United CEO visits Guam and Micronesia to celebrate 50th Anniversary of the Island Hopper TAMUNING, GUAM, August 21, 2018 – United Airlines Chief Executive Officer Oscar Munoz visited Guam for the first time from Aug. 18 to 20 to meet the employees of the Guam Hub and join them in celebrating the airline’s 50th Anniversary as Guam and Micronesia’s hometown airline. While in Guam, Munoz hosted an employee event where he engaged with the local team, made up of almost 1,000 employees. Munoz also toured the Guam operation at the A.B. Won Pat International Airport, Guam and the United hangar. During the tour, Munoz acknowledged employees who were celebrating milestone anniversaries, many of whom have been with the company for more than 30 years. On Aug. 20, Munoz boarded the Island Hopper f light to personally meet the United teams in Chuuk, Pohnpei, Kosrae, Kwajalein and Majuro before his final stop in Honolulu.

MOBILE CRANE BOOM INSPECTIONS

LATTICE AND HYDRAULIC BOOMS

A monthly crane and rigging informative column for all personnel directly or indirectly involved with crane safety. Each month we will attempt to explain a different technical issue pertaining to crane operations here on Guam, addressing the sometimes overlooked or misunderstood topics by management and operators alike. By Dave Barnhouse Telescopic and lattice booms must be regularly inspected for two reasons: To prevent damage and/or excessive wear and destruction from the collapse of the boom, the second reason is to maintain regulatory compliance under the federal OSHA law. Boom inspections of mobile cranes require an up-close and personal approach. The inspector must have access for complete visual inspection and close enough to see the entire boom in close detail or perform NDT on any suspect components. If the boom cannot be lowered to the ground, an aerial lift may be needed. The crane’s load chart should be consulted before attempting to lower the boom to the horizontal, as some cranes configured with long booms cannot attain low angles without tipping. Only after access to the entire boom from base to tip is available, the boom inspection can begin. A visual inspection of all booms is required before operating the equipment by a competent person. A comprehensive inspection is required annually by a qualified person and must be documented, maintained and retained for a minimum of 12 months. A well-documented and thorough inspection is a relatively inexpensive way of ensuring the health and well-being of everyone at a worksite along with protecting the hundreds of thousands of dollars invested in the crane. Proper boom inspections require an up-close and personal approach, with the inspector close enough to clearly see the boom in detail. Telescopic boom inspection Telescoping crane booms differ from lattice boom cranes greatly and require just as much, if not more, scrutiny. Many 14 | SEPTEMBER2018

Telescoping booms are made up of multiple sections that become progressively lighter and smaller in size the further they scope out from the crane. Through a system of hydraulic cylinders in conjunction with roller chains or wire rope, each section will slide out as the boom is lengthened. The boom may be equipped with the latch and pin system, enabling lighter component weights, and adding to gross capacity of the crane. This type of boom is not telescoped or retracted while in lifting mode with a load on the hook. The boom hinge pins are a good place to start the inspection, no gaps or play, lubricated if applicable, boom cylinder and www.guamcontractors.org

pins, no gaps or play where they attach, and the cylinder should be free of leaks and damage. Inspect each boom section closely for any structural damage, with the boom fully extended. If an inspection reveals structural damage, nicks, corrosion, gouges, bent components, broken welds or any type of deformation, the damage needs to be recorded, and the crane is to be tagged out until the manufacturer has been consulted and/or the damaged repaired. Any deformation in this type of boom can lead to a collapse, even without a load on the crane. Closely inspect all wear pads. These prevent metal on metal contact and excessive movement on each section, making inspection of wear and/or need of adjustments very critical. lubricant on the boom where the pads make contact, reducing friction and easing the extension/retraction of the boom. Along the boom there may be sight windows, allowing for inspection of the crane’s telescoping system. The inspector should check for hydraulic leaks, damaged hoses, corrosion, worn parts, loose roller chains, wire rope, and anything else of question. The inspector will also be able to view the extension/retraction cylinders. Any hydraulic issue should be addressed immediately and is cause for delay of any intended load tests. Internal damage found in any boom section may need disassembly for repair, a word the owner surely does not want to hear, so expect some resistance. Should inspection of any type of the crane’s boom show a deformation, excessive sag, structural damage, or question the integrity or safety of the crane, the inspector shall document it, and the manufacturer may need to be consulted. If the damaged component can be repaired, the manufacturer’s procedures must be followed and documented accordingly by a qualified person. Lattice boom inspection Traditional lattice boom cranes are defined as being fabricated from high-strength steel, and by their booms, which will have four main chords pinned and welded together with lacings that are either tubular or angular. These serialized boom sections typically come in 10, 20, 30 and 40-foot long sections, and are matched to the crane per the manufacturer’s specifications and recommendations. On the boom, the shortest section should be installed closest to the crane itself, graduating to the longer sections towards the top. The connecting pins should be installed from the inside and pointing out, secured with cotter pins, not hitch pins, thereby increasing safety during disassembly. All sections of the boom should be free of structural damage including, but not limited to, nicks, corrosion, gouges, bent components, broken welds, any type of deformation or heat damage. If any of these items are found, the damage needs to be recorded, and the crane is to be tagged out until the manufacturer has been

consulted and/or the damage repaired. If no issues are present, the qualified inspector, starting at the base and working forward, will check the straightness of each boom section and confirm that each section is square. Once the boom structure and added components have been checked, the pendant system must be evaluated.

