INSIDER NEWS Ill feelings between North Korea and China have often been mutual. Mao Zedong regarded Kim Il Sung as rash and doctrinaire — once describing him as “a number one pain in the butt,” Sidney Rittenberg, onetime translator for Mao, reported in 2013. In 1992, China infuriated the Kim family by establishing diplomatic relations with South Korea, the archenemy of the North. Still, Chinese leaders from Mao to Xi have chosen to protect and prop up the troublesome Kim regime, fearing that its collapse would trigger a flood of refugees and lead to a U.S.-allied, united Korea on its border. As North Korea’s international isolation has increased along with its nuclear prowess, the Kim regime has become more dependent than ever on Chinese trade. That dependence, however, is clearly not swaying the behavior of Kim Jong Un. He seems to have internalized his grandfather’s grudges. Last month, when Kim was calling Trump a “mentally deranged U.S. dotard,” a commentary in the Korean Central News Agency attacked the media in Beijing for being “rude” and “shameless.” It also said that North Korea owed little to China. The commentary was signed by “Jong Phil,” which means “righteous pen,” and was the third such anti-China article written by him this year. A China scholar, Adam Cathcart at the University of Leeds, told The Washington Post that he believes Jong Phil is a pen name for Kim. Between War and Acceptance, a Third Way on North Korea Analysts say deterring and containing Pyongyang would be Trump administration’s best bet The Trump administration now finds itself in a remarkable position: Nobody in the world knows where it stands on the most dangerous international issue of the day, and nobody is sure who speaks for the administration on that issue. That’s the situation that emerged on Sunday, when President Donald Trump openly contradicted his own secretary of state on the approach the administration is taking with North Korea and its nuclear program. The resulting confusion would be risky under any circumstances. Yet the most ominous part of the exchange, actually lies elsewhere, in the implication that Mr. Trump now sees only what Sen. Bob Corker, head of the Senate Foreign Relations Committee, referred to as a “binary choice”: capitulation to North Korea or military conflict with potentially catastrophic consequences.”

In fact, there is a third way, one that a variety of analysts from across the ideological spectrum have begun pointing to as a way out of the binary-choice box. It is a strategy called “deterrence and containment”: Deter the North Koreans from ever using their weapons against the U.S. and its allies, and contain Pyongyang in its box until sustained pressure brings about either a change of heart or a change of regime in the rogue nation. This isn’t a novel approach, because it was the basis for perhaps the most successful national-security strategy in American history. Precisely 70 years ago this summer, American diplomat George Kennan wrote a famous article for Foreign Affairs magazine outlining the basis for a strategy of containment of the Soviet Union, which came to pose a much larger nuclear threat. Mr. Kennan, a staunch foe of Communism with on-the-ground experience in the Soviet Union, wrote in 1947 that the U.S. had little hope of good relations with the Soviets in the short term, given Moscow’s conviction it had both right and might on its side. But he also argued that the Soviet system, with its combination of paranoia and the resulting suppression of its citizens, carried the seeds of its own demise. “This would of itself warrant the United States entering with reasonable confidence upon a policy of firm containment, designed to confront the Russians with unalterable counter-force at every point where they show signs of encroaching upon the interests of a peaceful and stable world,” Mr. Kennan wrote. Mr. Kennan wasn’t advocating that the U.S. stand idly by, but rather that it actively work to keep the Soviets in a box, while also seeking to undermine Communism internationally and to “influence” internal Soviet developments. His writing implied he thought this strategy might be necessary for 10 to 15 years. In fact, it took half a century, but ultimately the Soviet Union collapsed without a shot being fired. The differences between the Soviet Union then and North Korea now are enormous, of course, starting with the question of whether North Korean leader Kim Jong Un can be counted on to respond rationally to pressure. Still, the parallels exist as well: a hostile and paranoid foreign power, its population kept under tight control, posing a military threat while a military confrontation risks horrific consequences. Flash forward to today, and Michael J. Mazarr and Michael Johnson, senior researchers at the nonpartisan Rand Corp., write: “Contain, deter and transform. Not a radical solution, but www.guamcontractors.org
one that has worked before—and an approach that holds out the hope of preserving U.S. interests while avoiding wars.” Jeffrey A. Bader, former Asia specialist on the National Security Council staff in the Obama administration now at the Brookings Institution, argues for an “assertive policy of deterrence and containment.” He writes that they are “not appealing options” and were attacked during the Cold War as “passive, immoral and defeatist.” But, he argues, “in fact they were none of those then, and would be none of those now.” As Mr. Bader suggests, the contain-and-deter option hardly implies simply sitting back and watching. It would require significant buildup of American and allied missile-defense systems, a larger American military presence on land and at sea in Asia, a robust effort to isolate North Korea economically and diplomatically and efforts to undermine the North Korean regime internally and externally. There are, of course, skeptics. “To be sure, this may be the only option left, but many who are advocating the policy don’t seem to be thinking through its military requirements and possible regional consequences,” writes Daniel Blumenthal of the conservative American Enterprise Institute. The approach also led, he notes to costly proxy wars. Concluding Comment: The above approach appears to be far from anything Mr Trump would agree to. It is not his style and is too much like what past administrations have been doing. All of us would like to find that silver bullet that would get the job done and over with – like send in the Navy SEALS or Army Rangers or a Marine Corps detachment, supported by Air Force and Navy assets. If it was that easy, it world have already been done.

