President’s Letter

October is Careers in Construction Month On September 19, 2018, Lieutenant Governor Ray Tenorio presented a proclamation at the Guam Contractors Association monthly membership luncheon meeting proclaiming the month of October as “Careers in Construction Month” in Guam. Additionally, Senator Règine Biscoe Lee, representing the 34th Guam Legislature, presented a legislative resolution commending GCA for its observance of Careers in Construction Month and recognizing GCA for its invaluable contributions in developing a skilled local construction workforce and for promoting the advancement of the construction industry on Guam. With the Guam construction rising, there is no better time for recent high school graduates, people interested in changing professions, and those seeking a second chance at the American Dream, to join the construction industry. A career as a construction craft professional doesn’t require a four-year college degree; workers are educated through earn-while-you-learn, continuing education or apprenticeship programs, which can be completed without incurring any student loan debt. And with recent college graduates shouldering an average of $37,000 or higher in student loans, this education model is especially appealing to young people joining the workforce. The construction field not only allows for professional development but a high earning potential. Through on-the-job and classroom components, the construction industry emphasizes lifelong learning and challenges workers to constantly hone their trade, learn new techniques and advance professionally. Construction workers can also earn portable and stackable credentials through programs like NCCER, a national education and certification program, which is offered exclusively on Guam by the GCA Trades Academy. With a significant part of the construction workforce nearing retirement, the Guam Contractors Association is committed to recruiting and fostering the next generation of workers to close the skills gap. In observance of Careers in Construction Month, one of our workforce development initiatives includes a program called Construction Warriors. The GCA Construction Warriors, to be held October 18 and 19 at the University of Guam Football Field, was created to showcase the various trades in the construction industry. It is an interactive career exploratory event that offers an educational opportunity for students, both males and females in middle and high school, to learn about the various construction trades, understand safety requirements and get hands-on experience working with some of the tools and equipment of the trades under the supervision and guidance of a local craft professional. Another similar program that is geared specifically to girls in middle and high school is Pizza, Pop & Power Tools that will be held on December 22 of this year. Another activity for Careers in Construction Month was GCA’s Annual Family Day Picnic which offerd leisurely time for the construction community to spend time with family, friends and co-workers to enjoy a day of food, fun and friendly competition. Careers in Construction Month winds down with our annual premier awards event, the Excellence in Construction and Contractor of the Year Awards that will be held on November 2. did you know? Meetings Don’t Have to Be a Time Waster

Meetings are important in an organization, but how many times have you gone to a meeting and thought: “This is a waste of time.” Chances are you are not the only one. A Harvard Business Review survey found that over 70% of senior managers felt that most meetings are unproductive and inefficient. Another study found that employees spend about 31 hours each month in unproductive meetings, which negatively impact productivity and motivation. Here are a few tips to conduct productive meetings: Make it actionable: Prior to a meeting, send out an agenda that discusses the purpose and expectations. This allows the team to prepare and focus on actions and decisions during the meeting. Be on time: Start and stop at the scheduled times; don’t drag out a meeting longer than one hour. If you didn't get through the agenda, roll over remaining items to the next meeting. Start with a bang: Kick off the meeting with a big news item, interesting statistic, quote from a senior official, or something else that will grab attention. Connect the attention-grabber to the theme of the meeting to encourage engagement. Give everyone air time: Talking at your team for an hour gets old. Assign relevant roles, topics, or updates to team members. Empowering them with this responsibility will help them feel involved in the meetings. Be careful about updates: Avoid status updates on issues already resolved through mail. Streamline meetings by only discussing items that require more collaboration and conversation. Create “parking lot” items: Topics not on the agenda that come up during a meeting should be “parked” for offline discussion or another meeting. Saving these items for later will allow you to stick to the agenda, keeping the meeting on track and under control.

