President’s Letter
Dear GCA Members: These are trying times for all businesses on the island as we experience an unprecedented slowdown in our economy. I urge our members to follow the recommendations of subject matter experts and stay at home and practice social distancing. I guess that’s the new buzz word these days. I have not had to use these words in the past, but now it’s a constant reminder for all our members to practice in order to curtail the spread of the coronavirus or COVID-19. We must all do our part and remain vigilant until this crisis subsides. When possible, the GCA will provide updated information from reliable resources on COVID-19 and federal business programs that will assist our businesses in these hard-economic times. Our GCA webpage at www.guamcontractors.org and our social media page https://www.facebook.com/GuamContractors/ provides these resource information. We will try as much as possible to update the information as we receive them. So, visit our website and Facebook pages frequently. We will also be sending information via our email Constant Contact member listing. The month of April also marks the end of GCA’s fiscal year and the election of our GCA Board of Directors for 2020 - 2021. Usually we hold our elections in the presence of GCA members at our fiscal year ending general membership luncheon meeting previously scheduled for April15th, but because of the Governor’s Executive Order, we are not able to hold social events at least until May 5, 2020. We will update our members on how we will be counting the ballots and announcing our GCA Board of Directors for the new fiscal year. In the meantime, please fill out your ballots and mail back in the selfaddressed stamped envelopes provided. All ballots shall remain sealed until such time that we begin counting. All ballots should be received at the GCA office by close of business on April 15th Please stay safe and when possible, stay at home and isolate. Together we can get through these challenging times. SAME Statement & Action on Coronavirus In support of our national security, and as underscored by President Trump’s message to the nation and emergency declarations made in communities across the country, SAME has joined the effort to contain the spread of COVID-19. Reducing community spread and limiting inperson gatherings are necessary approaches to take. Given the reality that the current environment our nation faces as we work together to contain the spread of COVID-19 is likely to continue through spring, and with restrictions on large gatherings in Washington, D.C., presently in effect until July, SAME has made the decision not to hold the 2020 [Joint Engineering Training Conference] JETC from May 27-29 as originally planned. We feel this decision is necessary now to allow for our attendees, sponsors, exhibitors, and vendors to plan and adjust accordingly. JETC is an important event for our Society, and our partners and stakeholders across industry and government. The training, professional development, and networking is instrumental in advancing our profession’s ability to support the nation’s readiness and resilience. As the 2020 JETC also was SAME’s Centennial Kickoff Celebration, this year’s event was shaping up to be a truly special and memorable week. We are disappointed the event as originally planned will not happen—and we understand there are a great many people, the majority of whom are volunteers, who have put in an immense amount of work over the last couple of years to plan the 2020 JETC. We share your feelings, and please know the incredible gratitude we have to all of you for the time and effort you have given. The Society’s National Leadership Team and SAME National Office are exploring alternative options for how to provide the value offered at JETC (such as education and training aspects) and hold some of its other key elements (such as the Society Awards and [Leadership Development Program] LDP graduation) in another fashion or location. We will have more information to share in the coming weeks. Part of the reason for making a decision now to not hold JETC as scheduled is so we can focus on how we can pivot in order to be able to deliver the exceptional experiences you expect from SAME. SMALL BIZ NOTES NAVFAC Marianas awarded about $104.7M in contracts from October 2019 through March 2020 on which Small Business (SB) concerns may participate as prime or subcontractors. Of that amount, about $103.7M was awarded to SB concerns to provide a variety of products and services on Guam. Socio-economic breakdown of the SB awards are: - $83.6M - Small Disadvantaged Business (SDB) - $85.9M - HUBZone Small Business (HZSB) - $9.2M - Women-Owned Small Business (WOSB) - $7.8M - Service-Disabled Veteran-Owned Small Business (SDVOSB) The sum of the figures above exceed the overall SB awards of $103.7M because some SB concerns qualify for multiple socio-economic categories. COMMON MISTAKES IN PROPOSAL WRITING Compliance with the RFP or RFQ - Not providing key documents (safety record, legally binding teaming agreement, etc.) or addressing an evaluation element (technical or safety approach) may render your proposal non-responsive or technically unacceptable. Last Minute Submissions - There are many reasons why proposals are turned in at the last minute. A lot has to do with running the business first. It’s a matter of priorities. Business operations tend to detract from focusing and preparing a sound proposal. Add to that is a natural tendency to procrastinate. That 30-day period to respond to a solicitation quickly becomes a 2-3 day rush to “finalize” and package the proposal.