Pendants can be fabricated of wire rope or solid steel with articulating systems pinned together. The crane’s manual will describe the system required for each crane, and the manufacturer will have guidelines for inspection. If the pendant line is made of wire rope, it should be inspected for diameter, broken wires, kinks, corrosion and structural damage. Should the pendant lines be made of solid steel, they need to be inspected for any type of deformation, including cracks, bends, or twists, missing connectors, etc. Located on the top side of the boom, the rope guides, rollers or wear pads (on which the hoist rope ride), should be checked for wear due to metal-on-metal contact. Once the entire structure of the boom has been inspected, the boom hoist system must be evaluated. Each sheave of the system should be inspected in the same manner as the boom tip sheaves. This may require the sheaves to be completely unloaded and slack left in the lines. Inspectors generally find wear on the outer bale assemblies from excessive rotation while in motion. Once completed, keep tension on the lines while the crane is boomed, checking the accuracy of the boom angle indicator throughout the crane’s range.

The sheaves, located at the boom tip, need to be inspected for anything that could inhibit rotation, lubrication, wear, or any damage that may have an impact on the wire rope. There also needs to be a close-fitting guard on each sheave that will keep the wire rope in place when installed. Auxiliary components installed on the boom need to be inspected per the manufacturer’s guidelines, as well as all safety devices and operator aides, such as anti-two block devices, load moment indicators, scales, etc.

Any repairs on a crane boom, regardless how minor, should be documented, signed by persons performing the repairs, and by the person inspecting the completed repairs. All mobile crane inspections should be completed thoroughly and by a qualified person. The boom is a critical component and even minor damage requires close scrutiny. All personnel working with or close to cranes, including riggers, signal persons, laborers, etc. should be familiar enough with crane dynamics to recognize any problems if possible and know their responsibility in bringing these to the attention of a qualified person. On Labor Day, we honor the hardworking men and women who build our communities and our villages. From our roads to bridges, schools and municipal buildings, Guam’s construction industry has contributed to our local development, advancement, strength and economy for decades. And the construction industry builds people too, by prioritizing well-paying jobs, professional advancement and lifelong learning. The Guam Contractors Association has been setting the gold standard for excellence in construction since 1959, and workforce development remains one of our strategic goals. Our organization was one of the first to set up a Registered Apprenticeship Training Program back in 1965. We’ve also championed on-the-job instruction and reskilling programs, which allow workers to obtain stackable and portable credentials recognized at any job site in the country. In 2006, the Guam Contractors Association established the GCA Trades Academy, so that our residents may avail themselves of the opportunities our industry offers through nationally recognized industry training, certifications and credentials through the National Center of Construction Education and Research. Our members also have won various national awards for Excellence in Construction and the National Excellence in Safety Awards through our affiliation as a local chapter of the Associated Builders and Contractors, INC. In the nation, there are an estimated 500,000 open jobs in construction right now, including many right here in Guam. That is why GCA is committed to working with our industry peers, local leaders and policymakers to invest in construction apprenticeship, on-the-job instruction and workforce development programs. We are recruiting and educating current and future generations of construction workers, the men and women who build this beautiful island we call our home.

FEATURE STORY

We will soon be joining the rest of the nation in proclaiming the month of October, “Careers in Construction Month.” GCA will kick off our celebration with our annual family day picnic on Oct. 7 at the Gov. Joseph Flores Beach Park (Ypao Beach Park) to honor our hardworking men and women in the construction industry. On Oct. 18 and 19, GCA and the GCA Trades Academy will launch the inaugural Construction Warriors Interactive Career Exploratory Event. The GCA Construction Warriors was created to showcase the various trades in the construction industry. It is an interactive career exploratory event that offers an educational opportunity to do hands-on work with the tools and equipment of the various trades, understand safety requirements on the job and learn about the overall construction trades in general. The event is a two-day event for middle and high school students (boys and girls) interested in learning about some of the construction trades. We also will offer a similar program just for the girls later in December we call Pizza, Pop & Power Tools. This event is in collaboration with GCA, GCA Trades Academy and the National Association of Women in Construction. Lastly, Careers in Construction Month will conclude with Guam’s construction industry’s Premier Awards Event, the Excellence in Construction Awards and the Contractor of the Year Awards that will be held Nov. 2 at the Dusit Thani Guam Resort. The overall winner and individual category winners would have earned the local chapter award needed to become eligible for the opportunity to compete on the national stage against other contractors from across the nation. Black Construction Corporation has won four of these national awards in the last five years.