Having already achieved Journeyman status as a Painter/Taper, Mr. Kent also holds a Guam Contractors License for all coatings applications including C26, C33, C42, C45, C55 and 68 (Epoxy Injection). He is a Certified GAF Roofing Inspector, Pecora Sealant Inspector, Instructor for Master Wall EFS/EIFS Systems, and a Certified AIA Instructor for fluid applied roofing and exterior insulation g systems. Members of our team have also completed their Confined Space Entry Training in accordance with ANSI Z 117.1, earned continuing education credits for Water and Wastewater Operators, as well as Structural Concrete Crack Repair Injection. We have recently welcomed Mr. Jeremy Johnson to our team, a University of Guam graduate with 12 years in Navy Supply, Logistics and Warehouse Management. Giving back to the community is a strong value for Isla Coatings and Roofing Supply and many of our staff are involved in community activities and professional organizations within our industry. They include serving on the Board of the Guam Contractor’s Association, the GCA Small Business Committee, the National Association of Women in Construction, Pizza Pop and Power Tools, Fu’una Rising and many others. f you Google the definition of ‘style’, a litany of entries pop up. The shortest and sweetest meaning is simply ‘a manner of doing something.’ It is in these five words that we can infer the depth of the definition across industries. In the realm of fashion, styles are defined by the movers and shakers of one of the biggest industries throughout the world. These are designers, bloggers, editors, photographers, magazines, celebrities, and insiders who entice stores to sell products and the masses to buy them. One thing that seems to stick in the fashion industry is black: a color made up of all the pigment strength of other colors. Besides the physics of the color, the industry and its insiders don’t seem to mind throwing in their two cents to describe its place in fashion. Designer Christian Dior is quoted saying, “You can wear black at any time. You can wear it at any age. You may wear it for almost any occasion…” Another prominent designer Yves Saint Laurent said, “I love black because it affirms, designs, and styles…” Famed couture fashion icon Coco Chanel whose brand is drenched in black and pearls, and breathes Parisian flair said, “Women think of all colors except the absence of color. I have said that black has it all…” In 2015, Vogue wrote an article published on their website about the distinct and notable presence of the color on the runways of New York Fashion Week. In the article it states the color’s overuse could be attributed to either “conceptualism or consumerism”, leaning toward

the latter. It is what the people wanted, so it’s what they got. What is it with the incessant discussion on iconic fashion and color? More than being a quintessential part of the fashion world, it’s important to look at why black is such an institution, why it will never go out of style. In the grand scheme of things, the color is strong, it knows what it wants, it demonstrates confidence, growth, and forethought. It is iconic in its own right. Like fashion of the same color, in Guam, ‘iconic’ comes in the form of Black Construction Corporation. This year, BCC celebrates 60 years of service, growth, development, and forethought in our neck of the woods. In a previous Construction News Bulletin article about BCC, we talked about their saga - the long stories with heroic achievement marked by significant odds and the perseverance to overcome them. Notwithstanding, BCC continues to eloquently write their own narrative and emote the tones of trust, maturation, fulfillment, and performance. In 1958, Everett Earl “Johnny” Black, the founder of the Black Group of Companies, and his son, Robert Black, made a name for themselves with their work in Guam, which included Capehart Military Housing at the Andersen Air Force Base, Apollo Tracking System for NASA, the first McDonald’s Restaurant on island, and the Hilton and Aurora hotels. According to a leaflet provided by BCC, the history continued over the last six decades to include the Sandcastle Theatre, an expansion at the Guam Memorial Hospital,