Unfortunately, “last minute” preparations often lead to: Boilerplate Proposals – Taking a similar proposal and tweaking it to fit current solicitation requirements may be a faster way to develop a proposal. But, sometimes “cut and paste” jobs are very obvious to Evaluation Teams and can impact the overall evaluation. Mathematical, Grammar and Punctuation Mistakes - Can make the difference between winning and losing a contract. These mistakes happen easily in the rush to complete a proposal in time or insert last-minute changes to the proposal. Proofreading your work is essential.

COMMON PROBLEMS FOR SMALL BUSINESS CONCERNS Access to capital - One of the biggest challenges for small business owners and entrepreneurs is the inability to access capital. While many business owners identify this as a problem, many don’t apply for bank loans for fear of rejection. Competition for government contracts – Competition for contracts in the government arena will never get easier. As the military buildup on Guam picks up momentum, competition will only increase.
Finding the right people – a continuing challenge for many businesses is getting (and keeping) qualified and motivated personnel. Skilled labor shortages will exacerbate the problem. Affording to market your business – you may have the greatest product or service on the island, but the general public won’t know about you without some marketing/networking. Unfortunately there is a cost. Even the “free” events cost you time away from running/operating the business.
Getting paid on time – this applies to all contractors (primes and subs). There are payment clauses in federal contracts to ensure prompt payment; however, sometimes subcontractors balk at pressing the issue too hard for fear of losing future work.

THE EFFECTS OF COVID-19 ON THE GUAM CONSTRUCTION INDUSTRY by: R.D. Gibson

The entire world has been flipped upside down to say the least. From the onslaught of press releases and ‘stay-at-home’ orders to the sobering reality that we are not living in a major Hollywood blockbuster, the current situation has given birth to a new - hopefully temporary reality for everybody. Nearly four weeks ago, the island received a press release from its Joint Information Center stating simply there were three confirmed cases of COVID-19 in Guam. In the weeks since, the numbers have grown exponentially; 60 JIC releases later, the island now has 121 confirmed cases, four deaths, and 31 recoveries. According to the World Health Organization’s website, there have been nearly 1.3M confirmed cases worldwide and nearly 73,000 deaths, as of press time. This whole event has brought the community into a heightened state of uncertainty and fear: mandating face masks, social distance, home quarantine, quarantine extensions, “only leave the house for essentials”, etc. It can be easy to make a quick comparison to an apocalyptic movie, but the threat is real. However, the impact reaches far beyond the executive orders and press releases. With the shutdown of non-essential businesses and services and stricter mandates on staying home to slow the spread of the virus, it has left many industries to wonder what the future will look like post-COVID-19; the implications of a slowed economy and what it means for skilled workers. For Leonard Kaae, Senior Vice President and General Manager of Black Construction Corporation, pointed to nearly 200 H2-B applicants’ United States Embassy interviews and Philippine government processing being stalled; “The impact of this manpower delay has yet to be determined.” As we still navigate trying to build and strengthen the local skilled workforce, COVID-19 has thrown a monkey wrench in projects. Kaae stated, “The most obvious [obstacle] is the absence of our local craft labor since the quarantine was put into effect.” He continued saying his team continues to monitor their crews ‘to ensure compliance with the CDC protocols.” This includes nearly 900 individuals. What’s becoming the new normal for some companies, in addition to following CDC and government of Guam guidelines, is directing staff to ensure employees are following the precautions, as well. For some, it’s business as usual, like MATSON, whose initial release was sent out on March 15, 2020, stating “All Matson operations continue uninterrupted.” Citing their regular communication with the United States Like Us On Facebook

