ADVOCACY

Advance your position. GBCA is your direct connection to local, state and federal governmental officials and policy makers. Political matters that affect one contractor affect all of us. The need for us to effectively participate in the political process is crucial because local, state and federal laws and regulations impact most aspects of our economic and professional lives. As the voice of our members, we monitor, initiate and engage legislation at all three levels to ensure your voice is represented.

PAC, a fund of voluntary personal contributions from our members. The GBCA PAC represents those GBCA members who join together by giving financial support to provide a strong, collective voice on local issues.

nn State PAC provides our members with a voice on matters in Harrisburg. A portion of the GBCA PAC fund is used to support the General Contractors Association of Pennsylvania (GCAP) PAC. The GCAP PAC represents our industry’s collective voice on state issues.

nn National PAC participation gives GBCA members a

LOCAL ADVOCACY. We maintain a working relationship with Philadelphia City Council, the Mayor and numerous City agencies. GBCA representatives regularly attend City Council sessions, hearings, announcements and special events.

STATE ADVOCACY. At the state level, we participate in activities through the General Contractors Association of PA along with the Master Builders’ Association of Western PA and the Keystone Contractors Association. This coalition engages PA legislators on matters important to commercial, industrial and institutional contractors across the state.

POLITICAL ACTION COMMITTEES (PACs). We leverage our PAC involvement to elect legislators willing to objectively listen, understand and take action on our issues. We provide local, state and national support for political races important to GBCA members and construction professionals across the city, commonwealth and country. The strength of the PACs we support is a testament to GBCA’s strong grassroots network, effective leadership and committed membership.

The Associated General Contractors of America (AGC) PAC advances our legislative priorities by helping to elect the candidates most likely to support us. The PAC relies heavily on voluntary personal contributions from concerned members. Collected funds are contributed to pro-construction candidates for the U.S. Senate and U.S. House of Representatives.

EDUCATION

Expand your knowledge. As a GBCA member, you have access to a wide range of educational opportunities including workshops, seminars, training programs, and online offerings, and the benefit of our growing workforce development programs. These opportunities are designed to enhance the skills and productivity of all industry professionals, from the office to the field.

PROFESSIONAL DEVELOPMENT. Since 1961, GBCA has endeavored to conduct comprehensive training programs to ensure a highly skilled, productive and motivated workforce. Industry Recognized Certifications Curriculum programs like Building Information Modeling and Lean Construction offer GBCA members the opportunity to obtain industry recognized credentials such as the CM-BIM and CM-LEAN certifications. AGC Programs can help GBCA members gain crucial knowledge and leadership skills to stay competitive in specific industry segments:

Advanced Management Program (AMP) Leadership in Construction Workshop

EDUCATIONAL PARTNERSHIPS. Through GBCA’s Tuition Reimbursement Program, Active and Associate members are eligible for up to $4,000 per year in reimbursements for pre-approved courses. Higher education institutions partner with GBCA to offer Associate’s, Bachelor’s and Master’s degrees, as well as certificates and certifications, in construction management, Project Management, Safety, and other industry related fields. College and university partners include Community College of Philadelphia; Drexel University; Jefferson University; Penn State University, Abington; Rowan University; Temple University; University of Delaware; and Villanova University. Scholarship opportunities are offered annually to local students through AGC of America’s Education and Research Foundation, at both the undergraduate and graduate level. The Drexel University online partnership offers 10-40% new student partner tuition savings on more than 140 online degree and certificate programs for GBCA members, employees of GBCA member companies, and their immediate family.

WORKFORCE DEVELOPMENT.

Construction Project Manager Course (PMC) AGC’s WebEd Program

Technical Skills Training Ranging on topics from blueprint reading to estimating to scheduling, GBCA members can take part in multi-week training programs taught by industry professionals.

GBCA is creating measurable impact through various workforce development efforts. We work with students to promote opportunities in the construction industry, both in the trades and in construction management. GBCA also participates in efforts to improve diversity and inclusion in the industry, partnering with programs that invite and encourage underrepresented groups to build careers in construction. LABOR

Leverage forward thinking. Industry professionals depend on GBCA’s labor services and resources to help ensure stable, productive relationships between management and affiliated labor unions. In support of our members’ best interests, we maintain collaborative relationships with general presidents and business managers of the various building trades, other trade associations and negotiating teams to discuss and influence critical issues.

COLLECTIVE BARGAINING. We share industry guidance and knowledge throughout the year, tapping into our Labor Policy Committee’s (LPC) expansive network of labor policy experts. The LPC manages up to seven contractor-based negotiating teams that are responsible for leading negotiations with our affiliated trades: Carpenters, Laborers, Cement Masons, Plasterers, Operating Engineers, Drywall Finishers and Rodsetters. We also administer seven trade agreements in counties throughout Pennsylvania, New Jersey, Delaware and Maryland.

CONFLICT RESOLUTION. We actively work to resolve labor disputes. Through our LPC, members meet with representatives of the trades to address critical industry matters, such as competitive solutions and worker eligibility programs. When necessary, the LPC meets to discuss jurisdictional disputes and develop solutions that support and reinforce the right to award work to the most economic and efficient contractor.

IAP & FINANCIAL GUARANTEE ADMINISTRATION. We provide administrative oversight for the association’s Industry Advancement Program (IAP) and its financial guarantee for payment of fringe benefit funds. The IAP is administered solely by GBCA and used specifically for the advancement of the local construction industry. The IAP:

nn Establishes a presence in most collective bargaining

agreements and mandates employer contributions be paid for each employee working under such agreements.

nn Provides resources that enable GBCA to carry out

much-needed industry-wide programs that benefit the construction industry and GBCA members.

nn Benefits many segments of the construction industry,

as well as the public sector, through IAP-funded events and GBCA’s involvement in labor and industry relations, safety, education, apprentice training, advocacy, market development and research.

Secure your workplace. Committed to promoting and ensuring worksite safety, GBCA plays a vital role in providing access to safety-related programs, training and best practices. As a member firm, you can reduce risk and enhance workplace safety by taking advantage of direct access to our Safety Services Department’s professional guidance, network of organizational resources, safety programs and educational materials.

The Construction Leadership Council (CLC) was established to fulfill the need to cultivate the next generation of leaders in the construction industry as well as the association both at the local and national levels. What do you get when you join the CLC? Membership in the CLC is a win-win-win situation. GBCA wins by being able to fulfill its mission of assisting and educating its members to the max. CLC member companies are the biggest winners of all. CLC committee membership is free per company, they get to assign as many of their employees as they wish to participate at the low cost CLC events and training. One important key to surviving in today’s economic climate is having a well-educated staff that is confident that the company they work for cares about them. Knowledge is power – strength, ability, and potential. Service - Education - Networking - Leadership It is critical that the young professionals of the membership within the GBCA develop into the future leaders of our industry, community and our association. Through education, networking and service each member of the CLC will grow to understand that construction starts with building relationships. Our goal is to develop the future leadership of GBCA that will continue to construct an industry that becomes safer and more productive. Mission Statement The CLC is group of young construction professionals (ages 40 and younger) who are committed to maintaining, improving and promoting the construction industry and our association through education, networking and service. The CLC will promote the mission of the GBCA while building the future foundation for our association, industry and leadership. Structure of the CLC The CLC Steering Committee members serve two year terms, with alternating terms between members. Incoming steering committee members will be elected by the seated committee in December of each year. Consideration will be given to interested Active GBCA member employees. The CLC Steering Committee Chair will be appointed via recommendation of the Steering Committee and approved by the GBCA Board Chair for a one year term.
