were – without a doubt – promised Okay. We flying cars by now. If popular culture
had anything to do with our idea of any year after 2000, we were supposed to have cars that would zoom through space. At most a silver DeLorean that broke the space-time continuum. Granted we are a long ways away from Fred Flinstone pedaling his way through Bedrock, but still – we’re looking for those cars that hover over the ground. And what about Transformers? Don’t get me started on those shapeshifting Autobots and Decepticons fighting an intergalactic battle of good versus evil. And what about Pixar’s Cars franchise? Why are the headlights not their eyes? Makes sense, right? But, I digress. We didn’t ask for these ideas of grand flying motor vehicles. But, seeing George Jetson, dropping his kids off to school and Jane to the mall in the sky, is merely something of the Hanna-Barbera era of cartoons. However, in an age of reducing our carbon footprint, the highly publicized threat of global warming and climate change, and overall impact on our environment, construction companies, automobile dealerships, and government agencies are

looking at ways to make our planet a little greener. Many are pointing to hydropower, solar power, and wind. But, it’s important to consider our mode of transportation, a main contributor to major carbon emissions. William Hagen, principal of Pacific Solar and Photovoltaics, points to the use of wood, coal, and oil as transportable energy sources. Sure, we know these are non-renewable resources - this author did teach Earth Science for a quarter. However, we are constantly told to reduce, reuse, and recycle to promote energy conservation and reducing our carbon footprint. It is easy to feel overwhelmed with the thought of the magnitude of energy use and waste throughout the world. However, Hagen pointed to his Nissan Leaf with which he is smitten. “I have been driving a LEAF for several months and I absolutely love my little car,” he stated. He pointed out the efficiency of the car and how it does not require any fossil fuels. Additionally, he said the car’s batteries are charged with the photovoltaics on his home’s roof. The LEAF might very well be as close to flying cars as we may see in our lifetime, but it has so much

more to offer. According to NissanUSA.com, the 2017 model can go up to 107 miles on a single charge on a 30 kWh lithium-ion battery. And, at least stateside, you can charge it at one of 25,000 charging stations throughout the nation. Hagen did point out how the body and guts of this car comprise mostly of the electric motor and the framework connected to its wheels, but the math is a bit too technical for this author on a tight deadline. According to the Department of Energy’s website, the first electric car was introduced in the 1800s. Developers from Hungary, the Netherlands, and the United States developed some of the first small-scale electric vehicles using batteries in the times of horses and buggies. The first electric car didn’t see the light of day until 1890. Into the 20th century, electric vehicles would rise in popularity, but lose traction when mass-produced, less-expensive, gas-powered vehicles became all the rage. Flash forward to gas prices rising and a significant turn for environmental awareness, electric cars are seeing more follower requests on their social media pages for sure. “Electric/battery powered transportation is here to stay as is photovoltaics,” said Hagen who cited the new Tesla with a driving range of 300 miles. “The idea of a battery powered truck or hauler is not too far into the future and there are already companies developing battery powered 18 wheeler (sic),” said Hagen. Hagen echoed an article that was published on Globenewswire.com, which pointed to an $81 Billion market for electric vehicles in construction, agriculture, and mining. The article dated just this past April stated “this is an industry about to change radically”. Indeed since there are several advantages to owning electric vehicles. Art Perez of the Guam Power Authority said that these electric vehicles provide a rebate and savings on fuel – “it is much cheaper to pay for electricity than for fuel at 16 | AUGUST2017
the pump,” said Perez. In addition to those, we are left with little to no carbon footprint on our environment. That’s something I’m sure all of us can agree is a good thing! As GPA typically uses several million dollars in fuel costs annually, Perez said that the environmentally friendly and energy conservation efforts fit well into GPA’s Sustainability Goals, and using electric vehicles in their fleet is in line with best practices. Part of getting people on board is usually having to sell how much money will be saved and overall benefits Perez stated. That’s where the guys at Nissan come in. Brian Downey, General Sales Manager at Nissan Motor Corporation in Guam, said the Nissan’s Leaf has received a lot of positive reception, but “most people still don’t understand it.” He encouraged people who were interested to talk to someone who owns one since “they love their vehicles!” There always continues to be news of the depleting supply of fossil fuels that have fueled our cars, powered our air cons, and charged our devices. Downey said, “It’s roughly 80% less expensive to operate an electric vehicle and the maintenance costs are much, much less expensive because of the absence of fluids.” He continued saying businesses – and anyone in general - can save a lot of money using electric vehicles in their fleets. It just takes sparing the time to research the advantages and disadvantages – like most things. When we think of the future, for some of us, the Saturday morning cartoons are what come to mind - a metropolis above the clouds, bright, neon colored clothing, accentuated hairstyles, and space pods whirring by. Here’s my theory about The Jetsons. Maybe we will have flying cars. It might be possible for that to become a reality when the non-renewable resources have all but dried up. Possibly, the flying car is the answer to this saga of energy conservation. Perhaps if you pause the theme at just the right moment, you can see Nissan on the side. That’s just my fan theory at least.

NAVFAC Marianas Awards Small Business Contract; Bolsters Navy’s Environmental Stewardship on Guam PITI, Guam – Naval Facilities Engineering Command (NAVFAC) Marianas awarded a $7.2 million contract Aug. 1 to Tikigaq Construction LLC of Alaska for a landfill closure capping system on Andersen Air Force Base. “This contract award is consistent with our strict adherence to environmental rules and regulations as we prepare to close the municipal solid waste landfill on Andersen Air Force Base (AAFB),� said NAVFAC Marianas Executive Officer Cmdr. Warren LeBeau. “It is an excellent example of our commitment to environmental stewardship and I’m pleased that we’ve identified a qualified small business partner for this significant initiative.� The work includes construction of a final cover system, passive landfill gas venting system, final cover slope protection drainage system, upgrades to the leachate system, and an all-weather access road with a lined drainage swale. In addition, the scope of work includes installation of additional ground water monitoring wells as required by applicable laws and regulations; construction of a perimeter roadway and perimeter subsurface drainage system to facilitate long-term maintenance and monitoring of the landfill cover system.
“The small business contractor, AAFB and NAVFAC Marianas will continue its great partnership with the Guam Environmental Protection Agency (EPA),� said NAVFAC Marianas Environmental Business Line Coordinator John Salas. “We will work collectively to ensure that the landfill closure project meets regulatory and industry design and construction standards.�
This contract also includes an option to process and dispose of approximately 5,000 tons of scrap wood and green waste to a Guam EPA permitted solid waste management facility on Guam. This is a firm-fixed price contract and work is expected to be completed by February 2019.

Sixto Aguon Quintanilla, Jr. becomes a Safety Management Specialist (SMS) Indianapolis June 30, 2017 - Sixto Aguon Quintanilla, Jr. SMS has completed all requirements for a Board of Certified Safety Professionals (BCSP) certification.
This highly respected certification is awarded by BCSP to individuals who meet
eligibility and experience criteria in the safety, health, and environmental (SH&E) discipline and have passed a rigorous examination. Certificants must also recertify every five years to maintain certification, ensuring they remain knowledgeable in their practice.
Safety issues have become more complex, and today’s safety professional must
continually be better qualified. BCSP credential holders are among the most highly trained, educated, and