ASME P30.1 LIFT PLANNING And Lift Directors
A monthly crane and rigging informative column for all personnel directly or indirectly involved with crane safety. Each month we will attempt to explain a different technical issue pertaining to crane operations here on Guam, addressing the sometimes over-looked or misunderstood topics by management and operators alike. By Dave Barnhouse In addition to the B30.5 Mobile Crane requirements, that hopefully all readers of this article are aware of, ASME has developed a new standard, ASME P30.12014 - Planning for Load Handling Activities (Lift Planning). This new standard also includes the requirement for a Lift Director. OSHA, as well, has requirements for Lift Directors, and many companies are not aware of the specific OSHA rule for Lift Directors. It is only a couple of sentences and could easily be overlooked. The OSHA Rule, 1926.1432(b), became effective November 2010 and it states “The multiple-crane/derrick lift must be directed by a person who meets the criteria for both a competent person and a qualified person, or by a competent person who is assisted by one or more qualified persons (lift director). The lift director must review the plan in a meeting with all workers who will be involved with the operation.” The ASME Standard B30.5-2011 for Mobile and Locomotive Cranes states: 5-3.1.3 “All responsibilities listed below shall be assigned in the work site organization.” A single individual may perform one or more of the roles listed below: (a) Crane Owner (b) Crane User (c) Site Supervisor (d) Lift Director (e) Crane Operator 16 | OCTOBER2017

Lift Director definition - The person designated to direct the load handling activity.

Personnel roles and responsibilities - The Lift Director is responsible for verifying the category of the load handling activity, reviewing and implementation of the lift plan. The Lift Director should: Hold pre-lift meetings: • Assure the meeting attendees understand the plan and what each person is supposed to do • Decide the frequency of pre-lift meetings for repetitive lifts • Confirm all set-up preparations are according to the lift plans • Ensure load handling activity complies with the plan and conduct a post-lift review ASME P30.1-2014 Planning for Load Handling Activities establishes planning considerations and practices that apply to Load Handling Equipment (LHE), other associated equipment, and activities when moving loads vertically or horizontally. The planning guidance contained in this Standard is divided into two categories dependent upon the nature of the load handling activity and the degree of exposure to the issues that impact safety. These two categories are designated as Standard Lift and Critical Lift. The Standard does not preclude the user of this standard from creating subcategories based on their specific load handling activity considerations. All Lifts Should Be Planned That may be true, but just how much planning is necessary? It depends on the hazards associated with the lift. OSHA does not have requirements for the level of planning needed, so until recently the crane industry has done it. In 2014, ASME released the P30.1, titled, Planning for Load Handling Activities in which two levels of planning have been defined; Standard and Critical. It states that the following would have to be taken into consideration in determining the type of lift and amount of planning: • Personnel Hazards • Work Area Hazards • Load Handling • Environmental Impact • Potential for Overload of Crane or Rigging • Load Replacement Cost Like Us On Facebook
Load testing, categorized as a Critical Lift • Unusual Site Requirements From this information the type of lift would be determined to be either a Standard or Critical Lift. Standard Lift Plan • A lift with no serious hazards to personnel or property • Used for repetitive lifts • Depending on company policy, can be written or verbal • If plan does not work, stop and evaluate • Do not attempt to make real time changes Critical Lift Plan The traditional industry definitions for a critical lift are: • Heavy load 85-90% of crane capacity • Hazardous load • Expensive load • Potential Property damage • Multiple cranes used • Multiple or Tandem Crane Lifts • Lifting Personnel -- Ensuring B30.23 requirements are met • Pick and Carry • Mobile Cranes on Barges • Working near vicinity of overhead power lines • Lifting loads out of water • Lifting loads over personnel • Loads that are difficult to rig • Any load the Lift Director considers hazardous or non-routine

