President’s Letter

Hafa Adai! GCA Members! School has begun! A perfect time to talk education and workforce development. In furthering our workforce development initiatives, GCA was honored to have two special guests visit us earlier this month all the way from Alabama. Mittie Cannon EdD, founder and CEO of Power Up; It’s a Mother Daughter Thing, a Non-profit organization focused on educating young talent using innovative solutions to create partnerships at all levels and work diligently to remove barriers and acknowledge the development of a diversified and strong workforce within the construction industry. Also visiting us, Mr. Gene Dudley who currently serves as the Senior Regional Manager for SkillsUSA in Region 2 (southeastern US). He works to strengthen relationships between the state level educators, business and industry and the state SkillsUSA Directors. Both these professionals have strong ties and relationships in our industry including the Associated Builders and Contractors (ABC), the National Center for Construction Education and Research (NCCER) and a host of other leading organizations in workforce development throughout the United States. GCA is adopting and hosting Power Up; It’s a Mother Daughter Thing in March 2020 in celebration of National Women in Construction week and National Women’s Month in March. We’re hoping the new GCA Trades Academy Training Facility in Tiyan will be completed in time for this event. Power Up is a program designed to empower young girls in Middle and High School to pursue careers in the construction industry. What makes this program a huge success is engaging mothers to be the influencers and coaches throughout the process to encourage these young women to pursue careers traditionally dominated by males. During this event, these girls will meet with women in the industry as well as other successful women in the community who will be sharing their experiences in their respective careers. Power Up; It’s a Mother Daughter Thing is growing at a rapid pace all over the U.S. Guam will be the first outside of the contiguous United Sates to have this program. SkillsUSA® is a career and Technical Student Organization that empowers its members to become world-class workers, leaders and responsible American citizens. SkillsUSA improves the quality of our nation’s future skilled workforce through the development of Framework skills that include personal, workplace and technical skills grounded in academics. Mr. Gene Dudley was on Guam to make a presentation to stakeholders to include our Guam Department of Education officials and GCC, GCA Trades Academy, Charter Schools and Catholic Schools. As well as industry representatives from Guam’s business organizations and our Guam Department of Labor. We are hopeful that this framework will be adopted and implemented in our middle and high schools. SkillsUSA is in every state in the nationa and two territories, U.S. Virgin Islands and Puerto Rico. Let’s make Guam be the thirWe are proud to have these professionals visit us all the way from Alabama to promote workforce development initiatives that are adopted throughout the United States and territories. Just a heads up for who’s coming in November. Kayleen McCabe! It’s possible some of you may have heard of her. That’s because, in 2009, Kayleen beat out over 5,000 contractors to win her very own nationally televised series on the DIY Channel. A popular show called Rescue Renovation. NAVAL SUPPORT UNIT, STATE DEPARTMENT The main presentation was provided by LT Tim Dahms, PE a former SAME Guam Post Board Member and Post Secretary. LT Dahms is currently detailed to the Naval Support Unit serving as the Officer in Charge. On April 21, 1966, the Secretary of the Navy (SECNAV) formally established the Naval Support Unit (NSU). The formation of the unit was based on successful assignments of Seabees to embassies in Jakarta and Moscow. LT Tim Dahms, PE, USN,

A Memorandum of Understanding was signed between the Department of State (DoS) and the Department of Navy (DoN). The NSU provides the DoS with cleared, trained, equipped Seabee personnel to provide overseas technical security system support in the diplomatic mission to advance U.S. interests overseas. This unit involves construction, renovation, maintenance, and repair work in sensitive and secure spaces; including installation, maintenance, and repair of technical security systems, high-security locks, and security surveillance of foreign contract construction within the DoS facilities overseas.

There are a total of 129 personnel in NSU: 10 enlisted and 1 CEC Officer (Dahms) on HQ Staff shore duty and 118 Seabees on Sea Duty. HQ staff is responsible for the overall operational and administrative control of all unit personnel. Seabees selected for duty with this unit will undergo approximately 26 weeks of specialized training before assignment to the temporary duty (TDY) pool or a foreign post.