Coast Guard and the Port Authority of Guam, Matson has been monitoring what’s been going on in the region with their regular operations. However, for those businesses that work directly with customers is something completely different. However they are categorized - essential or non-essential - there still requires some level of human interaction to get any work done. Work still requires a commute and travel. Work still requires handling items or surfaces that may have been infected. Work can already be daunting, but the anxiety of working in an environment where COVID-19 could be could be even more so. It’s even more worrisome to be working in an environment where there are people who are asymptomatic - and who can know that for certain without being tested? However, most reports point to not knowing the full impact of the disease on any industry, especially the construction industry. Most of the time, it’s taking the right precautions, staying informed with legitimate news and facts, and thinking positively. Yes. This disease also has crept its way into the world’s mental health - anxiety and stress are rampant in these times of uncertainty; perhaps continuing to work with the right - precautions and remotely - through the uncertainty can help with coping. At the helm of Isla Coatings and Roof Supply is Dr. Jaylene Kent, C.I.T. who said her staff chose to continue working during this time. “My tribe keeps my spirits up,” she said. “This crisis has provided an even greater opportunity for them to shine,” she noted. Kent added that their continued work has demonstrated “their work ethic, their patriotism, their creativity, and their customer service.” Karen Bennett, Isla Coatings and Roofing Supply’s bookkeeper, emphasized how difficult social distancing has been. “We love socializing...it is hard to keep the ‘social distance’; not to hug or shake hands when meeting up with our friends...not to plan...having the family over.” Lance Megnon, Warranty Specialist and Tech Rep, echoed from a professional standpoint, social distance has been awkward with customers initially. “But over time, we have all recognized its importance and have embraced it.” For others, one of the positives of this pandemic is for businesses to begin looking into and utilizing electronic tools and digital solutions. Dave and Irene Hicks of America’s Best Electric Mart have already started looking into using more technology for efficiency and remote working. “It reminds us how things can quickly change,” they started. “Several months ago, we were looking forward to the upcoming business we were expecting from the military buildup,” they said.

Procurement Specialist Rodney Infante said, “There are a lot of uncertainties for every construction business owner during this ongoing pandemic.” He did emphasize how small construction businesses will have to implement more electronic processes, possibly including virtual design and construction, “and other digital tools such as drones and BIM.” Additionally, he said this will spark and accelerate construction companies’ use of digital solutions, which could improve safety, overall staff coordination, communication, and project outcomes. Infante’s ideas are looking toward the immediate future and beyond for the entire industry and how it will address situations like this should they arise later on. “This is the undeniable future of the construction industry, and this pandemic will escalate our move forward, joining other industries.” The team over at America’s Best Electric Mart emphasized, “Businesses should have a Crisis Management Plan.” This situation is unprecedented. “We need to consider creating our CMP and include a communication strategy and messaging, detained action plan and frequent training on the plan.” They also added how this should get the community to consider starting “a personal emergency plan that includes finances for extended unexpected events.” Sometimes it’s simply a matter of planning efficiently and looking for better solutions overall. “(COVID-19) has highlighted the vulnerability of living on an island and how complicated the supply chain is…from the level of manufacturing to the logistics of getting products to Guam,” added Brian Kent, Vice President and Senior Technical Specialist at Isla Coatings and Roof Supply. He elaborated about a lot of variables working with mainland manufacturers, like availability of materials and timeline of availability, among other things. “We just never know what bad news or good news we may learn from those in our production and supply chain.”

