WE ARE GBCA. We are resilient. And together, we are building our future.
Mike Tyson famously once said, “everybody has a plan until they get punched in the mouth.� Make no mistake about it-- COVID was a worldwide punch to the kisser and all of our plans changed. On March 16, 2020, construction in Pennsylvania shut down and from that day forward we, as an industry and an organization, adapted. The efforts of our members, Board of Directors, staff, partnering associations and labor partners proved that our industry has a steel jaw that neither Iron Mike nor COVID-19 could keep down. 2020 is a year most people would like to soon forget. However, when we think about how far we have come, how much we have learned, and how much we have grown both professionally and personally, we can start to appreciate how resilient our industry is when we work together. The adversity we faced in 2020 pales in comparison to the strength we displayed this past year.

As we embrace 2021, we are more innovative, connected and committed than ever before to building a stronger industry, membership, and region. As an organization, we found that only by taking on the obstacles in our way, may we realize all that we can accomplish: Enhanced health and safety measures; increased collaboration with other associations and trades; innovation; a continued commitment to quality; and a renewed commitment to diversity, equity, and inclusion. The union construction industry has a lot for which it should be proud. So, before we move on to the work yet to be done, let us take a moment to reflect on all we have accomplished together in a year that was anything but what we planned. There is a reason why the GBCA is one of the oldest trade associations in the country. We remain a powerful force and invaluable resource for our members. We have always had a great story to tell. Now, as we write this new chapter, there is a unique opportunity to ensure it is a story of how we banded together to meet
the needs of our industry and ensured that future generations could thrive in the construction industry. We are GBCA. We are resilient. And together, we are building our future. BENJAMIN J. CONNORS, ESQ. President & CEO
LETTER FROM THE CHAIRMAN OF THE BOARD OF DIRECTORS The pandemic turned our world upside down almost overnight, bringing all of us face to face with unprecedented challenges that threatened to bring our livelihood to a screeching halt. Despite all of that, what stands out above all is the construction industry’s unprecedented collaboration – led in large part by GBCA – which has allowed us to successfully navigate these uncharted waters together. Given how crucial collaboration is to a productive commercial construction landscape, labor relations have been one of our primary focuses during my term as Chairman as we once again renewed our commitment to union construction. We have made significant progress in continuing to strengthen our relationships with the building trades, and the COVID crisis enabled us to make even more critical inroads with the trades. One of the best examples of this is how we brought together representatives from our GBCA Safety Committee, the Building Trades Council (BTC) of Philadelphia, Pennsylvania & the Vicinity’s Safety Committee, PALM Built-Rite, the Eastern Atlantic States Regional Council of Carpenters (EASRCC) and Med-Tex Services to spearhead the development of industry-wide COVID-19 safety protocols. In true GBCA fashion, these job site protocols, the resulting COVID-19 Awareness Training & Certification and the COVID-19 Pandemic Safety Officer Training & Exam set the industry standard.
The Pandemic Safety Officer Training & Exam was validated by the City of Philadelphia’s Department of Licenses and Inspections as an acceptable certification for the Pandemic Safety Officers required to be on every job site. And the Awareness Training has enabled tens of thousands of contractors and tradespeople in our region to be trained to the same high standard. This has provided a huge advantage in keeping ourselves and one another safe as construction continues to buzz. Building on our COVID collaboration, we also worked in conjunction with the City of Philadelphia, EASRCC and the Building Trades Council to launch a ‘Mask Up, Philly’ campaign just before the holiday season – to remind our workforce to stay safe to protect their families and continue working. On top of that, we have teamed up with EASRCC and the Carpenter Contractor Trust over the past two holiday seasons to donate hundreds of pounds of food to Philabundance. This is the type of positive impact we can have when we work together. Our collective influence has tremendous power both on and off job sites, and GBCA will continue to build on these valuable relationships for everyone’s benefit moving forward.

As one of America’s oldest trade associations, we advance commercial construction in the Philadelphia region by serving as a powerful voice and a critical resource. Established in 1891, we are the Philadelphia chapter of the Associated General Contractors of America (AGC). We provide 300 member companies with access to advocacy, networking opportunities, safety services, education and training programs. We proudly support and promote union commercial construction, and take strides toward advancing the industry with workforce development initiatives.

General Building Contractors Association advances the union commercial, industrial, and institutional construction industry by serving members as the leader in labor relations, education, advocacy, safety, and networking opportunities.
A RECOGNIZED LEADER. When members want to improve how their business operates, they turn to us. We provide a forum where members engage in collaborative activities that promote education, safety, marketing and better relationships within the industry as well as with labor and government. Our membership ranks include commercial, industrial and institutional general contractors, subcontractors, material suppliers and construction service firms located in southeastern Pennsylvania, Delaware, southern New Jersey, and the eastern shore of Maryland.

IN-PERSON EVENTS EGGS WITH OSHA: EXCAVATION AND TRENCHING SAFETY On Tuesday, February 25, 2020, over 55 safety professionals gathered for GBCA’s first Eggs with OSHA of 2020. OSHA representatives James Harrity and Scott Shimandle, and Monica Rakoczy of EnterTRAINING Solutions presented issues and best practices for excavation and trenching safety. The presenters also discussed different trenching and excavation products available on the market.
2020 SPRING MEMBERSHIP DINNER On Thursday, March 5, GBCA held its annual Spring Membership Dinner at the Crystal Tea Room in the Wanamaker Building. Carl Dranoff and Julia Dranoff Gutstadt of Dranoff Properties spoke about the changes in Philadelphia’s development and their thoughts about the potential for new growth through new forms of development, such as the new Arthaus luxury condominium building. Carl and Julia also spoke about the intricacies of working together in a family business, including issues such as succession planning.

LABOR • Shift differential agreements – this allowed projects to spread out employees on jobsites through staggered start times in order facilitate social distancing on the site while maintaining productivity without blowing a hole in the budget. • Partnered with Labor Funds to back initiatives that support union construction.
LEGISLATIVE • Weekly calls GBCA/L&I – GBCA worked with L&I to ensure contractor’s perspectives and feedback were included in decisions made by the City related to the Construction Restart, Rollout of eCLIPSE and social distancing requirements on jobsites. • Assisted with language adjustments to Mayor’s EO (curfew in particular) • Aggregated and shared regulatory updates with the industry – became a go to source for information on regulatory changes implemented by the City and State on jobsites.