HOW TO GIVE INSTRUCTIONS Seems very basic, but how many times have you assigned a task and when you follow up, the task was not accomplished? It was not done because the employee(s) forgot, were not sure what had to be done, or when it had to be done. Much of our daily communications consists of giving instructions such as assigning teams, work, or schedules. As a leader/manager, one of your foremost jobs is to effectively communicate instructions and objectives to employees. So it’s important that your instructions are clear and defined. If employees do not perform to your satisfaction, much of the problem likely stems from the communication of those instructions. Here are some ways to improve your communication of instructions and get the results you want: • Don’t assume: Don’t assume employees know exactly what you mean. Be as specific as possible in your instructions. Verify their understanding by asking if they have questions or need help. • Put it in writing: If the directions are complex, explain what needs to be done and provide written instructions so they can refer back to them to complete the assignment properly. • Speak firmly and confidently: If you sound uncertain or uncommitted when giving directions, employees may consider the task unimportant and not be concerned about completing the task properly.

• Provide a time limit: Give employees clear deadlines for a task. There are different definitions for “soon” or “later on.” • Provide examples: When giving directions, give examples, especially if the task is new to an employee. Examples can help him/her visualize the end result. • Tell them why: Giving directions without explaining “why” can make a task seem trivial. The purpose of the assignment will help motivate them to complete the assignment.

Let’s take a second to think about the multitude of activities we do using electricity. Some of us are on our work computers for hours at the office. The Wi-Fi router is connected to the outlet connecting the globe through the Internet. According to Slicktext.com, five billion people around the world are texting on a cellular phone that’s probably being charged through a power bank or outlet. The lights overhead are illuminating the room to make it easier to read this article. If you’re reading this during the Guam Contractors Association monthly meeting, the speaker is probably presenting using a projector and microphone. Don’t worry, we won’t tell if you aren’t paying attention. What I’m getting at is the world as we know it could be drastically different without the use of technology powered by electricity. For some, it can be scary. For others, it’s a nice escape from the things that could be tying us down all day. For others, it’s a livelihood; the bread and butter; what puts food on the table; what pays the bills. However, according to the Guam PEALS (Professional Engineers, Architects and Land Surveyors) Board website, it appears there are only 114 registered electrical engineers in Guam. According to the website the Guam PEALS Board, the entity was created in 1960 “to protect the life, health, and property and to promote the public welfare.” It is meant to ensure those practicing are meeting and maintaining the minimum standards in education, experience, and examinations, licensure, establishing standards of practice, and enforcement of laws, codes, and standards. A few GCA Members expressed how there is a demand in this field, and it could be electrical anything to be honest. It is not a new issue to be faced with labor shortages; even in a dynamic like electrical engineering. However, it all points back to education, training, and workforce development. Ray Pabroa stated, “So far, I think only the University of Guam is offering...electrical engineering.” He added, “I am not so sure about the future of electrical engineering here on Guam as I

have been told that some students are even going off-island to take up some engineering courses and that electrical engineering is one of those courses.” A community can hope for people who go get educated in a certain field can come back and share their expertise. He opined how he thinks the government should work with the trades academy to encourage newly-graduated high school students to look into the field of electricity and possibly take up courses. However, that doesn’t deny a shortage of manpower that seemed to be a concern echoed throughout. Dave Hicks of America’s Best ElectricMart stated directly that one of the biggest issues facing electrical contractors is “availability of labor at all levels.” Pabroa supported, “The number one issue right now is manpower (electricians).” He emphasized, “It is very hard to find good electricians thereby forcing the electrical contractors to offer higher wages, [it’s] about three times higher than the minimum wage, just to attract good electricians.” Johnny Cruz, CSP of Aptim stated, “The future of electrical engineering looks promising,” citing the University of Guam’s pre-engineering program. However, he added, “Electrical Contractors will need to promote and recruit electrical engineers from stateside and foreign universities to supplement the shortage of electrical engineers.” Currently, through the GCA Trades Academy, there are four levels of electrical training that is offered, including a core curriculum. Tuition can range anywhere between $1,300 to $2,500 per level, and does not include the required textbook; the full tuition for Electrical is $11,000. There is also coursework for Electrical Systems Technicians (EST). For EST courses, the full course costs $12,760, with various levels as well that range from the $1,300 to $5,200. Moreover, as a catalyst for technology and vocational training, the Guam Community College also offers coursework toward a certificate in construction technology with emphasis in Electricity. The GCC website states, “The Certificate in Construction Technology Program will prepare students for the current local and global job market with entry-level skills needed for any of the following fields: carpentry; electricity; heating, ventilation, and air conditioning (HVAC); masonry; plumbing; reinforcing metal worker; and welding.” Cruz stated, “With the limited quantity of qualified electricians, company owners have to be creative to retain safe workers.“ He added that professional and vibrant employees are valuable to a company. “As a Safety Professional, I noticed companies that value safe employees produce low safety rates.” Pabroa added, “So far, Guam has to produce more electricians locally first. After that, we can see that there will be a lot of advances in the electrical industry here on Guam.” For those already certified and licensed as electrical contractors, Pabroa said, “The electrical company who can afford sending their electricians to electrical safety training should do so or at least