With typhoons and other natural disasters, we’ve seen up to several months of recovery time, but with what we’re experiencing now, it still brings some level of uncertainty. For the first time in a long time, our community is faced with strengthening and redefining how resilient our people really are. Guam is no stranger to having to rebuild; she embodies resilience - among other things, and though the situation is different, we have to push forward with what we can. This is yet another reminder of how connected we are, how we’ll need to work as a community to combat this, and how we’ll learn from this. After typhoons and such, the community comes together to help one another - that’s the true spirit of our people; this will be no different.
He did point out that the company has been able to work creatively, finding solutions like being able to find ways to technologically from home. “We have been fortunate to have work and be able to work.” And, maybe at this point in this pandemic, with all the politics, media frenzy, face masks, uncertainty, that’s what we can hope for is to have work and be able to work. Every small business owner's worst nightmare came true when the Governor ordered a mandatory island wide shutdown of non-essential business operations for 14-days. These are tough decisions to be made. However, for the health and safety of your customers and employees, these measures were put in place for the long term benefits of our island community. As we each do our part to reduce the spread of COVID-19, it's important to stay at home and follow the recommended steps to keep you and your families safe and healthy. In times of reduced operations, here are some key tasks business owners can focus on to get prepared: 1. Now it is the time to check your business cash flow or budget. Writing down a list of operating expenses, such as payroll, vendor payments, rent, utilities, and other operational expenses. It helps to estimate cash flow need, what is coming due, and when is it has to be paid. Prepare your cash budget for the next twelve months and make some adjustments, such as cutting back on certain expenses if needed. We hope to recover soon in the next few weeks or so but it can never be too late to be prepared. 2. Keep everyone on your fingertips – customers, vendors, bankers, and employees. Share your operational information through social media or whatever medium works best for your business. Make sure your customers know where to find you. If you are in a cash flow crunch, talk with your vendors and bankers and see if they can push back payment deadlines or defer payments on your loans. Depending on what options you choose, understand the terms, what to do at the end of the deferment period, and ask thorough questions if you need to before agreeing to it. Don’t wait until it is too late and now you are hurting for cash! 3. The deadline to file your tax returns and make payments on tax due has been extended to July 15 but it does not mean you should wait until then. If you are at home, this is the time to organize your receipts that have been sitting at the corner of your office and put together your income statement for 2019. If you don’t have your current financial statement or GRT information, you can’t go to the bank or anywhere for that matter until you have those documents on hand. Do it now, you have time! 4. Don’t be afraid to ask for help! Guam SBDC offers FREE one-on-one counseling assistance for small businesses. We can help you put together the loan application package for SBA Disaster Economic Injury loan program or for any financial institutions that you bank with and explain the financial jargons that you might not understand. P-662 Missile Defense Agency (MDA) Test Support Facility in Wake Island Tamuning, Guam, April 7, 2020—Black Construction Corporation today announced work on the P-662 Missile Defense Agency (MDA) Test Support Facility in Wake Island has earned the company a national Excellence in Construction® Eagle Award, which will be presented during ABC Convention 2020 in Nashville, Tennessee, on Aug. 18. The EIC awards program is the industry’s leading competition that honors both general and specialty contractors for innovative and high-quality merit shop construction projects. “Acceptance of this award is a testament to the dedication and unwavering commitment to Safety and Construction Excellence,” stated Leonard Kaae, Senior Vice President & General Manager of Black Construction. The contracted work scope includedconstruction of a reinforced concrete foundation for the primary pre-engineered steel structure with specialized pre-insulated wall and roof panels. The structure is a single story consisting of 8,200 square feet of floor area with mission critical execution workspaces, office spaces, 20 | APRIL2020
conference rooms, elevated mezzanine storage, restrooms and a mechanicalelectrical room. The project includes air conditioning, plumbing, power, lighting, lighting protection, fire alarm, fire suppression and incidental work. Supporting scope features included site development work, underground utilities to support the facility; an aggregate based access road; concrete paving and walkways; information/communication infrastructure; connections to support backup power and antiterrorism force protection. The EIC awards program is the industry’s leading competition that honors both general and specialty contractors for innovative and high-quality merit shop construction projects. Mr. Kaae said “Black is proud to have the distinct opportunity of receiving this distinguished award.” This Lockwood Housing Phase 2 Design / Build project included the completion of the 35% RFP design to full design for the construction of 48 renovated / expanded housing units for the US Navy. The initial work included MEC Clearance, hazardous material abatetment and demolition of existing carports, outdoor storage units and driveways to allow for the renovition and exapnsion of 48 single family homes. Adequate military family housing is required to improve the quality of life of Navy military personnel and their families and this project upgraded the existing housing units to bring them to current Navy standards. This project included upgrade and reconfiguration of interior living spaces including the living room, dining area, kitchen, hallways, bedrooms, bathrooms and utility areas to meet current