The P30.1 recommends the same evaluation criteria as in the Standard lift except it requires that the plan be documented. Bottom line, every lift should be planned whether it is a discussion with the crew or a room full of engineers and planners. Without a plan, everyone thinks they know what needs to be done which is inefficient and dangerous.

A locally born and raised Guam-son, Patrick Sherman graduated from St. John’s School in upper Tumon, is an attorney, had worked with his father, John Sherman, on construction projects. His father started in the 90’s, developing notable projects like the Pago Bay Subdivision; the Outrigger and the Plaza, with the Israels, to name a few. Sketching some of his professional experience, Patrick handled construction contracting for his father’s company during his foray with AES. And, had a stint with Calvo Fisher as an attorney with that firm, early in his legal career. Eventually, he transferred to Hawaii, working there for 4 years, before he received an invitation to interview for the vacancy left at Eric Bell’s untimely death. Rick Beliveau, owner of Triple B made an offer to Patrick to return to Guam to head the Triple B Guam office and operation; and so, began a new leg in his life journey, in November 2016, and ushered in a new chapter for Triple B. How would that mutual decision play out? Some background on Triple B’s and Eric Bell’s trek from the mid 80’s to now is in order. In the early settling of Triple B Guam, in the middle 80’s, some of the business development appeal was in its initial interest in supporting the bourgeoning garment industry in Saipan, and later on, the fledgeling regional tuna market. Actually, as it was generally known, Eric Bell and Rick Beliveau met and developed their relationship during that period, with Rick positing that Eric come onboard to lead the charge for Guam Triple B. This partnering for Eric and Rick would prove to be constructive and gave footing to what has gestated into a market leadership role for freight handling in the region.

Now, 30-plus years later, after introducing its, then, innovative and cost-saving “consolidatation of freight” for multiple consignees, Triple B enjoys a virtually unrivaled position in its market niche. As Joleen Fejeran-Sales Executive at the Triple B Guam Station capsulizes, “We are the one-stop shop for your freight-handling needs.” There was no apprehension in her proclamation. As she and Patrick collectively, and in seeming harmony, paraphrased; we can handle any freight situation—inbound or outbound. Commercial or Private. Truly. On the job since November of 2016, Patrick comments on his segway into the VP seat left by Eric. “Literally and figuratively, Eric left big shoes to fill. He was a real trailblazer for Triple B. And, he was loved by the staff and many others.” By their description, Eric was an obvious persona, standing 6 feet 7 inches tall, size 14 shoes, an avid athlete in basketball and cycling. That would be the literal part of the guy. Figuratively, “big” was his leadership and growth of a business that moved from infancy to a thriving 30-some staff operation providing critical services to virtually all major government and business entities for Guam and the islands. His wife of 24 years, Danielle, jubilantly exhorts, “He was just awesome. He was a humble and charitable man.” Illustrating the point, she told the story of a woman who came to thank Danielle for Rick’s anonymous gift to pay for the shipping of her sick dad’s personal property—which would come from Arizona. It was an expense she just could not afford. Danielle did not know of this gift until it was disclosed to her while Eric fought for his life, at Guam Regional Medical City, after being struck by a vehicle on Marine Drive in June 2016.

