensued between one owner of a building and him on the issue of “why not tell the others to do so, why only me?” Pat
came the reply from the Inspector, “there has to a beginning somewhere, it is here”, to which the owner cooperated and said that he will also join the police in eradicating this mess. That was when the Inspector, his constables and the owner along with his men showed a ‘thumbs up’ sign signaling success. This is no exaggeration. This is the fact. When we point out the mistakes and non-performance of a department, we also should appreciate their good work. Kudos, Mr. Ganesh Rao! Keep the momentum going. How well it will be received if you can go to all other streets and roads and ensure safe commuting! Shield volcanoes have lava flows with low viscosity that flow dozens of kilometers; this makes them very wide with smoothly sloping flanks. Stratovolcanoes are made up of different kinds of lava, and eruptions of ash and rock and grow to enormous heights. Curb Anger on the Road It is a fact most Indians lack civil sense. When it comes to our roads we go by our self-concocted guidelines. Many make their own lanes or try to squeeze through traffic. This chaos and confusion leads to road rage, but let's pause for a second here. Is this road rage simply about who cut your lane? Or does it also pour forth from our personal lives and issues? Hence to shed more light on the link between road rage and our personal life and how to curb it we spoke Dr. Jitendra Nagpal Psychiatrist at Moolchand Medcity in New Delhi. He says, "We all are living in an era of hectic, fast paced and stressful lifestyle with decreasing level of patience and tolerance. Especially in metropolitan cities congested road, long hour jams are leading to greater levels of road

Chole Bhaturas A famous and popular dish of Punjab served with Bhaturas. Ingredients • Chickpeas (kabuli chana) 1 cup • Tea leaves 1 tablespoon • Dried Indian gooseberry (amla) 2-3 • Oil 5 tablespoons, • Onions Chopped2 medium, Green chillies slit4-6, Potatoes cubed2, • Chana masala 1 1/2 teaspoons, • Tomato puree 1 cup, • Salt to taste Method: Step 1:Drain the chickpeas and place them in a pressure cooker with four cups of water. Tie tealeaves and amla in muslin cloth to form a bundle and add it to the cooker. Step 2: Cook under pressure for six to eight whistles or till the chickpeas are completely cooked and soft.
Step 3: Drain the chickpeas and reserve the cooking liquour. Discard the bundle of tealeaves and amla. Heat two tablespoons oil in a pan and sauté onions and green chillies till lightly browned. Step 4: Heat the remaining oil in another pan and fry the potato cubes till golden. Add chana masala to the onions and continue to sauté for half a minute. Step 5: Add tomato puree and mix and sauté for two to three minutes. Add boiled chickpeas and salt and mix. Add cooking liquour as required and simmer for three to four minutes. Step 6: Transfer the chole into a serving bowl, place the fried potatoes over the top and serve hot with bhatures.