have somebody within the company to do a training particularly topics from the NFPA 70E which is the electrical safety code book.” In a recent article on ConstructionEnquirer.com written by Grant Prior, it was reported accident rates among electrical contractors fell 90-percent since the beginning of the millennium; a monumental improvement since the data was being compiled since 2001. With 13,000 operatives in the United States surveyed in 2018, the information collected by the Joint Industry Board shows that most of the accidents were slips, falls, and trips - with one reported electrical shock, according to PBCToday.co.uk. As safety procedures are continuously improved, this field continues to become one of success stories and more enticing reasons to at least look into its possibilities, especially with advancement in technology moving at the speed of light. Edith Clarke, Thomas Edison, Alexander Graham Bell, Nikola Tesla, and Elon Musk had to start somewhere, right? But, let’s rock down to electric avenue!

EPA Finalizes the Affordable Clean Energy Rule On June 19, the U.S. Environmental Protection Agency issued the Affordable Clean Energy final rule, which replaces the Obama administration’s overreaching Clean Power Plan with a rule that restores rule of law, empowers states and supports energy diversity. In the notice, the EPA finalizes three separate and distinct rulemakings: • Repeal of the CPP; • The ACE rule, which establishes emission guidelines for states to use when developing plans to limit carbon dioxide at their coal-fired electric generating units; and • New regulations for EPA and state implementation of ACE and any future emission guidelines issued under the Clean Air Act section 111(d).

On Oct. 31, 2018, ABC submitted comments in support of the EPA’s ACE proposed rule, stating that the EPA has taken a more reasonable approach to addressing carbon emissions while supporting businesses and jobs and ensuring necessary and essential environmental protections in our communities.

On March 28, 2017, President Trump signed Executive Order 13783, Promoting Energy Independence and Economic Growth, which directed the EPA administrator to review the CPP. Following the review, the EPA published the proposal to repeal the CPP on Oct. 16, 2017 and the new ACE proposed rule on Aug. 31, 2018.

Additionally, ABC submitted comments in support of the EPA’s proposal to the repeal the CPP in January 2018. Had it gone into effect, the Obama administration’s CPP would have imposed strict regulations on coal-fired power plants, increasing compliance and transaction costs and creating uncertainty for America’s small businesses.

OSHA Publishes Webpage on Suicide Prevention The U.S. Department of Labor’s Occupational Safety and Health Administration published a new webpage that provides various resources for workers on suicide prevention. Resources on the OSHA webpage include contact information for the National Suicide Prevention Lifeline, as well as information from the Center for Construction Research and Training, the Construction Industry Alliance for Suicide Prevention, the U.S. Department of Veterans Affairs and more.

According to the OSHA website, suicide is a serious public health concern that can have lasting harmful effects on individuals, families, workplaces and communities. Additionally, men in the construction and extraction industry had the highest rate of suicide among all occupational groups in the United States in 2015, according to the U.S. Center of Disease Control and Prevention. From 2012 to 2015, the rate of suicide among male construction workers increased more than 20%, based on deaths per 100,000 males.

ABC was one of 17 member organizations of the CIASP that met in October 2018 to collaborate on how to equip companies to better address mental health issues and reduce the risk of suicide in the construction industry. The twin-leg Nano-Lok edge is part of a personal fall protection system and connects two self-retracting lifelines/devices (SRL’s/SRD’s) directly under the dorsal d-ring of a worker’s harness.