a golf course in Mangilao, a power plant at Orote Point, numerous military projects, and several other projects throughout the region to include airport runway rehabilitation projects in Chuuk, Ordot Dump Closure and Dero Road Sewer Improvements, the building of the Kosrae State Correctional Facility, and an expansion of operations to Manila, Philippines. Their list of projects is as lengthy as the list of awards they have received. A 15-time Contractor of the Year, four ABC National Excellence in Construction Awards (Eagle Award recipient), and numerous GCA Excellence in Construction Awards - this is the kind of report card that would make any parent beam with pride. But, it must be said that these awards and projects go hand-in-hand with a style that is uniquely Black Construction Corporation and woven between their management, employees, and clientele. Leonard K. Kaae, Senior Vice President and General Manager of Black Construction Corporation, said the company’s success is due to its staff and craft personnel. “We have truly been blessed with a team of dedicated, hard-working professionals who aspire and commit to a quality product that’s on schedule and within budget,” said Kaae. “For the last 60 years Black’s executives and managers have lead its workforce by teaching, guiding and supporting its personnel resulting in countless years of service and exceptional performances employees.” He adds that there are many second generation staff and craft personnel who find pride in being part of the BCC Family. Additionally, Kaae stated, “We believe our clients have beens satisfied and appreciate the level of attention, respect, patience, and understanding exhibited by our team.” This goes without saying because of the extensive listing of clients, awards, and expansion the company has seen throughout its 60 years. Mark Mamczarz, Vice President of Finance, Secretary, and Treasurer narrated, “When I first arrived on Guam the Telex was the cheapest mode of communication.” He continued, “Telephone calls were $6.00 per minute to Micronesia. An hour phone call with Pohnpei would cost $360. Today, Black’s entire monthly long distance phone bill is less than $360 due to technology.” In the last 60 years, rotary dial phones have been replaced by Whatsapp messaging services on cellular phones, and an instant email has replaced the months-long agony of Telex or US Mail. However, the attention to detail has remained the same throughout. Kaae stated, “After 60 years we figure we must be doing something right.” He emoted that the milestone doesn’t just demonstrate the seemingly endless list of accom-

plishments and accolades, but overall ‘signifies how much we believe in Guam.” BCC is a member of the community and that Guam is BCC’s home. It is with this attitude, mentality, and mindset that guides its management and employees to suit up and strut on the figurative catwalk for their clients and community.

at the newest fads, all it takes is audacity, tenacity, and possibly even a little simplicity. Though styles fade out and change over time, it seems BCC has managed to thrive and set the example for longevity and success. Further, it seems like we’re all “on track with black” and Black truly does have it all!

This is style. This is how great projects illuminate the runways of the construction industry. And fortunately, exceptional work ethic does not go out of style. Just look at the numerous landmark project, like Two Lovers’ Point, Palau Pacific Resort, the British Embassy in Manila, Philippines, Personal Finance Center, the U.S. Army Reserve Training Center in American Samoa, the Solaire Theater, and the Lotte Airport Store, among other regional projects. Preparation, a strong collaborative team, a vision, a mission, and the drive to satisfy everybody involved infused with the desire to grow with the times and client needs - these are what accentuate Black Construction’s style. CELEBRATING

CAREERS IN CONSTRUCTION MONTH IN YOUR COMMUNITY By NCCER

What began as a week celebration in 2005 expanded to a full month in 2013. For the last five years, NCCER and its Build Your Future (BYF) initiative have celebrated October as Careers in Construction Month (CICM), with more and more states proclaiming each year. In 2018, 28 states and Guam have officially proclaimed CICM with another 7 states filing their proclamations, making this the highest participation yet! Our goal is to fill in every state and U.S. territory on the map — if you live in one of the blank states or territories, proclaim today and let us know! Not sure where to start? Check out the Proclamation Guide and Whereas Statement on byf.org and send an email here when you’ve filed. This nationwide campaign is designed to increase public awareness and inspire the next generation of construction craft professionals. Schools, contractors and organizations are encouraged to partner locally to host events or conduct activities that introduce students to rewarding construction careers. To make it easier for these groups to collaborate, a variety of resources have been created. Check out the following to get started: 1. Find an industry or education partner in your area to partner with using NCCER’s Connection Map. The map includes a collection of educators, contractors, SkillsUSA organizations and ACTE state directors who are all looking to connect based on shared interests and needs. 2.