base housing standards and functionality. Re-designed kitchens included solid surface counter tops and cabinetry with pantry to suit a convenient modern kitchen design; Bathroom renovations included new floor and wall finishes, walk-in shower, vanity, and bathroom accessories. Interior reconfiguration included construction of paperless dry wall partitions for interior living spaces. Mirrored closet doors, light fixtures, ceiling fans and other architectural appurtenances were all new and upgraded. Work also included replacement of worn-out architectural finishes, exterior and interior doors and hardware, windows with typhoon shutters, floor finishes, kitchen and bathroom cabinets, bedroom closets with stainless hanger rods and shelving. New fluid applied roofing was applied on the on both existing and the new concrete roof. Open cell spray-on insulation was applied under the entire concrete roof slabs and interior side of concrete walls covered with paperless gypsum wall board. Pesticide treatment under the slab throughout exterior walls of the housing units. Renovations included adding a family room; concrete covered patio to include aluminum screen enclosure, roll-up typhoon shutters; laundry with appliances; converting carports togarages with insulated sectional doors; and providing concrete enclosure for waste bins.

T.) has earned a national Excellence in Construction® Pyramid Award, which will be presented during ABC Convention 2020 in Nashville, Tennessee, on Aug. 18. The EIC awards program is the industry’s leading competition that honors both general and specialty contractors for innovative and high-quality merit shop construction projects. “This award is a credit to the hard work and dedication of every employee assigned to our Diego Garcia operation.” Mr. Kaae pointed out. “A hearty CONGRATULATIONS to the DG Team!” The Replace Power Poles F1SA/F2S project was the initial seed project for the 5 year $240-Million-dollar Multiple Award Construction Contract for the U.S. Navy on Diego Garcia in the Indian Ocean Territory. The program was procured as a design build and awarded to the Black Construction/MACE International Joint Venture in February 2018 with a CCD of July 3, 2019. The contract scope of work required the replacement of 88 deteriorated wooden poles with new concrete pre-stressed precast concrete hardware and associated guide wire supports. The scope also required cast in place concrete foundations which were designed to account for an existing water table that was 4 feet below grade once the new utility poles were installed. The new power poles were 45 foot in overall length with a weight of 8 tons per pole. Designers mandated the new

concrete poles to be installed in the same alignment of both the F1S and F2S primary and secondary electrical circuits from the north power Plant to the Air Operations facilities of the island. The symmetrical alignment allowed the majority of the existing aluminum conductors to be reused and transferred onto the new concrete poles. Both circuits provide mission critical uninterrupted electrical power to the National Defense of the United States in this part of the world. Both circuits required close coordinated communications with the Navy’s island power division to ensure the primary 15kV circuit was completely terminated with lock-out tag-out procedures in place while the existing aluminum conductors were transferred, secured, and properly tested for eventual energization. Phasing of the work from start to final turn-over became paramount to ensuring 24/7 uninterrupted power to be supplied to over 28 different users along the main thorough fare of Britannia Way. These feeders were isolated at each phase to safely and effectively complete the project within an aggressive 10-month construction schedule once design was formally accepted by the Government. Other materials replaced were hot dipped galvanized steel cross arms, 15kV insulators, 15kV Air Brake Switch assemblies, guy wires, brackets and other miscellaneous pole hardware to complete the system. All affected pole mounted transformers, power risers, telecommunication conduit risers and overhead cables were removed carefully from the wooden poles and re-installed on the new concrete poles.

Temporary revised hours during COVID-19, effective Sunday, March 29, FHP Health Center is open from 8:00 am – 6:00 pm, Saturdays Thursdays. We will be CLOSED on Fridays. FHP’s Cancer Center, Adult Medicine and Pediatrics department will also be open for limited services and availability based on scheduled needs. FHP Home Health department is open to care for patients at their homes. These revised hours reflect FHP’s participation with SDA and AMC clinics as the three CURE Tier facilities that are accepting GMH overflow urgent care patients.