While admitting the harsh reality of losing her loving husband, she claimed the joy of her fruitful 24 years with him, also witnessing him doing things he enjoyed; like gowing Triple B Guam to the stature it now enjoys, and because of that solid foundation, success will abound. While she’d articulate the difficulty of grieving his loss, her smile surfaced as a manifestation a good life shared—by Eric, with her, their sons (Nicholas and George), and a loyal and dedicated staff. She is Learning To Live Again. Considering the strategic possibilities on Triple B’s horizon, Patrick spoke of their deliberate efforts to build on the well-established relationships sown, during Eric’s tenure throughout the region, shoring them up even more with unadulterated face-to-face interactions with company’s partners, island government and business leaders; to assure, to gain even more insight to their future needs, and prospecting how Triple B can be an evolving help in faciliating those growth scenarios.

While most business-minded sorts might jump to the conclusion of good pay; that probably, may be factored in the retention equation. Yet, in this case, there may have been an unintended factor—being part of something bigger than yourself. Eric and Triple B, and now, Patrick are doing just that. Danielle Bell remains a shareholder and active with Triple B Guam, along with sons, Nicholas and George, both working in operations. They're building on a wonderful legacy of commitment, charity, and community.
Spurred by discussion of Eric’s trailblazing for Triple B, Patrick mentioned that although he hadn’t an occasion to know Eric in recent years, he had a chance to meet him when he was a young boy running about in his father’s( John Sherman), construction business. There was, then, so-to-speak, a succession handshake from Eric to Rick. Responding, pleasantly, to that previously unknown information, Danielle says, “I am glad you got to meet him, Patrick.” Continuing the memorial conversation on the ethic of commitment, Danielle offers, “Rick was always committed to the islands—consistently, demonstrating that it was our

The biggest problem facing businesses today regarding fire safety is improperly maintained fire alarm systems. Which result in unreliable and either partially, or totally non-operational systems. Unfortunately, many of the people making 'fire and life safety' decisions for businesses are unaware of the magnitude of the liability they are assuming for the company, and themselves.
During my 21 years in the Hospitality industry, though we had the capability to maintain the fire alarm systems, due to the liability assumed, we chose not to. There is a lot of comfort in being able to say, 'our fire alarm system is on a full maintenance contract, so please talk to the professionals maintaining it.'
Too many times I have heard things like: We disconnected that section 'cause it was always going off; Oh, that part of the system hasn't worked for years; I do not want to fix it, I just need an annual certification for my license renewal; or, I need a proposal to get GFD off my back, and there is no intent on doing anything.
“I am fine” is the most common misconceptions about fire safety. That it will never happen to me. We get complacent about fire safety, especially on Guam where we live and work, for the most part, in concrete buildings. The buildings can not burn, right? In actuality, no one really dies from flame or heat in a fire. They die from smoke inhalation and lack of oxygen, so you can die as easily in a concrete as a wooden structure from a fire. Most people are simply not aware of how vulnerable and unprepared they are.
A properly working 'fire alarm' system provides a service, it is sniffing for smoke and sensing for heat, and it screams if either is detected. This is a great tool! And to have this fully operational and maintained and certified to National and Local regulatory agency requirements is also in the small print of fire insurance policies. So imagine a $5K, $10K or maybe even a $50K insurance claim. The agent comes out, does a quick assessment and the claim is paid. Now imagine a $1M, $2M, $10M or $20M claim, a worst case scenario, and the insurance company will be looking for any and every loophole they can find to not pay. So I saved a few hundred or maybe a few thousand dollars, but find that I am not covered - not a good cost to liability ratio. There are also interwoven moral implications which will differ for everyone, but imagine someone died because you saved a few bucks. All decisions concerning 'Fire and Life Safety Systems', because of the virtually unlimited liability, must be made with worst case scenario in mind. And this does not necessarily mean expensive.
We place a label on each of our donated 2.5 pound home fire extinguishers that says 'What Is Essential In Every Home That No One Will Buy' - and unfortunately this is a true statement. Make a plan and practice your plan, both at home and at work. One should comply with compliance standards because it is the law, it is the right thing to do, and you do not want to release your fire insurance carrier of any possible liability. But the difference today is maybe that Guam Fire Department (GFD) has become more proactive with enforcing compliance over the last few years, and they will fine and/or shut down a business. I have learned over the years that it is always easier and cheaper to comply, and most regulatory agencies will work with you to help spread out the expense.

Fire regulations are spread between the International Building Code, the International Mechanical Code, the National Electrical Code and the National Fire Protection Association (NFPA). And with a myriad of variables, such as type of structure, the use, and other systems in the building, can be complex and difficult to navigate. I would recommend a comprehensive inspection of your fire & life safety systems by a qualified Fire Protection Engineer (FPE). I have seen too many incorrect evaluations done by unqualified personnel from small fire alarm/suppression companies that have put, and continue to have the customer at risk. Remember, you must consider worst case scenario. And who is going to be standing next to you in court, a qualified FPE and a company in business for over 25 years, or some OJT trained guy who used to work for a company that does not exist anymore?

NAVFAC Marianas Contributes to Feed Guam Families in Need PITI, Guam - Navy-submerged lands on Guam are being used as a testbed for a project to assess the viability of a coral nursery which, if successful, will promote restoration of coral reefs. Earlier this summer, a team consisting of marine biologists, scientists and trained volunteers from the Navy, the National Oceanographic and Atmospheric Administration (NOAA), Secore International, the Guam Bureau of Statistics and Plans Coastal Management Program, Underwater World Guam, Aquarium of the Pacific, the University of Guam (UOG) Marine Lab and the Department of Agriculture Division of Aquatic and Wildlife Resources took part in this coral-growing project. "This type of collaboration is intended to raise awareness about the importance of proactive coral management projects for reef restoration efforts in the waters around Guam," said Naval Facilities Engineering Command (NAVFAC) Marianas Marine Resource Specialist Hilary Goodwin. "Due to impacts on coral reefs such as climate change, coral bleaching, ocean acidification, overfishing, soil runoff, coral reefs are in decline worldwide." Goodwin added the protection of coral reefs is extremely vital as they serve as fish habitat.
In mid-July, researchers took advantage of annual coral spawning in Guam, to collect gametes (reproductive cells) released by coral. The resulting larvae, from fertilized gametes, were distributed in submerged pools with racks containing a total of 2,000 pointed cement tiles. The intent was for the larvae to then seek an area - on these tiles - to attach to and grow. Six hundred of the tiles are being housed in the UOG Marine Lab and two pools of 700 tiles each are in a coral nursery - a sufficiently deep, sheltered, secure area in nearshore waters conducive to the growth of the environment-sensitive larvae. As they mature, the coral will be planted on the reef, probably all within the next year. "We're currently trying to decide whether we should test putting the corals out on the reef at different times," said National Oceanic and Atmospheric Administration (NOAA) Fishery Biologist Valerie Brown. "In the past, they've held them for almost a year before putting them out. We may try putting them out sooner. Since we have a lot of corals, we can test how long they need; that's one of the questions we could ask."

Although there are about 400 species of coral in Guam, the team focused on Acropora surculosa, one of the branching corals commonly found along the reef margin on Guam's fringing and barrier reefs. The researchers have conducted similar projects with the species, so they have a sense of what to expect. The UOG Marine Lab already had colonies of Acropora surculosa spawning in the lab, which they used when they were unable to collect gametes in rough ocean waters. "(Acropora corals) are important reef-building corals," Brown said. "These are found right where the waves are breaking and in the shallow reef area down below that." This project is the first of its kind for the Navy on Guam, and researchers said demonstrating the success of this project is vital to securing additional resources for future research and projects to protect Guam's reefs.
